This report provides the following information for each site being monitored by the Idaho National Laboratory Environmental Support and Services: Summary of each site Assessment of vegetation status and site stabilization at each location Actions and Resolutions for each site. Six disturbed sites were evaluated for this assessment. One has achieved final stabilization. The remaining five sites not meeting the criteria for final stabilization will be evaluated again in the next fiscal year.

  6. Liaison activities with the Institute of Physical Chemistry/Russian Academy of Science Fiscal Year 1995

    Investigations into the chemistry of alkaline Hanford Site tank waste (TTP RL4-3-20-04) were conducted in Fiscal Year 1995 at Westinghouse Hanford Company under the support of the Efficient Separations and Processing Crosscutting Program (EM-53). The investigation had two main subtasks: liaison with the Institute of Physical Chemistry of the Russian Academy of Science and further laboratory testing of the chemistry of thermal reconstitution of Hanford Site tank waste. Progress, which was achieved in the liaison subtask during Fiscal Year 1995, is summarized as follows: (1) A technical dialogue has been established with Institute scientists. (2) Editing was done on a technical literature review on the chemistry of transuranic elements and technetium in alkaline media written by researchers at the Institute. The report was issued in May 1995 as a Westinghouse Hanford Company document. (3) Four tasks from the Institute were selected for support by the U.S. Department of Energy. Work on three tasks commenced on 1 March 1995; the fourth task commenced on 1 April 1995. (4) Technical information describing the composition of Hanford Site tank waste was supplied to the Institute. (5) A program review of the four tasks was conducted at the Institute during a visit 25 August to 1 September, 1995. A lecture on the origin, composition, and proposed treatment of Hanford Site tank wastes was presented during this visit. Eight additional tasks were proposed by Institute scientists for support in Fiscal Year 1996. (6) A paper was presented at the Fifth International Conference on Radioactive Waste Management and Environmental Remediation (ICEM'95) in Berlin, Germany on 3 to 9 September, 1995 on the solubility of actinides in alkaline media

    Introduction This report describes the activities that the U.S. Geological Survey (USGS) conducted with American Indian and Alaska Native governments, educational institutions, and individuals during Federal fiscal year (FY) 2005. Most of these USGS activities were collaborations with Tribes, Tribal organizations, or professional societies. Others were conducted cooperatively with the Bureau of Indian Affairs (BIA) or other Federal entities. The USGS is the earth and natural science bureau within the U.S. Department of the Interior (DOI). The USGS does not have regulatory or land management responsibilities. As described in this report, there are many USGS activities that are directly relevant to American Indians, Alaska Natives, and to Native lands. A USGS website, dedicated to making USGS more accessible to American Indians, Alaska Natives, their governments, and institutions, is available at www.usgs.gov/indian. This website includes information on how to contact USGS American Indian/Alaska Native Liaisons, training opportunities, and links to other information resources. This report and previous editions are also available through the website. The USGS realizes that Native knowledge and cultural traditions of living in harmony with nature result in unique Native perspectives that enrich USGS studies.   17. National Low-Level Waste Management Program final summary report of key activities and accomplishments for fiscal year 1997

