Two-tier networks, comprising a conventional cellular network overlaid with shorter range hotspots (e.g. femtocells, distributed antennas, or wired relays), offer an economically viable way to improve cellular system capacity. The capacity-limiting factor in such networks is interference. The cross-tier interference between macrocells and femtocells can suffocate the capacity due to the near-far problem, so in practice hotspots should use a different frequency channel than the potentially nearby high-power macrocell users. Centralized or coordinated frequency planning, which is difficult and inefficient even in conventional cellular networks, is all but impossible in a two-tier network. Cellular networks are in a major transition from a carefully planned set of large tower-mounted base-stations (BSs) to an irregular deployment of heterogeneous infrastructure elements that often additionally includes micro, pico, and femtocells, as well as distributed antennas. In this paper, we develop a tractable, flexible, and accurate model for a downlink heterogeneous cellular network (HCN) consisting of K tiers of randomly located BSs, where each tier may differ in terms of average transmit power, supported data rate and BS density. At Super-LHC luminosity it is expected that the standard suite of L1 triggers for CMS will saturate. Information from the tracker will be needed to reduce trigger rates to satisfy the L1 bandwidth. Tracking trigger modules which correlate information from closely-spaced sensor layers to form an on-detector momentum filter are being developed by several groups. We report on a trigger module design which utilizes three dimensional IC technology to incorporate chips which are connected both to the top and bottom sensor, providing the ability to filter information locally. A demonstration chip, the VICTR, has been submitted to the Chartered/Tezzaron two-tier 3D run coordinated by Fermilab. We report on the 3D design concept, the status of the VICTR chip and associated sensor integration utilizing oxide bonding.

Localized corrosion has a stochastic character by nature. This character leads to an observed random behavior: fluctuations of the free potential, fluctuations of the current when a constant potential is maintained. This random signal, which is similar to an electric noise, can be analyzed either in the time domain by counting the events or in the frequency domain by measuring the power spectral density of the electrochemical noise. The experimental techniques developed for investigating the localized corrosion on the probabilistic point of view, i.e., statistical counting and power spectral density measurements, are discussed. Then the experimental results reported in the literature are reviewed in order to see what kind of parameters are accessible and how they can be related to the localized corrosion processes.

This paper presents an uplink capacity analysis and interference avoidance technique for a femtocell based two-tier DS-CDMA network using shared spectrum. Assuming randomly distributed macrocell users and femtocell base stations (BS), we evaluate a network-wide area spectral efficiency metric called the operating contour (OC) defined as the feasible combinations of the average macrocell users and femtocell BS per cell-site that meet a target outage constraint $\\epsilon$. A contribution of this work is an accurate characterization of the uplink outage probability taking cross-tier power control, path-loss and shadowing effects into account. This paper proposes two interference mitigation strategies that adjust the maximum transmit power of femtocell users to suppress the cross-tier interference at a macrocell base station (BS). The open-loop and the closed-loop control suppress the cross-tier interference less than a fixed threshold and an adaptive threshold based on the noise and interference (NI) level at the macrocell BS, respectively. Simulation results show that both schemes effectively compensate the uplink throughput degradation of the macrocell BS due to the cross-tier interference and that the closed-loop control provides better femtocell throughput than the open-loop control at a minimal cost of macrocell throughput.

This study is one element of a larger engineering study effort by WHC to examine the feasibility of irradiated fuel and sludge consolidation in the KW Basin in response to TPA Milestone (target date) M-34-00-T03. The study concludes that up to 11,500 fuel storage canisters could be accommodated in the KW Basin with modifications. These modifications would include provisions for multi-tiered canister storage involving the fabrication and installation of new storage racks and installation of additional decay heat removal systems for control of basin water temperature. The ability of existing systems to control radionuclide concentrations in the basin water is examined. The study discusses requirements for spent nuclear fuel inventory given the proposed multi-tiered storage arrangement, the impact of the consolidated mass on the KW Basin structure, and criticality issues associated with multi-tiered storage.

