The basis of the quality management system according to ISO 9001:2008 standard, which is the processes oriented were also presented.Findings: The own research gives the consciousness about all elements related to the quality and which have crucial impact on the quality management system in education.     The goal of this article is to provide a focused overview of technical skills education inside the operating room (OR), opportunities for learning outside of the OR (with a focus on simulation), and methods for measuring technical skills. In addition, the authors review the role of maintenance of certification in continuing education and quality improvement and consider the role that simulation plays in this process. The perspectives on teaching in the OR of both residents and faculty going into the case affect the learning environment, and preoperative interactions between attendings and residents to establish learning needs and goals are important. Furthermore, in regards to attending surgeons improving their skills, interaction with more experienced peers and feedback during and after a procedure can be beneficial. Simulation is increasingly being utilized as an education tool outside of the OR. Training in plastic surgery is poised to exploit simulation in multiple technical areas. There is potential to utilize these simulation environments to collect real-time data, such as motion, visual focus, and pressure. How to incorporate technical skill evaluation results in ways that are most beneficial for learning should be the focus of future research and curriculum development. Finally, simulation could be better utilized as a mechanism for both self and peer evaluation and assessment for continuing education and quality improvement. Professional development for faculty and surgery trainees on how to engage with simulation for teaching and learning and how to translate these experiences into improving patient care will be required.   2. Analysis of the Educational Statistics of the Sudanese Secondary Certificate

    Full Text Available In the past two decades many voices were raised calling for corrections, restructuring and improvements of the Sudanese educational system. Complaints focused on the weakness of university students. However, their weaknesses were traced back to the elementary, secondary and high secondary educational phases. Economic restrains, lack of facilities and meager numbers of qualified instructors were pointed out as the prime causes. However, in this paper we hypothesize that besides those reasons basic impediments were entrenched in the whole educational system. The metamorphosis the Sudanese educational system has foreseen in the early 1970s and 1990s have distorted students knowledge base. Changing the system into purely Arabic based and partially abolishing English language weakened a well-known and strong system Sudan has known for generations. The current paper analyzes those effects and review some parameters to contain them. It is concluded here that interventions by lowering the students’ pass mark rates have affected their knowledge and education capabilities. That gave them false sense of passing from an educational phase to another. However, the result is worse knowledge transferred into another educational phase and then to the university. The result is like Zeno or Achilles paradox and a worse graduate education.

    A key responsibility of healthcare professionals is the education of clients/patients, colleagues and students undertaking placements. Peer-assisted learning (PAL) has been incorporated in our veterinary medicine programme for a number of years. The aim of this project was to develop a mechanism to formally recognise the important role that students play in the School's teaching and learning processes and foster students as partners in education through the development of a novel Undergraduate Certificate in Veterinary Medical Education (UCVME). Students and veterinarians were surveyed in order to inform the design of the programme. The programme is modular and aligned with the UK Professional Standards Framework (UKPSF). Students enrol in their third year, undertaking core and elective components, with completion over the final three years of the degree. The UCVME has been positively received, with 30 of 160 third year students enrolling in the programme's first year. Activities receiving credit and designed in partnership between staff and students have included: PAL sessions, widening participation school educational workshops and client education events. This initiative has created numerous student-driven educational opportunities. It is hoped that this programme will facilitate the educational training of students and enhance employability and career satisfaction. PMID:26473772

    The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists.     Full Text Available Background: A high incidence of errors occur while filling up death certificates in hospitals. The purpose of this study was to analyze the impact of an educational intervention on errors in death certification in an intensive care unit (ICU. Patients admitted to ICUs by virtue of being critically ill have a higher mortality than other hospitalized patients. This study was designed to see if any improvement could be brought about in filling death certificates. Materials and Methods: Educating sessions, interactive workshops, and monthly audits for the department resident doctors were conducted. One hundred and fifty death certificates were audited for major and minor errors (75 before and 75 after the educational intervention over a period of 18 months. Fisher′s exact test was applied to statistically analyze the data. Results: There was a significant decrease in major errors like mechanism without underlying cause of death (60.0 vs. 14.6%, P < 0.001, competing causes (88.0 vs. 13.3%, P < 0.001, and improper sequencing (89.3 vs. 36.0%, P < 0.001. There was also a significant decrease in minor errors such as use of abbreviations (89.3 vs. 29.3%, P < 0.001 and no time intervals (100.0 vs. 22.6%, P < 0.001. Conclusion: Authors conclude that death certification errors can be significantly reduced by educational interventional programs.