    The US Department of Energy (DOE) has responsibilities under the Low-Level Radioactive Waste Policy Amendments Act of 1985 to assist states and compacts in their siting and licensing efforts for low-level radioactive waste disposal facilities. The National Low-Level Waste Management Program (NLLWMP) is the element of the DOE that performs the key support activities under the Act. The NLLWMP's activities are driven by the needs of the states and compacts as they prepare to manage their low-level waste under the Act. Other work is added during the fiscal year as necessary to accommodate new requests brought on by status changes in states' and compacts' siting and licensing efforts.     The activities conducted solely in Fiscal Year (FY) 1981 in the areas of Federal energy education, extension service, and information dissemination are reported. The broad purpose of the FY 1981 activities addressed has been to inform governmental and private sectors about the methods and technologies to conserve energy and to utilize renewable energy sources. With the increase in awareness on the part of energy users and decisionmakers, as well as additional information sources available from the private sector, the emphasis of the various Federal energy information activities is being focused on reporting results of Federal programs. The course of activities related to conservation and renewable energy information has been one of consolidation, both in terms of programmatic substance and methods. The practical impetus has been the redirection of Federal progrms and related budgetary revisions for FY 1981 and FY 1982. Further, products conveying information on conservation and renewable energy technologies have been examined extensively, pursuant to the Administration's directive in April 1981 on elimination of wasteful spending on periodicals, audiovisuals and similar materials. Efforts in coordination of conservation and renewable energy information activities of the Department of Energy (DOE) as well as other Federal agencies have adjusted to timetables for review and redirection of programs initially planned for FY 1981. Mechanisms to coordinate existing Federal energy information activities employed in previous fiscal years were continued in FY 1981 to the extent applicable under current Administration policy and the above-noted circumstances of redirection. Coordinating actions requiring convening of groups were held in abeyance pending resolution of programmatic issues.

    NASA's goals to send humans beyond low Earth orbit will involve the need for a strong engineering workforce. Research indicates that student interest in science, technology, engineering, and math (STEM) areas is on the decline. According to the Department of Education, the United States President has mandated that 100,000 educators be trained in STEM over the next decade to reduce this trend. NASA has aligned its Education and Public Outreach (EPO) initiatives to include emphasis in promoting STEM. The Extravehicular Activity (EVA) Systems Project Office at the NASA Johnson Space Center actively supports this NASA initiative by providing subject matter experts and hands-on, interactive presentations to educate students, educators, and the general public about the design challenges encountered as NASA develops EVA hardware for exploration missions. This paper summarizes the EVA Systems EPO efforts and metrics from fiscal year 2011.

Five disturbed sites were evaluated for this assessment. Four sites are recommended to be removed from the annual assessment, and one is recommended for continued evaluation. New sites are also identified for future monitoring as part of the annual assessment.

  3. Annual report on surveillance and maintenance activities at Oak Ridge National Laboratory, Oak Ridge, Tennessee, fiscal year 1996

    In fiscal year (FY) 1995, the sites and facilities from both the Remedial Action (RA) and Decontamination and Decommissioning (D and D) programs were combined to form the Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) Surveillance and Maintenance (S and M) Program. Surveillance and Maintenance activities were conducted throughout FY 1996 at the RA facilities. Overall, the RA S and M Program consists of approximately 650 acres that include 14 waste area groupings with approximately 200 sites. These sites include 46 major facilities, several leak and contaminated soil sites, 38 inactive tanks, approximately 50 environmental study areas and approximately 2,973 wells and boreholes. Site inspections were conducted at established frequencies on appropriate sites in the RA S and M Program in accordance with the established S and M FY 1996 Incentive Task Order (ITO)

The research reactor JRR-4 was not operated in 2008. Because a crack was found on the weld of the aluminum cladding of a graphite reflector element. JRR-4 has remained shutdown until the reflector elements were replaced. The volume contains 250activity reports, which are categorized into the fields of neutron scattering (11 subcategories), neutron radiography, neutron activation analyses, and others submitted by the users in JAEA and other Organizations.     The U.S. Department of Energy (DOE) sponsors a set of Clean Energy Application Centers that promote the development and deployment of clean energy technologies. There are eight regional centers that provide assistance for specific areas of the country plus a separate center operated by the International District Energy Association that provides technical assistance on district energy issues and applications to the regional centers. The original focus of the centers was on combined heat and power (CHP) alone but, beginning in fiscal year 2010, their scope expanded to include district energy systems and waste heat recovery. At that time, the official name of the centers changed from CHP Regional Application Centers (RACs) to Clean Energy Application Centers, and their number was expanded to include the previously-mentioned center focusing on district energy. Oak Ridge National Laboratory (ORNL) has performed two previous studies of RAC activities. The first one examined what the RACs had done each year from the initiation of the program through fiscal year (FY) 2008 and the second one examined RAC activities for the 2009 fiscal year. The most recent study, described in this report, examines what was accomplished in fiscal year 2010, the first year since the RACs expanded their focus and changed their name to Clean Energy Application Centers.

