Ground-water monitoring near the Raft River site was initiated in 1974 by the IDWR. This effort consisted of semiannual chemical sampling of 22 irrigation wells near the Raft River geothermal development area. This program yielded useful baseline chemical data; however, several problems were inherent. For example, access to water pumped from the wells is limited to the irrigation season (April through September). All the wells are not continuously pumped; thus, some wells that are sampled one season cannot be sampled the next. In addition, information on well construction, completion, and production is often unreliable or not available. These data are to be supplemented by establishing a series of monitor wells in the proposed geothermal withdrawal and injection area. These wells were to be located and designed to provide data necessary for evaluating and predicting the impact of geothermal development on the Shallow ...
Tarapur Atomic Power Station Unit-4 was made critical on 6th March 2005. Since radiation field builds up with the power level due to formation of fission products and activation products in different systems. Radiation dose rates were recorded from different areas using Area Radiation Monitors (ARMs) installed at different areas. These monitors are connected to Radiation Data Acquisition System (RADAS). The trend of radiation field build-up was also analyzed by making survey of different plant areas at various power levels and comparison was made with RADAS readings. The results obtained were compared with 220 MWe dose rates. This study discusses about the dose rates observed at accessible area, shut down accessible area and hotspots observed during the early stage of operation of the reactor. The attempt was also made to find the contributing factors of the high dose rates. It was found that the ...
Introducing intelligence by means of cognition for managing, protecting, processing, and delivering of information in mobile communication systems is the way towards ubiquitous, converged and secure communications. In this context, this paper introduces the concept of quality of information (QoI). QoI means QoS while all the requirements for dependability, security, privacy and trust are satisfied at the highest possible level. This work proposes and describes an approach to network monitoring in a heterogeneous communication environment based on use of cognitive techniques and learning predictive algorithms (e.g., fuzzy logic). These methodologies are used to create an autonomy in the decision making process that is based on the calculation of key performance indicators (KPIs), which in their turn would trigger the needed radio resource management algorithms. The expected output is an improved network performance in terms of maximized throughput and faster ...
The literature is littered with reports presenting the proportion of patients admitted with ischaemic stroke receiving thrombolysis. This gives some measure of activity and the efficiency of prehospital and hospital triage. Some stroke centres have reported rates of thrombolysis as high as 20%, but without knowing the population that such services serve, these proportions do not indicate how well or equitably the treatment is being delivered. Here, we explore various metrics to monitor our efforts to provide equitable access to stroke thrombolysis in Lothian, a region in the South East of Scotland. PMID:21086712

Recently the troubles related to the network security have often occurred at KEK. According to their security policy, the authors have started the strategy against the daily attacks. It consists of two fundamental things; the monitoring and the access control. To monitor the network, the authors have installed the intrusion detection system and have managed it since 1998. For the second thing, the authors arranged three categories to classify all hosts (about 5000 hosts) at KEK according to their security level. To realize these three categories, the authors filter the incoming packet from outside KEK whether it has a SYN flag or not. The network monitoring and the access control produced good effects in keeping the security level high. Since 2000 the authors have started the transition of LAN from shared-media network to switched network. Now almost part of LAN was re-configured ...
Exponentially growing biological and bioinformatics data sets present a challenge and an opportunity for researchers to contribute to the understanding of the genetic basis of phenotypes. Due to breakthroughs in microarray technology, it is possible to simultaneously monitor the expressions of thousands of genes, and it is imperative that researchers have access to the clinical data to understand the genetics and proteomics of the diseased tissue. This technology could be a landmark in personalized medicine, which will provide storage for clinical and genetic data in electronic health records (EHRs). In this paper, we explore the computational and ethical challenges that emanate from the intersection of bioinformatics and healthcare informatics research. We describe the current situation of the EHR and its capabilities to store clinical and genetic data and then discuss the Genetic Information Nondiscrimination Act. Finally, we posit that the ...
Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. We describe design principles our participants used during the participatory design of a PHIM tool. These include individual control, sharing, integration, security and flexibility. These findings provide new insights into emerging ideas in consumer health informatics research and technology design. Understanding health consumers' PHIM needs is an important step in creating technology to support these ...

