This expert meeting was hosted by the IBACOS Building America research team to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting.
This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). Full Text Available The use of IBS (Industrialised Building System has attracted a lot of countries like Singapore, Sweden, Germany, Japan and the United Kingdom. This system can replace the conventional building system which is labour oriented. However, since the first project of IBS in year 1964 till today, IBS in Malaysia is not well accepted by the construction parties because of failure to adequately deal with risks in the IBS projects. To address this matter, this study had identified the risks faced by contractor in IBS construction projects. The risk identification techniques used were brainstorming, analysis of journal and conference papers and discussion with practitioners and data were collected by a questionnaire survey on contractors. It was found that there are twelve major risks in construction using IBS which are; acts of God, change in work and defective design, changes in government regulation, contractor competence, delayed payment and resolving contractual issues, financial failure-any party, labour and equipment productivity, labour, equipment and material availability, quality of work, safety, site access/right of way and suppliers/manufacturers poor performance. Therefore, it is hoped that the finding of this research could assist Malaysian contractors in making risk management planning besides improving decisions making to achieve project.
Full Text Available The construction industry is a major consumer of capital resources by virtue of the magnitude, complexity and nature of the works it executes. Yet improving cost performance still remains a chronic challenge facing the construction industry worldwide. Apart from advances made by contractors to devise mechanisms to manage project cost, studies across the world reveal that construction projects are hardly completed within budget. The Zimbabwean construction industry has not been spared either. However, this background is considered unhealthy for an industry whose capital consumption is heavy and concomitant cost overruns spell disastrous financial consequences on the investor. This study explored cost management strategies employed by contractors on building projects and also investigated the challenges that contractors encounter in managing project cost. Exploratory research design was employed making use of both questionnaires and interviews to collect data from selected contractors registered under category A, B and C of the Construction Industry Federation of Zimbabwe (CIFOZ. The study observed that in the majority of cases, contractors’ efforts to manage projects costs are centred on management of project resources. Additionally, monthly cost reports, variance management, project budgets and cash flow forecasting are among the other strategies. However, in spite of the growing trend to automate cost control systems, there is evidence to suggest that the traditional paper based systems of storing and managing information is widely used in the industry. Contrary to having cost management systems in place, contractors admit experiencing cost overruns on their projects. Full Text Available During the last ten years, the growth of apartment buildings in Surabaya has encountered the bitter experience of global warming, resource depletion, energy scarcity, and other environmental impacts. We cannot avoid them, but we can minimize the negative impacts of global warming. The green building concept is one of the methods to minimize the environmental impact. It takes into account principles of sustainable development in planning, construction, operation, and maintenance. Greenship Rating Tools is used to evaluate and calculate green achievements, prior to green building certification. The aim of this research is to represent the perceptions of contractors and consultants toward application of Greenship Rating Tools on apartment buildings in Surabaya. Based on the data obtained from a questionnaires survey carried out to 41 respondents, the mean value ranking method is used to evaluate the main factors of Greenship. These factors are Appropriate Site Development, Energy Efficiency and Conservation, Water Conservation, Material Resource and Cycle, Indoor Health and Comfort, and Building Environmental Management. In general, the results of this research show that there are a number of differences between perceptions of contractors and consultants toward application of Greenship Rating Tools on apartment buildings in Surabaya. According to the contractors’ perception, Visual Comfort is a factor that would easily to be applied, whilst consultants’ is Landscape. On the other hand, there are factors that would difficult to be applied. Based on contractors’ perceptiom is Climate Change, while consultants’ perception is Renewal Energy. In summary, Greenship Rating Tools can be applied on contractors’ and consultants’ perceptions, whilst there are some variables which can not be applied.

While buildings smaller than 50,000 sq ft account for nearly half of the energy used in US commercial buildings, energy efficiency programs to-date have primarily focused on larger buildings. Interviews with stakeholders and a review of the literature indicate interest in energy efficiency from the small commercial building sector, provided solutions are simple and low-cost. An approach to deliver energy management to small commercial buildings via HVAC contractors and preliminary demonstration findings are presented. The energy management package (EMP) developed includes five technical elements: benchmarking and analysis of monthly energy use; analysis of interval electricity data (if available), a one-hour onsite walkthrough, communication with the building owner, and checking of results. This data-driven approach tracks performance and identifies low-cost opportunities, using guidelines and worksheets for each element to streamline the delivery process and minimize the formal training required. This energy management approach is unique from, but often complementary to conventional quality maintenance or retrofit-focused programs targeting the small commercial segment. Because HVAC contractors already serve these clients, the transaction cost to market and deliver energy management services can be reduced to the order of hundreds of dollars per year. This business model, outlined briefly in this report, enables the offering to benefit the contractor and client even at the modest expected energy savings in small buildings. Results from a small-scale pilot of this approach validated that the EMP could be delivered by contractors in 4-8 hours per building per year, and that energy savings of 3-5percent are feasible through this approach.

Geodesy work during the Dukovany nuclear power plant construction proceeded with considerable difficulties. Micronetwork points connected to an external network of fixed points were fitted onto the foundation slab of teh reactor rooms. The micronetwork was stabilized on reinforced concrete pillars joined to the reinforcement in the foundation slab. The network alignment showed an accuracy of ±0.4 to 0.8 mm. The network served as a skeleton from which the individual parts of the reactor room were laid out. In view of the uneven progress of building vertical structures, the network could not be lifted to higher floors as a whole but the individual points were joined into polygons. The so-called geodetic bridge which considerably accelerated work, and the polar measuring methods were used near the shaft. The measurement showed that all tolerances required by the design could not continuously be observed and that some were rather controversial. Only the initiative of labour and the perfect production preparation by the assembly organisation made possible the manufacture of building structures within the required tolerances. (J.B.)