    The SmartShelf trademark system is designated to maintain an up-to-the-minute inventory of containers or other assets. Through the use of Dallas Semiconductor touch memory devices affixed to containers and entrusted to authorized operators, the system can determine which operator added or removed which container and when the transaction occurred. Through the use of a PC-based data base system, reports of the current status of all containers and nodes can be generated in minutes. This report covers activities on the SmartShelf trademark project for the period 1 October 1995 through 30 September 1996. During this year, project team members have advanced the state of the hardware and software from rough prototypes to a working system ready for field trials.The project team has developed an intimate working knowledge of the hardware and software, and has become expert at implementations of Dallas Semiconductor touch memory devices. System hardware includes a desktop PC running LabView and Microsoft Access, and an STD-bus 8086 computer to monitor container storage locations (nodes). The STD-bus computer monitors up to 128 nodes, and responds to operator actions (adding or removing containers) within 10 seconds. The PC uses LabView software to query the STD-bus machine to obtain records of transactions, and to download configuration information.     The Line Loss study has been a four-year effort to provide data and analysis for air monitoring and sampling systems at Hanford. This document presents the results of measurements obtained from the Plutonium-Uranium Extraction (PUREX) Plant and T Plant Main Stacks obtained during FY 1994. The work performed during FY 1994 was consistent with the action plans contained in Compliance Plan CP89-16. The study was initiated in 1991 in response to Tiger Team items A/CF-1 and A/BMPF-3 regarding representative sampling for the stack record samplers at some of the main Hanford Site stacks. Representative sampling is a compliance requirement for 40 CFR 61. The US EPA Compliance Order and Information Request received by the US DOE Richland Operations Office (RL) in February, 1993, also requested scheduling information for the study. RL received a letter in September, 1993, from the EPA stating their current views that estimates of line losses are considered adequate for the 40 CFR 61 Subpart H-affected stacks. The EPA has no further formal interest in the study, although they are still interested in receiving results of the study. The work performed during FY 1991 and FY 1992 generated the initial data on line losses and assisted in the development of evaluation and assessment methods that could be used to determine potential line losses in other Hanford stack monitoring systems. The work performed during FY 1993 included measurements on sampling lines associated with the PUREX Main Stack and the B Plant Main Stack. The cascade impactor measurements on the PUREX Main Stack were repeated during FY 1994 because of operational problems during the FY 1993 measurements. The analyses for the B Plant samples had not been received before the delivery date for the final report on the FY 1993 activities. The decision was made to publish a separate report specifically for the B Plant results during FY 1994 after the results had been received from the laboratory and verified

    The international demand and supply of petroleum advance in relaxed condition at present, but tend to get stringent in long term. Nuclear power is the most promising substitute energy for petroleum, and in Japan, 28 nuclear power plants with 20.56 million kW output are in operation, generating 20.4% of the total generated power in 1983. According to the perspective of long term power supply, the installed capacity of nuclear power plants will reach 62 million kW and 27% of the total installed capacity by 2000. It is important to positively deal with the industrialization of nuclear fuel cycle, the upgrading of nuclear power generation, the development of the reactors of new types and so on, preparing for the age that nuclear power generation will become the center of power supply.     This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2000 on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath each of the reactor areas, and technetium-99 and uranium are present in the 200 Areas. RCRA groundwater monitoring continued during fiscal year 2000. Vadose zone monitoring, characterization, remediation, and several technical demonstrations were conducted in fiscal year 2000. Soil gas monitoring at the 618-11 burial ground provided a preliminary indication of the location of tritium in the vadose zone and in groundwater. Groundwater modeling efforts focused on (1) identifying and characterizing major uncertainties in the current conceptual model and (2) performing a transient inverse calibration of the existing site-wide model. Specific model applications were conducted in support of the Hanford Site carbon tetrachloride Innovative Treatment Remediation Technology; to support the performance assessment of the Immobilized Low-Activity Waste Disposal Facility; and in development of the System Assessment Capability, which is intended to predict cumulative site-wide effects from all significant Hanford Site contaminants