This document presents a conceptual design for a contingency interim measure (IM) for treatment of the public water supply system at Barnes, Kansas, should this become necessary. The aquifer that serves the public water supply system at Barnes has been affected by trace to low concentrations of carbon tetrachloride and its degradation product, chloroform. Investigations conducted on behalf of the CCC/USDA by Argonne National Laboratory (Argonne 2008a) have demonstrated that groundwater at the Barnes site is contaminated with carbon tetrachloride at concentrations exceeding the Kansas Tier 2 risk-based screening level (RBSL) and the EPA maximum contaminant level (MCL) of 5.0 {micro}g/L for this compound. The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) formerly operated a grain storage facility in Barnes, approximately 800 ft east-southeast of the public water supply wells. Heterogeneous base stations (e.g. picocells, microcells, femtocells and distributed antennas) will become increasingly essential for cellular network capacity and coverage. Up until now, little basic research has been done on the fundamentals of managing so much infrastructure -- much of it unplanned -- together with the carefully planned macro-cellular network. Inter-cell coordination is in principle an effective way of ensuring different infrastructure components behave in a way that increases, rather than decreases, the key quality of service (QoS) metrics. Many of the vulnerabilities to Energy Access, Energy Security, and Environmental Sustainability result from impediments to reaching a global demand-supply balance, as well as local balances, for various energy sources and carriers. Vulnerabilities result from multiple reasons: regional imbalances of energy production and consumption, the bulky character of the majority of energy fuels, the virtual necessity of electricity consumption following its production, among others. To detect and prioritize respective 'bottlenecks' across energy carriers, they have to be measured. In this report, production, consumption, exports, and imports were measured across all major energy carriers for seven key regions of the world for three time frames-2008, 2020, and 2050. Imbalances between production and consumption form bottlenecks in each region.

We study dipolar bosons in a 1D optical lattice and identify a region in parameter space---strong coupling but relatively weak on-site repulsion---hosting a series of stable CDW states whose low-energy excitations, built from "fractional domain walls", are remarkably similar to those of non-abelian fractional quantum Hall states. Here, a conventional domain wall between translated CDW's may split by inserting strings of degenerate, but inequivalent, CDW states. Outside these insulating regions, we find numerous supersolids as well as a superfluid regime. The mentioned phases should be accessible experimentally, and in particular, the fractional domain walls can be created in the ground state using single-site addressing, i.e. by locally changing the chemical potential.

