This study investigated the availability of Issues-Programs Lists in nearly 100 Missouri radio station Public Files. Strategic management of key accounts has become an important component of many companies' sales efforts. This research introduces a strategic framework of key account performance that integrates theory from relationship marketing, key account management, and customer equity. Using the three drivers of customer equity - value equity, brand equity, and relationship equity - the framework captures both the relational outcomes (relationship commitment and trust) and financial performance outcomes (profitability and share of spend) of strategic decisions made in key account programs. A sample of garnet-biotite plagiogneiss, GBPg-1 is currently being developed as a certified reference material at the Vinogradov Institute of Geochemistry. It was used as the sample that was distributed round 7 of International Proficiency Testing Program (GeoPT7) and was analyzed by 76 geoanalytical laboratories around the world. Twenty Russian laboratories involved in the interlaboratory experiment also analyzed GBPg-1. The resultant analytical data obtained from these two experiments has allowed GBPg-1 to be certified as a state standard sample for 50 elements. It also enabled a comparison of the quality of data developed by the Russian and international geoanalytical laboratories, to optimize the outcome of this interlaboratory experiment.

Background/Purpose: Peripherally inserted central venous catheters (PICCs) are commonly used for neonatal vascular access. The aim of this study was to look at PICC line complication rates and possible predictors of PICC infection in a neonatal intensive care unit. Method: This was a prospective study of 226 neonates who had PICCs on our neonatal intensive care unit between January 2006 and June 2009. Complete data was available on 218 neonates who had 294 PICC lines. Criteria for catheter-related sepsis was positive blood cultures (peripheral/central) and/or a positive catheter tip culture after removal in the presence of a clinical suspicion of line sepsis. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). A technique has been developed to estimate the percent population having electric power access based on the presence of satellite detected nighttime lighting. A global survey was conducted for the year 2006 using nighttime lights collected by the U.S. Air Force Defense Meteorological Satellite Program (DMSP) in combination with the U.S. Department of Energy Landscan population dataset. The survey includes results for 229 countries and more than 2000 subnational units. The results are compared to reported electrification rates for 87 countries compiled from a variety of sources by the International Energy Agency. The DMSP derived estimate of number of people worldwide who lack access to electricity is 1.62 billion, only slightly larger than the 1.58 billion estimated by the International Energy Agency.

The current status of at-risk and adjudicated youth with behavioral challenges provides a context for addressing needed future directions for research and practice in fields that impact this population. This context includes the myriad characteristics and complex needs of these youth, the programs and services currently available in communities and secure settings, and youth outcomes following incarceration. Recent and emerging national, state, and local initiatives and the benefits that have been realized or are anticipated from their application are presented. The challenges to achieving and sustaining these systems changes are then discussed. The paper concludes with recommendations for future research and practice, based on the issues raised in this special issue and elsewhere. (Contains 1 endnote.)

