This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. The laboratory has invested a significant amount of resources towards the development of high-performance scientific simulation software, including numerical libraries, visualization, steering, software frameworks, and physics packages. Unfortunately, because this software was not designed for interoperability and re-use, it is often difficult to share these sophisticated software packages among applications due to differences in implementation language, programming style, or calling interfaces. This LDRD Strategic Initiative investigated and developed software component technology for high-performance parallel scientific computing to address problems of complexity, re-use, and interoperability for laboratory software. Component technology is an extension of scripting and object-oriented software development techniques that specifically focuses on the needs of software interoperability. Component approaches based on CORBA, COM, and Java technologies are widely used in industry; however, they do not support massively parallel applications in science and engineering. Our research focused on the unique requirements of scientific computing on ASCI-class machines, such as fast in-process connections among components, language interoperability for scientific languages, and data distribution support for massively parallel SPMD components.

An initiative to interrupt the transmission of Chagas disease in Central America was launched at a meeting held October 22-24, 1997, in Tegucigalpa, Honduras. Sponsored by the UNDP/World Bank/WHO Special Program for Research and Training in Tropical Diseases (TDR), the meeting was attended by government delegates from Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama. The initiative was launched within the framework of Resolution 13 of the Meeting of Ministers of Health of the Central American Countries, held in Belize in September 1997. Detailed plans of activities were prepared for each country for the period 1998-2001, for approval by the various ministries of health, while operational, epidemiological, and entomological research priorities were also agreed upon. Research projects to help improve disease control will be sponsored by TDR. The first meeting of the Technical Intergovernment Commission established to meet annually to assess progress in control activities will occur in October 1998 in Guatemala. NASA's Kennedy Space Center (KSC) is developing as a world-class Spaceport Technology Center (STC). From a process engineering (PE) perspective, the facilities used for flight hardware processing at KSC are NASA's premier factories. The products of these factories are safe, successful shuttle and expendable vehicle launches carrying state-of-the-art payloads. PE is devoted to process design, process management, and process improvement, rather than product design. PE also emphasizes the relationships of workers with systems and processes. Thus, it is difficult to speak of having a laboratory for PE at K.S.C. because the entire facility is practically a laboratory when observed from a macro level perspective. However, it becomes necessary, at times, to show and display how K.S.C. has benefited from PE and how K.S.C. has contributed to the development of PE; hence, it has been proposed that a Process Engineering Technology Center (PETC) be developed to offer a place with a centralized focus on PE projects, and a place where K.S.C.'s PE capabilities can be showcased, and a venue where new Process Engineering technologies can be investigated and tested. Graphics for showcasing PE capabilities have been designed, and two initial test beds for PE technology research have been identified. Specifically, one test bed will look into the use of wearable computers with head mounted displays to deliver work instructions; the other test bed will look into developing simulation models that can be assembled into one to create a hierarchical model.

Since 1958, NASA has been charged with actively assisting in the transfer of technologies derived from the United States space program into the industrial sector of the U.S. economy. This has historically been accomplished through technology transfer offices working independently at each NASA field center. NASA recently restructured the program to provide regional coordination, maximize efficiencies, eliminate redundancies, and capitalize on each center's fundamental technology strengths. The nation is divided into six NASA technology transfer geographical regions with each region containing one or more NASA field centers and a regional technology transfer center. The southeast region includes the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. The NASA field centers in this region are: the Marshall Space Flight Center in Huntsville, Alabama; the Kennedy Space Center in Florida; and the Stennis Space Center in Bay St. Louis, Mississippi. The centers have teamed to focus primarily on regional industries and businesses, to provide a wide range of resources for U.S. industries, including access to unique government facilities, regional workshops, and technical problem solving. Hundreds of American businesses have benefited from this new regional initiative, as evidenced by reports of over 10,500 added or saved jobs and over 988 million worth of economic impacts as a result of their technology transfer activities.

The Human Space Technology Initiative was launched in 2010 within the framework of the United Nations Programme on Space Applications implemented by the Office for Outer Space Affairs of the United Nations. It aims to involve more countries in activities related to human spaceflight and space exploration and to increase the benefits from the outcome of such activities through international cooperation, to make space exploration a truly international effort. The role of the Initiative in these efforts is to provide a platform to exchange information, foster collaboration between partners from spacefaring and non-spacefaring countries, and encourage emerging and developing countries to take part in space research and benefit from space applications. A NASA engineer with the Commercial Remote Sensing Program (CRSP) at Stennis Space Center works with students from W.P. Daniels High School in New Albany, Miss., through NASA's Small Spacecraft Technology Initiative Program. CRSP is teaching students to use remote sensing to locate a potential site for a water reservoir to offset a predicted water shortage in the community's future.
Space exploration has demonstrated that it stimulates the national economy by creating new and improved products, increased employment, and provides a stimulus to education. The exploration of the Moon and Mars under the Space Exploration Initiative has the potential of accelerating this stimulates to the economy. It is difficult to identify all of the concrete ways this will be accomplished. However, many areas can be identified. The space exploration building blocks of power, propulsion, spacecraft, robotics, rovers, mining and manufacturing, communications, navigation, habitats, life support and infrastructures are reviewed to identify possible technology areas. For example, better means for working in hazardous areas and handling hazardous waste are potential outcomes of this initiative. Methods to produce higher quality goods and improve America's competitiveness in manufacturing will undoubtedly evolve from the need to produce products that must last many years in the harsh environments of space and planetary surfaces. The Materials Genome Initiative (MGI), based in the White House, aims at radical acceleration of the development process for advanced materials. California public utilities such as Pacific Gas & Electric operate under a structure of financial returns and political program mandates that make them arms of public policy as much as independent businesses.

The United Nations Office for Outer Space Affairs (OOSA) launched the Human Space Technology Initiative (HSTI) in 2010 within the United Nations Programme on Space Applications, based on relevant recommendations of the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III). The activities of HSTI are characterized by the following "Three Pillars": International Cooperation, Outreach, and Capacity-building. For International Cooperation, OOSA and the Japan Aerospace Exploration Agency (JAXA) jointly launched a new programme entitled "KiboCUBE". KiboCUBE aims to provide educational or research institutions located in developing countries with opportunities to deploy cube satellites of their own design and manufacture from Japanese Experiment Module "Kibo" on-board the International Space Station (ISS). The Announcement of Opportunity was released on 8 September 2015 and the selected institution is to be announced by 1 August 2016. OOSA is also collaborating with WHO and with the COPUOS Expert Group on Space and Global Health to promote space technologies and ground- and space-based research activities that can contribute to improving global health. For Outreach, OOSA and the government of Costa Rica are jointly organising the United Nations/Costa Rica Workshop on Human Space Technology from 7 to 11 March 2016. Participants will exchange information on achievements in human space programmes and discuss how to promote international cooperation by further facilitating the participation of developing countries in human space exploration-related activities. Earlier this year, the Energy Facility Contractors Group (EFCOG) was asked to assist in developing options related to acceleration deployment of new security-related technologies to assist meeting design base threat (DBT) needs while also addressing the requirements of 10 CFR 830. NNSA NA-70, one of the working group participants, designated this effort the Safety and Security Interface Technology Initiative (SSIT). Relationship to Workshop Theme. ''Supporting Excellence in Operations Through Safety Analysis'', (workshop theme) includes security and safety personnel working together to ensure effective and efficient operations. One of the specific workshop elements listed in the call for papers is ''Safeguards/Security Integration with Safety''. This paper speaks directly to this theme. Description of Work. The EFCOG Safety Analysis Working Group (SAWG) and the EFCOG Security Working Group formed a core team to develop an integrated process involving both safety basis and security needs allowing achievement of the DBT objectives while ensuring safety is appropriately considered. This effort garnered significant interest, starting with a two day breakout session of 30 experts at the 2006 Safety Basis Workshop. A core team was formed, and a series of meetings were held to develop that process, including safety and security professionals, both contractor and federal personnel. A pilot exercise held at Idaho National Laboratory (INL) in mid-July 2006 was conducted as a feasibility of concept review. Work Results. The SSIT efforts resulted in a topical report transmitted from EFCOG to DOE/NNSA in August 2006. For this project, the intended goal of the microgrid component was to investigate issues in policy and technology that would drive higher penetration of renewable energy, and to demonstrate implementation in a utility system. The work accomplished on modeling the dynamics of photovoltaic (PV) penetration can be expanded for practical application. Using such a tool those involved in public policy can examine what the effect of a particular policy initiative, e.g., renewable portfolio standards (RPS) requirements, might be in terms of the desired targets. The work in the area of microgrid design, protection, and operation is fundamental to the development of microgrids. In particular the “Energy Delivery” paradigm provides new opportunities and business models for utilities. Ultimately, Energy Delivery could accrue significant benefits in terms of costs and resiliency. The experimental microgrid will support continued research and allow the demonstration of technology for better integration of renewables. The algal biofuels component of the project was developed to enhance the test facility and to investigate the technical and economic feasibility of a commercial-scale geothermal algal biofuels operation for replication elsewhere in the arid Southwest. The project was housed at New Mexico State University’s (NMSU’s) Geothermal Aquaculture Facility (GAF) and a design for the inoculation train and algae grow-out process was developed. The facility was upgraded with modifications to existing electrical, plumbing and structural components on the GAF and surrounding grounds. This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

Purpose: The American Association of Physicists in Medicine (AAPM) initiated an Assessment of Technology Subcommittee (ATS) to help the radiotherapy community evaluate emerging technologies. The ATS decided to first address multileaf collimation (MLC) by means of a North American users survey. The survey attempted to address issues such as MLC utility, efficacy, cost-effectiveness, and customer satisfaction. Methods and Materials: The survey was designed with 38 questions, with cross-tabulation set up to decipher a particular clinic's perception of MLC. The surveys were coded according to MLC types, which were narrowed to four: Elekta, Siemens, Varian 52-leaf, and Varian 80-leaf. A 40% return rate was desired. Results: A 44% (108 of 250) return was achieved. On an MLC machine, 76.5% of photon patients are being treated with MLC. The main reasons for not using MLC were stair stepping, field size limitation, and physician objection. The most common sites in which MLC is being used are lung, pelvis, and prostate. The least used sites are head and neck and mantle fields. Of the facilities, 31% claimed an increase in number of patients being treated since MLC was installed, and 44% claimed an increase in the number of fields. Though the staffing for block cutting has decreased, therapist staffing has not. However, 91% of the facilities claimed a decreased workload for the therapists, despite the increase in daily treated patients and fields. Of the facilities that justified MLC purchase for more daily patients, 63% are actually treating more patients. Only 26% of the facilities that justified an MLC purchase for intensity-modulated radiotherapy (IMRT) are currently using it for that purpose. The satisfaction rating (1 = low to 5 = high) for department groups averaged 4.0. Therapists ranked MLC as 4.6. The increasing prevalence of obesity and diabetes in the Mohawk Community of Akwesasne led to the formation of an advisory group who's mission was to increase community awareness and strengthen the infrastructure necessary to create a community coalition to promote healthy lifestyles. The methodology used to reach these goals included: obtaining an understanding of the community's knowledge, attitudes and behaviors about diabetes, diet and exercise using semi-structured interviews and focus groups; analyzing data from a case control study of diabetes and it complications using a medical record review; exploring methods for evaluating energy expenditure in children; and identifying influential community members and organizations. In the last 50 years people had become less physically active and high fat, high caloric foods were more available. Community members were concerned about health and the well-being of their children, had knowledge about healthy lifestyles but lacked confidence and social support for bringing about desired changes. A strong association was documented between diabetes, smoking cigarettes, high blood cholesterol and vascular disease in this community. Approximately 100 persons participated, several hundred received the results in presentations to 17 community organizations, two public fora, letters to participants and articles in local newspapers. Fifty persons and 29 businesses or organizations regarded as strong advocates of healthy lifestyles were identified. From these a community coalition was formed and has initiated programs to reduce dietary fat and increase physical activity in young children. PMID:9526690

This book is an institutional history of the NASA Lewis Research Center, located in Cleveland, Ohio, from 1940, when Congress authorized funding for a third laboratory for the National Advisory Committee for Aeronautics, through the 1980s. The history of the laboratory is discussed in relation to the development of American propulsion technology, with particular focus on the transition in the 1940s from the use of piston engines in airplanes to jet propulsion and that from air-breathing engines to rocket technology when the National Aeronautics and Space Administration was established in 1958. The personalities and research philosophies of the people who shaped the history of the laboratory are discussed, as is the relationship of Lewis Research Center to the Case Institute of Technology.
Ensuring energy security and addressing climate change cost-effectively are key global challenges. Tackling these issues will require efforts from stakeholders worldwide. To find solutions, the public and private sectors must work together, sharing burdens and resources, while at the same time multiplying results and outcomes. Through its broad range of multilateral technology initiatives (Implementing Agreements), the IEA enables member and non-member countries, businesses, industries, international organisations and non-governmental organisations to share research on breakthrough technologies, to fill existing research gaps, to build pilot plants and to carry out deployment or demonstration programmes across the energy sector. This publication highlights the most significant recent achievements of the IEA Implementing Agreements. At the core of the IEA energy technology network, these initiatives are a fundamental building block for facilitating the entry of new and improved energy technologies into the marketplace.

