    This 1997 issue of the activity report of the CEREM (CEA) gives a general overview of the CEREM organization, activities and human resources with some budgetary information. The main activities described concern the materials fabrication for the nuclear and automotive industries, the powders metallurgy (molding by injection, cold pressing modelling), the simulation of the hot and cold working processes, the surface treatments, the joining (brazed joints, sintering, welding), the electrochemical storage of the energy (fuel cells, lithium accumulators), the corrosion and the physico-chemistry of fluids, the mechanical properties and the cracks, the robots for nuclear units dismantlement, the alteration mechanisms of properties under different solicitations (thermal, mechanical, chemical, irradiation) and the solidification-crystallogenesis.     The Report of Activity on 1997 published by Waste Management Division (Direction chargee de la Gestion des Dechets) of French Atomic Energy Authority (Commissariat a l`Energie Atomique) presents the current activity in the framework of CEA Recovery Plan for Civil Centers initiated in 1991, aiming at managing all the radioactive problems issued from its Research and Development Activities. This plan covers three principal directions: management of radioactive wastes resulting from CEA research activities, reprocessing or storing the spent or un-used fuel resulting from research or prototype reactors, recovery measures and dismantling of nuclear facilities. In the field of radioactive waste management important projects, assuring the waste processing equipment, were developed in 1997 at Saclay (STELLA Installation), Cadarache (AGATE Installation) and Marcoule (ATENA Installation). The Radioactive Waste Storage TFA was put into operation at Cadarache. In the field of out-of-use fuel, in 1997 the fuel reprocessing units CARAMEL and UNGG were finished while as temporary storage for fuels waiting to be processed the CASCAD facility at Cadarache was assigned. Finally, concerning the recovery/dismantling activities, priority was granted to recover: the Radiochemical Lab. at Fontenay, the pilot workshop and UP1 plant of COGEMA at Marcoule, the EL4 reactor (in a joint action with EDF), and the AT1 pilot workshop at Cherbourg. The report is structured on five chapters with the following content: 1. The radioactive wastes; 2. The out-of-use fuels; 3. The dismantling of the definitively stopped installations; 4. The waste management at DAM (Direction des Applications Militaires); 5. Recovery activities at Marcoule 34 figs., 24 tabs.

    Constituted by a public and commercial establishment, the French National Radioactive Waste Management Agency (ANDRA) is responsible for the long term management of radioactive waste. This activity report presents the three missions of the ANDRA during the year 2004. The industrial mission deals with the Aube center disposal and the Manche center disposal facilities and the collection effort concerning the diffuse nuclear waste. The research mission focuses on the presentation of several topics: the repository design by studying various potential architectures, the reversibility and the safety assessment under operating conditions and the description of the behavior of repository at various space and time scales.     The Institute of Nuclear Protection and Safety (Institut de Protection et de Surete Nucleaire) - IPSN carries out research and expert studies needed in managing nuclear risk and consequences of nuclear events on population and environment, i.e. supervises the safety of installations, the prevention and study of accidents, the human health and environmental conditions, the safety of transport and has also the task of organizing the management of the crisis situations. IPSN has the mission of informing the public and participates in numerous international actions. Thus, since 1989 IPSN and its German counterpart, GRS, co-operate towards improving of the nuclear safety in Europe and developing a common approach of international issues. As acting for public authorities (government departments in charge with industry, environment, health or labor), IPSN grants technical authorizations on request of DSIN exploiters. The IPSN personnel amounts up to 1300 employees of whom around two thirds are engineers, researchers, physicians, agronomists, and veterinarians. This IPSN annual report contains in the 'Free Tribune' section two general papers entitled: 'The federalist role of research at IPSN' by Catherine Lecompte and 'The dose, a central issue in radioprotection debates' by Annie Sugier. Then five sub-reports follow: 1.The safety of nuclear facilities and radioactive wastes; 2.Crisis management; 3. The management of sensitive materials (protection and control of sensitive materials and safety analysis of the radioactive materials transport); 4.Protection of human health; 5.Environment protection. This road-map law has an impact on ANDRA's activities for the coming years. In the field of instrumentation there are mentioned the work on Hybrid Photon Detector and the contribution of the laboratory to the LHC-B Experiment at CERN and on long-base RICH experiment. In the framework of DELPHI experiment at LEP there are reported investigations on beauty particles, new particles and detector performances. There are given results obtained in the field of Quark-Gluon Plasma studies. There are described the research and development works with the dark matter detectors. In the field of theory there are reported studies on the proton structure, photon-photon collisions, the physics of the excited leptons and studies on neutron stars. Also, in this field there is reported the studies in Quantum Chromodynamics and physics of top quark. In the section devoted to parallel processing there are mentioned the research activities related to actinide burning by accelerators and simulations in nuclear medicine issues, electron channelling in crystals and beam-beam effect in colliders.     Like in previous years the present report is not a comprehensive display of all the scientific results obtained but a selection of 'significant facts' recorded in the different sectors of CEREM activity. The goal is to show how the expectations of the partners from both CEA and industrial community are satisfied. The CEREM R and D activity in the field of materials and robotics is mainly oriented toward the nuclear domain. The following directions of activity were pursued: 1. Development of numerous materials and technological procedures for future reactors; 2. Testing, damage study and modelling for current reactors; 3. Works on the environmental compliance of the materials especially with the December 1991 low regarding the nuclear waste management; 4.Developing robots devoted to nuclear installations dismounting; 5. Safety of current and future reactors. In addition, many other industrial domains are targeted for the applicable studies developed at CEREM, among which: - the renewable energy sources, particularly batteries and fuel cells; - materials for automobile and aeronautics industries; - advanced materials with high wear and tear resistance developed by surface treatment. The experience acquired in these fields was helpful in modelling, developing and implementing various materials assembling.

