    Western Area Power Administration (Western) is a power marketing agency of the US Department of Energy, with jurisdiction in 15 western states. The Salt Lake City Area (SLCA) of Western performs the agency`s mission in parts of Colorado, New Mexico, Texas, Utah, Arizona, Wyoming, and Nevada. As part of its mission, Western owns, operates, and maintains a system of transmission lines for transmitting bulk electrical energy from points of generation to and between delivery points. Part of that system in southwestern Colorado includes the Blue Mesa-Curecanti and Blue Mesa-Salida 115-kV transmission lines. Western proposes to conduct maintenance and improve its access roads for these two transmission lines. This paper discusses the impacts to the existing environment as well as the environmental consequences resulting from the maintenance and construction that is proposed.

The purpose of this article is to present and compare the two modes of intervention on cement concrete road structures, so that the rehabilitated system will behave properly in service.     Full Text Available During President Barack Obama's acceptance speech on the evening of his 2008 Presidential election victory, he spoke about Ann Nixon Cooper, a 106-year-old woman who had voted in her first election. He spoke of all the great things she had seen in her long life, then stated, "If my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see, what progress will we have made?" The same sentiment can be asked about rehabilitation robotic devices. As we move into the second decade of the 21st century, we should pause and ask a very important question: What is the future of rehabilitation robotic devices? Will these devices become commonplace in every hospital and rehabilitation clinic or will they become things of the past like so many other promising technologies? Will we, as a rehabilitation community, break down the barriers between therapists and engineers and work together or will there be continued division? As two scientists and engineers who have worked in the area of rehabilitation robotics for over a decade, we are encouraged by the future of the field but concerned that there is not enough dialog regarding how we should move forward. We are hopeful that this special issue of the Journal of Rehabilitation Research and Development dedicated to rehabilitation robotics will stimulate discussion and thought on these important questions.

    Background Long-term musculoskeletal pain is common, particularly among women. Pain conditions are a concern in primary health care, and people with severe and complex pain are referred to specialty health care. There is gender bias in access, counselling, assessment, and treatment of long-term pain. Objective This study explores patient accounts and perceptions about important (social) factors for accessing specialised pain rehabilitation from gender and intersectional equality perspectives. We aimed to identify potential biases and inequalities in accessing rehabilitation resources at a specialised rehabilitation clinic. Design Individual semi-structured interviews were conducted with 10 adults after an assessment or completion of a specialised rehabilitation programme in northern Sweden. Qualitative content analysis was used to explore patients’ perceptions of important factors for accessing rehabilitation. Results One main theme was formulated as Access to rehab – not a given. Three categories of perceived inequality were demonstrated: power of gender, power of social status, and power of diagnosis. Participants perceived rehabilitation as a resource that is not equally available, but dependent on factors such as gender, socio-economic status, ability to work, ethnicity, or age, and more subtle aspects of social status and habitus (e.g. appearance, fitness, and weight). The character of diagnosis received (medical versus psychiatric or social) was also noted. Conclusions It is crucial that professionals are aware of how potential inequalities related to gender, social status, and diagnosis, and their intersections, can be created, perceived, and have influence on the processes of assessment and treatment.     Full Text Available Forest transport infrastructure is the key segment of rational forest resource management. One of its constituent and inseparable segments are skid roads and skid trails whose network density significantly exceeds the primary network, i.e. truck roads. Skid road -skid trail network density in high economic forests of FB&H is most often between 40 and 100 m/ha. Simplified way of construction, non-existence of road construction, objects for surface water drainage as well as significant longitudinal inclination (up to 50% in which they are constructed, makes them subject to erosion processes. The lack of rehabilitation measures on skid roads - skid trails causes significant damages in post-exploitation period, and very often to the extent that the ones in the following exploitation round are unusable for skidding. Utilization of skid roads - skid trails damaged by erosion processes for forest operations often represents a significant expense. This paper considers rehabilitation measures efficient from the point of remedying erosion processes, and at the same time, acceptable from the point of financial expenditure for forest operations.

    Full Text Available This study was carried out to examine the applicability of forest roads as emergency access and evacuation corridor for an alternative to motorways following a prospective earthquake in İstanbul. For this purpose, various disaster scenarios were created in the district of Beykoz and the shortest routes between critical points were determined through network analysis in Geographic Information System (GIS. Results indicated that access was possible between Beykoz city center and shelter, hospital, fire station, disaster management center, and military area via forest roads even if motorways became unusable. However, distance generally got longer and time of arrival increased on the routes of forest road. The increase in time of arrival was attributed to decrease in average cruising speed in addition to the increase in distance. This limitation can be overcome by enhancing the geometric standards of forest roads and completing superstructure operations. Results are important for revealing that forest roads can be used in other fields besides forestry activities, they can strengthen decision support system of managers, and enable first aid crew to reach the scene in the minimal time.

    Transportation agencies are being urged to reduce their greenhouse gas (GHG) emissions. One possible solution within their scope is to alter their pavement management system to include environmental impacts. Managing pavement assets is important because poor road conditions lead to increased fuel consumption of vehicles. Rehabilitation activities improve pavement condition, but require materials and construction equipment, which produce GHG emissions as well. The agency’s role is to decide when to rehabilitate the road segments in the network. In previous work, we sought to minimize total societal costs (user and agency costs combined) subject to an emissions constraint for a road network, and demonstrated that there exists a range of potentially optimal solutions (a Pareto frontier) with tradeoffs between costs and GHG emissions. However, we did not account for the case where the available financial budget to the agency is binding. This letter considers an agency whose main goal is to reduce its carbon footprint while operating under a constrained financial budget. A Lagrangian dual solution methodology is applied, which selects the optimal timing and optimal action from a set of alternatives for each segment. This formulation quantifies GHG emission savings per additional dollar of agency budget spent, which can be used in a cap-and-trade system or to make budget decisions. We discuss the importance of communication between agencies and their legislature that sets the financial budgets to implement sustainable policies. We show that for a case study of Californian roads, it is optimal to apply frequent, thin overlays as opposed to the less frequent, thick overlays recommended in the literature if the objective is to minimize GHG emissions. A promising new technology, warm-mix asphalt, will have a negligible effect on reducing GHG emissions for road resurfacing under constrained budgets.