This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. Femtocells are assuming an increasingly important role in the coverage and capacity of cellular networks. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. Temperature data to depths of a few hundred meters were obtained from 29 wells in northeastern Arizona; 12 in the region surrounding the San Francisco Volcanic Field, 8 in the Black Mesa area, and 9 in the south-central Colorado Plateau which includes the White Mountains. Although there was evidence for local hydrologic disturbances in many temperature profiles, most wells provided an estimate of the conductive thermal gradient at the site. A few thermal conductivities were measured and were combined with published regional averages for the north-central part of the Colorado Plateau to produce crude estimates of regional heat flux. None of the wells was accessible below the regional aquifers. To these depths, heat flow in the area of the San Francisco Volcanic Field appears to be controlled primarily by regional lateral water movement having a significant downward vertical component of velocity. From 2009 to 2013, it is expected to grow to 45%, and in 2013 the achievement of grid parity - when the cost of solar electricity becomes competitive with conventional retail (including taxes and charges) grid-supplied electricity - is expected in many places worldwide. Grid-connected PV is usually perceived as an energy technology for developed countries, whereas isolated, stand-alone PV is considered as more suited for applications in developing nations, where so many individuals still lack access to electricity. Current trends in nuclear power generation (and particularly in pressurized water reactors) are toward plant life extension and extended fuel burnup. A higher heat generation rate can induce local boiling regimes at the fuel rod surface in the hottest channels of the core, which can strongly modify the chemical environment of the cladding and influence the oxidation rate of zirconium alloys. Tests performed in out-of-pile loops under severe chemical and thermal-hydraulic conditions (nucleate boiling, higher lithium contents compared to PWRs) reveal two important phenomena: an increase of the oxidation rate of Zircaloy-4 cladding materials in 'high' lithiated environments; an enrichment of the chemical additives in the primary water (boron, lithium) at the surface of the cladding under nucleate boiling conditions. Inventories of emissions and removals of greenhouse gases will be used under the United Nations Framework Convention on Climate Change and the Kyoto Protocol to demonstrate compliance with obligations. During the negotiation process of the Kyoto Protocol it has been a concern that uptake of carbon in forest sinks can be difficult to verify. The reason for large uncertainties are high temporal and spatial variability and lack of representative estimation parameters. Additional uncertainties will be a consequence of definitions made in the Kyoto Protocol reporting. In the Nordic countries the national forest inventories will be very useful to estimate changes in carbon stocks. The main uncertainty lies in the conversion from changes in tradable timber to changes in total carbon biomass. The uncertainties in the emissions of the non-CO{sub 2} carbon from forest soils are particularly high. Lawrence Livermore, Sandia Livermore and Los Alamos National Laboratories have a joint project to develop an optimized hydrogen fueled engine for series hybrid automobiles. The major divisions of responsibility are: system analysis, engine design and kinetics modeling by LLNL; performance and emission testing, and friction reduction by SNL; computational fluid mechanics and combustion modeling by LANL. This project is a component of the Department of Energy, Office of Utility Technology, National Hydrogen Program. We report here on the progress on system analysis and preliminary engine testing. In nuclear fuel, in approximately one quarter of the fissions, one of the two formed fission products is gaseous. These are mainly the noble gases xenon and krypton with isotopes of xenon contributing up to 90% of the product gases. These noble fission gases do not combine with other species, and have a low solubility in the normally used uranium oxide matrix. They can be dissolved in the fuel matrix or precipitate in nanometer-sized bubbles within the fuel grain, in micrometer-sized bubbles at the grain boundaries, and a fraction also precipitates in fuel pores, coming from fuel fabrication. A fraction of the gas can also be released into the plenum of the fuel rod. With increasing fission, and therefore burn-up, the ceramic fuel material experiences a transformation of its structure in the 'cooler' rim region of the fuel. The purpose of this paper is to assess a new local air coolers model in ISAAC 2.0, as ISAAC 1.0 could model local air coolers only at two locations. In the new model, local air coolers up to twelve locations could be handled. Large LOCA and loss of feed water sequences were selected for the model comparison. Two cases were analyzed with ISAAC 2.0: one with 6 local air coolers in one of the fueling machine room and in the steam generator room, respectively, and the other with 3 local air coolers at both fueling machine room and 6 local air coolers in the steam generator room. The study assumes that the safety systems such as emergency core cooling system, shield cooling system and moderator cooling system are unavailable. We numerically demonstrate selective near-field localization determined by the polarization state of a single emitter coupled to plasmonic nano-cluster. Seven gold nanospheres are carefully arranged such that up to ten polarization states of the single emitter, including linear, circular, and elliptical polarizations, can be distinguished via the distinct field localization in four gaps. The ability to transform polarization state into field spatial localization may find application for single emitter polarization analysis.

A qualitatively different manifestation of the Rayleigh instability is demonstrated, where, instead of the usual extended undulations and breakup of the liquid into many droplets, the instability is localized, leading to an isolated narrowing of the liquid filament. This paper describes a system designed for collections of reports of infectious disease outbreaks. The system, Proteus-BIO, automatically creates a table of outbreaks, with each table entry linked to the document describing that outbreak; this makes it possible to use database operations such as selection and sorting to find relevant documents. Proteus-BIO consists of a Web crawler which gathers relevant documents; an information extraction engine which converts the individual outbreak events to a tabular database; and a database browser which provides access to the events and, through them, to the documents. Effective localization of small magnets against a noisy, real world background can involve various methods to first identify the magnetic fields produced by the magnet of interest, then to filter out background noise, and then to analyze the available magnetic field data to localize the magnet. Here we discuss low cost techniques which allow localization of small magnets with field strengths in the milliGauss range against real world background fields in the range of hundreds of mG, which may be fluctuating by up to tens of mG. Such techniques allow magnet tracking to be used to localize catheters in place of more invasive and expensive methods, e.g. fluoroscopy, for a variety of applications, including drug infusion with peripherally inserted central catheters (PICCs), laser ablation (TMR, PTMR) and introduction of pacemaker leads.