    E-education or electronically transferred continuous education in pathology is one major application of virtual microscopy. The basic conditions and properties of acoustic and visual information transfer, of teaching and learning processes, as well as of knowledge and competence, influence its implementation to a high degree. Educational programs and structures can be judged by access to the basic conditions, by description of the teaching resources, methods, and its program, as well as by identification of competences, and development of an appropriate evaluation system. Classic teaching and learning methods present a constant, usually non-reversible information flow. They are subject to personal circumstances of both teacher and student. The methods of information presentation need to be distinguished between static and dynamic, between acoustic and visual ones. Electronic tools in education include local manually assisted tools (language assistants, computer-assisted design, etc.), local passive tools (slides, movies, sounds, music), open access tools (internet), and specific tools such as Webinars. From the medical point of view information content can be divided into constant (gross and microscopic anatomy) and variable (disease related) items. Most open access available medical courses teach constant information such as anatomy or physiology. Mandatory teaching resources are image archives with user-controlled navigation and labelling, student-oriented user manuals, discussion forums, and expert consultation. The basic conditions and properties of acoustic and visual information transfer, of teaching and learning processes, as well as of knowledge and competence, influence its implementation to a high degree. Educational programs and structures can be judged by access to the basic conditions, by description of the teaching resources, methods, and its program, as well as by identification of competences, and development of an appropriate evaluation system. Classic teaching and learning methods present a constant, usually non-reversible information flow. They are subject to personal circumstances of both teacher and student. The methods of information presentation need to be distinguished between static and dynamic, between acoustic and visual ones.     Full Text Available This paper examines the impact of a distance education program offered by the University of Pretoria, South Africa, on the professional practice of teachers. A pilot study was conducted using a combination of surveys and focus group interviews. Findings reveal that the program was beneficial to graduates’ personal development, professional practice, schools, learners, and colleagues. Further, principals who participated in the study attested to the differences they observed between the graduates and other teachers who had not been exposed to such a program. Suggestions for improvements included the introduction of subjects taught at school as areas of specialization, involvement of school principals in the assessment of enrolled students, visits to schools by the organizers, and exposure of students to the practical opportunities offered by the program (with portfolios that could be a part of the assessment.

    Reduced emissions of climate gases at the lowest cost require international cooperation in order to ensure that the most cost-efficient measures are taken. A market for emission rights is one way of achieving this. However, creating the right conditions for such a market to operate requires an unambiguous definition of the product to be traded. In this PM, the Swedish Power Association sketches out how such a product could be defined, and how a market for the resulting unambiguously defined product could be operated internationally, in parallel with other markets for energy products. Trade in climate certificates could become a joint EU approach to achieving common results within the field of climate policy. The main features of the proposal are as follows: Electricity producers would be allowed to issue climate certificates for electricity produced without climate-affecting emissions, e.g. in wind power plants. 1 kWh of electricity produced without emissions would entitle the utility to issue a climate certificate for 1 kWh. Electricity from power stations having low emissions, e.g. modern natural gas-fired plants, would entitle the utility to issue certificates in proportion to how much lower their emissions were in comparison with those from conventional coal-fired power stations. The number of certificates would be reduced by an individual coefficient, related directly to the quantity of climate-affecting emissions from the plant concerned. They would be traded and noted on markets in the various member countries. The certificates would not be nationally restricted, but could be traded across borders. Exchanges would be authorised by national authorities, in accordance with overall EU directives. These authorised exchanges would act as certification bodies, checking that certificates had been properly issued in accordance with a corresponding volume of electricity production. However under the circumstances that exist today it is known that having certificates does not automatically lead to get job, even contrary job seekers may remain jobless after they pay huge amounts of money to certfication firms. The very fast increase in the number of certfying firms confirms the fact that there is an ongoing demand for short term qualification courses. Another process which accompanies to private certification is that the loosing ground in public education that despite corporations still care about diplomas in hiring they reject job applications in the case of absence of certificates. In this study certification as a popular phenomenon has been compared with licensure in the context of waged engineers and their chambers. As a consequence of the analyses made for this study, it may be concluded that there is a capital accumulation which is carried out via two layers of working classes: masses who are obliged to be certified and waged laborers who work in certification industry in order to improve skills of those who are in need to be certified. During reviewing of literature it has also been witnessed that the academic writings focusing on the numbers, wages and working conditions of trainers hired by certification firms is virtually non exist. Therefore study suggests further researches especially on waged trainers working in private certification firms.

    Full Text Available Differences between student audiences are an important aspect not only of traditional learning in higher education, but also in the distance learning environment. Facilitators of distance learning coursework must be cognizant of the differences which adult students bring to the classroom and their varying expectations and reasons for learning. Taking these differences into account, the facilitator can better serve their remote adult and traditional students in the online setting. Case in point is an adult online GIS certificate program at a traditional liberal arts-based institution, which accommodates adult learning modalities and provides for adult learners to have ownership in their learning while providing a practical reason to learn while implementing geospatial concepts into their current job. Based on Malcolm Knowles theories of adult learning, adult online learners require certain aspects of andragogy which complement the content in an adult online experience. These include, but are not limited to: adults needing to know the reason for learning something; adult learners bringing life experiences to the classroom which are different from traditional undergraduate students; adults needing to be responsible for their decisions on education; adults being involved in the planning and evaluation of their instruction; adults being interested in learning subjects having immediate relevance to their work and/or personal lives; adult learning being problem-centered rather than content-oriented; and adult learners responding better to internal versus external motivators. This paper offers a case study of an online adult-oriented GIS certificate program at a traditional liberal art-based college whereby Knowles’ principles of andragogy are employed to offer adult students a rich online learning experience as a technical introduction to the geospatial technologies industry.