The optically stimulated luminescent (OSL) radiation dosimeter technically surveys a wide dynamic measurement range and a high sensitivity. Optical fiber dosimeters provide capability for remote monitoring of the radiation in the locations which are difficult-to-access and hazardous. In addition, optical fiber dosimeters are immune to electrical and radio-frequency interference. In this paper, a novel remote optical fiber radiation dosimeter is described. The optical fiber dosimeter takes advantage of the charge trapping materials CaS:Ce, Sm that exhibit OSL. The measuring range of the dosimeter is from 0.1 to 100 Gy. The equipment is relatively simple and small in size, and has low power consumption. This device is suitable for measuring the space radiation dose and also can be used in high radiation dose condition and other dangerous radiation occasions. (authors)

The Ohio State University Research Reactor (OSURR) is licensed to operate at a maximum power level of 500 kW. A pool-type reactor using flat-plate, low enriched fuel elements, the OSURR provides several experimental facilities including two 6-inch i.d. beam ports, a graphite thermal column, several graphite-isotope-irradiation elements, a pneumatic transfer system (Rabbit), various dry tubes, and a Central Irradiation Facility (CIF). The core arrangement and accessibility facilitates research programs involving material activation or core parameter studies. The OSURR control room is large enough to accommodate laboratory groups which can use control instrumentation for monitoring of experiments. The control instrumentation is relatively simple, without a large amount of duplication. This facilitates opportunities for hands-on experience in reactor operation by nuclear engineering students making reactor parameter measurements. For neutron ...
This report for the Swiss Federal Office of Energy (SFOE) presents the results of a study carried out on the Norwegian electricity market 10 years after its liberalisation. The similarity of the Norwegian market to the Swiss electricity market is discussed. Similarly to the proposed situation in Switzerland, the liberalisation in Norway foresaw no privatisation of public utilities and a model for the regulation of grid access was introduced. The report describes and comments on the various phases in which the liberalisation occurred and examines the various instruments used, e.g. to ensure that individual grid operators did not make undue profits from their monopoly. The methods used for the monitoring of grid operators' costs are described and the mechanisms involved in the definition of prices for grid services are examined, including measures taken when profits were too high or too low. The report is concluded with a discussion of ...
A series of experiments involving high explosives and radioactive materials were conducted at Los Alamos, New Mexico, primarily to understand certain safety aspects of operational nuclear weapons. The experiments were conducted underground in large diameter holes as deep as 120 ft. The location was selected because it had geologic and hydrologic characteristics that assured complete containment of the experiments and precluded any possible contamination of groundwater. Important features verified by the USGS included the absence of any recharge and about 1200 feet of dry rock above the groundwater aquifer. Residual materials dispersed by detonation of the high explosives remain at the bottom of the experimental holes. The materials of significance from an environmental standpoint include about 40 kg of plutonium, 93 kg of enriched uranium, at least 82 kg of depleted uranium, 13 kg of beryllium, and an undetermined amount of lead. Environmental monitoring has been ...

This report describes a technique of inserting an implantable venous access port (portacath) through a thrombosed and occluded vein employing a pre-existing peripherally inserted central catheter (PICC) as the route of access. The PICC was used as a conduit for venous access in a way that has not been described previously in the literature. This procedure was performed in a young patient with cystic fibrosis in an effort to prevent the use of his virgin contralateral veins, which might be used in the future.
Steam generators for nuclear plants require access to the primary and secondary side for various inspection, cleaning and repair procedures and upon achieving access various inspection and cleaning tasks must be carried out. Steam generators currently at manufacture are therefore provided with; primary side access via the primary manways, steam drum access via the steam drum manway, U-bend region access via the secondary manway and drum-internals access passages, tubesheet secondary side access via tubesheet level inspection ports and tube support plate access via tube support level access ports. Many CANDU steam generators were built with only primary and drum manways and either no tubesheet ports or ports which were located ineffectively. The steam generators at Wolsong 1 were built with secondary ...
The Steam Generator (SG) serves as an interface between primary and secondary cycle in Pressurized Heavy Water Reactor (PHWR). Failure of steam generator tubes result in leaking of active heavy water in the secondary closed loop. In Tarapur Atomic Power Station-3 and 4 (TAPS- 3 and 4), Scintillator detectors are provided to detect on line heavy water leakages in SG and moderator heat exchangers by monitoring Nitrogen-16 (16N) and Oxygen-19 (19O) activities. Efficacy of detection of these activities at designed detector position on SG blow down line in presence of background radiation field is analysed theoretically. The count rate of 19O and 16N estimated at the detector position inside Reactor Building (RB) shows that detectors only respond to very high leak rates due to presence of high ambient radiation level even though sensitivity is appreciably good. For detector position in RB in the accessible areas and out side the RE containment, the ...

Seven years ago 164 governments, together with partner organizations from around the world, made a collective commitment to dramatically expand educational opportunities for children, youth, and adults by 2015. Participants at the World Education Forum in Dakar, Senegal, endorsed a comprehensive vision of education, anchored in human rights, affirming the importance of learning at all ages and emphasizing the need for special measures to reach the poorest, most vulnerable and most disadvantaged groups in society. This sixth edition of the "Education for All (EFA) Global Monitoring Report" assesses the extent to which these commitments are being met. There is clearly a "Dakar effect," evidence that rallying around common goals can mobilize countries to empower individual lives. Partly because of the abolition of tuition fees, more children are enrolled in school than in 2000, with the sharpest increases in the regions farthest from the goals set in Dakar. Many ...