The recent trend in the United States and Shell Oil Company EandP has been to increase use of contractors to do specialized work. Many companies now use contractors almost exclusively for operations such as drilling, well workovers, construction, and many specialty and routine maintenance tasks. Today, approximately 75% of Shell Oil Company's actual operating work force in EandP is contract. Clearly, HSandE considerations must become an increasingly important part of the contractor selection process. This paper reports on the Shell Oil Company's evolution from a bidder selection process to a program of Matching Owner and Contractor. Well has begun to expand efforts to make better assessments of contractor's HSandE capabilities and values in pre-bid considerations. Focus is on pre-bid evaluations to select contractors that have strong HSandE commitments and values. Finding qualified personnel for the cancer registry department has become increasingly difficult, as experienced abstractors retire and cancer diagnoses increase. Faced with hiring challenges, managers turn to teleworkers to fill positions and accomplish work in a timely manner. Suddenly, the hospital hires new legal staff and all telework agreements are disrupted. The question arises: Are teleworkers employees or independent contractors? Creating telework positions requires approval from the legal department and human resources. Caught off-guard in the last quarter of the year, I found myself again faced with hiring challenges. In May 1988, Shell Western E and P Inc. (SWEPI) and partners Elf Aquitaine Petroleum and Conoco Inc. signed a letter of intent with Canadian Marine Drilling Ltd. (Canmar) for provision of exploratory drilling and marine services on leases in OCS Lease Sale 109 in the Chukchi Sea, Alaska. The 5450 blocks offered in the remote sale area west of Point Barrow ranged from 3 to 240 miles (5 to 380 km) offshore in water depths from 26 to 263 feet (8 to 80 m). The principal interest tracts were at least 75 miles (120 km) offshore and north of 70 degrees N latitude. The remoteness and total lack of any oilfield infrastructure required considerable planning and coordination between Operator and Contractor in order to carry out the three-year drilling program efficiently and safely in an environmentally harsh and, at the same time, sensitive area. SWEPI and Canmar developed a close working relationship from the start of the project through a number of participative approaches to the problems that had to be solved. This paper reports that these included strong reliance on operational planning meetings, post-season analyses, and an overall emphasis on the teamwork required of both parties to carry out the first-ever drilling program in the Chukchi Sea. Because of this, governments around the world are looking at building resilience to ensure communities can recover quickly and have minimal impact from a disaster. Part of building resilience is to plan for disaster management and recovery. Literature reveals that construction contractors can play a critical role within this process as they have control of resource supply chains and key knowledge and skills they are well suited to assist in disaster planning. However, as literature also reveals there is currently little involvement of construction contractors in the disaster planning process. This gap between what should be done and what is currently done is investigated. Representatives from industry bodies are interviewed to determine their understanding of the industry’s involvement in disaster planning and what capacity the industry might have to be involved. The interviewee’s responses agree with current literature that there is currently little or no involvement with disaster planning however there is interest in being involved with disaster management planning if there was a forum for this to occur. Based on the responses the researcher has proposed a model to engage construction contractors within state government disaster management planning.
The report lists those individual contractors in the United States who have met the requirements of the Radon Contractor Proficiency (RCP) Program as of August 18, 1990. These requirements are designed to provide minimum proficiency criteria for individuals who design and supervise the installation of radon mitigation systems in buildings. Full Text Available Design and build is a popular form of procurement worldwide. In its conventional form, it is characterised by the integration between design and construction. Novation, a variant of design and build where design responsibility is transferred from designer to contractor as procurement evolves, has gained in popularity. However, the characteristics of the process, although well identified, continue to create confusion and problems for clients and contractors alike. This paper focuses on the dynamics of design and build novation from the principal contractor's and architect's perspectives. It embraces key aspects of both the pre-contract and post-contract environment. Its contribution forms a part of a major UK Government funded research project investigating design and build best practice. The findings presented in this paper broadly indicate that contractors believe novated design and build can be disadvantageous and that considerable fragmentation can be created in what should be an integrated procurement approach.

Contractor Prequalification involves the screening of contractors by a project owner, according to a given set of criteria, in order to determine their competence to perform the work if awarded the construction contract. This paper introduces the capabilities of neural networks in solving problems related to contractor prequalification. The neural network systems for contractor prequalification has an input vector of 8 components and an output vector of 1 component. The Technical Assistance Contractor (TAC) for the Uranium Mill Tailings Remedial Action (UMTRA) Project comprises Jacobs Engineering Group Inc. (JEG) and its major teaming partners [Roy F. Weston, Inc. (RFW), Sergent, Hauskins ampersand Beckwith Agra, Inc. (SHB Agra), and Geraghty ampersand Miller, Inc. (G ampersand M)]. The first three companies have worked together effectively on the UMTRA Project for more than 10 years. With the initiation of the UMTRA Groundwater Project in April 1991, a need arose to increase the TAC's groundwater technical breadth and depth, so G ampersand M was brought in to augment the team's capabilities. The TAC contract's scope is to provide technical, analytical, environmental, engineering, design, inspection, and management support services to the US Department of Energy (DOE) for both surface and groundwater projects. The TAC team continues to support the DOE in completing surface remedial actions and initiating groundwater remediation work for start-up, characterization, design, construction oversight, and remedial operations. A key feature of the TAC's management approach is the extensive set of communication systems implemented for the UMTRA Project. This paper reports that the keys to success for the drilling contractor of the 1990s include: Financial prudence, in terms of demanding realistic returns from customers; Resisting the urge to begin speculative rig building when conditions start to improve; Avoiding the temptation to chase various foreign markets through costly rig moves without solid contracts. In a few months, the contract drilling industry will mark a full decade since it was healthy and profitable throughout the world. U.S.-based land drilling contractors, which still make up the largest single part of the drilling industry, have suffered through 10 years of financial losses. These losses eroded the net worth of many independent contractos who had no other substantial resources to subsidize the drilling operations. By now, even those with external resources have exhausted these funds or have decided to quit investing good money after bad and are leaving this business. The majority of their drilling fleets have also been heavily cannibalized of many critical parts so that a small core group of rigs can continue to work. For the offshore drilling contractors, the decade has been less severe because the downturn did not start to reach a crisis stage until 1985. Geographical pockets of prosperity remained even during the worst times. Also, many regional markets quickly recovered from their lows during 1986-87. The changes in the oil and gas industry have been dramatic in recent years. Operators have consolidated field office facilities and downsized staffing at many of their remaining facilities. As a result of these changes, operators are turning to independent contractors as a method of controlling both peak personnel demands and selected production functions. With these changes in the business environment, the role of the specialized contractor has been greatly expanded. Tasks once performed by operator employees are now ongoing services provided by the contractor. Their performance can often be exemplary until a major emergency occurs. Emergency response can no longer be considered a secondary issue. Every contractor, small or large, must be equally prepared for an emergency. Their ability to address emergency incidents will have a direct effect in their success. This paper is a presentation of the actual learning experiences of one oilfield contractor confronted with the task of emergency preparedness, more specifically a small contractor. Procedures being implemented at NASA to improve cooperation with contractors and increase productivity are reviewed from the NASA point of view. The goals of the U.S. space program for the coming 25 years are listed, and the importance of the commercial utilization of space in these plans is stressed. Consideration is given to the ongoing American Productivity Center White-Collar Productivity-Improvement Project, the implementation of the recommendations of the 1984 NASA/Contractor Conferences in present and future contracts, and the use of incentive contracts to create situations in which both NASA and the contractor benefit from increased productivity. Future plans call for increased industry responsibility in managing and operating the STS; steamlining of Shuttle operations; advanced design-to-cost procedures, increased commonality, better NASA-contractor communications, and more use of CAD/CAM and robotics for the Space Station; and accommodation of greatly expanded private investment and exploitation of space.

