    Full Text Available Este ensaio explora a importância do espiritismo de Kardec para os princípios de Fernando Ortiz e para seu longo, por vezes tortuoso, inquérito que o leva à noção de "transculturação". Em seus anos de formação, Ortiz foi profundamente influenciado por Lombroso, mas também, como tantos outros escritores e intelectuais, por Kardec. Ele publicou ensaios fundamentais sobre o espiritismo, especialmente sobre as implicações da reencarnação para hierarquias espirituais e sociais. A doutrina de Kardec sobre o progresso espiritual da alma permitiu a Ortiz defender um projeto nacional mais inclusivo. O kardecismo também forneceu metáforas que correm como um fio por seus trabalhos mais importantes sobre as culturas africanas em Cuba, e também por sua poética. A "transmigração" das almas, com suas possibilidades de constantes novos princípios, permitiu a Ortiz introduzir um elemento espiritual e político na ideia de largo alcance que é a transculturação.This essay explores the importance of Kardec's Spiritism in Fernando Ortiz's beginnings and in his long, often roundabout, inquiry leading to the notion of "transculturation". In his formative years Ortiz was deeply influenced by Lombroso but also, like so many other writers and intellectuals, by Kardec. He published fundamental essays on Spiritism, especially on the implications of reincarnation for spiritual and social hierarchies. Kardec's doctrine of the spiritual progress of the soul allowed Ortiz to argue for a more inclusionary national project. Kardecism also provided metaphors that run like a thread through Ortiz's major works on African cultures in Cuba and in his poetics. The "transmigration" of the souls, with its possibilities of endless new beginnnings, enabled Ortiz to introduce a spiritual and political element into the far-ranging idea of transculturation.

Realiza una descripción general de la amenaza y la vulnerabilidad de la zona, desde un enfoque mayormente geológico. Identifica algunos de los problemas suscitados en el sitio del deslizamiento.     Full Text Available La prospección realizada en el período 2008-2010 por el Departamento Regional Noroeste de la Comisión Nacional de Energía Atómica en la comarca Acosta (departamento Guachipas, provincia de Salta, permitió localizar varios niveles anómalos de uranio asociados a sedimentos de los Subgrupos Balbuena y Santa Bárbara del Grupo Salta. Estos indicios se ubican estratigráficamente en la base de la Formación Yacoraite y en el tercio superior de la Formación Maíz Gordo. Se menciona además el hallazgo de delgados niveles anómalos en las Formaciones Mealla y Lumbrera. Las anomalías identificadas en la base de la Formación Yacoraite se correlacionan con el nivel mineralizado regional de uranio y cobre. La mineralización de uranio se aloja en pelitas grises micáceas, pelitas pardas oscuras y niveles pelíticos negros ricos en materia orgánica, principalmente donde intercalan bancos de areniscas finas con laminación paralela. En la Formación Maíz Gordo se identificaron dos secciones anómalas, la primera de ellas localizada en la parte basal del tercio superior de la unidad y la segunda próxima al techo de la Formación. Las anomalías de la primera sección tienen una gran distribución areal y presentan mayor interés desde el punto de vista económico.

    Full Text Available Espeletia nana Cuatrec is a resinous plant, member of the Espeletiinae Subtribe. It is a small size frailejón, 25cm high, found at Páramo Ortiz, Trujillo State, Venezuela. Leaves and roots were separately extracted with a 3:1 mixture of hexane-diethyl ether. Aliquotes of the acidic fractions were methylated and inspected by GC-MS. It was found that the resin from the leaves contained kaurenic acid (1a, 34.6%, grandiflorenic acid (2a, 40.1%, 15-ent-acetoxy-kaur-16-en-19-oic acid (3a, 8%, and 15-hidroxy- ent-kaur-16-en-19-oic acid (3a, 13%. The roots acid fraction contained 38% 1a, 39,6% 2b, 8.5% 3a, and 13.9% 4a. The GC-MS analysis of the leaves neutral fraction yielded 43% kaurenal (5, 3% kaurenol (6, 13% ruilopeziol (7a, 7% epi-ruilopeziol, 25% of nonacontane and 8% of entriacontane. On the other hand the roots resin contained 88%, 5.7% of 6, 2.5% 7a, 1.0% 7b, but only 1.5% of waxes. The bulk extracts were submitted to flash chromatography, leading to the isolation of pure kaurenes which were identified by direct comparison with authentic samples.

    A reliability model of a system which includes a protected object and a safety system has been proposed. The model allows taking into consideration the sequence of the system elements failures resulting in the system failure, as well as periodic serviceability testing of the elements.     Full Text Available This paper discloses the results of archaeological excavations in two graves in the cemetery of the city of Mendoza and bioarchaeological analysis carried out on skeletal remains of five individuals exhumed. These studies were conducted under the request for repatriation of the remains of Don Jose Santos Ortiz and Doña Ines Velez de Ortiz, by the government of the province of San Luis and family members. The exhumation and study of skeletal remains was authorized by the general direction of the heritage of Mendoza. It presents the methodology for the identification of individuals, as well as the techniques used for anatomical reassembly disjointed sets. The high frequency of tooth loss recorded is probably associated with a diet rich in carbohydrates and with elderly individuals. On the other hand, the combination of evidence with information bioarchaeological documentary sources allowed for different interpretations adjusted on family relationships of individuals as well as the cause of death of individuals who showed signs of violence.

