To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.

Methods A questionnaire covering accreditation status, existence of POCT committees, quality management systems, and staff resources was distributed by the Irish External Quality Assessment Scheme (IEQAS). Until a decade ago, only the differential bobbin type eddy current probe was considered necessary for reliable heat exchanger tube inspection. The introduction of different tube materials, manufacturing processes and a variety of service induced failures has greatly increased the demands of eddy current testing. Optimized probe designs enhanced by improved instrumentation can help satisfy some of these demands. Some of the more difficult inspection problems are detection of circumferential cracks, fretting wear under non-ferromagnetic support plates and shallow internal defects. Reliable detection and sizing of such defects is often made more difficult by the fact they frequently occur in defect prone regions such as under tubesheets or support plates and in transition regions of finned tubes. Probe designs effective in overcoming these difficulties exist. This paper describes a number of such probes and their performance.

Radioisotope facilities were operated to support research, development and production of radioisotopes. Irradiation facilities were operated to offer irradiation service to the clients. Even though intensive periodical checks and some essential maintenance had been carried out the results of RI facility maintenance seemed to be not much satisfactory due mainly to the shortage of skilled manpower and maintenance expenses. High intensity {gamma} irradiator was normally operated 426 times for overall 3,440 hrs, and the low intensity {gamma} irradiator was operated 157 times for overall 11,092 hrs, respectively. The Department of Defense is making significant investments to construct systems, built upon web services and their supporting technologies, that strive to achieve the goals of net-centricity. While these technologies address several of the traditional stumbling blocks to integration and interoperability, they leave issues of information management largely unaddressed. Indeed, the broad availability of these systems exacerbates, rather than reduces, stresses on our information management capabilities. This paper discusses the enterprise-level information management infrastructure objectives for providing net-centric military capabilities and more fundamental technical challenges derived from them.

Such large-scale projects are usually easily defined with an expected economic return, construction time, useful service life and defined management structure. As yet, solar power satellites for power generation possess none of these as the idea exists conceptually and the technology still needs to be developed. Purpose of this assessment for this town in the Slovak Republic is to develop information on the building sector energy efficiency and improvement potential for use by town management to support decisions on providing energy services to Handlova citizens. Objectives were to characterize baseline space and water heat energy use and efficiency improvement potential in the residential and nonresidential building sectors. Intention was to identify major areas of efficiency improvement potential and cost-effectiveness. Four levels of energy and fuel prices were used. A significant efficiency resource exists in the space and water heating end uses in these building sectors; it amounts to 42% of the total building sector space and water heat energy consumption.

The steam generator (SG) is one of the most critical components of the heat transfer system in nuclear generation stations. Testing the structural integrity of SG tubing and SG internals is a key element of the fitness-for-service assessments to assure the safe and continuous operation of nuclear power plants. Recent eddy current (ET) inspections of two nuclear power plants revealed degradation of some of the tube support plate (TSP) structures, which was also confirmed by visual inspection. The phenomena was described as metal loss, caused by flow-accelerated corrosion of the carbon steel trefoil support plate and varying from minor to complete loss of the ligaments. This loss of TSP ligaments results in lack of support for the adjacent tubes making them more susceptible to fretting-wear damage and fatigue cracking. The `Procurement Quality Function` is an element of the Body of Knowledge of Quality Engineering, as defined by the American Society for Quality Control (ASQC). This paper describes the Procurement Quality function which has been installed as an integral part of the Quality Engineering group of the Technical and Management Support Services (T&MSS) contractor to the United States Department of Energy (DOE) Yucca Mountain Site Characterization Project. Each of the elements of the T&MSS Procurement Quality Engineering (PQE) system is discussed along with the measurements obtained. With the installation and development of the PQE system we have attained more meaningful evaluation of supplier capability, reduction of procurement document review reject ratios from 31% to less than 2% per quarter, more effective measurement and control of supplier performance, and the ability to enter into a meaningful teaming effort with T&MSS suppliers.

The U.S. Trade and Development Program (TDP) had received a request from the Hungarian Electricity Board (MVMT) for assistance in support of a feasibility study program to: (1) install new generation capability based on gas/oil fired combined cycle power plants, and (2) retrofit/refurbish a number of aging coal and oil fired steam plants. A Definitional Mission (DM) recommends that TDP fund the requested feasibility studies for new gas/oil fired combined cycle capabilities discussed in the Terms of Reference (TOR). Hungary will need to install significant new power capacity between now and the end of the century. Gas/oil fired combined cycle plants present probably the only option to install capacity rapidly. There is an opportunity for U.S. firms to supply technology and services with respect to these advanced power generation technologies.