  1. PAH Accessibility in Particulate Matter from Road-Impacted Environments.

    Snowmelt, surface runoff, or stormwater releases in urban environments can result in significant discharges of particulate matter-bound polycyclic aromatic hydrocarbons (PAHs) into aquatic environments. Recently, more-specific activities such as road-tunnel washing have been identified as contributing to contaminant load to surface waters. However, knowledge of PAH accessibility in particulate matter (PM) of urban origin that may ultimately be released into urban surface waters is limited. In the present study, we evaluated the accessibility of PAHs associated with seven distinct (suspended) particulate matter samples collected from different urban sources. Laboratory-based infinite sink extractions with silicone rubber (SR) as the extractor phase demonstrated a similar pattern of PAH accessibility for most PM samples. Substantially higher accessible fractions were observed for the less-hydrophobic PAHs (between 40 and 80% of total concentrations) compared with those measured for the most-hydrophobic PAHs (wash waters, first-order desorption rates for PAHs with log Kow > 5.5 were found in line with those commonly found for slowly or very slowly desorbing sediment-associated contaminants. PAHs with log Kow wash waters when surfactants are used. The implications of total and accessible PAH concentrations measured in our urban PM samples are discussed in a context of management of PAH and PM emission to the surrounding aquatic environment. Although we only fully assessed PAHs in this work, further study should consider other contaminants such as OPAHs, which were also detected in all PM samples. PMID:27312518

    There are many types of ground rehabilation and improvement that can be consider and implement in engineering construction works for soil improvement in order to prevent road profile deformation in later stage. However, when comes to road maintenance especially on operated expressways, not all method can be apply directly as it must comply to opreation's working window and lane closure basis. Key factors that considering ideal proposal for ground rehabilitation are time, cost, quality and most importantly practicality. It should provide long lifespan structure in order to reduce continuous cycle of maintenance. Thus, this paper will present two approaches for ground rehabilitation, namely Polyurethane (PU) Foam Injection System and Geocrete Soil Stabilization. The first approach is an injection system which consists two-parts chemical grout of Isocynate and Polyol when mixed together within soil structure through injection will polymerized with volume expansion. The strong expansion of grouting causes significant compression and compacting of the surrounding soil and subsequently improve ground properties and uplift sunken structure. The later is a cold in-place recyclying whereby mixture process that combines in-situ soil materials, cement, white powder (alkaline) additive and water to produce hard yet flexible and durable ground layer that act as solid foundation with improved bearing capacity. The improvement of the mechanical behaviour of soil through these two systems is investigated by an extensive testing programme which includes in-situ and laboratory test in determining properties such as strength, stiffness, compressibility, bearing capacity, differential settlement and etc.

  5. Biological accessibility of Chernobyl radionuclides and aspects of environmental rehabilitation

    The redistribution of 137Cs, 90Sr, 239,240Pu and 241Am within natural ecosystems and the determination of natural and artificial factors influencing on processes of radionuclide migration on biogeochemical chains were investigated. There are three main directions of investigation. The first of them is to estimate the intensity of self-purification of damaged region soil cover, taking into account landscape, soil, land-use differentiation and also peculiarities of physico-chemical occurrence forms of the radioactive fallout. In particular, the change dynamics of radionuclide physico-chemical state and vertical migration in soil of different genesis were estimated, the soil varieties with high and low rate of radionuclide migration were discovered, the peculiarities of 'hot' particles destruction, the change of their dispersity and structure composition under the influence of natural reagents were studied, the radionuclide bond strength with some components of different soil types was determined. The second problem is to estimate the biological accessibility of radionuclides. In particular, the radionuclide contamination of different components of forest and meadow phytocenoses was investigated, the change of radionuclide accumulation coefficients in system 'soil-plant' was estimated. The third problem is ecological and practice measures for environmental rehabilitation.     Full Text Available There are various models for establishing the efficient forest road allocation and evaluating optimum density of forest roads network for the transport of timber commodity. Most of them are based on the calculation of common timber transport costs and costs for forest roads. Today, forest road design from traditional method continues to be transformed by remote sensing technology and advancement of GIS. It is now possible for a forester to analyze many different road location alternatives over a large geographic area in a minimal amount of time. A computer programming using GIS, digital terrain data and sensitivity analysis for locating optimal forest road access in a hill area is presented. The optimal access road location specifies destination (starting point and target (ending point of the desired path. These paths were allocated by calculated each individual criteria by given weights placed on each cell. Therefore, the objective of this work is to describe an attempt to compute the optimal allocation of forest road corridor in hilly area of Peninsular Malaysia using GIS approach and sensitivity analysis to satisfy the result. Finally, the model minimizes total cost of construction and forest environmental impacts resulting from a specific access road. Sensitivity analysis should be explored further to understand the effects of uncertainty in derivation of model parameter on model outputs. It is concluded that the location of optimal access path were established in the area can reduce the cost and environmental impact to the forest ecosystem.

