We describe an efficient procedure for proving stabilization of biological systems modeled as qualitative networks or genetic regulatory networks. For scalability, our procedure uses modular proof techniques, where state-space exploration is applied only locally to small pieces of the system rather than the entire system as a whole. Our procedure exploits the observation that, in practice, the form of modular proofs can be restricted to a very limited set. For completeness, our technique falls back on a non-compositional counterexample search. Using our new procedure, we have solved a number of challenging published examples, including: a 3-D model of the mammalian epidermis; a model of metabolic networks operating in type-2 diabetes; a model of fate determination of vulval precursor cells in the C. elegans worm; and a model of pair-rule regulation during segmentation in the Drosophila embryo. This paper discusses the clean-up of an Idaho National Engineering Laboratory (INEL) site utilized for disposal of transuranic contaminated waste from 1954 until 1970. The basic Quality Assurance Program Requirements standard for the National Waste Terminal Storage Program has been developed primarily for nuclear reactors and other fairly well established nuclear facilities. In the case of waste isolation, however, there are many ongoing investigations for which quality assurance practices and requirements have not been well defined. This paper points out these problems which require supplementary requirements. Briefly these are: (1) the language barrier, that is geologists and scientists are not familiar with quality assurance (QA) terminology; (2) earth sciences deal with materials that cannot be characterized as easily as metals or other materials that are reasonably homogeneous; (3) development and control of mathematical models and associated computer programs; (4) research and development.
Most waste management activities are decided upon and carried out in a public or semi-public arena, typically involving the waste management organization, one or more regulators, and often other stakeholders and members of the public. In these environments, simulation modeling can be a powerful tool in reaching a consensus on the best path forward, but only if the models that are developed are understood and accepted by all of the parties involved. These requirements for understanding and acceptance of the models constrain the appropriate software and model development procedures that are employed. This paper discusses requirements for both simulation software and for the models that are developed using the software. An extension of the Polyakov path-integral formulation to compute off-shell amplitudes for open bosonic strings is derived. Boundary conditions require evaluating the path integral on open surfaces with corners on the boundaries. The contribution to the topological term in the action from the corners is exactly that required for unitarity. The presence of corners introduces a Weyl anomaly in the Polyakov measure. This requires a gauge-fixing procedure for the off-shell amplitudes. Consistent factorization of amplitudes with one or two off-shell strings and any number of on-shell tachyons is established.
Typical receiver processing, targeting always the best achievable bit error rate performance, can result in a waste of resources, especially, when the transmission conditions are such that the best performance is orders of magnitude better than the required. In this work, a processing framework is proposed which allows adjusting the processing requirements to the transmission conditions and the required bit error rate. It applies a-posteriori probability receivers operating over multiple-input multiple-output channels. It is demonstrated that significant complexity savings can be achieved both at the soft, sphere-decoder based detector and the channel decoder with only minor modifications.

Within the framework of the EU power plant conceptual study (PPCS), a modular He-cooled divertor concept with integrated pin array (HEMP) is being developed at the Forschungszentrum Karlsruhe. The design goal is to achieve a high heat flux of at least about 10-15 MW/m"2, which is proposed for a near-term reactor model like DEMO. The development and optimization of the divertor concept require a close link between the main issues: design, analyses, materials and fabrication technology, and experiments with feedbacks between them to be accounted for. Design-specific requirements on materials and fabrication issues will be discussed.