Similarly, the book presents a methodical historical research on Simon Bolivar and his time, relating the economic structures of caste struggles confronting present at the historic moment of the War of Independence, with a comprehensive presentation of primary sources, and the contextualization of events and developed from the theoretical perspective of Marxism.     Full Text Available En la unidad de quemados del Hospital de Niños "Baca Ortiz" de la ciudad de Quito (Ecuador se ha realizado un estudio de la morbimortalidad de pacientes pediátricos ingresados durante el año 2005. La principal causa de quemaduras en nuestro medio son los líquidos hirvientes, con una mayor mortalidad en varones que en mujeres: 2,55% frente a 1,7%. La mortalidad global fue de 4,25% durante el año 2005, notablemente inferior al 17 % que teníamos como media hace 5 años. Existen muchos factores que agravan el pronóstico evolutivo de estos pacientes como son: la edad, superficie corporal quemada, estado nutricional y antecedentes personales. El proceso infeccioso se detecta mediante la clínica; realizamos cultivos de biopsias de piel con un alto porcentaje de positividad de 67,64%. Detectamos resistencia bacteriana y empezamos a utilizar Quinolonas (Ciprofloxacina.We present a study of morbi-mortality of burned children who entered in Burned Unit at "Baca Ortiz" Children Hospital in Quito (Ecuador during 2005. Burns main cause are boiling liquids and mortality is higher in men than in women: 2,55% vs 1,7%. Global mortality during 2005 was of 4,25% with a noted decrease than the one obtained five years ago, which was 17%. We hope this paper will be of use to other libraries exploring new technologies for communicating and delivering their services to users at a time when mobile services are an emerging topic in librarianship and information science literature. By setting out the successive steps involved in the as yet unfinished process of building our mobile services portfolio, we aim to offer a detailed picture of the mobile services and features offered by a university library from a case study perspective. The main topics to be discussed include: The BRGF’s mobile website, including the information available, its interactive capabilities and the services it provides to its users.     Full Text Available The «universal» water treatment, advocated and defended by Seville’s appointed official doctor, Juan Vázquez de Cortés, was strongly contested and refuted by the Galenist José Ortiz Barroso, an important member of the Royal Medical Society of Seville, generating a controversy that culminated in a series of publications that appeared in Seville from 1735 to 1740. The controversy went beyond the local level and was echoed by the philosopher monks Benito Feijoo and Juan de Nájera, who also actively took sides. In this contribution, rather than critically review the related texts, we analyze the criticisms, opinions and approvals of the anonymous or figuratively signed papers, comparing them to Father Feijoo’s literary work and personal approach.

Entrevistas abiertas con una pequeña muestra de personas, provenientes tanto de casas-caso como de casas-control proveyeron la base para un Análisis Proposicional del Discurso (APD. Los resultados son que la gente de Acosta considera la LC como una entidad nosológica diferenciada, pero se interesan sobre todo en sus manifestaciones clínicas en los niños (que son los más afectados, así como en su propia capacidad de acción mediante remedios populares. La idea de medidas de control sobre los reservorios, los vectores o el contexto espacio-temporal del contacto no asoma espontáneamente en el pensamiento de la gente. Sin embargo, la LC se percibe como una disrupción en el espacio doméstico y peridoméstico, considerado seguro; medidas de control que intervengan en ese ámbito podrían pues tener buenas posibilidades de éxito.