It ensures that suppliers, traders and producers propose offers that are consistent with their financial and technical constraints. It monitors the implementation of and compliance with regulations giving consumers the right to choose their supplier in a competitive market, and allowing new suppliers to enter the market. This document is the 2008 activity report of CRE. ...
Many mines and processing facilities are in remote, difficult to access areas, or are in areas where access is limited or restricted for national reasons. In a joint project with Canada Centre for Remote Sensing, the Canadian Safeguards Support Program is investigating utility of multi- and hyperspectral remote sensing for remotely inspecting such site. With a view to eventually using the hyperspectral satellite data now coming available, airborne data over uranium and copper mine tailings and uranium processing facilities in northern Canada were acquired. The objective of this work is to demonstrate that multispectral and hyperspectral data can provide complementary and supplementary information to high-resolution panchromatic imagery for the following safeguards applications: Inspection aids (up-to-date maps of remote locations), change detection, evaluation of member state declarations, monitoring of reactor, mining and ...

Femtocells are assuming an increasingly important role in the coverage and capacity of cellular networks. In contrast to existing cellular systems, femtocells are end-user deployed and controlled, randomly located, and rely on third party backhaul (e.g. DSL or cable modem). Femtocells can be configured to be either open access or closed access. Open access allows an arbitrary nearby cellular user to use the femtocell, whereas closed access restricts the use of the femtocell to users explicitly approved by the owner. Seemingly, the network operator would prefer an open access deployment since this provides an inexpensive way to expand their network capabilities, whereas the femtocell owner would prefer closed access, in order to keep the femtocell's capacity and backhaul to himself. We show mathematically and through simulations that the reality is more ...

An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

Full text: Secure, reliable and cost-effective communications are becoming an increasingly important tool for safeguards verification. This trend began with the initiation of remote monitoring implementation, where secure and cost effective data communications were required both to satisfy the confidentiality requirements of Member States and in order to meet the rigorous data authenticity requirements which allow the International Atomic Energy Agency (IAEA) to draw credible and independent conclusions. In addition, the implementation of additional protocols and integrated safeguards increases the importance of information (obtained in the course of an inspection, visit, complementary access or design information verification) being analyzed and corroborated with other information sources stored at IAEA Headquarters or Regional Offices, often while the inspector is still on-site. This requires the capability of enabling the inspector, wherever ...
This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaounde, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer ...
Steam generators (SG) are among the most critical components of pressurized water Nuclear Power Plants (NPP). SG tubes must provide a reliable pressure boundary between the primary and secondary cooling water. It is because that any leakage from tube defects could result in the release of radioactivity to the environment. Thus degradations of steam generators tubes should be monitored and inspected periodically under nuclear regulatory. In-service inspections of SG tubes are carried out using eddy current test (ECT) and the defected tubes are usually plugged. Because the radioactivity in the internal of SG chambers limits free access of human worker, remote manipulators are required. In South Korea, Manipulators such as the Zetec SM series and the Westinghouse ROSA series have been used. Such manipulators are rigidly mounted to manways or tube sheets of SG. Confusions for the inspected tubes may occur from deflection of the manipulators. To ...

The need for a Combustion and Melting Research Facility focused on the solution of glass manufacturing problems common to all segments of the glass industry was given high priority in the earliest version of the Glass Industry Technology Roadmap (Eisenhauer et al., 1997). Visteon Glass Systems and, later, PPG Industries proposed to meet this requirement, in partnership with the DOE/OIT Glass Program and Sandia National Laboratories, by designing and building a research furnace equipped with state-of-the-art diagnostics in the DOE Combustion Research Facility located at the Sandia site in Livermore, CA. Input on the configuration and objectives of the facility was sought from the entire industry by a variety of routes: (1) through a survey distributed to industry leaders by GMIC, (2) by conducting an open workshop following the OIT Glass Industry Project Review in September 1999, (3) from discussions with numerous glass engineers, scientists, and executives, and (4) during visits to ...
Difficulty in recalling the names of people is very common in the early stages of Alzheimer's disease and in mild cognitive impairment (MCI). However, it is not known whether the difficulty in naming people in MCI reflects problems associated with lexical access or with semantic access. We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.
It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and ...

