A technique has been developed to estimate the percent population having electric power access based on the presence of satellite detected nighttime lighting. A global survey was conducted for the year 2006 using nighttime lights collected by the U.S. Air Force Defense Meteorological Satellite Program (DMSP) in combination with the U.S. Department of Energy Landscan population dataset. The survey includes results for 229 countries and more than 2000 subnational units. The results are compared to reported electrification rates for 87 countries compiled from a variety of sources by the International Energy Agency. The DMSP derived estimate of number of people worldwide who lack access to electricity is 1.62 billion, only slightly larger than the 1.58 billion estimated by the International Energy Agency.

If fourth family condensates are responsible for electroweak symmetry breaking then they may also break approximate global symmetries. Among the resulting pseudo-Goldstone bosons are those that can have diquark quantum numbers. We describe the variety of diquarks and their decay modes, and we find aspects that are particular to the fourth family framework. Spectacular signatures at the LHC appear and are explored for color sextet diquarks with 600 GeV mass. We consider a simple search strategy which avoids diquark reconstruction. We also consider 350 GeV mass diquarks that are accessible at the Tevatron.

Many of the vulnerabilities to Energy Access, Energy Security, and Environmental Sustainability result from impediments to reaching a global demand-supply balance, as well as local balances, for various energy sources and carriers. Vulnerabilities result from multiple reasons: regional imbalances of energy production and consumption, the bulky character of the majority of energy fuels, the virtual necessity of electricity consumption following its production, among others. To detect and prioritize respective 'bottlenecks' across energy carriers, they have to be measured. In this report, production, consumption, exports, and imports were measured across all major energy carriers for seven key regions of the world for three time frames-2008, 2020, and 2050. Imbalances between production and consumption form bottlenecks in each region.

The environmental pressures on the industry are substantial and include the global warming issue, hazardous and nuclear waste challenges, air toxicities, and the electromagnetic field controversy. An issue of special concern is deregulation of the industry, which brought with it retail wheeling, wholesale wheeling, transmission access, and market-based pricing, all of which have greatly shaken the industry. The changes are expected to happen quickly. The greatest impact of the epidemic has been felt in sub-Saharan Africa, and Zambia ranks among the worst hit countries. The Free Basic Education Policy in Zambia upholds the right of all children to a universal basic education. This study explored staff and student perceptions of the impact of the epidemic on access to, and the quality of, basic education for AIDS-affected children, orphans and other vulnerable children (OVCs) in the Copperbelt Province of Zambia, where the HIV/AIDS prevalence rate ranges from 34 to 40%, and life expectancy has dropped to 33 years. Femtocells are assuming an increasingly important role in the coverage and capacity of cellular networks. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

Wireless sensor networks can revolutionize soil ecology by providing measurements at temporal and spatial granularities previously impossible. This paper presents a soil monitoring system we developed and deployed at an urban forest in Baltimore as a first step towards realizing this vision. Motes in this network measure and save soil moisture and temperature in situ every minute. Raw measurements are periodically retrieved by a sensor gateway and stored in a central database where calibrated versions are derived and stored. The measurement database is published through Web Services interfaces. In addition, analysis tools let scientists analyze current and historical data and help manage the sensor network. We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.

Because of limitation on neutron-incident data, it is difficult to obtain global optical model potential for neutrons. In contrast, there are some global optical model potentials for proton in detail. It is interesting to convert the proton-incident global optical potentials into neutron-incident ones. In this study we introduce (N-Z)/A dependent symmetry potential terms into the global proton-incident optical potentials, and then obtain neutron-incident ones. The neutron potentials reproduce total cross sections in an acceptable degree. However, a comparison with potentials proposed by other authors brings about a confused situation in the sign of the symmetry terms. (author).

In this letter, they present the results on a global fit to precision electroweak data in a Higgs triplet model. In models with a triplet Higgs boson, a consistent renormalization scheme differs from that of the Standard Model and the global fit shows that a light Higgs boson with mass of 100-200 GeV is preferred. Triplet Higgs bosons arise in many extensions of the Standard Model, including the left-right model and the Little Higgs models. The result demonstrates the importance of the scalar loops when there is a large mass splitting between the heavy scalars. It also indicates the significance of the global fit.

The Northeast Gateway Energy Bridge Deepwater Port project was commissioned in 2005 and is based on a proprietary energy bridge shipboard regasification technology. The offshore liquefied natural gas (LNG) facility will be located in federal waters 13 miles southeast of Gloucester and was designed to cope with the extreme weather of the Massachusetts Bay. A dual-buoy system will be capable of ensuring continuous delivery of natural gas. Throughput capacity will range from 400 to over 800 MMcf/d. Vessels used at the port have capacities of 138,000 m{sup 3} and 150,900 m{sup 3} with peak sendout rates of 600 MMcf/d. The vessels have the capacity to rapidly increase and decrease their delivery rates. During periods of peak demand, 2 vessels can be simultaneously accommodated at the port, which has been designed to accommodate larger vessels to maximize future throughput. This paper describes a gas transmission pipeline company with dissimilar local control and Supervisory Control and Data Acquisition (SCADA) systems that had formed over time, and the solution that was put into place to consolidate those systems. Great Lakes Gas Transmission Company (GLGT) had historically operated the pipeline from four geographically different locations with a combination of various local man-machine interface (MMI) control systems and an aging SCADA system. As new control systems were installed at compressor and meter stations, local and corporate data acquisition needs changed. It became apparent that the existing SCADA system which telemetered a minimal set of control data could no longer support growth requirements. The decision was made to replace the old SCADA system with a new open state-of-the-art architecture. The characteristics of the local magnetic shear, a quantity associated with high-mode-number ballooning mode stability, are considered in heliotron/torsatron devices that have a large Shafranov shift. The local magnetic shear is shown to vanish even in the stellarator-like region in which the global magnetic shear is positive. The reason for this is that the degree of the local compression of the poloidal magnetic field on the outer side of the torus, which maintains the toroidal force balance, is reduced in the stellarator-like region of global magnetic shear because the global rotational transform in heliotron/torsatron systems is a radially increasing function. Incomplete convergence in numerical simulation such as computational physics simulations and/or Monte Carlo simulations can enter into the calculation of the objective function in an optimization problem, producing noise, bias, and topo- graphical inaccuracy in the objective function. These affect accuracy and convergence rate in the optimization problem. This paper is concerned with global searching of a diverse parameter space, graduating to accelerated local convergence to a (hopefully) global optimum, in a framework that acknowledges convergence uncertainty and manages model resolu- tion to efficiently reduce uncertainty in the final optimum. In its own right, the global-to-local optimization engine employed here (devised for noise tolerance) performs better than other classical and contemporary optimization approaches tried individually and in combination on the "industrial" test problem to be presented.

