The leading environmental problem facing coastal Louisiana regions is the loss of wetlands. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. The U.S. Department of Energy (DOE) funded a project under which the process would be validated through laboratory studies and field demonstrations. The laboratory studies demonstrated that treated drill cuttings support the growth of wetlands vegetation. However, neither the Army Corps of Engineers (COE) nor the U.S. Environmental Protection Agency (EPA) would grant regulatory approval for afield trial of the process. The MISP as health administrator has to verify if care organisation responds to treatment cancer regulatory framework: as a doctor he is authorized to access to patient records to know which treatment was chosen. A one-year technology-transfer project involving ERDA installations and Hawaii consisted of sending teams from the Lawrence Livermore Laboratory on week-long field trips every two months to test the effectiveness of different methods of transferring technology information from federal sources to civilian clients. The team was questioned primarily on non-energy matters, and the energy questions asked related mostly to individuals or small industries. The team responed to all questions and found that a wide range of knowledge was more effective than having a sequence of experts. This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. This procedure was performed in a young patient with cystic fibrosis in an effort to prevent the use of his virgin contralateral veins, which might be used in the future.

FastBit is a software package designed to meet the searching and filtering needs of data intensive sciences. In these applications, scientists are trying to find nuggets of information from petabytes of raw data. FastBit has been demonstrated to be an order of magnitude faster than comparable technologies. In this brief report, we highlight how we work with a visualization team, a network security team and a DNA sequencing center to find the nuggets in their data.

Femtocells are assuming an increasingly important role in the coverage and capacity of cellular networks. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. CORAL-I was an experimental, zero-power, fast-spectrum, high-enriched metal uranium reactor that operated from 1968 until 1988 at the former Junta de Energia Nuclear (JEN), CIEMAT at present. The critical measurements performed at the startup of the reactor are being evaluated as part of the International Critical Safety Benchmark Evaluation Program (ICSBEP) and proposed to be included in its 2001 edition. Additionally, the measurement of the mass reactivity coefficient is compared with MCNP4B calculations. This measurement allows one to perform the approach to critical without the need of a previous control rod calibration, thus enhancing the safety of such an approach. This technique can also be applied to other reactor types. CORAL-I (Ref. 1) is a 90% enriched metal uranium reactor domestically designed and manufactured in the experimental facilities of JEN, now CIEMAT, in Madrid, Spain. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.

Over the past three decades, rising competition from television and other new media prompted the FCC to ease the responsibilities of radio stations to maintain extensive records of issues programming, while retaining the responsibility of stations to provide ready public access to records. This study investigated the availability of Issues-Programs Lists in nearly 100 Missouri radio station Public Files. One in five randomly sampled stations failed to produce access to Lists upon demand as required under federal law. Value Engineering (VE) is a problem solving methodology that has been used in manufacturing and construction industries for fifty years to improve products, systems and projects while reducing unnecessary cost. A Process Waste Assessment (PWA) is a newly developed methodology designed to characterize waste streams and identify opportunities to reduce or eliminate waste generation. The VE and PWA methodologies are compared to show their general similarities and specific differences, and to suggest how VE can be woven into the PWA methodology. Further, the roles of the VE and PWA team leaders and their training are compared; suggestions are made to help enable the PWA team leader to more effectively lead a group-centered creative process. Examples of how VE has been used in hazardous and radioactive waste minimization and pollution prevention projects are presented, also.

The Nuclear Data Interface (NDI) code library and data formats are the standards for multigroup nuclear data at Los Alamos National Laboratory. NDI's analysis, design, implementation, testing, integration, and maintenance required a ten person-year and ongoing effort by the Nuclear Data Team. Their efforts provide a unique, contemporary experience in producing a standard component library. In reflection upon that experience at NDI's decennial, we have identified several factors critical to NDI's success: it addressed real problems with appropriate simplicity, it fully supported all users, it added extra value through the code to the raw nuclear data, and its team went the distance from analysis through maintenance. In this report we review these critical success factors and discuss their implications for future standardization projects.

To expand the information base on molecular accessibility in solvent swelled coal, Argonne Premium Coal Samples (APCS) were swelled in polar, basic solvents before and after moisture loss and upon air oxidation. So far studies have been reported on the changes in pore size distribution as a function of temperature when polar basic swelling solvents are used. The immense volume of data generated by the suite of instruments on SDO requires new tools for efficient identifying and accessing data that is most relevant to research investigations. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.

The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)

D and RA can be a useful tool for refining the direction of a project and communicating the value of information in economic terms. Initial studies show that CRC has high potential economic value. Three steps were used to analyze the value of the CRC project. A high-level, industry-wide model was developed to look at the technical, application, and commercialization success of the technology. The team considered an infill drilling decision in shallow shelf carbonates as a detailed case. MARS achieves this objective by very tightly integrating the one dimensional RELAP5/MOD3 with the multi-dimensional COBRA-TF codes. The method of integration of the two codes is based on the dynamic link library techniques, and the system pressure equation matrices of both codes are implicitly integrated and solved simultaneously. The thesis gives an overview of the validation process for thermal-hydraulic system codes and it presents in more detail the assessment and validation of the French code CATHARE for VVER calculations. Three assessment cases are presented: loop seal clearing, core reflooding and flow in a horizontal steam generator. The experience gained during these assessment and validation calculations has been used to analyze the behavior of the horizontal steam generator and the natural circulation in the geometry of the Loviisa nuclear power plant. Large part of the work has been performed in cooperation with the CATHARE-team in Grenoble, France. (41 refs., 11 figs., 8 tabs.).

