Preliminary results of studies into penetrant testing at high surface temperature (up to 200 deg.C), are presented. Tests were performed to assess the effectiveness of red dye penetrants using Al and NiCr samples containing artificial as well as natural discontinuities. The test results will be used in due course to formulate a specification for non-destructive testing procedure qualification at non-standard (i.e. outside 16-52 deg.C) temperatures.

This report describes the Forum on Flexible Education: Reaching Nomadic Populations in Africa, which was held in Garissa, Kenya, from 20-23 June 2006. The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Representatives from the Kenyan MOE, COL, ComSec and UNICEF provided remarks at the Opening Session of the Forum. They stressed the need to find ways to include nomadic children in the education process and the importance of developing alternative channels for the delivery of education and training. There were two keynote addresses. The first, from Professor Gidado Tahir, Executive Secretary of the Universal Basic Education Commission in Nigeria--presented by his colleague, Dr Salihu Bakari--focused on the realities of the nomadic lifestyle and educational strategies that have been effective. ...

The House is expected to proceed with its changes in early December. The Nuclear Energy Forum was held in Washington, DC on November 11-14 to discuss the status of the nuclear industry in the USA. The Forum, held in conjunction with the American Nuclear Society's annual meeting, assembled a large number of CEO's from US, European, and Far Eastern utilities and vendors. On this occasion, Ademe asked Energie-Cites - an association of European cities with a long practical experience in 'good practice' exchanges - to prepare a publication describing the experience of about ten French cities or local energy agencies in energy management issues. Spent fuel management has always been one of the most important stages in the nuclear fuel cycle and it is still one of the most vital problems common to all countries with nuclear reactors. It begins with the discharge of spent fuel from a power or a research reactor and ends with its ultimate disposition, either by direct disposal or by reprocessing of the spent fuel. Two options exist at present - an open, once-through cycle with direct disposal of the spent fuel and a closed cycle with reprocessing of the spent fuel and recycling of plutonium and uranium in new mixed oxide fuels. The selection of a spent fuel strategy is a complex procedure in which many factors have to be weighed, including political, economic and safeguards issues as well as protection of the environment. The emphasis of the IPIRG-2 program was the development of data to verify fracture analyses for cracked pipes and fittings subjected to dynamic/cyclic load histories typical of seismic events.