This document describes the final software design of the Contingency Contractor Optimization Tool - Prototype. Its purpose is to provide the overall architecture of the software and the logic behind this architecture. Documentation for the individual classes is provided in the application Javadoc. The Contingency Contractor Optimization project is intended to address Department of Defense mandates by delivering a centralized strategic planning tool that allows senior decision makers to quickly and accurately assess the impacts, risks, and mitigation strategies associated with utilizing contract support. The Contingency Contractor Optimization Tool - Prototype was developed in Phase 3 of the OSD ATL Contingency Contractor Optimization project to support strategic planning for contingency contractors. The planning tool uses a model to optimize the Total Force mix by minimizing the combined total costs for selected mission scenarios. The model optimizes the match of personnel types (military, DoD civilian, and contractors) and capabilities to meet mission requirements as effectively as possible, based on risk, cost, and other requirements.

The provisions of the Environmental Protection and Enhancement Act (EPEA) regarding the relationship between a company and an independent contractor were reviewed. The EPEA was introduced in September 1993 and significantly altered the environmental laws in the province of Alberta. The provisions of the EPEA that apply to the petroleum industry are conservation and reclamation as well as provisions concerning release of substances, contaminated sites and penalties. Companies that pollute may be held liable for reclamation, even if the work was carried out by an independent contractor and despite the fact that the independent contractor is not an employee of the company. Under the current EPEA laws, companies may not be able to effectively shift responsibility for environmental liabilities to independent contractors even where the contractor was negligent. This paper presented suggestions regarding contractor agreements and due diligence to help minimize the risk of liability to companies. The aim of this study was to identify thepopularity and extent of usage of various techniques for capital budget evaluation, investmentappraisal, risk analysis, and management science. The current study was comparedwith a similar survey conducted in 1994 to establish the changes in the capital budgetingevaluation practices of contracting firms over time. The results indicate that there was ageneral increase in the popularity and extent of usage in certain capital budget evaluationtechniques such as “best/worst estimate” and “formal financial evaluation”. A fundamental premise of the Nuclear Regulatory Commission's (NRC) licensing and inspection program is that licensees are responsible for the proper construction and safe and efficient operation of their nuclear power plants. The total government-industry system for the inspection of commercial nuclear facilities has been designed to provide for multiple levels of inspection and verification. Licensees, contractors, and vendors each participate in a quality verification process in compliance with requirements prescribed by the NRC's rules and regulations (Title 10 Code of Federal Regulations). The NRC performs an overview of the commercial nuclear industry by inspection to determine whether its requirements are being met by licensees and their contractors, while the major inspection effort is performed by the industry within the framework of ongoing quality verification programs
Keeping pace with recent advances in construction technology is a challenge for the cost estimating engineer. Using an estimating style that simulates the actual construction process and is similar in style to the contractor's estimate will give a realistic view of underground construction costs. For a contractor-style estimate, a mining method is chosen; labor crews, plant and equipment are selected, and advance rates are calculated for the various phases of work which are used to determine the length of time necessary to complete each phase of work. The durations are multiplied by the cost or labor and equipment per unit of time and, along with the costs for materials and supplies, combine to complete the estimate. Variations in advance rates, ground support, labor crew size, or other areas are more easily analyzed for their overall effect on the cost and schedule of a project. 14 figs

This report represents the Final Analytical Report on Tank Waste Remediation System (TWRS) Privatization Contractor Samples for Waste Envelope D. All work was conducted in accordance with ''Addendum 1 of the Letter of Instruction (LOI) for TWRS Privatization Contractor Samples Addressing Waste Envelope D Materials - Revision 0, Revision 1, and Revision 2.'' (Jones 1996, Wiemers 1996a, Wiemers 1996b) Tank 241-C-1 06 (C-106) was selected by TWRS Privatization for the Part 1A Envelope D high-level waste demonstration. Twenty bottles of Tank C-106 material were collected by Westinghouse Hanford Company using a grab sampling technique and transferred to the 325 building for processing by the Pacific Northwest National Laboratory (PNNL). At the 325 building, the contents of the twenty bottles were combined into a single Initial Composite Material. This composite was subsampled for the laboratory-scale screening test and characterization testing, and the remainder was transferred to the 324 building for bench-scale preparation of the Privatization Contractor samples.
Full Text Available During the past few years, there have been growing changes on managing different projects using the idea of agile manufacturing by moving from the idea of plan to planning. This paper presents an empirical investigation to study whether it is possible to apply the idea of agile in mass construction projects in Iran. The study designs a questionnaire in Likert scale and distributes it among 35 well-known contractors in the field of construction projects. The questionnaire consists of 8 questions, which is considered in terms of four perspectives including culture, projects, tools and processes and employee. Using some statistical test, the study has determined that it would be possible to apply the idea of agile contractors to promote mass housing contractors.

