  2. Modelling Hydrological Consequences of Climate Change-Progress and Challenges


    The simulation of hydrological consequences of climate change has received increasing attention from the hydrology and land-surface modelling communities. There have been many studies of climate-change effects on hydrology and water resources which usually consist of three steps: (1) use of general circulation models (GCMs) to provide future global climate scenarios under the effect of increasing greenhouse gases,(2) use of downscaling techniques (both nested regional climate models, RCMs, and statistical methods)for "downscaling" the GCM output to the scales compatible with hydrological models, and (3) use of hydrologic models to simulate the effects of climate change on hydrological regimes at various scales.Great progress has been achieved in all three steps during the past few years, however, large uncertainties still exist in every stage of such study. This paper first reviews the present achievements in this field and then discusses the challenges for future studies of the hydrological impacts of climate change.

    Full Text Available A model is investigated, by which the encounters of the solar system with dense interstellar clouds ought to trigger either geomagnetic field reversals or excursions, that produce extra electric currents within the Earth dynamo, that cause extra Joule's heating, that supplies volcanoes and endogenous processes. Volcanoes increase the Earth degassing into the atmosphere, hence the concentration of the minor atmospheric constituents, including the greenhouse gases, hence they affect climate temperature, glacier melting, sea level and global change. This investigation implies both theoretical studies and observational data handling on different time scales, including present day phenomena, instrumental data series, historical records, proxy data, and geological and palaeontological evidences. The state of the art is briefly outlined, mentioning some already completed achievements, investigations in progress, and future perspectives.

  5. Policy progress in mitigation of climate change in Taiwan

    To make an active contribution to the global effort in mitigation of climate change, Taiwan government has implemented the 'Frameworks for Sustainable Energy Policy-An Energy-Saving and Carbon-Reduction Action Plan' in June 2008. It has made a commitment of a stepwise reduction of nationwide greenhouse gas (GHG) emissions, which returns the nationwide GHG emission to 2008 levels by 2020, then reduces to 2000 levels by 2025, and finally cuts 50% of 2000 levels by 2050. The fundamental strategy is to reduce the GHG emission under acceptable economic development and energy security to achieve generation-spanning triple-win in energy, environment and economy. The major policy instruments such as 'Statute for Renewable Energy Development', 'GHG Reduction Law (draft),' 'Regulation for Energy Tax (draft),' and 'Energy Management Act' have been either implemented or scheduled for legislative reviewing. The purpose of this paper is to present an updated review of the outcomes of GHG emission reduction in Taiwan. In addition, the progress and priority of policy instruments in GHG emission reduction are analyzed as well. - Research highlights: →Taiwan has made a commitment of stepwise targets of GHG emission reduction to contribute to the global efforts in combating climate change in 2008. →The near-term target returns the nationwide GHG emissions back to 2008 levels during years of 2016-2020. Then, emission levels are cut to 2000 levels by 2025, and finally 50% of 2000 levels by 2050. →In addition to finish legislative review of the 'GHG Reduction Act', Taiwan has prepared a comprehensive action plan to reduce the national GHG emissions, involving improvement of the efficiency in energy use, development of the sustainable energy, and taxation of carbon on fossils.

  7. An Interdisciplinary Network Making Progress on Climate Change Communication

    Public understanding of climate change continues to lag far behind the scientific consensus not merely because the public lacks information, but because there is in fact too much complex and contradictory information available. Fortunately, we can now (1) build on careful empirical cognitive and social science research to understand what people already value, believe, and understand; and then (2) design and test strategies for translating complex science so that people can examine evidence, make well-informed inferences, and embrace science-based solutions. Informal science education institutions can help bridge the gap between climate scientists and the public. In the US, more than 1,500 informal science venues (science centers, museums, aquariums, zoos, nature centers, national parks, etc.) are visited annually by 61% of the population. Extensive research shows that these visitors are receptive to learning about climate change and trust these institutions as reliable sources. Ultimately, we need to take a strategic approach to the way climate change is communicated. An interdisciplinary approach is needed to bring together three key areas of expertise (as recommended by Pidgeon and Fischhoff, 2011): 1. Climate and decision science experts - who can summarize and explain what is known, characterize risks, and describe appropriate mitigation and adaptation strategies; 2. Social scientists - who can bring to bear research, theory, and best practices from cognitive, communication, knowledge acquisition, and social learning theory; and 3. Informal educators and program designers - who bring a practitioner perspective and can exponentially facilitate a learning process for additional interpreters. With support from an NSF CCEP Phase I grant, we have tested this approach, bringing together Interdisciplinary teams of colleagues for a five month "study circles" to develop skills to communicate climate change based on research in the social and cognitive sciences.   11. Recent Progress in Studies of Climate Change in China

    An overview of basic research on climate change in recent years in China is presented. In the past 100 years in China,average annual mean surface air temperature (SAT) has increased at a rate ranging from 0.03℃ (10 yr)-1 to 0.12℃ (10 yr)-1.This warming is more evident in northern China and is more significant in winter and spring.In the past 50 years in China,at least 27% of the average annual warming has been caused by urbanization.Overall,no significant trends have been detected in annual and/or summer precipitation in China on a whole for the past 100 years or 50 years. Both increases and decreases in frequencies of major extreme climate events have been observed for the past 50 years. The frequencies of extreme temperature events have generally displayed a consistent pattern of change across the country,while the frequencies of extreme precipitation events have shown only regionally and seasonally significant trends.The frequency of tropical cyclone landfall decreased slightly,but the frequency of sand/dust storms decreased significantly.Proxy records indicate that the annual mean SAT in the past a few decades is the highest in the past 400-500 years in China,but it may not have exceeded the highest level of the Medieval Warm Period (1000-1300 AD).Proxy records also indicate that droughts and floods in eastern China have been characterized by continuously abnormal rainfall periods,with the frequencies of extreme droughts and floods in the 20th century most likely being near the average levels of the past 2000 years.The attribution studies suggest that increasing greenhouse gas (GHG) concentrations in the atmosphere are likely to be a main factor for the observed surface warming nationwide.The Yangtze River and Huaihe River basins underwent a cooling trend in summer over the past 50 years,which might have been caused by increased aerosol concentrations and cloud cover.However,natural climate variability might have been a main driver for the mean and

  12. Progress in rapid climate changes and their modeling study in millennial and centennial scales


    Rapid climate change at millennial and centennial scales is one of the most important aspects in paleoclimate study.It has been found that rapid climate change at millennial and centennial scales is a global phenomenon during both the glacial age and the Holocene with amplitudes typical of geological or astronomical time-scales.Simulations of glacial and Holocene climate changes have demonstrated the response of the climate system to the changes of earth orbital parameter and the importance of variations in feedbacks of ocean,vegetation,icecap and greenhouse gases.Modeling experiments suggest that the Atlantic thermohaline circulation was sensitive to the fresh water input into the North Atlantic and was closely related to the rapid climate changes during the last glacial age and the Holocene.Adopting the Earth-system models of inter mediate complexity (EMICs),CLIMBER-2,the response of East Asian climate change to Dansgaard/Oeschger and Heinrich events during the typical last glacial period (60 ka B.P.-20 ka B.P.) and impacts of ice on the Tibetan plateau on Holocene climate change were stimulated,studied and revealed.Further progress of paleoclimate modeling depends on developing finer-grid models and reconstructing more reliable boundary conditions.More attention should be paid on the study of mechanisms of abrupt climatic changes as well as regional climate changes in the background of global climate change.

    The Environmental Effects Assessment Panel (EEAP) is one of three Panels that regularly informs the Parties (countries) to the Montreal Protocol on the effects of ozone depletion and the consequences of climate change interactions with respect to human health, animals, plants, biogeochemistry, air quality, and materials. The Panels provide a detailed assessment report every four years. The most recent 2014 Quadrennial Assessment by the EEAP was published as a special issue of seven papers in 2015 (Photochem. Photobiol. Sci., 2015, 14, 1-184). The next Quadrennial Assessment will be published in 2018/2019. In the interim, the EEAP generally produces an annual update or progress report of the relevant scientific findings. The present progress report for 2015 assesses some of the highlights and new insights with regard to the interactive nature of the effects of UV radiation, atmospheric processes, and climate change.   16. Modelling impacts of climate change on arable crop diseases: progress, challenges and applications.

    Combining climate change, crop growth and crop disease models to predict impacts of climate change on crop diseases can guide planning of climate change adaptation strategies to ensure future food security. This review summarises recent developments in modelling climate change impacts on crop diseases, emphasises some major challenges and highlights recent trends. The use of multi-model ensembles in climate change modelling and crop modelling is contributing towards measures of uncertainty in climate change impact projections but other aspects of uncertainty remain largely unexplored. Impact assessments are still concentrated on few crops and few diseases but are beginning to investigate arable crop disease dynamics at the landscape level. PMID:27471781

  1. Canada's climate change voluntary challenge and registry program : Suncor Energy Inc. eighth annual progress report

    A corporate profile of Suncor Energy, a Canadian integrated energy company placing the emphasis on the development of the Athabasca oil sands in northern Alberta, is provided. A message from the president reiterates the company's commitment to improving both the environmental and economic performance through innovative policies and strategic management plans. A sustainable approach to climate change has meant an effort toward reducing the emissions of greenhouse gases and improving energy use. Suncor has lowered its greenhouse gas emission intensity by 11 per cent below 1990 levels in 2001. Total reductions of 12.9 million tonnes have been achieved during the period 1990-2001. The total absolute emissions are above 1990 levels, which can be explained by tremendous production growth at Suncor Energy. Suncor has developed a seven-point plan to address the issue of climate change as follows: manage its greenhouse gas emissions, develop renewable sources of energy, invest in environmental and economic research, use domestic and foreign offsets, collaborate with governments and other stakeholder groups on policy development, educate its employees and the public on ways to respond to the risk posed by climate change, and measure and report its progress from that perspective. The document is divided into sections. The first section provides an organization profile, and section two discusses senior management support. In section three, a review of base year methodology and quantification is provided, followed by projection in section four.   2. Global vs climate change

    The various agents of global change that will affect the state of natural resources 50-100 years from now are discussed. These include economic and population growth, technological progress, and climatic change. The importance of climatic change lies in its effects on natural resources and on human activities that depend on those resources. Other factors affecting those resources include the demand on those resources from an increasing population and from a growing economy, and a more efficient use of those resources that comes from technological changes and from the consequences of economic growth itself. It is shown that there is a considerable ability to adapt to climatic change, since humans already have an intrinsic ability to adapt to the wide variations in climates that already exist and since technological developments can make it easier to cope with climatic variability. It appears that agents other than climatic change are more significant to the future state of natural resources than climatic change. Criteria for selecting options for addressing climatic change are outlined. Technological change and economic growth are seen to be key response options, since the vulnerability to climatic change depends on economic resources and technological progress.     In spite of man's remarkable advances in technology, ultimately he is still dependent on the Earth's climatic system for food and fresh water. The recent occurrences in certain regions of the world of climatic extremes such as excessive rain or droughts and unseasonably high or low temperatures have led to speculation that a major climatic change is occurring on a global scale. Some point to the recent drop in temperatures in the northern hemisphere as an indication that the Earth is entering a new ice age. Others see a global warming trend that may be due to a build-up of carbon dioxide in the atmosphere.   5. How can public policies accelerate the progress in technologies for the struggle against climate change?