Background Stimulated by the concept of Natural Orifice Transluminal Endoscopic Surgery (NOTES), minimizing the access even further has become a new trend in minimally invasive surgery. We compare our recently described new method of endoscopic single-access adrenalectomy with the conventional retroperitoneoscopic approach in a matched-pairs study. Methods Fifty single-access retroperitoneoscopic adrenalectomies (SARA) were performed in 47 selected patients suffering from Conn?s adenomas (n?=?20), pheochromocytomas (n?=?15), Cushing?s adenomas (n?=?6), and other diseases (n?=?6). For SARA, a single 2-cm skin incision beneath the 12th rib was used. Following creation of the retroperitoneal space with the rigid endoscope, dissection was carried out single-handed. Another 47 patients served a...
Over the past three decades, rising competition from television and other new media prompted the FCC to ease the responsibilities of radio stations to maintain extensive records of issues programming, while retaining the responsibility of stations to provide ready public access to records. This study investigated the availability of Issues-Programs Lists in nearly 100 Missouri radio station Public Files. One in five randomly sampled stations failed to produce access to Lists upon demand as required under federal law. Noncompliance themes include: Inability to access Public Files within 20 minutes of face-to-face requests; station personnel with limited or no knowledge of Files; denial of access to Files and Lists (i.e., verbal refusals, locked studio doors); and incomplete Files. The rate ...

This paper outlines conceptual framework for safeguards remote sensing, and suggests a strategy for overcoming the challenges to full exploitation of all types of optical satellite imagery. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. Its use is still relatively restricted, but there is a growing demand for wider satellite reconnaissance support, and the Satellite Image Analysis Unit (SIAU) has recently been expanded in response. For a number of reasons, IAEA safeguards use of satellite imagery is largely based on visual interpretation by experienced image analysts of high-resolution monochromatic imagery to monitor and characterize buildings and structures on safeguards sites. The very wide range of remote sensing capabilities could be ...

Small-scale stoves, producing heat and hot water, are suited for domestic purposes. In order to optimise their efficiency when using lignocellulosic pellets, an important task is to do research on their real performance. The general behaviour depends on many operational factors (air flow and humidity, pressure, etc), dimension and pellet characteristics (moisture, size, raw material, density, friability, etc). In this paper, the first results and general performance of a 24 kW pellet fixed bed stove pilot plant are presented. The plant has been designed to study pellet combustion in the laboratory. The main targets are to reduce emissions of pollutants and to improve energy efficiency. Different situations can be simulated and tested due to its flexible design. Temperatures, pressures, flows and emissions are measured and analysed. An extensive study of different load conditions is presented through the application of both an experiment design ...

The waste monitoring system in use at Los Alamos National Laboratory`s Plutonium Facility, TA-55, is a computer-based system that proves real-time information on industrial effluents. Remote computers monitor discharge events and data moves from one system to another via a local area network. This report describes the history, system design, summary, instrumentation list, displays, trending screens, and layout of the waste monitoring system.
In embodiments, spectroscopic monitormonitors modulated light signals to detect low levels of contaminants and other compounds in the presence of background interference. The monitor uses a spectrometer that includes a transmissive modulator capable of causing different frequency ranges to move onto and off of the detector. The different ranges can include those with the desired signal and those selected to subtract background contributions from those with the desired signal. Embodiments of the system are particularly useful for monitoring metal concentrations in combustion effluent.
The transfer function concept is well known as an additional method to evaluate the impulse test of power transformers in the test laboratory. Another application for the transfer function method is monitoring of transformers in service. Thereby, Off-line and On-line monitoring can be realized. Both kinds of monitoring are demonstrated with on-site measurements on a power transformer in service.
Various electrochemical techniques are available to continuously monitor corrosion in conditions simulating those on the secondary side of PWR steam generators. BC Hydro recently conducted a demonstration test of a bearing condition monitor. The test, at the 529-MW Kootenay Canal project, proved the ability of the monitor to detect machine condition faults. The capability to detect changing conditions during normal operation of hydroelectric machines gives hydro plant owners the opportunity to anticipate needed maintenance and ultimately to reduce the number of equipment failures. BC Hydro intends to install bearing condition monitors, as well as windings monitors, brushgear monitors, environmental monitors, and other selected systems in as many as 46 of its hydro generators. BC Hydro analyzed forced outages between 1985 and 1989 in its hydro system to identify which parts of a generating unit resulted in the highest number of hours of outage. From there, the utility has formulated a concept for a machine condition ...