    The US National Institutes of Health predict climate change will cause an additional 250,000 deaths between 2030 and 2050, with damages to health costing US$2-$4 billion by 2030. Although much debate still surrounds climate change, island ecosystems-such as Cuba's-in the developing world are arguably among the most vulnerable contexts in which to confront climate variability. Beginning in the 1990s, Cuba launched research to develop the evidence base, set policy priorities, and design mitigation and adaptation actions specifically to address climate change and its effects on health. Two researchers at the forefront of this interdisciplinary, intersectoral effort are epidemiologist Dr Guillermo Mesa, who directed design and implementation of the nationwide strategy for disaster risk reduction in the Cuban public health system as founding director of the Latin American Center for Disaster Medicine (CLAMED) and now heads the Disasters and Health department at the National School of Public Health; and Dr Paulo Ortiz, a biostatistician and economist at the Cuban Meteorology Institute's Climate Center (CENCLIM), who leads the research on Cuba's Climate and Health project and is advisor on climate change and health for the UN Economic Commission for Latin America and the Caribbean (ECLAC).     Full Text Available El artículo presenta los resultados de la evaluación realizada a estudiantes que ingresan a la carrera de Pedagogía en Educación General Básica, de dos instituciones universitarias regionales pertenecientes al Consejo de Rectores en Chile, en habilidades de razonamiento y conocimiento matemático y comprensión lectora. Corresponde a una evaluación diagnóstica de tipo descriptiva y comparativa de corte transversal, a una población compuesta por 80 alumnos, a quienes se les aplicó instrumentos debidamente validados con un Alfa de Cronbach α=0.82 en Matemática y de α=0.64 en Comprensión Lectora. Para el análisis de la información, se utilizaron métodos descriptivos univariados y multivariados. Los resultados evidencian, en general, un dominio descendido en ambas habilidades o por debajo de lo esperado al ingreso de la Educación Superior, especialmente en las habilidades matemáticas.Based on a comparative cross-assessment diagnosis conducted in two Council of Rectors (CRUCH universities in southern Chile in 2009, this paper shows the results of Math reasoning and reading comprehension skills assessment of entrant students from the Primary School Teaching Program. Data for this paper comes from a test with Cronbach's Alpha reliability of 0,82 in Math and 0,64 in Reading Comprehension, which was applied to a sample of 80 students. Data analysis required one-variable and multivariable descriptive methods and the results dramatically showed either a low command of both skills or far lower than expected performance for entrant students from the Primary School Teaching Program, especially in Maths.

    Full Text Available Staphylococcus aureus es un microorganismo con habilidad de infectar diferentes tejidos celulares, por portar genes que le confieren resistencia a antibióticos, factores de virulencia y su plasticidad genética, que podrían contribuir a una progresión rápida y complicada de la enfermedad. El Paraguay no cuenta con datos epidemiológicos que indiquen los factores de virulencia que presentan las cepas de S. aureus, por lo que el objetivo del trabajo fue determinar un perfil de virulencia detectando los genes codificantes de: hemolisinas α y β, enterotoxinas A, B, C, D, H y toxinas exfoliativas A y B. Este estudio observacional descriptivo de corte transverso, con muestreo no probabilístico de casos consecutivos, incluyó 50 aislados de S. aureus obtenidos a partir de muestras clínicas de secreciones de piel, partes blandas o líquidos corporales de pacientes menores de 17 años que concurrieron al Hospital General Pediátrico Niños de Acosta Ñú durante el año 2.010. Las reacciones de PCR incluyeron la detección de los genes: sea+seb+sec+ADNr16S, hlA+hlB, eta+etb, sed y seh. El 82% de los aislados provenía de niños que presentaron cuadros clínicos compatibles con infecciones de piel y partes blandas y el 18% de cuadros clínicos graves como sepsis, osteomielitis y neumonías. Los aislados contaban con datos de portación de Leucocidina de Panton-Valentine, el cual fue el factor de virulencia más frecuentemente detectado (58%, seguido de las hemolisinas alfa (16% y beta (8%. Las enterotoxinas y las toxinas exfoliativas fueron menos frecuentes (0-2%, y no se detectaron genes codificantes de las enterotoxinas C y D.

  2. The International Marketing Target of Fuel Element for Research Rectors

    The International marketing efforts of PT BATAN Teknologi's fuel element for research reactors are out line. These efforts intensively started in third year marketing time since it is commenced on 24 May 1996. The market segmentation told that there are 269 research reactors in the world, I.e. 65 in USA, 27 in Russia, 18 in Japan, and the remaining are in many Countries. Many of those are 78 swimming fool type reactors, and 17 of them, I.e. 4 in Japan, 4 in USA, and each Austria, Germany, Argentina, Iran, Pakistan, Peru, Brazil, Algeria and Indonesia have the similar fuel element specifications with are close related with PT BATAN Teknologi's. It can be predicated that around 38 fuel elements and 84 fuel control can be marketed. The first feasibility study told that for countries such as Peru, Pakistan, Iran, Algeria, became the potential marketing target of the BATAN Teknologi's fuel element, because for those countries the competitors in producing such fuel elements could be minimal. The fuel elements and fuel control which could be presumably marketed in those countries are 83 and 19 respectively. The problem will be facing in near future such as packaging design and nuclear fuel transportation have to be firstly solved by collaborating with foreign companies abroad. Non technical problems including political situation have to be completely studied in order the uranium, transfer to many countries for exporting purpose could easily take place in the future. The government of the Republic of Indonesia (in this case BATAN) and the International Atomic Energy Agency (IAEA) could assist to solve the non technical problems which might be appear in the future as the chance of the exporting the fuel elements and the fuel controls come true.     Full Text Available Resumen El presente artículo entrega los resultados obtenidos del estudio sobre el logro de la habilidad de comprensión lectora, en estudiantes de Formación Inicial Docente de la carrera de Pedagogía en Educación General Básica de una universidad del Consejo de Rectores4, en función de la descripción de niveles de logro explicitados en los Mapas de Progreso del Aprendizaje (MINEDUC, 2007a. El estudio parte tipificando las habilidades y variables asociadas a la comprensión lectora descritas en el documento oficial del Ministerio de Educación de Chile, ''Mapas de Progreso del Aprendizaje: Sector Lenguaje y Comunicación, Mapa de Progreso de Lectura5'' (Ministerio de Educación de Chile, 2007a. A partir de lo anterior, se construyó y validó un instrumento de evaluación, para luego determinar los niveles de porcentaje general de logro y, en particular, los logros en las habilidades medidas en dos grupos de estudiantes con diferencia de un año de estudios universitarios. Finalmente, se comparó el rendimiento de los mismos estudiantes en tiempos distintos en una submuestra.   7. An innovative approach to dynamics modeling and simulation of the molten salt rector experiment