    The Great Whale hydroelectric complex in northern Quebec will require diversion of the Little Whale River, involving construction of dams 40 m and 30 m high and a canal 600 m long. The main mode of access to the construction sites will be a winter road, supplemented by an airfield designed for large-capacity aircraft. The method used by Hydro-Quebec in its environmental assessment of the winter road project is described. This method comprises five steps: delimitation of the study zone; establishment of a road corridor of choice by successively eliminating territory according to given constraints; description of the physical and biological environment; determination and optimization of the road route; and evaluation of potential impacts, along with establishment of measures to mitigate those impacts. This study suggests a new index for accessibility measurement by combining gravity-based models with Place Rank and adapting it to the Romanian system of settlements. Based on the GIS estimation of travel time, this index evaluates not only the geographical position of a specific community relative to the road network, but also the level of accessibility of rural and urban communities to the social services located in central places. The GIS-based maps indicate the existing disparities (between well-connected and isolated regions in terms of accessibility to the central places and the impact of new infrastructure projects on these disparities.     Full Text Available Мerging traffic junctions on high-class roads are considered as bottlenecks in the network and quality of their operation determines a probability for formation of traffic congestions. Investigations on congestion situations in the merging zones of ramp and freeway traffic flows have demonstrated that queuing ramp traffic flow leads to formation of so called “turbulence” effect due to re-arrangement of transport facilities and reduction in their speed on main road direction. Having high queuing traffic flow on main road the “turbulence” component can result in formation of an impact blow in the main traffic flow. It has been proved that an impact of the ramp traffic flow on congestion probability is higher in comparison with main road traffic flow. The paper makes it possible to establish that some transport facilities moving along a high-way simul taneously occupy two lanes in the merging traffic zones and they reduce capacity of the used road section. It is necessary to take into account this specific feature and it is necessary to pay attention to it in the zones of “turbulence” effect formation. The paper presents main approaches, methodology, principles and stages required for access control of high-class roads which are directed on higher quality of their operation including improvement of road traffic safety. The paper proposes a methodоlogy that allows to evaluate and optimize ramp control in the context of a transport queue length minimization at adjoining ramps for the purposes of probability reduction in transport congestion.

  19. Rockfall hazard assessment for access road to dam 'Sveta Petka' using rockfall hazard rating system (RHRS)

    Large number of roads in our country are constructed in mountainous and hilly terrains. Execution of cuts in the hard rock masses is inevitable. In light of the geological nature of the rocks, processes like rockfalls and landslides in different forms and magnitude are very usual. They occur during construction activities and afterwards in exploitation of the roads. Correct protective measures must be undertaken in order to secure the safety of traffic and people using this roads. One such case is the access road to Dam “Sv.Petka”, where constant rockfalls, result of great rupture tectonics and steep cut angles built in marbly limestones, endanger the safety of traffic and construction workers using this road. In order to stress out the hazard invoked by rockfalls and the need of protective measures, we used the well established Rockfall Hazard Rating System (RHRS). Posted speed limit has great influence. Along other possibilities that this method offers is the planning of annual programs for protection measures, with separation of most dangerous zones according the classification, before any undertaking of geotechnical analyses of slope stability. Further software modeling is needed in order to get a better understanding of the nature of rockfalls.(Author)

    The project "Dance and go on" was created with the intention of bringing out of the Day Centre of the Department of Mental Health of Torre del Greco, the dance group "Dance That you go" active since 2009. Dancing Bachata becomes a rehabilitation tool to express emotions through the body and to open to the outside, on the territory (local society), overcoming the fear of being judged by others, the prejudice and the social stigma about mental illness. The rehabilitation activities of the dancing group allowed patients to improve their care of self, self-esteem, confidence in their capacities and an increase in their social relations. The strength and cohesion of the rehabilitation group has given to the patients the opportunity to believe in their own abilities, to accept themselves with their difficulties and to improve the relationship with their body in relation with each other. Sample sizes of four thousand eight hundred six subjects were chosen from the 5 subcentres of RHTC (Rural Health and Training Centre Mandur (Rural area in Goa. Results : One ninety PWD were found.77.9% of the disabled or the parent, guardian, family member of the disabled have knowledge, only 44.2% have accessibility, 24.2% utilize the rehabilitative services. In which 49.1% of disabilities are temporary in nature. Cataract is the commonest cause of temporary disability. Mental retardation is the commonest cause of permanent disability. Conclusion : There is a need to make people aware of the rehabilitative measures and distribute the rehabilitative appliances in the community set up at a subsidized rate. A CBR (Community based rehabilitation worker is a must. People should also be made aware of various social welfare measures.

    March 2003 saw the release of the final report of the Maralinga Rehabilitation Technical Advisory Committee (MARTAC) on the rehabilitation of the former nuclear test sites at Maralinga and Emu in South Australia. Operations, beginning in 1996, have rehabilitated the Maralinga lands for their return to the Mralinga-Tjarutja.   11. Salting our landscape: An integrated catchment model using readily accessible data to assess emerging road salt contamination to streams

    A new integrated catchment model for salinity has been developed to assess the transport of road salt from upland areas in watersheds to streams using readily accessible landscape, hydrologic, and meteorological data together with reported salt applications. We used Fishkill Creek (NY) as a representative watershed to test the model. Results showed good agreement between modeled and measured stream water chloride concentrations. These results suggest that a dominant mode of catchment simulation that does not entail complex deterministic modeling is an appropriate method to model salinization and to assess effects of future applications of road salt to streams. We heuristically increased and decreased salt applications by 100% and results showed that stream chloride concentrations increased by 13% and decreased by 7%, respectively.     Full Text Available The Max Planck Society (Max-Planck-Gesellschaft; MPG with equal weight supports both the Golden and Green Road to Open Access in practice and politically in a sustainable way.In the context of the Green Road it runs with eDoc a central institutional repository for the MPG. The software of the same name is an in-house development. Based on the experiences and wishes of the users, currently, a new application (PubMan which is built upon the eSciDoc framework is introduced within the institutes. eSciDoc is a co-operation with the FIZ Karlsruhe and is funded until 2009 by the BMBF. All applications and services are Open Source and can therefore be re-used and be further developed. Apart from the development and maintenance of technical infrastructures, the Green Road within the MPG is furthered via direct and indirect personal support for scientists during the publication process. In this regard the close exchange between single Max Planck Institutes, the Max Planck Digital Library and other national and international partners plays an important role. With the Berlin Declaration in 2003 and currently in the Priority Initiative “Digital Information” of the Alliance of the German Research Organizations this commitment for Open Access is also politically represented.In this article are introduced and explained both eDoc and PubMan respectively as well as the Open Access Policy of the MPG with a special focus on the activities within the Green Road.