It argues that the successful interface management, communication plan and the costumer oriented technical-didactical model of the concept has been essential for the viability and success of the courses.     Under the conditions of economic pressure in the medical system and the DRG system for hospitals in Germany, so-called "uneconomic" services and fields of specialized dermatologic competence such as pediatric dermatology, trichology, occupational dermatology and tropical dermatology are increasingly being neglected. While hospitals tend to train fewer residents in these subspecialties, there is a demand for additional high-quality training opportunities that are certified by the German Dermatologic Academy (DDA). Tropical and travel-related skin diseases are more frequently observed in Germany which can be explained by the increased world-wide travel activities, but also by the international migration from developing countries into Europe. Furthermore, dermatologists trained in Germany are working more and more also internationally. Thus, they require knowledge and experience in tropical and travel-related dermatology. The certificate "Tropical and Travel Dermatology (DDA)" was developed and published in 2013 in a cooperation between the International Society for Dermatology in the Tropics in cooperation with the German Academy of Dermatology (DDA). It consists of 3 full day teaching modules (basic, additional and special seminar). The first seminar cycle in 2013/2014 showed a high demand from dermatologists in hospitals and private practices. While the basic and the special seminars were held in Germany, the additional seminar took place in cooperation with the Regional Dermatology Training Center (RDTC) in Moshi, Tanzania. Many attending dermatologists fulfilling the requirements for the new certificate have practiced in developing countries or plan to do so. In order to gain practical experience on the basis of the knowledge acquired in the qualifying seminars, the International Society for Dermatology in the Tropics supports dermatologists to find internships and work placements in dermatological units in developing countries.   3. The development and implementation of a teacher education model in environmental science education for Indian Certificate of Secondary Education (ICSE) schools

    This research study is concerned with the teaching of Environmental Science in the ninth and tenth grades of ICSE schools in Mumbai, India and the development and implementation of a new teacher education model. The instructional strategies practiced by the teachers were investigated using a questionnaire, semi-structured interview schedule and classroom observation. Based on these data, a new model of teacher education was developed with the help of a small cohort of teachers. The rationale for the model was that it should be a non-prescriptive framework that provided a coherently organized, concise guide for environmental education teachers that incorporated modern perspectives on content knowledge, effective pedagogical practices including constructivist approaches and active learning, and a set of guidelines for effectively integrating pedagogy with science content knowledge. The model was in the form of a two-way matrix, with the columns providing the pedagogy and the rows indicating the content knowledge. The intersections of the columns and rows to form individual cells of the matrix yielded a synthesis of pedagogical content knowledge (PCK). The model was discussed with the participating teachers, who prepared revised lesson plans using the model and delivered the lessons, which were observed by the researcher. On using the model, the teaching became more student-centered, as the teachers strove to include constructive and inquiry-based approaches. The use of technology enhanced the effectiveness of the lessons and teachers evaluated the students on all three domains of learning (i.e., affective, cognitive, and psychomotor). Most teachers agreed that it was possible to use the model to plan their lesson and implement it in the classroom; however, they needed to put in more time and effort to get used to a change in their teaching methodology.   5. PULSE Pilot Certification Results

    Full Text Available The pilot certification process is an ambitious, nationwide endeavor designed to motivate important changes in life sciences education that are in line with the recommendations of the 2011 Vision and Change Report: A Call to Action (American Association for the Advancement of Science [AAAS], 2011.  It is the goal of the certification process to acknowledge departments that have progressed towards full implementation of the tenets of Vision and Change and to motivate departments that have not begun to adopt the recommendations to consider doing so.  More than 70 life science departments applied to be part of the pilot certification process, funded by a National Science Foundation grant, and eight were selected based on initial evidence of transformed and innovative educational practices.  The programs chosen represent a wide variety of schools, including two-year colleges, liberal-arts institutions, regional comprehensive colleges, research universities and minority serving institutions.  Outcomes from this pilot were released June 1, 2015 (, with all eight programs being recognized as having progressed along a continuum of change.  Five levels of achievement were defined as PULSE Pilot Progression Levels.  Of the eight departments in the pilot, one achieved “PULSE Progression Level III: Accomplished”.  Six departments achieved “PULSE Progression Level II: Developing” and one pilot department achieved “PULSE Progression Level I: Beginning”.  All of the schools have made significant movement towards the recommendations of Vision and Change relative to a traditional life sciences curriculum.  Overall, the response from the eight pilot schools has been positive.

