In response to public concern about the cleanup of the Three Mile Island, Unit 2 (TMI-2) facility after an accident on March 28, 1979 involving a loss of reactor coolant and subsequent damage to the reactor fuel, twelve citizens were asked to serve on an independent Advisory Panel to consult with the Nuclear Regulatory Commission (NRC) on the decontamination and cleanup of the facility. The panel met 78 times over a period of thirteen years, holding public meetings in the vicinity of TMI-2 and meeting regularly with NRC Commissioners in Washington, DC. This report describes the results of a project designed to identify and describe the lessons learned from the Advisory Panel and place those lessons in the context of what we generally know about citizen advisory groups. A summary of the empirical literature on citizen advisory panels is followed by a brief history of the TMI-2 Advisory Panel. The body of the report contains the analysis of the lessons learned, preliminary conclusions about the effectiveness of the Panel, and implications for the NRC in the use of advisory panels. Aerospace Safety Advisory Panel

This report covers the activities of the Aerospace Safety Advisory Panel (ASAP) for calendar year 1998-a year of sharp contrasts and significant successes at NASA. The year opened with the announcement of large workforce cutbacks. The slip in the schedule for launching the International Space Station (ISS) created a five-month hiatus in Space Shuttle launches. This slack period ended with the successful and highly publicized launch of the STS-95 mission. As the year closed, ISS assembly began with the successful orbiting and joining of the Functional Cargo Block (FGB), Zarya, from Russia and the Unity Node from the United States. Throughout the year, the Panel maintained its scrutiny of NASA's safety processes. Of particular interest were the potential effects on safety of workforce reductions and the continued transition of functions to the Space Flight Operations Contractor. Attention was also given to the risk management plans of the Aero-Space Technology programs, including the X-33, X-34, and X-38. Overall, the Panel concluded that safety is well served for the present. The picture is not as clear for the future. Cutbacks have limited the depth of talent available. In many cases, technical specialties are 'one deep.' The extended hiring freeze has resulted in an older workforce that will inevitably suffer significant departures from retirements in the near future. The resulting 'brain drain' could represent a future safety risk unless appropriate succession planning is started expeditiously. This and other topics are covered in the section addressing workforce. The major NASA programs are also limited in their ability to plan property for the future. This is of particular concern for the Space Shuttle and ISS because these programs are scheduled to operate well into the next century. This report covers the activities of the Aerospace Safety Advisory Panel (ASAP) for the calendar year 1999.This was a year of notable achievements and significant frustrations. Both the Space Shuttle and International Space Station (ISS) programs were delayed.The Space Shuttle prudently postponed launches after the occurrence of a wiring short during ascent of the STS-93 mission. The ISS construction schedule slipped as a result of the Space Shuttle delays and problems the Russians experienced in readying the Service Module and its launch vehicle. Each of these setbacks was dealt with in a constructive way. The STS-93 short circuit led to detailed wiring inspections and repairs on all four orbiters as well as analysis of other key subsystems for similar types of hidden damage. The ISS launch delays afforded time for further testing, training, development, and contingency planning. The safety consciousness of the NASA and contractor workforces, from hands-on labor to top management, continues high. Nevertheless, workforce issues remain among the most serious safety concerns of the Panel. Cutbacks and reorganizations over the past several years have resulted in problems related to workforce size, critical skills, and the extent of on-the-job experience. These problems have the potential to impact safety as the Space Shuttle launch rate increases to meet the demands of the ISS and its other customers. As with last year's report, these work- force-related issues were considered of sufficient import to place them first in the material that follows. Some of the same issues of concern for the Space Shuttle and ISS arose in a review of the launch vehicle for the Terra mission that the Panel was asked by NASA to undertake. Other areas the Panel was requested to assess included the readiness of the Inertial Upper Stage for the deployment of the Chandra X-ray Observatory and the possible safety impact of electromagnetic effects on the Space Shuttle. Full Text Available The guideline titled “Prevention and treatment of pressure ulcers: clinical practice guideline” is the result of a collaborative effort between the National Pressure Ulcer Advisory Panel (NPUAP, European Pressure Ulcer Advisory Panel (EPUAP and Pan Pacific Pressure Injury Alliance (PPPIA. A comprehensive literature review was conducted on pressure ulcer prevention and treatment. Rigorous scientific methodology was used to appraise available research and make evidence-based recommendations for the prevention and treatment of pressure ulcers. Draft guidelines were made available to 986 invited individual stakeholders and organizations or societies, and the feedback of the stakeholders was taken under consideration by the developers of the guideline. The guideline includes 575 explicit recommendations and/or research summaries for multidisciplinary pressure ulcer topics.