    This report covers the activity developed in the Lyon Institute of Nuclear Physics in the years 1996-1997. The INP-Lyon is a mixed research unit, dependent on Lyon 1 Claude Bernard University, on one side, and on CNRS Institute of Nuclear and Particle Physics, on the other side. Its personnel of some 200 fellows is formed up of a half of researchers and undergraduate researchers, the other half being engineers, technicians and administration personnel. The principal activities in INP Lyon are the experimental research in sub-atomic physics as well as the training by research of the master and enrolled towards Ph D students. The main research problems concern the particle physics nuclear matter and the particle astrophysics as well as the works in theoretical physics, radioactive product management and the interactions ions/clusters - matter.     The LPC (Laboratoire de Physique Corpusculaire) dedicated the major part of its 50 years activity to the Physics of Heavy Ions research conducted at GANIL. The activity in last two years on which this report is focused refers to this domain. Of special priority was the topics of hot and /or compressed nuclear matter aiming at understanding the physics of multifragmentation.The new ionization chambers INDRA and development of control programming required special efforts. A second direction of activity was the study of exotic nuclei particularly of halo nuclei. Specific equipment like the multi-detectors of DEMON and TAPS were designed for approaching the hot nuclei. Projects based on SPIRAL beams and collaborations dedicated to investigation of different new branches of exotic radioactivity ({beta}, xn: TONNERRE project) or mechanisms of induced fusion by radioactive nuclei to produce superheavy nuclei are reported on. The LPC was implied also in two important research programs, PRACEN and GEDEON (treatment of radioactive wastes) which made clear the evolution of research for the next two years: the correct understanding of the mechanisms of light particle production in neutron induced collisions at 20 to 200 MeV. In the frame of NEMO Collaboration that approaches topics related to the weak interactions the Laboratory has developed and tested the trigger system of NEMO3. A program utilizing ion trapping on SPIRAL for efficient studies on {beta}-neutrino angular correlations in superallowed decays will be thus feasible.     The oil and gas business is highly significant for the Norwegian economy, and creates big spin-offs nationwide. Just under 150 000 people are directly employed in the petroleum sector. KonKraft report 7 deals with the Norwegian gas industry, activities related to gas exports, operations at the land-based plants and the use of gas in Norway. This report also identifies development opportunities as gas operations move north up the Norwegian continental shelf (NCS). In addition, it discusses terms and frame conditions for expanding the use of gas for industrial purposes in Norway. And a more detailed description is provided of operations and spin-offs which could be generated by greater activity in the far north. The economic effects of petroleum activities concern far more than the human resources mobilised in direct relation to each field development. Another form of direct spin-off is the operation of offshore installations with associated bases, transport services and logistics. StatoilHydro, for example, maintained a portfolio of 17 transport helicopters, four rescue machines and two charter helicopters at six different Norwegian bases in 2007. Base operations not only play a key role in offshore operations but also lay the foundation for further industrial development - not least with supply services. A case in point is the Bergen Base at Aagotnes, which also embraces an industrial site currently occupied by more than 100 companies with some 1 600 work years. The base receives almost 2 000 ship calls every year. Another example is Kristiansund Base (Vestbase), which serves a number of fields in the Norwegian Sea and provides some 750 jobs on its site. Roughly 50 people work at the Sandnessjoeen base, which is responsible for supplying the Norne field and had almost 390 ship calls in 2007. (Author)

    Renewable raw materials derived from agricultural crops are used to manufacture bio-products in energy, chemicals and materials industries. Renewable feedstocks address a double need. On the one hand, they offer alternatives to fossil resources, and on the other hand, they are a response to today's environmental challenges: mitigation of the greenhouse affect, reduction of air, soil and water pollution, innocuousness and biodegradability of products. A new chemistry must be created. Large-scale and ongoing research work must be committed to this goal. The research effort implies active coordination of all the various actors involved - multidisciplinary research teams, agro-industrial enterprises, user industries (petrochemicals, chemicals, materials), and specific agricultural branches. With these ends in mind the scientific interest group AGRICE - Agriculture for Chemicals and Energy - was established by public authorities and eight partners in France in 1994. The AGRICE consortium was renewed for six years in 2001, with a broader membership base. AGRICE now includes the following partners: - the research arms of the Commissariat a l'Energie Atomique (CEA), the Institut Francais du Petrole (IFP), and the Institut National de Recherche Agronomique (INRA), - professional organisations representing producers of oilseeds (ONIDOL), grains (AGPB) and beets (CGB), - corporate members ATOFINA, AUTOBAR PACKAGING France, BAYER CROP SCIENCE, CERESTAR France, LIMAGRAIN Agro-Industrie, RHODIA, TOTAL FINA ELF, - the French ministries of Agriculture, Industry, Research, and the Environment, - the French Agency for the Environment and Energy Management (ADEME), - the French Agency for Innovation (ANVAR).     The new regulation in matter of radiation protection, coming from the transposition of the European directive 96/29/EURATOM modifies the code of the public health and the labour code. The exposures to natural radioactivity by the very fact of human activities are the object of specific dispositions. These new dispositions apply to professional areas that were, until now, little concerned by the regulation relative to ionizing radiations. The S.F.R.P., in relationship with the Minister in charge of labour, and the A.F.T.I.M. (French organisation of safety technicians and engineers and labour physicians) organizes two days of information and exchange on the subject. This meeting concerns industry and research departments but also inspectors and labour physicians and other actors having a look on the risk management in societies. After some reminder on radioactivity and its effects, the regulation and the global risk management on working place, several actual examples are presented, covering the different known situations of exposure to the natural radioactivity ( radon, cosmic rays, use of radioactive material in an industrial process, production of radioactive waste). The days finish by a round table conference on the stakes and practical entailment of the new regulation. (N.C.)

    This report describes the activity of Linear Accelerator Laboratory at Orsay on 1996, 1997, and 1998. The physics research is focused onto three issues. The first has as objective the precise test of standard model in the sector of gauge boson interactions at LEP (ALEPH, DELPHI) and HERA (H1) and in the sector of matter properties (tau lepton, b quark, CP violation and neutrino mass). The second is a search for high energy new particles, particularly the Higgs boson and the particles predicted by supersymmetry. Finally, there is an astrophysics program aiming at gravitational wave detection and precise measurement of the relic background radiation by gravitational lensing and of high energy photon showers. The LAL plays a foremost role in the construction of the large experiments ATLAS, NEMO, VIRGO (especially mechanics) and BABAR and LHCb (electronics). The computing sector entered a new phase of critical mutations (relating to new tools and languages). Reported are also the LAL contributions to the TTF injector, the test station installed at Hamburg for the future superconductor e{sup +}e{sup -} collider TESLA and the effort in superconductor accelerator R and D of the DAPNIA-IN2P3 French collaboration. An illustration of the LAL efforts for developing applications is the electron beam project ELYSE designed for chemical utilizations, based on the experience with the photon triggered gun CANDELA.