Summary: The KEGG PATHWAY database provides a widely used service for metabolic and nonmetabolic pathways. It contains manually drawn pathway maps with information about the genes, reactions and relations contained therein. To store these pathways, KEGG uses KGML, a proprietary XML-format. Parsers and translators are needed to process the pathway maps for usage in other applications and algorithms. This study used a survey of all 61 forest education organisations (43 respondents) in the state of North Rhine-Westphalia, Germany, to evaluate its forest education sector, with a specific focus on the organisations, demand for its services, forest educational programmes and framework conditions. The utilization of health care services in children and adolescents with chronic benign pain was studied in a Dutch population sample of 254 chronic pain sufferers aged 0-18 years. Children and adolescents who had reported chronic pain (continuous or recurrent pain >3 months) in our previous prevalence study were asked to keep a 3-week diary on their pain and to fill out questionnaires on background factors, health care use and the impact of pain. Parent ratings were used for children aged 0-11 years, self-report was used in adolescents (12-18 years). In a 3-month period, in 53.4% of the cases medication was used for pain, and general practitioners and specialists were consulted for pain in 31.1% and 13.9% of subjects, respectively. Physiotherapists, psychologists and alternative health providers were visited by 11.5, 2.8, and 4.0%, respectively. In the preceding year, 6.4% had been hospitalized due to pain. Caring for a child with a potentially fatal medical condition is a challenge for parents or caregivers. The ability to measure parental self-efficacy in pediatric palliative care may be an important component of targeting supportive services that address individual needs of families. Therefore, the goal was to develop a Pediatric Palliative Care Parental Self-Efficacy Measure (PCPEM). First, a list of questions were generated that asked parents their level of confidence in carrying out tasks involved in caring for a child with a potentially fatal medical condition in 6 palliative care domains: 1) medical discussion/decisions; 2) symptom management/medication; 3) daily activities; 4) feelings/concerns; 5) spirituality; and 6) end-of-life care. This paper outlines conceptual framework for safeguards remote sensing, and suggests a strategy for overcoming the challenges to full exploitation of all types of optical satellite imagery. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. Its use is still relatively restricted, but there is a growing demand for wider satellite reconnaissance support, and the Satellite Image Analysis Unit (SIAU) has recently been expanded in response. For a number of reasons, IAEA safeguards use of satellite imagery is largely based on visual interpretation by experienced image analysts of high-resolution monochromatic imagery to monitor and characterize buildings and structures on safeguards sites. The grade of Alloy 800 tubing used for this service has a controlled Ti/C ratio ({>=}12 for CANDU SGs), and this specification is sometimes termed Alloy 800 M or Alloy 800 NG . There have been very few corrosion-related flaws detected in this material in SG service, and, until recently, no incidences of cracking. There has been extensive R and D carried out on Alloy 800 tubing, both in Canada and elsewhere, under a variety of operating conditions, including shutdowns, which show that it has excellent resistance to corrosion-related degradation under specified and appropriate operating conditions. Conventional eddy current bobbin probes are known to be ineffectual in detecting circumferential cracks in tubing. Multi-pancake and/or rotating pancake probes are required to detect circumferential cracks. It has recently been demonstrated in CANDU steam generator tubes, with deformation, ferromagnetic deposits, and copper deposits, that multi-channel probes with transmit-receive (T/R) coils are superior to those using surface impedance coils. Unlike rotating probes, the design of a new probe denoted as C3 permits fast, single-scan inspection of a full-length tube at inspection speeds comparable to conventional bobbin probes. As part of our ongoing research to provide quality improvements to heating oil, Mobil Oil together with Santa Fuel, Inc., conducted a field trial to investigate the performance of a new premium heating oil. This premium heating oil contains an additive system designed to minimize sludge related problems in the fuel delivery system of residential home heating systems. The additive used was similar to others reported at this and earlier BNL conferences, but was further developed to enhance its performance in oil heat systems. The premium heating oil was bulk additized and delivered to a subset of the customer base. Fuel related, unscheduled service calls were monitored in this test area, as well as in a similar baseline area that did not receive the premium heating oil. In 1978, China's coal mining industry achieved an output of 618,000,000 metric tons of raw hard coal, an increase of 128,000,000 tons compared with 1977. This has been achieved primarily by increased new mine development and the modernizaion and expansion of existing mines. While 96% of China's coal is currently produced from underground mines, only 33% of this output is from full mechanized operations, i.e., mechanized longwall retreat faces. Over 1% is produced by hydraulic mining. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. This paper analyzes the diffusion of mobile telecommunications services in Vietnam and examines how telecommunications regulation and potential substitute/complement services affect the growth of the number of mobile telephone subscribers. Using a logistic diffusion model, it is found that fixed telephone services are a complement while data services have a negative relation to mobile telephone services in Vietnam. Maintenance of earthmoving equipment, spreaders, bucket wheel excavators, loaders and other coal handling equipment, belt conveyors and drive systems for belt conveyors is discussed. Repair shops in the mine also manufacture about 35% of spare parts and elements for equipment used in the mine. The advanced detector development project at the University of Michigan has completed the first full year of its current funding. Our general goals are the development of radiation detectors and spectrometers that are capable of portable room temperature operation. Over the past 12 months, we have worked primarily in the development of semiconductor spectrometers with {open_quotes}single carrier{close_quotes} response that offer the promise of room temperature operation and good energy resolution in gamma ray spectroscopy. We have also begun a small scale effort at investigating the properties of a small non-spectroscopic detector system with directional characteristics that will allow identification of the approximate direction in which gamma rays are incident. The Seismic Proving Test of Heavy Component with Energy Absorbing Supports has been conducted to prove the reliability of advanced seismic technology, supporting heavy component such as PWR steam generator with large capacity energy absorbing supports under the sponsorship of Ministry of Economical Trade and Industry. If energy absorbing supports are adopted for NPP heavy components, support structure of facility will be much simplified due to their seismic energy absorbing effect. The paper describes the results of lead damper element test and seismic test at Tadotsu Laboratory, using 1/2.5 scale PWR Steam Generator model supported by Lead Extraction Damper (LED) and development of characteristics evaluation formula of energy absorbing support. The proposed device incorporates an axle which has a roller bearing support mounted upon it. This support uses a cylindrical sleeve that comes in contact with the housing, the sensors, and the bearing support component. Metering accuracy is improved by placing roller bearing supports into grooves running through the protruding center sections of the sensor elements. The Food Safety and Inspection Service (FSIS) of the United States Department of Agriculture (USDA) inspects domestic and imported meat and poultry food products to assure the public that they are safe, wholesome, not economically adulterated and properly labeled. The Service also monitors the activities of meat and poultry plants and related activities in allied industries, and establishes standards and approves labels for meat and poultry products. As part of its responsibility, shortly after the Chernobyl accident occurred, FSIS developed a plan to assess this accident's impact on domestically produced and imported meat and poultry