The Secretary of Energy requested that the Office of Nuclear Energy prepare a strategic national plan that outlines the Department's role in the future development of civilian nuclear power and that the Energy Research Advisory Board establish an ad hoc panel to review and comment on this plan. The Energy Research Advisory Board formed a panel for this review and three subpanels were formed. One subpanel was formed to address the institutional issues surrounding nuclear power, one on research and development for advanced nuclear power plants and a third subpanel on light water reactor utilization and improvement. The subpanel on light water reactors held two meetings at which representatives of the DOE, the NRC, EPRI, industry and academic groups made presentations. When Dwight Eisenhower became President in January 1953, the United States had just tested November 1, 1952 its 11 megaton prototype of a hydrogen bomb, and Eisenhower sought enduring peace and economy by basing the U.S. military strategy on nuclear weaponry and a downsizing of the military forces. The detonation by the Soviet Union of a 400-kt fusion-containing device in August 1953 enhanced concern about U.S. vulnerability, and in early 1954 the unexpectedly large yield of the BRAVO test elevated fears for the actual survival of societies against the nuclear threat. Eisenhower initially sought a world moratorium on nuclear tests, but was unable to win over his Administration and met with an obscure Scientific Advisory Committee of the Office of Defense Mobilization (SAC-ODM) on March 27, 1954 for a mutual exploration of what science and technology might bring to national security. The resulting 42-man (!) Technological Capabilities Panel (TCP) had a remarkable impact on the President himself and the direction of the country's strategic missile and intelligence activities and structure, as well as a new emphasis on federal support of university research. Rooted in MIT Summer Studies, the TCP reported on March 17, 1955 on the problems of surprise attack, the overall U.S. offensive capability, and, especially, on its Part V, ``Intelligence: Our First Defense Against Surprise.'' That panel, chaired by Edwin Land, inventor of polarizing sheet and instant photography, originated the U-2 and OXCART (SR-71) strategic reconnaissance aircraft and the CORONA film-return imaging satellites. The President's Science Advisory Committee (PSAC) was created in the White House in 1957 from the SAC-ODM and had major impact throughout the 1960s until its termination by President Richard Nixon in 1973. The presentation traces its story and that of some of its panels from personal experience of the author and his colleagues.

Exascale computing systems are essential for the scientific fields that will transform the 21st century global economy, including energy, biotechnology, nanotechnology, and materials science. Progress in these fields is predicated on the ability to perform advanced scientific and engineering simulations, and analyze the deluge of data. On July 29, 2013, ASCAC was charged by Patricia Dehmer, the Acting Director of the Office of Science, to assemble a subcommittee to provide advice on exascale computing. This subcommittee was directed to return a list of no more than ten technical approaches (hardware and software) that will enable the development of a system that achieves the Department's goals for exascale computing. Numerous reports over the past few years have documented the technical challenges and the non¬-viability of simply scaling existing computer designs to reach exascale. The technical challenges revolve around energy consumption, memory performance, resilience, extreme concurrency, and big data. Drawing from these reports and more recent experience, this ASCAC subcommittee has identified the top ten computing technology advancements that are critical to making a capable, economically viable, exascale system.

This report covers the topics of discussion and the recommendations of the panel members. On December 8 and 9, 2010, the Geochemistry, Biogeochemistry, and Subsurface Science (GBSS) Science Theme Advisory Panel (STAP) convened for a more in-depth exploration of the five Science Theme focus areas developed at a similar meeting held in 2009. The goal for the fiscal year (FY) 2011 meeting was to identify potential topical areas for science campaigns, necessary experimental development needs, and scientific members for potential research teams. After a review of the current science in each of the five focus areas, the 2010 STAP discussions successfully led to the identification of one well focused campaign idea in pore-scale modeling and five longer-term potential research campaign ideas that would likely require additional workshops to identify specific research thrusts. These five campaign areas can be grouped into two categories: (1) the application of advanced high-resolution, high mass accuracy experimental techniques to elucidate the interplay between geochemistry and microbial communities in terrestrial ecosystems and (2) coupled computation/experimental investigations of the electron transfer reactions either between mineral surfaces and outer membranes of microbial cells or between the outer and inner membranes of microbial cells.