    Oil exploration in Alaska's Arctic has been conducted for more than 40 years, resulting in over 3,640 ha of gravel fill placed for roads, pads, and airstrips to support the industry. Likewise, tundra disturbance from burying power lines and by tundra vehicle travel are also common. Rehabilitation of disturbed sites began around 2002, with well over 150 ha that has been previously treated or is currently being rehabilitated. Two primary goals of rehabilitation efforts have been 1) revegetation by indigenous species, and 2) limiting thermokarst. Early efforts were concerned that removing gravel and having exposed bare ground would lead to extensive subsidence and eolian erosion. Native grass cultivars (e.g. Poa glauca, Arctagrostis latifolia, and Festuca rubra) were seeded to create vegetation cover quickly with the expectation that these grasses would survive only temporarily. The root masses and leaf litter were also expected to trap indigenous seed to enhance natural recolonization by indigenous plants. Due to the remote location of these sites, many of which are only accessible by helicopter, most are visited only two to three times following cultivation treatments, providing a limited data pool. At many sites, the total live seeded grass cover declined about 15% over the first 5¬-6 years (from around 30% to 15% cover), while total live indigenous vascular cover increased from no or trace cover to an average of 10% cover in that time. Cover of indigenous vascular plants at sites that were not seeded with native grass cultivars averaged just less than 10% after 10 years, showing no appreciable difference between the two approaches. Final surface elevations at the sites affect local hydrology and soil moisture. Other factors that influence the success of vegetation cover are proximity to the Arctic coast (salt effects), depth of remaining gravel, and changes in characteristics of the near-surface soil.     A truly successful pulmonary rehabilitation entails implementing physical activity maintenance. This article reviews the current knowledge on pulmonary rehabilitation and the expected benefits, the setting, the relationship between self-management and pulmonary rehabilitation, in order to develop and implement clinically-effective physical activity maintenance interventions. The effectiveness of pulmonary rehabilitation is well-established. However, access to pulmonary rehabilitation is limited. Home-based pulmonary rehabilitation has been shown to be an effective, equivalent alternative to outpatient pulmonary rehabilitation in COPD patients. The opportunity to offer different pulmonary rehabilitation settings tailored to individual needs should improve accessibility to this intervention. Sustained long-term physical activity remains the most important challenge for COPD patients. We need a dependable system of coordinated health care interventions and communication, and components that include self-management support. Self-management should be an integrated part of pulmonary rehabilitation and remain long after the pulmonary rehabilitation is completed. By early identification of patients who may have difficulty maintaining exercise and implementing appropriate self-management interventions during and after the rehabilitation program, it may be possible to promote better long-term involvement in physical activity. Pulmonary rehabilitation should not stand alone; the best program is that which can be maintained to translate into a continuous increase in the activities of daily living. Future research should evaluate the effect of self-management interventions combined with pulmonary rehabilitation to improve long-term activity and exercise maintenance. PMID:20809435

    Only one access road leads into Denali Park. The serviceability and safety of this gravel road is obviously of paramount importance to the National Park Service (NPS). Since the late 1950s and mid-1960s major icings and a landslide, respectively, have occurred along the Denali Park access road. During the summer of 1990 the landslide activity intensified. The central section of the Park through which the access road traverses is designated as a wilderness area. Consequently, off road field exploration required to quantify the hazards and remediation activities that may be proposed to mitigate icings and stabilize the landslide, are severely restricted and closely scrutinized by the NPS. The results of an evaluation of (1) the current state-of-the-practice to control icings, and (2) thaw stabilization techniques that could be applied to the northwest corner of the landslide are presented herein. The recommendations which followed, respecting the wilderness area designation for the Park, are also presented.

    Based on the road network maps in 1996, 2004, and 2010, choosing weighted average travel time as an indicator, the spatial pattern and evolution of major cities' road accessibility in Anhui Province are studied. Results are shown as follows: In the study period (1996-2010), the spatial structure of accessibility in Anhui Province shows little change; Hefei area is the center with the lowest accessibility level; the value increases from the center to the surrounding areas, and its distribution is alongside with the directions of traffic arteries. The improvement of road networks greatly increases the accessibility of major cities in the region, and the acces- sibility increase in the first period (1996-2004) is greater than that in the second period (2004-2010). The extent of accessibility change is related to the initial level. In the first period, the rate of the accessibility change decreases from the "T-shaped" region, covering the areas along the "Xu-He", "He-Wu-Xuan" highway and the Yangtze River, to periphery areas. However, the second period sees a multi-core spatial pattern in which the rate of accessibility change decreases from the areas with newly constructed highways to the surrounding areas. Dif- ferent areas benefit from the access to the road network differently, with Jiangnan area benefiting the most, Huaibei and Jianghuai areas the second. With the improvement of road networks, the accessibility gets optimized from a center to periphery in layered circles with the accessibility levels evenly and smoothly distributed.   15. Extracting Road Vector Data from Raster Maps

    Raster maps are an important source of road information. Because of the overlapping map features (e.g., roads and text labels) and the varying image quality, extracting road vector data from raster maps usually requires significant user input to achieve accurate results. In this paper, we present an accurate road vectorization technique that minimizes user input by combining our previous work on extracting road pixels and road-intersection templates to extract accurate road vector data from raster maps. Our approach enables GIS applications to exploit the road information in raster maps for the areas where the road vector data are otherwise not easily accessible, such as the countries of the Middle East. We show that our approach requires minimal user input and achieves an average of 93.2% completeness and 95.6% correctness in an experiment using raster maps from various sources.

