Bangladesh, it is by now well-known, is at the receiving end, in the literal sense of the term, of the global climate change and its potential impacts. She contributes very little to the current global emission of greenhouse gases (GHGs). The Emission Inventory under the present umbrella project, Bangladesh Climate Change Study (BCCS), has found that her annual emission of carbon has been only 3.99 mn metric tons per year. An earlier study arrived at exactly the same figure. The figures for estimated release of methane is far less firm. The estimated methane emission in 1990 could be anywhere between 1 million and 6 million metric tons. In any case the total emission is unlikely to be more than one-half of one percent of the global total. A wind energy study (WEST) in the coastal region of Bangladesh has been undertaken, in collaboration with Local Government Engineering Department (LGED) and with technical support of the UK`s Energy Technology Support Unit (ETSU) under an ODA programme. Seven 25m high masts have just been installed at selected places and data for a complete year will be recorded. A brief account of the mast erection is given and some preliminary data is presented. Results indicate that fresh data is going to give higher figures than the meteorological ones. (author)

Wood plastic composite (WPC) has been prepared with a low grade wood simul (Salmalia malabarica) of Bangladesh under Co-60 gamma irradiation using MMA as the bulk monomer combined with methanol as the swelling solvent at different urea concentrations. Effect of a second solute such as NVP, TPGDA and TMPTA in the impregnating solution is evaluated. NVP appears to be the best co-additive/second solute among all the additives used to yield the composite with the highest polymer loading (PL) and tensile strength (TS) at 0.5% urea concentration. Bangladesh possesses many industrial sites, whereby wastes and effluents are directly discharged into the environment without any treatment. Agricultural areas are contaminated thereby and the food quality is impaired. Therefore, the aim of the present work was to develop simple and cost effective strategies to reduce soil-plant transfer of harmful substances. Three sites were selected in the vicinity of Dhaka city (Tongi pharmaceutical, Tejgaon industrial and Hazaribagh tannery area). Field and pot experiments were carried out with different varieties of field crops (rice, wheat and tomato) and different soil amendments (cowdung, city waste compost, oil cake, waterhyacinth, poultry litter, lime and red mud). At the site Tongi, pollutants mainly consists of organic compounds. The 3 MW TRIGA Mark-II research reactor of Bangladesh Atomic Energy Commission (BAEC) has been operating since September 14, 1986. The reactor is used for radioisotope production ("1"3"1I, "9"9"mTc, "4"6Sc), various R and D activities and manpower training. The reactor has been operated successfully since it's commissioning with the exception of a few reportable incidents. Of these, the decay tank leakage incident of 1997 is considered to be the most significant one. As a result of this incident, reactor operation at full power under forced-convection mode remained suspended for about 4 years. During that time, the reactor was operated at a power level of 250 kW so as to carry out experiments that require lower neutron flux. This was made possible by establishing a temporary by pass connection across the decay tank using local technology. This Final Environmental Impact Statement and Environmental Impact Report (Final EIS/EIR) has been prepared to meet the requirements of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). The Proposed Action includes the construction, operation, and decommissioning of a 48 megawatt (gross) geothermal power plant with ancillary facilities (10-12 production well pads and 3-5 injection well pads, production and injection pipelines), access roads, and a 230-kilovolt (kV) transmission line in the Modoc National Forest in Siskiyou County, California. Alternative locations for the power plant site within a reasonable distance of the middle of the wellfield were determined to be technically feasible. Three power plant site alternatives are evaluated in the Final EIS/EIR.

The role of the environment is an important issue in policy making and the accurate assessment of the environmental conditions is vital. In this paper, using nonparametric techniques, an environmental efficiency index is developed for each of the OECD countries. These indexes allow one both to do cross section comparisons on the state of each country's production process in its treatment of undesirable outputs and also to trace each country's modification of their production processes overtime. Furthermore in this study we investigate the factors underlying societies' environmental concerns that eventually lead to changes in the environmental efficiency. The results provide further empirical evidence for the environmental Kuznets curve hypothesis. 16 refs.