Currently, there is a lack of consensus regarding the accepted terminology pertaining to the pressure ulcer healing progression and recidivism. This lack of uniformity can negatively impact initiation of treatment pathways, completion of appropriate interventions, clinical documentation, medical coding, patient education, discharge planning and healthcare revenue through out the healthcare system. The purpose of this paper is to introduce a standard nomenclature as it pertains to pressure ulcer healing progression and any recidivism that may occur. The National Pressure Ulcer Advisory Panel has formulated a framework of terms regarding pressure ulcer progression. We also developed a clearer nomenclature for lack of progress and recidivism of pressure ulcers. This document should serve as a starting point for the discussion of the pressure ulcer care, research, and terminology. © 2014 by the Wound Healing Society.

On November 19, 2014, the Advanced Scientific Computing Advisory Committee (ASCAC) was charged with reviewing the Department of Energy’s conceptual design for the Exascale Computing Initiative (ECI). In particular, this included assessing whether there are significant gaps in the ECI plan or areas that need to be given priority or extra management attention. Given the breadth and depth of previous reviews of the technical challenges inherent in exascale system design and deployment, the subcommittee focused its assessment on organizational and management issues, considering technical issues only as they informed organizational or management priorities and structures. This report presents the observations and recommendations of the subcommittee.

As part of the Belowground Carbon Cycling Processes at the Molecular Scale workshop, an EMSL Science Theme Advisory Panel meeting held in February 2013, attendees discussed critical biogeochemical processes that regulate carbon cycling in soil. The meeting attendees determined that as a national scientific user facility, EMSL can provide the tools and expertise needed to elucidate the molecular foundation that underlies mechanistic descriptions of biogeochemical processes that control carbon allocation and fluxes at the terrestrial/atmospheric interface in landscape and regional climate models. Consequently, the workshop's goal was to identify the science gaps that hinder either development of mechanistic description of critical processes or their accurate representation in climate models. In part, this report offers recommendations for future EMSL activities in this research area. The workshop was co-chaired by Dr. Nancy Hess (EMSL) and Dr. Gordon Brown (Stanford University).

This is the concluding report of the Advisory Panel on the Prospects for e + e - Colliders in the TeV range, a panel set up by the CERN Long-Range Planning Committee chaired by C. Rubbia. The report covers general considerations, particle sources and the final focus and interaction point, before looking at various possible acceleration methods in some detail - normal rf linacs, superconducting acceleration structures, structures excited by opto-electrical switches, wake-field acceleration, and plasma beat-wave acceleration. It is concluded that one approach to a TeV collider, based on a normal conducting linear accelerator at a frequency of approximately 30 GHz and with a gradient of about 100 MeV/m, seems to give promise of leading to a real project in three to five years if enough manpower and money were invested in research and development. In the scheme outlined in the report, the drive power is obtained from an auxiliary beam of a few GeV, which in turn is accelerated by superconducting cavities identical to the ones now under construction for LEP 200. The panel also proposes that sufficient effort be devoted to continuing the research on more exotic schemes of acceleration, which in the longer term may lead to much higher gradients. The Institutional Challenges Subpanel of the Energy Research Advisory Board's Civilian Nuclear Power Panel was charged with the task of addressing the institutional issues that affect the future of nuclear power in the United States. Barriers created by non-technical issues are generally considered to be primary obstacles to revitalizing the nuclear fission option as part of a robust supply for future electrical generation. The Subpanel examined the following categories of institutional issues: (1) Administration Policy and Leadership, (2) Licensing Reform, (3) Standardized Designs, (4) Shared Financial Risk, (5) State and Economic Regulation, (6) Waste Disposal, and (7) Public Perception. The Subpanel concluded that the Administration and Congress have the opportunity and responsibility to provide leadership in resolving these difficulties. The main report provides information on the background and current situation for each institutional issue and concludes with the set of recommendations for action

