Report on the Swedish National Energy Administration's program for energy efficiency 1998-2001; Redovisning av Energimyndighetens insatser foer energieffektivisering aaren 1998-2001

Support for raising energy efficiency is reported for the following five areas during 1998-2001: 1. Fuel-based energy systems with the sub-areas: Sustainable production of biofuels, including ash recycling; Cogeneration; and Large scale heat production. 2. Transport with two sub-areas: Internal combustion engines; and Electric drive-lines. 3. Power production/Power technology with the sub-areas: Hydropower; Wind power; Power transmission and distribution; and Photovoltaic solar cells. 4. Industry with the sub-areas: Processes; and Support systems in industry. 5. Buildings with the sub-areas: Heating, cooling and climatic shields; and Components and support systems. In total, 1,800 M SEK (about 180 M USD) was contributed by the Energy Administration during this period. An overview of the projects is presented in this report.

Hybrid vehicles - an alternative for the Swedish market; Hybridfordon - ett alternativ foer den svenska bilparken

The object of this report is to assemble information on and describe the situation for the development of hybrid vehicles and various alternatives within this field of development. In the report the description is concentrated mainly on the combination of combustion engine and electric battery, which is the most common combination in present day hybrid vehicles. In order to take a glimpse into the future even the combination of fuel cells and electric battery is described. The light duty electric hybrid vehicles which have been developed up to now are mainly parallel hybrids. If the development of hybrid systems takes place it will most certainly concern light duty vehicles which will come to be parallel hybrids equipped with an Otto or a diesel engine, depending on what the manufacturers wish to back. Attacks by herbivorous insects reduce biomass production in willow plantations. The long-term goal of our research is to develop sustainable plant protection against these insect pests. Two lines of research are pursued. The first concentrates on identifying factors involved in the regulation of leaf-eating beetles. These insects vary in density among plantations, sometimes reaching outbreak levels resulting in complete defoliation. Mortality factors of eggs and larvae in plantations with low and high beetle densities have been investigated. The importance of plant resistance has also been investigated. The second line of research considers the mechanisms behind an earlier demonstrated resistance in certain willow clones against a gall midge. By using molecular techniques we have searched for markers of resistance. Chemical-looping combustion (CLC), has previously been studied as a method for separating CO{sub 2} during combustion of gaseous fuels. In this project the possibility to apply this process for direct use of solid fuels has been investigated. The following has been accomplished: A 10 kW reactor system for CLC with solid fuels has been designed and built. Tests with solid fuel and metal oxid particles in a laboratory reactor show that it is possible to oxidize solid fuels with metal oxide particles in cyclic testing, thus giving proof of basic concept. They also show how the reaction rate is affected by temperature, steam concentration etc., and, most important of all, that the rates of reaction are realistic. Tests with metal oxide materials available at low costs have been successful. Chemical-looping combustion with solid fuels has a potential to achieve very low costs for separation of CO{sub 2}, below 10 Euro/ton CO{sub 2}. The aim was to gain experience on how to produce Alkali Metal Thermo-Electric-Converter (AMTEC) cells, for the demonstration of their principles and potentials, as a basis for future commercialization. These cells should be able to present an efficient and direct conversion of thermal energy to electric energy. The system is based on an electro-chemical concentration cell built around a {beta}`` aluminium oxide membrane that separates the two chambers. This material is a good conductor of sodium and a bad conductor of electrons, and it is this property which is taken advantage of. In the two chambers of the cell is found saturated sodium vapour at two temperatures. The motive power is the expansion over the membrane where the sodium ions are transported through it whilst the electrons are forced through the outer cycle. The purpose of the project is to further develop a Danish natural gas reformer system including optimisation of subsystems and the overall system consisting of a natural gas reformer and fuel cell CHP generator. This will contribute to the evaluation of to what extend Denmark shall develop small reformer units for PEM fuel Cells. In the project a reformer system with a high degree of automatic control has been build that fulfils the CHP requirements to operation time, dynamics etc. This work, with a FP05 reformer unit, has given valuable results concerning the possibilities and limitations of the reformer technology for CHP usage. It is important that the reformer and fuel cell units are designed with matching yields to optimise efficiency, turn-down start-up time etc. The burner that delivers heat for the steam reaction shall be able to use natural gas as fuel. During a number of years research and development projects have been made to present methods of monitoring the grate in a grate fired boiler. The monitoring is interesting in order to be able to increase efficiency, increase burn-out of ash, improve the status of emissions, improve transportation of ash and fuel through the furnace, reduce costs for operation and maintenance, handle greater loads etc. Improvement of the combustion has been concentrated to the development of the gas phase combustion. In the past few years the computer development has progressed rapidly and the use of optical monitoring methods have been made possible for monitoring grates. The aim with this project sponsored by Energimyndigheten is to develop a method for calculations of grate boilers fueled by bark. This report describes this project, 'Evaluation Method for Grate Combustion' (EMGC). CFD codes is an engineering tool applicable in the area of the over-grate section called the furnace. This part of the boiler is easy to model for an experienced CFD code user and the results are usually quite satisfactory for evaluating the combustion process in general. Various gas phases reactions and related combustion processes over the burning bed can be simulated including air staging, fuel staging and SNCR. However the simulation needs information of amount and properties of the burning bed products, entering the furnace. The simulation of the in-furnace processes without this information is often just a numerical speculation. A predictive mathematical model based on physical and chemical data for the grate and fuel bed would solve this problem. ...

ExternE is a pan{sub E}uropean project aimed at identifying and quantifying external effects from different energy production technologies around Europe. The Swedish implementation carried out case studies on a biomass plant, a coal plant and a hydro power plant. The conventional approach within the ExternE project is to estimate impacts for each priority pathway associated with the fuel cycle, and then economic methods to obtain estimates for the economic damage of each particular impact pathway. However, in the case of hydro power, it is generally not possible to estimate the most important impacts quantitatively. Therefore, a contingent valuation (CV) study was initiated. In a typical CV-study, a selection of individuals are asked to state their willingness to pay for a certain environmental improvement or to avoid an environmental damage.