This study examined whether perceived social benefits moderated the relationship between social influence variables (school attachment, peer inhalant use, perceived family caring, and parental monitoring) and stage of inhalant initiation (Study 1) and lifetime inhalant use (Study 2). Participants were 7th to 12th grade students attending schools on or near American Indian reservations, with comparisons made between American Indian and White students. A total of 3,498 American Indian and 1,596 White students were surveyed. Differences in mean levels of social influence variables were found across ethnicity and stage of inhalant initiation and lifetime inhalant use. Structural equation models were evaluated to examine variable relationships for the 2 studies. For Study 1, social influence variables did not clearly differentiate early versus later inhalant initiators, and perceived social benefits failed to serve as a moderator. More differences were observed between users and nonusers across measures of social influence (Study 2). Perceived social benefits generally did not moderate the relationships, with 2 exceptions. Low perceived social benefits provided greater protection against the influence of peers on lifetime inhalant use among White students, whereas high perceived social benefits increased risk of peer influence among American Indian students. The US Department of Energy (DOE) recently consolidated its environmental restoration and waste management activities. Within that new organization, DOE has committed to support Research, Development, Demonstration, Testing and, Evaluation (RDDT ampersand E) activities with the following objectives: rapidly advance beyond currently available technologies; provide solutions to key technical issues that will improve effectiveness, efficiency, and safety; and enhance DOE's ability to meet its 30-year compliance and cleanup goals. Four general categories have been identified where R ampersand D (and DT ampersand E) efforts need to be focused. These include: waste minimization technologies, site characterization and assessment methods, waste treatment technologies, and remediation technologies with emphasis on in-situ methods. The DOE has already supported a number of R ampersand D activities in these areas and plans to continue that support in the future. For technology development, the DOE is committed to forming cooperative partnerships and eliciting broad participation from qualified organizations who can contribute to RDDT ampersand E activities. The new technologies resulting from these R ampersand D initiatives will enhance DOE's ability to meet its 30-year cleanup goal, reduce environmental risk, and provide significant cost savings over existing technologies. New technologies will be critical in addressing current global energy challenges such as energy security. More must be done, however, to push forward the development and deployment of the technologies we need today and will need in the future. Government leaders have repeatedly underlined the crucial role of industry and businesses in advancing energy technologies and the importance of strong collaboration among all stakeholders to accelerate technology advances. To attain these goals, increased co-operation between industries, businesses and government energy technology research is indispensable. The public and private sectors must work together, share burdens and resources, while at the same time multiplying results and outcomes. The 42 multilateral technology initiatives (Implementing Agreements) supported by the IEA are a flexible and effective framework for IEA member and non-member countries, businesses, industries, international organisations and non-government organisations to research breakthrough technologies, to fill existing research gaps, to build pilot plants, to carry out deployment or demonstration programmes -- in short to encourage technology-related activities that support energy security, economic growth and environmental protection. Full Text Available Abstract Background Individual and sociocultural factors may pose significant barriers for drug abusers seeking treatment, particularly for African-American crack cocaine abusers. However, there is evidence that pretreatment interventions may reduce treatment initiation barriers. This study examined the effects of a pretreatment intervention designed to enhance treatment motivation, decrease crack use, and prepare crack abusers for treatment entry. Methods Using street outreach, 443 African-American crack users were recruited in North Carolina and randomly assigned to either the pretreatment intervention or control group. Results At 3-month follow-up, both groups significantly reduced their crack use but the intervention group participants were more likely to have initiated treatment. Conclusion The intervention helped motivate change but structural barriers to treatment remained keeping actual admissions low. Policy makers may be interested in these pretreatment sites as an alternative to treatment for short term outcomes.

Full Text Available The QT interval (QT is heritable and its prolongation is a risk factor for ventricular tachyarrhythmias and sudden death. Most genetic studies of QT have examined European ancestral populations; however, the increased genetic diversity in African Americans provides opportunities to narrow association signals and identify population-specific variants. We therefore evaluated 6,670 SNPs spanning eleven previously identified QT loci in 8,644 African American participants from two Population Architecture using Genomics and Epidemiology (PAGE studies: the Atherosclerosis Risk in Communities study and Women's Health Initiative Clinical Trial. Of the fifteen known independent QT variants at the eleven previously identified loci, six were significantly associated with QT in African American populations (P≤1.20×10(-4: ATP1B1, PLN1, KCNQ1, NDRG4, and two NOS1AP independent signals. We also identified three population-specific signals significantly associated with QT in African Americans (P≤1.37×10(-5: one at NOS1AP and two at ATP1B1. Linkage disequilibrium (LD patterns in African Americans assisted in narrowing the region likely to contain the functional variants for several loci. For example, African American LD patterns showed that 0 SNPs were in LD with NOS1AP signal rs12143842, compared with European LD patterns that indicated 87 SNPs, which spanned 114.2 Kb, were in LD with rs12143842. Finally, bioinformatic-based characterization of the nine African American signals pointed to functional candidates located exclusively within non-coding regions, including predicted binding sites for transcription factors such as TBX5, which has been implicated in cardiac structure and conductance. In this detailed evaluation of QT loci, we identified several African Americans SNPs that better define the association with QT and successfully narrowed intervals surrounding established loci. Full text: World demand for energy is growing at a rate of 2.3% per year and will increase by 43% by 2025. Nuclear energy can address this demand if it is deployed in the near-term. Currently, the United States is the world's largest supplier of commercial nuclear power with 103 commercial nuclear plants producing electricity in the United States. The U.S. National Energy Policy (NEP) released in May 2001 supports further development of nuclear energy by developing advanced nuclear fuel cycles and next generation technologies and advanced reprocessing and fuel treatment technologies. At the U.S. Department of Energy, Office of Nuclear Energy, several programs have been initiated to implement the recommendations of the NEP. The U.S. led Generation IV International Forum (GIF) is an eleven-member group interested in jointly defining the future of nuclear energy research and development. A Generation IV Technology Roadmap was prepared by the GIF member countries that identified the six most promising reactor system and fuel cycle concepts and the R and D necessary to advance these concepts for potential commercialization by 2030. These concepts included a gas-cooled fast reactor, lead alloy liquid metal-cooled reactor, molten salt reactor, sodium liquid metal-cooled reactor, supercritical water-cooled reactor and very high temperature gas reactor. The concepts offer advantages in the areas of economics, safety and reliability, sustainability, and nuclear nonproliferation. Furthermore, the Advanced Fuel Cycle Initiative was initiated to reduce the volume of spent nuclear fuel and thereby reduce the cost of geologic disposal, reclaim spent fuel's valuable energy and reduce inventories of civilian U.S. plutonium, and reduce radiotoxicity of spent fuel. The overall objective of the trade study is to define the architectural mix of missions, spacecraft/platforms, and sensors to meet the science requirements of the Mission to Planet Earth/Global Change Technology Initiative (MPE/GCTI) beyond the early Earth Observing System (Eos) and Geosynchronous Earth Orbit (GEO) spacecraft missions. Within the overall objective, the study includes the following specific objectives: (1) Substantiate the selected mix of Low Earth Orbit (LEO), GEO, or intermediate orbit spacecraft/platforms; (2) Define the required number and size of spacecraft related to objective (1); (3) Define a generic sensor complement for the spacecraft/platforms; (4) Evaluate current spacecraft capabilities to meet the mission requirements and develop conceptual designs of spacecraft/platforms as required. The primary science activity is called 'Zero-gravity Instrument Distribution Project', in which one-axis clinostats will be distributed worldwide. The distribution project will provide unique opportunities for students and researchers to observe the growth of indigenous plants in their countries in a simulated microgravity condition and is expected to create a huge dataset of plant species with their responses to gravity.

Introduction: Standards have a significant role in showing the minimum level of optimal optimum and the expected performance. Since the perfusion technology staffs play an the leading role in providing the quality services to the patients undergoing open heart surgery with cardiopulmonary bypass machine, this study aimed to assess the standards on how Iranian perfusion technology staffs evaluate and manage the patients during the cardiopulmonary bypass process and compare their practice with the recommended standards by American Society of Extracorporeal Technology. Methods: In this descriptive study, data was collected from 48 Iranian public hospitals and educational health centers through a researcher-created questionnaire. The data collection questionnaire assessed the standards which are recommended by American Society of Extracorporeal Technology. Results: Findings showed that appropriate measurements were carried out by the perfusion technology staffs to prevent the hemodilution and avoid the blood transfusion and unnecessary blood products, determine the initial dose of heparin based on one of the proposed methods, monitor the anticoagulants based on ACT measurement, and determine the additional doses of heparin during the cardiopulmonary bypass based on ACT or protamine titration. It was done only in 4.2% of hospitals and health centers. Conclusion: Current practices of cardiopulmonary perfusion technology in Iran are inappropriate based on the standards of American Society of Cardiovascular Perfusion. This represents the necessity of authorities’ attention to the validation programs and development of the caring standards on one hand and continuous assessment of using these standards on the other hand. One of HTI's retrieval goals is to ''Successfully demonstrate technology(s) that provide expanded capabilities beyond past practice sluicing and are extensible to retrieve waste from other SSTS.'' Specifically, HTI is to address ''Alternative technologies to past practice sluicing'' ... that can ... During fiscal year 1997, the project contracted with seven commercial vendor teams to demonstrate retrieval technologies using waste simulants. The goal of this testing was to address issues to minimize the risk, uncertainties, and ultimately the overall cost of removing waste from the SSTS. Retrieval technologies can be separated into three tracks based on how the tools would be deployed in the tank: globally (e.g., sluicing) or using vehicles or robotic manipulators. Full Text Available Information Technology (IT governance has risen in importance in recent years, driven by various trends in IT development. With rapid growth in the country and the globalization of the IT sector, there is growing interest in IT governance in Malaysia. This study aims to explore whether IT practitioners with different job functions, education levels, education areas of specialization, certifications and experience levels have different perceptions of IT governance effectiveness in their organization. The results reveal differences in perceived IT governance effectiveness between different job function groups, but not between groups with different education levels, certification or experience levels. The findings for education area of specialization are not conclusive. The findings of this study will help IT managers to identify areas of focus to maximize effectiveness of IT governance initiatives through their IT staff. The implications of the findings are discussed at the end of the paper.
The SunShot Initiative's mission is to develop solar energy technologies through a collaborative national push to make solar Photovoltaic (PV) and Concentrated Solar Power (CSP) energy technologies cost-competitive with fossil fuel based energy by reducing the cost of solar energy systems by ˜ 75 percent before 2020. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour (1/Watt) without subsidies will result in rapid, large-scale adoption of solar electricity across the United States and the world. Achieving this goal will require significant reductions and technological innovations in all PV system components, namely modules, power electronics, and balance of systems (BOS), which includes all other components and costs required for a fully installed system including permitting and inspection costs. This investment will re-establish American technological and market leadership, improve the nation's energy security, strengthen U.S. economic competitiveness and catalyze domestic economic growth in the global clean energy race. The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security's Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with four of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats. Battelle invested $8.5M of internal research and development funds during fiscal years 2007 through 2009. The primary results of this effort are described in this document and can be summarized as follows: (1) Completed a gap analysis that identified threat signatures and observables, candidate technologies for detection, their current state of development, and provided recommendations for improvements to meet air cargo screening requirements. Full Text Available Abstract Background Although obesity rates are high among Latino children, relatively few studies of parental feeding practices have examined Latino families as a separate group. Culturally-based approaches to measurement development can begin to identify parental feeding practices in specific cultural groups. This study used qualitative and quantitative methods to develop and test the Parental Feeding Practices (PFP Questionnaire for use with Mexican American parents. Items reflected both parent’s use of control over child eating and child-centered feeding practices. Methods In the qualitative phase of the research, 35 Latino parents participated in focus groups. Items for the PFP were developed from focus group discussions, as well as adapted from existing parent feeding practice measures. Cognitive interviews were conducted with 37 adults to evaluate items. In the quantitative phase, mothers and fathers of 174 Mexican American children ages 8–10 completed the PFP and provided demographic information. Anthropometric measures were obtained on family members. Results Confirmatory factor analyses identified four parental feeding practice dimensions: positive involvement in child eating, pressure to eat, use of food to control behavior, and restriction of amount of food. Factorial invariance modeling suggested equivalent factor meaning and item response scaling across mothers and fathers. Mothers and fathers differed somewhat in their use of feeding practices. All four feeding practices were related to child body mass index (BMI percentiles, for one or both parents. Mothers reporting more positive involvement had children with lower BMI percentiles. Parents using more pressure to eat had children with lower BMI percentiles, while parents using more restriction had children with higher BMI percentiles. At treatment entry, the women were largely homeless, unemployed, practicing unsafe sex, and involved in violence. Results indicated marked reductions in homelessness, use of cocaine and illegal drugs, involvement in physical violence, and an increase in knowledge of HIV from baseline to 6-month followup for both conditions. Findings suggest that the Women's CoOp intervention could be successfully adapted to treat this hard-to-reach population. Future studies should examine the efficacy of the pregnancy-adapted Women's CoOp for women not enrolled in drug-abuse treatment.
Millions of gallons of radiaoctive waste are contained in underground storage tanks at Hanford (SE Washington). Techniques for retrieving much of this waste from the storage tanks have been developed. Current baseline approach is to use sluice jets for single-shell tanks and mixer pumps for double-shell tanks. The Acquire Commercial Technology for Retrieval (ACTR) effort was initiated to identify potential improvements in or alternatives to the baseline waste retrieval methods. Communications with a variety of vendors are underway to identify improved methods that can be implemented at Hanford with little or no additional development. Commercially available retrieval methods will be evaluated by a combination of testing and system-level cost estimation. Current progress toward developing waste simulants for testing ACTR candidate methods is reported; the simulants are designed to model 4 different types of tank waste. Simulant recipes are given for wet sludge, hardpan/dried sludge,hard saltcake, and soft saltcake. Comparisons of the waste and simulant properties are documented in this report