    The Institute of Nuclear Sciences in Grenoble is a merged research unit formed of the IN2P3 of CNRS and Joseph Fourier University of Grenoble. Founded in 1960, to foster theoretical and experimental nuclear physics it evolved continuously particularly in 90`s when its activity got concentrated on the main topics of the research fields `Quarks and Leptons`, `Particles and Nuclei in Universe`, `Hadron Physics`, `Nuclear Matter` and `New Systems in Nuclear Power Generation`. In the first field, research on massive right-handed neutrinos and on supersymmetric particles were initiated in 1996-1997. The experiments for measuring the neutrino magnetic moment are now operational and first results are expected in 1998. To study antimatter and dark matter in the Universe a magnetic spectrometer was built and is to be installed on the future international space station. In Hadron Physics first results are reported on the {eta} photoproduction and t{sub 20} experiment at TJNAF, representing important advances in the field of short-range nucleon-nucleon interaction. The work conducted by the fusion-fission group allowed to get new insight in the mechanisms of fusion of asymmetric systems. Also, important results concerning the superdeformed exotic nuclei were obtained by the nuclear structure team. Finally, the ISNG project on `Accelerator-driven sub-critical reactors` has advanced strongly in the last two years, in the framework of TARC experiment at CERN (collaboration RUBBIA) and SARA. The programs MUSE at MASURCA (Cadarache) utilizing the future accelerator GENEPI, simulation of sub-critical configurations and other relating programs recorded also important progress. In the field of theoretical physics few body problems, quarks or nucleons, particularly for A = 4 have recorded original developments, with significant insights on the meson properties in the nuclear environment

    This report presents the activity of `Laboratoire de Physique Corpusculaire` of Caen from July 1993 to June 1995. From its inception, at GANIL the nuclear physicists aimed at creating far off-equilibrium nuclear systems in order to obtain a better understanding of their properties as well as of nuclear matter. The first direction of research was the study of the excited nuclear matter i.e. the way in which the energy of heavy ion collisions is deposed in the compound system and nuclear fragments and the corresponding channels of their de-excitation. By means of NAUTILUS data and from comparisons of data with simulations it is now possible to measure life-times (down to 10{sup -22} s), the nuclear flow and the form of fragment emitters. These methods will be extensively used in the analysis of data taken with INDRA, which already has made evident a vaporization threshold. A second direction of research is based on the possibility to produce by fragmentation nuclei with a very anomalous neutron and proton composition. LISE, SISSI, and SPIRAL are used to re-accelerate the exotic or radioactive ions. By utilisation of DEMON the neutron halos of several nuclei has been studied, among which the one-neutron halo in {sup 19}C. The laboratory has participated also in large collaborations (NEMO) which investigated the neutrino nature and its rest mass which are important problems related to the validity of the particle physics standard model and, in turn, to the problem of the dark matter of the universe. A significant effort was attached to the realization of the utilized detectors and associated electronics. A special neutron detector was conceived and certified for COGEMA. The help of other institutions among which IN2P3, an CNRS institute, is acknowledged. There financial support as well as that obtained through ISMRA and the university has permitted the fruitful integration of LPC Caen in large national and international collaborations

    KonKraft report 6 deals with oil and gas operations on the Norwegian continental shelf (NCS) from Nordland county and northwards. It aims to contribute to a broad factual base for decision processes related to opening new exploration areas in these waters. The Norwegian petroleum sector employs about 250 000 people directly and indirectly. It accounts for a third of government revenues, and 90 per cent of its profits accrue to the state. NOK 119 billion of the central government budget in 2009 comes directly from oil and gas revenues. These funds finance roads, nursery schools, hospitals and the Norwegian welfare state. In addition, they safeguard future pensions. This industry is at a crossroads today. Oil production has dropped by 30 per cent since 2000. Recent forecasts from the Norwegian Petroleum Directorate show that it may be reduced by 50 per cent from its peak by 2013. Overall oil and gas output is expected to begin falling from the middle of the next decade. To slow this decline in output and revenues, the oil companies need access to new and attractive exploration acreage. Half the production expected by the government in 2030 relates to resources which have yet to be proven. Opening further areas of the NCS to petroleum activities would contribute to maintaining substantial investment and revenues for the community, and to continuing the development of industry in the northernmost parts of the country. The report reviews unopened areas along the Norwegian coast from the Helgeland region and north-eastwards to the Russian border. Nordland VI and VII plus Troms II are regarded by the petroleum industry as the most promising regions for big discoveries which could slow the production decline. The KonKraft 2 report concerning production development on the NCS estimates remaining resources in these three areas at 3.4 billion barrels of oil equivalent (boe). (Author)

    SUBATECH (Laboratory of Subatomic Physics and Associated Technologies) has been created in 1994 by three founding fathers, the Ecole des Mines de Nantes, the University of Nantes and the Institute IN2P3/CNRS. The challenging new idea was to house under one roof groups working in fundamental research as well as those working in applied research. During the first year the experimental activities focused on nuclear collisions at lower energies, e.g. reactions mechanism studies with the detector INDRA at GANIL. The laboratory specialized in the analysis of two particle correlations which allows to study the dynamics and the geometry aspects of the reaction mechanism. In the area of subatomic Physics our teams study the collisions of heavy ions at different energies to investigate the multifragmentation of nuclei or to search for the quark gluon plasma. In the area of associated TECHnologies the accent is on the problems related to nuclear waste, from the `treatment of nuclear waste with new method (GEDEON)` or its interaction with bacteria to the research of the chemistry of Tc, Ac-225 and Bi-213 and the program of alpha-immunotherapy on micro-tumors. In the field of fundamental science, in parallel to the work on simulations for the new projects, the Subatech scientists could start work on prototypes for the experiments ALICE at the LHC at CERN (scheduled for the year 2005) and STAR at RHIC at Brookhaven (scheduled for 1999). The experimental groups work closely together with the theory groups of Subatech. The author of the VENUS model works in Subatech. This internationally known model is amongst the most important code capable to describe many of the SPS data. Another theory group works on the analysis of multiparticle correlations in the WA98 data with the wavelet theory. Finally, a third group is currently studying the multifragmentation in the final state at GANIL

    KonKraft report 6 deals with oil and gas operations on the Norwegian continental shelf (NCS) from Nordland county and northwards. It aims to contribute to a broad factual base for decision processes related to opening new exploration areas in these waters. The Norwegian petroleum sector employs about 250 000 people directly and indirectly. It accounts for a third of government revenues, and 90 per cent of its profits accrue to the state. NOK 119 billion of the central government budget in 2009 comes directly from oil and gas revenues. These funds finance roads, nursery schools, hospitals and the Norwegian welfare state. In addition, they safeguard future pensions. This industry is at a crossroads today. Oil production has dropped by 30 per cent since 2000. Recent forecasts from the Norwegian Petroleum Directorate show that it may be reduced by 50 per cent from its peak by 2013. Overall oil and gas output is expected to begin falling from the middle of the next decade. To slow this decline in output and revenues, the oil companies need access to new and attractive exploration acreage. Half the production expected by the government in 2030 relates to resources which have yet to be proven. Opening further areas of the NCS to petroleum activities would contribute to maintaining substantial investment and revenues for the community, and to continuing the development of industry in the northernmost parts of the country. The report reviews unopened areas along the Norwegian coast from the Helgeland region and north-eastwards to the Russian border. Nordland VI and VII plus Troms II are regarded by the petroleum industry as the most promising regions for big discoveries which could slow the production decline. The KonKraft 2 report concerning production development on the NCS estimates remaining resources in these three areas at 3.4 billion barrels of oil equivalent (boe). (Author)