    The Molten Salt Reactor Experiment (MSRE) was a circulating fuel thermal reactor built and operated in the sixties. As the only Molten Salt Reactor (MSR) testing facility for which extensive experimental data are available, it can be considered as a reference for the development of modeling approaches for the studies related to the Gen-IV MSR. In this work, a geometric multi-scale approach has been adopted for the simulation of the MSRE plant. The data and the experimental results relative to the U-233 fuelled reactor are considered. The neutronic parameters have been determined using the Monte Carlo code Serpent. The reactor core is divided into three radial regions, each one described by a 3D channel in which Navier-Stokes and energy conservation equations plus delayed neutron precursors (DNP) balance equations are solved. Determination of the generated power is obtained employing a point kinetics like equation, fed with importance weighted values of temperatures and DNP concentrations. The remaining part of the plant, that includes the primary and secondary cooling circuits, is modeled by means of zero-dimensional components. The results attained with such modeling approach are compared with experimental data both in time and frequency domain, showing good agreement. The adopted approach, thanks to the punctual, coupled solution of the governing equations in the core, gives better insights into the thermal behavior of the graphite and its effects on MSR dynamics than commonly used correlation-based solvers.     Full Text Available En los últimos años se está observando un crecimiento en el número de trabajos que analizan la situación de las mujeres en los órganos de gobierno de las organizaciones tanto lucrativas como de las entidades enmarcadas en el ámbito de la economía social. Si bien la literatura económica es incipiente y más abundante fuera de nuestras fronteras cada vez es mayor el número de publicaciones que estudian la situación en España. De acuerdo con Mateos Escot y Gimeno (2006 en las llamadas sociedades de participación democrática la implicación directa de las mujeres en la gestión es mayor que en otro tipo de organizaciones. Sin embargo, los estudios realizados muestran una desigual participación de las mujeres directivas en el perfil de estas entidades (Berenguer, Cerver, de la Torre y Torcal, 2004. Un mayor número de mujeres en los consejos representativos de las cooperativas puede ayudar a que las condiciones de trabajo mejoren y se consiga un equilibrio económico, social y cultural en este tipo de organizaciones (Fregidou-Malama, 2004. En este estudio se analiza la presencia femenina en los órganos de gobierno de estas entidades y se compara con los tipos de cooperativas gestionadas por mujeres con el propósito de examinar si existen asociaciones entre ellas. Al mismo tiempo, se relaciona el periodo de creación de la entidad con la participación femenina, con el fin de observar la evolución de la responsabilidad de las mujeres en distintos intervalos de tiempo. / In the last years, the number of works that analyse the situation of women on boars of directors in the profit and not for profit organizations has increased. Although the literature is scary and more extended out of Spain the number of studies in our country is increasing. According to Mateos, Escot and Gimeno (2006 in the called democratic participation companies the direct implication of women in management is bigger than in others organizations. However, some studies show an unequal participation of women in the management of these entities (Berenguer, Cerver, de la Torre y Torcal, 2004. A bigger number of women on boards of cooperatives can help to improve the employ conditions and to get an economic, social and cultural balance in this type of organizations (Fregidou-Malama, 2004. In this paper we analyze the presence of women on the boards of these entities and we compare with the types of cooperatives managed by women with the aim of check if there are associations among them. At the same time, we connect the time of starting the cooperative with the female participation to seek the evolution of the responsibility of women in different interval.

  17. Homogenization and two scales convergence of some stationary and non-stationary heat transfer problems, application to gas cooled nuclear rectors