Current constraints on the continuous and deepening development of MOOC focus on whether the learning outcomes of MOOC could be appropriately certified. There are two forms to certify the learning outcomes of MOOC, i.e., non-credit certificate and credit certificate. The non-credit certificate includes course certificate, program certificate and self-certificate. It does not touch upon credits, which is the kernel of university teaching system, thus has been receiving lots of criticisms. However, the credit certificate of MOOC is running difficultly, due to these constraining factors including the learning assessment, the identification of learners, the traditional culture of universities and the credit management system. The development of MOOC makes universities have stronger features of virtue organization, but pure virtual universities outsourcing all their teaching functions will not emerge. MOOC will have a great influence on academic higher education. Blended teaching based on MOOC and credit bank based on MOOC platform could be two important ways to influence the academic higher education. The former would change the traditional teaching mode of universities, with much more feasibility, but it still need resolve many problems through practice.     Wind Power Certificate marketing is a green power development program in Canada. The Pembina Institute partnered with Vision Quest Windelectric in October 2003 to sell Wind Power Certificates to individuals and businesses. Individuals who buy Wind Power Certificates directly support the development of wind energy in Canada and support one of Pembina's main areas of work, the development of sustainable energy. This presentation outlined both the successes and challenges of marketing the certificates. Wind Power Certificates represent the benefits that wind power generation provides, such as zero emissions of greenhouse gases and regional air pollutants; minimal impacts on the biosphere; and, offsetting life-cycle impacts of other energy sources such as fossil fuels. They also represent quality assurance on new wind power commissioned after April 2001. In the price structure of Pembina's Wind Power Certificate, a premium of 2.7 cents per kWh is charged above the regular electricity price. The premium is lowered slightly for purchases of 200 MWh or more. Pembina also began a secondary campaign in July 2004 to have 20,000 computers powered by wind across Canada. This PC campaign offers the general public an option to support wind power development in a way that is easy to understand. In the PC campaign, a consumer is asked to pay $16 per 3 years for a laptop computer or $32 per 3 years for an average desktop computer. Vision Quest has received a Market Incentive Program grant through Natural Resources Canada to help market Pembina's wind power programs. Although the programs are too new to provide important statistical information, some small successes have been reported to date including 1950 MWh of Wind Power Certificates that have been purchased, representing a reduction of about 1730 tonnes of carbon dioxide. Similarly, certification is of the management system itself, not environmental performance. An audit is not conducted to ascertain whether your flue gas emissions are less than X part per million nitrous oxide or that your wastewater effluent contains less that Y milligrams of bacteria per litre. Consequently, the procces of auditing the system for compliance to the standard entails checking to see that all of the necessary components of a functioning system are present and working properly.           A company can have a complete and fully functional EMS as prescribed by ISO 14001 without being certified. As certification can add to the time and expense of EMS development, it is important for you to establish, in advance, whether certification is of net benefit to you. Although most companies that develop an EMS do in fact certify, there are cases where certification does not add immediate value. Certification is not always beneficial to small and medium sized companies. Certification is not always necessary for companies with one or two large clients with environmental demands who are satisfied that you have a functional EMS (second-party declaration. Whatever decision you make, it is important to remember that just as a driver′s licence does not automatically make you a good driver, ISO 14001 certification does not automatically make your company environmentally benign or ensure that you will continually improve environmental performance. The system is only as good as the people who operate it.

    In order to make the full benefits of neutron radiography available in the nondestructive test (NDT) field, it has been necessary to formalize its application. A group under the Penetrating Radiation Committee of the American Society for Nondestructive Testing (ASNT) was organized to prepare a recommended practice for neutron radiography. The recommended practices require the establishment of an appropriate certification program. The requirements on the employer to establish and maintain a qualification and certification program are outlined. To conduct a program of nondestructive testing using neutron radiography requires the usual three levels of qualified and certified personnel. The program is administered by a Level III person. Routine exposure, reviews, and reporting of test results are the responsibilities of Level I and Level II personnal. The amount of training and nature of the required practical examination are also specified. The recommended practices document assures users that NDT work in the field of neutron radiography is performed by qualified personnel.     Full Text Available This paper identifies and reviews the impact of accounting professional certificate, obtained through Malaysian Institute of Accountants’ (MIA membership, on the practice of accounting in Malaysia. The study is categorized into two main impact assessments: 1 The impact of MIA certificate on accounting practitioners, and 2 The impact of MIA certificate on academicians or educators. As for information and data collection, two methods are used: namely verbal interview and content analysis. Based on the results obtained from both methods, it is clear that MIA certificate yields positive impact on the practice of accounting in Malaysia in the areas of: 1 building credentials and reputation; 2 building skills, knowledge and ethical development; and 3 higher income for the holders of the certificate. These results indicate that MIA certificate holders possess better working attractions than others with background knowledge of accounting but do not hold the certificate. It is, therefore, recommended that graduates of accounting should make effort to qualify for MIA certificate, or similar internationally recognized certificates, for them to be better practitioners or scholars in the field of accounting, in the best interest of their country and beyond. It is also recommended that MIA should be regularly conducting impact assessment on the quality of the services provided by its members in both the public and private sectors for quality assurance and image safeguard.

    This document covers the second phase of a two-part program. Phase I provided an overview of the structure and function of typical product certification/laboratory accreditation programs. This report (Phase H) provides most of the draft documents that will be necessary for the implementation of a photovoltaic (PV) module certification/laboratory accreditation program. These include organizational documents such as articles of incorporation, bylaws, and rules of procedure, as well as marketing and educational program documents. In Phase I, a 30-member criteria development committee was established to guide, review and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories. A similar committee was established for Phase II; the criteria implementation committee consisted of 29 members. Twenty-one of the Phase I committee members also served on the Phase II committee, which helped to provide program continuity during Phase II.