In November 1994, Dr. Martha Krebs, Director of the US Department of Energy (DOE) Office of Energy Research (OER), initiated a broad assessment of the current status and promise of the field of accelerator physics and technology with respect to five OER programs -- High Energy Physics, Nuclear Physics, Basic Energy Sciences, Fusion Energy, and Health and Environmental Research. Dr. Krebs asked the High Energy Physics Advisory Panel (HEPAP) to establish a composite subpanel with representation from the five OER advisory committees and with a balance of membership drawn broadly from both the accelerator community and from those scientific disciplines associated with the OER programs. The Subpanel was also charged to provide recommendations and guidance on appropriate future research and development needs, management issues, and funding requirements. The Subpanel finds that accelerator science and technology is a vital and intellectually exciting field. It has provided essential capabilities for the DOE/OER research programs with an enormous impact on the nation's scientific research, and it has significantly enhanced the nation's biomedical and industrial capabilities. Further progress in this field promises to open new possibilities for the scientific goals of the OER programs and to further benefit the nation. The Subpanel on Theoretical Computing of the High Energy Physics Advisory Panel (HEPAP) was formed in July 1984 to make recommendations concerning the need for state-of-the-art computing for theoretical studies. The specific Charge to the Subpanel is attached as Appendix A, and the full membership is listed in Appendix B. For the purposes of this study, theoretical computing was interpreted as encompassing both investigations in the theory of elementary particles and computation-intensive aspects of accelerator theory and design. Many problems in both areas are suited to realize the advantages of vectorized processing. The body of the Subpanel Report is organized as follows. The Introduction, Section I, explains some of the goals of computational physics as it applies to elementary particle theory and accelerator design. Section II reviews the availability of mainframe supercomputers to researchers in the United States, in Western Europe, and in Japan. Other promising approaches to large-scale computing are summarized in Section III. Section IV details the current computing needs for problems in high energy theory, and for beam dynamics studies. The Subpanel Recommendations appear in Section V. Pressure ulcers is a frequent problem in hospitalized patients. Several prevalence studies have been conducted across the globe. Little information is available regarding prevalence of pressure ulcers in India. The aim was to identify the prevalence of pressure ulcers in one of the tertiary hospital in northern India and the factors associated with its development. A cross sectional point prevalence study. European Pressure Ulcer Advisory Panel (EPUAP) data collection form. Ethics approval was obtained prior to start of the study. Total of 358 patients were enrolled in the study. All patients above 18 years of age admitted in intensive care units and wards were included in the study. Patients admitted in emergency, day care, coronary care unit were excluded because of their short duration of hospital stay (varies from 24 to 72 h usually). All patients admitted before midnight on the predetermined day were included. The Braden scale was used to identify the risk of developing pressure ulcers. European Pressure ulcer advisory panel (EPUAP) minimum data set was used to collect prevalence data. The overall prevalence rate was 7.8%.The sacrum and heel were more commonly affected. Grade III pressure ulcers were the most common (42.8%). The pressure ulcer prevalence rate in our hospital was lower than that published in international studies. Severe forms of pressure ulcers were commonly encountered This data provides background information that may help us in developing protocols for applying effective practices for prevention of pressure ulcers. NB Power was faced with major financial and technical challenges in generation that would lead to significant rate increases over several years to come. In 2009, the governments of New Brunswick and Quebec proposed an agreement whereby Hydro-Quebec would acquire most of the assets of NB Power and provide a guaranteed electricity supply at a set price to the province. The proposal involved the sale of NB Power's hydro generation facilities, 2 diesel peaking plants and the Point Lepreau nuclear generating facility. It also included a guaranteed bulk electricity supply of 14 Terawatt-hours per year by Hydro-Quebec at a blended rate of 7.35 cents per kilowatt-hour. The new Brunswick government would retain ownership of the fossil-fuelled power plants, the NB Power transmission assets and the NB Power distribution assets and customer sales. A 6-person independent panel was asked to examine the proposal. This report addresses the proposed agreement as presented to the Panel up to January 26, 2010. The panel conducted an independent and objective examination of the financial implications; long-term effects on electricity rates; New Brunswick's control of energy policies; environmental impacts; short-and long-term risks and avoided risks; and benefits and costs to the provincial economy. The Panel drew its conclusions and recommendations on the basis of available information. The Panel concluded that the benefits to New Brunswick contribute to real and positive value to New Brunswick over business as usual. tabs., figs.