    We are interested in the homogenization of heat transfer in periodic porous media modelling the geometry of a gas cooled nuclear reactor. This geometry is made of a solid media perforated by several long thin parallel cylinders, the diameter of which is of the same order than the period. The heat is transported by conduction in the solid part of the domain and by conduction, convection and radiative transfer in the fluid part (the cylinders). A non-local boundary condition models the radiative heat transfer on the cylinder walls. It is a stationary analysis corresponding to a nominal performance of the reactor core, and also non-stationary corresponding to a normal shut-down of the core. To obtain the homogenized problem we first use a formal two-scale asymptotic expansion method. The mathematical justification of our results is based on the notion of two-scale convergence. One feature of this work in dimension 3 is that it combines homogenization with a 3D to 2D asymptotic analysis since the radiative transfer in the limit cell problem is purely two-dimensional. A second feature of this work is the study of this heat transfer when it contains an oscillating thermal source at the microscopic level and a thermal exchange with the perforations. In this context, our numerical analysis shows a non-negligible contribution of the second order corrector which helps us to model the gradients appearing between the source area and the perforations.     Full Text Available Este ensayo examina dos novelas y una biografía publicadas a mediados de los noventa que construyen imágenes de Eva Perón a partir de textos de la época y de la sucesivas recreaciones que se han hecho desde entonces. Aunque utilizan las mismas fuentes y hasta las mismas anécdotas, estos relatos ofrecen retratos considerablemente diferentes y no sólo por razones ideológicas. En una época como la actual, en la que el cientista social o el novelista tienen conciencia de que no pueden hablar por el otro, y menos en el caso de un personaje histórico sobre el que se ha construido una mitología, la modalidad narrativa adquiere especial importancia. Mientras en un caso se destruye toda pretensión de recuperar la verdad (Santa Evita, los otros dos relatos confían en la posibilidad de proponer nuevas interpretaciones. Estas representaciones evocan también consideraciones de género, es decir, revelan una conciencia de que se representa a una mujer que transgredió los cánones de su época logrando transformarse en líder de un movimiento político. Si bien es cierto que la intimidad de Eva continúa siendo elusiva, los tres relatos nos permiten entender desde nuestro tiempo la vida de una mujer que se definió a sí misma y cuyas decisiones tuvieron consecuencias realesThis essay examines two novels and a biography published in the mid-90s that construct images of Eva Perón originating in texts of her own time and in successive recreations that have been done since then. Although the same sources and even the same anecdotes are recalled, these narratives offer considerably different portraits, and not just for ideological reasons. In an age such as ours, in which the social scientist and the novelist realize that they cannot speak for the other, and much less in the case of a historical figure who has become a myth, the discursive modality adopted acquires special significance. While in one case, that of Santa Evita, there is no illusion of recovering the true story, in the other two narratives there is a hint that new interpretations may be posited. These representations evoke also gender considerations, for they reveal an awareness that the character being represented is a woman who transgressed the notions of what it meant to be a woman, transforming herself into the leader of a political movement. Even if it is true that Eva's persona continues to be elusive, the three narratives allow us to understand from our own times the life of a woman who was able to define herself, and whose decisions had real consequences

    Full Text Available This study analyses the professional-ethic values promoted by education policy in public university education in Mexico, the semantic correspondence of said policy with programs, and the strategies for its implementation. Following the methodology of textual analysis, we reviewed the National Programs of Education, documents that embed the academic plan at the Universidad Autónoma de Baja California, and the curricula of licenciaturas in the areas of natural science and engineering and technology. It was identified that the core elements of university education are social compromise, professional competence, and education in values. Our findings indicate that there is textual correspondence among the most relevant categories of the documents; however, it is worth pointing out the absence of strategies that explicitly promote student development of professional-ethic values. Este trabajo analiza los valores ético-profesionales que la universidad pública en México promueve en sus políticas educativas, la correspondencia semántica de éstas con los programas y las estrategias para su implementación. Usando la metodología de análisis de contenido se revisaron los Planes Nacionales de Educación de México, los documentos orientadores de la vida académica de la Universidad Autónoma de Baja California, así como los currículos de las licenciaturas en las áreas de ciencias naturales e ingeniería y tecnología. Se identificó que el compromiso social, la competencia profesional y la formación en valores son los principales planteamientos orientadores de la universidad. Se encontró correspondencia textual entre las categorías más relevantes de los documentos, sin embargo, se advierte la ausencia de estrategias que promuevan explícitamente la formación en valores ético-profesionales en los estudiantes.

    Full Text Available La búsqueda del conocimiento como uno de los principales focos que tienen las universidades se encuentra estrechamente relacionada con la calidad docente. Materializar este concepto implica establecer una relación entre la producción científica en Chile, la calidad docente y el Aporte Fiscal Directo (AFD que es destinado a las universidades pertenecientes al CRUCH, éste es el objetivo de esta investigación. Para el análisis, primero se busca determinar si existe correlación entre las variables de estudio. Posteriormente, se obtiene el índice de correlación simple entre las mismas. Los resultados muestran una correlación muy alta entre cada una de las variables. Además, se realiza este mismo procedimiento segmentando a las universidades según su ubicación, en la Región Metropolitana o en regiones y si son estatales o no, obteniendo resultados similares. De forma complementaria, se realiza un análisis con la técnica de regresión lineal simple en donde se obtiene que sólo un pequeño porcentaje de las publicaciones científicas provenientes de las instituciones pertenecientes el CRUCH estarían siendo publicadas por otro tipo de investigadores. The pursuit of knowledge as one of the main focuses of universities is closely related to quality. To materialize this concept in establishing the relationship of scienti­fic production in Chile, quality of faculty and Direct Fiscal Funding (AFD destinated to universities belonging to the CRUCH, is the aim of this research. For analysis, a scatter plot is created to intuitively determine if there is a correlation between the study variables. Subsequently, the rate of simple correlation is obtained between the same variables, which results in a very high correlation between each one of the variables. In addition, this same procedure is performed after segmenting universities by location, in the metropolitan area or other regions, and by being state-owned or not, obtaining similar results. To complement this, an analysis with simple linear regression technique is performed, with the results of only a small percentage of scienti­fic publications from the universities of CRUCH, being published by other types of investigators.