    Stroke is a common, serious, and disabling global health-care problem, and rehabilitation is a major part of patient care. There is evidence to support rehabilitation in well coordinated multidisciplinary stroke units or through provision of early supported provision of discharge teams. Potentially beneficial treatment options for motor recovery of the arm include constraint-induced movement therapy and robotics. Promising interventions that could be beneficial to improve aspects of gait include fitness training, high-intensity therapy, and repetitive-task training. Repetitive-task training might also improve transfer functions. Occupational therapy can improve activities of daily living; however, information about the clinical effect of various strategies of cognitive rehabilitation and strategies for aphasia and dysarthria is scarce. Several large trials of rehabilitation practice and of novel therapies (eg, stem-cell therapy, repetitive transcranial magnetic stimulation, virtual reality, robotic therapies, and drug augmentation) are underway to inform future practice. Vestibular and equilibrium disorders are particularly common in elderly patients. In this case they are frequently a cause of falls and various injuries. Vestibular rehabilitation is the most important component of treatment for vestibular and equilibrium disorders. The paper considers the basic mechanisms of vestibular compensation, discusses vestibular rehabilitation procedures by doing routine exercises and by using various biofeedback crunches. In particular, it describes the principle of operation of a posturography platform, a SwayStar system for the diagnosis and therapy of vestibular disorders, and a Brainport device for vestibular rehabilitation. The current methods for drug stimulation of vestibular compensation are discussed. Vestibular rehabilitation used in the complex therapy of equilibrium disorders is stressed to considerably enhance therapeutic effectiveness, to cause a reduction in the risk of falls, and to increase quality of life in patients with vestibular disorders

The research reveals that there are certain limitations in the evaluation of road accessibility based on single evaluation index, which cannot fully reflect the comprehensive accessibility characteristics of road network. As a result, quality assessments of these programs universally include evaluating the effectiveness of their interdisciplinary teams. Rehabilitation programs for individuals with physical and cognitive disabilities originally were institutionally based, an environment that facilitated the communication needed for interdisciplinary care. These programs addressed a full spectrum of problems, including health, physical functioning, psychological adjustment, social integration, and vocational or other significant role participation. The implementation of truly interdisciplinary programs has always been difficult because of this complexity, but recent restrictions in the resources available to provide rehabilitation have increased this difficulty. With less professional time available because of limited funds, the interdisciplinary process is being challenged to show its value, and to be as efficient as possible.This paper discusses the benefits to be gained through the interdisciplinary process, factors that reduce its cost effectiveness and strategies to maintain its advantages at the least possible cost.

The results are shown as follows: (1) The system of road network is better and the concentration of road network is obvious. The spatial pattern of segment type stretches along the"point-axis" style while the spatial pattern of axis type stretches along the "trunk-branch" shape. Core ring, middle ring and periphery ring of the three-grade level as well as "Britain flag-shaped" road network are preliminary forms. It is shown that there exists a strong reciprocal-coordinate relationship between the regional accessibility pattern and the entire development level of Guanzhong-Tianshui economic region. (2) Urban accessibility, to a great extent, depends on the regional geometric centre and the development level of the surrounding road network. The phe- nomena of single-center polarization of regional road network is obvious. And the control effects of Xi' an city to the road network is too outstanding. (3) The spatial distribution of regional accessibility is different, the conti- nuity of the core plate is better, and the fragmentation of the extended plate is obvious. It is different between Guanzhong area and Tianshui area, so that the area with medium and high values is broken between Guanzhong and Tianshui areas. Considering tha fact that the regional geometric center is partial in the western part of Xi' an city, Yangling city or Baoji city should be treated as a sub-center city of the regional road network. Promoting the construction of Guanzhong-Tianshui high-grade rapid transit is quite useful for the regional integration of Guanzhong-Tianshui economic region.

    Full Text Available The condition of Zimbabwe's roads has been declining due to insufficient maintenance and rehabilitation. Year on year, budget allocations have compared unfavourably with funding considered adequate to maintain highway networks and conduct modest construction work. Road infrastructure shortcomings have manifested themselves in the form of high vehicle operating costs and rampant potholes, leading to a decline in road safety and a deterioration of service levels for those who use roads to deliver goods or connect to international markets. In order to try and stop this vicious cycle of decline, the Government of Zimbabwe, on 8 August 2009, introduced a new policy of road-user charges, which involved the setting-up of 22 toll gates on the trunk road network. The overall objective was to raise revenue in order to close the funding gap, blamed for declining road quality. Although alternative methods of financing road maintenance have been debated for years, a generally accepted understanding is that road users should pay costs for road provisioning. This paper assesses the implementation of a road tolling system in Zimbabwe and describes matters relating to, inter alia, implementation strategy, initial performance outcomes and sustainability.

    Full Text Available A realistic rescue simulation method with consideration of road network restrictions is proposed. Decision making and emergency communication system play important roles in rescue process when emergency situations happen. The rescue process will be more effective if we have appropriate decision making method and accessible emergency communication system. In this paper, we propose centralized rescue model for people with disabilities. The decision making method to decide which volunteers should help which disabled persons is proposed by utilizing the auction mechanism. The GIS data are used to present the objects in a large-scale disaster simulation environment such as roads, buildings, and humans. The Gama simulation platform is used to test our proposed rescue simulation model. There are road network restrictions, road disconnections, one way traffic, roads which do not allow U-Turn, etc. These road network restrictions are taken into account in the proposed rescue simulation model. The experimental results show around 10% of additional time is required for evacuation of victims.