This paper presents a systematic, auxiliary ''language'' for environmental analysis under the National Environmental Policy Act (NEPA), in an attempt to correct this problem. High-voltage transmission lines can pose an environmental problem, especially in countries where the electricity production is at a distance from the demand location. Planning, construction, and operation of high voltage transmission lines should be conducted within a comprehensive environmental policy, which may include assessment of visual impact, landscape and wildlife protection, and reduction of health risks. This paper reviews the environmental policies and action in planning, construction, and operation as developed by the utilities members of the Union Internationale des Producteurs et Distributeurs d`Energie Electrique (UNIPEDE). The paper also presents a brief outline of the health issues associated with the effects of electromagnetic fields to humans.

The Environmental Measurements Laboratory (EML) is government-owned, government-operated, and programmatically under the DOE Office of Environmental Management. The Laboratory is administered by the Chicago Operations Office. EML provides program management, technical assistance and data quality assurance for measurements of radiation and radioactivity relating to environmental restoration, global nuclear nonproliferation, and other priority issues for the Department of Energy, as well as for other government, national, and international organizations. This report presents the technical activities and accomplishments of EML for Fiscal Year 1998.

The Savannah River Site (SRS), one of several U.S. Department of Energy (DOE) facilities, produces nuclear materials for national defense and for other government and civilian uses. SRS ceased production of defense materials in 1988, and the site's main activities now involve waste management and environmental restoration. These programs have generated extensive effluent monitoring and environmental surveillance programs for the Environmental Monitoring Section (EMS), which performs #approx#105,000 radiological analyses on 30,000 samples a year. Gamma spectroscopy is performed on an estimated 10,000 samples annually. This report describes a program to develop and improve the EMS system.

The developed countries are implementing a policy minimizing damage from environmental pollution by reducing discharge in advance as well as the aftermath of a pollutant. The typical example is to use BAT (Best Available Technology). This is to prevent environmental damage by reducing the discharge of pollutants with available technology and to secure environmental margin to enable industrial activities of future generation. The environmental Kuznets curve hypothesis (EKC) predicts an inverse U-shaped relationship between environmental pollution and per capita income. The literature with respect to the EKC is vast but far from conclusive. This paper adds firm size to the standard EKC reduced form regression and analyses whether firm size matters once income and composition are controlled for. Results suggest that large firm countries are initially associated with higher levels of environmental damage. However, as economies develop, large firm countries find it easier to adopt more stringent environmental legislation. Once environmental damage starts to decrease, the decrease is much larger in large firm countries.

The Environmental Economic Accounts constitute an integrated and comprehensive system for environmental and economic statistics. Sesame varieties/genotypes showed a good response to radiation with gamma rays and treatments with EMS. In M_1 both gamma rays and EMS influenced germination, seedling height, survival of plants and pollen fertility/sterility, producing deleterious effects on these characters. Compared to black seeded genotypes, white seeded ones are more susceptible to radiation. Both gamma rays and EMS produced various types of morphological variations in M_2 generation. These were dwarf plant mutants, mottled and fleshy leaved mutants (sterile), fasciated stem, flower colour, altered phyllotaxy, early, uniculm, capsule size variations, multiple capsule/leaf axil, seed coat colour variations, indehiscent and semi-indehiscent type mutants. Several case studies have demonstrated that green buildings save money through reduced consumption of natural resources, electricity and gas both at the building site and at the source of energy. The aim is to determine the units needed to expand a given system in order to minimize either the cost or the environmental impact or some weighed function of the two. The problem of generation expansion planning is solved in stages using Tunnel Dynamic Programming (TDP) with Heuristic rules to limit the number of options analyzed. Distinguishing between effects of natural and anthropogenic environmental factors on ecosystems is a fundamental problem in environmental science. In river systems the longitudinal gradient of environmental factors is one of the most relevant sources of dissimilarity between communities that could be confounded with anthropogenic disturbances. Bonneville Power Administration (BPA) is proposing to fund the Tucannon River Spring Chinook Captive Broodstock Program, a small-scale production initiative designed to increase numbers of a weak but potentially recoverable population of spring chinook salmon in the Tucannon River in the State of Washington. BPA has prepared an Environmental Assessment (EA) (DOE/EA-l326) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required, and BPA is issuing this Finding of No Significant Impact (FONSI).

