We report a user study of over four months on the non-voice usage of mobile phones by teens from an underserved urban community in the USA where a community-wide, open-access Wi-Fi network exists. We instrumented the phones to record quantitative information regarding their usage and location in a privacy-respecting manner. We conducted focus group meetings and interviewed participants regularly for qualitative data. We present our findings on what applications our participants used and how their usage changed over time. The findings highlight the challenges to evaluating the usability of mobile systems and the value of long-term methodologies. Based on our findings, we analyze the unique values of mobile phones, as a platform technology. It highlights the similarities and differences with respect to the public participation and decision processes which preceded the respective referenda in the two communities. The social work literature is replete with studies evaluating social workers' direct practice interventions, but strikingly few have assessed how well social workers are faring in the political arena. This study tests a major theoretical model, the civic voluntarism model, developed to explain why some citizens become involved in politics, whereas others do not. The study sample consisted of 396 randomly selected social workers licensed in 11 states, all of whom completed a 25-minute telephone survey. Social workers were surveyed to determine the role of the following variables in explaining social workers' political activity levels--resources needed to participate, psychological engagement, and attachment to recruitment networks. First results on the effects of strain on transient enhanced diffusion and deactivation of As-implanted ultrashallow junctions are presented. A significant effect of strain on the magnitude and timescale of transient enhanced diffusion is observed, which is consistent with the stabilization of interstitial-type defects by tensile strain. Our results show no significant impact of strain on As electrical activity during the deactivation timescale accessed in this study.

This report describes the Forum on Flexible Education: Reaching Nomadic Populations in Africa, which was held in Garissa, Kenya, from 20-23 June 2006. The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Representatives from the Kenyan MOE, COL, ComSec and UNICEF provided remarks at the Opening Session of the Forum. In between are thousands of intermediate descriptions, many of which must be repeatedly accessed and processed during interpretation. What brain mechanisms underlie learning of new knowledge from single events? We studied encoding in long-term memory of a unique type of one-shot experience, induced perceptual insight. While undergoing an fMRI brain scan, participants viewed degraded images of real-world pictures where the underlying objects were hard to recognize ("camouflage"), followed by brief exposures to the original images ("solution"), which led to induced insight ("Aha!"). A week later, the participants' memory was tested; a solution image was classified as "remembered" if detailed perceptual knowledge was elicited from the camouflage image alone. During encoding, subsequently remembered images were associated with higher activity in midlevel visual cortex and medial frontal cortex, but most pronouncedly, in the amygdala, whose activity could be used to predict which solutions will remain in long-term memory. The health politics and policy communities are still struggling with the question of "what went wrong" in the 1993-94 health care reform effort. Here I identify which Americans were politically active and inactive during the health care reform debate to explore the role political participation may have had in determining the outcome of the debate. Using data from a national and California random-sample telephone surveys, and controlling for other demographic attributes, I found that those who engaged in political activity specifically related to health care reform were disproportionately more likely to be self-identified conservatives, less likely to favor an employer mandate plan, more likely to be fifty to sixty-four years old, more likely to be men, and more likely to have greater interest in and knowledge of the health care issue. Excessive physical activity plays an important role in the progression of anorexia nervosa (AN) by accelerating weight loss during dietary restriction. To search for mechanisms underlying this trait, a panel of mouse chromosome substitution strains derived from C57BL/6J and A/J strains was exposed to a scheduled feeding paradigm and to voluntary running wheel (RW) access. Here, we showed that A/J chromosomes 4, 12 and 13 contribute to the development of a disrupted RW activity in response to daily restricted feeding. This pattern is characterized by intense RW activity during the habitual rest phase and leads to accelerated body weight loss. This study, part of OECD/CERI's project on Measuring the Social Outcomes of Learning, investigates the relationship between educational attainment and political participation in Austria. First, a model based on various theoretical considerations is introduced. This incorporates direct educational effects as well as indirect effects that occur through material resources, social capital, civic orientations and values. Using a multivariate analytical approach the model is applied to the 2002 European Social Survey. Three forms of political participation are distinguished, namely voting, elite-directed and elite-challenging activities. Educational attainment is found to have significant effects on all three types but the strongest impact is on elite-challenging activities. The literature is littered with reports presenting the proportion of patients admitted with ischaemic stroke receiving thrombolysis. This gives some measure of activity and the efficiency of prehospital and hospital triage. Some stroke centres have reported rates of thrombolysis as high as 20%, but without knowing the population that such services serve, these proportions do not indicate how well or equitably the treatment is being delivered. The role of robotics and remote handling equipment in future nuclear power plant maintenance activities is discussed in the context of artificial intelligence applications. Special requirements manipulators, control systems, and man-machine interfaces for nuclear applications are noted. Tasks might include inspection with cameras, eddy current probes, and leak detectors; the collection of material samples; radiation monitoring; and the disassembly, repair and reassembly of a variety of system components. High-throughput synthesis and screening methods have been developed for the discovery of highly active catalysts for the control of emissions from stationary and mobile sources. Low temperature CO oxidation, CO methanation, NOx abatement and the destruction of Volatile Organic Compounds (VOCs) will be discussed. The discovery libraries for primary screening consisted of both 11x11 and 16x16 catalyst arrays on 3 inch and 4 inch quartz wafers, respectively. Catalysts were prepared by robotic liquid dispensing techniques and screened for catalytic activity in Symyx's Scanning Mass Spectrometer. Phenolic resins have made a major breakthrough in the field of high technology in 80's. These are now active participants of "high tech' areas ranging from electronics, computers, communication, outer space, aerospace, advanced materials, bio materials and technology. A phenol - formaldehyde (1:1.5) resin having resin content of 70% synthesized in the laboratory has been applied for wood coating and reinforcing glass fiber. The weatherability and solvent resistance of these items have been studied and results discussed keeping in view the envisaged application for structural materials and chemical equipment. The toxic materials released during contact with solvents for chemical applications and during degradation general have been monitored. The results are discussed with reference to environmental pollution due to these resins and their composites under different conditions. (authors)