Conformal radiation therapy represents a considerable and attractive challenge in oncology. Its aim is mainly to improve local control by increasing the dose with an acceptable rate of complications. This work overviews the world literature on this subject. The technical and theoretical requirements are highlighted. These requirements include a precise definition of the target volume by digital imaging (essentially CT scan), but also clear view of the target volume and the organs at risk, a specific collimation of the beam, 3-D dose calculations, optimization procedures, and a rigid immobilization of the patient with verification of his position. The competitiveness of a new nuclear plant vs. a new oil or gas fired combined cycle plant or a coal fired plant in East-Asia, is reviewed in the paper. Both the nuclear and the fossil fired plants are evaluated as either utility financed or independent power producer (IPP) financed. Two types of advanced light water reactors (ALWRs) are considered in this paper, namely evolutionary ALWRs (1200 MWe size) and passive ALWRs (600 MWe class). This paper explores the current trends in development of technology-neutral safety requirements to be used in the regulation of future nuclear power reactors and the role of the quantitative safety goals in the design of reactor safety systems. Establishing the requirements concerning the reliability of safety functions rather than on particular systems employed to achieve the functions, as well as the use of the recommendations of the International Commission on Radiological Protection (ICRP) on protection against potential exposure could form the basis of a technology-neutral framework for safety requirements on new reactor designs. The advent of synfuels will require a large measurement and modeling effort of new thermodynamic and physical properties. These data are required for the economic design and operation of proposed synfuel plants. The areas of data need are well defined. The pace of measurement will be restricted by laboratory availability. The cost for the required data and for their correlation and modeling will be substantial. And finally, the cost of doing all this work will be substantial. The plants we are talking about are energy plants and synfuel plants. They are energy intensive plants, and as such, they offer the prospects for a great deal of energy saving. To do so requires good data. In those critical areas where we start hunting the energy hogs, we will find that with +-20% data those hogs are pretty well hidden.

The upgrading of several 69 kV pipe-type cable feeders on the Potomac Electric Power Company (PEPCo) transmission cable system is discussed. The methods used for the ampacity calculation are described. The fluid circulation approach required to meet the feeder emergency load requirements are discussed. For the feeders that were in service for approximately 40 years, a system life evaluation was performed.
Aircraft constitute a unique environment which places stringent requirements on the instruments used to measure the concentrations of atmospheric trace gases and aerosols. Some of these requirements such as minimization of size, weight, and power consumption are general; others are specific to individual techniques. This review presents the basic principles and considerations governing the deployment of trace gas and aerosol instrumentation on an aircraft. An overview of common instruments illustrates these points and provides guidelines for designing and using instruments on aircraft-based measurement programs.
This paper is concerned with methods of limiting the build-up of transient voltages between sheath and armor in long armored power cables. Calculations by a frequency dependent cable model demonstrate that this voltage can be efficiently limited to an acceptable level by introducing sheath-armor bondings at regular intervals, or by using a semiconductive sheath-armor interlayer. The paper investigates the required minimum length between bondings, as well as the required conductivity of the sheath-armor interlayer if the use of bondings is to be avoided.

One requirement of a thermophotovoltaic (TPV) radiator is to efficiently emit photons at high temperatures to TPV cells for conversion to electric power. Because many candidate radiator materials with adequate structural properties display low emissivity, coatings or other surface modifications are required for enhancement of emissivity. Six plasma sprayed coatings and one textured surface demonstrated adequate thermal stability and emittance values of 0.8 or greater. Promising attributes of modified surfaces are identified.

Zircaloy fabrication plant manufactures all the necessary Zr-2 components like fuel canning tubes, calandria tubes and other rod and sheet products. This plant is having a capacity of producing about 4 lakh nos. of PHWR fuel tubes per annum. These tubes are seamless, thin walled with close dimensional tolerances and stringent mechanical properties. The plant has established all the facilities required to produce these tubes with required quality.
Certification as applied to existing computer codes includes the verification and validation process, placing the code in configuration control, establishing user qualification standards and training requirements. All software intended for use in critical calculations must be certified. The general requirements applicable to the quality assurance of the Finnish nuclear power plants are presented in the Council of State Decision (395/91) and in the guide YVL 1.4. Pumped storage plants (PSP) supply up to several GW of power and several ten GWh of capacity. Short start-up times and low start-up costs predestine PSP for the control energy market. Grid charges for PSP endanger the further integration of renewable energy and lead to higher electricity supply costs. Therefore, an amendment of legislation is urgently required. Motivation is given for a technique to more thoroughly test semiconductor equipment control systems. A description is given of a simulator-based control system testing technique. Potential benefits that could be realized by using this technique in the semiconductor industry as well as benefits documented by using this technique in other industries are described. Specific requirements for using the technique in the semiconductor industry are outlined. A summary of a survey of nine commercial simulation systems is given. Finally, the outcome of the survey is compared with the requirements for using the technique.