This paper tests the Environmental Kuznets Curve hypothesis for four local (SOx, NOx, CO, VOC) and two global (CO2, GHG) air pollutants. Using a new panel data set of thirty OECD countries, the paper finds that the postulated inverted U-shaped relationship between income and pollution does not hold for all gases. A meaningful Environmental Kuznets Curve exists only for CO, VOC and NOx, where for CO2 the curve is monotonically increasing. For GHG there is indication of an inverted U-shaped relationship between income and pollution, but still most countries are on the increasing path of the curve and hence the future development of the curve is uncertain. For SOx it was found that emissions follow an U-shaped curve. Based on the empirical results, the paper concludes that the Environmental Kuznets Curve does not hold for all gases, it is rather an empirical artefact than a regularity.

The main points of quality control methods and technique of environmental radiological baseline study of Guangdong Daya Bay Nuclear Power Station are reported. Results of intercalibration of international and inland laboratories are given. The random chosen samples are checked and compared with two measurement methods. The data obtained in Daya Bay environment are put to the correlation statistics test using the linear regression analysis method between the correlative items such as "4"0K activity by gamma spectrum measurement and potassium content by chemical analysis, total #alpha#(#beta#) activity and nuclide content, as well as environmental gamma radiation dose rate and TLD accumulation dose. The data of Daya Bay environmental radioactivity baseline level show good concordance and reliability.

Machine shops offer a variety of environmental control challenges to mechanical engineers. Among the design problems that must be considered include: whether to provide space heating only or year-round air conditioning; temperature and relative humidity requirements; air cleanliness; exhaust air requirements; the type of HVAC system to be used; industrial waste and plumbing considerations; compressed air needs; and noise control. In addition, the designer must comply with worker health and safety and environmental protection regulations set forth by the National Institute of Safety and Health (NIOSH), OSHA, and EPA, as well as with any applicable state and local requirements.

Cost-time management methods have been developed by Westinghouse to examine business applications from a cost-time perspective. The initial application of cost-time management within Westinghouse was targeted at reducing cycle time in the manufacturing sector. As a result of the tremendous success of reduced cycle time in manufacturing, Westinghouse initiated application of the management technique to Environmental Restoration activities at its Government Owned Contractor Operated facilities. The Westinghouse initiative was proposed in support of the Department of Energy`s goals for cost effective Environmental Restoration activities. This paper investigates the relationship between environmental pollution and economic growth in China based on the environmental Kuznets curve hypothesis, using Chinese provincial data over 1985?2005. Waste gas, waste water and solid wastes are used as environmental indicators and GDP is used as the economic indicator. It is found by panel cointegration test that there is a long-run cointegrating relationship between the per capita emission of three pollutants and the per capita GDP. According to comparisons with the dynamic OLS estimator and the Within OLS estimator, we find that panel cointegration estimation is preferable for all pollutants except for solid wastes. Household demand for better environmental quality is the key factor in the long-term global applicability of the Environmental Kuznets Curve (EKC) hypothesis. We argue that, for given consumer preferences, the threshold income level at which the EKC turns downwards or the equilibrium income elasticity changes sign from positive to negative depends on the ability to spatially separate production and consumption. We test our hypothesis by estimating the equilibrium income elasticities of five pollutants, using 1990 data for the United States. We find that the change in sign occurs at lower income levels for pollutants for which spatial separation is relatively easy as compared to pollutants for which spatial separation is difficult. This paper reported on a life cycle assessment (LCA) study that compared the environmental impacts of business-as-usual manure management with those of a manure management operation incorporating anaerobic digestion with combined heat and power generation. The case study was based on a medium sized dairy farm in northern New York State. The study identified the benefits resulting from the displacement of fossil fuels, and reduction of related emissions. Although anaerobic digestion of dairy manure with energy recovery through biogas combustion is viewed as a positive environmental approach to increase the use of renewable energy, there are potential negative impacts that can counteract the environmental benefits. In EKC analyses, the relationship between environmental degradation and income is usually expressed as a quadratic function with the turning point occurring at a maximum pollution level. Other explanatory variables have been included in these models, but income regularly has had the most significant effect on indicators of environmental quality. The Environmental Protection Agency (EPA) is developing generally applicable environmental standards for land disposal of Atomic Energy Act (AEA) low-level radioactive wastes (LLW) and certain naturally occurring and accelerator-produced radioactive material (NARM) wastes. It is EPA's intention that the LLW standards will protect public health and the environment. The LLW standards would cover disposal of all AEA materials not controlled by other EPA standards and some natural radioactive materials. Coverage of federal waste is significant, because the federal government generates and disposes of >40% of all LLW nationwide, and a uniform standard for all LLW disposal is both a desirable and an achievable goal. Publication of a proposed LLW standard is planned in 1988, and a final standard a year later. This standard will have several important and closely related areas of focus which are discussed in the paper.