    After having recalled the three stages of the technical progress according to Schumpeter (invention, innovation and diffusion), and the roles of R and D and learning in this process, the author briefly comments the cost evolution of different energy production technologies between 1980 and 1995, proposes a simple modelling of the learning system under the influence of public policies, and indicates the research themes by 2050. Then, she discusses the fact that the R and D level is not socially optimal, notably because of market imperfections, and also because some innovations may have applications within a time which is too long for companies. This is the reason why the State generally takes care of fundamental research. She discusses either demand-based or supply-based public policies aiming at accelerating the progress in low carbon technologies, describes the international cooperation in R and D (agreement on research on low carbon technologies, standards), and how to promote the diffusion of technology towards developing countries (problem of emission increase in these countries, technology transfer in general and within the frame of the convention on climate change, public development support and direct foreign investments)

    This paper presented indicators of climate change for British Columbia (BC) with an emphasis on the coastal region. An overview of global effects of climate change was presented, as well as details of BC's current climate change action plan. Indicators examined in the paper for the BC coastal region included long-term trends in air temperature; long-term trends in precipitation; coastal ocean temperatures; sea levels on the BC coast; and the sensitivity of the BC coast to sea level rise and erosion. Data suggested that average air temperatures have become higher in many areas, and that Springtime temperatures have become warmer over the whole province. Winters have become drier in many areas of the province. Sea surface temperature has risen over the entire coast, with the North Coast and central Strait of Georgia showing the largest increases. Deep-water temperatures have also increased in 5 inlets on the South Coast. Results suggested that the direction and spatial pattern of the climate changes reported for British Columbia are consistent with broader trends in North America and the type of changes predicted by climate models for the region. Climate change will likely result in reduced snow-pack in southern BC. An earlier spring freshet on many snow-dominated river systems is anticipated as well as glacial retreat and disappearance. Warmer temperatures in some lakes and rivers are expected, as well as the increased frequency and severity of natural disturbances such as the pine mountain beetle. Large-scale shifts in ecosystems and the loss of certain ecosystems may also occur. BC's current climate plan includes cost effective actions that address GHG emissions and support efficient infrastructure and opportunities for innovation. Management programs for forest and agricultural lands have been initiated, as well as programs to reduce emissions from government operations.   8. Canada's climate change voluntary challenge and registry program : 6. annual progress report

    A Canadian integrated energy company, Suncor Energy Inc. comprises a corporate group, three operating business units, and two emerging businesses. This annual Progress Report for Canada's Climate Change Voluntary Challenge and Registry (VCR) Program represents the sixth for this company. Suncor is committed to sustainable development. Some initiatives undertaken in 1999 by Suncor included: Oil Sands Project Millennium, which will more than double the actual production of crude oil and fuel products by 2002. Suncor is divesting of conventional oil properties in order to concentrate on exploration and production of natural gas. Alternative and renewable energy will see an investment of 100 million over the next five years. The money will be allocated to research and development, the production of fuels from biomass, and conversion of municipal solid waste to energy through the recovery of methane from landfills. Since 1990, the emissions of carbon dioxide have been reduced to 14 per cent below 1990 levels, and reductions of 622, 000 tonnes of greenhouse gases. A comprehensive tracking, reporting, and management system for greenhouse gases was implemented. Ongoing improvements in quality and comprehensiveness have validated the methodology used to monitor emissions inventories and sources. Initiatives in internal and external awareness of greenhouse gases education were implemented, such as speaking engagements at climate change activities, the retrofit of schools with advanced energy-efficient technology, education programs, employee suggestion programs, etc. Collaboration with external partners on research and development projects represents a major building block in this approach.   9. Fourth annual progress report for Canada's Climate Change Voluntary Challenge and Registry program

    Examples of how greenhouse gas issues are being integrated into management processes within Suncor Energy Inc. are described in this fourth annual progress report to the Climate Change Voluntary Challenge and Registry Program. The report covers Suncor's three operating businesses - oil sands and conventional oil exploration and production in Western Canada, and refining and marketing operation in Ontario. Oil sands was the largest source of greenhouse emissions, accounting for 2/3 of the total. Carbon dioxide emissions accounted for 93 per cent of total emissions. This report addresses three areas of change: one of these is Project Millennium in the oil sands division, which is a major expansion project planned for efficiency improvements. As a result of the project, total greenhouse gas emissions will increase to 9.3 million tonnes by the year 2002, in terms of operating efficiency, emissions per unit of production will continue to decline from 0.54 tonnes ECO2 in 1990 to 0.44 tonnes ECO2 in 2002, a reduction of 18 per cent. Another change is that target reductions in the Kyoto Protocol will supersede informal Canadian commitments for the year 2000, if the protocol is ratified.     The Mars Global Surveyor and Odyssey spacecraft reveal evidence that Mars may have experienced significant climate change in the recent past (10(exp 5) - 10(exp 6) Myr ago). Examples include gullies, cold-based tropical glaciers, paleolakes, and youthful near-surface ice. Except for the gullies, the evidence for recent climate change requires ice and/or liquid water at low latitudes. An obvious question, therefore, is how is it possible for ice and/or liquid water to exist at low latitudes which is not possible in the present climate system? There are several mechanisms to consider. An episode of intense volcanic activity could alter the mean composition of the atmosphere and, therefore, the climate system. Impacts, depending on the size, composition, and velocity of the impactor are another way to dramatically alter the climate system. Polar wander and solar variability are also possibilities. However, the most promising way to change the climate is through changes in orbital properties. Mars, because of its proximity to Jupiter and lack of a large stabilizing moon, experiences much greater changes in its orbit properties than the Earth.

    This study systematically identifies, characterizes, and critically evaluates community-level climate change vulnerability assessments published over the last 25 years (n = 274). We find that while the field has advanced considerably in terms of conceptual framing and methodological approaches, key shortcomings remain in how vulnerability is being studied at the community-level. We argue that vulnerability research needs to more critically engage with the following: methods for evaluating future vulnerability, the relevance of vulnerability research for decision-making, interdependencies between social and ecological systems, attention to researcher / subject power dynamics, critical interpretation of key terms, and consideration of the potentially positive opportunities presented by a changing climate. Addressing these research needs is necessary for generating knowledge that supports climate-affected communities in navigating the challenges and opportunities ahead.

    The Coastal Area Climate Change Education (CACCE) Partnership, funded by the National Science Foundation, seeks to develop new ways to educate citizens about global climate change. The core themes are sea level rise and impacts of climate change in the southeastern United States and the Caribbean Sea. CACCE focuses on helping partners, educators, students, and the general public gain a fundamental and working understanding of the interrelation among the natural environment, built environment, and social aspects in the context of climate change in coastal regions. To this end, CACCE's objectives reported here include: 1) defining the current state of awareness, perceptions, and literacy about the impacts of climate change; and 2) testing a model of transdisciplinary research and learning as a means of training a new generation of climate professionals. Objective one is met in part by CACCE survey efforts that reveal Florida and Puerto Rico secondary science teachers hold many non-scientific views about climate change and climate change science and provide inadequate instruction about climate change. Associated with objective two are five Multiple Outcome Interdisciplinary Research and Learning (MOIRL) pilot projects underway in schools in Florida and Puerto Rico. In the CACCE Partnership the stakeholders include: students (K-16 and graduate); teachers and education researchers; informal science educators; scientists and engineers; business and industry; policy makers; and community members. CACCE combines interdisciplinary research with action research and community-based participatory research in a way that is best described as "transdisciplinary". Learning occurs in all spheres of interactions among stakeholders as they engage in scientific, educational, community and business activities through their legitimate peripheral participation in research communities of practice. The uncertain but potentially severe impacts of the recent climate change issue (e.g. sea level rise, extreme river discharges, salinisation) amplify the wicked and controversial character of flood safety policy issues. Policy proposals in this area generally involve drastic infrastructural works and long-term investments. They face the difficult challenge of framing problems and solutions in a publicly acceptable manner in ever changing circumstances. In this paper, we analyse and compare (1) how three key policy proposals publicly frame the flood safety issue, (2) the knowledge referred to in the framing and (3) how these frames are rhetorically connected or disconnected as statements in a long-term conversation. We find that (1) framings of policy proposals differ in the way they depict the importance of climate change, the relevant timeframe and the appropriate governance mode; (2) knowledge is selectively mobilised to underpin the different frames and (3) the frames about these proposals position themselves against the background of the previous proposals through rhetorical connections and disconnections. Finally, we discuss how this analysis hints at the importance of processes of powering and puzzling that lead to particular framings towards the public at different historical junctures

  20. Detection,Causes and Projection of Climate Change over China:An Overview of Recent Progress


    This article summarizes the main results and findings of studies conducted by Chinese scientists in the past five years.It is shown that observed climate change in China bears a strong similarity with the global average.The country-averaged annual mean surface air temperature has increased by 1.1℃over the past 50 years and 0.5-0.8℃ over the past 100 years.slightly higher than the global temperature increase for the same periods.Northern China and winter have experienced the greatest increases in surface air temperature.Although no significant trend has been found in country-averaged annual precipitation,interdecadal variability and obvious trends on regional scales are detectable,with northwestern China and the mid and lower Yangtze River basin having undergone an obvious increase,and North China a severe drought.Some analyses show that frequency and magnitude of extreme weather and climate events have also undergone significant changes in the past 50 years or so.Studies of the causes of regional climate change through the use of climate models and consideration of various forcings,show that the warming of the last 50 years could possibly be attributed to an increased atmospheric concentration of greenhouse gases,while the temperature change of the first half of the 20th century may be due to solar activity,volcanic eruptions and sea surface temperature change.A significant decline in sunshine duration and solar radiation at the surface in eastern China has been attributed to the increased emission of pollutants.Projections of future climate by models of the NCC(National Climate Center,China Meteorological Administration)and the IAP(Institute of Atmospheric Physics,Chinese Academy of Sciences),as well as 40 modeis developed overseas,indicate a potential significant warming in China in the 21st century,with the largest warming set to occur in winter months and in northern China.Under varied emission scenarios,the country-averaged annual mean temperature is