The UK Pipelines Safety Regulations require the pipeline operator to ensure that a pipeline, once decommissioned, does not become a source of danger. Elsewhere, Regulatory Authorities require consideration of the possible issues which pipeline decommissioning may raise. This report considers the use of a submillimeter wavelength space-based imaging radar. The main application envisioned is midcourse decoy discrimination for strategic defense, for which it would have the capability of producing a series of images, in real time, at strategic ranges, with less than meter scale resolution and with modest power requirements. Undoubtedly, there are other applications. The requirements for a SAR and ISAR imaging radar at submillimeter wavelength are determined, and the prospect for the development of RF sources to power the radar is examined.

Helical dipole magnets are required in a project for the Relativistic Heavy Ion Collider (RHIC) to control and preserve the beam polarization in order to allow the collision of polarized proton beams. Specifications are for low current superconducting magnets with a 100 mm coil aperture and a 4 Tesla field in which the field rotates 360 degrees over a distance of 2.4 meters. A magnet meeting the requirements has been developed that uses a small diameter cable wound into helical grooves machined into a thick-walled aluminum cylinder.

The wording of the NRC quality assurance requirements in Appendix B of 10CFR50, the related guidance documents and the industry's ANSI/ASME NQA-1 were developed over a period of several years to address quality assurance for the design and construction of the complex and interactive systems to produce electrical power using nuclear fuel. A high sensitivity (titer 60-150,000) radioimmunoassay for arginine vasopressin (AVP) has been developed using synthetic AVP as antigen and standard. The specificity of the antiserum has been characterized in detail by measuring the relative binding affinities of 29 analogs and fragments of AVP. In general, single amino acid substitution or deletion in the AVP molecule caused a reduction in binding to the antiserum; binding was further impaired for analogs which had multiple substitutions. ''Ring'' and ''tail'' fragments of the neurohypophysial hormones did not bind to the antiserum, and the only analog which the antiserum could not differentiate from AVP was deamino-AVP. Although the Federal Facility Agreement (FFA) addresses the entire Oak Ridge Reservation, specific requirements are set forth for the liquid low-level radioactive waste (LLLW) storage tanks and their associated piping and equipment, tank systems, at ORNL. The stated objected of the FFA as it relates to these tank systems is to ensure that structural integrity, containment and detection of releases, and source control are maintained pending final remedial action at the site. A CRC cooperative program was conducted to determine the difference in octane requirements between technical raters and 'customers' (the general driving public). The tests were conducted in two phases, with the second being a repeat of the first to verify the results obtained. The trained raters used the CRC E-15 procedure to determine the octane requirement of the vehicles while the customers' perception and objection to knock were determined through the use of a questionnaire. The customers' responses (perception and objection level) were based upon audible knock, acceleration performance, and after-run on a series of full-boiling-range customer/rater unleaded (FBRCU) reference-fuels. Data were analyzed from 168 1988-1991 model-year vehicles, with 126 of these tested in Phase II. In this paper, an amount of confining reinforcement required for the sufficient flexural ductility of reinforced concrete column was investigated. An equation to calculate the required confining reinforcement ratio was deduced from the analytical investigation and examination on the previous experimental data as to the effects of various factors on the required confining reinforcement ratio. The rotation angle required in plastic hinges, the axial force ratio, the material properties such as concrete strength, and the ratio of core area to the whole area of column sections were employed as the factors. There are clearly identified scientific requirements for continuous profiling of atmospheric water vapor at the Department of Energy, Atmospheric Radiation Measurement program, Southern Great Plains CART (Cloud and Radiation Testbed) site in northern Oklahoma. Research conducted at several laboratories has demonstrated the suitability of Raman lidar for providing measurements that are an excellent match to those requirements. We have developed and installed a ruggedized Raman lidar system that resides permanently at the CART site, and that is computer automated to eliminate the requirements for operator interaction. In addition to the design goal of profiling water vapor through most of the troposphere during nighttime and through the boundary layer during daytime, the lidar provides quantitative characterizations of aerosols and clouds, including depolarization measurements for particle phase studies.