An international nanoscience advisory board to improve and harmonize nanotechnology oversight

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

Full Text Available ENGLISH: The Human Rights Advisory Panel (HRAP established in 2006 to strengthen the accountability of UNMIK in Kosovo so far has dealt mainly with cases regarding property and missing persons. In two recent cases of members of the Egyptian and the Serbian minority (Fillim Guga and Nevenka Ristić it also dealt with privatization of socially - owned enterprises and found discrimination on ethnic grounds by the Special Chamber of the Supreme Court, established by UNMIK for such cases, which raises the accountability of UNMIK. In doing so the panel applied Article 14 of the ECHR on prohibition of discrimination in conjunction with Article 6 ECHR on fair trial in the light of relevant jurisprudence of the European Court of Human Rights. It also pointed out that in these cases the Special Chamber did not recognize a prima facie case of indirect discrimination and did not apply the principle of reversal of proof as required by the Anti - Discrimination Law of Kosovo. On behalf of UNMIK, the Special Representative of the Secretary - General defended the findings of the Special Chamber. The conclusions and recommendations in the Opinion of the Panel hold UNMIK accountable for the violations found and require it to take immediate and effective measures including an apology and adequate compensation for non-pecuniary damage as well as urging EULEX and other competent authorities in Kosovo to reopen the case by the Special Chamber. The work of the HRAP raises wider issues of accountability of international missions like UNMIK, to which it makes an important contribution. The DOE Office of Energy Research chartered through the Fusion Energy Sciences Advisory Committee (FESAC) a panel to 'address the topic of U. S. participation in an ITER construction phase, assuming the ITER Parties decide to proceed with construction.' (Attachment 1: DOE Charge, September 1996). Given that there is expected to be a transition period of three to five years between the conclusion of the Engineering Design Activities (EDA) and the possible construction start, the DOE Office of Energy Research expanded the charge to 'include the U.S. role in an interim period between the EDA and construction.' (Attachment 2: DOE Expanded Charge, May 1997). This panel has heard presentations and received input from a wide cross-section of parties with an interest in the fusion program. The panel concluded it could best fulfill its responsibility under this charge by considering the fusion energy science and technology portion of the U.S. program in its entirety. Accordingly, the panel is making some recommendations for optimum use of the transition period considering the goals of the fusion program and budget pressures.

The Subcommittee has formulated its view of the physics program to be pursued in the coming years together with an analysis of the facility parameters that will be required in order to execute the highest priority components of this program. The Subcommittee foresees the opening of a new frontier for the investigation of nuclear phenomena in the momentum transfer range q = 5 to 15 fm -1 and electron energy range up to 4 GeV. Because of the opportunities they offer for fundamental advances using electromagnetic probes, the Subcommittee assigned the highest scientific priority to investigation of hadron structure and two body interactions, three and four body systems, and fundamental symmetries. This is both because of their intrinsic scientific interest and because of the opportunity they offer to study the largely unexplored transition between nucleon-meson and the quark-gluon descriptions of nuclear systems. The Subcommittee strongly recommends the construction of a variable energy electron beam facility capable of operation at both high intensity and high duty factor, and able to achieve an electron energy of about 4 GeV, for the purpose of making coincidence measurements on nuclear targets at large excitation energy and momentum transfer

Our understanding of pressure injury etiology and development has grown in recent years through research, clinical expertise, and global interdisciplinary expert collaboration. Therefore, the National Pressure Ulcer Advisory Panel (NPUAP) has revised the definition and stages of pressure injury. The revision was undertaken to incorporate the current understanding of the etiology of pressure injuries, as well as to clarify the anatomical features present or absent in each stage of injury. An NPUAP-appointed Task Force reviewed the literature and created drafts of definitions, which were then reviewed by stakeholders and the public, including clinicians, educators, and researchers around the world. Using a consensus-building methodology, these revised definitions were the focus of a multidisciplinary consensus conference held in April 2016. As a result of stakeholder and public input, along with the consensus conference, important changes were made and incorporated into the new staging definitions. The revised staging system uses the term injury instead of ulcer and denotes stages using Arabic numerals rather than Roman numerals. The revised definition of a pressure injury now describes the injuries as usually occurring over a bony prominence or under a medical or other device. The revised definition of a Stage 2 pressure injury seeks to clarify the difference between moisture-associated skin damage and injury caused by pressure and/or shear. The term suspected has been removed from the Deep Tissue Pressure Injury diagnostic label. Each definition now describes the extent of tissue loss present and the anatomical features that may or may not be present in the stage of injury. These important revisions reflect the methodical and collaborative approach used to examine the available evidence and incorporate current interdisciplinary clinical expertise into better defining the important phenomenon of pressure injury etiology and development.