This paper attempts to reconnect the two fields with a fresh look at Prolog encodings for the combinatorial objects involved in circuit synthesis. The primary objectives of this study were to test two utility analysis models, the Cascio-Ramos Estimate of Performance in Dollars (CREPID) model and Godkewitsch financial utility analysis model and to determine their appropriateness as tools for evaluating training. This study was conducted in conjunction with Philadelphia Electric Company's Nuclear Training Group. Job performance of nuclear maintenance workers was assessed to document the impact of the training program. Assessment of job performance covered six job performance themes. Additionally, front-line nuclear maintenance supervisors were interviewed to determine their perceptions of the nuclear maintenance training. A large proportion of patients may develop chronic pain following cancer treatments such as surgery, radiotherapy, or chemotherapy. These patients can experience significant levels of physical and psychological morbidity. Our aim was to investigate a cognitive-behavioral pain management program (PMP) for cancer patients with chronic treatment-related pain. Thirteen patients (1 man, 12 women; mean age 52 yrs) completed the study, 9 of whom had a history of breast cancer and had received extensive medical treatment, including surgery. A combination of physical and psychological techniques were adapted from previous work in chronic benign pain and implemented by two therapists. Interventions included education, relaxation, exercise training, and goal setting. The first conceptual design proposed was based on convective cooling with the use of flow promoters in the form of pin and/or slot arrays (HEMP/HEMS) to increase the cooling surface and, hence, enhance the heat transfer capacity. Methods: Systemic irradiation of neuroaxis is an essential part in the management of medulloblastoma, stPNET and intracranial germ cell tumors. The introduction of quality assurance programs in radiooncology assures a precise radiotherapy of target volumes and is a prerequisite to improve survival. Results: Hyperfractionated radiotherapy has the potential of increasing dose to tumor more safely without increasing the risk for late adverse effects. Pilot studies revealed excellent tumor control in medulloblastoma with acceptable acute toxicity and a long-term survival of up to 96%. In medulloblastoma stereotactic radiation techniques reveal an acceptable toxicity and promising results in tumor control in recurrent disease or as primary treatment. This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. The leading environmental problem facing coastal Louisiana regions is the loss of wetlands. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. The U.S. Department of Energy (DOE) funded a project under which the process would be validated through laboratory studies and field demonstrations. The laboratory studies demonstrated that treated drill cuttings support the growth of wetlands vegetation. The Lander Quadrangle, Wyoming, was evaluated to a depth of 1500 m to identify environments and delineate areas that exhibit characteristics favorable for the the occurrence of uranium deposits. The evaluation used criteria established for the National Uranium Resources Evaluation program. The methods of surface investigations included evaluation of aerial radiometric and hydrogeochemical stream-sediment reconnaissance data, verification of some reported uranium occurrences, and general field geology with rock, water, and sediment sampling. The subsurface evaluation was accomplished through the use of 230 various oil-well logs. The results of this investigation identified three environments favorable for sandstone uranium deposits in Eocene fluvial sediments. These environments are within the Battle Spring and upper Fort Union Formations of the northern Great Divide Basin and within the Wind River and the Wagon Bed Formations of the southwest Wind River Basin. ...

Indicators are important tools for communicating and making accessible scientific and technical information to policymakers and the general public. They therefore play an important role in transforming information into action. Worldwide, many initiatives are underway to construct indicators for a variety of purposes, including those for reporting on sustainable development. This paper briefly describes the attempts made so far, but stresses that the users of the indicators should play a greater role in indicator construction. In developing countries, a substantial lack of data has meant that specific policy formulation may develop without adequate technical input. In developed countries also, data gaps may hinder policy formulation, implementation, and evaluation. Given a point set S and an unknown metric d on S, we study the problem of efficiently partitioning S into k clusters while querying few distances between the points. In our model we assume that we have access to one versus all queries that given a point s in S return the distances between s and all other points. We show that given a natural assumption about the structure of the instance, we can efficiently find an accurate clustering using only O(k) distance queries. We use our algorithm to cluster proteins by sequence similarity. This setting nicely fits our model because we can use a fast sequence database search program to query a sequence against an entire dataset. We conduct an empirical study that shows that even though we query a small fraction of the distances between the points, we produce clusterings that are close to a desired clustering given by manual classification.