    This power point presentation included information about the Kyoto Protocol and discussed how Canada will address the challenge of this important global issue. The national process by which Canada and each province will begin implementation of options was described. The presentation also discussed the international context on the Kyoto Challenge, the development of a strategy and the role of the Climate Change Action Fund (CCAF) in the 2000 Federal Budget. The two major objectives of the CCAF are to build the foundation for the development of a national implementation strategy and to initiate early action through the $150 million in contributions from government, private sector and other interested parties over the next 3 years. Charts depicting Canada's carbon dioxide emissions projections and the Kyoto target indicate that under a business as usual scenario, carbon dioxide emissions would reach 764 Mt by 2010. If the Kyoto target of 6 per cent below 1990 levels is achieved, those emissions would be 26 per cent lower or the equivalent of 565 Mt. The projected increases of greenhouse gas (GHG) emissions from 1990 to 2010 by sector were also presented according to residential, commercial, industrial, transportation, electricity generation, fossil fuel production, agroecosystems and other non-energy sectors. It is forecasted that the transportation sector will account for the highest contribution to GHG emissions. The largest increase from 1990 levels will be seen in the fossil fuel production sector. Similar charts were presented for GHG emissions by province. A total of 69 projects have been initiated involving CCAF contributions. Funding has been provided in support of climate model improvements, studies of GHG sources and sinks as well as ocean and arctic research. Other studies included the impacts of climate change on crop yield variability, permafrost degradation, sea level rise, forest fire incidence, marine growth, water quality and forest health. 7

    This year the Montreal Protocol celebrates its 20th Anniversary. In September 1987, 24 countries signed the Montreal Protocol on Substances that Deplete the Ozone Layer. Today 191 countries have signed and have met strict commitments on phasing out of ozone depleting substances with the result that a 95% reduction of these substances has been achieved. The Montreal Protocol has also contributed to slowing the rate of global climate change, since most of the ozone depleting substances are also effective greenhouse gases. Even though much has been achieved, the future of the stratospheric ozone layer relies on full compliance of the Montreal Protocol by all countries for the remaining substances, including methyl bromide, as well as strict monitoring of potential risks from the production of substitute chemicals. Also the ozone depleting substances existing in banks and equipment need special attention to prevent their release to the stratosphere. Since many of the ozone depleting substances already in the atmosphere are long-lived, recovery cannot be immediate and present projections estimate a return to pre-1980 levels by 2050 to 2075. It has also been predicted that the interactions of the effects of the ozone layer and that of other climate change factors will become increasingly important. PMID:18274006

  3. Suncor Energy Inc. seventh annual progress report : Canada's climate change voluntary challenge and registry program

    This document detailed the various initiatives implemented by Suncor Energy Inc. in light of Climate Change Voluntary Challenge and Registry (VCR) Program. Project Millennium, which represents a 3.25 billion dollar expansion expected to lead to an increase production capacity for Oil Sands operations, was consolidated during 2000, along with the completion of restructuring, which led to the divestiture of conventional oil properties and the joint venture interest held by Suncor in the Stuart Oil Shale Project. In addition, there were some improvements made to the greenhouse gas management and reporting systems. Suncor is expected to invest funding in the order of 100 million dollars for the period 2000-2005 in the field of alternative and renewable energy. The reductions in greenhouse gas emissions achieved for the year 2000 were 404,000 tonnes carbon dioxide equivalent. Each of these major endeavours was discussed in the document. tabs

There is new and stronger evidence that most of the warming over the last 50 years is attributable to human activities.Human activities have altered the chemical composition of the atmosphere through the buildup of greenhouse gases-primarily carbon dioxide, methane, and nitrous oxide. The heat-trapping property of these gases is undisputed although uncertainties exist about exactly how earth's climate responds to them.

    Remember the scenes from New Orleans of flooded streets and scavenging people? One year on and little progress is evident in achieving the step-change needed in controlling greenhouse gases. Hurricane Katrina showed only too vividly the massive power of natural forces combined with inadequate preparation. The flood waters washed away and exposed fully the lack of planning and low priority given to securing life and livelihoods, especially of the more vulnerable groups in the community. If this is what a whirlwind can bring in the southern USA, what might we reap in further storms and droughts tomorrow in poorer parts of the world? New research findings point to the likelihood of larger, faster and more substantial changes to our climate system. The African continent is particularly vulnerable to adverse changes in climate, the evidence for which is becoming more and more stark.

    From 1990 to the present day, worldwide greenhouse gas emissions have increased by about 25%. Fighting climatic change has become an urgency: we only have 15 years in front of us to inflect the trajectory of worldwide emissions and to avoid a temperature rise of more than 2 deg. C during this century. Therefore, how is it possible to explain the shift between the need of an urgent action and the apparent inertia of some governing parties? How is it possible to implement a worldwide governance capable to answer the urgency of the fight against climatic change? These are the two questions that this pedagogical and concrete book tries to answer by analysing the different dimensions of climatic change and by making a first status of the building up of the international action, and in particular of the Kyoto protocol. For the post-2012 era, research and negotiations are in progress with the objective of reaching an agreement for the Copenhagen conference of December 2009. Several architectures are possible.     The research initiative CITY 2020+ assesses the risks and opportunities for residents in urban built environments under projected demographic and climate change for the year 2020 and beyond, using the city of Aachen as a case study. CITY 2020+ develops strategies, options and tools for planning and developing sustainable future city structures. The investigation focuses on how urban environment, political structure and residential behaviour can best be adapted, with attention to the interactions among structural, political, and sociological configurations and their impacts on human health. The interdisciplinary research is organized in three clusters. Within the first cluster, strategies of older people exposed to heat stress, and their networks as well as environmental health risks according to atmospheric conditions are examined. The second cluster addresses governance questions, urban planning and building technologies as well as spatial patterns of the urban heat island. The third cluster includes studies on air quality related to particulate matter and a historical perspective of city development concerning environmental issues and climate variability. However, it turns out that research topics that require an interdisciplinary approach are best addressed not by pre-structuring the work into related sub-projects but through combining them according to shared methodological approaches. Examples illustrating this rather practical approach within ongoing research are presented in this paper.

    If our scientific community wants to make real progress on the climate change and environmental crisis we must be willing to side with and fight for the oppressed. The national and international communities most ready to act - those hit hardest by the real impact of climate change in their day-to-day lives - need the political leadership of and a living, organic connection with scientists who are prepared to tell the truth and act on the truth of our science. A new generation of scientist-activist leaders and this strategic and mutually beneficial alliance with the oppressed will be necessary to wage an international, intransigent fight to enact and implement the social, political, and economic policies needed to mitigate the damage already done and prevent future environmental and human catastrophe. In the statement BAMN distributed to last year's Fall AGU conference we said, "there will be no shortage of mass struggle in the next period of history." This spring we saw the absolutely awe-inspiring social upheavals in North Africa and the Middle East in the form of waves of mass demonstrations in country after country. Many of those struggles, with demands for real democracy, for jobs and economic opportunities, for improved living conditions, continue to this day. In virtually every instance, these popular and progressive social movements have been led by youth: middle school, high school and college students. In the US and Europe we have seen the spread of student-led struggle around the defense of K-12 public education and on college campuses in defense of various programs, opportunities, and the character of the educational experience. The most dynamic force in these struggles has been the Latina/o, black, other underrepresented minority and immigrant youth who refuse to accept permanent second-class citizenship and a future devoid of hope and opportunity. We will discuss our experience as a youth-led civil rights organization presenting the issues of climate

    The climate issue is a great political and scientific challenge for several reasons: (1) There are many uncertain aspects of the climate problem, such as future emission of climate gases, the response of the climate system upon these gases, and the effects of climate changes. (2) It is probable, however, that anthropogenic emission of climate gases, deforestation etc. will cause noticeable climate changes in the future. This might be observed as increased frequency of extreme weather situations. This appears to be a greater threat than a gradual increase of temperature and precipitation. A rational short-term strategy is to ensure maximum flexibility, which can be done by ''slowing down'' (curtailing emissions) and by avoiding irreversible actions as much as possible. The long-term challenge is to develop an economically responsible alternative to the present fossil-based energy system that permits carbon-efficient technologies to compete on price with coal and unconventional oil and gas. Norway is in a special position by being a large exporter of fossil fuel and at the same time wanting to appear responsible in environmental matters. This combination may incur considerable expenses upon Norway and it is therefore important that environmental commitments like the Kyoto agreement can be honoured to the lowest possible cost. The costs can be minimized by: (1) minimizing the measure costs in Norway, (2) working to make the international quota price as low as possible, and (3) reducing the loss of petroleum income as much as possible.   16. Progressive development of water resources in the Middle East for sustainable water supply in a period of climate change.

    The history of the Middle East has been influenced by past global climatic changes. Warm periods caused droughts, resulting in desertification, migration and war. Cold periods were humid and brought prosperity and agricultural settlement to the desert fringes. The forecast based on this correlation is that the present global warming will cause the drying up of the Middle East. As in the past, this negative impact should be mitigated by using the groundwater resources stored from past wetter times. This will involve deep drilling, pumping and modern irrigation methods within the framework of a new policy of 'progressive development', which will entail the use of currently undeveloped natural water resources beyond that of present water replenishment. While the use of the one-time groundwater reserves is taking place, a master long-term comprehensive progressive development plan for the Middle East will be prepared.   17. Petro-Canada's progress 1998 : fourth annual report in support of Canada's climate change Voluntary Challenge and Registry program

    Petro-Canada is working with industry, environmental groups and with governments to define and implement measures to address the issue of climate change. This report describes the many voluntary measures that the company is taking within its own operations to achieve long-term emissions reductions. Petro-Canada is also an active participant in the Voluntary Challenge and Registry program which it has been supporting since its inception in 1995. This 1998 progress report outlines progress in reducing greenhouse gas emissions, future energy and emissions reduction goals, and the strategy to meet those goals. In 1997 the company reduced total greenhouse gas emissions by 2.8 per cent despite a 1.1 per cent increase in production of oil, natural gas and refined products. Petro-Canada has also set minimum energy efficiency targets of at least a one per cent improvement per year for both the upstream and downstream sectors. Reductions in 1997 were well ahead of these targets. Among major initiatives undertaken in 1997, Petro-Canada entered into a joint venture with Iogen Corp. of Ottawa to develop a promising alternative fuel technology. The process produces ethanol from biomass using bioengineered enzymes, with very low greenhouse gas emissions over the full life cycle of production and use.   1. Third annual progress report for Canada's Climate Change Voluntary Challenge and Registry Program

    Examples of how greenhouse gas issues are being integrated into management processes within Suncor Energy Inc. were presented. Progress reports for Suncor's three operating businesses (oil sands, exploration and production, and Sunoco) are provided. Of the three business units, oil sands plants were the largest source of greenhouse gas emissions, accounting for 2/3 of the total. Carbon dioxide emissions accounted for 96 per cent of total emissions. Actual targeted volumes of production and greenhouse gas emissions for the period 1990 to 2000 were described. Suncor's production volumes were predicted to increase by 64 per cent by the year 2000. Greenhouse gas emissions are expected to rise by 12 per cent during the same period. Suncor's target for greenhouse gas emissions per unit of production represents a 32 per cent improvement over the 1990 to 2000 time period. Further performance improvements are being pursued. Additional oil sands expansion projects beyond the year 2000 are in the early stages of development, and greenhouse gas management initiatives will be integrated into these projects. To detect the enhanced greenhouse effect, its signal must be isolated from the ``noise`` of this natural climatic variability. A high quality, spatially extensive data base is required to define the noise and its spatial characteristics. To facilitate this, available land and marine data bases will be updated and expanded. The data will be analyzed to determine the potential effects on climate of greenhouse gas concentration changes and other factors.   14. Can Climate Change Negotiations Succeed?