    A.C.R.O. (Association pour le Controle de la Radioactivite dans l'Ouest) is a French non governmental organisation that operates a laboratory for radioactivity analysis. It was created in 1986 as a response to people demands for information and reliable, independent testing. The organisation mainly carries out missions of information and training for its correspondents and more generally for a wide audience, particularly for people who worry about problems of environment, health, management of radioactive waste and emissions. Thanks to its structure, it enables citizens to involve themselves together with scientists so as to gain access to information that was hither to reserved to specialists. The organisation can vouchsafe its independence from the diversity of its members and volunteers, as well as from the diversity of its money resources. Besides its headquarters situated on the city of Caen area (Normandy), three branches situated in North Normandy, in Touraine and North Cotentin enable A.C.R.O. to assert its presence in the west of the French country. The association is run by a 30-plus team of volunteers and employees, structured in four committees : science, information, secretarial offices and management. Certified for the Protection of the Environment, the association was granted a technical qualification certificate for its testing and measurement activities by the French Health Authorities, according to decree n. 88 715 of May 9, 1988. In connection with all the human and technical know-how that it has links up over the years, the A.C.R.O. has developed such expertise as has made it an essential player in public debate; it has also led it to take part in numerous work groups and official committees and improve the public information through the regular publication of 'the nuclear chronicle'.     The A.C.R.O. continues to play an indispensable role through both additional objectives which guide its activities: the environmental surveillance and the public information. In 2004, these objectives are translated by numerous actions which join the continuity of the orientations taken for several years, as for example the periodic publication of all the analysis results via our quarterly review and our www.acro.eu.org web site, but also our participation at commissions, working groups and groups of institutional experts or not. Year 2004 marks the beginning of our commitment in Belarus, country still strongly marked by the disaster of Chernobylsk, to work with the population of the contaminated territories. The project aims to set up a surveillance of the contamination at the inhabitants disposal and to promote the distribution of information and knowledge in radiological protection, essentially turned to the young people, the housewives and the pregnant women. The peculiarity of this project is to give the coordination to the inhabitants, so that they can pursue it in any autonomy. On the day before the 20. anniversary of the disaster, this commitment seems to us important and meaningful as the international community seems to have forgotten Chernobylsk; beyond the help which we can bring over there, we also have many things to be learnt to pass on and testify around us. As regards the environmental surveillance, the A.C.R.O. decided in 2004 to melt again its programs of surveillance and evaluation led on the scale of the big West to form only one. Key project of year 2004, the launch of the network citizen of the wakefulness, information and radioecological evaluation (R.I.V.I.E.R.E.) allows to understand the levels and the tendencies of the aquatic ecosystems radioactivity on the scale of the Seine Normandy pond: from Nogent-sur-Seine to La Hague and from the Mont-Saint-Michel to Penly.     The present proposition of law has for object to come up to the expectations of persons having participated to nuclear weapons test made by France between the 13. february 1960 and the 27 january 1996, in Sahara or French polynesia. The consequences on health can not be ignored even after several decades of years. Furthermore, the present proposition of law chooses to extend this measure to the victims of nuclear accidents. The Chernobylsk accident has shown that the French territory did not avoid to a risk inherent to this kind of activity. This project makes a census of the different nuclear tests with incidents, different accidents in France and the different kind of pathologies among the veterans and their progeny. The different steps for the victims to claim are detailed. Other states have adopted laws of compensation for the victims of their populations, civil or military ones.     The main direction of research of the Institute of Nuclear Physics at Orsay was the physics of nuclei far from stability line. The high value of the results obtained is due mainly to development of MUST detectors, LISE3 and SPEG spectrometers and use of large size germanium crystals. Important findings in radioactivity, elastic and inelastic scattering, in transfer reactions (in {sup 11}Be for the first time), Coulomb excitation and use of on-line gamma labelling technique, especially applied to neutron rich nuclei around N=20 and 28, are mentioned. Collaborations to projects like EXOGAM, VAMOS, LISE2000 at GANIL as well as the studies on nuclei around {sup 132}Sn at ISOLDE are reviewed. Very promising appear the results obtained with hot nuclei, produced in heavy ion collisions at 30-200 MeV/n and with the new nuclear species produced in relativistic heavy ion collisions. The studies on hadrons in nuclear matter conducted at CERN LHC and GSI at Darmstadt concerned mainly the quark-gluon plasma. The results on J/{psi} suppression obtained by NA50 collaboration appear to signal this state. The studies on hadron structure with the GRAAL experiment at ESRF opened the domain of strange baryon resonances.     The Global Partnership Against the Spread of Weapons and Materials of Mass Destruction was launched by the heads of state and government of the G8 at the G8 summit in Kananaskis in June 2002. Fourteen other countries have since joined this G8 initiative. The aim of this partnership is to 'prevent terrorists, or those who harbor them, from acquiring or developing nuclear, chemical radiological and biological weapons, missiles, and related materials, equipment and technology'. Within the framework of the Partnership, the participants have agreed to support cooperation projects, starting with Russia, to promote non-proliferation, disarmament, the fight against terrorism and nuclear safety. The destruction of chemical weapons, the dismantling of decommissioned nuclear submarines, the disposal of fissile materials and the employment of former weapons scientists are among the priority concerns expressed. Ukraine has also been a beneficiary of this partnership since 2004. The participants in this initiative have agreed to contribute up to 20 billion dollars (up to 750 million euros from France) to support these projects over a period of ten years from 2002. A group of experts from the G8 on the Global Partnership (the GPWG = Global Partnership Working Group) meets regularly and gives an account of the progress made with this initiative in its annual report to the G8. These annual reports are published at the G8 summits. This document is the 2004 to 2006 activity report of the G8 global partnership.

    This project of law aims to adapt the electricity and gas sector to the new economical context of opening of the energy markets to competition. It gives to energy companies the internal organization base necessary to warrant a high level of service and a transparent and non-discriminatory access of third parties to transport and distribution networks. These evolutions will allow Electricite de France (EdF) and Gaz de France (GdF) companies to compete on equal terms with their European competitors. It confirms first the prime role of public utility of both companies and then transposes the dispositions of the European directives relative to the organization of EdF and GdF integrated companies. It foresees the creation of two daughter companies for the management of energy transport activities. The project of law foresees also the change of the status of EdF and GdF companies and the reform of the retirement pensions of the personnel. This report presents, first, in a comparative table the articles adopted by the French house of commons and the changes adopted by the Senate.   1. Examining the positive effects of rapport building: when and why does rapport building benefit adult eyewitness memory?