  16. The Maralinga rehabilitation project

    The $108 million Maralinga Rehabilitation Project to clean-up the former British atomic test site in South Australia, the largest remediation of this type, was completed in 2000. The rehabilitation was agreed by the Commonwealth and South Australian Governments and the Maralinga Tjarujta traditional owners, following methods identified by technical experts. The rehabilitation permits unrestricted access to about 90% of the former restricted area, but excludes full time occupation of the remaining 120 square kilometers. The clean-up has largely been directed at remediating plutonium contamination caused by minor trials. The clean-up involved two components, the removal of surface soil from the more contaminated areas, and the treatment of contaminated debris pits. Over 350,000 cubic meters of soil and debris was removed over about 2 square kilometers of land, and was buried in 10-15 meter deep trenches under a capping of clean soil of at least 5 meters. Treatment of contaminated pit debris at various sites has involved in situ vitrification, a process which involves application of an electric current to heat and melt debris encasing the contaminated material in a vitric/ceramic block, and exhumation of the contaminated debris and at depths of at least 5 meters. The independent regulator to the project, the Australian Radiation Protection and Nuclear Safety Agency, has indicated that the clean-up of the test sites has met the radiological criteria laid down in the original plan. Discussions are progressing with the South Australian Government and the Maralinga Tjarujta traditional owners as to the long-term management of the site, and the possible hand back of the land from the Commonwealth to South Australia for addition to the Maralinga Tjarutja freehold lands.     Full Text Available OBJETIVOS: caracterizar acessibilidade organizacional de crianças com paralisia cerebral aos serviços de reabilitação motora. MÉTODOS: estudo descritivo, retrospectivo, censitário, efetuado de janeiro a junho/2009, em três serviços de reabilitação do Recife. Participaram 38 menores de cinco anos, portadores do agravo, residentes no Recife. Utilizou-se questionário para obter informações de acompanhantes e prontuários das crianças. As variáveis foram descritas segundo serviço atual, primeiro serviço utilizado e número de serviços utilizados. RESULTADOS: entre os acompanhantes, 94,7% eram responsáveis pela criança (76,3% mãe e 68,4% das crianças tinham entre 25-59 meses de idade. Metade usou mais de um serviço, ocorrendo utilização simultânea em 26,3%. Para 28,2% reabilitação iniciou-se mais de seis meses após diagnóstico. As crianças foram encaminhadas por médico (75,8% e 86,4% tiveram um tempo máximo de espera para primeira consulta com fisioterapeuta de 30 dias. As responsáveis encontraram dificuldade para agendar primeira consulta (68,4%. Uma maior dificuldade para continuar fisioterapia foi identificada entre aqueles que usaram de dois e mais serviços. CONCLUSÕES: constatou-se demanda reprimida. Utilização de mais de um serviço e superposição de serviços sugeriram insatisfação com atenção.     An operator faced with an onshore pipeline that has extensive damage must consider the need for rehabilitation, the sort of rehabilitation to be used, and the rehabilitation schedule. This paper will consider pipeline rehabilitation based on the authors' experiences from recent projects, and recommend a simple strategy for planning pipeline rehabilitation. It will also consider rehabilitation options: external re-coating; internal lining; internal painting; programmed repairs. The main focus will be external re-coating. Consideration will be given to rehabilitation coating types, including tape wraps, epoxy, and polyurethane. Finally it will discuss different options for scheduling the rehabilitation of corrosion damage including: the statistical comparison of signals from inspection pigs; statistical comparison of selected measurements from inspection pigs and other inspections; the use of corrosion rates estimated for the mechanisms and conditions; expert judgement.   14. Use of wood ash for road stabilisation

    Due to warmer winters in Sweden, the bearing capacity of forestry roads has become increasingly problematic in recent years. Road stabilization is needed in order to get timber out from the forests. This usually involves the addition of cement to the road body. However, wood ash is a possible substitute for cement because it has similar properties. Using wood ash has the added advantage of saving landfill space. This paper presented an ongoing laboratory study on leaching and mechanical stability, as well as frost-sensitivity using a 30 per cent ash addition to natural soils for reinforcing a forestry road near Timra in central Sweden. The road was being monitored with regard to environmental impact and mechanical properties. The paper discussed the potential of biofuel ashes and the increasing need to reinforce infrastructure due to climate change. The environmental impact from ash use in road constructions was then addressed. It was concluded that the application of ash in road construction would help to strengthen forest roads, make them more resistant to climatic change and render them accessible year-round. 32 refs., 3 tabs., 2 figs.

  4. Rehabilitation at Nabarlek: erosion assessment 1999

    Decommissioning work and the rehabilitation at the Nabarlek minesite were completed at the end of 1995. Site description, mining history, environmental management and rehabilitation have been summarised elsewhere (Prendergast et al 1999, Martin 2000, Waggitt 2001). Tailings were buried in the mined-out pit and capped with waste rock. An erosion assessment of the cap design, using a combination of modelling and analogue estimates, indicated that denudation rates on the cap would be -1 (Riley 1995). Riley (1995) suggested minor design modifications to reduce slope length on the pit cap to improve stability and provide structural integrity for several thousand years. Riley (1995) observed that roads were areas of most severe rill development in the Alligator Rivers Region (ARR) and suggested that rill development (0.2-0.3 m depth) on the pit cap would occur in the early stages of adjustment toward equilibrium but not persist in the long term. Consequently, as part of the process of assessing rehabilitation success, erosion at the former minesite was examined by ERISS in August and October 1999. A ground assessment of the perimeter of the evaporation ponds, pit and waste rock dump (WRD), unsealed roads to the north and east of the site and infrastructure area was conducted in August 1999. This survey described, quantified (using a tape and rule) and photographed erosion features. No transects were undertaken. In October 1999, a qualitative (descriptive and photographic) survey of the airstrip, constructed drains, unsealed roads to the west of the site, the pit and WRD was conducted. The major challenge facing transportation engineers is the network-level policies to maintain the deteriorating roads at an acceptable level of serviceability. In this work, a quantitative transportation network efficiency measure is presented and then how to determine optimally network-level road maintenance policy depending on the road importance to the network performance has been demonstrated. The examples show that the different roads should be set different maintenance time points in terms of the retention capacities of the roads, because the different roads play different roles in network and have different important degrees to the network performance. This network-level road maintenance optimization method could not only save lots of infrastructure investments, but also ensure the service level of the existing transportation system.