    Full Text Available More than two decades of climate change negotiations have produced a series of global climate agreements, such as the Kyoto Protocol and the Copenhagen Accords, but have nevertheless made very limited progress in curbing global emissions of greenhouse gases. This paper considers whether negotiations can succeed in reaching an agreement that effectively addresses the climate change problem. To be effective, a climate agreement must cause substantial emissions reductions either directly (in the agreement's own lifetime or indirectly (by paving the way for a future agreement that causes substantial emissions reductions directly. To reduce global emissions substantially, an agreement must satisfy three conditions. Firstly, participation must be both comprehensive and stable. Secondly, participating countries must accept deep commitments. Finally, the agreement must obtain high compliance rates. We argue that three types of enforcement will be crucial to fulfilling these three conditions: (1 incentives for countries to ratify with deep commitments, (2 incentives for countries that have ratified with deep commitments to abstain from withdrawal, and (3 incentives for countries having ratified with deep commitments to comply with them. Based on assessing the constraints that characterize the climate change negotiations, we contend that adopting such three-fold potent enforcement will likely be politically infeasible, not only within the United Nations Framework Convention on Climate Change, but also in the framework of a more gradual approach. Therefore, one should not expect climate change negotiations to succeed in producing an effective future agreement—either directly or indirectly.

The Report begins with a summary of the current state of scientific knowledge on climate change and on the options available for responding to the challenge of climate change. The scientific review is followed by a part on the economic aspects of the link between trade and climate change, and these two parts set the context for the subsequent parts of the Report, which looks at the policies introduced at both the international and national level to address climate change. The part on international policy responses to climate change describes multilateral efforts to reduce greenhouse gas emissions and to adapt to the effects of climate change, and also discusses the role of the current trade and environment negotiations in promoting trade in technologies that aim to mitigate climate change. The final part of the Report gives an overview of a range of national policies and measures that have been used in a number of countries to reduce greenhouse gas emissions and to increase energy efficiency.     This document updates Natsource's previous briefing on the October 24 Climate change draft plan' outlining significant changes and modifications incorporated in the November 21, 2002 version of the Climate change plan for Canada' as tabled in the House of Commons by the Minister of the Environment. The changes in the new version of the Plan are the result of continued consultations with industry and the provinces. The revised Plan addresses nine of the 12 concerns expressed by the provinces. Key changes include: (1) establishment of sectoral emissions reduction targets through negotiated covenants with a regulatory or financial backstop; (2) guaranteeing a limit of 55 Megatonnes reductions for covered sectors under the covenants and trading system; (3) introducing flexibility in timing by signaling willingness on the part of the Government to discuss acceptance of commitments over a longer term; (4) promising to work with industry on options for providing protection against risks associated with sustained carbon prices above certain levels; (5) designing implementation system in such a way as to not disadvantage those companies that have taken early action in emission reductions; (6) building in contingencies, assessing progress and adjusting the Federal approach and level of investment; (7) remaining engaged in joint efforts with the United States to minimize impacts on Canadian competitiveness. The Federal Government also recognizes the need for further research in addressing climate model uncertainties, in providing regional-scale climate change information, in future evolution of the climate in the Arctic, and in determining the record of past climate variability and extremes

  19. Fair adaptation to climate change

    This article identifies social justice dilemmas associated with the necessity to adapt to climate change, examines how they are currently addressed by the climate change regime, and proposes solutions to overcome prevailing gaps and ambiguities. We argue that the key justice dilemmas of adaptation include responsibility for climate change impacts, the level and burden sharing of assistance to vulnerable countries for adaptation, distribution of assistance between recipient countries and adaptation measures, and fair participation in planning and making decisions on adaptation. We demonstrate how the climate change regime largely omits responsibility but makes a general commitment to assistance. However, the regime has so far failed to operationalise assistance and has made only minor progress towards eliminating obstacles for fair participation. We propose the adoption of four principles for fair adaptation in the climate change regime. These include avoiding dangerous climate change, forward-looking responsibility, putting the most vulnerable first and equal participation of all. We argue that a safe maximum standard of 400-500 ppm of CO2 concentrations in the atmosphere and a carbon tax of $20-50 per carbon equivalent ton could provide the initial instruments for operationalising the principles.   1. Climate change policy position

    The Canadian Association of Petroleum Producers (CAPP) is a firm believer in the need to take action to mitigate the risks associated with climate change, and that clear government policy is called for. The principles of sustainable development must guide this policy development effort. The initiatives required to address greenhouse gas emissions over both the short and long term must be carefully considered, and it is up to industries to ensure their production efficiency and emission intensity. Promoting improved performance of industries in Canada and developing technology that can be deployed internationally for larger global effects represents Canada's best contribution to progress on greenhouse gas emissions. The increase in energy demand along with increases in population and economic growth have contributed to an increase in greenhouse gas emissions despite improved energy efficiency in industry. Significant damage to the economy will result if Canada is to meet its commitment under the Kyoto Protocol, forcing the country to buy large quantities of foreign credits instead of using those funds for increased research and development. CAPP indicated that an effective plan must be: balanced, equitable, responsible, competitive, focused on technology and innovation, and based on agreements on sectoral plans. Each of these principles were discussed, followed by the fundamentals of approach for upstream oil and gas. The framework for climate change policy was described as well as the elements of a sector plan. CAPP wants to work with all levels of government on an appropriate plan for Canada, that considers our unique circumstances. Canada can play a significant role on the international stage by properly implementing the policy position proposed by the CAPP without unnecessary risks to the economy. refs

    This Report Card evaluates the progress of New England states and eastern Canadian provinces towards meeting regional greenhouse gas (GHG) emissions goals. In 2001, the New England Governors and Eastern Canadian Premiers developed 9 action items to guide their actions and policies in meeting the long-term goal of reducing GHG emissions to 1990 levels by 2010, reducing regional GHG emissions by at least 10 per cent below 1990 levels by 2010, and reducing regional GHG emissions by 75 to 85 per cent in the long-term. This Report Card evaluates various jurisdictions on 8 of 9 specific action items identified in the Climate Change Action Plan. A letter grade was assigned for each item, as well as an overall grade for each state and province. The report identifies the progress made since 2001 by each state and province. It also reveals that there is large variation between the states and provinces in terms of their activities to reduce GHG emissions. The areas that need improvement include: a need for current and uniform emissions data across the region; states and provinces need to draft and release comprehensive climate plans; states and provinces need to sufficiently address the largest pollution sources such as the transportation and power sectors; and, states and provinces need to promote public awareness about climate change.     Studies on the climate of humid period and the impacts of changing precession in the early-mid Holocene are reviewed in this paper.High-resolution proxy data indicated that the African Humid Period,strong summer monsoon from the Arabian Sea to South Asia,northward migration of ITCZ (Intertropical Convergence Zone) over the northern South America,and the humid period of China appeared in 10.5-5.5 kaBP,10.0-6.0 kaBP,10.5-5.4 kaBP,and 11.0-8.0 kaBP,respectively.Modeling studies proved that summer inso-lation over the Northern Hemisphere increased following the changes of precession in the early Holocene,which increased the land-sea temperature contrasts,intensified the summer monsoon circulation in the Northern Hemisphere,and finally induced a humid climate over the area under the influence of summer monsoon.However,modeling results underestimated the increase of precipitation and the degree of northward extension of monsoon rain belt compared with palaeo-environmental data.These discrepancies between the modeling results and the palaeo-environmental data may be associated with the changes of North Atlantic circulation,sea ice and veg-etation covers.Moreover,climate of the humid period was not stable,in which several droughts were inlaid on centennial scale.In this review,perspectives for further studies of the climate change of the humid period in the early-mid Holocene are also proposed.

Many human activities, such as the use of fossil fuel and the consequent accumulation of greenhouse gases in the atmosphere, land consumption, deforestation, industrial processes, as well as some agriculture practices are contributing to global climate change. The magnitude and cause of these changes and their impact on human activity have become important matters of debate worldwide, representing climate change as one of the greatest challenges of the modern age. Although many articles have been written based on observations and various predictive models of how climate change could affect social, economic and health systems, only few studies exist about the effects of this change on skin physiology and diseases. However, the skin is the most exposed organ to environment; therefore, cutaneous diseases are inclined to have a high sensitivity to climate.     The emerging climate change regime--with the UN Framework Convention on Climate Change (FCCC) at its core--reflects the substantial uncertainties, high stakes and complicated politics of the greenhouse warming issue. The regime represents a hedging strategy. On the one hand, it treats climate change as a potentially serious problem, and in response, creates a long-term, evolutionary process to encourage further research, promote national planning, increase public awareness, and help create a sense of community among states. The creationist effort to deny climate change, in addition to evolution and radiometric dating, is part of a broader denial of the methodology and validity of science itself. Creationist misinformation can pose a serious problem for science educators, who are further hindered by the poor treatment of the earth sciences and climate change in state science standards. Recent changes to Texas’ science standards, for example, require that students learn “different views on the existence of global warming.” Because of Texas’ large influence on the national textbook market, textbooks presenting non-scientific “different views” about climate change—or simply omitting the subject entirely because of the alleged “controversy”—could become part of K-12 classrooms across the country.