    This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2000 on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath each of the reactor areas, and technetium-99 and uranium are present in the 200 Areas. RCRA groundwater monitoring continued during fiscal year 2000. Vadose zone monitoring, characterization, remediation, and several technical demonstrations were conducted in fiscal year 2000. Soil gas monitoring at the 618-11 burial ground provided a preliminary indication of the location of tritium in the vadose zone and in groundwater. Groundwater modeling efforts focused on 1) identifying and characterizing major uncertainties in the current conceptual model and 2) performing a transient inverse calibration of the existing site-wide model. Specific model applications were conducted in support of the Hanford Site carbon tetrachloride Innovative Treatment Remediation Technology; to support the performance assessment of the Immobilized Low-Activity Waste Disposal Facility; and in development of the System Assessment Capability, which is intended to predict cumulative site-wide effects from all significant Hanford Site contaminants.

  19. Crew and Thermal Systems Division Strategic Communications Initiatives in Support of NASA's Strategic Goals: Fiscal Year 2012 Summary and Initial Fiscal Year 2013 Metrics

    The NASA strategic plan includes overarching strategies to inspire students through interactions with NASA people and projects, and to expand partnerships with industry and academia around the world. The NASA Johnson Space Center Crew and Thermal Systems Division (CTSD) actively supports these NASA initiatives. At the end of fiscal year 2011, CTSD created a strategic communications team to communicate CTSD capabilities, technologies, and personnel to internal NASA and external technical audiences for collaborative and business development initiatives, and to students, educators, and the general public for education and public outreach efforts. The strategic communications initiatives implemented in fiscal year 2012 resulted in 707 in-reach, outreach, and commercialization events with 39,731 participant interactions. This paper summarizes the CTSD Strategic Communications metrics for fiscal year 2012 and provides metrics for the first nine months of fiscal year 2013.

    In 1976, for the second fiscal year in a row, public expenditures for social welfare purposes expanded at an abnormally high rate. Even after adjusting the 16-percent increase in aggregate expenditures for price and population changes, the 8-percent real growth rate proves to be the highest since 1971. The $45 billion rise in social welfare expenditures to a total of $331 billion reflects the effects of both recession and inflation. Benefits for the needy and the unemployed continued to expand at the same time that higher prices triggered cost-of-living adjustments in cash benefit programs and helped swell the cost of furnishing other social welfare services. A further reflection of this growth is the rise in the proportion of the Nation's gross national product devoted to social welfare expenditures from 19.7 percent in 1975 to 20.6 percent in 1976. The latter proportion becomes 27.5 percent when private social welfare spending is included. PMID:403620

  8. Ecological Monitoring and Compliance Program Fiscal Year 1998 Report

    The Ecological Monitoring and Compliance program, funded through the U. S. Department of Energy/Nevada Operations Office, monitors the ecosystem of the Nevada Test Site and ensures compliance with laws and regulations pertaining to NTS biota. This report summarizes the program's activities conducted by Bechtel Nevada during fiscal year 1998. Twenty-one sites for seven projects were surveyed for the presence of state or federally protected species. Three projects were in or near habitat of the threatened desert tortoise and required special clearance and transect surveys. All geospatial data collected were entered into Bechtel Nevada's Ecological Geographic Information system for use in ongoing ecosystem management of the NTS