In both office and home environments, Ethernet represents the dominant networking technology in use. Ethernet is low cost and the networks are fairly understood by users. The author began by explaining the physical and data link layers of Ethernet, then touched on fibre-optic cables. The industrial protocols were discussed, followed by Ethernet network topology. The environmental robustness of Ethernet networks was reviewed, with a word of caution from the author, advising to properly evaluate whether Ethernet represents a mission-critical component of the substation, as substation control houses are not environmentally controlled spaces, often minimally heated and no cooling. Engineering access to station Integrated Electric Drives (IEDs). By properly connecting Ethernet networks, it is possible to access relays in the substations from desktop engineering workstations in the central office. Stenting for stenosis of the proximal vertebral artery (VA) is commonly performed via a femoral approach. However, iliofemoral occlusive disease such as arteriosclerosis obliterans sometimes prevents safe transfemoral access. In certain situations where both femoral access and ipsilateral brachial access are difficult because of a concomitant vascular diseases or particular anatomic setting, a contralateral brachial approach using the brachiobrachial pull-through technique may allow efficient and accurate stenting. A case of VA origin symptomatic stenosis successfully treated with stenting using the new pull-through technique from the contralateral brachial artery to the brachial artery on the affected side is described. Purpose - The purpose of this paper is to encourage other libraries to provide access to their own original content via the web. By way of case study, the process of identifying materials, scanning them and creating web access to original content will be explored. Design/methodology/approach - To implement a book digitization project, three major things need to be present. The library must own material that was published prior to 1923, making them safely out of copyright in the USA; the library needs access to server space on the web and the library needs to own scanning equipment. Findings - This project demonstrated that a library does not necessarily need to obtain grant funding to begin an effective and successful digitization program. It also revealed a few things that would improve t...
A new on-line monitoring system has been developed for pitting corrosion monitoring of carbon steel tubes in cooling water systems. This monitoring system was found to be quite sensitive to the microbiological activity relating to pitting corrosion on a real-time basis. The value of galvanic current indicates the performance level of pitting corrosion inhibition even in biocide application. In addition, the changes in the galvanic current provide indicative information about the effectiveness in microbiological control program, even when the pressure drop measurement indicates no biofilm formation. It can be also useful in detecting a microbiological control upset. In this paper, an introduction of the new monitoring system as a microbiological control effectiveness monitor and the field test results are discussed.

Full text: Introduction. Children, especially premature infants and neonates, are at a much higher risk to obtain an X ray induced disturbance of life - particularly cancer. On the one hand this is due to their longer life expectancy and on the other hand it is due to their higher cell proliferation rate. The paediatric radiology unit of the Inselspital Bern recently installed some of the most advanced X ray equipment nowadays available. It is based on the two latest digital technologies: double read computed radiography (CR) and direct digital radiography (DR). Only the implementation of these digital radiography systems permits the digital acquisition and additionally the analysis of acquired data. The systematic analysis of large amounts of biometric data and exposition data is the basis for further dose reduction and a systematic quality control (QC). Patients are increasingly critical concerning radiation exposure - especially parents regarding their children. Besides an ...

Polarized antiprotons produced by spin filtering with an internal polarized gas target provide access to a wealth of single- and double-spin observables, thereby opening a window to physics uniquely accessible with the HESR at FAIR. This includes a first measurement of the transversity distribution of the valence quarks in the proton, and a first measurement of the moduli and the relative phase of the time-like electric and magnetic form factors G{sub E,M} of the proton. In polarized and unpolarized pp-bar elastic scattering open questions like the contribution from the odd charge-symmetry Landshoff-mechanism at large |t| and spin-effects in the extraction of the forward scattering amplitude at low |t| can be addressed.
To expand the information base on molecular accessibility in solvent swelled coal, Argonne Premium Coal Samples (APCS) were swelled in polar, basic solvents before and after moisture loss and upon air oxidation. So far studies have been reported on the changes in pore size distribution as a function of temperature when polar basic swelling solvents are used. Additional studies employing EPR spin probe techniques performed on the breaking up of the hydrogen bonding between bedding planes were later confirmed by magnetic resonance imaging at Argonne National Lab and the University of Illinois.
Choosing a medical device is complex and requires a transparent process based on reason, evidence and assessment of prioritized public health needs. Poor choices lead to inappropriate use or non-use of medical devices and a waste of resources. This report suggests how an agenda to improve access to appropriate medical devices could be devised from applying the crucial 4 components - Availability, Accessibility, Appropriateness, and Affordability, to the 15 global high-burden diseases and some cross-cutting issues. The results of this exercise suggest several areas of research necessary to help
During 2009, the Hilton M. Briggs Library, South Dakota State University, went live with MetaLib, a federated search engine from Ex Libris. This paper presents the implementation process, addresses resource accessibility issues, and suggests a number of resources that can be consulted about these issues. Readers can apply similar strategies to projects involving federated search systems, as many implementation projects involve the same basic considerations presented here. The author did not find any studies specifically focused on configurations of MetaLib resources, so this content should be singularly useful.

The immense volume of data generated by the suite of instruments on SDO requires new tools for efficient identifying and accessing data that is most relevant to research investigations. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.