    In the late eighties several reports have been published on climate change and sea level rise. In the meantime insights may have changed due to the availability of better and more observations and/or more advanced climate models. The aim of this report is to present the most recent findings with respect to climate change, in particular of sea level rise, storm surges and river peak flows. These climate factors are important for the safety of low-lying areas with respect to coastal erosion and flooding. In the first chapters a short review is presented of a few of the eighties reports. Furthermore, the predictions by state of the art climate models at that time are given. The reports from the eighties should be considered as 'old' information, whereas the IPCC supplement and work, for example, by Wigley should be considered as new information. To assess the latest findings two experts in this field were interviewed: dr J. Oerlemans and dr C.J.E. Schuurmans, a climate expert from the Royal Netherlands Meteorological Institute (KNMI). Their views are presented together with results published in recent papers on the subject.   5. Integrated assessment of climate change

    Many researchers are working on all the separate parts of the climate problem. The objective of integrated assessment is to put the results from this work together in order to look carefully at the big picture so as to: (1) keep a proper sense of perspective about the problem, since climate change will occur in the presence of many other natural and human changes; (2) develop the understanding necessary to support informed decision making by many different key public and private actors around the world; and (3) assure that the type and mix of climate-related research that is undertaken will be as useful as possible to decisions makers in both the near and long term. Leading health organisations around the world are responding to the related water and food shortages and volatility of energy and agriculture prices that threaten health and health economics. Environmental and climate ethics highlight the associated challenges to human rights and distributive justice but rarely address health or encompass bioethical methods or analyses. Public health ethics and its broader umbrella, bioethics, remain relatively silent on climate change. Meanwhile global population growth creates more people who aspire to Western lifestyles and unrestrained socioeconomic growth. Fulfilling these aspirations generates more emissions; worsens climate change; and undermines virtues and values that engender appreciation of, and protections for, natural resources. Greater understanding of how virtues and values are evolving in different contexts, and the associated consequences, might nudge the individual and collective priorities that inform public policy toward embracing stewardship and responsibility for environmental resources necessary to health. Instead of neglecting climate change and related policy, public health ethics and bioethics should explore these issues; bring transparency to the tradeoffs that permit emissions to continue at current rates; and offer deeper understanding about what is at stake and what it means to live a good life in today's world.     Full Text Available Amphibian life histories are exceedingly sensitive to temperature and precipitation, and there is good evidence that recent climate change has already resulted in a shift to breeding earlier in the year for some species. There are also suggestions that the recent increase in the occurrence of El Niño events has caused declines of anurans in Central America and is linked to elevated mortality of amphibian embryos in the northwestern United States. However, evidence linking amphibian declines in Central America to climate relies solely on correlations, and the mechanisms underlying the declines are not understood. Connections between embryo mortality and declines in abundance have not been demonstrated. Analyses of existing data have generally failed to find a link between climate and amphibian declines. It is likely, however, that future climate change will cause further declines of some amphibian species. Reduced soil moisture could reduce prey species and eliminate habitat. Reduced snowfall and increased summer evaporation could have dramatic effects on the duration or occurrence of seasonal wetlands, which are primary habitat for many species of amphibians. Climate change may be a relatively minor cause of current amphibian declines, but it may be the biggest future challenge to the persistence of many species

  4. Climate change velocity underestimates climate change exposure in mountainous regions

    Climate change velocity is a vector depiction of the rate of climate displacement used for assessing climate change impacts. Interpreting velocity requires an assumption that climate trajectory length is proportional to climate change exposure; longer paths suggest greater exposure. However, distance is an imperfect measure of exposure because it does not quantify the extent to which trajectories traverse areas of dissimilar climate. Here we calculate velocity and minimum cumulative exposure (MCE) in degrees Celsius along climate trajectories for North America. We find that velocity is weakly related to MCE; each metric identifies contrasting areas of vulnerability to climate change. Notably, velocity underestimates exposure in mountainous regions where climate trajectories traverse dissimilar climates, resulting in high MCE. In contrast, in flat regions velocity is high where MCE is low, as these areas have negligible climatic resistance to movement. Our results suggest that mountainous regions are more climatically isolated than previously reported.

  11. Making progress: Petro-Canada's 1999 report in support of Canada's climate change voluntary challenge and registry

    In 1998, Petro-Canada improved energy efficiency in both downstream and upstream sectors by 2% and 8% respectively, exceeding the 1998 targets. Petro-Canada is committed to maintaining a target of improved efficiency by 1% per year to 2005. Even though the company's production of crude oil, natural gas and refined products rose slightly in 1998, it succeeded in reducing its greenhouse gas emissions by 6% from 1997. Actions taken in 1998 cut more than 70,000 tonnes from its ongoing annual gas emissions and saved 1.3 million Gigajoules of energy. In total since 1990, Petro-Canada's initiatives have eliminated more than 1,300,000 tonnes of annual ongoing emissions, reducing the total greenhouse gas emissions to within 1% of its emissions in 1990, despite growth in production. Petro-Canada has allocated $4 million in capital funds specifically for energy efficiency projects in 2000. The company is continuing its initiatives in alternate fuels, and actively working with others seeking solutions.   12. Weather it's Climate Change?

    For almost two decades both national polls and in-depth studies of global warming perceptions have shown that people commonly conflate weather and global climate change. Not only are current weather events such as anecdotal heat waves, droughts or cold spells treated as evidence for or against global warming, but weather changes such as warmer weather and increased storm intensity and frequency are the consequences most likely to come to mind. Distinguishing weather from climate remains a challenge for many. This weather 'framing' of global warming may inhibit behavioral and policy change in several ways. Weather is understood as natural, on an immense scale that makes controlling it difficult to conceive. Further, these attributes contribute to perceptions that global warming, like weather, is uncontrollable. This talk presents an analysis of data from public opinion polls, focus groups, and cognitive studies regarding people's mental models of and 'frames' for global warming and climate change, and the role weather plays in these. This research suggests that priming people with a model of global warming as being caused by a "thickening blanket of carbon dioxide" that "traps heat" in the atmosphere solves some of these communications problems and makes it more likely that people will support policies to address global warming.

    In the last decade marked changes of climatic factors have been observed, such as increases in average global earth temperatures, the amount of precipitation and the number of extreme weather events. Green house gases influence the energy flow in the atmosphere by absorbing infra-red radiation. An overview of the Austrian greenhouse gas emissions is given, including statistical data and their major sources. In 1999 the emissions of all six Kyoto greenhouse gases ( CO2, CH4, N2O, HFCs, PFCs and SF6) amounted to 79.2 million tonnes of CO2 equivalents . A comparison between the EC Members states is also presented. Finally the climate change strategy prepared by the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management together with other ministries and the federal provinces is discussed, which main aim is to lead to an annual emission reduction of 16 million tonnes of CO2.   15. Climate change and forest

    Studies of the earth's present forms of vegetation show that the climate change to be expected from double the current greenhouse gas concentrations would have a fundamental impact on forest structures. This problem can be confronted in two ways: Either by adusting long-term silvicultural planning according to predictions derived from vegetation model calculations; or by managing forests in the manner of a flexible response strategy until changes actually occur. An evaluation of representative surveys of forests in Bavaria has shown that contrary to widerspread regions of Bavaria. This suggests that in the event of a warning by 1 to 2 C, assuming all other climate parameters to remain roughly constant, the beech could play a major role in the forest structure in large parts of Bavaria. The data material also shows that in defiance of all pessimistic forecasts the growth of beech has markedly improved over the past decade. To date the only explanations offered for this phenomenon are growth-stimulating changes in the chemical composition of the atmosphere, specifically the rise in carbon dioxide; and the enhanced nitrogen deposition in the soil. This example shows that the immense number of unpredictable influences prohibit long-term forecasts on forest development. Now if the forest is made up of a large number of tree species whose most favoured climatic ranges are known, then it is possible to meet climate changes with early silvicultural interventions and so preclude forest destruction. Scientifically founded silviculature can thus become an important support for the stability of our forests. (orig.)

  17. On climate change and economic growth

    The economic impact of climate change is usually measured as the extent to which the climate of a given period affects social welfare in that period. This static approach ignores the dynamic effects through which climate change may affect economic growth and hence future welfare. In this paper we take a closer look at these dynamic effects, in particular saving and capital accumulation. With a constant savings rate, a lower output due to climate change will lead to a proportionate reduction in investment which in turn will depress future production (capital accumulation effect) and, in almost all cases, future consumption per capita. If the savings rate is endogenous, forward looking agents would change their savings behavior to accommodate the impact of future climate change. This suppresses growth prospects in absolute and per capita terms (savings effect). In an endogenous growth context, these two effects may be exacerbated through changes in labour productivity and the rate of technical progress. Simulations using a simple climate-economy model suggest that the capital accumulation effect is important, especially if technological change is endogenous, and may be larger than the direct impact of climate change. The savings effect is less pronounced. The dynamic effects are more important, relative to the direct effects, if climate change impacts are moderate overall. This suggests that they are more of a concern in developed countries, which are believed to be less vulnerable to climate change.   18. Managing Climate Change Risks

    Issues of uncertainty, scale and delay between action and response mean that 'dangerous' climate change is best managed within a risk assessment framework that evolves as new information is gathered. Risk can be broadly defined as the combination of likelihood and consequence; the latter measured as vulnerability to greenhouse-induced climate change. The most robust way to assess climate change damages in a probabilistic framework is as the likelihood of critical threshold exceedance. Because vulnerability is dominated by local factors, global vulnerability is the aggregation of many local impacts being forced beyond their coping ranges. Several case studies, generic sea level rise and temperature, coral bleaching on the Great Barrier Reef and water supply in an Australian catchment, are used to show how local risk assessments can be assessed then expressed as a function of global warming. Impacts treated thus can be aggregated to assess global risks consistent with Article 2 of the UNFCCC. A 'proof of concept' example is then used to show how the stabilisation of greenhouse gases can constrain the likelihood of exceeding critical thresholds at both the both local and global scale. This analysis suggests that even if the costs of reducing greenhouse gas emissions and the benefits of avoiding climate damages can be estimated, the likelihood of being able to meet a cost-benefit target is limited by both physical and socio-economic uncertainties. In terms of managing climate change risks, adaptation will be most effective at reducing vulnerability likely to occur at low levels of warming. Successive efforts to mitigate greenhouse gases will reduce the likelihood of reaching levels of global warming from the top down, with the highest potential temperatures being avoided first, irrespective of contributing scientific uncertainties.   1. Climate Change and Civil Violence

