It has been created using Microsoft ACCESS 2002 under a Windows operating system. Document search is generally based on individual terms in the document. However, for collections within limited domains it is possible to provide more powerful access tools. This paper describes a system designed for collections of reports of infectious disease outbreaks. The system, Proteus-BIO, automatically creates a table of outbreaks, with each table entry linked to the document describing that outbreak; this makes it possible to use database operations such as selection and sorting to find relevant documents. Proteus-BIO consists of a Web crawler which gathers relevant documents; an information extraction engine which converts the individual outbreak events to a tabular database; and a database browser which provides access to the events and, through them, to the documents. The ANDRA, the French national agency of radioactive wastes, is organizing today the information needs of tomorrow. The aim is to allow the future generations to have access to the knowledge of the existence of subsurface radioactive waste facilities and to understand the context and technologies of such facilities. The storage of this information is made on 'permanent paper', a high resistant paper with a lifetime of 600 to 1000 years. An updating of these data is made every 5 years for each waste disposal center. Another project, still in progress, concerns the memory management of deep geologic waste disposal facilities for which the time scale to be considered is of the order of millennia. (J.S.)

We analyse the issues involved in the management and mining of astrophysical data. The traditional approach to data management in the astrophysical field is not able to keep up with the increasing size of the data gathered by modern detectors. An essential role in the astrophysical research will be assumed by automatic tools for information extraction from large datasets, i.e. data mining techniques, such as clustering and classification algorithms. This asks for an approach to data management based on data warehousing, emphasizing the efficiency and simplicity of data access; efficiency is obtained using multidimensional access methods and simplicity is achieved by properly handling metadata. This paper focuses on practical and cost-effective NetWare-specific approaches to information systems and computer security. A series of real world experiences is presented that illustrate fundamental information systems and security concepts. A NetWare network is a client-server network which uses a file server to share files while client workstations access the file server via some network typology (usually ethernet or token ring). Passwords are used to authenticate users; thus, password protection is a cornerstone of network security. Passwords can be encrypted, but this feature can be disabled. Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. We describe design principles our participants used during the participatory design of a PHIM tool. These include individual control, sharing, integration, security and flexibility. Condensed matter black hole analogues may provide guidance in grappling with difficult questions about the role of short distance physics in the Hawking effect. These questions bear on the very existence of Hawking radiation, the correlations it may or may not carry, the nature of black hole entropy, and the possible loss of information when a black hole evaporates. We describe a model of black hole formation and evaporation and the loss of information to a disconnected universe in a thin film of 3He-A, and we explain why the existence of Hawking radiation has not yet been demonstrated in this model. [We would like this article to be accessible to researchers in both condensed matter and gravitational physics, hence we include more than the usual amount of introductory material.

Physical-layer network coding (PNC) is a promising approach for wireless networks. It allows nodes to transmit simultaneously. Due to the difficulties of scheduling simultaneous transmissions, existing works on PNC are based on simplified medium access control (MAC) protocols, which are not applicable to general multi-hop wireless networks, to the best of our knowledge. In this paper, we propose a distributed MAC protocol that supports PNC in multi-hop wireless networks. Ground-water monitoring near the Raft River site was initiated in 1974 by the IDWR. This effort consisted of semiannual chemical sampling of 22 irrigation wells near the Raft River geothermal development area. This program yielded useful baseline chemical data; however, several problems were inherent. For example, access to water pumped from the wells is limited to the irrigation season (April through September). All the wells are not continuously pumped; thus, some wells that are sampled one season cannot be sampled the next. In addition, information on well construction, completion, and production is often unreliable or not available. These data are to be supplemented by establishing a series of monitor wells in the proposed geothermal withdrawal and injection area. These wells were to be located and designed to provide data necessary for evaluating and predicting the impact of geothermal development on the Shallow Aquifer system.