The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)

A centralized, automatic monitoring system for coal mines has been developed. The system consists of newly-developed and improved sensors, transmission equipment, a minicomputer designed for scientific and technical calculations, and accompanying software (MOLES). MOLES performs six functions: input, computation, decision, memory, output and correction. Previously, centralized monitoring has been limited to single dimensional monitoring of the 'time and point' type. The present system carries out data analysis and processing with respect to time, space and item. It is also capable of simple automatic diagnosis of abnormalities. (In Japanese)
This document defines the services the Waste Sampling and Characterization Facility (WSCF) shall provide the Effluent and Environmental Monitoring Program (EEM) throughout the calendar year for analysis. Monitoring data are collected, evaluated, and reported to determine their degree of compliance with applicable federal and state regulations and permits.
Standard radiation monitoring has been conducted at Sendai nuclear power station for the purpose of estimation of 'source activity' during refueling outage and evaluation of countermeasures to reduce dose rate. Selected objects of the monitoring are radiation dose rate at maintenance area, radiation field at each equipment and piping, coolant chemistry and plant operation condition. Monitored data indicates that 'source activity' variation can be estimated to some extent using influential factors, and that evaluation of change of loose crud activity, which is presumed to be represented by the dose rate at letdown heat exchanger, is necessary to further explain change in radiation field at main work area. This book is divided into the following chapters: the atmospheric boundary layer; atmospheric diffusion; pollutants and their properties; and environmental monitoring and impact.
Long-Range Alpha Detector (LRAD) systems are designed to monitor alpha contamination by measuring the number of ions in the air. Alpha particles are a form of ionizing radiation and a typical 5-MeV alpha particle will create about 150,000 ion pairs in air. Field tests at various DOE sites have shown that LRAD Surface Soil Monitors (SSM), Sample Monitors, and Object Monitors are faster and more sensitive than traditional alpha detectors for measuring alpha contamination. This paper discusses the various applications of LRAD technology to low-level radioactive waste management.

A system and method for enabling human beings to communicate by way of their monitored brain activity. The brain activity of an individual is monitored and transmitted to a remote location (e.g. by satellite). At the remote location, the monitored brain activity is compared with pre-recorded normalized brain activity curves, waveforms, or patterns to determine if a match or substantial match is found. If such a match is found, then the computer at the remote location determines that the individual was attempting to communicate the word, phrase, or thought corresponding to the matched stored normalized signal.

Patient monitoring during mechanotherapy based on electrocutaneous impedance measurement is discussed. Methods implemented by the Alpharhythmica computer-assisted system are described. Mechanotherapy modifies electrocutaneous impedance as compared to other parameters: heart rate, arterial pressure, and body temperature. Real time criteria of mechanotherapy efficacy based on electrocutaneous impedance measurement are suggested. Results of electrocutaneous impedance monitoring are presented.
The Comprehensive Nuclear-Test-Ban-Treaty (CTBT), which was opened for signature in 1996, bans all nuclear explosions in all environments. Republic of Korea has been working to monitor compliance with CTBT by deterring and detecting any nuclear explosions conducted anywhere on Earth. For the verification of CTBT, several techniques are implemented. Radionuclide monitoring is of particular importance since it is the only method which can provide absolute assurance that a nuclear detonation has occurred

An experimental plan for improving the problems of failed fuel location system in Wolsung Unit-2 reactors was established. It is not possible to make an experiment on the failed fuel monitoring nuclides in the cold laboratories because they have very short half life. Therefore, the experiments can be only carried out at the existing monitoring system under reactor operation. For that reason, an experimental plan was drawn up for installing the radiation detection system on reactor site.