    The manifestations of climate change can result in humanitarian impacts that reverse progress in poverty- reduction, create shortages of food and resources, lead to migration, and ultimately result in civil violence and conflict. Within the continent of Africa, we have found that environmentally-related variables are either the cause or the confounding factor for over 80% of the civil violence events during the last 10 years. Using predictive climate models and land-use data, we are able to identify populations in Africa that are likely to experience the most severe climate-related shocks. Through geospatial analysis, we are able to overlay these areas of high risk with assessments of both the local population's resiliency and the region's capacity to respond to climate shocks should they occur. The net result of the analysis is the identification of locations that are becoming particularly vulnerable to future civil violence events (vulnerability hotspots) as a result of the manifestations of climate change. For each population group, over 600 social, economic, political, and environmental indicators are integrated statistically to measures the vulnerability of African populations to environmental change. The indicator time-series are filtered for data availability and redundancy, broadly ordered into four categories (social, political, economic and environmental), standardized and normalized. Within each category, the dominant modes of variability are isolated by principal component analysis and the loadings of each component for each variable are used to devise composite index scores. Comparisons of past vulnerability with known environmentally-related conflicts demonstrates the role that such vulnerability hotspot maps can play in evaluating both the potential for, and the significance of, environmentally-related civil violence events.     In a time when sensationalism rules the online world, it is best to keep things short. The people of the online world are not passing back and forth lengthy articles, but rather brief glimpses of complex information. This is the target audience we attempt to educate. Our challenge is then to attack not only ignorance, but also apathy toward global climate change, while conforming to popular modes of learning. When communicating our scientific material, it was difficult to determine what level of information was appropriate for our audience, especially with complex subject matter. Our unconventional approach for communicating the carbon crisis as it applies to global climate change caters to these 'recreational learners'. Using story-telling devices acquired from Carolyne's biomedical art background coupled with Peter's extensive knowledge of carbon cycle and ecosystems science, we developed a dynamic series of illustrations that capture the attention of a callous audience. Adapting complex carbon cycle and climate science into comic-book-style animations creates a channel between artist, scientist, and the general public. Brief scenes of information accompanied by text provide a perfect platform for visual learners, as well as fresh portrayals of stale material for the jaded. In this way art transcends the barriers of the cerebral and the abstract, paving the road to understanding.;

  3. Climate Change and Forests

    The causes for climatic change in the period between 3000 and 1250 BC was different from what present scenario portends. After industrialization, temperatures has arisen by 0.5 degrees centigrade every 100 years since factories started to spew out smoke. Over the last two centuries, the concentration of Carbon Dioxide in the atmosphere has increased by more than 25% from about 275ppm in the 18th Century to more than 350ppm at the present time while the current level is expected to double by the year 2050.     How will increases in levels of CO2 and changes in temperature affect food production? A recently issued report analyzes prospects for US agriculture 1990 to 2030. The report, prepared by a distinguished Task Force, first projects the evolution of agriculture assuming increased levels of CO2 but no climate change. Then it deals with effects of climate change, followed by a discussion of how greenhouse emissions might be diminished by agriculture. Economic and policy matters are also covered. How the climate would respond to more greenhouse gases is uncertain. If temperatures were higher, there would be more evaporation and more precipitation. Where would the rain fall? That is a good question. Weather in a particular locality is not determined by global averages. The Dust Bowl of the 1930s could be repeated at its former site or located in another region such as the present Corn Belt. But depending on the realities at a given place, farmers have demonstrated great flexibility in choosing what they may grow. Their flexibility has been increased by the numerous varieties of seeds of major crops that are now available, each having different characteristics such as drought resistance and temperature tolerance. In past, agriculture has contributed about 5% of US greenhouse gases. Two large components have involved emissions of CO2 from farm machinery and from oxidation of organic matter in soil due to tillage. Use of diesel fuel and more efficient machinery has reduced emissions from that source by 40%. In some areas changed tillage practices are now responsible for returning carbon to the soil.     This article provides an overview of current and prospected climate changes, their causes and implied threats, and of a possible route to keep the changes within a tolerable level. The global mean temperature has up to 2005 risen by almost 0.8 C deg., and the change expected by 2100 is as large as glacial-interglacial changes in the past, which were commonly spread out over 10 000 years. As is well known, the principle actor is man-made CO2, which, together with other anthropogenic gases, enhances the atmosphere's greenhouse effect. The only man-made cooling agent appears to be atmospheric aerosols. Atmospheric CO2 has now reached levels unprecedented during the past several million years. Principal threats are a greatly reduced biodiversity (species extinction), changes in the atmospheric precipitation pattern, more frequent weather extremes, and not the least, sea level rise. The expected precipitation pattern will enhance water scarcity in and around regions that suffer from water shortage already, affecting many countries. Sea level rise will act on a longer time scale. It is expected to amount to more than 50 cm by 2100, and over the coming centuries the potential rise is of the order of 10 m. A global-mean temperature increase of 2 C deg. is often quoted as a safe limit, beyond which irreversible effects must be expected. To achieve that limit, a major, rapid, and coordinated international effort will be needed. Up to the year 2050, the man-made CO2 releases must be reduced by at least 50%. This must be accompanied by a complete overhaul of the global energy supply toward depending increasingly on the Sun's supply of energy, both directly and in converted form, such as wind energy. Much of the information and insight available today has been generated by the Intergovernmental Panel on Climate Change (IPCC), in particular its Fourth Assessment Report of 2007, which greatly advanced both public attention and political action.     This paper argues that the 2009 pledge of $100 billion in 2020 by rich countries for mitigation and adaptation should not be used for mitigation by commercial firms in developing countries, since that would artificially create competitive advantage for such firms and provoke protectionist reactions in the rich countries where firms must bear the costs of mitigation, thereby undermining the world trading system. The costs of heating the earth's surface should be borne by all emitters, just as the price of copper and other scarce resources is paid by all users, rich or poor.     Advancement in understanding, predicting and mitigating against climate change implies collaboration, close monitoring of Essential Climate Variable (ECV)s through development of Climate Data Record (CDR)s and effective action with specific thematic focus on human and environmental impacts. Towards this end, NCDC's Scientific Data Stewardship (SDS) Program Office developed Climate Long-term Information and Observation system (CLIO) for satellite data identification, characterization and use interrogation. This "proof-of-concept" online tool provides the ability to visualize global CDR information gaps and overlaps with options to temporally zoom-in from satellite instruments to climate products, data sets, data set versions and files. CLIO provides an intuitive one-stop web site that displays past, current and planned launches of environmental satellites in conjunction with associated imagery and detailed information. This tool is also capable of accepting and displaying Web-based input from Subject Matter Expert (SME)s providing a global to sub-regional scale perspective of all ECV's and their impacts upon climate studies. SME's can access and interact with temporal data from the past and present, or for future planning of products, datasets/dataset versions, instruments, platforms and networks.   3. Final Progress Report: Collaborative Research: Decadal-to-Centennial Climate & Climate Change Studies with Enhanced Variable and Uniform Resolution GCMs Using Advanced Numerical Techniques

    The joint U.S-Canadian project has been devoted to: (a) decadal climate studies using developed state-of-the-art GCMs (General Circulation Models) with enhanced variable and uniform resolution; (b) development and implementation of advanced numerical techniques; (c) research in parallel computing and associated numerical methods; (d) atmospheric chemistry experiments related to climate issues; (e) validation of regional climate modeling strategies for nested- and stretched-grid models. The variable-resolution stretched-grid (SG) GCMs produce accurate and cost-efficient regional climate simulations with mesoscale resolution. The advantage of the stretched grid approach is that it allows us to preserve the high quality of both global and regional circulations while providing consistent interactions between global and regional scales and phenomena. The major accomplishment for the project has been the successful international SGMIP-1 and SGMIP-2 (Stretched-Grid Model Intercomparison Project, phase-1 and phase-2) based on this research developments and activities. The SGMIP provides unique high-resolution regional and global multi-model ensembles beneficial for regional climate modeling and broader modeling community. The U.S SGMIP simulations have been produced using SciDAC ORNL supercomputers. Collaborations with other international participants M. Deque (Meteo-France) and J. McGregor (CSIRO, Australia) and their centers and groups have been beneficial for the strong joint effort, especially for the SGMIP activities. The WMO/WCRP/WGNE endorsed the SGMIP activities in 2004-2008. This project reflects a trend in the modeling and broader communities to move towards regional and sub-regional assessments and applications important for the U.S. and Canadian public, business and policy decision makers, as well as for international collaborations on regional, and especially climate related issues.

This is largely because climate effects on poverty remain poorly understood, and poverty reduction strategies do not adequately support climate resilience.     Principles that guide Canada's Green Plan with respect to global warming are outlined. These include respect for nature, meeting environmental goals in an economically beneficial manner, efficient use of resources, shared responsibilities, federal leadership, and informed decision making. The policy side of the international Framework Convention on Climate Change is then discussed and related to the Green Plan. The Convention has been signed by 154 nations and has the long-term objective of stabilizing anthropogenic greenhouse gas concentrations in the atmosphere at levels that prevent dangerous interference with the climate system. Some of the Convention's commitments toward achieving that objective are only applicable to the developed countries. Five general areas of commitment are emissions reductions, assistance to developing countries, reporting requirements, scientific and socioeconomic research, and education. The most controversial area is that of limiting emissions. The Convention has strong measures for public accountability and is open to future revisions.     The author addresses the relationship between competitiveness and climate policy beyond the issue of emission quota trading, and with taking into account links between different activities. For some sectors, demand may depend on measures undertaken to reduce emissions in the transport and building sectors.     There is a distinct probability that humankind is changing the climate and at the same time raising the sea level of the world. The most plausible projections we have now suggest a rise in mean world temperature of between 1 degree Celsius and 2 degrees Celsius by 2030--just 40 years hence. This is a bigger change in a smaller period than we know of in the experience of the earth's ecosystems and human societies. It implies that by 2030 the earth will be warmer than at any time in the past 120,000 years. In the same period, we are likely to see a rise of 15-30 centimeters in sea level, partly due to the melting of mountain glaciers and partly to the expansion of the warmer seas. This may not seem much--but it comes on top of the 12-centimeter rise in the past century and we should recall that over 1/2 the world's population lives in zones on or near coasts. A quarter meter rise in sea level could have drastic consequences for countries like the Maldives or the Netherlands, where much of the land lies below the 2-meter contour. The cause of climate change is known as the 'greenhouse effect'. Greenhouse glass has the property that it is transparent to radiation coming in from the sun, but holds back radiation to space from the warmed surfaces inside the greenhouse. Certain gases affect the atmosphere in the same way. There are 5 'greenhouse gases' and we have been roofing ourselves with them all: carbon dioxide concentrations in the atmosphere have increased 25% above preindustrial levels and are likely to double within a century, due to tropical forest clearance and especially to the burning of increasing quantities of coal and other fossil fuels; methane concentrations are now twice their preindustrial levels as a result of releases from agriculture; nitrous oxide has increased due to land clearance for agriculture, use of fertilizers, and fossil fuel combustion; ozone levels near the earth's surface have increased due mainly to pollution from motor vehicles; and

  1. Conflict in a changing climate

    A growing body of research illuminates the role that changes in climate have had on violent conflict and social instability in the recent past. Across a diversity of contexts, high temperatures and irregular rainfall have been causally linked to a range of conflict outcomes. These findings can be paired with climate model output to generate projections of the impact future climate change may have on conflicts such as crime and civil war. However, there are large degrees of uncertainty in such projections, arising from (i) the statistical uncertainty involved in regression analysis, (ii) divergent climate model predictions, and (iii) the unknown ability of human societies to adapt to future climate change.   5. Market Forces Fight Climate Change?