Full Text Available The objective of this study was to describe the financial conditions of forestry contractors, concerning life quality aspects, condition of work and equipments, operational costs, and economic credit to invest in new technologies. Five companies had been analyzed, with an annual income between US$ 400,000.00 and US$ 1,720,000.00, with an average of US$ 950,000.00. The number of employees varied between 33 and 181, and the companies were classified in terms of size as: one small, two average, and two big. The main difficulties to invest in new machines were high financial taxes, more than 12% an year, and a lack of long term contracts to guarantee the payment capability. It was observed that the contractors did not consider the capital remuneration and a correct depreciation of machines, resulting in an average machine life higher than 10 years. The final conclusions were that the costs were above the paid values for the services, when computed the depreciation and capital remuneration, with negative results in the financial analyzes of three companies. Finally, the mechanization process increased the workers life quality, however, the annual income was around US$ 2,112.00 per worker, approximately 39% lower than the average Brazilian population.

This document is an attempt to describe what we currently believe is safe, what we believe is unsafe, and what we’re unsure about. It is intended to identify health and safety issues and provide historical context and current understanding of both risks and mitigation strategies. In addition, it provides links to more in-depth resources for each issue. When we tighten the thermal envelope of a house to improve comfort and reduce energy use, we have to be sure that we are not compromising the indoor air quality of the home. This means identifying and mitigating or eliminating pollution sources before and after you make changes to the home. These sources can include materials and finishes in the home, exhaust gasses from combustion appliances, soil gasses such as radon, and moisture from a bathroom, kitchen, or unvented clothes dryer. Our first responsibility is to do no harm — this applies both to our clients and to our employees. Currently, there are many new products that are widely used but whose health effects are not well understood. Our in ability to have perfect information means the directive to do no harm can be difficult to obey. Each home is a little bit different, and in the face of a situation you’ve never encountered, it’s important to have a solid grasp of the fundamental concepts of building science when the hard and fast rules don’t apply . The home performance industry is gaining momentum, and has the potential to expand greatly as energy costs continue to rise. It is imperative that we remain vigilant about protecting the health and safety of our workers and our customers. The California Department of Health Services will soon reach a licensing decision on the proposed Ward Valley low-level radioactive waste disposal facility. As the first regulatory agency in the country to address the 10 CFR Part 61 requirements for a new disposal facility, California`s program has broken new ground in its approach. Throughout the review process, the Department has relied on contractor support to augment its technical and administrative staff. A team consisting of Roy F. Weston, Inc., supported by ERM-Program Management Corp., Environmental Issues Management, Inc., and Rogers and Associates Engineering Corporation, has worked closely with the Department in a staff extension role. The authors have been involved with the project in contractor project management roles since 1987, and continue to support the Department`s program as it proceeds to finalize its licensing process. This paper describes the selection process used to identify a contractor team with the needed skills and experience, and the makeup of team capabilities. It outlines the management, communication, and technical approaches used to assure a smooth agency-contractor function and relationship. It describes the techniques used to ensure that decisions and documents represented the Department credibly in its role as the regulatory and licensing agency under the Nuclear Regulatory Commission (NRC) Agreement State program. The paper outlines the license application review process and activities, through preparation of licensing documentation and responses to public comments. Lessons learned in coordination of an agency-contractor team effort to review and license a low-level waste disposal facility are reviewed and suggestions made for approaching a similar license application review and licensing situation.

The Technical Assistance Contractor (TAC) for the Uranium Mill Tailings Remedial Action (UMTRA) Project comprises Jacobs Engineering Group Inc. (JEG) and its major teaming partners [Roy F. Weston, Inc. (RFW), Sergent, Hauskins & Beckwith Agra, Inc. (SHB Agra), and Geraghty & Miller, Inc. (G&M)]. The first three companies have worked together effectively on the UMTRA Project for more than 10 years. With the initiation of the UMTRA Groundwater Project in April 1991, a need arose to increase the TAC`s groundwater technical breadth and depth, so G&M was brought in to augment the team`s capabilities. The TAC contract`s scope is to provide technical, analytical, environmental, engineering, design, inspection, and management support services to the US Department of Energy (DOE) for both surface and groundwater projects. The TAC team continues to support the DOE in completing surface remedial actions and initiating groundwater remediation work for start-up, characterization, design, construction oversight, and remedial operations. A key feature of the TAC`s management approach is the extensive set of communication systems implemented for the UMTRA Project. These systems assist all functional disciplines in performing UMTRA Project tasks associated with management, technical support, administrative support, and financial/project controls.

Sandia National Laboratories (Sandia) is in Phase 3 Sustainment of development of a prototype tool, currently referred to as the Contingency Contractor Optimization Tool - Prototype (CCOTP), under the direction of OSD Program Support. CCOT-P is intended to help provide senior Department of Defense (DoD) leaders with comprehensive insight into the global availability, readiness and capabilities of the Total Force Mix. The CCOT-P will allow senior decision makers to quickly and accurately assess the impacts, risks and mitigating strategies for proposed changes to force/capabilities assignments, apportionments and allocations options, focusing specifically on contingency contractor planning. During Phase 2 of the program, conducted during fiscal year 2012, Sandia developed an electronic storyboard prototype of the Contingency Contractor Optimization Tool that can be used for communication with senior decision makers and other Operational Contract Support (OCS) stakeholders. Phase 3 used feedback from demonstrations of the electronic storyboard prototype to develop an engineering prototype for planners to evaluate. Sandia worked with the DoD and Joint Chiefs of Staff strategic planning community to get feedback and input to ensure that the engineering prototype was developed to closely align with future planning needs. The intended deployment environment was also a key consideration as this prototype was developed. Initial release of the engineering prototype was done on servers at Sandia in the middle of Phase 3. In 2013, the tool was installed on a production pilot server managed by the OUSD(AT&L) eBusiness Center. The purpose of this document is to specify the CCOT-P engineering prototype platform requirements as of May 2016. Sandia developed the CCOT-P engineering prototype using common technologies to minimize the likelihood of deployment issues. A rough set method is presented in this paper to assess the credit of contractors. Unlike traditional methods, the rough set method deduces credit-classifying rules from actual data to predict new cases. The method uses a contractors' database with a genetic algorithm and an exhaustive reduction implemented using ROSETTA software that integrates rough set method. The classification accuracy of the rough set model is not as good as that of a decision tree, logistic regression, and neural network models, but the rough set model more accurately predicts contractors with bad credit. The results show that the rough set model is especially useful for detecting corporations with bad credit in the currently disordered Chinese construction market.