The characteristics of the local magnetic shear, a quantity associated with high-mode-number ballooning mode stability, are considered in heliotron/torsatron devices that have a large Shafranov shift. The local magnetic shear is shown to vanish even in the stellarator-like region in which the global magnetic shear is positive. The reason for this is that the degree of the local compression of the poloidal magnetic field on the outer side of the torus, which maintains the toroidal force balance, is reduced in the stellarator-like region of global magnetic shear because the global rotational transform in heliotron/torsatron systems is a radially increasing function. This is a thought piece on data-intensive science requirements for databases and science centers. It argues that peta-scale datasets will be housed by science centers that provide substantial storage and processing for scientists who access the data via smart notebooks. Next-generation science instruments and simulations will generate these peta-scale datasets. The need to publish and share data and the need for generic analysis and visualization tools will finally create a convergence on common metadata standards. Database systems will be judged by their support of these metadata standards and by their ability to manage and access peta-scale datasets. The procedural stream-of-bytes-file-centric approach to data analysis is both too cumbersome and too serial for such large datasets. Non-procedural query and analysis of schematized self-describing data is both easier to use and allows much more parallelism.

While radiation-pressure cooling is well known, the Brillouin scattering of light from sound is considered an acousto-optical amplification-only process. It was suggested that cooling could be possible in multi-resonance Brillouin systems when phonons experience lower damping than light. However, this regime was not accessible in traditional Brillouin systems since backscattering enforces high acoustical frequencies associated with high mechanical damping. Recently, forward Brillouin scattering in microcavities has allowed access to low-frequency acoustical modes where mechanical dissipation is lower than optical dissipation, in accordance with the requirements for cooling. The data from Cobalt Self Powered Neutron Detectors (SPNDs) are logged via hardware consisting of PC plug-in cards and data of vanadium SPNDs are logged from the Flux Mapping System (FMS) network (multicast data). The data along with programmable details of the experiment is transferred to an Access Database. Background This study aimed to evaluate laparoendoscopic single-site (LESS) adrenalectomy via the retroperitoneal approach using the Alexis wound retractor with standard laparoscopic instrumentation. Methods Since October 2009, seven LESS retroperitoneal adrenalectomies have been completed successfully with a homemade single port created using an Alexis wound retractor as an access platform through a 3-cm incision beneath the tip of the 12th rib. Interaction of the internal states of an atom with spatially dependent standing-wave cavity field can impart position information of the atom passing through it leading to subwavelength atom localization. We recently demonstrated a different regime of atom localization [Phys. Rev. A 72, 013820 (2005)], namely sub-half-wavelength localization through phase control of electromagnetically induced transparency. Twenty-two patients, all with surgically proven primary hyperparathyroidism, were studied by TI-201 thallous chloride and Tc-99m pertechnetate subtraction imaging. Fifteen parathyroid adenomata and one hyperplastic gland between 0.33 and 14.8 g were correctly localized in 16 patients. Two adenomata and seven hyperplastic or histologically normal parathyroids between 0.1 g and 1.4 g in seven patients were not localized. One patient had a correctly localized 13.0-g adenoma with a nonlocalized 0.3 g hyperplastic parathyroid gland and there were two false positive localizations. Sensitivity was 64% (glands), and 73% (patients). There was only fair correlation with parathormone (PTH) levels, but these were elevated in all but four of the patients with correctly localized parathyroids. Purpose: Treatment results and the pattern of relapse were evaluated in the multimodal treatment of Ewing's sarcomas of the chest wall. Methods and Materials: In a retrospective analysis, 114 patients with non-metastatic Ewing's sarcoma of the chest wall were evaluated. They were treated in the CESS 81, CESS 86, or EICESS 92 studies between January 1981 and December 1993. The treatment consisted of polychemotherapy (VACA, VAIA, or EVAIA) and local therapy, either surgery alone (14 patients), radiotherapy alone (28 patients) or a combination of both (71 patients). The median follow-up was 46.6 months (range 5-170). A relapse analysis for all patients with local or combined relapses was performed. Results: Overall survival was 60% after 5 years, event-free survival was 50%. The heavy Higgs bosons H,A of the minimal supersymmetric extension of the Standard Model can be produced as resonances in high-energy #gamma##gamma# colliders. Prospects of the search for these particles in bb-bar and neutralino-pair final states are studied in this report. Heavy Higgs bosons can be found with masses up to about 70-80% of the initial e"+e"- collider energy for moderate values of tan #beta#, i.e. in areas of the parameter space not accessible at other colliders.

Nondestructive inspection of carbon fibre-reinforced plastics (CRFP) using eddy current methods is based not only on the conductivity of the fibres. High frequencies (up to 10 MHz) give access to capacitive effects reflecting properties of the matrix. The paper presents a method using rotating eddy current probes to measure the anisotropic electrical properties.