    The Kyoto Protocol set industrialised nations' targets for cutting emissions of greenhouse gases, and promoted the so called flexible international market mechanisms to support those cuts, i.e. international emissions trading, joint implementation and clean development mechanisms. Greenhouse policy instruments should be environmentally effective, economically rational, equitable in allocation of emission rights, and politically feasible. Because of major uncertainties about both future damages and costs of global warming, it is advisable to start with low-cost and less radical mitigation measures, but to apply them in as many countries as possible. In time, according to the new findings, those measures could be replaced by more radical and more expensive ones (the so-called 'broad, then deep' strategy). Domestic climate change mitigation measures could be implemented only with an effective international agreement in place. One of the domestic measures could be CO2 emission charge, since it would increase the costs of fossil-fuelled plants and make them less competitive relative to other supply options, particularly to the zero-carbon nuclear option.     The development of climate models has a long history starting with the building of atmospheric models and later ocean models. The early researchers were very aware of the goal of building climate models which could integrate our knowledge of complex physical interactions between atmospheric, land-vegetation, hydrology, ocean, cryospheric processes, and sea ice. The transition from climate models to earth system models is already underway with coupling of active biochemical cycles. Progress is limited by present computer capability which is needed for increasingly more complex and higher resolution climate models versions. This article performs a meta-analysis of three popular climate change films, The Day after Tomorrow (2005), An Inconvenient Truth (2006), and The Age of Stupid (2009), drawing on research in social psychology, human agency, and media effect theory in order to formulate a rationale about how mass media communication shapes our everyday life experience.     Studies on the 20th century climate change in China have revealed that under the background of global warming over the past century,climate in China has also experienced significant change with mean annual temperature increased by about 0.5 °C.More reliable results for the latter part of the 20th century indicate that the largest warming occurred in Northwest China,North China and Northeast China,and the warming in winter is most significant.Although no obvious increase or decrease trends were detected for mean precipitation over China in the past half century,regional differences are very distinct.In the middle and lower reaches of the Yangtze River,precipitation increased,while that in the Yellow River Basin markedly decreased.Studies suggest that climate change in China seems to be related not only with the internal factors such as ENSO,PDO,and the others,but also with the anthropogenic effects such as greenhouse gas emissions,and land use.The future climate change studies in China seem to be important in narrowing understanding the nature of China's climate change and its main causes,since it is significant for projection and for impact assessment of climate change in the future.

  10. Scaling Climate Change Communication for Behavior Change

    Ultimately, effective climate change communication results in a change in behavior, whether the change is individual, household or collective actions within communities. We describe two efforts to promote climate-friendly behavior via climate communication and behavior change theory. Importantly these efforts are designed to scale climate communication principles focused on behavior change rather than soley emphasizing climate knowledge or attitudes. Both cases are embedded in rigorous evaluations (randomized controlled trial and quasi-experimental) of primary and secondary outcomes as well as supplementary analyses that have implications for program refinement and program scaling. In the first case, the Girl Scouts "Girls Learning Environment and Energy" (GLEE) trial is scaling the program via a Massive Open Online Course (MOOC) for Troop Leaders to teach the effective home electricity and food and transportation energy reduction programs. The second case, the Alliance for Climate Education (ACE) Assembly Program, is advancing the already-scaled assembly program by using communication principles to further engage youth and their families and communities (school and local communities) in individual and collective actions. Scaling of each program uses online learning platforms, social media and "behavior practice" videos, mastery practice exercises, virtual feedback and virtual social engagement to advance climate-friendly behavior change. All of these communication practices aim to simulate and advance in-person train-the-trainers technologies.As part of this presentation we outline scaling principles derived from these two climate change communication and behavior change programs.

    Climate change deeply impacts human wellbeing. Significant amounts of resources have been invested in building super-computers that are capable of running advanced climate models, which help scientists understand climate change mechanisms, and predict its trend. Although climate change influences all human beings, the general public is largely excluded from the research. On the other hand, scientists are eagerly seeking communication mediums for effectively enlightening the public on climate change and its consequences. The Climate@Home project is devoted to connect the two ends with an innovative solution: crowdsourcing climate computing to the general public by harvesting volunteered computing resources from the participants. A distributed web-based computing platform will be built to support climate computing, and the general public can 'plug-in' their personal computers to participate in the research. People contribute the spare computing power of their computers to run a computer model, which is used by scientists to predict climate change. Traditionally, only super-computers could handle such a large computing processing load. By orchestrating massive amounts of personal computers to perform atomized data processing tasks, investments on new super-computers, energy consumed by super-computers, and carbon release from super-computers are reduced. Meanwhile, the platform forms a social network of climate researchers and the general public, which may be leveraged to raise climate awareness among the participants. A portal is to be built as the gateway to the climate@home project. Three types of roles and the corresponding functionalities are designed and supported. The end users include the citizen participants, climate scientists, and project managers.     Steve Schneider was a strong proponent of considering the entire range of possible climate-change outcomes. He wrote and spoke frequently about the importance of low probability/high consequence outcomes as well as most likely outcomes. He worked tirelessly on communicating the risks from overlapping stressors. Technical and conceptual issues have made it difficult for Steve's vision to reach maturity in mainstream climate-change research, but the picture is changing rapidly. The concept of climate-change risk, considering both probability and consequence, is central to the recently completed IPCC Fifth Assessment Report, and the concept frames much of the discussion about future research agendas. Framing climate change as a challenge in managing risks is important for five core reasons. First, conceptualizing the issue as being about probabilities builds a bridge between current climate variability and future climate change. Second, a formulation based on risks highlights the fact that climate impacts occur primarily in extremes. For historical variability and future impacts, the real concern is the conditions under which things break and systems fail, namely, in the extremes. Third, framing the challenge as one of managing risks puts a strong emphasis on exploring the full range of possible outcomes, including low-probability, high/consequence outcomes. Fourth, explaining climate change as a problem in managing risks links climate change to a wide range of sophisticated risk management tools and strategies that underpin much of modern society. Fifth, the concept of climate change as a challenge in managing risks helps cement the understanding that climate change is a threat multiplier, adding new dimensions and complexity to existing and emerging problems.     Climate variability on time scales of years through centuries seems to be dominated by two kinds of recurring fluctuations, each exhibiting characteristic evolution in time. One is the El Nino/Southern oscillation phenomenon, a tropical ocean/atmosphere autofluctuation that is phase locked to the annual cycle and recurs at 3 or 4 year intervals. The other fluctuation exhibits a recurrence period of about 1 1/3 century and appears to be forced from high latitudes in winter, more strongly from the Arctic than from the Antarctic. This paper is an overview of the morphology and teleconnections associated with this longer period fluctuation. The dynamic forcing is exhibited most strongly as deepening (or shallowing) of the sub-polar surface pressure trough in both the Atlantic and Pacific sectors and some changes in the central pressure of the subtropical highs. This can be visualized as strengthening (or weakening) of the mean winter fields of pressure and wind, reflected by southward displacement and strengthening of the major wind and SST fields over the Atlantic and Pacific. These dynamical relationships are reflected in teleconnections extending from the Arctic far into the southern hemisphere. The range of variability of surface wind strength is 20-30%, (a factor of 2 in wind stress on the ocean) with wind strongest in the 1860s, sudden weakening in the northern hemisphere in the 1870s, continued weakening to a minimum in 1930s, strengthening since then, especially since the 1960s

The nexus of metabolism relative to ecosystem productivity and food webs appears key to predicting future effects on marine vertebrates. Integration of climate, oceanographic, ecosystem, and population models that incorporate evolutionary processes is needed to prioritize the climate-related conservation needs for these species.     Nowadays the anthropogenic climate change is been simulated world wide with a fair number of coupled ocean atmosphere general circulation models (IPCC, 1995). Typical model problems do not only blur the estimates of the anthropogenic climate change, but they also cause errors in the estimates of the natural variability. An accurate representation of the natural variability of the climate system is, however, essential for the detection of the anthropogenic climate change. All model simulations world wide show, even though they differ considerably in their technical details and the experimental setup and the forcing data, similar amplitudes and pattern of the predicted climate change. In the model world it is already at the beginning of the next century possible to detect the anthropogenic climate change in the global mean. If the model results are applied in a `fingerprint analysis`, then it is possible to prove that the climate change during the last 30 years is with a significance of 95 % larger than any other climate change during the last 100 years. The experiments performed in Hamburg show that the experimental conditions are of great importance for the estimate of the future climate. The usual starting point of most of the simulations with present day conditions (1980-1990) is too late, because then a considerable part of the warming since the beginning of the industrialization (ca. 1750) has been neglected. Furthermore it has only recently become clear that the sulphat-aerosols play an important role in the present day climate and in the future climate. The effect of the sulphat aerosols has first been simulated in a number of equilibrium simulations with mixed layer models, but nowadays with globally coupled ocean-atmosphere circulation models