    These Technical Regulations, F:103-6, have been produced and published by the Swedish District Heating Association in conjunction with manufacturers. Approved testing is part of the process of obtaining certification for a district heating substation. In addition, the process includes a review of documentation and of the manufacturer's production inspection procedures. A certified unit fulfils the requirements set out in the Association's document F:101, General Technical Requirements. Until further notice, the Association has selected SP Technical Research Institute of Sweden for certification of district heating substations. Certification means that the quality and function/performance of a prefabricated district heating substation have been examined and approved. Certification test method F:103-6 includes both static and dynamic tests and inspections. Detailed information on the district heating substation and its properties is given in the certification test reports. The unique feature of this certification is that the test reports are in the public domain. This is possible because the Association has full right of insight into the certification process, and because testing is performed in accordance with test programmes and procedures decided by the Association. In this document (F: 103-6), the Association specifies what is to be reported when SP carries out inspections at the manufacturer's premises. This can include details of claims lodged with the manufacturer and/or non-compliances with the required specification of the district heating substation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    The purpose of this study was to determine the adequacy of content related to end-of-life (EOL) care in materials used in the nursing certification process across clinical nursing specialties. Thirty-eight certification examination blueprints, 18 specialty nursing scope and standards of practice documents, and 28 specialty nursing core curriculum text books were analyzed by using descriptive statistics to determine the quantity and quality of content related to nine critical areas of EOL content contained in them. Fifteen (38 per cent) of the certification examination blueprints contained at least one of the critical EOL content areas. Eight (44 per cent) of the scope and standards of practice documents contained at least one sentence on EOL care. Seven (25 per cent) of the 28 textbooks contained at least one chapter dedicated to EOL care content, and 129.5 (0.8 per cent) of the 15,706 textbook pages reviewed were dedicated to EOL care content. Expert ratings regarding the overall accuracy, currency, and comprehensiveness of EOL content found in the textbooks were poor to good. An increased focus on EOL care in the nursing specialty certification process is warranted. Policies on the training and education of medical physicists have been developed by the International organization for Medical Physics (IOMP) and by the Asia Oceania Federation of Organizations for Medical Physics AFOMP).     Addiction medicine (ADM) is an emerging medical field. It will soon be recognized by the American Board of Medical Specialties as a multispecialty subspecialty, sponsored by the American Board of Preventive Medicine. Certification and maintenance of certification in ADM are available currently through the American Board of Addiction Medicine (ABAM). There is an urgent need for trained and certified ADM physicians to serve the needs of patients and society. Thirty-seven addiction medicine fellowships of 12 months duration are now available, and their number is increasing. Physicians specializing in medical toxicology have educational, training, and practice overlap with addiction medicine. Medical toxicology physicians usually meet ADM examination eligibility requirements, based on clinical practice experience and continuing medical education activities. Those with fellowship training or in a fellowship bring training experience which has commonalities to ADM fellowship training, and therefore are particularly prepared for examination and practice in ADM.     Full Text Available Background: To produce homeopathic medicines, pharmacies need raw materials (mother tinctures and diluted-agitated solutions, named “matrices”, provided by insumes suppliers. The “matrices” are ultra high dilutions and can not be tested against Analysis Reports. Aims: to propose alternatives to the matrices Analysis Report; to contribute to the quality of homeopathic medicines and treatment. Method: search of information present in the documentation provided from 2 national and 3 European suppliers in order to develop criteria. Discussion: the needed concepts for compliance with the orders throughout their production process were presented. The control of information involved in the process allows to trace the production of matrices, providing an indication of the quality with which they were obtained. Each supplier gives different approach to issuing a document, calling it Certificate of Conformity Protocol Preparation, Manufacturing Certificate or Quality Certificate. Summarizing, it is a supplier's declaration, which involves the quality control of raw materials, packaging materials and of the process used, but not a report that enables customers to repeat the analysis. A model was proposed for a Certificate of Quality, with the minimum information needed to indicate to the pharmacies that there is a control of the process. This certificate shall contain statements about the process. Conclusion: Quality Certificate seems to be the best document to ensure the pharmacy that the matrix obtained presents characteristics compatible with the preparation of a quality homeopathic medicine.

    This dissertation identifies the reasons why institutions of higher education pursue Leadership in Energy and Environmental Design (LEED) certification for new construction of campus housing. The research was guided by three questions: 1. Why did the institution choose to pursue LEED certification for campus housing? 2. What considerations should be made in the design, development, and planning process of a LEED residence hall? 3. What significant impact has the LEED residence hall made on campus? The outcomes of this study will provide insight to university and housing administrators who are considering pursuit of LEED certification for new residence hall development. The primary sources of data are chief housing officers or their designees at public four-year colleges and universities with new campus housing awarded LEED certification. Qualitative research techniques were used to conduct interviews by LEED certification level: Platinum, Silver, Gold, and Certified. Data collection ended when data saturation of each question in each certification level was achieved. This dissertation offers reasons why universities pursue LEED certification: state requirement, institutional commitment, institutional standard, environmental stewardship, departmental decision, and student interest. Additionally, considerations and lessons learned from the pursuit of LEED certification have been identified and can serve as a guide to housing administrators who aim to achieve any LEED level certification.