We present here the concept of a simple one dimensional photon beam position monitor for use with high power synchrotron radiation beams. It has micron resolution, reasonable linearity in an inexpensive design. Most important, is its insensitivity to diffusely scattered low energy radiation from components upstream of the monitor.
The Authenticated Tracking and Monitoring System (ATMS) has been designed to address the need for global monitoring of the status and location of proliferation-sensitive items. Conceived to utilize the proposed Global Verification and Location System (GVLS) satellite link, ATMS could use the existing International Maritime Satellite commercial communication system until GVLS is operational. The ATMS concept uses sensor packs to monitor items and environmental conditions, collects a variety of events data through a sensor processing unit, and transmits the data to a satellite, which then sends data to ground stations. Authentication and encryption algorithms will be used to secure the data. A typical ATMS application would be to track and monitor the safety and security of a number of items in transit along a scheduled shipping route. This paper also discusses a possible proof-of-concept system ...
This paper focuses on the application and features of a unified multi-machine train condition monitoring and diagnostic system as applied to a 340 MW repowered combined cycle power plant. Modifications during repowering of the plant required the addition of gas turbines, and design changes to the boiler and steam turbine. Operational procedure during startup also had to be developed. In order to improve the economics of operation, enhancement of both plant operational efficiency and availability were required. Thus it was decided to implement an on-line plant-wide multi-machine Condition Monitoring System. In this paper, the details of the condition monitoring system and some of the design details of the power plant are presented. Requirements of a condition monitoring system applicable to a combined cycle plant are also covered. Salient system design features are explained. The system has been ...
The difficulty in information communication and sharing are major problems for forest fire monitoring and early warning in China. As authors, we applied web service technology to a personal digital assistant (PDA) forest fire monitoring system and propose the framework of a monitoring system based on service-oriented architecture (SOA). At the same time, we describe the composition and function of web services from a server side and a client side. The method for developing a web service invocation engine on the PDA is introduced in detail. Finally, an example of a fire danger rating and fire weather services system are established, based on the Beijing Forest Fire Control System. The results show that the PDA forest fire monitoring system based on web services can effectively take advantag...
The system of the early forecast of radiation hazardous fluxes of solar cosmic rays in space on the basis of the real time neutron monitors data obtained by the NMDB (Neutron Monitor Data Base) network is created. The forecast system is based on a short cut technique of definition of a spectrum of solar protons from the data of the limited number of neutron monitor stations and with a simplified procedure of accounts. It is shown that the results of computations of solar proton spectra with the short-cut technique little differ from spectra obtained with a complete technique at energies less than 5 GeV. Thus the good agreement between derived from the neutron monitor data intensities of solar protons in an energy range of hundreds MeV with the data of direct measurements of solar protons at GOES-11 spacecraft is observed. The maximum of increase on neutron monitors outstrips on ...

Transients induced in nuclear power plants from many sources result in one or more fluid conditions changing with time. Fluid conditions of pressure, inlet temperature, inlet flow, or even system power many change separately or in conjunction with each other. The result of the condition change may be one which induces departure from nucleate boiling. An experimental investigation of transient which were intended to achieve Critical Heat Flux was performed at the Heat Transfer Research Facility of Columbia University for Siemens Nuclear Power Corporation. The transients were set up to include broad ranges of flow and pressure conditions near the operating range of pressurized water reactors. Transient events were dominated by varying single conditions and measuring the response of the system and of the rod thermocouples. Because of coupling effects within the test loop, secondary conditions would also vary. In order to perform controlled tests which achieved the desired result, CHF ...
CuO/bentonite and CuO-BHA nanocomposites were studied as oxygen carriers in chemical-looping combustion (CLC) of simulated synthesis gas. Global reaction rates of reduction and oxidation, as the function of reaction conversion, were calculated from 10-cycle oxidation/reduction tests utilizing thermogravimetric analysis at atmospheric pressure between 700 and 900{degree}C. It was found that the reduction reactions are always faster than oxidation reactions; reaction temperature and particle size do not significantly affect the reaction performance of CuO/bentonite. Multicycle CLC tests conducted in a high-pressureflow reactor showed stable reactivity for production of CO{sub 2} from fuel gas at 800 and 900{degree}C and full consumption of hydrogen during the reaction. Results of the tapered element oscillating microbalance showed a negative effect of pressure on the global rates of reduction-oxidation reactions at higher fractional conversions. ...
The PSDE/SAT-2 multimission satellite designed to offer a flight opportunity to different experimental communication payloads and verify the feasibility of advanced space technologies is described. Document search is generally based on individual terms in the document. However, for collections within limited domains it is possible to provide more powerful access tools. This paper describes a system designed for collections of reports of infectious disease outbreaks. The system, Proteus-BIO, automatically creates a table of outbreaks, with each table entry linked to the document describing that outbreak; this makes it possible to use database operations such as selection and sorting to find relevant documents. Proteus-BIO consists of a Web crawler which gathers relevant documents; an information extraction engine which converts the individual outbreak events to a tabular database; and a database browser which provides access to the events and, through them, to the documents. The information extraction engine uses sets of patterns and word classes to extract the information about each event. Preparing these patterns and word classes has ...
The Fluxnet synthesis dataset originally compiled for the La Thuile workshop contained approximately 600 site years. Since the workshop, several additional site years have been added and the dataset now contains over 920 site years from over 240 sites. A data refresh update is expected to increase those numbers in the next few months. The ancillary data describing the sites continues to evolve as well. There are on the order of 120 site contacts and 60proposals have been approved to use thedata. These proposals involve around 120 researchers. The size and complexity of the dataset and collaboration has led to a new approach to providing access to the data and collaboration support and the support team attended the workshop and worked closely with the attendees and the Fluxnet project office to define the requirements for the support infrastructure. As a result of this effort, a new website (http://www.fluxdata.org) has been created to provide ...
The purpose of this study was to develop a foraging model that engenders large meals. Eight free-feeding baboons were first given periodic access to a chocolate sugar-coated candy (M & Ms?) and then a jelly sugar-coated candy (Skittles?). Baboons had access to food 24?h each day, but they had to complete a two-phase operant procedure in order to eat. Responding on one lever during a 30-min appetitive phase was required before animals could start a consumption phase, where responding on another lever led to food delivery, i.e., a meal. 3?days a week for 8 or 9?weeks baboons received candy during the first meal and then food pellets were available: a 2?month interval when only pellets were available separated periods of candy access. All baboons ate as much candy in the single candy meal as ...