    The spatial accessibility has been a prerequisite to the linkage and development of regional integra-tion. The relationship between the spatial evolution of metropolitan area and the development of transport net-work is a kind of spatial interaction. The transport network becomes a material basis and essential prerequisite to the foundation of metropolitan area, and the transport accessibility determines material flow, energy flow and information flow between city and region, and it’s an important gene to the development of metropolitan area. With taking Wuhan metropolitan area as example, this article explores the spatio-temporal evolution of the road network accessibility with the support of space syntax model, GIS technology and statistical analysis method. The basic conclusions are obtained as follows: 1) Pyramid structure shows that the overall level of high-grade road network topology connectivity is relatively low. The above structures and patterns of the road network have a great impact on the transportation system of the city. For instance, some roads with very low accessibility are easy to have traffic jam and low efficiency for distributing traffic flow to the entire road net-work. 2) Caused by the hierarchy of the road network topology links, the spatial differentiation of urban-rural road network traffic axes is significant, showing a typically composite structure of center-marginal and rank circle, two banded city corridors were formed around the east-west roads along the Yangtze River and the north-south roads along the Beijing-Guangzhou Railway.     Roads have manifold social and environmental impacts, including regional development, social conflicts and habitat fragmentation. 'Road ecology' has emerged as an approach to evaluate the various ecological and hydrological impacts of roads. This article aims to complement road ecology by examining the socio-spatial processes of road building itself. Focusing on the Brazilian Amazon, a heavily-studied context due to forest fragmentation by roads, the authors consider non-state social actors who build 'unofficial roads' for the purpose of gaining access to natural resources to support livelihoods and community development. They examine four case studies of roads with distinct histories in order to explain the socio-spatial processes behind road building in terms of profit maximization, land tenure claims, co-operative and conflictive political ecologies, and constraints as well as opportunities afforded by the biophysical environment. The study cases illustrate the need for a multi-pronged theoretical approach to understanding road building, and call for more attention to the role of non-state actors in unofficial road construction.

    Full Text Available A key goal in road ecology is to determine which species are most vulnerable to the negative effects of roads on population persistence. Theory suggests that species that avoid roads are less likely to be negatively affected by roads than those that do not avoid roads. The goal of this study was to take a step toward testing this prediction by evaluating the behavioral response to roads and traffic of a species whose populations are known to be negatively affected by roads and traffic, the northern leopard frog (Rana pipiens. We studied the movement patterns of northern leopard frogs during their spring migration from overwintering sites in a river to various breeding ponds that were disconnected from the river by roads. We performed short-distance translocations of migrating frogs, followed them visually, and documented their movement coordinates following each hop, both near the roads and in non-roaded areas. We found that frogs took longer to move near roads with more traffic and that their movement was quickest in areas without roads nearby. Frogs tended to deviate more from a straight-line course when they were released near roads than compared with control areas, but this response was independent of traffic volume. All frogs released near roads attempted to cross the road. On very low traffic roads (10.86 mean vehicles per hour, 94% of frogs crossed the road successfully, whereas at higher traffic roads (58.29 mean vehicles per hour 72% were successful. Our results suggest that frog's inability to avoid going onto roads and their slow movement combine to make them particularly vulnerable to road mortality, which likely explains the strong negative effects of roads on frog population abundance. Conservation efforts should focus on preventing frogs from accessing the road surface through the use of drift fencing and culverts.

    Full Text Available Abstract Background In 2006, the Canadian Cardiovascular Society (CCS Access to Care Working Group recommended a 30-day wait time benchmark for cardiac rehabilitation (CR. The objectives of the current study were to: (1 describe cardiac patient perceptions of actual and ideal CR wait times, (2 describe and compare cardiac specialist and CR program perceptions of wait times, as well as whether the recommendations are appropriate and feasible, and (3 investigate actual wait times and factors that CR programs perceive to affect these wait times. Methods Postal and online surveys to assess perceptions of CR wait times were administered to CR enrollees at intake into 1 of 8 programs, all CCS member cardiac specialists treating patients indicated for CR, and all CR programs listed in Canadian directories. Actual wait times were ascertained from the Canadian Cardiac Rehabilitation Registry. The design was cross-sectional. Responses were described and compared. Results Responses were received from 163 CR enrollees, 71 cardiac specialists (9.3% response rate, and 92 CR programs (61.7% response rate. Patients reported that their wait time from hospital discharge to CR initiation was 65.6 ± 88.4 days (median, 42 days, while their ideal median wait time was 28 days. Most patients (91.5% considered their wait to be acceptable, but ideal wait times varied significantly by the type of cardiac indication for CR. There were significant differences between specialist and program perceptions of the appropriate number of days to wait by most indications, with CR programs perceiving shorter waits as appropriate (p  Conclusions Wait times following access to cardiac rehabilitation are prolonged compared with consensus recommendations, and yet are generally acceptable to most patients.     Infrastructure, such as road transportation, is a vital in civilized societies; which need to be constructed and maintained regularly. A large part of the project cost is attributed to subsurface conditions, where unsatisfactory conditions could increase either the geotechnical stabilization measures needed or the design cost itself. A way to collect information of the subsurface and existing installations which can lead to measures reducing the project cost and damage is to use geophysical methods during planning, construction and maintenance phases. The moisture in road layers is an important factor, which will affect the bearing capacity of the construction as well as the maintenances. Moisture in the road is a key factor for a well-functioning road. On the other hand the excessive moisture is the main reason of road failure and problems. From a hydrological point of view geophysical methods could help road planners identify the water table, geological strata, pollution arising from the road and the movement of the pollution before, during and after construction. Geophysical methods also allow road planners to collect valuable data for a large area without intrusive investigations such as with boreholes, i.e. minimizing the environmental stresses and costs. However, it is important to specify the investigation site and to choose the most appropriate geophysical method based on the site chosen and the objective of the investigation. Currently, numerous construction and rehabilitation projects are taking places around the world. Many of these projects are focused on infrastructural development, comprising both new projects and expansion of the existing infrastructural network. Geophysical methods can benefit these projects greatly during all phases.     The purpose of this review is to give an overview of the rehabilitation measures provided for cardiac patients in Germany and to outline its legal basis and outcomes. In Germany the cardiac rehabilitation system is different from rehabilitation measures in other European countries. Cardiac rehabilitation in Germany since 1885 is based on specific laws and the regulations of insurance providers. Cardiac rehabilitation has predominantly been offered as an inpatient service, but has recently been complemented by outpatient services. A general agreement on the different indications for offering these two services has yet to be reached. Cardiac rehabilitation is mainly offered after an acute cardiac event and bypass surgery. It is also indicated in severe heart failure and special cases of percutaneous coronary intervention. Most patients are men (>65%) and the age at which events occur is increasing. The benefits obtained during the 3-4 weeks after an acute event, and confirmed in numerous studies, are often later lost under 'usual care' conditions. Many attempts have been made by rehabilitation institutions to improve this deficit by providing intensive aftercare. One instrument set up to achieve this is the nationwide institution currently comprising more than 6000 heart groups with approximately 120000 outpatients. After coronary artery bypass grafting or acute coronary syndrome cardiac rehabilitation can usually be started within 10 days. The multidisciplinary rehabilitation team consists of cardiologists, psychologists, exercise therapists, social workers, nutritionists and nurses.     Full Text Available Road centerline extraction from imagery constitutes a key element in numerous geospatial applications, which has been addressed through a variety of approaches. However, most of the existing methods are not capable of dealing with challenges such as different road shapes, complex scenes, and variable resolutions. This paper presents a novel method for road centerline extraction from imagery in a fully automatic approach that addresses the aforementioned challenges by exploiting road GPS data. The proposed method combines road color feature with road GPS data to detect road centerline seed points. After global alignment of road GPS data, a novel road centerline extraction algorithm is developed to extract each individual road centerline in local regions. Through road connection, road centerline network is generated as the final output. Extensive experiments demonstrate that our proposed method can rapidly and accurately extract road centerline from remotely sensed imagery.