  20. Arctic adaptation and climate change

    The amplification of climatic warming in the Arctic and the sensitivity of physical, biological, and human systems to changes in climate make the Arctic particularly vulnerable to climate changes. Large areas of the Arctic permafrost and sea ice are expected to disappear under climate warming and these changes will have considerable impacts on the natural and built environment of the north. A review is presented of some recent studies on what these impacts could be for the permafrost and sea ice environment and to identify linkages with socioeconomic activities. Terrestrial adaptation to climate change will include increases in ground temperature; melting of permafrost with consequences such as frost heave, mudslides, and substantial settlement; rotting of peat contained in permafrost areas, with subsequent emission of CO2; increased risk of forest fire; and flooding of low-lying areas. With regard to the manmade environment, structures that will be affected include buildings, pipelines, highways, airports, mines, and railways. In marine areas, climate change will increase the ice-free period for marine transport operations and thus provide some benefit to the offshore petroleum industry. This benefit will be offset by increased wave height and period, and increased coastal erosion. Recommendations for energy strategies for Canada beyond 2012 were presented. An overview of recent climate science was presented, as well as various stabilization scenarios needed to prevent further climate change. A review of global energy trends working for and against action to prevent climate change was also provided. It was suggested that the stabilization of greenhouse gas (GHG) concentrations can only be achieved when the United States and large developing economies such as China, India and Brazil transform themselves into renewable-energy based economies. Renewable energy and energy efficiency must play a central role in future climate change regimes. It was suggested that nuclear power cannot be considered as an option to reduce GHGs due to its high cost, and on-going public concerns over long-term waste disposal, fuel-cycle health and safety. A viable global framework for stabilizing GHG concentrations built on the current regimes of the United Nations Framework Convention on Climate Change and the Kyoto Protocol was recommended. It was suggested that richer industrialized nations must take the lead by pursuing absolute reductions and providing assistance to developing nations for mitigation and adaptation to climate change. It was recommended that developing nations should contribute to global mitigation efforts by pursuing low-carbon intensity development paths, and that effective climate change policies must address the economic barriers faced by developing nations. And today the size and extent of the global population precludes migration as an acceptable way of avoiding the impacts of climate change. Yet, so far only the Netherlands has published its greenhouse gas (GHG) emission inventory and reduction strategy in accordance with the 1992 UN Framework Convention on Climate Change (FCCC) (''Climate change convention'', Safe Energy 92). A Bill containing legislation to ratify FCCC is currently being prepared by the Swedish government.     Debate over whether human activity causes Earth climate change obscures the immensity of the dynamic systems that create and maintain climate on the planet. Anthropocentric debate leads people to believe that they can alter these planetary dynamic systems to prevent that they perceive as negative climate impacts on human civilization. Although politicians offer simplistic remedies, such as the Kyoto Protocol, global climate continues to change naturally. Better planning for the inevitable dislocations that have followed natural global climate changes throughout human history requires us to accept the fact that climate will change, and that human society must adapt to the changes. Over the last decade, the scientific literature reported a shift in emphasis from attempting to build theoretical models of putative human impacts on climate to understanding the planetwide dynamic processes that are the natural climate drivers.   15. Reservoir Systems in Changing Climate

    Climate change may cause more climate variability and further results in more frequent extreme hydrological events which may greatly influence reservoir¡¦s abilities to provide service, such as water supply and flood mitigation, and even danger reservoir¡¦s safety. Some local studies have identified that climate change may cause more flood in wet period and less flow in dry period in Taiwan. To mitigate climate change impacts, more reservoir space, i.e. less storage, may be required to store higher flood in wet periods, while more reservoir storage may be required to supply water for dry periods. The goals to strengthen adaptive capacity of water supply and flood mitigation are conflict under climate change. This study will focus on evaluating the impacts of climate change on reservoir systems. The evaluation procedure includes hydrological models, a reservoir water balance model, and a water supply system dynamics model. The hydrological models are used to simulate reservoir inflows under different climate conditions. Future climate scenarios are derived from several GCMs. Then, the reservoir water balance model is developed to calculate reservoir¡¦s storage and outflows according to the simulated inflows and operational rules. The ability of flood mitigation is also evaluated. At last, those outflows are further input to the system dynamics model to assess whether the goal of water supply can still be met. To mitigate climate change impacts, the implementing adaptation strategies will be suggested with the principles of risk management. Besides, uncertainties of this study will also be analyzed. The Feitsui reservoir system in northern Taiwan is chosen as a case study.

  20. Climate Change and Agricultural Vulnerability

    After the introduction Chapter 2 presents details of the ecological-economic analysis based on the FAO/IIASA agro-ecological zones (AEZ) approach for evaluation of biophysical limitations and agricultural production potentials, and IIASA's Basic Linked System (BLS) for analyzing the world's food economy and trade system. The BLS is a global general equilibrium model system for analyzing agricultural policies and food system prospects in an international setting. BLS views national agricultural systems as embedded in national economies, which interact with each other through trade at the international level. The combination of AEZ and BLS provides an integrated ecological-economic framework for the assessment of the impact of climate change. We consider climate scenarios based on experiments with four General Circulation Models (GCM), and we assess the four basic socioeconomic development pathways and emission scenarios as formulated by the Intergovernmental Panel on Climate Change (IPCC) in its Third Assessment Report. Chapter 3 presents the main AEZ results of the impact of climate change on agriculture. Results comprise environmental constraints to crop agriculture; climate variability and the variability of rain-fed cereal production; changes in potential agricultural land; changes in crop-production patterns; and the impact of climate change on cereal-production potential. Chapter 4 discusses the AEZ-BLS integrated ecological-economic analysis of climate change on the world food system. This includes quantification of scale and location of hunger, international agricultural trade, prices, production, land use, etc. It assesses trends in food production, trade, and consumption, and the impact on poverty and hunger of alternative development pathways and varying levels of climate change. Climate change is increasing the geographic range and incidence of climate-sensitive infectious diseases and non-communicable diseases; increasing the frequency and intensity of extreme weather events;leading to sea level rise, and altering agricultural productivity and food security. With various ways, climate change can have negative effects on human health. In the present review, we summaried the situation of the relationship between climate change and human health, and provided the corresponding adaptation and mitigation measures. The main purpose of this study is to offer scientific evidence for the control and prevention of injury, disease and death resulted from climate change.

  5. Classifying climate change adaptation frameworks

    Complex socio-ecological demographics are factors that must be considered when addressing adaptation to the potential effects of climate change. As such, a suite of deployable climate change adaptation frameworks is necessary. Multiple frameworks that are required to communicate the risks of climate change and facilitate adaptation. Three principal adaptation frameworks have emerged from the literature; Scenario - Led (SL), Vulnerability - Led (VL) and Decision - Centric (DC). This study aims to identify to what extent these adaptation frameworks; either, planned or deployed are used in a neighbourhood vulnerable to climate change. This work presents a criterion that may be used as a tool for identifying the hallmarks of adaptation frameworks and thus enabling categorisation of projects. The study focussed on the coastal zone surrounding the Sizewell nuclear power plant in Suffolk in the UK. An online survey was conducted identifying climate change adaptation projects operating in the study area. This inventory was analysed to identify the hallmarks of each adaptation project; Levels of dependency on climate model information, Metrics/units of analysis utilised, Level of demographic knowledge, Level of stakeholder engagement, Adaptation implementation strategies and Scale of adaptation implementation. The study found that climate change adaptation projects could be categorised, based on the hallmarks identified, in accordance with the published literature. As such, the criterion may be used to establish the matrix of adaptation frameworks present in a given area. A comprehensive summary of the nature of adaptation frameworks in operation in a locality provides a platform for further comparative analysis. Such analysis, enabled by the criterion, may aid the selection of appropriate frameworks enhancing the efficacy of climate change adaptation.

    The 1992 United Nations Framework Convention on Climate Change is one of a series of recent agreements through which countries around the world are banding together to meet the challenge of altering the global climate. In 1997, in respond to the growing public pressure and questions on climate change governments adopted the Kyoto Protocol. The 5th Conference of the Parties to the UN Framework Convention on Climate Change (COP5 UNFCCC) was a rather technical and complex conference which focused in particular on the development of a detailed framework for the application of ''flexible mechanisms'' as laid down in the Kyoto Protocol.   7. Air Quality and Climate Change

    Climate change and air quality are closely related: through the policy measures implemented to mitigate these major environmental threats but also through the geophysical processes that drive them. We designed, developed and implemented a comprehensive regional air quality and climate modeling System to investigate future air quality in Europe taking into account the combined pressure of future climate change and long range transport. Using the prospective scenarios of the last generation of pathways for both climate change (emissions of well mixed greenhouse gases) and air pollutants, we can provide a quantitative view into the possible future air quality in Europe. We find that ozone pollution will decrease substantially under the most stringent scenario but the efforts of the air quality legislation will be adversely compensated by the penalty of global warming and long range transport for the business as usual scenario. For particulate matter, the projected reduction of emissions efficiently reduces exposure levels. (authors)

  8. Projection of future climate changes

    Climate models provide the opportunity to anticipate how the climate system may change due to anthropogenic activities during the 21. century. Studies are based on numerical simulations that explore the evolution of the mean climate and its variability according to different socio-economic scenarios. We present a selection of results from phase 5 of the Climate model intercomparison project (CMIP5) with an illustrative focus on the two French models that participated to this exercise. We describe the effects of human perturbations upon surface temperature, precipitation, the cryo-sphere, but also extreme weather events and the carbon cycle. Results show a number of robust features, on the amplitude and geographical patterns of the expected changes and on the processes at play in these changes. They also show the limitations of such a prospective exercise and persistent uncertainties on some key aspects. (authors)

  10. Late Quaternary changes in climate

    This review concerns the Quaternary climate with an emphasis on the last 200 000 years. The present state of art in this field is described and evaluated. The review builds on a thorough examination of classic and recent literature. General as well as detailed patterns in climate are described and the forcing factors and feed-back effects are discussed. Changes in climate occur on all time-scales. During more than 90% of the Quaternary period earth has experienced vast ice sheets, i.e. glaciations have been more normal for the period than the warm interglacial conditions we face today. Major changes in climate, such as the 100 000 years glacial/interglacial cycle, are forced by the Milankovitch three astronomical cycles. Because the cycles have different length climate changes on earth do not follow a simple pattern and it is not possible to find perfect analogues of a certain period in the geological record. Recent discoveries include the observation that major changes in climate seem to occur at the same time on both hemispheres, although the astronomical theory implies a time-lag between latitudes. This probably reflects the influence of feed-back effects within the climate system. Another recent finding of importance is the rapid fluctuations that seem to be a normal process. When earth warmed after the last glaciation temperature jumps of up to 10 deg C occurred within less than a decade and precipitation more than doubled within the same time. The forcing factors behind these rapid fluctuations are not well understood but are believed to be a result of major re-organisations in the oceanic circulation. Realizing that nature, on its own, can cause rapid climate changes of this magnitude put some perspective on the anthropogenic global warming debate, where it is believed that the release of greenhouse gases will result in a global warming of a few C. To understand the forcing behind natural rapid climate changes appears as important as to understand the role