Mountain regions are uniquely sensitive to changes in climate, vulnerable to climate effects on biotic and physical factors of intense social concern, and serve as critical early-warning systems of climate impacts. Escalating demands on western North American (WNA) mountain ecosystems increasingly stress both natural resources and rural community capacities; changes in mountain systems cascade to issues of national concern. Although WNA has long been a focus for climate- and climate-related environmental research, these efforts remain disciplinary and poorly integrated, hindering interpretation into policy and management. Knowledge is further hampered by lack of standardized climate monitoring stations at high-elevations in WNA. An initiative is emerging as the Consortium for Integrated Climate Research in Western Mountains (CIRMOUNT) whose primary goal is to improve knowledge of high-elevation climate systems and to better integrate physical, ecological, and social sciences relevant to climate change, ecosystem response, and natural-resource policy in WNA. CIRMOUNT seeks to focus research on climate variability and ecosystem response (progress in understanding synoptic scale processes) that improves interpretation of linkages between ecosystem functions and human processing (progress in understanding human-environment integration), which in turn would yield applicable information and understanding on key societal issues such as mountains as water towers, biodiversity, carbon forest sinks, and wildland hazards such as fire and forest dieback (progress in understanding ecosystem services and key thresholds). Plant outage management is a high priority concern for the nuclear industry from cost and safety perspectives. Often, command and control during outages is maintained in the outage control center where many of the underlying technologies supporting outage control are the same as those used in the 1980’s. This research reports on the use of advanced integrating software technologies and hand held mobile devices as a means by which to reduce cycle time, improve accuracy, and enhance transparency among outage team members. This paper reports on the first phase of research supported by the DOE Light Water Reactor Sustainability (LWRS) Program that is performed in close collaboration with industry to examine the introduction of newly available technology allowing for safe and efficient outage performance. It is thought that this research will result in: improved resource management among various plant stakeholder groups, reduced paper work, and enhanced overall situation awareness for the outage control center management team. A description of field data collection methods, including personnel interview data, success factors, end-user evaluation and integration of hand held devices in achieving an integrated design are also evaluated. Finally, the necessity of obtaining operations cooperation support in field studies and technology evaluation is acknowledged.

Full Text Available Background: Severe-early childhood caries (S-ECC is one of the most common infectious diseases in children and is prevalent in lower socio-economic populations. American Indian children suffer from the highest levels of S-ECC in the United States. Members of the mutans streptococci, Streptococcus mutans, in particular, are key etiologic agents in the development of caries. Children typically acquire S. mutans from their mothers and early acquisition is often associated with higher levels of tooth decay. Methods: We have conducted a 5-year birth cohort study with a Northern Plains Tribe to determine the temporality and fidelity of S. mutans transmission from mother to child in addition to the genotypic diversity of S. mutans in this community. Plaque samples were collected from 239 mother/child dyads at regular intervals from birth to 36 months and S. mutans were isolated and genotyped by arbitrarily primed-polymerase chain reaction (AP-PCR. Results: Here we present preliminary findings from a subset of the cohort. The focus for this paper is on initial acquisition events in the children. We identified 17 unique genotypes in 711 S. mutans isolates in our subset of 40 children, 40 mothers and 14 primary caregivers. Twelve of these genotypes were identified in more than one individual. S. mutans colonization occurred by 16 months in 57.5% of the children and early colonization was associated with higher decayed, missing and filled surface (DMFS scores (p=0.0007. Children colonized by S. mutans shared a common genotype with their mothers 47.8% of the time. While multiple genotypes were common in adults, only 10% of children harbored multiple genotypes. Conclusion: These children acquire S. mutans at an earlier age than the originally described ‘window of infectivity’ and often, but not exclusively, from their mothers. Early acquisition is associated with both the caries status of the children and the mothers.

Regenerative life support systems have been identified as one of the critical enabling technologies for future human exploration of space. This discipline encompasses processes and subsystems which regenerate the air, water, solid waste, and food streams typical of human habitation so as to minimize the mass and volume of stored consumables which must accompany the humans on a mission. A number of key technology challenges within this broad discipline are described, ranging from the development of new physical, chemical, and biological processes for regenerating the air, water, solid waste, and food streams to the development of improved techniques for monitoring and controlling microbial and trace constituent contamination. A continuing challenge overarching the development of these new technologies is the need to minimize the mass, volume, and electrical power consumption of the flight hardware. More important for long duration exploration missions, however, is the development of highly reliable, long-lived, self- sufficient systems which absolutely minimize the logistics resupply and operational maintenance requirements of the life support system and which ensure human safety through their robust, reliable operating characteristics.

The purpose of this study was to determine if there is adequate documentation of an historical role of African and African American involvement in science, engineering, and technology. Through the use of history of science and technology research methodology, along with an examination of the sociological and economic impacts of adequately accredited innovations and inventions contributed by Africans and African Americans, the researcher investigated their contributions to the following areas of science and technology: life science, physical sciences and chemistry, engineering, and science education. In regard to the timeframe for this study, the researcher specifically investigated African and African American involvement in science and technology that includes periods prior to black enslavement, scientific racism and colonialism, as well as during and after those periods. This research study reveals that there are adequate historical data regarding African and African American contributions to science, engineering, and technology. The data reveals that for many millennia African peoples have been continually involved in science and world science histories. The data further show that the numbers of African Americans acquiring BS, MS, Ph.D., Doctor of Science and Doctor of Engineering degrees in science and engineering disciplines are increasing. That these increases are not happening at a rate representative of the present or future African American percentages of the population. Consequently, because of future changes in our nation's demographics, increasing the numbers of people from under-represented groups who pursue scientific and engineering professions has become a matter of national security at the highest levels of government. Laser power beaming from the Earth's surface is an innovative and potentially cost-effective option for reliably providing electrical power for applications such as space transportation, Earth-orbiting satellites, and lunar development. The maturation of laser power beaming technology can support low power applications such as upgraded conventional communications satellites in the present decade. Power beaming systems to support extensive lunar base operations that may consume extremely large amounts of power can be implemented early in the 21st century. The synergistic advantages of high-thrust, high specific-impulse electric propulsion may make enhanced, low cost space logistics an area of unique significance for laser power beaming. Economic forces will continue as a driving factor in the selection of major system elements for both commercial applications as well as the avant-garde national space missions envisioned for the 21st century. As a result, the implementation of laser power beaming systems will only take place if they can demonstrate clear economic benefits without sacrificing performance, personnel safety, or the environment. Similarly, the development activities that are a necessary precursor to any operational system will take place only if key industry and government leaders perceive laser power beaming systems as an achievable goal with realistic payoffs in comparison to competing energy options. African American women are underrepresented in science, technology, engineering, and mathematics (STEM) fields throughout the United States. As the need for STEM professionals in the United States increases, it is important to ensure that African American women are among those professionals making valuable contributions to society. The purpose of this phenomenological study was to describe the experiences of African American young women in relation to STEM education. The research question for this study examined how experiences with STEM in K-10 education influenced African American young women's academic choices in their final years in high school. The theory of multicontextuality was used to provide the conceptual framework. The primary data source was interviews. The sample was composed of 11 African American young women in their junior or senior year in high school. Data were analyzed through the process of open coding, categorizing, and identifying emerging themes. Ten themes emerged from the answers to research questions. The themes were (a) high teacher expectations, (b) participation in extra-curricular activities, (c) engagement in group-work, (d) learning from lectures, (e) strong parental involvement, (f) helping others, (g) self-efficacy, (h) gender empowerment, (i) race empowerment, and (j) strategic recruitment practices. This study may lead to positive social change by adding to the understanding of the experiences of African American young women in STEM. By doing so, these findings might motivate other African American young women to pursue advanced STEM classes. These findings may also provide guidance to parents and educators to help increase the number of African American women in STEM.
Most economic activities pollute. Environmental regulations should serve the public good by providing incentives to reduce pollution caused by economic activity. Economic incentives include pollution taxes, subsidies for pollution abatement, and tradeable permits or allowances to pollute. Because of the political unacceptability of taxes and permits, much regulation imposes command and control measures and provides less incentive to minimize pollution. Efficient incentives would encourage pollution abatement up to the point where the cost of abatement equals the social and private benefit from the improvements in the environment. While these costs and benefits are difficult to measure, many analysts contend that the way environmental laws have been formulated and implemented in the US leads to very inefficient pollution control. This inefficiency can contribute to a decline in economic competitiveness in the long run, although economic studies do not support the ``pollution haven`` hypothesis. Better analysis (foresight) of the cost of transboundary pollution, significant in the Great Lakes region and along the US- Mexico border, as well as in rivers that flow between countries, is needed to formulate more effective policies and avoid sorry hindsight. Also, application of communal experience, technologies, and methods applied to shared problems can avoid costly duplication of searches for the optimal pollution abatement measures. 14 refs.

The declining number of geoscience students, especially US citizens, threatens the country's future preparedness in natural hazards mitigation, resource development, national security, and education. Furthermore, the geosciences suffer from poor representation among underrepresented groups, even by comparison to other sciences and engineering. Several organizations have been successful in mentoring and recruiting minorities into science. The Society for the Advancement of Chicanos and Native Americans in Science (SACNAS) focuses on encouraging undergraduate and graduate Hispanic and American Indian students to pursue higher degrees. For over 30 years, SACNAS has provided strong national leadership in improving science and math education, as well as expanding opportunities for minorities in the scientific workforce and academia. SACNAS has added a geological science emphasis to its existing programs to address the need to diversify the field, with funding from the National Science Foundation Opportunities for Enhancing Diversity in the Geosciences (OEDG) program. The goals of this initiative are to: (1) recruit 50 Native American and Chicano/Latino undergraduate and graduate students that are performing research in geoscience disciplines each year for the next five years to attend the annual SACNAS Conference; (2) provide students with early mentoring opportunities designed to assist them with their plans for higher education and employment as researchers and educators in the geosciences; (3) sponsor scientific symposia sessions focusing on advances in the geosciences and opportunities available in related fields; (4) Serve as an information resource through the SACNAS web site and monthly e-nouncements for geoscience research opportunities, and disseminate results of initiative; (5) Offer a workshop for K-12 teachers focusing on geosciences and provide mentoring support throughout the year. The Association of Universities for Research in Astronomy envisioned a similar observatory, the High Definition Space Telescope. And a multi-institution group also studied the Advanced Technology Large Aperture Space Telescope. In all three cases, a broad science case is outlined, combining general astrophysics with the search for bio-signatures via direct-imaging and spectroscopic characterization of habitable exo-planets. We present an initial technology assessment that enables such an observatory that is currently being studied for the 2020 Decadal Survey by the Large UV-Optical Infrared (LUVOIR) surveyor Science and Technology Definition Team. We present here the technology prioritization for the 2016 technology cycle and define the required technology capabilities and current state-of-the-art performance. Current, planned, and recommended technology development efforts are also reported.