This study examined how post-learning sleep, relative to wakefulness, impacts upon context-dependent memory effects. Thirty-two participants encoded word lists in each of two rooms (contexts), which were different in terms of size, odour and background music. Environmental radon monitoring activities at the DOE Fernald Environmental Management Project (FEMP) have been conducted extensively since the early 1980`s. Monitoring has been conducted at ambient concentration levels (< 1 pCi/L Rn-222), inside buildings, and at significantly elevated levels (hundreds of thousands pCi/L Rn-222) within the K-65 silo that store concentrated radium bearing wastes. The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

Environmental data were collected for most environmental media including air, Columbia River water, external radiation, foodstuffs (milk, beef, eggs, poultry, and produce) and wildlife (deer, fish, and game birds), as well as soil and vegetation samples. In general, offsite levels of radionuclides attributable to Hanford operations during 1979 were indistinguishable from background levels. The data are summarized in the following highlights. Air quality measurements of NO/sub 2/ in the vicinity of the Hanford Site and releases of SO/sub 2/ onsite were well within the applicable federal and state standards. Particulate air concentrations exceed the standards primarily because of agricultural activities in the area. Discharges of waste water from Hanford facilities in the Columbia River under the National Pollution Discharge Elimination System (NPDES) permit were all within the parameter limits on the permit.

Electric vehicle technology also can move emissions to less crowd and less polluted locations. However, some other problems remain. The authors focus on the environmental consequences of producing and reprocessing large quantities of batteries to power electric cars, including discussions of both characteristics of Electric Vehicles and batteries and the life cycle of lead and the problems of environmental releases. This environmental assessment quantifies the water quality-related benefits for Transportation Equipment Cleaning (TEC) facilities based on site-specific analyses of current conditions and the conditions that would be achieved by process changes under proposed BAT (Best Available Technology) and PSES (Pretreatment Standards for Existing Sources) controls. The US Environmental Protection Agency (EPA) estimated instream pollutant concentrations for 157 priority and nonconventional pollutants from three subcategories (barge-chemical and petroleum, rail-chemical, and truck-chemical) of direct and indirect discharges using stream dilution modeling. The potential impacts and benefits to aquatic life are projected by comparing the modeled instream pollutant concentrations to published EPA aquatic life criteria guidance or to toxic effect levels.

Technologies and practices that recover energy and materials from municipal solid waste present a technically and economically viable alternative to sanitary landfills and other solid waste disposal methods. However, community planners considering resource recovery should be aware of the potential environmental impacts of proposed projects. To assess these impacts, a planner should: identify the most significant types of impacts; establish boundaries beyond which impacts are not significant; characterize the environment as it would exist without the proposed project over the project's lifetime; predict the magnitude, and the distribution over time and space, of potential impacts; and relate the magnitude of predicted impacts to a scale of significance that will allow environmental values to be considered in decision-making. 24 references, 1 table.

On March 31, 1995, the US Department of Energy filed a draft application for certification of compliance with the US Environmental Protection Agency (USEPA) to show the Waste Isolation Pilot Plant's compliance with the USEPA's environmental standards, making the application the first of its kind. Demonstration of compliance is by performance assessment. This paper is an early review of the performance assessment in the draft application, by the Environmental Evaluation Group, an oversight group. The performance assessment in the draft application is incomplete. Not all relevant scenarios have been analyzed. The calculation of potential consequences often does not use experimental data but rather estimates by workers developing additional data. The final compliance application, scheduled for October 1996 needs to consider additional scenarios, and be fully based on experimental data.

In this study, we investigate the relationship between income and environmental quality for Turkey at two levels. First, the relationship between the CO2 emissions and per capita income is examined by the help of a time series model using cointegration techniques. In the second stage, the relationship between income and air pollution is investigated by using PM10 and SO2 measurements in Turkish provinces. In this part of the study panel data estimation techniques are utilized. The time series model covers 1968-2003, and the panel data model covers 1992-2001 including observations from 58 provinces. A monotonically increasing relationship between CO2 and income is found in the long-run according to time series analysis. On the other hand, panel data analysis indicates an N-shape relationship for SO2 and PM10 emissions.