The potential use of uranium in the field of catalysis is presented in the first part of this paper. Numerous applications of uranium binary oxides, as well as mixed oxides, are reviewed with a special emphasis on the role of U-Sb-O catalysts in selective oxidation (and ammoxidation) processes. Attempts are made to correlate the electronic structure of uranium, and especially the role that 5f electrons play in bonding, with its promising catalytic properties. In the second part, new data are given for uranium-bismuth mixed oxides in the catalytic oxidation of CO by O/sub 2/. Kinetic tests performed in a flow microreactor allow a mechanism to be proposed that involves the direct participation of lattice oxygen of the catalyst in the chemical process (redox mechanism). The high activity can be related to the ability of uranium to change reversibly its oxidation state.

A non-recursive model is proposed and empirically tested with data of opponents of nuclear power. In explaining conventional and unconventional participation the theory of collective action is applied and modified in two respects: the perceived influence on the elimination of collective evils are taken into account; the selective incentives considered are non-material ones. These modifications proved to be valid: the collective good variables and non-material incentives were important determinants for the two forms of participation. Another result was that there is a reciprocal causal relationship between conventional and unconventional participation.

A new fuel-cell electrocatalyst based on highly porous carbonized polyacrylonitrile (PAN) microcellular foam with platinum particles was prepared recently in this laboratory. Its surface morphology, one of the most important aspects of a practical electrocatalyst, has been examined in terms of fractal theory and methods. The fractal dimension of the platinum particles dispersed in porous carbonized PAN foam was determined by using chronometric and rotating-disk-electrode methods in oxygen-saturated solutions. A fractal dimension smaller than 2 was obtained, which was attributed to the partially active nature of the surface of this electrocatalytic material. This value of fractal dimension is also proposed to be considered as a reaction dimension. A reaction dimension smaller than 2 may indicate that not all of the platinum particle surface is accessible to the incoming oxygen molecules.

This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. The subjective experience of one's environment is constructed by interactions among sensory, cognitive, and affective processes. For centuries, meditation has been thought to influence such processes by enabling a nonevaluative representation of sensory events. To better understand how meditation influences the sensory experience, we used arterial spin labeling functional magnetic resonance imaging to assess the neural mechanisms by which mindfulness meditation influences pain in healthy human participants. After 4 d of mindfulness meditation training, meditating in the presence of noxious stimulation significantly reduced pain unpleasantness by 57% and pain intensity ratings by 40% when compared to rest. A two-factor repeated-measures ANOVA was used to identify interactions between meditation and pain-related brain activation. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. A population of male civil servants in Rome, Italy, was investigated to determine the prevalence of symptomatic and asymptomatic gallstone disease. Field activities started in December, 1982 and were concluded in July, 1984. Diagnosis was made using real-time ultrasonography. Participation in the study was 71.5%. Prevalence of gallstone disease was 8.2% and increased with age from 2.3% in the 20- to 25-year-old age group to 14.4% in the 60- to 69-year-old age group, based on both presence of gallstones and history of cholecystectomy. About one-third of the subjects with gallstone disease had previously been submitted to cholecystectomy. Only 7.7% of the subjects with presence of gallstones complained of at least one episode of biliary pain in the preceding 5 years. Frequency of "minor" dyspeptic symptoms was not different between men with and those without gallstones. PMID:3391519