The Society for the Advancement of Chicanos and Native Americans in Science (SACNAS) focuses on encouraging undergraduate and graduate minority students to pursue higher degrees. For over 29 years, SACNAS has provided strong national leadership in improving science and math education, as well as expanding opportunities for minorities in the scientific workforce and academia. SACNAS' Annual National Conference and Teacher Workshops, summer research opportunities, E-mentoring program, and online internship/job placement resources are tools that help a diverse community of students, professors, administrators, and K-12 educators achieve expertise within their disciplines. The SACNAS Annual National Conference is the centerpiece of our programs. The conferences feature career advancement workshops, scientific symposia, exhibits, student presentations and guest speakers designed to provide the resources Chicano/Latino, Native American, and other postdoctoral, graduate and undergraduate science and engineering students need to pursue a advanced degrees in the sciences. Guest speakers are chosen for their excellence in scientific research and their ability to convey the wonder and importance of science through the presentation of their research results. SACNAS has recently included a geological science emphasis to its existing programs to address the need to diversify the field. This talk will outline our approach, and outline how SACNAS has been able to grow over the past 30 years.
Technology for the analysis of crack initiation and arrest is central to the reactor pressure vessel fracture-margin-assessment process. Regulatory procedures for nuclear plants utilize this technology to assure the retention of adequate fracture-prevention margins throughout the plant operating license period. As nuclear plants age and regulatory procedures dictate that fracture-margin assessments be performed, interest in the fracture-mechanics technology incorporated into those procedures has heightened. This has led to proposals from a number of sources for development and refinement of the underlying crack-initiation and arrest-analysis technology. An important element of the Heavy-Section Steel Technology (HSST) Program is devoted to the investigation and evaluation of these proposals. This paper presents the technological bases and fracture-margin assessment objectives for some of the recently proposed crack-initiation and arrest-technology developments. The Older Americans Act (OAA) congregate meal program (CMP) targets those most at risk for nutritional deficiencies, social isolation, and institutionalization. Social minorities (racial, ethnic, cultural, and sexual minorities) are at high risk for all three. This study explores state-level diversity initiatives to welcome these social minorities in CMPs. A national survey was distributed to each State Unit on Aging, all but three states participated. The majority of states (64.6%) target CMPs to a specific racial, ethnic, or cultural minority; five states target sexual minorities (lesbian, gay, bisexual, and transgender [LGBT]). Negative binomial regression results find state minority population percentage is a significant predictor of the number of diversity initiatives at CMPs. States with LGBT CMPs reported the highest levels of racial/ethnic/cultural diversity initiatives and high levels of statewide LGBT protective policies. Recommendations are suggested that build upon the diversification success of states to further the mission of OAA in reaching high-risk older adults. PMID:25651589

Shale gas resources have been referred to as a game changer for North America and it is expected that shale gas will account for over 30% of the natural gas production in North America by 2020. However, the development of this resource has raised several concerns, notably in terms of water use and contamination; more stringent regulations could be implemented in the coming years. The aim of this paper is to present the effect that more stringent regulations would have on gas development in the Marcellus shale, which accounts for 20% of North American shale gas production. Information on hydraulic fracturing and its environmental impacts is provided herein, along with information on the regulatory initiatives underway in the Marcellus shale region. This paper pointed out that novel regulations relating to shale gas development could significantly reduce the growth in shale gas production.

A critical component of the Federal Government`s effort to stimulate improved industrial energy efficiency is the DOE`s Office of Industrial Technologies (OIT). OIT funds research, development, and demonstration (RD&D) efforts and transfers the resulting technology and knowledge to industry. This document describes OIT`s program, including the new Industries of the Future (IOF) initiative and the strategic activities that are part of the IOF process. It also describes the energy, economic, and environmental characteristics of the materials and process industries that consume nearly 80% of all energy used by manufacturing in the United States. OIT-supported RD&D activities relating to these industries are described, and quantitative estimates of the potential benefits of many OIT-supported technologies for industry are also provided.
Full Text Available Abstract Background The PLATINO project was launched in 2002 in order to study the prevalence of chronic obstructive pulmonary disease (COPD in Latin America. Because smoking is the main risk factor for COPD, detailed data on it were obtained. The aim of this paper was to evaluate the prevalence of smoking and incidence of initiation among middle-aged and older adults (40 years or older. Special emphasis was given to the association between smoking and schooling. Methods PLATINO is a multicenter study comprising five cross-sectional population-based surveys of approximately 1,000 individuals per site in Sao Paulo (Brazil, Santiago (Chile, Mexico City (Mexico, Montevideo (Uruguay and Caracas (Venezuela. The outcome variable was smoking status (never, former or current. Current smokers were those who reported to smoke within the previous 30 days. Former smokers were those who reported to quit smoking more than 30 days before the survey. Using information on year of birth and age of smoking onset and quitting, a retrospective cohort analysis was carried out. Smoking prevalence at each period was defined as the number of subjects who started to smoke during the period plus those who were already smokers at the beginning of the period, divided by the total number of subjects. Incidence of smoking initiation was calculated as the number of subjects who started to smoke during the period divided by the number of non-smokers at its beginning. The independent variables included were sex, age and schooling. Results Non-response rates ranged from 11.1% to 26.8%. The prevalence of smoking ranged from 23.9% (95%CI 21.3; 26.6 in Sao Paulo to 38.5% (95%CI 35.7; 41.2 in Santiago. Males and middle-aged adults were more likely to smoke in all sites. Full Text Available I start with a discussion of the limits of the United Nations’ Reducing Emissions from Deforestation and Forest Degradation and cobenefits (REDD+ program and the need to embed forest carbon within integrated ecosystem services on a landscape scale. By comparing a REDD+ project with two non-REDD+ projects, I show that there are diverse ways of applying the Earth system governance lens to address the continuing deterioration of goods and services provided by ecological systems. I then compare the valuation of ecosystem services and the governance of their provision in the three projects under review: Bolsa Floresta in the state of Amazonas, Brazil; Araçuaí Sustentável in the state of Minas Gerais, Brazil; and the Yasuní–Ishpingo Tambococha Tiputini Initiative in Ecuador. I show how each project has given birth to innovative mixed policies based on citizen mobilization. These dynamic hybrid policies are uniquely fitted to the particular ecological, historical, sociocultural, and political contexts in which they took root, contexts they help to transform. I conclude that result-based payment systems such as those envisaged for REDD+ have the potential to increase the production of additional carbon absorption capacity. However, they are not always appropriate or cost effective, nor do they substitute for command-and-control instruments, or for popular mobilization.
Full Text Available The purpose of this article is to compare three ICT initiatives for education reforms by three countries representing different continents with different cultural backgrounds: the Republic of Korea, the Federal Republic of Germany and the United States of America. Through comparison, some convergences and divergences were found as anticipated. Convergences were found especially in terms of intervention of central government and the spectrum of core policies. Divergences were found especially in implementation approaches and processes of policy decision-making regarding ICT integration into education. Comparing divergences among the three countries reveals common tasks for which they may cooperate on in order to resolve mutual problems. Through the observation of school sites of each country, as well as related literatures, one can see that ICT integration is still far from being satisfactory. Thus, it is implied that, in addition to individual country's efforts such as increasing teacher training, diverse international cooperation focused on common problems must be devised among the three countries.

The present paper describes the development, performance and conclusions derived from three know-how and technology transfer projects to South American countries. The first project comprised a collaborative study by European and South American universities to find sustainable solutions for Chilean and Ecuadorian leather tanneries which had underachieving process performances. The second project consisted of investigations carried out in a Brazilian municipality to enhance its municipal solid waste management system. The final collaborative programme dealt with the initial identification, evaluation and registration of suspected contaminated sites in an industrial region of Chile. The detailed objectives, methods and procedures applied as well as the results and conclusions obtained in each of the three mentioned projects are presented, giving special attention to the organizational aspects and to the practical approach of each programme, concluding with their main advantages and disadvantages for identifying a set of qualitative and quantitative suggestions, and to establish transferable methods for future applications. Germany's leading role in laser technology is not least a consequence of successful national precompetitive joint development projects between industry and science: Funding of laser technology in Germany is strongly performed by the German Federal Ministry of Education and Research (BMBF) and has already been started in the second half of the eighties of last century. Since then several programs matched to the actual technological status and the future requirements of the market have been run: whilst activities have been focused on gas lasers in the beginning, today - in the actual research funding program "optical technologies" - semiconductor lasers and diode pumped lasers are in the center of interest. More than ever before relevance of the development to applications must be integrated into the projects. Consequently, in most projects lasers source development and application of novel brilliant laser sources are combined. This has been successfully performed in the BRIOLAS (Brilliant Diode Lasers) initiative, which has been launched in 2004 and will come to an end in 2010. Based on the knowledge and experience gained in the 13 projects of the BRIOLAS initiative, two new initiatives have been launched in 2008, namely INLAS (Integrated Optical Components for High Power Laser Beam Sources) and MABRILAS (Material Processing with Brilliant Laser Beam Sources).
The initial results of a study carried out to assess some of the technology implications of non-D-T fusion fuel cycles are presented. The primary emphasis in this report is on D-D, catalyzed-D and D-3He fuel cycles. Tokamaks and field-reversed mirrors have been selected as sample confinement concepts. A new technique of employing neutronic computer codes to study the transport of cyclotron radiation for cases of non-uniform density and temperature profiles is described. The technology areas considered include first wall design considerations, shielding requirements, fuel cycle requirements and some safety and environmental considerations. In 2010, the Human Space Technology Initiative (HSTI) was launched by the United Nations Office for Outer Space Affairs (UNOOSA) within the United Nations Programme on Space Applications. The Initiative aims at promoting international cooperation in human spaceflight and space exploration-related activities, creating awareness among countries on the benefits of utilizing human space technology and its applications, and building capacity in microgravity education and research. HSTI has conducted a series of outreach activities and expert meetings bringing together participants from around the world. HSTI will also be implementing science and educational activities in relevant areas to raise the capacities, particularly in developing countries, in pursuit of the development goals of the United Nations, thus contributing to promoting the peaceful uses of outer space.

Spent nuclear fuel from 103 operating U.S. commercial nuclear power reactors is accumulating at a rate of about 2,000 metric tons per year. At this rate, the legislated capacity of the Yucca Mountain geologic repository (63,000 tons of commercial spent fuel) will be exceeded by 2015. Accordingly, the U.S. Department of Energy has instituted a new program, the Advanced Fuel Cycle Initiative, which is intended to provide the technologies necessary for the economical and environmentally sound processing of spent fuel. The goal of this technology development program is to preclude or significantly delay the need for a second geologic repository. Previous research studies indicated that African Americans remain severely underrepresented in the field of science, mathematics, engineering, and technology (SMET), making up only 3% of that workforce, while representing 11.1% of all professional and related workers and 12.6% of the general population. As this country moves towards a more culturally diverse population, then representation of African Americans in SMET-related fields must be addressed in order to ensure our nation's competitiveness in a global market. This research study analyzed characteristics of African American undergraduate SMET majors participating in the Alliance for Minority Participation (AMP) program in six different states located in the Southeast region of the United States. These states consisted of Alabama, Florida, Georgia, Mississippi, North Carolina, and South Carolina. AMP program participants completed a survey questionnaire, which collected information about potential factors that could affect their matriculation in SMET programs of studies at their respective institutions. Follow-up interviews and focus group sessions were also conducted with AMP participants to provide supplemental information to the survey data. The results of student responses were analyzed according to the type of institution the students attended (Historically Black College or University and Majority White Institution) as well as by the statewide Alliance program in which the students were involved. The students responded to survey questions that asked for their reasons for majoring in their field of study, their level of satisfaction with their institution, their impressions of student support programs and persons, their impressions of faculty and advisors, their reasons for thinking of switching majors, and their level of high school preparation. Therapy for polymyalgia rheumatica (PMR) varies widely in clinical practice as international recommendations for PMR treatment are not currently available. In this paper, we report the 2015 European League Against Rheumatism (EULAR)/American College of Rheumatology (ACR) recommendations for the management of PMR. We used the Grading of Recommendations, Assessment, Development and Evaluation (GRADE) methodology as a framework for the project. Accordingly, the direction and strength of the recommendations are based on the quality of evidence, the balance between desirable and undesirable effects, patients' and clinicians' values and preferences, and resource use. Eight overarching principles and nine specific recommendations were developed covering several aspects of PMR, including basic and follow-up investigations of patients under treatment, risk factor assessment, medical access for patients and specialist referral, treatment strategies such as initial glucocorticoid (GC) doses and subsequent tapering regimens, use of intramuscular GCs and disease modifying anti-rheumatic drugs (DMARDs), as well as the roles of non-steroidal anti-rheumatic drugs and non-pharmacological interventions. These recommendations will inform primary, secondary and tertiary care physicians about an international consensus on the management of PMR. Electronic discovery of the clinical trials being performed at a specific research center is a challenging task, which presently requires manual review of the center's locally maintained databases or web pages of protocol listings. Near real-time automated discovery of available trials would increase the efficiency and effectiveness of clinical trial searching, and would facilitate the development of new services for information providers and consumers. Automated discovery efforts to date have been hindered by issues such as disparate database schemas, vocabularies, and insufficient standards for easy intersystem exchange of high-level data, but adequate infrastructure now exists that make possible the development of applications for near real-time automated discovery of trials. This paper describes the current state (design and implementation) of the Web Services Specification for Publication and Discovery of Clinical Trials as developed by the Technology Task Force of the Association of American Cancer Institutes. The Global Change Technology Initiative (GCTI) was established to develop technology which will enable use of satellite systems of Earth observations on a global scale, enable use of the observations to predictively model Earth's changes, and provide scientists, government, business, and industry with quick access to the resulting information. At LaRC, a GCTI Architecture Trade Study was undertaken to develop and evaluate the architectural implications to meet the requirements of the global change studies and the eventual implementation of a global change system. The output of the trade study are recommended technologies for the GCTI. That portion of the study concerned with the information data system is documented. The information data system for an earth global change modeling system can be very extensive and beyond affordability in terms of today's costs. Therefore, an incremental approach to gaining a system is most likely. An options approach to levels of capability versus needed technologies was developed. The primary drivers of the requirements for the information data system evaluation were the needed science products, the science measurements, the spacecraft orbits, the instruments configurations, and the spacecraft configurations and their attendant architectures. The science products requirements were not studied here; however, some consideration of the product needs were included in the evaluation results. The information data system technology items were identified from the viewpoint of the desirable overall information system characteristics.