The reported study is based on updated survey data collected from seven of the eight drilling contractors who participated in an original study and three service rig contractors. The aim of the study was show that the trend toward increased energy efficiency and overall reduction in energy intensity is continuing in the drilling and well servicing industries, and that this process is a function of technology availability and capital replacement. A comparison is made of the change in fuel efficiency of contractor's diesel engines by comparing the average fuel consumption of an inventory of engines owned by the eight drilling contractors and three service rig contractors between 1995 and 1998. The results are compiled separately for the two contractor types. For each group, the results are on a net basis, in that the net change in the amount of a particular engine variety is aggregated into one of two categories: added or deleted. Based on on an evaluation of the data gathered in the study, it is clearly evident that there occurred at substantial reduction in energy intensity in drilling and well servicing operations in the 3 years considered. Based on the data from the drilling rigs, it should be noted that the reductions in energy intensity and fuel usage are in addition to the 29.4% reduction in the years 1991-95 recorded in the 1995 energy efficiency study. It ought to be noted also that the turnover and replacements of older, less efficient rig engines with newer, more efficient ones was not a consequence of any distortionary tax and fiscal measures, but rather a natural process of capital reinvestment and technological improvement

A bidding decision, despite its being important for the contractor, often needs to be made quickly and within a limited timeframe. To facilitate the contractor's reasoning by limiting randomness that may lead to mistakes decision support models are frequently applied. This paper presents possible applications of an Artificial Neural Network (ANN) to support bidding decisions. The proposed model involving networks with radial basis functions (RBF) was to perform a classification task. On the basis of a set of input data, the network was to suggest either participation in the bid or resignation from it. The results, 93% of correctly classified cases, confirmed the usability of RBF network in solving the problem.

The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. All US Department of Energy (DOE) and DOE contractors, are required to submit occupational radiation exposure records to a central depository. In 1989, data were required to be submitted for all employees who were required to be monitored in accordance with DOE Order 5480.11 and for all visitors who had a positive exposure. The data required included the external penetrating whole-body dose equivalent, the shallow dose equivalent, and a summary of internal depositions of radioactive material above specified limits. Data regarding the exposed individuals included the individual's age, sex, and occupational category. This report is a summary of the external penetrating whole-body dose equivalents and shallow dose equivalents reported by DOE and DOE contractors for the calendar year 1989. A total of 90,882 DOE and DOE contractor employees were reported to have been monitored for whole-body ionizing radiation exposure during 1989. This represents 53.6% of all DOE and DOE contractor employees and is an increase (4.3 %) from the number of monitored employees for 1988. In addition to the employees, 12,643 visitors were monitored

This report was prepared by PNNL for DOE's Building America program and is intended as a guide that energy performance contractors can share with homeowners to describe various energy-efficient options for heating, cooling, and ventilating existing homes. The report provides descriptions of many common and not-so-common HVAC systems, including their advantages and disadvantages, efficiency ranges and characteristics of high-performance models, typical costs, and climate considerations. The report also provides decision trees and tables of useful information for homeowners who are making decisions about adding, replacing, or upgrading existing HVAC equipment in their homes. Information regarding home energy performance assessments (audits) and combustion safety issues when replacing HVAC equipment are also provided.
The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi-stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi-family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings. The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.
The Department and its contractors are responsible for ensuring that a safe and healthy work environment is provided to Department and contractor employees at its operating facilities. Contractors are responsible for establishing a comprehensive occupational safety and health program, which includes reporting of significant work-related employee injuries. The Department is responsible for monitoring the implementation of the contractor`s programs. Two performance indicators used by the Department to measure a contractor`s safety performance are the number and severity of work-related employee injuries and of lost workdays rates. The objective of the audit was to determine whether Department of Energy contractors accurately reported occupational injuries and illnesses in accordance with Departmental requirements.

The contract strategies developed by the two major E and P companies operating in the North Sea emphasize teamwork between operator and contractors to achieve the common goal of maximizing project value. These strategies have had significant repercussions across the whole industry. This paper compares these strategies and concludes that although they are structurally different, they have the same fundamental objectives. It describes the evolution of what these operators consider to be their core business, with the resultant changing roles for both operator and contractor staff. Several examples of results achieved through implementing these changes are described, highlighting the need for a structured performance measurement system to quantify the success of these initiatives. Westinghouse Hanford Company developed a generic Radiation Worker safety CBT course for Department of Energy contractors. Task analysis concentrated on actual and potential tasks and included visits to fourteen different contractor sites. Team Design and Prototype verification formed the major portion of the development phase. Lesson entry was accomplished using the WISE author system from WICAT Systems, Inc. The course features graded task simulations for both Pretest and Final; fourteen Topics in five Lessons, each Topic keyed to ''Critical Acts'' and Questions in the Pretest and Final; Automatic, Intensive, and Manual modes of instruction available for each Lesson; Practical Problems and Sample Questions associated with each Topic; and provisions for local configuration in several areas. The aim of this review was to come to a general understanding of the phenomenon of contracting in forestry as an occupation and a life-style. This has been accomplished by studies on machine ownership, working conditions, and attrition from forestry, using quantitative methods in combination with qualitative ones, during the period 1986 to 1993. The studies pertained to industrial forestry in Sweden. In 1992/93 70% of all machines used in industrial forestry in Sweden were owned by contractors. Together these machines harvested 59% of the total quantity during the 1992/93 harvesting season. Three categories of contractors were recognized; the single contractor, the partner contractor, and the contractor with employees. It was concluded that being a contractor is more a life-style than an occupation. Very often the whole family is involved in the business. The contractors` willingness to work hard and to do a good job is an asset for forestry.
Geodesy work is described during the construction of the main production units. The object-oriented network points were first laid out as the geodetic foundation. The main production units were then laid out using the points. Geodesy work on the individual floors of the production units was based on the possibility of plumbing the basic micro-network points. The detailed layout of the structural elements was performed using common geodetic techniques. A market for energy services is emerging. Energy suppliers and building services contractors have the same customers but have traditionally operated in different markets. The boundary between the energy and building services markets is blurred. Substantial degrees of freedom are being created for the customer in a free market. This Environmental Program Description has been developed in support of the Integrated Environmental, Safety, and Health Management System and consistent with the goals of DOE/RL-96-50, Hanford Strategic Plan. This Environmental Program Plan was developed in support of the Integrated Environment, Safety, and Health Management System Description for the Tank Farm Contractor (ISMS) (RPP-MP-003), which establishes a single, defined environmental, safety, and health management system that integrates requirements into the work planning and execution processes to protect workers, the public, and the environment. The ISMS also provides mechanisms for increasing worker involvement in work planning, including hazard and environmental impact identification, analysis, and control; work execution; and feedback/improvement processes. The ISMS plan consists of five core functions. Each section of this plan describes the activities (formerly known as the Tank Waste Remediation System) of the Tank Farm Contractor (TFC) environmental organization according to the following core functions: Establish Environmental Policy and Define Work Scope; Identify Hazards, Environmental Impacts, and Requirements; Analyze Hazards and Environmental Impacts and Implement Controls; Provide Feedback and Continuous Improvement; and Perform Work within Controls.
Unnecessary air infiltration (''draftiness'') in buildings can be a major cause for excessive energy consumption. A method for using sound to locate, for subsequent sealing, the openings of air infiltration leakage paths in buildings has been investigated. The results of pertinent analytical studies, laboratory experiments, and field applications of this acoustic-location method are reported; and a plan is provided to encourage national implementation of the method. Low-cost, readily available equipment and procedures are described whereby the average building contractor or homeowner can use acoustic leak location to pinpoint many of the air infiltration openings in a building.

Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. An inspection was conducted of certain aspects of the Department of Energy`s administration of its management and operating and other designated contractors` executive employees` compensation. The purpose of the inspection was to evaluate whether Departmental officials were performing their responsibilities for reviewing, approving and reporting contractors` executive employees` compensation. The many factors that should be considered when distinguishing between an independent contractor and an employee from the perspective of tax laws were discussed. Some of the major areas where disputes regarding relationships between the employee and the independent contractor arise were reviewed with particular emphasis on some of the dangers associated with a change in characterization of these types of relationships. Ways in which to guard against these dangers were also presented. The courts have established the following four tests to determine a contractor's status: (1) the control test, (2) the economic reality test, (3) the business integration test, and (4) the ownership of tools test. The control tests looks to the degree of control that an employer/recipient of services possesses over the work that is to be performed. The economic reality test looks to whether the contractor is actually in business for himself and is risking a loss. The business integration test examines the relationship between employer and contractor in terms of how economically dependent the contractor is on the employer and whether the task the contractor carries on forms an integral part of the business of the employer. The last test examines who owns the tools used by the contractor to carry out his duties. The Lithuanian Hygiene Standard HN 83:1998 'Radiation Protection of Outside Workers' (1998), that is based on requirements set out in the Law on Radiation Protection of the Republic of Lithuania (No. VIII-1190 of 12 January 1999), and other legal acts, establishes the radiation protection requirements for contractors (hereinafter - outside workers) when they are performing their activities within the controlled areas. The principal requirement of the Lithuanian Hygiene Standard HN 83:1998 is that the radiation protection of outside workers shall be at the same scale as of permanent workers. One of crucial points for ensuring the high radiological safety culture between the license holder, employer and outside workers is the clear allocation of tasks and distribution of' responsibilities in the field of radiation protection. The basic requirements for radiation protection of outside workers and main factors that help to enhance the radiological safety culture within Ignalina NPP and outside workers are discussed in the paper. Full Text Available The end of the Cold War witnessed the growth and spread of legally established private military contractors (PMCs playing largely undefined roles in wars, international security and post-conflict reconstruction. The operations of PMCs in Iraq and Afghanistan in the 21st century have been marked by gross human rights abuses and poor treatment and torture of prisoners of war (POWs. Indeed, PMCs are likely to step outside their contractual obligations and commit criminal acts. This article adds to the literature on the subject by arguing that the elusiveness of PMCs’ individual or corporate responsibility for war crimes presents one of the greatest challenges for international humanitarian law (IHL. This presents a dilemma for IHL, which seeks to address individual offences. The situation becomes even more complicated when non-governmental organisations (NGOs and multinational corporations (MNCs are involved in the use of PMCs.

In 2011, the Tribe proposed and was awarded the Training in Building Audit Technologies grant from the DOE in the amount of $55,748 to contract for training programs for infrared cameras, blower door technology applications and building systems. The coursework consisted of; Infrared Camera Training: Level I - Thermal Imaging for Energy Audits; Blower Door Analysis and Building-As-A-System Training, Building Performance Institute (BPI) Building Analyst; Building Envelope Training, Building Performance Institute (BPI) Envelope Professional; and Audit/JobFLEX Tablet Software. Competitive procurement of the training contractor resulted in lower costs, allowing the Tribe to request and receive DOE approval to additionally purchase energy audit equipment and contract for residential energy audits of 25 low-income Tribal Housing units. Sault Tribe personnel received field training to supplement the classroom instruction on proper use of the energy audit equipment. Field experience was provided through the second DOE energy audits grant, allowing Sault Tribe personnel to join the contractor, Building Science Academy, in conducting 25 residential energy audits of low-income Tribal Housing units.