The growing need for domestically produced mineral raw materials and energy, and the conflicting interests over the use of public lands, have added new dimensions to the management issues. This report covers the first phase of a long-term program initiated by the Division of State Lands to improve their capability to evaluate the tar-sand and oil-shale resources in Utah. The scope of this phase of the study was limited to examination and analysis of existing information and to development models for data processing and resource evaluation. This paper provides an overview of environmental cleanup at the Los Alamos National Laboratory (LANL) and some of the unique aspects and challenges. Cleanup of the 65-year old Department of Energy Laboratory is being conducted under a RCRA Consent Order with the State of New Mexico. This agreement is one of the most recent cleanup agreements signed in the DOE complex and was based on lessons learned at other DOE sites. A number of attributes create unique challenges for LANL cleanup -- the proximity to the community and pueblos, the site's topography and geology, and the nature of LANL's on-going missions. The major focus of this oil-shale investigation has been on specific localities of oil-shale resource potential. Three main areas of oil-shale occurrence have been studied in detail: the Elko area, Pinon Range area, and Coal Mine Canyon. Geologic mapping, stratigraphic studies, and sampling to delimit the lateral extent of the oil shale deposits were in progress prior to the cooperative agreement with Nevada DOE. These surface geologic studies have been summarized in this report. The results of surface geologic studies conducted near Elko suggested that the Elko area represented the best and most accessible oil-shale deposits; therefore, the Elko area was selected as the site of a shallow exploratory drilling program. Essential to this study was the obtaining of fresh, unweathered oil-shale samples from the Elko area. A method of Kelvin-day function for climatic solar heating design is presented. The long term temperature distribution is used to find the solar fraction for building heating. A solar heating system is considered to provide heat needed up to an auxiliary heater cut-in temperature which is determined by both heat gain of solar heating system and overall heat loss coefficient of the building. The amount of auxiliary heat needed is calculated from a Kelvin-day value at this cut-in temperature. The cut-in temperature will change from different solar heating system designs, and the Kelvin-day value at this cut-in temperature will be varied. By using the numerical curve-fitting method, the Kelvin-day value at any temperature base can be expressed into a second order algebraic equation, thus, the whole data need not be put into computer storage. Femtocells are assuming an increasingly important role in the coverage and capacity of cellular networks. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.

Outcome from trauma, surgery, and a variety of other medical conditions has been shown to be positively affected by providing treatment at facilities experiencing a high volume of patients with those conditions. An electronic literature search was made to identify English-language articles available through March 2011, addressing the effect of patient treatment volume on outcome for patients with subarachnoid hemorrhage. Limited data were identified, with 16 citations included in the current review. Over 60% of hospitals fall into the lowest case-volume quartile. Outcome is influenced by patient volume, with better outcome occurring in high-volume centers treating >60 cases per year. The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) administers and operates the Waste Isolation Pilot Plant (WIPP) site, which hosts a deep geologic repository for safe disposal of U.S. defense-related TRU waste and is located 42 kilometers (km) east of Carlsbad, New Mexico. CBFO also manages the National Transuranic Waste Program (NTP), which oversees TRU waste management from generation to disposal. The WIPP began receiving waste in March 1999. In some areas of broad international interest, the CBFO has developed a leading expertise through its 25-year WIPP repository and TRU waste characterization activities. This report is a compilation of the groundwater sampling results from three monitoring wells located near the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada Test Site (NTS), Nye County, Nevada, for calendar year 2007. The NTS is an approximately 3,561 square kilometer (1,375 square mile) restricted-access federal installation located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada (Figure 1). Pilot wells UE5PW-1, UE5PW-2, and UE5PW-3 are used to monitor the groundwater at the Area 5 RWMS (Figure 2). This paper outlines conceptual framework for safeguards remote sensing, and suggests a strategy for overcoming the challenges to full exploitation of all types of optical satellite imagery. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. Its use is still relatively restricted, but there is a growing demand for wider satellite reconnaissance support, and the Satellite Image Analysis Unit (SIAU) has recently been expanded in response. For a number of reasons, IAEA safeguards use of satellite imagery is largely based on visual interpretation by experienced image analysts of high-resolution monochromatic imagery to monitor and characterize buildings and structures on safeguards sites. Abstract Objective:- This study explored 12-month outcome and its associations to social adjustment-related variables in patients with first-episode non-affective psychosis in Finland and Spain. Methods:- Forty-nine Finnish and 37 Spanish patients were evaluated at admission on various characteristics of social adjustment. Outcome was measured for 68 (79%) patients by the Brief Psychiatric Rating Scale, Global Assessment Scale, and Grip on Life. Results:- One-fourth of the patients experienced psychotic symptoms at follow-up. Sixty per-cent of the patients showed good global functioning and Grip on Life.