    Most investigative interviewing protocols recommend building rapport with cooperative adult witnesses to increase the accuracy of their reports. Although a few recent studies support the benefits of rapport building on adult witness recall, no study has examined whether the timing of rapport in relation to post-event misinformation affects recall accuracy, and whether these effects are related to witness anxiety levels throughout the interview. The present study provided two hundred and thirty-three undergraduates with a videotaped mock crime followed by building high or low rapport either before or after they received post-event misinformation. All witnesses were then interviewed about the mock crime. Results indicated that high rapport before misinformation increased the amount of accurate information reported in a subsequent witness interview compared to low rapport. However, these recall benefits were not due to a reduction in anxiety. Theoretical implications and practical recommendations for police interviewing practices are discussed. PMID:24304449

En effet, pour accroître l'efficacité militante, pour satisfaire aux besoins toujours existants de la population féminine à laquelle elles s'adressent, elles ont eu recours à la salarisation et se sont transformées en associations employeuses.     Le tabagisme est une des principales causes de morbidité et de mortalité évitable. Le but de ce travail est d’évaluer les connaissances du fumeur vis-à-vis les risques du tabac et son motivation pour cesser de fumer. Nous avons réalisé une enquête transversale chez les malades tabagiques hospitalisés au service en répondant à un questionnaire précisant leur niveau socio-économique et culturel, l'histoire du tabagisme, les méfaits connus du tabac, la dépendance pharmacologique à la nicotine et leur motivation pour cesser de fumer. Il s'agit de 120 patients, l’âge moyen était de 45 ans±15. Les principaux motifs d'hospitalisation étaient: pathologie tumorale (54%), pathologie infectieuse (35%) BPCO (9%). 85% des patients étaient scolarisés jusqu'au cycle secondaire. Pour l'ensemble des patients, l’âge moyen de la première cigarette était précoce (avant de 20 ans) et la dépendance pharmacologique à la nicotine était légère (82% avaient un score de Fagerström < 8). Plus d'un tiers des patients (38%) avaient au moins fait une tentative d'arrêt. La connaissance des effets néfastes du tabac était variable: les pathologies cancéreuses (88%), les maladies cardiovasculaires (65%) et la BPCO (31%). La majorité des patients (78%) avaient cessé de fumer depuis l'hospitalisation. Notre enquête met en évidence l'intérêt de la médiatisation dans l'information de la population sur les risques du tabac. Les pneumologues, qui prennent en charge la grande majorité de ces patients, doivent donc s'impliquer activement dans ce domaine. PMID:25745534

Dans la première partie, diverses remarques viendront souligner la prédominance des faits rapportés sur les commentaires des journalistes. La deuxième section montrera quels sont les critères faisant qu’une information factuelle est publiée ou non. Enfin, malgré la factualité revendiquée par la presse anglo-saxonne, il apparaît que celle-ci tend désormais de plus en plus vers l’analyse des faits rapportés. Les raisons de ce phénomène seront abordées et l’on conclura en esquissant les dangers éventuels d’une telle évolution journalistique.This article analyses the essential features of Anglo-Saxon journalism that were established in the 19th century to determine whether they can still be used to characterise the specificity of today’s newspapers. In the first part, various points highlight the predominance of event-centred reporting over news analysis. The second part shows the criteria that are taken into account when deciding to publish some event-centred news items and not others. Lastly, although facts supposedly play a major part in the Anglo-Saxon press, one will see that these newspapers give a more and more analytic account of the reported events. The causes of this phenomenon are examined and the conclusion outlines the risks that such a journalistic evolution entails.

    Pour appréhender ce phénomène, il nous faut d’abord observer concrètement l’usage que fait Hirohiko Araki de la double-page, les lieux du récit que celle-ci investit, la fréquence de ses manifestations, et la manière dont elle caractérise les différentes parties de la saga Jojo’s bizarre Adventure. L’ubris de la double-page met alors particulièrement en relief deux éléments centraux de la poétique d’Hirohiko Araki : le corps et le temps.  La double-page apparaît comme la réponse matérielle à ces corps qui débordent de la page classique, qui éclatent ou se dispersent de telle sorte que l’auteur doit étendre les limites de ce cadre pour les représenter. Le temps entre lui en scène à travers le détail : la double-page devient le règne d’un détail sur lequel le lecteur passe trop vite et auquel le héros accorde toute son attention. Enfin, la double-page possède chez Hirohiko Araki une dimension proprement esthétique que révèle clairement l’usage presque absolu qui en est fait dans la septième partie de Jojo’s bizarre Adventure, Steel Ball Run, et dans le volume Rohan au Louvre, même si l’on peut la deviner déjà auparavant.     Full Text Available Dans les vallées de l'intérieur de la Provence, de grandes accumulations de tufs et de travertins sont liées aux sources karstiques importantes. En rapport avec l'évolution géomorphologique, les travertins anciens forment des balcons et des terrasses. La période récente de grande construction travertineuse débute souvent au Préboréal et se généralise dans l'Atlantique. Au cours du Néolithique final, cette sédimentation décroît en fonction de la détérioration climatique et de la déforestation liée à la pression anthropique. Cependant quelques barrages (dômes stromatolitiques et marais, avec dépôts de tourbes, persistent jusqu'à l'âge historique. Dans le Centre-Var, les dépôts de tufs restent actifs dans quelques sites refuges, dans les hautes vallées forestières, proches des sources karstiques, et sur quelques grandes cascades. Dans un premier temps, l’article présente une classification des soignants et l’arrière-plan socioculturel des pratiques de soin javanaises ; il présente aussi les conceptions javanaises de la maladie, finalement peu prises en compte dans les travaux préalables et se trouvant parfois en bute aux systèmes de valeurs de certaines tendances de l’islam. Ceci sert d’introduction à une ethnographie de première main sur des maîtres rituels et des maîtres d’arts martiaux javanais, les techniques thérapeutiques qu’ils utilisent et qu’ils enseignent – liées à l’initiation rituelle, aux cultes locaux, à la méditation, aux exercices du souffle, à la phytothérapie –, ainsi que le public auquel ils s’adressent. Les différents exemples décrits indiquent clairement qu’une tendance sélective des techniques se met en place depuis une vingtaine d’années, tendance qui s’accompagne dans certains cas d’une sécularisation et d’une standardisation ; cette modification permet à un public élargi de pratiquer les soins de façon active pour soi-même et pour les proches. Une tendance plus récente des praticiens consiste à afficher des tarifs pour se faire payer en monnaie moderne, ce qui a pour effet d’induire un nouveau type de passivité en matière de santé.     Renewable raw materials derived from agricultural crops are used to manufacture bio-products in energy, chemicals and materials industries. Renewable feedstocks address a double need. On the one hand, they offer alternatives to fossil resources, and on the other hand, they are a response to today's environmental challenges: mitigation of the greenhouse affect, reduction of air, soil and water pollution, innocuousness and biodegradability of products. A new chemistry must be created. Large-scale and ongoing research work must be committed to this goal. The research effort implies active coordination of all the various actors involved - multidisciplinary research teams, agro-industrial enterprises, user industries (petrochemicals, chemicals, materials), and specific agricultural branches. With these ends in mind the scientific interest group AGRICE - Agriculture for Chemicals and Energy - was established by public authorities and eight partners in France in 1994. The AGRICE consortium was renewed for six years in 2001, with a broader membership base. AGRICE now includes the following partners: - the research arms of the Commissariat a l'Energie Atomique (CEA), the Institut Francais du Petrole (IFP), and the Institut National de Recherche Agronomique (INRA), - professional organisations representing producers of oilseeds (ONIDOL), grains (AGPB) and beets (CGB), - corporate members ATOFINA, AUTOBAR PACKAGING France, BAYER CROP SCIENCE, CERESTAR France, LIMAGRAIN Agro-Industrie, RHODIA, TOTAL FINA ELF, - the French ministries of Agriculture, Industry, Research, and the Environment, - the French Agency for the Environment and Energy Management (ADEME), - the French Agency for Innovation (ANVAR).     This report presents the industrial activities and the financial results of the Framatome group (Framatome-SA) in 2000. and Siemens have merged their nuclear activities and have created Framatome-ANP (advanced nuclear power) owned by Framatome (66%) and Siemens (34%). This new society represents a turnover of 3 millions Euros and a staff of 13.000 employees. In the sector of connectors, FCI (Framatome Connectors International) has reinforced its second position in the world, FCI has enjoyed a high growth in the sector of telecommunication and has created a department dealing with optic fibers. 32% of the activities of Framatome-SA have been performed in France, 26% in North America and 42% in the rest of the world.     Internationalisation has made rapid progress in the Norwegian petroleum cluster the last decade, due to a long range of important technological breakthroughs and innovations from the Norwegian continental shelf. Such innovations have created the basis for internationalization, i.e. innovation has led to internationalisation, not vice versa. Internationalisation has caused a substantial increase in the activity level of the Norwegian petroleum sector and has been a major factor in the creation of new work-places. There are no indications that the strong international growth has expelled activities from the Norwegian continental shelf. The strong international position which certain environments have achieved is clearly a result of the willingness to invest in new technology on the Norwegian continental shelf and implementing the same technology. Innovation in the home market has acted as a key opener for internationalisation. The interaction between the petroleum industry on the Norwegian continental shelf and the Norwegian and international subcontracting industry together with the research sector gives results. At the same time the global onshore and offshore market is growing fast and transforming. National oil companies are increasingly important for the Norwegian petroleum cluster. They often make demands on local presence and local content in goods and services, but they also have an increasing need for advanced technology in order to meet their growth ambitions. The study shows that it is not sufficient that Norwegian-owned companies win contracts on the international markets to make the Norwegian oil- and gas environment internationally competitive. Norway must also present itself as an interesting base for these companies. Production, sales and service may take place in the markets, but the head offices and competence building activities must be located to and take place in Norway. In addition, we aimed to identify the mechanisms responsible for any such increase in rapport. In the study, five teenagers with MS interacted with three naïve participants without MS before the intervention, and with three different naïve participants without MS after the intervention. Rapport was assessed by self-report and by behavioral coders who rated videos of the interactions. Individual nonverbal behavior was assessed via behavioral coders, while verbal behavior was automatically extracted from the sound files. Alignment was assessed using cross recurrence quantification analysis and mixed effects models. The results showed that observer-coded rapport was greater after the intervention, whereas self-reported rapport did not change significantly. Observer-coded gesture and expressivity increased in participants with and without MS, while overall linguistic alignment decreased. Fidgeting and repetitiveness of verbal behavior also decreased in both groups. In sum, the intervention may impact nonverbal and verbal behavior in participants with and without MS, increasing rapport as well as overall gesturing, while decreasing alignment.