The great advantage of the helical ionization cooling channel (HCC) is its compact structure that enables the fast cooling of muon beam 6-dimensional phase space. This compact aspect requires a high average RF gradient, with few places that do not have cavities. Also, the muon beam is diffuse and requires an RF system with large transverse and longitudinal acceptance. A traveling wave system can address these requirements. First, the number of RF power coupling ports can be significantly reduced compared with our previous pillbox concept. Secondly, by adding a nose on the cell iris, the presence of thin metal foils traversed by the muons can possibly be avoided. We show simulations of the cooling performance of a traveling wave RF system in a HCC, including cavity geometries with inter-cell RF power couplers needed for power propagation.
Integrated resource planning is rapidly emerging as the preferred planning process for electric utilities. Under IRP, planners project the initial and annual operating costs of different resource options and compare them using the revenue-requirements method (RRM)- a project-evaluation technique that discounts future costs (i.e., revenue requirements) into present values. The discount rate used for these computations is usually the firm's weighted-average cost of capital (WACC)-the weighted-average cost of the firm's equity and debt. The project alternative with the lowest present-value revenue requirement (PVRR) (i.e., lowest costs) emerges as the economic choice.
The long-term support required from Canada in the operation and maintenance of overseas CANDU nuclear generating stations after commercial operation has commenced is described, with reference entirely to the KANUPP reactor. This includes: technical support to station staff to increase plant reliability and maintainability; assistance with plant improvements; procurement of spares and consumables; and assistance with training programmes. This technical support may be provided by a small number of Canadian staff actually resident at the power station; by short-term visits of Canadian specialists to site and by technical and procurement services provided from Canada. Examples of technical problems experienced are given, showing typical services required from Canada.
The performance requirements of the Advanced Photon Source (APS) challenge the control system in a number of areas. This paper will review a few applications of advanced technology in the control and monitoring of the APS. The application of digital signal processors (DSPs) and techniques will be discussed, both from the perspective of a large distributed multiprocessor system and from that of embedded systems. In particular, two embedded applications will be highlighted, a beam position monitor processor and a DSP-based power supply controller. Fast data distribution is often a requirement. The application of a high-speed network based on reflective memory will also be discussed in the context of the APS global orbit feedback system. The Department of Energy has issued a Quality Assurance (QA) specification for organizations involved in making a canistered high-level waste form product that is acceptable for storage in a deep geologic federal repository. The logic for the waste form acceptance process is described. In addition to NQA-1 requirements, fourteen supplemental QA requirements have been drafted to fit the waste form production process. A review plan for assuring complicance with the QA specification is provided. Guidelines for preparation of a waste form producer QA program are also presented. It is expected that the QA program description that result will be influential in supporting the acceptybility of the product to OCRWM and for ultimate disposal of the high-level waste in a deep geologic repository. Control is essential for achieving successful programs free from costly losses and failures and for assuring the public and regulators that the environment and health and safety are being protected. Adding capacity to coal-fired plants in small increments of an overall integrated program may be the solution to the 10-year lead time required for the construction of a new plant. A preliminary study evaluates the technical and economic feasibility of a modular natural gas and coal-fired combined-cycle power plant which can be installed in three distinct phases. The plant sizes are suitable for large industrial and utility applications. The Modular Block Power Plant (MBPP) concept offers the advantages of phase construction, lower capital cost, lower cost electricity, lower air emissions, lower water requirements, and reduced solid waste discharge. Other advantages include part load availability, reduced coal inventory requirements, and easier plant siting. 11 figures, 4 tables.