This study explored adolescents' sexual self-disclosure in real life and cyberspace, as well as gender differences of sexual self-disclosure in cyberspace. There were 115 male and 92 female adolescents who participated in this pretest and posttest survey. In general, the depth of sexual self-disclosure in real life was greater than in cyberspace, but the breadth of sexual selfdisclosure in both real life and cyberspace was equivalent. The cross-lagged panel analysis indicated that adolescents who were willing to self-disclose sexual topics in real life also selfdisclosed them more in cyberspace, and vice versa. Furthermore, sexual self-disclosure in both disclosing environments was mutually predicted by each other. The findings also indicated that cyberspace might not be a substitute channel of compensatory gratification for sexual self-disclosure in real life. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. On March 28, 1979, the Pennsylvania Three Mile Island nuclear power plant Unit 2 (TMI-2) suffered a partial fuel-melt accident. During this accident, over 20,000 lb of molten fuel flowed through holes melted through the baffle plates and through the lower-core support assembly (LCSA). The molten fuel subsequently resolidified in the bottom of the reactor vessel. The lower-core support assembly of the TMI-2 reactor was not structurally damaged during the accident. In order to permit defueling of that region of the core, the LCSA was cut to permit access. A five-axis teleoperator was developed to deliver plasma arc cutting, rotary grinding and abrasive waterjet cutting of end effectors to the LCSA. Complex geometry sectioning was completed in a mock-up facility at chemistry and pressure conditions simulating those of the vessel, prior to actual in-vessel operations. The ability to perform in-field assessments of materials contained in suspect packages is important for several reasons. First, and most importantly, determination of the type and quantity of material provides information critical to personnel safety. The personnel at potential risk may include both the general population in the area of the package and incident response personnel. This hardening effort is culminating in the availability of a megarad hardened mobile platform to access areas in nuclear facilities with extremely high levels of radiation (0.1 to 1 Mrad). These radiation levels may be encountered both during routine repair and monitoring activities and accident situations. The project has completed a phase-I U.S. Department of Energy Small Business Innovative Research contract and is now in a phase-II effort with completion scheduled in early 1995. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

The enzyme, a typical short-chain dehydrogenase, is the biochemical target of three commercial fungicides. The fungicides bind preferentially to the NADPH form of the enzyme. Three X-ray structures of the Magnaporthe grisea enzyme complexed with NADPH and two commercial and one experimental fungicide were determined at 1.7 {angstrom} (pyroquilon), 2.0 {angstrom} (2,3-dihydro-4-nitro-1H-inden-1-one, 1), and 2.1 {angstrom} (phthalide) resolutions. Six major use pesticides (Atrazine, Dicamba, Isoproturon, Lindane, Paraquat and Trifluralin) with differing physico-chemical properties were evaluated for the significance of 'bound' or non extractable residue formation. Investigations were carried out in purpose-built microcosms where mineralization, volatilisation, 'soil water' extractable and organic solvent extractable residues could be quantified. Extractable residues were defined as those accessible by sequential extraction where the solvent used became increasingly non-polar. While the proposed action requires an administrative decision by DOE, this EA reviews the linked action of physically constructing and operating a conference center. The SRS is a DOE-owned nuclear production facility encompassing approximately 200,000 acres in southwestern South Carolina. The proposed conference center would have an area of approximately 4,000 square feet, and would infrequently accommodate as many as 150 people, with the average being about 20 people per day. We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.