Le fémicide, comme forme extrême de violence faite aux femmes, est un phénomène encore méconnu car il existe encore peu d’études sur le sujet en Italie. À l’issue d’une revue de la littérature criminologique et féministe internationale, cet article vise à définir le concept de « fémicide » et ses différentes déclinaisons dans la recherche scientifique et dans la lutte politique féministe. Le texte met en évidence la particularité de ce délit, qui doit être considéré différemment par rapport aux autres formes d’homicides. En effet, il s’agit d’un crime qui découle de la relation de pouvoir entre les hommes et les femmes ; le fémicide est l'acte final du cycle de la violence masculine contre les femmes, dont il représente le point culminant. Contrairement au sens commun et à la représentation médiatique et comme cet essai tente de le démontrer, le fémicide n’existe pas dans les cultures autres qu’occidentales, pas plus qu’il n’est particulièrement rattaché aux situations de difficulté sociale ou de marginalité culturelle, mais il s'inscrit, en tant que violence à l’égard des femmes, dans des rapports « normaux » et dans le conflit homme/femme. Cela signifie que des situations considérées comme « sûres » peuvent pourtant comporter des facteurs de risque d’être victimes de fémicide pour les femmes concernées. En effet, les fémicides peuvent intervenir chez soi ou au domicile de la famille, dans une relation conjugale comme pour des couples non mariés.Ensuite, l’auteur analyse aussi bien les premières études sociologiques et criminologiques italiennes que des données sur le phénomène.     Full Text Available Dans cet article, on présente une étude en laboratoire de l’influence du rapport de surconsolidation sur le comportement non drainé d’un sable limoneux. L’étude est basée sur des essais triaxiaux non drainés qui ont été réalisés pour des rapports de surconsolidation (OCR = 1, 2, 4 et 8 , à des fractions de fines particules du mélange variant entre 0% et 40% .Les essais ont été effectués sur des échantillons ayant une densité initiale Dr =50 %. L’article est scindé en deux parties principales. La première partie présente les sols étudiés ; la seconde partie donne une analyse des essais réalisés et discute de l’influence du rapport de surconsolidation sur la résistance du sol. Les essais montrent que l’augmentation du rapport de surconsolidation (OCR fait croître d’une manière considérable la résistance du sol se traduisant par une augmentation de la dilatance. L’augmentation de la fraction des fines ( Fc de 0 à 40 % augmente la phase de la contractance et par consequent reduit la phase de dilatance du sol étudié. Une décroissance de l’angle de frottement φ° est due a une forte teneur en fine (Fc =40% et à OCR = 1 ( sol normalement consolidé. In this paper, we present a laboratory study of the influence of overconsolidation ratio on the undrained behavior of silty sand. This study is based on the undrained triaxial tests which were performed for the overconsolidation ratio at OCR = 1, 2, 4 and 8, with fractions of fines of mixture varying between 0 % and 40 %. Tests were carried out on samples with an relative density Dr= 50% and confinement pressure σ’c = 100 kPa . The article is divided into two main parts. The first one presents the soils studied and the second one gives an analysis of the results and discusses the influence of overconsolidation ratio on the shear strength of the soil. An important part of the activities of the CNSMS is linked to the Spiral-2 project that is today's major nuclear program in France. The main contributions are that to the Agata gamma tracking program, to the Desir platform, and to the Super-separator spectrometer S3. In astrophysics, most activities are focused on the understanding of gamma rays emission in the universe and on the enigma of the lithium-6/lithium-7 ratio. In solid state physics, important contributions have been made to the Edelweiss 1 and 2 programs dedicated to the detection of dark matter. PCI activities have focused on crystallo-chemistry of uranium dioxide, and on radiation effects in oxide ceramics, in carbides and in metallic nano-clusters. (A.C.)