    With the increased focus and anticipated growth in specialty training and certification within the profession of pharmacy, it is important for the profession to step back and evaluate the manner in which its adopted education and certification systems interface. As a result of specialty practice development, significant growth is occurring in both postgraduate year two (PGY2) pharmacy residency programs and individuals seeking certification by the Board of Pharmacy Specialties. As the profession continues to evolve its specialty training and credentialing systems, it is important to consider the inherent relationship between these systems. This paper considers the current landscape of specialty training and certification, including issues related to the quality of PGY2 training, consistent application of standards across and within PGY2 programs, credentialing of preceptors and program directors, and alignment of training with specialty certification examination content domains. We outline recommendations across three areas: (1) creating consistency between specialty training and certification, (2) aligning qualifications of PGY2 residency program directors and preceptors with the designated specialty area, and (3) assessing program quality in the context of the expectations of specialists established by the profession. The goal of this paper is to stimulate professional dialogue on these issues. Establishing both formal and informal connections between specialty training and certification can serve as the foundation for a rational approach to professional development and the credentialing that will be recognized by stakeholders outside the pharmacy profession.   10. Planetary Protection Alternate Protocol Certification

    The talk presents a standardized approach for new method certification or alterative testing protocol (ATP) certification against the existing U.S. Planetary Protection Standards. In consideration of new method certification there are two phases of activities that are relevant to the certification process. The first is sample acquisition which typically incorporates swab or wipes sampling on relevant hardware, associated facilities and ground support equipment. The sampling methods introduce considerations of field sampling efficiency as it relates to spore distribution on the spacecraft, spacecraft material influences on the ability of the swab or wipe to remove spores from the hardware, the types of swabs and wipes used (polyester, cotton, macrofoam), and human sampling influences. The second portion of a new protocol certification looks specifically at the lab work-up or analysis of the samples provided to the laboratory. Variables in this process include selection of appropriate biomarkers, extraction efficiencies (removal of spores or constituents of interest from the sampling device), and a method's ability to accurately determine the number of spores present in the sample with a statistically valid level of confidence as described by parameters such as precision, accuracy, robustness, specificity and sensitivity. Considerations for alternative testing protocols such as those which utilize bioburden reduction techniques include selection of appropriate biomarkers for testing, test materials and a defined statistical approach that provides sufficient scientific data to support the modification of an existing NASA specification or the generation of a new NASA specification. Synergies between the U.S. and European Space Agency approaches will also be discussed.

    SFS-EN ISO 14001 certificate has been granted in October 2nd 2000 to the environmental systems of Salmisaari power plant area owned by Helsinki Energia. The certificate cowers power and district heat generation at the power plants of the Salmisaari area. The certified system will be used as the basis for the future environmental work. Salmisaari B is a combined heat and power plant, and Salmisaari A is a boiler plant generating district heat for use in winter. Both plants use coal as main fuel. Dusts and sulphur compounds are removed from the flue gases formed in combustion in desulphurisation plant. Development of the environmental system started in autumn 1997 by excursion to acquaint the environmental system of the Rauhalahti power plant. Development work started in spring 1998. External evaluations and the recording of the present situation by DNV (Det Norske Veritas) consulting services were carried out at the end of 1999. The inspection of the management was carried out in the beginning of 2000 and the auditing was made in May 2000. Auditing showed about ten faults or lacks in the system, which were repaired. DNV Certification Oy/AB carried out the certification. Certification granted in the beginning of October 2000, covers power and district heat generation of the Salmisaari plants, as well as all the operations and systems, such as power station, underground oil storages, coal storage and the Tammasaari coal and oil unloading docks and Kellosaari power plants, connected to them. Desulphurisation plant of Salmisaari has operated since 1987, and NOx emissions have been reduced since 1991 by improved coal combustion system.   12. Nuclear pharmacy certificate program: distance learning

    The Nuclear Pharmacy Certificate Program (NPCP) was developed to meet the need for licensed pharmacists wishing to change career paths and enter the practice of nuclear pharmacy. Additionally, the NPCP benefits employers that wish to employ a nuclear pharmacist in lieu of waiting for graduates that are available only at one time yearly from a college of pharmacy. The NPCP is not intended to replace traditional nuclear pharmacy education in academic institutions, but to offer an another option to pharmacists and potential employers. The NPCP is divided into two components. One component involves over 130 hours of instruction through videotapes and accompanying workbooks. This component is completed while working in a nuclear pharmacy and with the assistance of a nuclear pharmacist serving as a supervisor. The nuclear pharmacist is available to answer questions and to administer examinations over the videotape material. Examinations are prepared by Purdue faculty and returned for grading. Scores on exams must reflect learning to the same degree as in an academic environment. In the second component of the NPCP, the trainee attends a two-week session in the School of Pharmacy at Purdue University. the trainee must complete a significant portion of the videotape material before the on-campus session. In the on-campus component, videotape material is reinforced and expanded by laboratory exercises and lectures in dedicated, fully-equipped laboratories employed in the School of Pharmacy undergraduate program in nuclear pharmacy. Nuclear pharmacy faculty and consultants provide individualized instruction to each trainee. Assimilation of lecture and laboratory material is determined through several examinations. A comprehensive examination is administered which includes content from the videotape-workbook component of the NPCP.     The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists. Medical physics educational programs (graduate education and residency education) are accredited by the Commission on Accreditation of Medical Physics Education Programs (CAMPEP), whereas medical physicists are certified by several organizations, the most familiar of which is the American Board of Radiology (ABR).     A self-administered anonymous questionnaire on knowledge about acquired immunodeficiency syndrome (AIDS) was administered to 2,614 Leaving Certificate students in 50 Galway second-level schools. Levels of knowledge regarding routes of human immunodeficiency virus (HIV) transmission and non-transmission were assessed together with student opinion on related lifestyle issues and awareness of local services. Although 91% had heard of HIV infection only 61% knew that there is a difference between this and AIDS. Over 95% of respondants were aware of the epidemiologically proven means of transmission and between 73% and 98% understood that no transmission risk existed in a range of ordinary social contact situations. Fifty-one per cent of students believed in a HIV transmission risk from receiving blood transfusions in Ireland and 24% doubted the safety of blood donation. Seventy-four per cent of students indicated the media as their main information source on AIDS. Preference for further AIDS information were Health Education sources (30%) and teachers (20%). Only 22% and 23% of respondants respectively were aware of the local Sexually Transmitted Diseases Clinic and AIDS telephone information service.     The Earth is an open thermodynamic system, that remains in a steady state far from the equilibrium, through energy and matter exchanges with the surrounding environment. These natural constraints, which prevent the system from maximizing its entropy, are threatened by human action and our ecosystem needs urgent protection. In this viewpoint the environmental certification was born, according to international standards ISO 14001, ISO 14040, and European Regulation EMAS. These are voluntary adhesions to a program of environmental protection by companies, administrations and organizations which, starting from the respect of the existing environmental laws and regulations, decide to further improve their environmental performance. To obtain and maintain certification of a system is necessary to apply some indicators to evaluate its environmental performance and to demonstrate its progressive improvement. Here we propose to use for this purpose the thermodynamic indicators produced from energy analysis by Odum. The case study is Montalcino city (Italy) and energy indicators are used to evaluate environmental performance of this system where exist different activities, from agricultural productions, to tourism. Results show that energy analysis could become a valid standard monitoring method for environmental certification, especially in consideration of its wide application field. PMID:12407910