The insulin signaling pathway, involving protein kinase B (PKB) and mitogen-activated protein kinase (MAPK), mediates the biological response to insulin and several growth factors and cytokines. To investigate the correlation between glucose transporter (Glut) biosynthesis and the insulin signaling pathway activated by novel compounds of Liriope platyphylla (LP9M80-H), alterations in Glut and key protein expression in the insulin signaling pathway were analyzed in the liver and brain of ICR mice treated with LP9M80-H. An in vitro assay showed that the highest level of insulin concentration was observed in the LP9M80-H-treated group, followed by the LP-H, LP-M, LP-E, and LP9M80-C-treated groups. A slurry reactor apparatus for solid-acid catalysed isobutane/butene alkylation was developed and used to investigate the performance of various heterogeneous catalysts. This report is a summary of the Steam Generator Group Project progress for 1985. Statistical analyses are presented of data from nondestructive examination (NDE) round robin tests that were performed on the Surry generator in 1984. In the first round robin, teams acquired and analyzed their own data on a selected 10% subset of tubes. In the second round robin, analysts from each participating team analyzed identical sets of data which were provided to them by the Project. Results from several examinations utilizing advanced/alternate NDE technologies including alternate eddy current probes and techniques, ultrasonics, and profilometry are also reported. Criteria are listed for selecting tube specimens that will be removed from the generator. A sampling plan based on these criteria is detailed graphically in the report. The autors examined the hypothesis that current recommendations on dietary energy requirements may underestimate the total energy needs of young adult men, by measuring total energy expenditure (TEE) and resting energy expenditure (REE) in 14 weight-maintaining healthy subjects leading unrestricted lives. TEE and body composition were measured by using 2H(2)18O, and REE was measured by using indirect calorimetry. All subjects had sedentary full-time occupations and participated in strenuous leisure activities for 34 #+-# 6 (SE) min/d. TEE and REE were 14.61 #+-# 0.76 and 7.39 #+-# 0.26 MJ/d, respectively, and 202 #+-# 2 and 122 #+-# 2 kJ.kg-1.d-1. There were significant relationships between TEE and both body fat-free mass (r = 0.732, P less than 0.005) and measured REE (r = 0.568, P less than 0.05). We present local two-dimensional and three-dimensional hybrid numerical simulations of particles and gas in the midplane of protoplanetary disks (PPDs) using the Athena code. The particles are coupled to gas aerodynamically, with particle-to-gas feedback included. Magnetorotational turbulence is ignored as an approximation for the dead zone of PPDs, and we ignore particle self-gravity to study the precursor of planetesimal formation. Our simulations include a wide size distribution of particles, ranging from strongly coupled particles with dimensionless stopping time #tau#_s #ident to# #OMEGA#t_s_t_o_p = 10"-"4 (where #OMEGA# is the orbital frequency, t_s_t_o_p is the particle friction time) to marginally coupled ones with #tau#_s = 1, and a wide range of solid abundances. The disruption of primary innate immune function of the epidermal layer of the skin accounts for the susceptibility of individuals using bleaching agents to localized or systemic infections. This subverted innate immunity in these people may lead to other pathological conditions. The resultant effects of skin bleaching and phagocytes activation in response to infections have not been studied in Nigerians using bleaching agents. The present study therefore assessed the levels of C-reactive protein (CRP), albumin, total antioxidant potential (TAP), total plasma peroxides (TPP), oxidative stress index (OSI) and malonaldehyde (MDA) in the users bleaching agents. The CANDU-type nuclear fuel localization project started in 1981, and mass-production system completed in 1987 through the pilot scale demonstration of fuel manufacturing. Since the completion of the mass-production system, about 24,000 fuel bundles (450 ton-U) had been delivered to Wolsung Nuclear Power Plant by the end of 1992, according to the fuel supply contracts with KEPCO. The superiority of KAERI-made nuclear fuel has been demonstrated by having achieved the highest utilization factor in the world in 1992. Because of past military operations, lack of upkeep and looting there are now enormous radioactive waste problems in Iraq. These waste problems include destroyed nuclear facilities, uncharacterized radioactive wastes, liquid radioactive waste in underground tanks, wastes related to the production of yellow cake, sealed radioactive sources, activated metals and contaminated metals that must be constantly guarded. Iraq currently lacks the trained personnel, regulatory and physical infrastructure to safely and securely manage these facilities and wastes. In 2005 the International Atomic Energy Agency (IAEA) agreed to organize an international cooperative program to assist Iraq with these issues. Transient Enhanced Diffusion (TED) of dopants in Si is the consequence of the evolution, upon annealing, of a large supersaturation of Si self-interstitial atoms left after ion bombardment. In the case of amorphizing implants, this supersaturation is located just beneath the c/a interface and evolves through the nucleation and growth of End-Of-Range (EOR) defects. For this reason, the authors discuss here the relation between TED and EOR defects. Modelling of the behavior of these defects upon annealing allows one to understand why and how they affect dopant diffusion. This is possible through the development of the Ostwald ripening theory applied to extrinsic dislocation loops.