This book examines the implementation of science, technology and innovation (STI) policy in eight Latin American countries and the different paths these policies have taken. It provides empirical evidence to examine the extent to which STI policies are contributing to the development of the region, as well as to the solution of market failures and the stimulus of the region’s innovation systems. Since the pioneering work of Solow (1957), it has been recognized that innovation is critical for economic growth both in developed and in less-developed countries. Unfortunately Latin America lags behind world trends, and although over the last 20 years the region has established a more stable and certain macroeconomic regime, it is also clear that these changes have not been enough to trigger a process of innovation and productivity to catch-up. Nowadays we can say that science and technology are development driven forces in most countries, with some exceptions especially in the Southern Hemisphere. Even though, we have to take into account their link to and impact on defense and security and not only when it comes to WMD but also in the economy and academy areas, both in developed and developing countries. Within this framework, when we analyze the spread of technology and knowledge, it is important to consider: the media where it takes place (e.g. journals, internet, conferences, commercial agreements); which the actors involved are (e.g. scientists, governmental agencies, commercial firms); and the motive why it occurs (e.g. scientific discoveries; commercial exchange; international agreements). Once known all these elements, which vary both intracountry and intercountry, we may have a deep and broad enough framework to consider which policies to take in order to foster scientific and technologic development without collaborating with state and non state WMD programs. Although we already have a legal framework to fight against WMD proliferation and terrorism, the diverse degree of success of such instruments makes it necessary to continue analyzing and debating ways to strengthen them and/or find new ones. Therefore, in this paper we will analyze how the phenomena of science and technology development and spread impacts on defense and security from a South American perspective, taking into account the particular differences among developed and developing countries. Physics, which is widely touted as the most fundamental of the sciences, underpins the progress in all other branches of science and has a wide range of applications in economic development, including in health, energy research, food security, communication technology and climate change. The African Union (AU) Commission articulates the continental vision of its Member States and its programs are designed to directly contribute to its social and economic development and integration efforts. In the area of science and technology the Department has developed Africa's Science and Technology Consolidated Plan of Action as a strategic policy document through the AU system of conference of ministers responsible for science to guide the continent on common priority programs. The programs in this plan of action that have been transformed into bankable projects under the Book of ``lighthouse projects Phase 1'', adequately respond to Africa's challenges and development needs using science. They can be summarized into three main themes: a pan-African university (PAU) initiative (to combine higher education and scientific research as a network of differentiated PAU in each of the five African regions), African research grants (to strengthen the research capacity of the African institutions and upgrading infrastructures, consolidating their accumulated asset of scientific knowledge), popularization of science and technology and promotion of public participation (to build public understanding and raising awareness on science and technology as a driving agent for social and economic progress for Africa and its integration process) and a science and technology institutional capacity building program). Nepal the "Shangri-La" in the lap of the Himalayas is gearing up for modern times as it starts rebuilding after a decade of senseless violence and destruction. The nation one of the poorest in the global development index is rich in natural resources and biodiversity. Reports of medicinal plants far exceeding those recorded and reported so far are encouraging and at the same time concerns for medicinal plants under threat as a result of overexploitation are emerging from Nepal. The harsh mountain terrains, lack of industrialization and harnessing potentiality of its areas of strength; water; natural resources and tourism make it poor in per capita income which averages ~ 300 US$, with half the population living under >1$ a day. Nepal is beginning to realize that the way ahead is only possible through the path of Science and Technology (ST). Nepal Academy of Science and Technology formerly known as Royal Academy of Science and Technology organized the fifth national conference held every 4 years that took place in the capital Kathmandu during November 10-12, 2008. The ST initiation event saw the participation of ~ 1400 people representing over 150 organizations from the country and experts from abroad. The theme for the fifth national meet was "Science, Technology and Innovation for Prosperous Nepal". Complementary and Alternative Medicine (CAM) was an important theme in the event as the realization for the need of ST research focused in CAM for harnessing the chemo diversity potential was univocally approved. This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.
Increasing electricity demand is accompanied by concerns about the availability and price of fossil fuels and about the environmental impacts of electric power generation. Emerging non-nuclear energy technologies and systems can offer several potential advantages to complement conventional sources of energy to meet future needs. The advantages of the alternative technologies, however, must be balanced against the inherent limitations associated with some of the technologies. The technologies closest to, or having reached, small-scale production status include small wind systems, dry-steam geothermal, and biomass processes. Fuel cells, grid-connected photovoltaics, solar thermal, water-dominated geothermal, advanced coal systems, and energy storage systems require more development before they can contribute effectively. The American Nuclear Society recognizes that many renewable and emerging energy technology systems can contribute to the overall reliability of the electric grid. That contribution is limited, however, by the location-specific nature of many sources and requires major technological development. (author)

Study Objectives: To describe the technology use and sleep quality of Americans, and the unique association between technology use and sleep disturbances. Methods: Interviews were conducted via random digit dialing (N = 750) or the Internet (N = 758). 1,508 Americans (13-64 years old, 50% males) matched to 2009 U.S. Census data provided complete interviews. The sample was further divided into adolescents (13-18 years, N = 171), young adults (19-29 years, N = 293), middle-aged adults (30-45 years, N = 469), and older adults (46-64 years, N = 565) to contrast different generations' technology use. Participants answered a 47-item semi-structured survey, including questions about their sleep habits, and the presence and use of technology in the hour before bed in the past 2 weeks. Results: Nine of 10 Americans reported using a technological device in the hour before bed (e.g., TVs the most popular; 60%). However, those under 30 years of age were more likely to use cell phones (72% of adolescents, 67% of young adults) than those over 30 years (36% of middle-aged, and 16% of older adults). Young adults' sleep patterns were significantly later than other age groups on both weekdays and weekend nights. Unlike passive technological devices (e.g., TV, mp3 music players), the more interactive technological devices (i.e., computers/laptops, cell phones, video game consoles) used in the hour before bed, the more likely difficulties falling asleep (β = 9.4, p < 0.0001) and unrefreshing sleep (β = 6.4, p < 0.04) were reported. Conclusions: Technology use near bedtime is extremely prevalent in the United States. Full Text Available Background. Flow cytometry constitutes an alternative for traditional methods of microorganisms identifi cation and analysis, including methods requiring cultivation step. It enables the detection of pathogens and other microorganisms contaminants without the need to culture microbial cells meaning that the sample (water, waste or food e.g. milk, wine, beer may be analysed directly. This leads to a signifi cant reduction of time required for analysis allowing monitoring of production processes and immediate reaction in case of contamination or any disruption occurs. Apart from the analysis of raw materials or products on different stages of manufacturing process, the fl ow cytometry seems to constitute an ideal tool for the assessment of microbial contamination on the surface of technological lines. Material and methods. In the present work samples comprising smears from 3 different surfaces of technological lines from fruit and vegetable processing company from Greater Poland were analysed directly with fl ow cytometer. The measured parameters were forward and side scatter of laser light signals allowing the estimation of microbial cell contents in each sample. Results. Flow cytometric analysis of the surface of food industry production lines enable the preliminary evaluation of microbial contamination within few minutes from the moment of sample arrival without the need of sample pretreatment. Conclusions. The presented method of fl ow cytometric initial evaluation of microbial state of food industry technological lines demonstrated its potential for developing a robust, routine method for the rapid and laborsaving detection of microbial contamination in food industry.

This annual report has been prepared for the President and Congress describing the activities carried out under the Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988, commonly referred to as the Metals Initiative. The Act has the following purposes: (1) increase energy efficiency and enhance the competitiveness of the American steel, aluminum, and copper industries; and (2) continue research and development efforts begun under the U.S. Department of Energy (DOE) program known as the Steel Initiative. These activities are detailed in a subsequent section. Other sections describe the appropriation history, the distribution of funds through fiscal year 1996, and the estimated funds necessary to continue projects through fiscal year 1997. Preterm birth is the leading cause of infant death for African Americans and is significantly associated with lifelong morbidity. Primary prevention efforts using medical strategies to reduce the rates of preterm birth have been unsuccessful. Using community partnered participatory processes, the Healthy African American Families project in Los Angeles developed a multilevel, risk communications strategy to promote awareness about preterm birth in the local community. Participants included community members, community-based organizations, local government, healthcare providers, and national-level advocates. The initiative focused on increasing social support for pregnant women, providing current information on preterm birth risks, and improving quality of health services. The initiative includes components addressing community education, mass media, provider education, and community advocacy. Products include 100 Intentional Acts of Kindness toward a Pregnant Woman, a doorknob brochure on signs and symptoms of preterm labor, and an education manual on preterm birth and other African American health issues. Cooperation, affiliation, and community self-help were key aspects of the planning process and the health promotion products. Additional community benefits included increased leadership and skills development. The process and products described here may be useful in other communities and for addressing other health outcomes in communities of color. PMID:20629244

The goal of the UMM STEP program is to increase the number of graduates in STEM fields through innovative curricular, recruiting and mentoring strategies. A unique focus of the UMM STEP program is increasing the number of Native American science majors. The STEP program fosters a summer research environment where peer interaction and mentoring creates a web of support. To do so we will establish a supportive and fulfilling pipeline that: 1) Identifies Native American students and involves them in research while they are high school; 2) Mentors and prepares participants for university academics the summer before their freshman year; 3) Provides a complete tuition waiver, mentoring and a support network throughout their undergraduate career; and 4) Involves participants in an active and dynamic summer undergraduate research environment where under-represented individuals are in the majority. The third and fourth components of this pipeline are in very good shape. The Morris campus was originally established as an Indian School in 1887. When the federal government deeded the Indian school campus to the University of Minnesota a stipulation was that Native American students attend the college for free. At present, 196 Native Americans are enrolled at UMM (50 are STEM majors). The UMM STEP research experience provides the unique opportunity to interact with a scientific community that both breaks down a number of traditional barriers and aids in the maturation of these students as scientists. In Summer 2008, 4 students were involved in summer research and in 2009 seven Native American students participated. Early efforts of the UMM STEP program are encouraging. UMM Admissions staff used the UMM STEP program to recruit Native American students and the P.I. phoned “uncommitted admits”, visited reservations and hosted reservation student visits. African American women maintain distinctive social locations at the intersection of race, gender, and class (Crenshaw, 1991; Collins, 1986; 2000; Wing, 2003). However, their voices, interpretation of experiences, and concern with the use of formal education as a mechanism for racial uplift have not been priorities in feminist movements (hooks, 1981; 1989; Perkins, 1993; Smith, 1998; Spitzack & Carter, 1987). Alternatively, Black feminist thought (Collins, 1990; 2000) is a theory constructed by and for African American women. Given the consequences of pursuing formal education in the histories of African American women and the paucity of African American women represented in STEM fields, the purpose of this study was to (a) reveal how African American women conducting research in STEM disciplines accomplished their professional goals, (b) learn how the women negotiated their multiple identities (i.e. race, gender, and class), (c) link the history of educational experiences among African Americans with agendas for social justice, (d) understand how African American women in STEM align their personal accomplishments with broader agendas for activism in higher education, and (e) discover whether there is a collective identity that successful African American women in STEM share. Using Black feminist thought (Collins, 1986; 2000) and narrative analysis of semi- interviews with eight African American women in STEM, the findings from this study revealed: (a) the women in this study described the challenges of pursuing a career in STEM from a feminist perspective, identifying gender as more significant than race; (b) the women in this study experienced more positive interactions with Black male, White female, and White male mentors than with Black female mentors; (c) the women in this study described the use of empowering strategies for overcoming obstacles in their academic pathways; and (d) their collective academic identities were formed by early interactions with

Nicotine dependence (ND) is a heterogeneous phenotype with complex genetic influences that may vary across ethnicities. The use of intermediate phenotypes may clarify genetic influences and reveal specific etiological pathways. Prior work in European Americans has found that the four Primary Dependence Motives (PDM) subscales (Automaticity, Craving, Loss of Control, and Tolerance) of the Wisconsin Inventory of Smoking Motives represent core features of nicotine dependence and are promising intermediate phenotypes for understanding genetic pathways to ND. However, no studies have examined PDM as an intermediate phenotype in African American smokers, an ethnic population that displays unique patterns of smoking and genetic variation. In the current study, 268 African American daily smokers completed a phenotypic assessment and provided a sample of DNA. Associations among haplotypes in the NCAM1-TTC12-ANKK1-DRD2 gene cluster, a dopamine-related gene region associated with ND, PDM intermediate phenotypes, and ND were examined. Dopamine-related genetic variation in the DBH and COMT genes was also considered on an exploratory basis. Mediational analysis was used to test the indirect pathway from genetic variation to smoking motives to nicotine dependence. NCAM1-TTC12-ANKK1-DRD2 region variation was significantly associated with the Automaticity subscale and, further, Automaticity significantly mediated associations among NCAM1-TTC12-ANKK1-DRD2 cluster variants and ND. DBH was also significantly associated with Automaticity, Craving, and Tolerance; Automaticity and Tolerance also served as mediators of the DBH-ND relationship. These results suggest that PDM, Automaticity in particular, may be a viable intermediate phenotype for understanding dopamine-related genetic influences on ND in African American smokers. Findings support a model in which putatively dopaminergic variants exert influence on ND through an effect on patterns of automatic routinized smoking. PMID