    Space mission architects are often challenged with knowing which investment in technology infusion will have the highest return. Certification-based analysis (CBA) gives architects and technologists a means to communicate the risks and advantages of infusing technologies at various points in a process. Various alternatives can be compared, and requirements based on supporting streamlining or automation can be derived and levied on candidate technologies. CBA is a technique for analyzing a process and identifying potential areas of improvement. The process and analysis products are used to communicate between technologists and architects. Process means any of the standard representations of a production flow; in this case, any individual steps leading to products, which feed into other steps, until the final product is produced at the end. This sort of process is common for space mission operations, where a set of goals is reduced eventually to a fully vetted command sequence to be sent to the spacecraft. Fully vetting a product is synonymous with certification. For some types of products, this is referred to as verification and validation, and for others it is referred to as checking. Fundamentally, certification is the step in the process where one insures that a product works as intended, and contains no flaws.

    Android's application market relies on secure certificate generation to establish trust between applications and their users; yet, cryptography is often not a priority for application developers and many fail to take the necessary security precautions. Indeed, there is cause for concern: several recent high-profile studies have observed a pervasive lack of entropy on Web-systems leading to the factorization of private keys.1 Sufficient entropy, or randomness, is essential to generate secure key pairs and combat predictable key generation. In this paper, we analyze the security of Android certificates. We investigate the entropy present in 550,000 Android application certificates using the Quasilinear GCD finding algorithm.1 Our results show that while the lack of entropy does not appear to be as ubiquitous in the mobile markets as on Web-systems, there is substantial reuse of certificates only one third of the certificates in our dataset were unique. In other words, we find that organizations frequently reuse certificates for different applications. While such a practice is acceptable under Google's specifications for a single developer, we find that in some cases the same certificates are used for a myriad of developers, potentially compromising Android's intended trust relationships. Further, we observed duplicate certificates being used by both malicious and non-malicious applications. The top 3 repeated certificates present in our dataset accounted for a total of 11,438 separate APKs. Of these applications, 451, or roughly 4%, were identified as malicious by antivirus services.

    Objective. To assess teaching certificate program (TCP) participants' perceptions of mentor-mentee relationships. Methods. A 15-item survey instrument was administered to all 2014-2015 participants of the Indiana Pharmacy Teaching Certificate (IPTeC) program. Results. One hundred percent of IPTeC program participants (83/83) responded to the survey. The majority of participants indicated that having a professional mentor was either very important (52%) or important (47%) to their professional development and preferred to choose their own professional mentor (53%). Mentor characteristics rated as highly important by mentees included having similar clinical practice interests (82%), having similar research interests (66%), and being available to meet face-to-face (90%). Age, race, and gender of the mentor were not rated by mentees as important. Conclusion. Teaching certificate program participants place high importance on having a professional mentor. Mentorship of pharmacists completing TCPs should be a priority for current pharmacy faculty members so adequate guidance is available to future pharmacy educators. PMID:27170813

  6. National board certification as professional development: What are teachers learning?

    This study investigated the National Board for Professional Teaching Standards' (NBPTS) assessment process in order to identify, quantify, and substantiate possible learning outcomes from the participants. One hundred and twenty candidates for the Adolescent and Young Adult Science (AYA Science) Certificate were studied over a 2-year period using the recurrent institutional cycle research design. This quasi-experimental methodology allowed for the collection of both cross-sectional and longitudinal data insuring a good measure of internal validity regarding observed changes both between and within group means. Multiple assessors scored transcripts of structured interviews with each teacher using the NBPTS' assessment framework according to the 13 standards accomplished science teaching. The scores (aggregated to the group level) provided the quantitative evidence of teacher learning in this study. Significant changes in mean scores from pre to post are reported at the overall, standard group, and individual standard levels. Findings suggest that the intervention had an overall effect size of .475 upon candidates' understanding of science teaching related knowledge. More specifically, most learning was associated with the standards of Scientific Inquiry and Assessment. The results support the hypothesis that the certification process is an effective standards based professional learning opportunity. The learning outcomes discussed in this report (including the identification of Dynamic, Technical, and Deferred Learning categories) should inform debate between educational stakeholders regarding the financial and ideological support of National Board certification as a means of improving teacher quality, provide suggestions for the improvement of the assessment process, and contribute insight into the current divisive state of science education in public education.