Home energy rating system business plan feasibility study in Washington state

In the Fall of 1993, the Washington State Energy Office funded the Washington Home Energy Rating System project to investigate the benefits of a Washington state HERS. WSEO established a HERS and EEM Advisory Group. Composed of mortgage lenders/brokers, realtors, builders, utility staff, remodelers, and other state agency representatives, the Advisory Group met for the first time on November 17, 1993. The Advisory Group established several subcommittees to identify issues and options. During its March 1994 meeting, the Advisory Group formed a consensus directing WSEO to develop a HERS business plan for consideration. The Advisory Group also established a business plan subcommittee to help draft the plan. Under the guidance of the business plan subcommittee, WSEO conducted research on how customers value energy efficiency in the housing market. This plan represents WSEO`s effort to comply with the Advisory Group`s request. Why is a HERS Business Plan necessary? Strictly speaking this plan is more of a feasibility plan than a business plan since it is designed to help determine the feasibility of a new business venture: a statewide home energy rating system. To make this determination decision makers or possible investors require strategic information about the proposed enterprise. Ideally, the plan should anticipate the significant questions parties may want to know. Among other things, this document should establish decision points for action.

Report of the Subpanel on High Energy Physics Manpower of the High Energy Physics Advisory Panel

A report of a study by a Subpanel which was appointed by the High Energy Physics Advisory Panel (HEPAP) to examine the production in recent years of new researchers in high energy physics and the rate at which they have moved into short term and permanent positions in the field. The Subpanel made use of the 1973 and 1975 ERDA Census data, statistics collected by others, as well as a number of surveys conducted by the Subpanel itself. Even though many uncertainties and gaps exist in the available data, several important points are presented. (1) New Ph.D. production in high energy physics has decreased in recent years even more rapidly than in physics as a whole. (2) New Ph.D.'s in experimental and theoretical high energy physics have been produced for many years in roughly equal numbers in spite of the fact that employment in the field at all levels shows a ratio of experiment-to-theory approaching two-to-one. (3) A very large fraction of the approximately 1700 Ph.D.'s in high energy physics (employed at 78 universities and 5 national laboratories) hold tenured positions (383 theorists and 640 experimentalists). (4) The age distribution of those in the tenured ranks reveals that the number of retirements will be extremely small during the next decade but will then start to have a significant impact on the opportunities for those who are seeking careers in the field. (5) Promotions to tenure at the universities during the 4 year interval AY72/73-AY76/77 have averaged about 10 per year in experiment and 10 per year in theory

The Science Advisory Board's Radiation Advisory Committee was requested to review the scientific merit of a proposal to conduct an epidemiological study of radon in indoor air. The Board accepted the request and formed a Radioepidemiology Subcommittee which responded to two overriding scientific issues: Can further epidemiological study contribute to an understanding of the risks of lung cancer associated with household exposures. The Subcommittee concludes that scientific uncertainties in current epidemiological studies (chiefly studies of uranium miners) could be further reduced through direct investigations of the domestic population. Is the proposed study under review by the Office of Research and Development, entitled Health Effects of Waterborne Radon, appropriately designed to address the risk. This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan

The IEC, founded in 1906, is an independent international standards organization. Its standardization work deals with almost all branches of electrotechnology in the electrotechnical, electronical and data-processing field, covering all applications, as for example telecommunications and nuclear energy. The IEC Central Office is situated in Geneva (Switzerland). The Technical Committee No. 45 was set up in 1960 at the IEC general meeting in New Delhi, with the scope as given in the IEC Directory. Its revised scope is under consideration in the Committee of Action of the IEC and reads: ''To prepare international standards relating to electrical and electronic equipment and systems specific to nuclear applications''. The chart shows the organigram of the Technical Committee which comprises about 75 experts in the nuclear field from about 20 industrial countries. We can see here the standard diagram of a Technical Committee with its Sub-committees and Working Groups. The meetings are held in a member country at the request of its National Committee. One shows the places of the plenary meetings of TC 45 as well as the meetings of its Sub-committees and their Working Groups held till now. This Panel finds that the highest priority for new accelerator construction in the US nuclear physics program is for an electron accelerator of high duty factor capable of producing beams at any energy in the range from 500 to 4000 MeV. After detailed study and consideration of the proposals for such facilities submitted to it, the Panel recommends: that the proposal submitted by the Southeastern University Research Association (SURA) be accepted and funded for the construction of a new National Electron Accelerator Laboratory (NEAL) centering on a 4 GeV linear accelerator-stretcher ring system capable of delivering intense, high duty factor, electron beams in the energy range from 500 to 4000 MeV. Additional recommendations relating to this principal one are to be found in the body of this report. As modified by the Panel consequent to its own studies and analyses, the estimated cost (in 1983 dollars) of the accelerator complex is 111.8 million dollars; of the entire laboratory is 146.8 million dollars; and the operating cost averaged over the first five years of operation is 18.1 million dollars per year. The projected 15 year total cost of the project is 418.3 million dollars. The construction period is estimated to be 4.5 years. The NEAL Laboratory, from the outset will be constructed and managed as a national rather than a regional facility and will provide the United States with a truly unique facility for research in electromagnetic physics