The Clean Air Act Amendments of 1990, established requirements for the Environmental Protection Agency (EPA) to develop rules for the establishment of enhanced ozone monitoring networks or Photochemical Assessment Monitoring Stations (PAMS) in ozone nonattainment areas designated as serious, severe, and extreme. The subsequent rules require these stations to collect ambient air measurements for a target list of volatile organic compounds including several carbonyls, oxides of nitrogen, ozone, and meteorological measurements, both surface and upper air. Twenty-two areas in the US are obligated to install and operate PAMS stations to aid in the identification, development, and implementation of effective ozone control strategies. This paper will examine the specific requirements of the PAMS rules and will provide information regarding the current status of the networks and overall implementation issues.
Solar cells and organic electronic devices require an encapsulation to ensure sufficient lifetime. Key parameters of the encapsulation are permeation barrier, UV stability, temperature stability, optical transmission spectra and mechanical stability. The requirements depend very much on the specific application. Many work groups suggest multilayer stacks to meet the permeation requirements. In this paper the permeation barrier properties of the different constituents of such a multilayer stack are characterized. Different layer materials are compared regarding their water vapour and oxygen permeability as well as the influence of process parameters is examined. Finally temperature dependent permeation measurements are used to characterize the permeation mechanisms in the different constituents of the multilayer barrier.
Using a Markov Chain Monte Carlo optimization algorithm and a computer simulation, I find the passenger ordering which minimizes the time required to board the passengers onto an airplane. The model that I employ assumes that the time that a passenger requires to load his or her luggage is the dominant contribution to the time needed to completely fill the aircraft. The optimal boarding strategy may reduce the time required to board and airplane by over a factor of four and possibly more depending upon the dimensions of the aircraft. I explore some features of the optimal boarding method and discuss practical modifications to the optimal. Finally, I mention some of the benefits that could come from implementing an improved passenger boarding scheme.
Conversion of the microprocessors and software for the Mold Heating and Cooling (MHAC) pump package control systems was initiated to allow required system enhancements and provide data communications capabilities with the Plastics Information and Control System (PICS). The existing microprocessor-based control systems for the pump packages use an Intel 8088-based microprocessor board with a maximum of 64 Kbytes of program memory. The requirements for the system conversion were developed, and hardware has been selected to allow maximum reuse of existing hardware and software while providing the required additional capabilities and capacity. The new hardware will incorporate an Intel 80286-based microprocessor board with an 80287 math coprocessor, the system includes additional memory, I/O, and RS232 communication ports.
A virtual balancing axis arrangement is described for multi-cylinder reciprocating piston machines for effectively balancing out imbalanced forces and minimizing residual imbalance moments acting on the crankshaft of such machines without requiring the use of additional parallel-arrayed balancing shafts or complex and expensive gear arrangements. The approach of the qualification process is systematic and carefully documented and therefore some new requirements can be seen concerning the composition of the documentation. The present Manual provides guidance and illustrative examples for applying a method by which graded quality assurance requirements may be determined and adapted to the items and services of a nuclear power plant in conformance with the requirements of the IAEA Nuclear Safety Standards (NUSS) Code and Safety Guides on quality assurance. The Manual replaces the previous publication IAEA-TECDOC-303 on the same subject. Various methods of grading quality assurance are available in a number of Member States. During the development of the present Manual it was not considered practical to attempt to resolve the differences between those methods and it was preferred to identify and benefit from the good practices available in all the methods. Metal machining facilities pose interesting design problems. This article provides an overview of key environmental control considerations and ways to deal with them. Machine shops offer a variety of environmental control challenges to mechanical engineers. Among the design problems that must be considered include: whether to provide space heating only or year-round air conditioning; temperature and relative humidity requirements; air cleanliness; exhaust air requirements; the type of HVAC system to be used; industrial waste and plumbing considerations; compressed air needs; and noise control. In addition, the designer must comply with worker health and safety and environmental protection regulations set forth by the National Institute of Safety and Health (NIOSH), OSHA, and EPA, as well as with any applicable state and local requirements.