This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. CBFO also manages the National Transuranic Waste Program (NTP), which oversees TRU waste management from generation to disposal. The WIPP began receiving waste in March 1999. This support document summarized the results of botanical surveys conducted as part of a phytoremediation research project that catalogued plants found growing at a petroleum impacted site in Alberta. Phytoremediation refers to the growing of chosen plant species in a polluted site for a period of time in order for the plant to remove contaminants through its natural attributes of absorption, translocation, storage and excretion. Several different plant species with phytoremediation properties are being considered for wide scale bioremediation use. This document described the PhytoPet database which was originally developed as an inventory of plants with phytoremediation capabilities. Advanced proteomic research efforts involving areas such as systems biology or biomarker discovery are enabled by the use of high level informatics tools that allow the effective analysis of large quantities of differing types of data originating from various studies. Performing such analyses on a large scale is not feasible without a computational platform that performs data processing and management tasks. Such a platform must be able to provide high-throughput operation while having sufficient flexibility to accommodate evolving data analysis tools and methodologies. The Proteomics Research Information Storage and Management System (PRISM) provides a platform that serves the needs of the accurate mass and time tag approach developed at PNNL. Given a point set S and an unknown metric d on S, we study the problem of efficiently partitioning S into k clusters while querying few distances between the points. In our model we assume that we have access to one versus all queries that given a point s in S return the distances between s and all other points. We show that given a natural assumption about the structure of the instance, we can efficiently find an accurate clustering using only O(k) distance queries. We use our algorithm to cluster proteins by sequence similarity. This setting nicely fits our model because we can use a fast sequence database search program to query a sequence against an entire dataset. We conduct an empirical study that shows that even though we query a small fraction of the distances between the points, we produce clusterings that are close to a desired clustering given by manual classification.

An issue of special concern is deregulation of the industry, which brought with it retail wheeling, wholesale wheeling, transmission access, and market-based pricing, all of which have greatly shaken the industry. We report a user study of over four months on the non-voice usage of mobile phones by teens from an underserved urban community in the USA where a community-wide, open-access Wi-Fi network exists. We instrumented the phones to record quantitative information regarding their usage and location in a privacy-respecting manner. We conducted focus group meetings and interviewed participants regularly for qualitative data. We present our findings on what applications our participants used and how their usage changed over time. The findings highlight the challenges to evaluating the usability of mobile systems and the value of long-term methodologies. Based on our findings, we analyze the unique values of mobile phones, as a platform technology. Credible nuclear forensics relies on appropriate sampling procedures, on validated analytical methods and on thorough data analysis and interpretation. Nuclear forensics aims at providing clues on the history and the potential origin of the material. Elemental and isotopic composition of the material, as well as its macroscopic and microscopic appearance reflect the technological processes used for the fabrication of the material. The nuclear forensic analysis first of all results in measurement data. Through appropriate processing of these data information on the nature and the history of the material can be obtained. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. The major focus of this oil-shale investigation has been on specific localities of oil-shale resource potential. Three main areas of oil-shale occurrence have been studied in detail: the Elko area, Pinon Range area, and Coal Mine Canyon. Geologic mapping, stratigraphic studies, and sampling to delimit the lateral extent of the oil shale deposits were in progress prior to the cooperative agreement with Nevada DOE. These surface geologic studies have been summarized in this report. The results of surface geologic studies conducted near Elko suggested that the Elko area represented the best and most accessible oil-shale deposits; therefore, the Elko area was selected as the site of a shallow exploratory drilling program. Essential to this study was the obtaining of fresh, unweathered oil-shale samples from the Elko area. Richmond Harbor is on the eastern shoreline of central San Francisco Bay and its access channels and several of the shipping berths are no longer wide or deep enough to accommodate modem deeper-draft vessels. The Water Resources Development Act of 1986 (PL99-662) authorized the US Army Corps of Engineers (USACE), San Francisco District to deepen and widen the navigation channels in Richmond Harbor. Several options for disposal of the material from this dredging project are under consideration by USACE: disposal within San Francisco Bay, at open-ocean disposal sites, or at uplands disposal sites. Current trends in nuclear power generation (and particularly in pressurized water reactors) are toward plant life extension and extended fuel burnup. A higher heat generation rate can induce local boiling regimes at the fuel rod surface in the hottest channels of the core, which can strongly modify the chemical environment of the cladding and influence the oxidation rate of zirconium alloys. Tests performed in out-of-pile loops under severe chemical and thermal-hydraulic conditions (nucleate boiling, higher lithium contents compared to PWRs) reveal two important phenomena: an increase of the oxidation rate of Zircaloy-4 cladding materials in 'high' lithiated environments; an enrichment of the chemical additives in the primary water (boron, lithium) at the surface of the cladding under nucleate boiling conditions. Full text: The ITWG was first formed in 1995 for the purpose of fostering international cooperation for combating illicit trafficking of nuclear materials. The initial focus for the ITWG was on the development of nuclear forensics to help answer attribution questions regarding nuclear materials of unknown origin. More recently, the ITWG has also expanded its focus to include detection of nuclear materials during transit. This paper presents some of the key developments by this group and their potential impact for combating nuclear smuggling. The initial focus of the ITWG was to write a status report on international cooperation on nuclear smuggling forensic analysis. This 26-page report summarized previous work on nuclear forensics and gave an initial analysis on prioritizing techniques and methods for forensic analysis regarding source and route attribution. In particular, CRE ensures that the conditions of access to electricity and natural gas transmission and distribution systems do not hinder the development of competition. It monitors, for the electricity and natural gas sectors, all transactions made between suppliers, traders and producers, all transactions made on the organised markets and cross-border trading. It ensures that suppliers, traders and producers propose offers that are consistent with their financial and technical constraints. Methods Uses Vietnams latest Household Living Standard Survey data and random-intercept logistic regression to assess the influence of the observed individual, household and commune/ward factors on the insureds decision to access health insurance benefits while controlling for the unobserved commune/ward-specific factors. Results Compared to the compulsory enrollees, the voluntary enrollees and the beneficiaries of the Health Care Fund for the Poor are less likely to use their card when seeking inpatient care. Stenting for stenosis of the proximal vertebral artery (VA) is commonly performed via a femoral approach. However, iliofemoral occlusive disease such as arteriosclerosis obliterans sometimes prevents safe transfemoral access. In certain situations where both femoral access and ipsilateral brachial access are difficult because of a concomitant vascular diseases or particular anatomic setting, a contralateral brachial approach using the brachiobrachial pull-through technique may allow efficient and accurate stenting. A case of VA origin symptomatic stenosis successfully treated with stenting using the new pull-through technique from the contralateral brachial artery to the brachial artery on the affected side is described. The immense volume of data generated by the suite of instruments on SDO requires new tools for efficient identifying and accessing data that is most relevant to research investigations. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.