    Full Text Available Notions of hospitality, community, and the fostering of rapport and connection are foundational concerns for conducting research across difference. Drawing on methodological literature, this paper considers how access to various communities and “good” data is structured by the notion that in order to develop rapport researchers accept the “food”, specifically “meat” offered by their hosts. When researchers are vegetarians or vegans, this can entail a conflict in which questions of hospitality, relationships, and responsibility to ethical commitments come to the fore. As such, we analyze methodological literature in which the logic of nonhuman animal sacrifice is considered a means to the ends of research through the development of “rapport”—often coded as an ethical relationship of respect to the participant. We draw on experiences of veg*n researchers to explore how this assumption functions to position the consumption of meat as a necessary undertaking when conducting research, and in turn, denies nonhuman animal subjecthood. We interrogate the assumption that culture and communities are static inasmuch as this literature suggests ways to enter and exit spaces leaving minimal impact, and that posits participants will not trust researchers nor understand their decisions against eating nonhuman animals. We argue that because food consumption is figured as a private and individual choice, animals are not considered subjects in research. Thus, we articulate a means to consider vegan and/or vegetarians politics, not as a marker of difference, but as an attempt to engage in ethical relationships with nonhuman animals. In so doing, we call for the inclusion of nonhuman animals in relationships of hospitality, and thereby attempt to politicize the practice of food consumption while conducting research.

The goals of the French energy plan are: the guarantee of supplies security, the environment protection, the warranty of energy prices competitiveness, and the energy access to the whole French people.     Full Text Available L'intérêt pour les phénomènes de fréquence dans la modélisation sémantique a crû particulièrement avec les modèles dits « usage-based » développés en linguistique cognitive. Dans ces modèles, les signes linguistiques sont le résultat d'une habituation et d'une conventionnalisation qui prend ses racines dans la répétition de l'usage. À partir de cette modélisation, plusieurs travaux ont visé à développer de nouvelles méthodes de description utilisant l'observation, en corpus, des fréquences. On passe alors d'une fréquence théorique et abstraite – même si elle est censée être garante d'une certaine empiricité – à une fréquence mesurée au moyen de méthodes quantitatives. Plusieurs auteurs ont souligné la difficulté d'« opérationaliser » cette fréquence. Ils ont souligné la nécessité de prendre en compte des phénomènes textuels. Dans cette article, je propose d'ajouter une contribution à la démonstration de la nécessité de prendre en compte les normes textuelles dans l'utilisation des faits de fréquence pour la modélisation sémantique. L'expérience proposée permet de montrer que les phénomènes de fréquence peuvent être utilisés pour distinguer des emplois d'un même mot entre le début et la fin de textes relevant d'un même genre. Ces résultats plaident, avec d'autres, pour une prise en compte des phénomènes textuels dans l'utilisation de données quantitatives pour la description sémantique. Ils plaident également pour une certaine prudence dans la tentation de considérer la fréquence comme un phénomène interprétable en termes causalistes et univoques plutôt que relevant de procédures interprétatives.

Elle a déjà fait l’objet de nombreuses études critiques, notamment sur le style de son auteur. Nous nous intéressons ici à un aspect souvent négligé dans ces études, l’introduction du discours direct, car celle-ci nous semble relativement importante dans la réception1 de la nouvelle.À partir de cette production de discours rapporté, nous étudierons comment le narrateur choisit d’introduire les différents tours de parole. Cette réflexion, s’inscrivant dans une perspective énonciative, s’appuiera sur une étude grammaticale et sémantique prenant en compte les spécificités du genre de la nouvelle et leur influence sur les choix stylistiques de l’auteur. Une étude statistique sur la composition des structures d’introduction du discours des personnages viendra étayer l’analyse.Hemingway’s short story, “Hills Like White Elephants”, is largely built around a reported dialogue involving two main characters.     Although age-related deficits in emotion perception have been established using photographs of individuals, the extension of these findings to dynamic displays and dyads is just beginning. Similarly, most eye-tracking research in the person perception literature, including those that study age differences, have focused on individual attributes gleaned from static images; to our knowledge, no previous research has considered cue use in dyadic judgments with eye-tracking. The current study employed a Brunswikian lens model analysis in conjunction with eye-tracking measurements to study age differences in the judgment of rapport, a social construct comprised of mutual attentiveness, positive feelings, and coordination between interacting partners. Judgment accuracy and cue utilization of younger (n = 47) and older (n = 46) adults were operationalized as correlations between a perceiver's judgments and criterion values within a set of 34 brief interaction videos in which 2 opposite sex college students discussed a controversial topic. No age differences emerged in the accuracy of judgments; however, pathways to accuracy differed by age: Younger adults' judgments relied on some behavioral cues more than older adults. In addition, eye-tracking analyses revealed that older adults spent more time looking at the bodies of the targets in the videos, whereas younger adults spent more time looking at the targets' heads. The contributions from both the lens model and eye-tracking findings provide distinct but complementary insights to our understanding of age-related continuities and shifts in social perceptual processing. D’où, en signalant que l’emploi du temps individuel et sa rétribution constituent les principaux objets de transaction dans le monde salarial, on conçoit donc que le rapport au temps est l’élément structurant de la culture professionnelle.     Full Text Available Dans cette recherche nous étudions les rapports familiaux et la dynamique de l’exclusion dans « La Métamorphose » de Franz KAFKA. Nous mettons en lumière l’impact de la vie de l’auteur sur cette nouvelle, notamment sa relation conflictuelle avec son père. Porte-parole de l’écrivain, Grégoire Samsa imagine qu’un jour il s’est transformé en vermine. Au lieu de chercher la cause de cette métamorphose, ses parents le boycottent et finissent par chercher à se débarrasser de lui. Notre étude aborde les rapports que tient le protagoniste avec sa mère, sa sœur et son père qui, à leur tour, subissent une métamorphose imprévue. Effacée et fragile, la mère est impuissante devant la violence du père et de la sœur.  Nous analysons également les étapes de la dégénérescence du héros (perte de la voix, insomnie, perte de l’appétit, perte de la mobilité. A la fin de notre recherche nous constatons que cette métamorphose est un moyen de s’échapper au monde du travail étouffant et à l’aliénation éprouvée par le protagoniste au sein de la famille.