This paper summarises the main results obtained so far in the frame of the EU Home Team test programme of ITER primary wall small scale mock ups. It describes briefly the fabrication method of the mock ups, the test conditions and the main results obtained with high heat flux and thermal fatigue tests of Cu alloy/stainless steel and beryllium/Cu alloy/stainless steel mock ups. The results obtained so far show good thermal fatigue performance and operation margin of the ITER primary first wall concept. (author)

The solar powered electric vehicle race began in Arlington, Texas on June 20, 1993 and finished 7 days later in Minneapolis, Minnesota. Thirty four teams from Universities across the United States and Puerto Rico completed the race out of thirty six entries. The race demonstrated the viability of sunlight powered vehicles as the better average daily speeds were in excess of 50 miles an hour. Even in the rain, most average speeds were in excess of 15 miles an hour. Analyzed results, photographs, and project details are included. (GHH)

It is becoming increasingly evident that a linkage needs to exist between the siting of emergency response units and the routing of high level radioactive waste shipments. It is important to position the response teams so that the most efficient and effective emergency response can be provided. But the data needed to solve the siting problem are fragmented. This paper identifies the weak points in the data already available and suggests ways in which the data can be strengthened in a cost-effective manner. Among the weakest areas are estimates of the time required for various response events to occur, such as notification time, mobilization time, travel time, and containment time.

Document search is generally based on individual terms in the document. However, for collections within limited domains it is possible to provide more powerful access tools. This paper describes a system designed for collections of reports of infectious disease outbreaks. The system, Proteus-BIO, automatically creates a table of outbreaks, with each table entry linked to the document describing that outbreak; this makes it possible to use database operations such as selection and sorting to find relevant documents. Proteus-BIO consists of a Web crawler which gathers relevant documents; an information extraction engine which converts the individual outbreak events to a tabular database; and a database browser which provides access to the events and, through them, to the documents. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). A technique has been developed to estimate the percent population having electric power access based on the presence of satellite detected nighttime lighting. A global survey was conducted for the year 2006 using nighttime lights collected by the U.S. Air Force Defense Meteorological Satellite Program (DMSP) in combination with the U.S. Department of Energy Landscan population dataset. The survey includes results for 229 countries and more than 2000 subnational units. The results are compared to reported electrification rates for 87 countries compiled from a variety of sources by the International Energy Agency. The DMSP derived estimate of number of people worldwide who lack access to electricity is 1.62 billion, only slightly larger than the 1.58 billion estimated by the International Energy Agency.

In addition to improving access and delivery capabilities, such interfaces enable flexible and personalized dialogs with websites, much like a conversation between humans. In this paper, we present a software framework for multimodal web interaction management that supports mixed-initiative dialogs between users and websites. During the last two years, the performance of the Penning trap mass spectrometer ISOLTRAP at ISOLDE/CERN (Geneva) has been considerably enhanced. Many technical improvements have been completed (i) to access nuclides that are produced in minute quantities of only 100 ions s/sup -1/, (ii) to increase the relative mass accuracy to accessible nuclei with a half-life of down to approximately=50 ms. The major steps are presented, in particular the recent implementation of a magnetron phase locking mechanism which results in a significant reduction of the duration of ISOLTRAP's cyclotron measurements. The key element to successful femtocells/macrocell integration lies in its self-organizing capability. In mobile animals, movement behavior can maximize fitness by optimizing access to critical resources and minimizing risk of predation. We sought to evaluate several hypotheses regarding the effects of landscape structure on American marten foraging path selection in a landscape experiencing forest perforation by patchcut logging. We hypothesized that in the uncut pre-treatment landscape marten would choose foraging paths to maximize access to cover types that support the highest density of prey. In contrast, in the post-treatment landscapes we hypothesized marten would choose paths primarily to avoid crossing openings, and that this would limit their ability to optimally select paths to maximize foraging success. A new test methodology is described which allows access to loading rates that lie between split Hopkinson bar and shock-loading techniques. Gas gun experiments combined with velocity interferometry techniques have been used to experimentally determine the intermediate strain-rate loading behavior of Coors AD995 alumina and Cercom silicon-carbide rods. Graded-density materials have been used as impactors; thereby eliminating the tension states generated by the radial stress components during the loading phase. Results of these experiments demonstrate that the time-dependent stress pulse generated during impact allows an efficient transition from the initial uniaxial strain loading to a uniaxial stress state as the stress pulse propagates through the rod. This allows access to intermediate loading rates over 5 x 10{sup 3}/s to a few times 10{sup 4}/s.

The heavy Higgs bosons H,A of the minimal supersymmetric extension of the Standard Model can be produced as resonances in high-energy #gamma##gamma# colliders. Prospects of the search for these particles in bb-bar and neutralino-pair final states are studied in this report. Heavy Higgs bosons can be found with masses up to about 70-80% of the initial e"+e"- collider energy for moderate values of tan #beta#, i.e. in areas of the parameter space not accessible at other colliders.

Nondestructive inspection of carbon fibre-reinforced plastics (CRFP) using eddy current methods is based not only on the conductivity of the fibres. High frequencies (up to 10 MHz) give access to capacitive effects reflecting properties of the matrix. The paper presents a method using rotating eddy current probes to measure the anisotropic electrical properties. Potential applications of this method are the structural identification of laminates and the estimating of its degradation. (orig.)