Los Alamos National Laboratory (the Laboratory) is subject to emissions reporting requirements for regulated air contaminants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20 NMAC 2.73), Notice of Intent and Emissions Inventory Requirements. The Laboratory has the potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, and volatile organic compounds. For 1998, combustion products from the industrial sources contributed the greatest amount of criteria air pollutants from the Laboratory. Research and development activities contributed the greatest amount of volatile organic compounds. This paper presents the development of technical requirements for the design of aircraft-mounted sampling equipment for the airborne radioactivity monitoring. A design concept and internal equipments required for the sampling system will be described in detail to provide information for the development of technical requirements for aircraft-mounted sampling equipment. This will be followed by description of the exterior designing process. Difficulties of designing exterior of the sampling system lie in the fluid dynamics performance of the system. This paper focuses on the application and features of a unified multi-machine train condition monitoring and diagnostic system as applied to a 340 MW repowered combined cycle power plant. Modifications during repowering of the plant required the addition of gas turbines, and design changes to the boiler and steam turbine. Operational procedure during startup also had to be developed. The ventilation requirements for decontamination are normally determined with a static calculation method. In some cases, the pollutant emission is intermittent, for example in the car park of an office building, where all the cars enter and leave the place nearly at the same time. Generally, in such a case, the volume of the garage is large, consequently the time constant of the system has a high value. So a static approach would no longer stay accurate and a dynamic evaluation is needed. With the help of some assumptions, calculations remain rather simple and results can be plotted on nomographs or computed on a programmable handheld calculator. The amount of energy saved may appear very large in some cases. A sizing optimization will be required but also remains easy to compute. The paper presents the method of calculation for a single ventilation level and the optimization of a two-level ventilation.
We have studied actinide burn-up in ICF reactor pellets; i.e., 14 MeV neutron fission of the very long-lived actinides that pose storage problems. A major advantage of pellet fuel region burn-up is safety: only milligrams of highly toxic and active material need to be present in the fusion chamber, whereas blanket burn-up requires the continued presence of tons of actinides in a small volume. The actinide data tables required for Monte Carlo calculations of the burn-up of /sup 241/Am and /sup 243/Am are discussed in connection with a study of the sensitivity to cross section uncertainties. More accurate and complete cross sections are required for realistic quantitative calculations.
Nuclear forensic science has become increasingly important for global nuclear security. However, many current laboratory analysis techniques are based on methods developed without the imperative for timely analysis that underlies the post-detonation forensics mission requirements. Current analysis of actinides, fission products, and fuel-specific materials requires time-consuming chemical separation coupled with nuclear counting or mass spectrometry. The availability of hourly air relative humidity (HARH) data is a key requirement for the estimation of epidemic dynamics of plant fungal pathogens, in particular for the simulation of both the germination of the spores and the infection process. A brief survey of present air pollution abatement requirements relevant to domestic heating systems is followed by a comparative evaluation of the latest results worked out on the part of boiler and burner manufacturers, and the legal requirements and existing regulations. Details are given on the limiting values required by law, the regulations valid for domestic heating systems, and the values fixed according to scientific knowledge and research results (development of NO{sub x} and CO, flame temperature dependence, table comparing CO and NO{sub x} limiting values for different types of burners and boilers). To monitor the groundwater contamination and the effectiveness of remedial actions, over a thousand monitoring wells are in active operation (i.e., require quarterly or semi-annual sampling) at SRS. Most wells are expected to continue in operation for another 20 to 40 more years. Required sample volumes can range from a less than a liter to 10 liters. To support the long-term groundwater monitoring requirements of these wells, SRS actively seeks technologies that can maximize data acquisition and minimize costs. To meet this end, SRS has implemented the Purge Water Management System (PWMS). The key attributes of this system lie in its ability to reduce or eliminate the generation of purged groundwater, which is costly in terms of the time and management.

Los Alamos National Laboratory is subject to annual emissions-reporting requirements for regulated air contaminants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20.2.73 NMAC), Notice of Intent and Emissions Inventory Requirements. The applicability of the requirements is based on the Laboratory's potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, or volatile organic compounds. For calendar year 2001, the Technical Area 3 steam plant was the primary source of criteria air pollutants from the Laboratory, while research and development activities were the primary source of volatile organic compounds. Emissions of beryllium and aluminum were reported for activities permitted under 20.2.72 NMAC.