Monsoonal systems are due to seasonal shifts in atmospheric circulation that may result in a large fraction of the annual precipitation falling within a few months. The North American Monsoon System (NAMS) contributes approximately 55% of the annual rainfall in the New Mexico Chihuahuan Desert during the summer period. Relatively frequent storm events during the NAMS result in increased soil moisture that drive greater soil microbial activity and increased ecosystem primary productivity. During severe storms, runoff production can lead to flood events that recharge the subsurface through channel losses. In this study, we present preliminary results from a network of soil, channel, and atmospheric monitoring equipment in a small watershed (~0.05 km2) located in the Jornada Experimental Range (JER) near Las Cruces, New Mexico. Using the instrument network, we characterize the temporal and spatial variability of rainfall (5 rain gauges), soil moisture and temperature (16 profile locations), and channel runoff (4 flumes) within the watershed during the summer of 2010. In addition, we utilize CO2, H2O, and energy flux measurements by an eddy covariance tower to quantify the seasonal changes in land-atmosphere exchanges. These coordinated, spatially-distributed observations are complemented by the novel use of two Unmanned Aerial Vehicle (UAV) platforms for watershed characterization. Using a small airplane (the MLB BAT 3), we obtained a set of very high-resolution images (~7 cm) and created an orthomosaic to characterize vegetation cover and species prior to the NAMS and after full canopy development. Several instrument packages (optical, stereo and LIDAR) on board a SR30 UAV Electric helicopter also provide detailed information on the watershed, including a high-resolution digital elevation model (DEM). Knowledge management is basically managing the knowledge culture and the knowledge management system. In this early stage of knowledge management in the Malaysian Institute for Nuclear Technology Research (MINT), emphasis is given to the cultural and human aspects of knowledge management, which are more challenging and time consuming but more effective in the long run. Being a knowledge based organization, whose core activity is research and development in nuclear and related fields, MINT would like to strengthen its knowledge management with the objectives of intensifying innovation, achieving high customer and stakeholder satisfaction, developing innovative knowledge professionals and instituting a strong knowledge management culture. In the initial stages, we do this by nurturing the following eight basic knowledge management habits in individuals in the organization: identification, acquisition, application, sharing, development, creation, preservation and measurement of knowledge. With regard to systems, we give priority to those that support the maintenance and sharing of information and knowledge, particularly on competencies and expertise of our professional and technical staff, lessons learned and frequently used information. Science requirements for a Global Change Technology Initiative (GCTI) Architecture Trade Study were established by reviewing and synthesizing results from recent studies. A scientific rationale was adopted and used to identify a comprehensive set of measurables and their priorities. Spatial and temporal requirements for a number of measurement parameters were evaluated based on results from several working group studies. Science requirements were defined using these study results in conjunction with guidelines for investigating global changes over a time scale of decades to centuries. Requirements are given separately for global studies and regional process studies. For global studies, temporal requirements are for sampling every 1 to 12 hours for atmospheric and radiation parameters and 1 day or more for most Earth surface measurements. Therefore, the atmospheric measurables provide the most critical drivers for temporal sampling. Spatial sampling requirements vary from 1 km for land and ocean surface characteristics to 50 km for some atmospheric parameters. Thus, the land and ocean surface parameters have the more significant spatial variations and provide the most challenging spatial sampling requirements.

Nanoporous silicon, commonly recognized for its photoluminescent properties, has gained attention as a new energetic material capable of energy density more than twice that of TNT. The addition of an oxidizer solution to inert nanoporous silicon results in an exothermic reaction when heat, friction, or focused light is supplied to the system. The energetic material can be integrated alongside microelectronics and micro-electro-mechanical systems (MEMS) for on-chip applications. This integration capability, along with the potential for large energetic yield, makes nanoporous energetic silicon a viable material for developing novel MEMS Safing and Arming (S&A) technologies. While ignition of nanoporous energetic silicon has been demonstrated for the purpose of propagation velocity measurements using a YAG laser, in this paper we show optical ignition for potential integration of the energetic with a miniaturized S&A device. Ignition is demonstrated using a 514nm laser at 37.7mW and a power density of 2.7kW/cm2 at a stand-off distance of 23cm. Raman spectroscopy verifies that significant stress in porous silicon is produced by a laser operating near the power density observed to ignite porous silicon. Lastly, we integrate the nanoporous energetic silicon with a MEMS S&A, and demonstrate transfer to a firetrain consisting of one primary and one secondary explosive using a thermal initiator to ignite the nanoporous energetic silicon.

A variety of previous studies have suggested that inaccurate, stereotypical or missing media depictions of science, engineering, and technology (SET) workers and fields have contributed to a growing shortage of youth interested in pursuing careers within the scientific endeavor. However, studies on the perceptions of African American youth have not usually been the focus of such research. In this exploratory study, in-depth interviews were conducted with 34 fifth grade African American students to determine the relative influence television and film portrayals of SET workers had on these children's perceptions of roles in SET fields and careers and school coursework related to them. Framed within the theoretical perspectives of cultivation analysis and the construction of social reality, results indicated the majority of participants perceived scientists as ambiguous, possessing either mythic characteristics of the fantastic persona or they saw them as altruistically inclined figures that saved the world from disease, destruction, and decay. Television and film portrayals of SET workers were found in varying degrees and ways to shape these African American children's perceptions toward SET careers. While children exhibited self-concepts about SET workers that were sometimes idealistic, distorted, or unrealistic, most had favorable perceptions toward math and science courses in school. However, it was the absence of television and film portrayals of African Americans in SET roles that was problematic for the majority of students. Recommendations for media producers, educators, scientific research foundations, and parents were suggested to dispel some of these commonly found media stereotypes of SET workers and African Americans in these roles and their effects.

Is aimed at broadening Colombia's understanding of the social appropriation of science and technology, particularly the types of actors who promote initiatives in this sphere. Using a chain referral sampling methodology, a hundred such initiatives in Colombia were identified and documented, which were promoted by civil society, the State, business, the research community and mediators. The article further analyzes these iniciatives and indicates the challenges they represent, especially in breaking down the traditional approach to the social appropriation of science and technology in Colombia and replacing it with more participative strategies. Full Text Available IntroductionThe objective of our study was to assess the psychometric properties of the Medical Outcomes Study’s 12-Item Short Form Survey Instrument (SF-12 for use in a low-income African American community. The SF-12, a commonly used functional health status assessment, was developed based on responses of an ethnically homogeneous sample of whites. Our assessment addressed the appropriateness of the instrument for establishing baseline indicators for mental and physical health status as part of Nashville, Tennessee’s, Racial and Ethnic Approaches to Community Health (REACH 2010 initiative, a community-based participatory research study.MethodsA cross-sectional random residential sample of 1721 African Americans responded to a telephone survey that included the SF-12 survey items and other indicators of mental and physical health status. The SF-12 was assessed by examining item-level characteristics, estimates of scale reliability (internal consistency, and construct validity.ResultsConstruct validity assessed by the method of extreme groups determined that SF-12 summary scores varied for individuals who differed in self-reported medical conditions. Convergent and discriminate validity assessed by multitrait analysis yielded satisfactory coefficients. Concurrent validity was also shown to be satisfactory, assessed by correlating SF-12 summary scores with independent measures of physical and mental health status.ConclusionThe SF-12 appears to be a valid measure for assessing health status of low-income African Americans.

The American Association of Sleep Technologists (AAST) Board of Directors hosted a Sleep Technology Summit on September 21, 2013 with the goals of identifying changes in the delivery of diagnostic and treatment services to sleep disorders patients, predicting the impact on sleep technologists, identifying new roles for sleep technologists, and determining appropriate education to prepare technologists for the future. A carefully chosen panel of speakers focused on the business skills necessary to provide care cost effectively and the clinical skills that will be essential for the technologist of the future to help care for patients with sleep disorders. A group of selected leaders, educators, and industry professionals reviewed the current state of affairs and examined opportunities to sustain the profession and define the role of the sleep technologist of the future. Facilitated group discussions of these critical topics followed each session. There was a clear consensus that regulatory and economic pressures are changing the way sleep disorders patients are diagnosed and treated. Private insurers are requiring pre-authorization for laboratory sleep studies and are incentivizing home sleep testing for most patients suspected of obstructive sleep apnea. Reimbursement for home testing will be lower than for laboratory testing, and further reductions in overall reimbursement are anticipated. These factors will almost certainly reduce the need for technologists to perform laboratory diagnostic studies and pressure sleep centers to reduce payrolls. Remaining laboratory patients will have more complicated sleep disorders, have more comorbidity, and require a higher level of care than most of the patients currently tested in sleep centers. Testing these patients will require technologists with a higher level of training, experience, and sophistication. American Indian and Alaska Native (AI/AN) youth are disproportionally burdened by many common adolescent health issues, including drug and alcohol use, injury and violence, sexually transmitted infections, and teen pregnancy. Media technologies, including the Internet, cell phones, and video games, offer new avenues for reaching adolescents on a wide range of sensitive health topics. While several studies have informed the development of technology-based interventions targeting mainstream youth, no such data have been reported for AI/AN youth. To fill this gap, this study quantified media technology use among 405 AI/AN youth (13-21 years old) living in tribes and urban communities in the Pacific Northwest, and identified patterns in their health information-seeking practices and preferences. Overall, technology use was exceptionally common among survey respondents, mirroring or exceeding national rates. High rates of online health information seeking were also reported: Over 75% of AI/AN youth reported searching online for health information. These data are now being used by the Northwest Portland Area Indian Health Board and NW tribes to design culturally-appropriate, technology-based health interventions targeting AI/AN youth. The author makes the point that the railroad is an organ of society, that it will evolve to serve the functions we demand, that it has molded and altered – but never replaced – contact between humans, and that it will continue to enhance and facilitate it. This manuscript analyzes the social, cross-cultural, psychological, and financial impact of the railroad on American society in the past two hundred years. The purpose of this study was to examine the relationship of early initiation of sex, drug-use, drug-trafficking, and sensation-seeking among urban, African-American adolescents. A longitudinal follow-up of 383 youth ages 9 to 15 years at baseline over four years with serial risk-assessments was used. Sexual experience and several drug-related risk behaviors increased significantly during the four-year study interval. Sensation-seeking scores were higher after the baseline assessment among youth reporting tobacco, alcohol, and marijuana use and were higher, both at baseline and through several follow-up assessments, among youth reporting drug-selling and sexual activity. At baseline, the correlations among drug-related risk behaviors were all strong, except those between initiation of sex and drug-related risk behaviors. However, over time, early initiators of sex were significantly more likely to report involvement in substance use and drug-delivery/sales than were late initiators. Youth reporting repeated involvement in drug-related activities were more likely to report intensive sexual involvement than they were to report experimental sex or no sex. Sensation-seeking scores were lower among youth reporting no involvement in risk behaviors. However, scores did not differ between youth exhibiting experimental behavior compared to youth demonstrating repeated risk involvement. These results support the need for alternative experiences for youth exhibiting high levels of sensation-seeking and the need for early drug/sexual risk prevention programs. PMID:12653400

American Indian (AI) and Alaska Native (AN) communities confront some of the highest rates of tobacco use and its sequelae. As part of a formative research project investigating stakeholder understandings, preferences, and needs surrounding the use of pharmacogenetics toward tobacco cessation treatment, we sought to characterize sociocultural issues related to tobacco use and cessation. We used the PEN-3 cultural model to frame the research question and analysis of stakeholder interviews with 20 AI/AN patients, 12 health care providers, and 9 tribal leaders. Our study found high knowledge levels of the negative health effects of tobacco use; however, most patient participants ascribed negative health effects only to regular, heavy tobacco use and not to light use, which is more common in the population. The majority of patient participants did not endorse use of tobacco cessation treatment despite evidence of efficacy among AI/AN adults. Health promotion messaging to target low-tobacco consuming AI/AN people is needed. Additionally, messaging to promote tobacco cessation treatment using successful AI/AN former tobacco users to improve community perception of tobacco cessation treatment is recommended. PMID:27178836

Full Text Available The consequences of starting smoking by age 18 are significant. Early smoking initiation is associated with higher tobacco dependence, increased difficulty in smoking cessation and more negative health outcomes. The purpose of this study is to examine how closely smoking initiation in a well-defined population of American Indians (AI resembles a group of Non-Hispanic white (NHW populations born over an 80 year period. We obtained data on age of smoking initiation among 7,073 AIs who were members of 13 tribes in Arizona, Oklahoma and North and South Dakota from the 1988 Strong Heart Study (SHS and the 2001 Strong Heart Family Study (SHFS and 19,747 NHW participants in the 2003 National Health Interview Survey. The participants were born as early as 1904 and as late as 1985. We classified participants according to birth cohort by decade, sex, and for AIs, according to location. We estimated the cumulative incidence of smoking initiation by age 18 in each sex and birth cohort group in both AIs and NHWs and used Cox regression to estimate hazard ratios for the association of birth cohort, sex and region with the age at smoking initiation. We found that the cumulative incidence of smoking initiation by age 18 was higher in males than females in all SHS regions and in NHWs (p < 0.001. Our results show regional variation of age of initiation significant in the SHS (p < 0.001. Our data showed that not all AIs (in this sample showed similar trends toward increased earlier smoking. For instance, Oklahoma SHS male participants born in the 1980s initiated smoking before age 18 less often than those born before 1920 by a ratio of 0.7. The results showed significant variation in age of initiation across sex, birth cohort, and location. Our preliminary analyses suggest that AI smoking trends are not uniform across region or gender but are likely shaped by local context. This report describes the findings of the effort initiated by the Arab Science and Technology Foundation and the Cooperative Monitoring Center at Sandia National Laboratories to identify, contact, and engage members of the Iraqi science and technology (S&T) community. The initiative is divided into three phases. The first phase, the survey of the Iraqi scientific community, shed light on the most significant current needs in the fields of science and technology in Iraq. Findings from the first phase will lay the groundwork for the second phase that includes the organization of a workshop to bring international support for the initiative, and simultaneously decides on an implementation mechanism. Phase three involves the execution of outcomes of the report as established in the workshop. During Phase 1 the survey team conducted a series of trips to Iraq during which they had contact with nearly 200 scientists from all sections of the country, representing all major Iraqi S&T specialties. As a result of these contacts, the survey team obtained over 450 project ideas from Iraqi researchers. These projects were revised and analyzed to identify priorities and crucial needs. After refinement, the result is approximately 170 project ideas that have been categorized according to their suitability for (1) developing joint research projects with international partners, (2) engaging Iraqi scientists in solving local problems, and (3) developing new business opportunities. They have also been ranked as to high, medium, or low priority.