High-energy physicists seek to understand what the universe is made of, how it works, and where it has come from. They investigate the most basic particles and the forces between them. Experiments and theoretical insights over the past several decades have made it possible to see the deep connection between apparently unrelated phenomena, and to piece together more of the story of how a rich and complex cosmos could evolve from just a few kinds of elementary particles. The 1998 Subpanel of the High Energy Physics Advisory Panel (HEPAP) laid out a strategy for U.S. high-energy physics for the next decade. That strategy balanced exciting near-term opportunities with preparations for the most important discovery possibilities in the longer-term. Difficult choices were made to end several highly productive programs and to reduce others. This year HEPAP was charged to take the plan given in the Subpanel's report, understand it in the context of worldwide progress, and update it. In response to that charge, this White Paper provides an assessment of where we stand, states the next steps to take in the intermediate term, and serves as input for a longer range planning process involving a new HEPAP subpanel and high-energy physics community evaluation in 2001. Since the 1998 Subpanel, there have been important developments and a number of the Subpanel's recommendations have been implemented. Notably, construction of the B-factory at SLAC, the Main Injector at Fermilab, and the upgrade of CESR at Cornell have all been finished on schedule and on budget. We have gained great confidence in the performance of these accelerators and the associated detectors. The B-factory at SLAC is already operating above design luminosity and plans are in place to reach three times the design in the next few years. In 2008, CDC convened an expert panel to gather input on the use of geospatial science in surveillance, research and program activities focused on CDC's Healthy Communities Goal. The panel suggested six priorities: spatially enable and strengthen public health surveillance infrastructure; develop metrics for geospatial categorization of community health and health inequity; evaluate the feasibility and validity of standard metrics of community health and health inequities; support and develop GIScience and geospatial analysis; provide geospatial capacity building, training and education; and, engage non-traditional partners. Following the meeting, the strategies and action items suggested by the expert panel were reviewed by a CDC subcommittee to determine priorities relative to ongoing CDC geospatial activities, recognizing that many activities may need to occur either in parallel, or occur multiple times across phases. Phase A of the action items centers on developing leadership support. Phase B focuses on developing internal and external capacity in both physical (e.g., software and hardware) and intellectual infrastructure. Phase C of the action items plan concerns the development and integration of geospatial methods. In summary, the panel members provided critical input to the development of CDC's strategic thinking on integrating geospatial methods and research issues across program efforts in support of its Healthy Communities Goal.

Full Text Available This article analyses the unique development of the international human rights non judicial protection mechanism in Kosovo. Since 1999 Kosovo has been placed under international supervision carried out by international organizations, namely the United Nations and the European Union. The UN’s Mission in Kosovo (UNMK was unprecedented both in scope and structural complexity. After the Declaration of Independence by Kosovo authorities on 17 February 2008, the European Union Rule of Law Mission in Kosovo EULEX took over to assist and support the Kosovo authorities in the rule of law area, specifically in the areas of the police, the judiciary and customs. The UNMIK’s extensive mandate and EULEXs limited executive powers in practice have affected human rights of Kosovars as a consequence of the UNMIK and EULEX actions and inactions in the course of exercise of their mandates. This study will try to reveal the processes that lead to establishment of these two unique international human rights Panels and their impact on human rights protection of individuals under international administration. The main question to be addressed is if these two human rights panels are providing the adequate remedy for addressing human rights violations by international actors in a post conflict Kosovo.