In multifamily hydronic systems, temperature imbalance may be caused by undersized piping, improperly adjusted balancing valves, inefficient water temperature and flow levels, and owner/occupant interaction with the boilers, distribution, and controls. The imbalance leads to tenant discomfort, higher energy use intensity, and inefficient building operation. This research, conducted by Building America team Partnership for Advanced Residential Retrofit, explores cost-effective distribution upgrades and balancing measures in multifamily hydronic systems, providing a resource to contractors, auditors, and building owners on best practices to improve tenant comfort and lower operating costs. The team surveyed existing knowledge on cost-effective retrofits for optimizing distribution in typical multifamily hydronic systems, with the aim of identifying common situations and solutions, and then conducted case studies on two Chicago area buildings with known balancing issues in order to quantify the extent of temperature imbalance. At one of these buildings a booster pump was installed on a loop to an underheated wing of the building. This study found that unit temperature in a multifamily hydronic building can vary as much as 61°F, particularly if windows are opened or tenants use intermittent supplemental heating sources like oven ranges. Average temperature spread at the building as a result of this retrofit decreased from 22.1°F to 15.5°F.
Members of the Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance Contractor (TAC) are responsible to notify management of TAC occurrence reporting and processing system (ORPS) classified occurrences .An ORPS occurrence is an unexpected or unplanned event on DOE property which causes bodily harm, death, damage to government property, exposure to toxic or hazardous substances above acceptable limits to workers, the environment, or general public. Examples of potential reportable occurrences include, but not limited to, site personnel exposures to airborne contaminants, incidents which could expose the general public to high levels of radiation or other contaminants, a vehicle accident resulting in property damage or personnel injuries. Listed TAC manager/staff contacts, with the assistance of TAC ORPS Program Coordinators, will determine if the occurrence is reportable under Department of Energy (DOE) Order M 232.1-2. The reportable occurrences will be classified as emergency, unusual, or off-normal. If determined to be reportable, listed TAC manager/staff will verbally report the details of the occurrence to the DOE Duty Officer within 2 hours of initial notification, and provide a written report of the event by noon the following work day
The purpose of this plan is to establish the Environmental Restoration Contractor (ERC) Waste Minimization and Pollution Prevention (WMin/P2) Program and outline the activities and schedules that will be employed to reduce the quantity and toxicity of wastes generated as a result of restoration and remediation activities. It is intended to satisfy the US Department of Energy (DOE) and other legal requirements. As such, the Pollution Prevention Awareness program required by DOE Order 5400.1 is included with the Pollution Prevention Program. This plan is also intended to aid projects in meeting and documenting compliance with the various requirements for WMin/P2, and contains the policy, objectives, strategy, and support activities of the WMin/P2 program. The basic elements of the plan are pollution prevention goals, waste assessments of major waste streams, implementation of feasible waste minimization opportunities, and a process for reporting achievements. Various pollution prevention techniques will be implemented with the support of employee training and awareness programs to reduce waste and still meet applicable requirements. The Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance contractor (TAC) Quality Assurance Implementation Plan (QAIP) outlines the primary requirements for integrating quality functions for TAC technical activities applied to the surface and ground water phases of the UMTRA Project. The QAIP is subordinate to the latest issue of the UMTRA Project TAC Quality Assurance Program Plan (QAPP) (DOE, 1993a), which was developed using US Department of Energy (DOE) Order 5700.6C quality assurance (QA) criteria. The QAIP addresses technical aspects of the TAC UMTRA Project surface and ground water programs. All QA issues in the QAIP shall comply with requirements contained in the TAC QAPP (DOE, 1933a). Because industry standards for data acquisition and data control are not addressed in DOE Order 5700.6C, the QAIP has been formatted to the 14 US Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) QA requirements. DOE Order 5700.6C criteria that are not contained in the CERCLA requirements are added to the QAIP as additional requirements in Sections 15.0 through 18.0. Project documents that contain CERCLA requirements and 5700.6 criteria shall be referenced in this document to avoid duplication. Referenced documents are not included in this QAIP but are available through the UMTRA Project Document Control Center.
The DOE Order 5480.1A, Chapter V, Safety of Nuclear Facilities, establishes safety procedures and requirements for DOE nuclear facilities. This guide has been developed as an aid to implementing the Chapter V requirements pertaining to nuclear criticality safety training. The guide outlines relevant conceptual knowledge and demonstrated good practices in job performance. It addresses training program operations requirements in the areas of employee evaluations, employee training records, training program evaluations, and training program records. It also suggests appropriate feedback mechanisms for criticality safety training program improvement. The emphasis is on academic rather than hands-on training. This allows a decoupling of these guidelines from specific facilities. It would be unrealistic to dictate a universal program of training because of the wide variation of operations, levels of experience, and work environments among DOE contractors and facilities. Hence, these guidelines do not address the actual implementation of a nuclear criticality safety training program, but rather they outline the general characteristics that should be included
This is the 23rd in a series of annual radiation exposure reports published by the Department of Energy (DOE) or its predecessors. This report summarizes the radiation exposures received by both employees and visitors at DOE and DOE contractor facilities during 1990. Trends in radiation exposures are evaluated by comparing the doses received in 1990 to those received in previous years. The significance of the doses is addressed by comparing them to the DOE limits and by correlating the doses to health risks based on risk estimated from expert groups. This report is the third that is based on detailed exposure data for each individual monitored at a DOE facility. Prior to 1988, only summarized data from each facility were available. This report contains information on different types of radiation doses, including total effective, internal, penetrating, shallow, neutron, and extremity doses. It also contains analysis of exposures by age, sex, and occupation of the exposed individuals. This report also continues the precedent established in the Twenty-First (1988) Annual Report by conducting a detailed, one-time review and analysis of a particular topic of interest. The status of legislation in the United States, usually known as the Price-Anderson Act, provides an assured source and means of compensation for members of the public who may be injured as a result of a nuclear accident at a licensed commercial nuclear power plant or at a facility of the United States Government operated by a contractor. First a brief overview of the Act and its history is given, then the course of legislation to extend the Price-Anderson Act through the United States Congress is charted with comments made on the major issues of the debate. The Act requires that a least $560 million in insurance and/or Government indemnity is available to cover public liability claims arising out of an accident at a nuclear power plant. The Act also limits the total liability of all persons for any nuclear incident to a predetermined amount and this is one issue discussed. Final action on the legal situation should be taken in 1988. Full Text Available In recent years culture has become one of the most studied topicsin project management research. Some studies have investigatedthe infl uence of culture at different levels – such as nationalculture, industry culture, organisational culture and professionalculture. As a project-based industry, the construction industryneeds to have more insight concerning cultural issues at theproject level and their infl uence on the performance of constructionprojects. Few studies, however, have focused on culture at theproject level. This paper uses a questionnaire survey to determinethe perceptions of Chinese contractors about the impact of projectculture on the performance of local construction projects. This isaugmented by a series of in-depth interviews with senior executivemanagers in the industry. The fi ndings indicate that specifi c projectculture does contribute signifi cantly towards project outcomes.In particular, goal orientation and fl exibility, as two dimensionsof project culture, have a negative statistical correlation withperceived satisfaction of the process, commercial success, futurebusiness opportunities, lessons learnt from the project, satisfactionwith the relationships, and overall performance. This paper alsoindicates that the affordability of developing an appropriate projectculture is a major concern for industry practitioners.
This Quality Assurance Program Plan (QAPP) provides the primary requirements for the integration of quality functions into all Technical Assistance Contractor (TAC) Project organization activities. The QAPP is the written directive authorized by the TAC Program Manager to accomplish this task and to implement procedures that provide the controls and sound management practices needed to ensure TAC contractual obligations are met. The QA program is designed to use monitoring, audit, and surveillance functions as management tools to ensure that all Project organization functions are executed in a manner that will protect public health and safety, promote the success of the Project, and meet or exceed contract requirements. The key to ensuring compliance with this directive is a two-step professional approach: utilize the quality system in all areas of activity, and generate a personal commitment from all personnel to provide quality service. The quality staff will be experienced, trained professionals capable of providing maximum flexibility to Project goal attainment. Such flexibility will enable the staff to be more cost effective and to further improve communication and coordination. To provide control details, this QAPP will be supplemented by approved standard operating procedures that provide requirements for performing the various TAC quality-related activities. Contractor evaluation methods in Japan's public works procurement, beginning with construction business licensure, going through biennial preliminary firm rating, up to project-by-project prequalification and comprehensive point rating, were developed during the period when public works were mostly procured through designated competitive bidding. It is essential to focus attention on contractor evaluation methods for introducing different types of procurement procedures which enhance the use of technological capabilities held by private businesses. An overall review of contractor evaluation procedures should be conducted in view of the present situation, where the open competitive bidding has become mainly used in combination with comprehensive evaluation, as well as to allow for further diversification of procurement methods. In Western countries, improvements have been made for the past several years in contractor evaluation procedures with more emphasis on "Value for Money." Advanced efforts made by these countries will be useful as a reference for overhauling Japan's contractor evaluation system. This study conducts a comparative review of contractor evaluation procedures for public procurement in Western countries such as the United States, the United Kingdom and France by identifying similarities and differences between those of Japan and the above mentioned countries. This reveals that a contractor's technical or professional ability is looked at separately from its economic and financial standing in those countries studied, and there is no case like Japan in which those two factors are integrated into one for evaluation.
The present invention concerns a structure of ABWR-type reactor buildings, which can increase the capacity of a spent fuel storage area at a low cost and improved earthquake proofness. In the reactor building, the floor of a spent fuel pool is made flat, and a depth of the pool water satisfying requirement for shielding is ensured. In addition, a depth of pool water is also maintained for a equipment provisionally storing pool for storing spent fuels, and a capacity for a spent fuel storage area is increased by utilizing surplus space of the equipment provisionally storing pool. Since the flattened floor of the spent fuel pool is flushed with the floor of the equipment provisionally storing pool, transfer of horizontal loads applied to the building upon occurrence of earthquakes is made smooth, to improve earthquake proofness of the building. In multifamily hydronic systems, temperature imbalance may be caused by undersized piping, improperly adjusted balancing valves, inefficient water temperature and flow levels, and owner/occupant interaction with the boilers, distribution and controls. The effects of imbalance include tenant discomfort, higher energy use intensity and inefficient building operation. This paper explores cost-effective distribution upgrades and balancing measures in multifamily hydronic systems, providing a resource to contractors, auditors, and building owners on best practices to improve tenant comfort and lower operating costs. The research was conducted by The Partnership for Advanced Residential Retrofit (PARR) in conjunction with Elevate Energy. The team surveyed existing knowledge on cost-effective retrofits for optimizing distribution in typical multifamily hydronic systems, with the aim of identifying common situations and solutions, and then conducted case studies on two Chicago area buildings with known balancing issues in order to quantify the extent of temperature imbalance. At one of these buildings a booster pump was installed on a loop to an underheated wing of the building. This study found that unit temperature in a multifamily hydronic building can vary as much as 61 degrees F, particularly if windows are opened or tenants use intermittent supplemental heating sources like oven ranges. Average temperature spread at the building as a result of this retrofit decreased from 22.1 degrees F to 15.5 degrees F.
This report is a summary of the data submitted by DOE and DOE contractors for 1979 for 104,986 employees, representing 81% of all DOE and DOE contractor employees. Of all employees monitored, 47.6% received a dose equivalent that was less than measurable, 50.8% a measurable exposure less than 1 rem, and 1.6% an exposure greater than 1 rem. Only three DOE contractor employees at three separate facilities received whole-body dose equivalents greater than 5 rem during 1979. The two reported cases of internal depositions were both less than the annual dose-equivalent standard and resulted from accidental exposures