Full Text Available The Family Access Project will deploy innovative community empowerment, education, consensus building, and information system development strategies to strengthen community, ensure the efficient and effective delivery of needed services, and address the unique needs of families requiring public assistance from a host of public and private agencies in Lake County. The goal of the project is to enhance community life through improved care coordination by linking new technologies to the human service delivery process. Upon completion, the project will assist in the enhancement of community-based services through the development of rules of data transaction and data standards and the deploy-ment of a secure messaging/document exchange network. By putting technology in the hands of consumers we also hope to impact the economic development and workforce readiness goals set forth in our community's welfare to work programs. These innovations will require educational innovations in order to facilitate the use of technology by both provider and consumer end-users. Large amounts of liquid radioactive waste have existed in the U.S. and Russia since the 1950's as a result of the Cold War. Comprehensive action to treat and dispose of waste products has been lacking due to insufficient funding, ineffective technologies or no proven technologies, low priority by governments among others. Today the U.S. and Russian governments seek new, more reliable methods to treat liquid waste, in particular the legacy waste streams. A primary objective of waste generators and regulators is to find economical and proven technologies that can provide long-term stability for repository storage. In 2001, the V.G. Khlopin Radium Institute (Khlopin), St. Petersburg, Russia, and Pacific Nuclear Solutions (PNS), Indianapolis, Indiana, began extensive research and test programs to determine the validity of polymer technology for the absorption and immobilization of standard and complex waste streams. Over 60 liquid compositions have been tested including extensive irradiation tests to verify polymer stability and possible degradation. With conclusive scientific evidence of the polymer's effectiveness in treating liquid waste, both parties have decided to enter the Russian market and offer the solidification technology to nuclear sites for waste treatment and disposal. In conjunction with these efforts, the U.S. Department of Energy (DOE) will join Khlopin and PNS to explore opportunities for direct application of the polymers at predetermined sites and to conduct research for new product development. Under DOE's 'Initiatives for Proliferation Prevention' (IPP) program, funding will be provided to the Russian participants over a three year period to implement the program plan. The construction and the operation principle of erosion plasma source with a three-stage system of vacuum-arc discharge excitation is described. As first two step was used the modified contactless start system with plasma injector, which was widely used in standard plasma sources of the ''Bulat'' systems. The operation principle of the third stage was based on the transition of glow discharge to arc discharge. It is today indisputable that great progresses have been made in our molecular understanding of cancer cells, but an effective implementation of such knowledge into dramatic cancer-cures is still belated and yet desperately needed. This review gives a snapshot at where we stand today in this search for cancer understanding and definitive treatments, how far we have progressed and what are the major obstacles we will have to overcome both technologically and for disease modelling. In the first part, promising 3rd/4th Generation Sequencing Technologies will be summarized (particularly IonTorrent and OxfordNanopore technologies). Cancer modelling will be then reviewed from its origin in XIX Century Germany to today's NGS applications for cancer understanding and therapeutic interventions. Developments after Molecular Biology revolution (1953) are discussed as successions of three phases. The first, PH1, labelled "Clonal Outgrowth" (from 1960s to mid 1980s) was characterized by discoveries in cytogenetics (Nowell, Rowley) and viral oncology (Dulbecco, Bishop, Varmus), which demonstrated clonality. Treatments were consequently dominated by a "cytotoxic eradication" strategy with chemotherapeutic agents. In PH2, (from the mid 1980s to our days) the description of cancer as "Gene Networks" led to targeted-gene-therapies (TGTs). TGTs are the focus of Section 3: in view of their apparent failing (Ephemeral Therapies), alternative strategies will be discussed in review part II (particularly cancer immunotherapy, CIT). Drag-free technology is one of the technologies that is fundamental for LISA-Pathfinder, an ESA mission whose launch is planned for the end of September 2015. A purely drag-free object is defined by the absence of all external forces other than gravity. This is not a natural condition and thus requires a proper design of a spacecraft, whose core is an object in free-fall, called test mass (TM). Full Text Available The sea lies at the heart of the EU prosperity and security: the Union and its member states depend on open and secure seas and oceans for their trade, transportation, energy, food, mineral resources, tourism, and a healthy marine environment. Maritime surveillance constitutes a key enabler for safeguarding the EU strategic interests at sea, by providing vital information on developments over, on and under the sea surface and coastal areas. A fundamental role in the process of collecting and communicating relevant information is held by satellite technologies which open paths to cost-effective and innovative alternatives to traditional surveillance techniques. The article proceeds as follows. The first section briefly outlines the key importance of the sea for the economic, military, energy, food, environmental, health, and cultural dimensions of EU security. Then, the concept of “maritime surveillance” is explained within the broader context of maritime security in the following section. In order to explore the use of satellite technologies in the EU maritime surveillance mechanisms, the third section of the paper examines three cases related to: the vessel monitoring system (VMS and the vessel detection system (VDS; FRONTEX, the EU agency for external borders management, and the related framework of EUROSUR; and finally, the CleanSeaNet oil spill monitoring system developed by the European Maritime Safety Agency (EMSA. The Advanced Technology Solar Telescope (ATST) Mitigation Initiative and the Kahikina O Ka Lā Program are NSF-funded projects at the University of Hawai`i Maui College. These projects will provide instruction and activities intended to increase diversity in STEM or STEM-related careers. Ke Alahaka, the 2012 summer bridge program, was offered to Native Hawaiian high-school students who indicated an interest in STEM areas. Three STEM-content workshops were offered including Marine Science, Sustainable Energy Technology, and Computer Science and Engineering. Students attended hands-on classes three days a week for a month concentrating on only one of the three topics. On the other days, students participated in a Hawaiian Studies course designed to provide a cultural context for the STEM instruction. Focus groups and other program assessments indicate that 50% of the 60 students attending the workshops intend to pursue a STEM major during their undergraduate studies.

Since 1983, technological advances and market growth of inverter- driven variable-speed heat pumps in Japan have been dramatic. The high level of market penetration was promoted by a combination of political, economic, and trade policies in Japan. A unique environment was created in which the leading domestic industries-- microprocessor manufacturing, compressors for air conditioning and refrigerators, and power electronic devices--were able to direct the development and market success of inverter-driven heat pumps. As a result, leading US variable-speed heat pump manufacturers should expect a challenge from the Japanese producers of power devices and microprocessors. Because of the vertically-integrated production structure in Japan, in contrast to the out-sourcing culture of the United States, price competition at the component level (such as inverters, sensors, and controls) may impact the structure of the industry more severely than final product sales. 54 refs., 47 figs., 1 tab.
The processing of nuclear materials at the Hanford Site has resulted in the accumulation of radioactive wastes stored in 177 single- and double-shell tanks (SSTs and DSTs). Fifty-four of the 177 tanks are currently on a tank watch list because organic chemicals and ferrocyanide compounds in the tanks present a potential fire or explosion hazard. In addition, one additional SST is under consideration for placement on the watch list because of high organic concentration. Seventeen of the watch list tanks require pretreatment, and two DST complexant concentrate waste tanks not on the watch list may also need pretreatment. The proposed Initial Pretreatment Module (IPM) is expected to resolve the safety concerns by destroying the organics and ferrocyanide compounds in the tank wastes. The primary objective of the IPM is to destroy or modify constituents that cause safety concerns in the watch list tanks. A secondary objective is to enhance the cost effectiveness of processing the wastes by performing additional processing. Overall, IPM will achieve organic/ferrocyanide destruction (the primary goal) and will assist in the separation of cesium, strontium, and technetium from the tank wastes
Current drafts of proposed standards and suggested State regulations for control and release of technologically-enhanced naturally-occurring radioactive material (TENORM), and standards for release of volumetrically-contaminated material in the US are reviewed. These are compared to the recommendations of the International Atomic Energy Association (IAEA) Safety Series and the European Commission (EC) proposals. Past regulatory efforts with respect to TENORM in the US dealt primarily with oil-field related wastes. Currently, nine states (AK, GA, LA, MS, NM, OH, OR SC, TX) have specific regulations pertaining to TENORM, mostly based on uranium mill tailings cleanup criteria. The new US proposals are dose- or risk-based, as are the IAEA and EC recommendations, and are grounded in the linear no threshold hypothesis (LNT). TENORM wastes involve extremely large volumes, particularly scrap metal and mine wastes. Costs to control and dispose of these wastes can be considerable. The current debate over the validity of LNT at low doses and low dose rates is particularly germane to this discussion. Most standards setting organizations and regulatory agencies base their recommendations on the LNT. The US Environmental Protection Agency has released a draft Federal Guidance Report that recommends calculating health risks from low-level exposure to radionuclides based on the LNT. However, some scientific and professional organizations are openly questioning the validity of LNT and its basis for regulations, practices, and costs to society in general. It is not clear at this time how a non-linear regulatory scheme would be implemented
Materials/Methods: This program consists of a a culturally-tailored patient navigation program that facilitated access to innovative clinical trials in conjunction with a comprehensive educational program encouraging screening and early detection, b, surveys to evaluate barriers to access c clinical trials focusing on reducing treatment length to facilitate enhanced participation using brachytherapy and intensity modulated radiotherapy (IMRT for breast and prostate cancer, as AIs live a median of 140 miles from the cancer center, and d a molecular study (ATM - Ataxia telangectasia mutation to address whether there is a specific profile that increases toxicity risks. Results: We describe the design and implementation of this program, summary of previously published results, and ongoing research to influence stage at presentation. Some of the critical outcomes include the successful implementation of a community based research program, development of trust within tribal communities, identification of barriers, analysis of nearly 400 navigated cancer patients, clinical trial accrual rate of 10%, and total enrollment of nearly 2,500 AIs on WF research studies. Conclusions: This NCI funded pilot program has achieved some initial measures of success. A research infrastructure has been created in a community setting to address new research questions and interventions. Efforts underway to promote cancer education and screening are presented, as well as applications of the lessons learned to other health disparity populations.

Full Text Available Introduction: Epidemiological studies suggest that some antiretroviral drugs may contribute to increase cardiovascular risk in HIV-infected patients. However, data from Latin American countries are limited, as impact of HAART on cardiovascular risk remains understudied. In this context, we aimed to evaluate if 10-year Framingham Cardiovascular Risk Score (FCRS increases in patients following exposure to EFV- and LPV/r-based HAART in a Latin American cohort. Materials and Methods: Retrospective 48-week cohort study. We reviewed clinical charts of randomly selected samples of patients initiating (according to national guidelines EFV first-line HAART and LPV/r first- or second-line (but first PI-based HAART assisted at a reference HIV centre in Buenos Aires, Argentina (period 2004–2012. Each patient could only be included in one arm. FCRS was calculated according to National Institutes of Health risk assessment tool (http://cvdrisk.nhlbi.nih.gov/. Results: A total of 357 patients were included: 249 in EFV arm and 108 in LPV/r arm (80 as first line and 28 as second line, but first PI-based HAART. The Alabama Math Science Technology Educational Coalition (AMSTEC) was formed as a non-profit after a 1998 NASA Linking Leaders program brought in education and corporate leaders to address systemic education reform in Alabama public schools. AMSTEC was instrumental in the creation of the Alabama Math Science Technology Initiative (AMSTI), a K-12 program designed using data from national and international research and local teacher survey. In the face of dwindling government support in a state ranked last in education funding, AMSTEC believes that its best hope for improved STEM education lies in strengthening its community/industry partnerships and building upon the Department of Education's newly created AMSTI program. NASA's GLOBE program is the primary earth science education component being integrated into AMSTI. AMSTI is structured to provide teachers with (1) the materials, equipment, technology and supplies necessary to deliver high quality, inquiry-based instruction; (2) professional development linked directly to the educational resources with the intent of strengthening content knowledge, instructional strategies, and use of assessment tools; and (3) on-site support and mentoring throughout the year in the interest of achieving these goals. Roles for community partners to support these objectives far exceed that of mere funding - especially in the area of mentoring and professional development. Currently, AMSTEC consists of 100+ members including classroom teachers and district officers, education department representatives from higher educational institutions, policy makers and administrators, and government and industry representatives. The Capacity Building Seminar on 'Best Practice in Climate Technology and Energy Efficiency in Central and Eastern Europe', held 6-10 December 1999 in Marienthal/Ostritz in Germany, was a very successful event in the framework of the CLIMATE TECHNOLOGY INITIATIVE (CTI). One reason for that is that the seminar allowed delegates from 22 nations, from Kazakhstan to Estonia, come together for an exchange of opinions about 'Energy Efficiency and Climate Protection' and all related issues. A reason is that this seminar provided an excellent starting point for future networking in Central and Eastern Europe and Asia. The colleagues who got to know each other at the seminar will meet again in future workshops and seminars. They can now contact a colleague from abroad to get information about special questions of Energy Efficiency when they need it. A third reason - and the most important one for the entire co-operation within the CTI organisation - is the special character of the seminar as a starting point for multitude of activities on Energy Efficiency and Climate Protection. At the end of the Ostritz seminar eleven delegations stated that they would organise follow up workshops in their own countries to go deeper into the details and to co-operate on a higher level. Full Text Available The proliferation of increasingly interactive e-reader devices such as the Amazon Kindle represents an opportunity to explore their evolving pedagogical value. This study aims to investigate how use of the Kindle can enhance individuals’ English language learning—more specifically their attitudes, reading comprehension, vocabulary development and pronunciation performance—in the context of informal and lifelong learning in Palestine, and to explore the further potential of scaling up the use of e-readers at a national level. At the piloting stage of this initiative, the study operated at two levels (micro and meso of the M3 evaluation framework. Mixed methods were used: qualitative data were obtained through a case study of the practices and perceptions of two teachers in two classrooms in the Qalqilia center and quantitative data were collected through a survey of 114 learners. The study shows that the Kindle’s technological affordances are effective in creating a flexible, authentic and interactive environment for English language learning, provided that teachers change their teaching methods to take full advantage of the features of mobile technologies to create innovative learning approaches aligned with the needs of the e-generation. It was also found that despite some concerns with the usability issue, attitudes towards learning English changed positively and learners’ vocabulary and pronunciation improved.