The Shielding Subcommittee of the Cross Section Evaluation Working Group (CSEWG) was established in 1967 to help ensure that the content of the ENDF/B cross section library was adequate for treating shielding problems. Early work of the subcommittee concentrated on devising formats for gamma-ray interaction and production data, as well as providing programs for testing the clerical and physics consistency of the files. The Radiation Shielding Information Center (RSIC) collaborated directly with evaluators on behalf of the National Neutron Cross Section Center (NNCSC) to begin testing and adding data sets to be fed into the official ENDF/B libraries. These efforts, which were sponsored by AEC-DRDT (now ERDA-DRDD), were augmented greatly through the Defense Nuclear Agency program of establishing a working cross section library in ENDF format. The effort concentrated on evaluation and testing of materials of interest to DNA programs and providing these for inclusion in the ENDF/B library. Shielding data testing efforts, as a part of the CSEWG Data Testing Program, are now also an integral part of the Shielding Subcommittee effort. Procedures for writing and approving the shielding benchmarks were devised by Shielding Subcommittee members. Data testing benchmark experiments have been documented and analyzed, and the most recent results for ENDF/B-IV are as reported as part of ENDF-230, ''Benchmark Testing of ENDF/B-IV.''

The NUPLEX Licensing Subcommittee was organized to seek a formal license renewal mechanism that institutionalizes the current licensing basis and consequent level of safety of a plant as the legitimate standard for acceptance and approval of an application for extended operation. Along with defining the most workable approach to and scope of review for license renewal, this paper explains the reasons why a regulatory framework is needed by the early 1990s. The initial results of development work on two key issues, licensing criteria and hearing process, are also presented. at this point six potential license renewal criteria have emerged: evaluation of existing monitoring/maintenance programs, revalidation of current licensing basis, conformance to special regulations, evaluation to a safety goal, plant performance history, and environmental assessment. Full Text Available The purpose of this study was to determine the characteristics and motivational factors of effective Extension advisory leaders. This Delphi study was conducted with a selected group of County Extension Directors and a group of Extension State Advisory Leaders. The study identified 10 characteristics that distinguish an effective Extension advisory leader. Some of these characteristics are explicit and easy to observe, while others are implicit and difficult to directly observe. Therefore, it is practical to use directly observable characteristics of effective advisory leaders when selecting volunteers. Once potential volunteers are spotted in the community, implicit characteristics of effective advisory leaders should be used to further screen them before they are selected. The study also identified the eight most important factors motivating individuals to volunteer as effective advisory leaders. Understanding these motivational factors is helpful for creating an environment for attracting and retaining effective volunteers. Understanding their motivation for volunteer work and creating an environment for them to meet the motivating factors for volunteering will lead to volunteer satisfaction and retention. The findings of this study can be used to build strong Extension advisory councils.

This comment explores whether health care reform legislation establishes an administrative body effectively charged with the rationing of health care resources; insofar as it establishes a presidentially appointed Independent Medicare Advisory Committee (IMAC). IMAC would be charged with "making two annual reports dictating updated rates for Medicare providers including physicians, hospitals, skilled nursing facilities, home health, and durable medical equipment." IMAC's recommendations would be implemented nationally, subject to a Congressional vote. Congress would be granted a thirty-day window to achieve a simple majority for or against the IMAC recommendations. Part I is an introduction. Part II of this article covers the history of American health care. It lays out the federal government's evolving role in the arena of public health and health care, starting in the mid-nineteenth century and continues up to the present day. Part III examines the existing process by which Medicare spending is controlled. This part focuses on the administrative procedures that control Medicare reimbursements. Part IV examines IMAC. This part discusses IMAC's statutory provisions and the administrative transparency laws IMAC would be bound to follow. The close of this part, draws on three analogies as a gauge for how IMAC will operate: Senator Tom Daschle's Federal Health Board (FHB) proposal; the administrative oversight of the Federal Reserve; and the United Kingdom's National Institute for Health and Clinical Excellence (NICE). Part V creates a snapshot of the U.S. health care system as it operates today. This part emphasizes cost, quality, and accessibility of health care, with comparisons to international and state-run health care systems. The 15th Meeting of the Subcommittee on Atomic and Molecular Data for Fusion of the International Fusion Research Council was held on 20-21 April 2006, at the IAEA Headquarters in Vienna, Austria. Work of the Atomic and Molecular Data Unit for the period 2004-2006 was reviewed, and recommendations were made for the 2008-2009 budget cycle. The proceedings, conclusions and recommendations of the Subcommittee meeting are briefly described in this report. Specific recommendations of the Subcommittee from this meeting, as well as the report on the activities of the IAEA Atomic and Molecular Data Unit for the period June 2004 - March 2006, are also included.