    Full Text Available The article reveals the prerequisites of appearance of alternative ways to train teachers in the USA at the end of the XX century as main mechanisms to increase qualitative and quantitative characteristics of teaching staff. The author concentrates the attention on the advantages and disadvantages of non-traditional ways to acquire teaching profession. The peculiarities of the development in different states of the country, main characteristics of the training with the help of alternative programs have been found as well as the target groups have been described. Such research is clearly needed, both by policymakers and by practitioners, to determine the appropriateness of alternative certification training models in training educators to deliver quality educational programming to students, as well as their effectiveness in addressing the critical teacher shortages by increasing the pool of available teachers and reducing the turnover and retention problems. Proponents of alternative certification have asserted that such models encourage talented people from other fields to enter teaching and increase the potential supply of teachers available to reduce shortages, and that traditional teacher education programs have little substance or value in training teachers while alternative models provide intensive training and supervision focused on critical skills needed for successful teaching.

    Advanced capabilities planned for the next generation of aircraft, including those that will operate within the Next Generation Air Transportation System (NextGen), will necessarily include complex new algorithms and non-traditional software elements. These aircraft will likely incorporate adaptive control algorithms that will provide enhanced safety, autonomy, and robustness during adverse conditions. Unmanned aircraft will operate alongside manned aircraft in the National Airspace (NAS), with intelligent software performing the high-level decision-making functions normally performed by human pilots. Even human-piloted aircraft will necessarily include more autonomy. However, there are serious barriers to the deployment of new capabilities, especially for those based upon software including adaptive control (AC) and artificial intelligence (AI) algorithms. Current civil aviation certification processes are based on the idea that the correct behavior of a system must be completely specified and verified prior to operation. This report by Rockwell Collins and SIFT documents our comprehensive study of the state of the art in intelligent and adaptive algorithms for the civil aviation domain, categorizing the approaches used and identifying gaps and challenges associated with certification of each approach.

    This article describes the evolution of board certification for pediatricians and the current ongoing assessment process called Maintenance of Certification (MOC). To be called a board-certified pediatrician under the MOC framework requires a level of training, competence, and knowledge that can only be achieved by completing a rigorous, defined, closely monitored training program approved by the Accreditation Council for Graduate Medical Education and then demonstrating a level of knowledge comparable to established standards by passing the initial certifying examination. Once this landmark baseline threshold is reached, the emphasis shifts to demonstrating lifelong professional development and the ability to deliver quality care and to continually improving that care through MOC.   11. Maintenance of Certification for Radiation Oncology

    Maintenance of Certification (MOC) recognizes that in addition to medical knowledge, several essential elements involved in delivering quality care must be developed and maintained throughout one's career. The MOC process is designed to facilitate and document professional development of American Board of Radiology (ABR) diplomates in the essential elements of quality care in Radiation Oncology and Radiologic Physics. ABR MOC has been developed in accord with guidelines of the American Board of Medical Specialties. All Radiation Oncology certificates issued since 1995 are 10-year, time-limited certificates; diplomates with time-limited certificates who wish to maintain specialty certification must complete specific requirements of the American Board of Radiology MOC program. Diplomates with lifelong certificates are not required to participate but are strongly encouraged to do so. Maintenance of Certification is based on documentation of participation in the four components of MOC: (1) professional standing, (2) lifelong learning and self-assessment, (3) cognitive expertise, and (4) performance in practice. Through these components, MOC addresses six competencies-medical knowledge, patient care, interpersonal and communication skills, professionalism, practice-based learning and improvement, and systems-based practice.   12. Modeling of a green certificate market

    The paper considers one of the economic mechanisms, stimulating the introduction of renewable energy sources (RES) - a green certificate market. A mathematical model was developed to describe a supply and demand balance in the electricity and green certificate markets simultaneously. The sellers of certificates are RES owners, who obtain certificates for each unit of electricity produced, and the buyers are consumers, who are obliged by law to buy a certain share of this electricity. Equilibrium structures of the power system including RES with stochastic operation conditions are calculated. The prices of electricity and certificates, as well as the total economic effect of the system are determined taking into account external costs (environmental damages). The paper shows that a mechanism of green certificates is not an ideal means for minimizing the impact of energy on the environment: the economic effect turns out to be smaller than the maximum possible one. However, this deviation is relatively small, therefore the green certificate market allows the external effects to be partially taken into account. Such a market creates incentives for investors, electricity producers and consumers to make power sources mix, modes of electricity production and consumption closer to the optimum ones in terms of the economy as a whole.