    Full Text Available Je m’interroge dans cet article sur les implications du principe libertarien de la pleine propriété de soi sur la question du rapport moral à soi-même. À travers le principe de la pleine propriété de soi, les libertariens défendent la liberté entière de chacun de vivre comme il l���entend, pourvu que les droits des autres soient respectés. Apparemment, ce principe n’a pas grand-chose à nous dire sur ce que nous sommes moralement autorisés à nous faire à nous-mêmes ou non. Certains libertariens, comme Vallentyne, soutiennent toutefois que le principe de la pleine propriété de soi est incompatible avec l’existence de devoirs envers soi. La pleine propriété de soi impliquerait l’indifférence morale du rapport à soi. Je soutiens dans cet article que le principe de la pleine propriété de soi n’implique pas que ce que nous nous faisons à nous-mêmes soit moralement indifférent. Je veux aussi montrer que même si les libertariens, et en particulier Vallentyne, soutiennent la thèse de l’indifférence morale du rapport à soi, celle-ci n’est pas liée à la thèse de la pleine propriété de soi, mais bien plutôt à leur subjectivisme moral.ABSTRACTI ask in this article what the libertarian principle of full self-ownership has to say about volontary actions directed towards oneself.     This report presents the activities of the CEA Center of Marcoule for the year 2007. Since its creation in 1955 the center realizes industrial and scientific activities relative to the civil and military applications of the radioactivity. The actions concerning the safety, the radiation protection, the significant events, the release control and the environmental impacts and the wastes stored on the center are discussed.     Full Text Available La question des générations et des rapports entre générations traverse de part en part les familles ouvrières originaires du Maghreb. On se place ici du point de vue des parents et de leur projet : celui d'aider leurs enfants à se construire un avenir quand on est issu du monde ouvrier, confronté à la pauvreté, au racisme et à la raréfaction des emplois industriels. Dans ce contexte général l'article traite de deux phénomènes. Le premier touche à la transmission que font certaines familles – pas toutes – d'éléments de leur propre histoire à leurs enfants, afin de leur donner des repères socio-temporels. Le second concerne le fait qu'initialement, les pères ont tendance à reporter sur leur(s fils, les espérances déçues d'ascension sociale. Or il est fréquent que ce soit telle ou telle de leurs filles qui s’avère à même de porter ce projet. Cela conduit à un lent déplacement de l'axe du projet paternel vers cette fille. C'est ce phénomène qui est appelé ici la « diagonale des générations ».The question of generations and of relations between them is omnipresent among workingclass families from North Africa in France. We consider here the parents' point of view and their desire to help their children build a future in the face of poverty, racism, being working-class and the difficulty of finding work in industry today. Against this general background, the article deals with two main phenomena. The first concerns the transmission by certain families – not all – of elements of their own history to their children, in order to provide them with socio-temporal points of comparison. The second concerns the fact that fathers initially tend to transfer their dashed hopes of social mobility to their son(s. But it is not infrequent that it is a daughter(s who best manages to make the fathers ambitions come true. This leads to the slow displacement of the paternal projeet towards that daughter. This

    Each year, tenths of thousands of underprivileged French people are deprived of the most elementary comfort which is the access to electric power or gas, because they can no longer pay their energy bill. The aim of the proposal of law from M. J.P. Kucheida is to establish a universal energy covering and to organize its financing by the national solidarity fund. This report recalls, first, the legal background of the necessity of an effective warranty of energy supply and, then, demonstrates the necessity of the re-establishment of a financing system based on the national solidarity in particular in the context of a progressive privatization of energy utilities. Finally, the proceedings of the examination of the proposal by the commission are reported. (J.S.)

Wind turbines can have a bad aesthetical impact on landscapes, and thus the development of wind energy requires a normative framework for the selection of the best projects.     The aim of this report is to present to the French deputies the comments made by the commission of economic affairs, environment and territory about the law project relative to the change of status of the power and gas public utilities in the framework of the deregulation of European energy markets. This law changes the juridical status of the two state monopolies Electricite de France (EdF) and Gaz de France (GdF) into two anonymous companies and creates two additional companies for the management of the power and gas networks. It ensures also the transposition of the European directives from June 26, 2003 (2003/54/CE and 2003/55/CE). It contains some proper dispositions and modifies various existing French laws, in particular the law no. 46-628 from April 8, 1946 about the electricity and gas nationalization and the law no. 2000-108 from February 10, 2000 relative to the modernization and development of the electric public utility. The first part of the document reports on the general discussions about the law project while the second part makes a detailed analysis of each article with some proposals of modifications.     This report aims at filling up some gaps in the French legislation relative to the determination of electricity and natural gas regulated tariffs and to the beneficiaries of these tariffs. It makes a synthesis of four proposals of law dealing with: the possibility for end-users and small companies to benefit again of the regulated electricity prices (proposals no 369 and 149), the permission of reversibility in the exercise of the rights relative to the eligibility for the purchase of electric power (proposal no 427), and the preservation of households' purchasing power by keeping up the regulated prices of electricity and natural gas (proposal no 462).     On February 5, 2003, three years after the creation of an inquiry commission about the Erika tanker-ship wreck, the principle of a new inquiry commission about the safety of maritime transports was decided by the French house of commons. Its mission is: to evaluate the efficiency of the existing measures of prevention of marine pollution by hydrocarbons, to examine if the preconized safety measures for the transport of dangerous or polluting products are effectively enforced, and to evaluate the status of the transposition of the European directives relative to the control of hazardous ships. This document is the first tome of the report made on behalf of this inquiry commission. It comprises four parts dealing with: 1 - the Prestige tanker-ship wreck and the pollution of Spanish and French coasts: similarities with the Erika wreck but differences in the conditions of crisis management, diverging accident analyses, problems encountered in Spain, a significantly improved management of the crisis by the French administration, the public opinion and the local economy, the global increase of maritime transport and the reduction of accidents frequency; 2 - the real improvements after the Erika wreck: the significant advances but their partial implementation, the acceleration of actions following the Prestige wreck; 3 - the expected and realistic perspectives: the sustain of the political will at the national scale, the concretizing of the European decisions and the follow up of the retained trends, the need for more outstanding evolutions at the international scale; 4 - the international liability and compensation regime: its limitation to the hydrocarbons pollution, the lack of victims indemnification in the case of chemical pollution, the need for an increase of the liability of all actors of the maritime transport and the improvement of the compensation system, a community compensation fund to compensate the inefficiencies of the international compensation mechanisms. Revol, Deputy, about the project of energy orientation law adopted by the house of commons in second lecture, after its examination by the commission of economic affairs and by the Plan. This project of law aims at fixing the main principles of the French energy policy for the next decades. It foresees: the re-launching of the French nuclear program (building of an experimental European pressurized reactor (EPR)), the reinforcement of the mastery of energy demand (3% per year, creation of energy saving certificates and reinforcement of buildings energy efficiency rules), and the sustain of renewable energies development. This document summarizes the modifications proposed by the commission for each article of the project of law before its adoption by the Senate.