Although there is evidence supporting cognitive rehabilitation in stroke, the set of cognitive domains effectively addressed to date represents only a small subset of the problems experienced by stroke survivors. Further, a gap remains between investigational treatments and our evolving theories of brain function. These limitations present opportunities for improving the functional impact of stroke rehabilitation. The authors use a case example to encourage the reader to consider the evidence base for cognitive rehabilitation in stroke, focusing on four domains critical to daily life function: (1) speech and language, (2) functional memory, (3) executive function and skilled learned purposive movements, and (4) spatial-motor systems.     Full Text Available The European Federation of Neurological Societies (EFNS Scientific Panel on Neurorehabilitation established a Task Force on standards in neurological rehabilitation in June 1996. The remit for the Task Force was to: (1 produce a report on the state of neurological rehabilitation across Europe; and (2 recommend standards for the provision of neurological services for disabled people. The main conclusions of the Task Force were as follows: (1 A questionnaire circulated to each European member country has indicated a significant lack of adequate neurological rehabilitation facilities across Europe. Very few countries have any established network of neurological rehabilitation centres. Few countries have adequately trained neurological rehabilitation physicians, therapists or nurses. Such poor facilities should be seen in the context of the large numbers and increasing prevalence of people with neurological disabilities. (2 The Task Force has summarized the significant benefits that can follow from the establishment of a dedicated and cost effective neurological rehabilitation service including functional improvement, reduction of unnecessary complications, better coordination and use of limited resources, improved opportunities for education, training and research and a clear point of contact for the disabled person. (3 The Task Force recommends minimum standards for the prevention of neurological disability including access to health education, genetic counselling and emergency resources. The Task Force also encourages governments to invest in improved legislation for accident prevention.     As part of a rapidly spreading reform toward recovery-oriented services, mental health care systems are adopting Psychiatric/Psychosocial Rehabilitation (PSR). Accordingly, PSR education and training programs are now available and accessible. Although psychiatrists and sometimes other physicians (such as family physicians) provide important services to people with serious mental illnesses and may, therefore, need knowledge and skill in PSR, it seems that the medical profession has been slow to participate in PSR education. Based on our experience working in Canada as academic psychiatrists who are also Certified Psychiatric Rehabilitation Practitioners (CPRPs), we offer descriptions of several Canadian initiatives that involve physicians in PSR education. Multiple frameworks guide PSR education for physicians. First, guidance is provided by published PSR principles, such as the importance of self-determination (www.psrrpscanada.ca). Second, guidance is provided by adult education (andragogy) principles, emphasizing the importance of addressing attitudes in addition to knowledge and skills (Knowles, Holton, & Swanson, 2011). Third, guidance in Canada is provided by Canadian Medical Education Directives for Specialists (CanMEDS) principles, which delineate the multiple roles of physicians beyond that of medical expert (Frank, 2005) and have recently been adopted in Australia (Boyce, Spratt, Davies, & McEvoy, 2011). In both cases, the corrosion is invariably initiated by ingress of salts into the concrete either from de-icing salts used on roads, or from salt-laden air, soils or ground water. However, there is a contrast in sites of distress in the two climatic regions mentioned above. In cold climates, where de-icing salts are used, the damage is generally to superstructures and is therefore visible, but in hot, humid coastal regions damage is primarily in the substructures and may not be so clearly apparent. This paper presents the corrosion mechanism in concrete deterioration, the methods of evaluation of the damaged structures, and rehabilitation strategies. A case history of a concrete rehabilitation project is included together with some lessons learned in rehabilitation of corrosion damaged structures. Recommendations are made for maintenance of concrete structures and a warning is issued that salt run-off from roads in cold climates may cause distress in below ground concrete structures, similar to structures in hot and humid climates with saline groundwater and soils.     We present a one dimensional model for the development of corrugations in roads subjected to compressive forces from a flux of cars. The cars are modeled as damped harmonic oscillators translating with constant horizontal velocity across the surface, and the road surface is subject to diffusive relaxation. We derive dimensionless coupled equations of motion for the positions of the cars and the road surface H( x, t), which contain two phenomenological variables: an effective diffusion constant Δ( H) that characterizes the relaxation of the road surface, and a function a( H) that characterizes the plasticity or erodibility of the road bed. Linear stability analysis shows that corrugations grow if the speed of the cars exceeds a critical value, which decreases if the flux of cars is increased. Modifying the model to enforce the simple fact that the normal force exerted by the road can never be negative seems to lead to restabilized, quasi-steady road shapes, in which the corrugation amplitude and phase velocity remain fixed.

We analyzed the road networks of 16 historic districts in Japan from the perspectives of circularity, accessibility and indirection based on graph theory. By calculating and comparing the indexes of each road network (NW1 and NW2 forms, we quantitatively describe the effects of the main prefectural roads (more than 4 m in width and narrow streets (less than 4 m in width on the spatial characteristics. And it turned out that we could divided the 16 objective historic districts into 4 types. Moreover, we qualitatively studied the characteristics of each type of historic districts based on their development background and the structure of road network.