    Full Text Available El presente trabajo pretende enumerar algunos de los resultados observados en la realidad mexicana a partir de la puesta en práctica de las políticas neoliberales, haciendo énfasis en el retorno del gobierno priista a partir del año 2012. En una segunda parte se pretende refutar la idea de que los Estados de bienestar atentan contra la acumulación capitalista y afectan el crecimiento y la competitividad económica. Dada la realidad que se vive en algunos de los países de América Latina, en donde los gobiernos han puesto en práctica políticas distantes del neoliberalismo, es conveniente realizar una comparación, en términos de los resultados que afectan a la población, con lo que sucede en México, país en que únicamente a partir de la ceguera de los líderes políticos se mantiene el mismo modelo económico que tan graves consecuencias está causando a la mayoría de la población. Teniendo en cuenta que ningún acuerdo puede estar por encima de las necesidades de la gente, la conclusión no puede ser otra que constatar que en México los gobernantes que han dirigido y dirigen al país durante largo tiempo, cuya preocupación es contraria a la nación, a su población, su interés radica en preservar los intereses de las grandes corporaciones y seguir los preceptos del gobierno norteamericano y sus distintos organismos, en contraste con lo que está sucediendo en países de América Latina, donde se han construido los cimientos sobre los que puede edificarse un país verdaderamente independiente. This paper aims to list some of the results observed from the implementation of neoliberal policies in the Mexican reality, emphasizing the return of the PRI government since 2012. In the second part is intended to refute the idea that welfare states undermine capitalist accumulation and affect economic growth and competitiveness. Given the reality that exists in some countries of Latin America, where governments have distant neoliberal policies, it should make a comparison in terms of the results that affect the population, with what happens in Mexico, a country that only from the blindness of political leaders the same economic model that is causing such serious consequences for the majority of the population remains. Given that no agreement can be above the needs of the people the conclusion can’t be other than to note that in Mexico the rulers who have led and lead the country for a long time, whose concern is contrary to the nation, to its population, its interest lies in preserving the interests of large corporations and follow the precepts of the American government and its various agencies, in contrast to what is happening in Latin America, where they have built the foundation on which it can build an truly independent country.

    This paper presents the results of the first experimental phase in a pilot plant after analysing the potential of different configurations of the membrane bioreactor process. The pilot was fed with raw wastewater from Valdebebas WWTP in Madrid , and consists of abiological reactor of 2,5 m''3 and a membrane tank of 0.75 m''3 containing a module of flat submerged membranes from Kubota. The size for anaerobic, anoxic and aerated zones, as well as the flow rate for the recycles, were established from the simulation study. Targeting compact full scale plants, the solid and hydraulic retention times were maintained at low values (12 days and 8 hours respectively) and the suspended solids in the membrane tank between 10 and 15 g/l. Thus, an efficient nitrification was achieved which was a even better than expected by simulation. Effluent nitrate were between 6 and 8 mg/l by operating with low dissolved oxygen levels in the aerated zone. Phosphorous removal was also satisfactory with effluent phosphate below 1 mg P/l.     Full Text Available Reconstructs Fernando Ortiz' s anthropological study on Afro-Cuban culture since the early 20th c., in particular on the Abakuá male secret societies, also called "ñañigos", with origins in African societies in the Calabar region. Author describes how Ortiz developed from earlier positivist, criminological approaches to broader, appreciative studies of Afro-Cuban culture, with a lasting interest in the Abakuá societies. Ortiz studied several aspects of Abakuá and collected much data and information, and referred to Abakuá aspects in works from the 1930s and 1940s, and wrote articles on specific Abakuá aspects in the 1950s. Author shows how Ortiz from 1917 onward in his correspondence stated repeatedly to fellow-scholars his goal of writing a comprehensive, extensive monograph on Abakuá, for which he collected much information during his life. In the 1950s he cooperated for this purpose with Vera Rubin from Columbia University. Author points out, however, how this monograph on Abakuá, while probably written by Ortiz at the end of his life, and seen by some, cannot be found in the present.