The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security’s Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with four of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats. This study aimed at investigating how participants perceived this kind of initiative and how they reacted to different kinds of ICTs.Patients and methods: In total, 14 FGs were conducted with community-dwelling older adults, with a frequency of two FGs on the same topic once per trimester. Twenty-three older adults (four men and 19 women attended at least one FG but only nearly half of them were regular attendants (ten participating in at least five sessions. Age of participants ranged from 63 years to 88 years, with a mean of 77.1 years. All of them had completed secondary education. Full text: The new challenges posed by integrated safeguards, ensuring correctness and completeness without cost increase, may require that new techniques are employed or existing techniques modified to cope with the new requirements. Conscious of this new scenario, ESARDA decided to undertake a thorough review of current Science and Technology initiatives aimed, in particular, at identifying new techniques not yet applied in Safeguards that could help in increasing efficiency and effectiveness at no additional cost. To that purpose ESARDA organized, together with the INMM, a series of workshops on 'Science and Modem Technology for Safeguards' with the aim 'to inform the safeguards community about selected sciences and advanced technologies that are currently available or that will become available in the next few years and that could be used to support needed advances in international safeguards' and to 'stimulate interchange amongst experts in the various technologies and in safeguards'. Three Workshops have been held, the first in Arona in October 1996, then at Albuquerque, September 1998 and the third in Tokyo, November 2000. In 1998 ESARDA also dedicated an annual meeting, in Helsinki, to the topic, 'Modem Verification Regimes: Similarities, Synergies and Challenges'. Renewable distributed electricity generation can play a significant role in meeting today's energy policy goals, such as reducing greenhouse gas emissions, improving energy security, while adding supply to meet increasing energy demand. However, the exact potential benefits are still a matter of debate. The objective of this study is to evaluate the life cycle implications (environmental, economic and energy) of distributed generation (DG) technologies. A complementary objective is to compare the life cycle implications of DG technologies with the centralized electricity production representing the Northeastern American context. Environmental and energy implications are modeled according to the recommendations in the ISO 14040 standard and this, using different indicators: Human Health; Ecosystem Quality; Climate Change; Resources and Non-Renewable Energy Payback Ratio. Distinctly, economic implications are modeled using conventional life cycle costing. DG technologies include two types of grid-connected photovoltaic panels (3 kWp mono-crystalline and poly-crystalline) and three types of micro-wind turbines (1, 10 and 30 kW) modeled for average, below average and above average climatic conditions in the province of Quebec (Canada). A sensitivity analysis was also performed using different scenarios of centralized energy systems based on average and marginal (short- and long-term) technology approaches. Results show the following. First, climatic conditions (i.e., geographic location) have a significant effect on the results for the environmental, economic and energy indicators. More specifically, it was shown that the 30 kW micro-wind turbine is the best technology for above average conditions, while 3 kWp poly-crystalline photovoltaic panels are preferable for below average conditions. In response to the White House Educate to Innovate campaign, NASA developed a new science, technology, engineering, and mathematics (STEM) education program for non-traditional audiences that also focused on public-private partnerships and nationwide participation. NASA recognized that summer break is an often overlooked but opportune time to engage youth in STEM experiences, and elevated its ongoing commitment to the cultivation of diversity. The Summer of Innovation (SoI) is the resulting initiative that uses NASA's unique missions and resources to boost summer learning, particularly for students who are underrepresented, underserved and underperforming in STEM. The SoI pilot, launched in June 2010, is a multi-faceted effort designed to improve STEM teaching and learning through partnership, multi-week summer learning programs, special events, a national concluding event, and teacher development. The SoI pilot features strategic infusion of NASA content and educational resource materials, sustainability through STEM Learning Communities, and assessments of effectiveness of SoI interventions with other pilot efforts. This paper examines the inception and development of the Summer of Innovation pilot project, including achievements and effectiveness, as well as lessons learned for future efforts.

Remarks by the Deputy Assistant Secretary for International Energy Cooperation concerning North American energy policy were presented. Guiding principles behind the National Energy Policy report released in 2001 were presented, stressing energy and economic security for the United States as well as strengthening global energy security, particularly in the western hemisphere. The energy trade relationship between Canada and the United States was discussed along with economic integration, with particular reference to the northeastern provinces of Canada. An overview of growth in offshore oil production, crude oil and petroleum exports from Canada was examined. American gas consumption levels and a forecast for future economic developments between the two countries was outlined. Four major orders were presented to contextualize future trade relationships: the authorizing of Presidential permits for petroleum and liquids pipelines that cross international boundaries of the United States; the signing of a Memorandum of Understanding between the Canadian National Energy Board (NEB) and the US Federal Energy Regulatory Commission (FERC) addressing the sharing of information between the two organizations; the signing of the Canada-United States Critical Infrastructure Protection (CIP) Framework for Cooperation; and, the United States-Canada Power System Outage Task Force report. The goals, challenges and obstacles of the North American Energy Working Group (NAEWG) were also outlined, with specific reference to their principal objective of promoting a more fully integrated energy market in North America. An outline of future initiatives planned by the Bush Administration was presented, including details of the International Partnership for the Hydrogen Economy and the international Carbon Sequestration Leadership Forum and outlines of the Western Hemisphere Energy Technology Cooperation Initiative. Although many community-based prevention interventions are conducted in American Indian and Alaska Native (AI/AN) communities, few studies report the outcomes. This article is a mixed methods outcome evaluation of an HIV/AIDS, hepatitis, and substance abuse prevention intervention for an urban AI/AN community, Native Voices. The study group wascomposed of 100youth (ages 13 to 18) who lived in the San Francisco Bay Area. The outcome measures of interest were knowledge, perception of risk, sexual self-efficacy, ethnic identity, and sexual risk behavior. The findings indicate that knowledge, perception of risk, and sexual self-efficacy increased, while no change was shown in measures of ethnic identity and behavior. Findings extended prior research by evaluating the Gathering of Native Americans (GONA) curriculum, a promising intervention designed for AI/AN people. PMID:22400468

The importance of forests as carbon sources or sinks depends, in part, upon stand age, which in turn is generally dependent on time since last disturbance. Uncertainties in North American carbon fluxes originate from poor understanding of forest dynamics, specifically disturbance and regeneration. The North American Forest Dynamics (NAFD) study, which supports North American Carbon Program (NACP) science goals, is improving understanding of North American forest dynamics through integration of U.S. Department of Agriculture (USDA) Forest Service (USFS) Forest Inventory and Analysis (FIA) field observations and biennial Landsat imagery to evaluate disturbance and regrowth patterns over the last ~ 35 years. NAFD Phase I (2005-2008) detailed forest disturbance history from Landsat time series stacks (LTSS) for 23 sample locations across the United States. Results of Phase I NAFD disturbance mapping reveal generally high rates of forest disturbance (0.5 - 3.0% per year across the U.S). These rates vary both spatially and temporally. Ongoing Phase II (2008-2011) work is refining the Phase I approach. Additional sample locations in the conterminous U.S are being added to reduce error in nationwide disturbance estimates. Detection of partial disturbances is being improved by moving toward annual rather then biennial LTSS. This is being accomplished with cloud clearing through image merging to provide within-growing season clear surface views. Additional elements of the NAFD Phase II work include partnering with Canada and Mexico to better understand North American continent-wide forest dynamics. We are also extending our effort to consider regrowth dynamics using the FIA data to support both radiative transfer modeling and synthesis of FIA and the remote sensing data to estimate biomass accumulation trends. New environmental technologies are needed to meet the Nation's environmental restoration and waste management challenges. However, in the past environmental technology development and commercialization process has been hampered by the absence of critical intergovernmental linkages and broad public acceptability. If the Nation can create cooperative linkages among levels of government and stakeholders, there is a tremendous opportunity not only to accelerate the pace of site cleanups but also to capture a larger share of the growing international market for remediation and waste management technologies. Recognizing this opportunity, western governors and the U.S. Departments of Defense, Interior, Energy, and U.S. Environmental Protection Agency have established a partnership to test ways to expedite the deployment and testing of innovative cleanup technologies. This partnership, which was formalized through the creation of the Federal Advisory Committee to Develop On-Site Innovative Technologies (the DOIT initiative), will soon test models for speeding up the deployment, testing, evaluation, and commercialization of environmental technologies at selected demonstration sites primarily in the western United States. This evaluation process will be pursued in a manner that poses no additional risks to the environment, encourages innovative public participation, and helps ensure financial feasibility, insurability, and eventual commercialization of new technologies

Abstract: To improve our understanding of the evidence-based literature supporting temperature management during adult cardiopulmonary bypass, The Society of Thoracic Surgeons, the Society of Cardiovascular Anesthesiology and the American Society of ExtraCorporeal Technology tasked the authors to conduct a review of the peer-reviewed literature, including 1) optimal site for temperature monitoring, 2) avoidance of hyperthermia, 3) peak cooling temperature gradient and cooling rate, and 4) peak warming temperature gradient and rewarming rate. Authors adopted the American College of Cardiology/American Heart Association method for development clinical practice guidelines, and arrived at the following recommendation. PMID:26543248
Full Text Available This Community Essay aims to start a dialogue on the role of targeted environmental technologies in “sustainable agriculture.” Using the new water-quality technology of denitrification bioreactors as a specific example, we focus on the question: are edge-of-field technologies such as bioreactors simply band-aid approaches to sustainable agriculture? Or can they be part of a comprehensive paradigm shift? Denitrification bioreactors are a novel approach for reducing the amount of nitrate in on-farm agricultural drainage, a pollutant that has caused water-quality concerns at both local and national scales. We first address whether or not denitrification bioreactors might qualify singularly as a "sustainable technology" within the conceptual continuum of weak to strong sustainability. Then we introduce a broader perspective on the potential role that targeted technologies might play in multifunctional agricultural landscapes. We suggest that denitrification bioreactors are one technology that can, in a small way, mediate a shift in agrarian paradigms. A transition toward sustainability is a long and gradual process requiring the incorporation of a wide range of approaches including targeted technologies and multifunctional landscapes. While the issues presented here are hardly exhaustive, it is our hope that this commentary spurs broader dialogue within the sustainable agriculture community about the role of technology in the future of agriculture. We are seeking to encourage broader philosophical reflection on work being done in the name of a sustainable agriculture.

There are a number of attractive micro optical elements or combinations of elements that are currently used or could be employed in optically initiated ordnance systems. When taking a broad-spectrum examination of optically initiated devices, the required key parameters become obviously straightforward for micro optics. Plainly stated, micro optics need to be simple, inexpensive, reliable, robust and compatible within their operational environment. This presentation focuses on the variety of optical elements and components available in the market place today that could be used to realize micro-optical beam shaping and delivery systems for optically initiated devices. A number of micro optical elements will be presented with specific bulk, planar optical and thin film optical devices, such as diffractive optics, micro prisms, axicons, waveguides, micro lenses, beam splitters and gratings. Further descriptions will be presented on the subject of coupling light from a laser beam into a multimode optical fiber. The use of micro optics for collimation of the laser source and conditioning of the laser beam to achieve the highest efficiency and matching the optical fiber NA will be explained. An emphasis on making these optical assemblies compact and rugged will be highlighted.