Stenting for stenosis of the proximal vertebral artery (VA) is commonly performed via a femoral approach. However, iliofemoral occlusive disease such as arteriosclerosis obliterans sometimes prevents safe transfemoral access. In certain situations where both femoral access and ipsilateral brachial access are difficult because of a concomitant vascular diseases or particular anatomic setting, a contralateral brachial approach using the brachiobrachial pull-through technique may allow efficient and accurate stenting. A case of VA origin symptomatic stenosis successfully treated with stenting using the new pull-through technique from the contralateral brachial artery to the brachial artery on the affected side is described. Wetlands can potentially sequester vast amounts of carbon. However, over 50% of wetlands globally have been degraded or lost. Restoration of wetland systems may therefore result in increased sequestration of carbon. Preliminary results of our investigations into atmospheric carbon sequestration by restored coastal wetlands indicate that carbon can be sequestered in substantial quantities in the first 2-50 years after restoration of natural hydrology and sediment accretion processes.

This paper describes a study of comparison of global and one-dimensional local optimization methods to operating system scheduler tuning. The operating system scheduler we use is the Linux 2.6.23 Completely Fair Scheduler (CFS) running in simulator (LinSched). We have ported the Hackbench scheduler benchmark to this simulator and use this as the workload. The global optimization approach we use is Particle Swarm Optimization (PSO). We make use of Response Surface Methodology (RSM) to specify optimal parameters for our PSO implementation. The one-dimensional local optimization approach we use is the Golden Section method. In order to use this approach, we convert the scheduler tuning problem from one involving setting of three parameters to one involving the manipulation of one parameter. This paper presents the implementation process, addresses resource accessibility issues, and suggests a number of resources that can be consulted about these issues. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.

The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)

The Tennessee Valley Authority (TVA), the Electric Power Research Institute (EPRI), and the Department of Energy-National Energy Technologies Laboratory (DOE-NETL) are evaluating and demonstrating integration of terrestrial carbon sequestration techniques at a coal-fired electric power plant through the use of Flue Gas Desulfurization (FGD) system gypsum as a soil amendment and mulch, and coal fly ash pond process water for periodic irrigation. From January to March 2002, the Project Team initiated the construction of a 40 ha Carbon Capture and Water Emissions Treatment System (CCWESTRS) near TVA's Paradise Fossil Plant on marginally reclaimed surface coal mine lands in Kentucky. The CCWESTRS is growing commercial grade trees and cover crops and is expected to sequester 1.5-2.0 MT/ha carbon per year over a 20-year period. Development of a comprehensive and effective global clean technology cooperation framework will require years of experimenting and evaluation with new instruments and institutional arrangements before it is clear what works on which scale and in which region or country. In presenting concrete examples, this paper aims to set the first step in that process by highlighting successful models and innovative approaches that can inform efforts to ramp up clean energy technology cooperation. This paper reviews current mechanisms and international frameworks for global cooperation on clean energy technologies, both within and outside of the UNFCCC, and provides selected concrete options for scaling up global cooperation on clean energy technology RD&D, enabling environment, and financing.

Environmental and security concerns are stimulating global interest in hydrogen power, renewable energy, and advanced transportation technologies, but no significant movement away from oil and a carbon-based world economy is expected soon. Over the longer-term, however, a transition from fossil fuels to a non-carbon-based economy will likely occur, affecting the type of environment future generations may encounter. Key challenges will face the world's energy industry over the next few decades to ensure a smooth transition-challenges which will require government and industry solutions beginning as early as today. This paper identifies four critical challenges in energy and the choices which will have to be made on how best to confront growing pollution caused by fossil fuels and how to facilitate an eventual revolutionary-like transition to a non-carbon-based global economy.

Current scientific knowledge of climate change and its global impact is summarized in the first four chapters. The earth's natural climate, greenhouse gases, climate prediction models, and impact of a warmer world on natural terrestrial ecosystems, agricultural ecosystems, and coastal regions are discussed. The possible impacts on Canada are described in chapter five, which considers forests, agriculture, water resources, fisheries, coastal zones, transportation, human health and well being, energy production and use, and global security. Chapter six considers ways to respond to climate change. A fast multipole transformation is adapted to the evaluation of summations that occur in global climate calculations when transforming between spatial and spherical harmonic representations. For each summation, the timing of the fast multipole transformation scales linearly with the number of latitude gridpoints, but the timing for direct evaluations scales quadratically. In spite of a larger computational overhead, this scaling advantage renders the fast multipole method faster than direct evaluation for transformations involving greater than approximately 300 to 500 gridpoints. Convergence of the fast multipole transformation is accurate to machine precision.