This document defines the services the Waste Sampling and Characterization Facility (WSCF) shall provide Effluent Monitoring (EM) throughout the calendar year for analysis. The internal memo contained in Appendix A identifies the samples Em plans to submit for analysis in CY-1995. Analysis of effluent (liquid and air discharges) and environmental (air, liquid, animal, and vegetative) samples is required using standard laboratory procedures, in accordance with regulatory and control requirements. This report describes regulatory reporting requirements and WSCF services and data quality objectives.

The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. The Dental Investigation Service selected the MRS-3, Minuteman Mercury Recovery System, product of American Cleaning Equipment Corporation as the mercury vacuum to be used for T E. The USAF OEHL/ECH was requested by the Dental Investigation Service to perform the T E on the MRS-3 for possible health hazards due to exposures of mercury vapors.

A set of supports used at a junction of a working face and a gate road consisted of 2 supports (each made up of a roof bar and two hydraulic props). Roof bar length ranged from 4.0 to 5.5 m and from 7.0 to 9.0 m respectively. The support roof bars were parallel to the longitudinal axis of a gate road. The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. Promising regulatory actions include tempering the reinforced market power of power exchanges, and quality-of-service regulation for the ongoing cooperation among power exchanges to organize trade across borders. - Research ...

We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. As an example application, we provide a detailed design of such a service in challenged opportunistic network architecture, named CSI. One of the most complicated tasks during the assembly of the Wendelstein W7-X is the installation of the superconductive coil system. The entire magnet system is enclosed between the Outer Vessel and the plasma vessel in high vacuum at 4 K. The coils are supported by a support structure, the Central Support Structure (CSS). The CSS carries all 70 coils, and it is designed as a closed ring made of 5 modules (10 half modules). The whole structure is supported by 10 Cryolegs which rest on the machine base. This paper describes the final design and manufacture of these Cryolegs.

A protocol adapter ideally suited to enable enterprises to gradually transition from SOAP Web Services to RESTful HTTP Web Services without impacting existing clients is presented in this paper. The inherent advantage of such a transition is the visibility of RESTful HTTP messages to Web intermediaries such as caches. In contrast, SOAP messages are opaque, which disables Web intermediaries. While both approaches can use HyperText Transfer Protocol (HTTP) for message transfer, the paradigms contrast sharply. SOAP uses an interface specific approach whereas RESTful HTTP uses a Uniform Interface approach. Polyethylene gas piping is expected to be in service for times on the order of 50 years depending on service conditions. Therefore research research on piping materials and pipes has two principal objectives: (a) developing methods for predicting when a pipe will fail and (b) improving the material for piping. The prediction of long time failure hinges on the development of short time test methods which relate to long time failure. The improvement in the behavior of current materials also hinges on the use of test methods of short duration relative to the anticipated life time of the pipe in service. One of the primary criterion for an acceptable test method is that it produces the same type of failure as is observed after long time failure in service.