The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)

In this article the methodology followed to diagnose the performance of the equipment where heat is transferred from the feed water, condensate and circulation water systems in fossil power plants (FPP). The data collection is made with the unit in normal operation, using local instrumentation without taking the equipment out of service for its installation. The equipment diagnosis is made through the analysis of the collected data in actual operation and the design data; for this purpose a thermal balance of the interested systems is performed to obtain all the conditions an operation data. Later on the performance indicative parameters (PIP) of actual operation and design are calculated and compared one against the other. In nuclear fuel, in approximately one quarter of the fissions, one of the two formed fission products is gaseous. These are mainly the noble gases xenon and krypton with isotopes of xenon contributing up to 90% of the product gases. These noble fission gases do not combine with other species, and have a low solubility in the normally used uranium oxide matrix. They can be dissolved in the fuel matrix or precipitate in nanometer-sized bubbles within the fuel grain, in micrometer-sized bubbles at the grain boundaries, and a fraction also precipitates in fuel pores, coming from fuel fabrication. A fraction of the gas can also be released into the plenum of the fuel rod. With increasing fission, and therefore burn-up, the ceramic fuel material experiences a transformation of its structure in the 'cooler' rim region of the fuel. The Fluxnet synthesis dataset originally compiled for the La Thuile workshop contained approximately 600 site years. Since the workshop, several additional site years have been added and the dataset now contains over 920 site years from over 240 sites. A data refresh update is expected to increase those numbers in the next few months. The ancillary data describing the sites continues to evolve as well. There are on the order of 120 site contacts and 60proposals have been approved to use thedata. These proposals involve around 120 researchers. The size and complexity of the dataset and collaboration has led to a new approach to providing access to the data and collaboration support and the support team attended the workshop and worked closely with the attendees and the Fluxnet project office to define the requirements for the support infrastructure.