  1. Should universities be subsidized? – A reference point view

    Full Text Available Because of the central importance of higher education and its long-turn positive extern effects on the whole society, the government often might wish to enforce its will on the universities through the subsidy it provides to them. Thus the question arises: what are the welfare consequences of state subsidies offered to universities? I try to answer this question with the recently developed tools of the so-called reference point theory, established by Oliver Hart and his coauthors. In my model the two participants are the government and the university. The university is controlled exclusively by a rector and the representative of the government is the administrator. The objective of the administrator is to maximize public welfare, whereas the rector maximizes her own payoff. The administrator offers a subsidy that comes together with the obligation to fulfill the state's instructions. Since these ‘handcuffs’ are usually against the rector's own interest, but subsidy is valuable to the rector, there is a tradeoff. I investigate the optimal behavior of the rector in two cases: a private university and a state owned public university. In spite of the simplified assumptions, this setup undoubtedly shows the ambiguous nature of subsidies.

    Full Text Available En Los indios recién descubiertos (1538, Francisco de Vitoria afirma que hay una comunicación y sociedad natural entre todos los seres humanos. Cuarenta anos después, en Lima, el jesuita JOSÉ DE Acosta, en Sobre la salvación de los indios (1576, escribe una suerte de informe sobre cómo poner en práctica esta comunicación por medio de métodos pacificos de predicación. Es un tipo de tratado de comunicación, en el cual denuncia la práctica de las conversiones forzadas. Para Acosta, el éxito de la comunicación del evangelio a los indios supone un cambio voluntario de creencias y acciones, basado en lo que él considera la razón natural. Esta discusión filosófica y teológica muestra que hay un entretejido normativo entre el ius gentium, ius civile y ley eclesiástica, y que la actual teoria de la comunicación tiene mucho que aprender de este caso paradigmático y parcialmente fracasado de comunicación del evangelio en América.In On the Recently Discovered American Indians (1538, Francisco de Vitoria states that there is natural communication and society among all human beings. Forty years later, in Lima, the Jesuit JOSÉ DE Acosta, in On the Salvation of the Indians (1576, writes a report about how to put into practice this communication through peaceful preaching. It is a kind of communication treatise, in which he also denounces the practice of forcing conversions. To Acosta, successful communication of the gospel to Indians signifies a willing shift of beliefs and actions, based on what he considers natural reason. This philosophical and theological discussion shows that there is a normative interweaving between ius gentium, ius civile and ecclesiastic law, and that a contemporary theory of communication has a lot to learn from the paradigmatic and partially failed case of communicating the gospel in America.

El trabajo del Dr. Solón Núñez, era redireccionado por el del Dr. Acosta Guzmán, hacia la Corte Suprema de Justicia. El paradigma ingles del Dr. Núñez por la Medicatura Forense, se enfrentaba al paradigma alemán del Dr. Acosta por el Organismo Médico Forense, este paradigma superó al de 1949. Hubo que hacer arreglos y convenios, lo nuevo no era completo, ni perfecto, ni absoluto, pero obedecía a un imaginario social instituyente. La cooperación entre ambas instituciones se creó en los sitios donde no habían Médicos Forenses del Poder Judicial. Cuando la Medicina Legal se separe del Organismo de Investigación Judicial (O.I.J los puentes de cooperación y amistad se sobre pondrán a las dificultades con el nuevo paradigma permitiendo avizorar los nuevos horizontes kuhnianos, en los que se recrean y refrescan las ciencias forenses.When the Forensic Medic Organism was created in 1965, Forensic Medicature was all ready part of the Health Ministry since 1949. The work of Dr. Solon Nuñez was redirected by Dr. Acosta Guzman, to the Supreme Court of Justice. The English paradigm for Forensic Medicature, was confronted against the German paradigm of Dr. Acosta for the Forensic Medic Organism, this paradigm surpassed that of 1949. There were arrangements and agreements which had to be made, the new was not complete, nor perfect, nor absolute, but it obeyed to a social imaginary institution. The cooperation between both institutes was created in the places were Forensic Doctors from the Judicial Power were not available. When the Legal Medicine separates from the Judicial Investigative Organism (O. I. J the bridges of cooperation and friendship will over pass the difficulties with the new paradigm permitting to visualize the new kuhnian horizons, where the forensic sciences will be recreated and refreshed.

    The Center of Protection and Hygiene of the Radiations (CPHR) like center rector of the National Net of Environmental Radiological Surveillance (RNVRA), it has strengthened their detection capacity and of answer before a situation of radiological emergency. The measurements of the absorbed dose rate in air due to the environmental gamma radiation in the main stations of the Net are obtained in real time and the CPHR receives the data coming from these posts at one time relatively short. To improve the operability of the RNVRA it was necessary to complete the facilities of existent monitoring using 4 automatic measurement stations with probes of gamma detection, implementing in this way a measurement system on real time. On the other hand the software were developed: GenironProbeFech, to obtain the data of the probes, DataMail for the shipment of the same ones by electronic mail and GammaRed that receives and processes the data in the rector center.   9. Automation of the monitoring in real time of the absorbed dose rate in air due to the environmental gamma radiation in Cuba