Full Text Available The aim of the study is to determine the innovation strategy of contractor firms in the Slovak forestry service sector in the area of further innovation activities development. The strategy identification was based on the analysis of the strengths, weaknesses, opportunities and threats in this sector. The results indicate that weaknesses of contractor firms exceed their strengths and, considering the degree and importance of their impact, opportunities exceed identified threats. Based on these findings revealing the relations in the area of innovation activities of forestry service contractors, the “Strategy of Partnership” was suggested as the most suitable type of strategy. It can be concluded that such a form of grouping cooperation brings many benefits to contractors in the form of information availability, guidance, training, and management of conflicts, risks and uncertainty, which are associated with the innovation process.

In 1968, the U.S. Atomic Energy Commission (AEC) established a program for reporting certain occupational radiation exposure information to a central radiation records repository maintained at the Union Carbide Computing Technology Center, Oak Ridge, Tennessee. Annual summaries (WASH-1350-R1 through WASH-1350-R6) were reported for the years 1968 to 1973 and included data on AEC contractor employees as well as employees of companies in the private sector licensed by the AEC. The 1974 data for what is presently ERDA and ERDA contractor employees are published in the ERDA 76/119 report. In January 1975, two new agencies, the Energy Research and Development Administration (ERDA) and the U.S. Nuclear Regulatory Commission (NRC) were formed and now share the responsibilities previously held by the AEC. The DOE Cost and Schedule Control Systems Criteria (CSCSC) require that a contractor's management control systems include methods and procedures designed to ensure that they will accomplish, in addition to other requirements, a summarization of data elements to the level of reporting to DOE specified in the contract under separate clause. Reports provided to DOE must relate contract cost, schedule, and technical accomplishment to a baseline plan, within the framework of both the contract Work Breakdown Structure (WBS) and the contractor's organizational structure. This Guide describes the reports available from contractors, with emphasis on the Cost Performance Report (CPR), and provides a framework for using the reported data as a basis for decision making. This Guide was developed to assist DOE Project Managers in assessing contractor performance through proper use of the CPR and supporting reports.