    The Center of Protection and Hygiene of the Radiations (CPHR) like center rector of the National Net of Environmental Radiological Surveillance (RNVRA), it has strengthened their detection capacity and of answer before a situation of radiological emergency. The measurements of the absorbed dose rate in air due to the environmental gamma radiation in the main stations of the Net are obtained in real time and the CPHR receives the data coming from these posts at one time relatively short. To improve the operability of the RNVRA it was necessary to complete the facilities of existent monitoring using 4 automatic measurement stations with probes of gamma detection, implementing in this way a measurement system on real time. On the other hand the software were developed: GenironProbeFech, to obtain the data of the probes, DataMail for the shipment of the same ones by electronic mail and GammaRed that receives and processes the data in the rector center.     Johannes Jacobus van Loghem (1878-1968) had a multifaceted career in which he combined microbiology, immunology, genetics, epidemiology and hygiene. He first became a professor of Tropical Hygiene and later a professor of Hygiene and Medical Enforcement. He discovered the role of house rats in the dissemination of the plague, which contributed to the fight against an epidemic on Java, then the Netherlands' East Indies, in 1911. He was rector of the University of Amsterdam at the outbreak of the Second World War and was fired because of his anti-German stance. From the offices of the Nederlandsch Tijdschrift voor Geneeskunde (Dutch Journal of Medicine), he developed plans for reconstructing the university after the war; he later became the university's first post-war rector. Van Loghem contributed to columns in this journal for over 40 years and twice acted as interim editor-in-chief. PMID:18225796

    Full Text Available One of the oldest churches in Krakow, dedicated to All Saints, was situated between Grodzka and Franciszkańska Street. It was build in the XIII century, could had been replacement church for first Cracow’s parish, which was transferred from Saint Trinity church. The name of All Saints church was mentioned for the first time in Vita S. Stanislai. The second time in 1278 his rector Arnold was noted. Most interesting fact is that in the Tables of Pence from 1325–1327 you can find two rectors, who had separate salary and were called rectors of wooden and brick churches. In 1490 church got a collegiate title. Than double rectory was liquidated and positions of provost and dean were established. Church was a place where Brotherhood of the Poor created by Bishop Zbigniew Oleśnicki used to work. Our knowledge of churches looks comes from iconography which was made when the building was already a ruin. According to those sources church had two naves, was oriented and had simply completed presbytery. The building had adhered tower, sacristy, treasure and chapel, called capella antiqua. Description of the interior of the church comes from 1599, when Jerzy Radziwiłł, Bishop of Cracow had visited it. According to the decision of the City Beautification Committee, the church was demolished in 1835, and church’s equipment was sold on auction. The tower survived till 1840, when it shared the fate of the rest of the building.

    In a recent study, OrtizBeviá et al. (2012) have defined a seasonal index, the Western Mediterranean Index, in order to characterize the Western Mediterranean summer variability. They have found there a statistically significant feedback between the Mediterranean and the North Pacific variability, characterized by the Pacific North America Mode Index. They have detected also a feedback between the Western Mediterranean in summer and the variability of some areas of the North Atlantic basin. Based on these statistical linear relationship they proposed a model to forecast the part of the Western Mediterranean variability represented by the Western Mediterranean Index in summer and autumn and validate it through some hindcast experiments, with a moderate, but significant skill. OrtizBeviá et al.(2012) presented also the evidence of the existence of a low frequency, multidecadal component in the Western Mediterranean summer variability. In the work to be presented here we extend the previous one, focusing on the long term variability. We perform similar statistical analysis on selected data fields that span more than 100 years. We add a second index to the characterisation of the Western Mediterranean variability and are then able to show the relevance of the Western Mediterranean summer variability for european air temperature and precipitation seasonal anomalies. Our analyses show that the variability represented by two North Atlantic Indexes play a key role in the Western Mediterranean summer variability. They also proof the existence of a feedback between this variability and that of the Pacific North America Mode, for an extended period of more than 140 years. Dean Acosta, Deputy Assistant Administrator of Public Affairs, introduces the panel which consists of Dr. Michael Griffin, NASA Administrator, William Readdy, Associate Administrator for Space Operations, Wayne Hale, Space Shuttle Program Deputy Manager, Steve Poulas, Orbiter Project Manager, Mike Leinbach, NASA Launch Director, and Bill Parsons, Space Shuttle Program Manager. Wayne Hale expresses that a problem occurred with one of the low level sensors in the hydrogen tank and that the cause of the problem must be identified and rectified.     Full Text Available El profesor Arnold Puello Benedetti nació en la población de Turbaco, al norte del departamento de Bolívar-Colombia el 19 de marzo de 1926. Muy joven, con solo 18 años de edad, ingresó a la Universidad de Cartagena para cursar estudios médicos, de los cuales obtuvo la respectiva titulación en el año 1949. Al año siguiente cumplió con el requisito legal de la medicatura rural, la cual adelantó en el Sanatorio del Lazareto de Agua de Dios en el departamento de Cundinamarca. Entre los años 1951 y 1952 permaneció en la ciudad de Bogotá y estuvo vinculado como subdirector al Instituto Lleras Acosta.