Monitoring programs are difficult to design even when they focus on specific problems. Ecosystems are complex, and it is often impossible to predetermine what aspects of system structure or dynamics will respond to a specific insult. It is equally difficult to interpret whether a response is a stabilizing compensatory mechanism or a real loss of capacity to maintain the ecosystem. The problems are compounded in a broad monitoring program designed to assess ecosystem health'' at regional and continental scales. It is challenging in the extreme to monitor ecosystem response, at any scale, to past insults as well as an unknown future array of impacts. The present paper will examine some of the fundamental issues and challenges raised by large-scale monitoring efforts. The challenges will serve as a framework and as an excuse to discuss several important topics in more detail. Following ...
An on-line cell disruption system for at-line monitoring of the intracellular concentration of recombinant human superoxide dismutase (rhSOD) in a genetically modified Escherichia coli strain, HMS174(DE3) (pET11a/rhSOD), in bioreactor cultivations is described. The sampled bacteria were disrupted on-line by rapid mixing with a nonionic detergent. The recombinant protein content of the lysed bacterial sample was quantitated by a subsequent surface plasmon resonance biosensor with a specific monoclonal antibody. Extraction efficiency of the monitoring system was optimized with respect to the flow rate ratio of the cell suspension and the detergent at relevant cell densities with the aim to attain rapid monitoring. Monitoring was demonstrated for a shake flask culture and a glucose-limited fed-batch cultivation. The results are compared with a traditional enzyme-linked immunosorbent assay method showing a ...
In supervising CANDU plant operation, Operations staff must routinely monitor plant status using information from several information systems. One key source of plant status information are the CRT displays at console workstations and panel locations. At Darlington, as at most CANDU plants, Operations staff have adopted a reference set of displays for use in monitoring during Full Power Steady State conditions. The display set employed was chosen from the available suite of displays, and operational experience has demonstrated that the current displays could be improved. For Outages, no reference display set has been defined, and for Upset conditions, the current Transient display set does not provide the information needed by operations staff, and consequently is not used. This paper describes the basis for and findings from a COG project [1] undertaken in 1997 to characterize monitoring practice and develop improvements ...
This paper makes a case for "good politics for good education", with special reference to Nigeria. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). Politics in its raw form is concerned with seeking power for self-aggrandisement while politics in its noble form is concerned with seeking power for public good. In situations where good politics prevails, educational policies, programmes and delivery processes tend to produce the desirable outcome of "children passing through school and the school also passing through them". By combining the seven exclusion zones used ...
Generally, Hardening and irradiated brominating phenomena are occurred in the reactor vessel under operation conditions by atomic cavities and creation of impurity atoms which are led by high fast neutron flux. To assure the mechanical integrity of pressure vessel until the end of power plant life after monitoring the sample specimens on the vessel inside, a series of tests is performed over the retrieved surveillance capsule to examine the changes according to the plant operation in accordance with regulations. Monitoring surveillance capsules attached to neutron shield wall of outer core are consists of impact sample, tensile sample and temperature monitor
A model-based technique incorporating neural networks has been developed for process monitoring. The technique is intended for processes where the uncertainty in the reference model is larger than desired but where process measurements providing additional information about the behavior of the system are available. This data is used to reduce the uncertainty of the model. The technique has been implemented in a real-time system for monitoring operational changes of mechanical equipment for use in predictive maintenance applications. Tests on a peristaltic pump were conducted and demonstrate the advantages of the proposed technique.
Metallic contamination was monitored with Surface Photovoltage (SPV) technique in integrated circuit manufacturing facilities. Conventionally, Czochralski silicon bulk materials were used as monitor wafers. However, it has been observed that the diffusion length and the `Iron' concentration measured with SPV were inconsistent from run to run in one facility. The inconsistency is believed to be due to oxygen precipitate in silicon materials during the thermal cycle. By using low oxygen concentration or Float Zone wafers, metallic contaminants can be monitored more accurately and consistently.
During a number of years research and development projects have been made to present methods of monitoring the grate in a grate fired boiler. The monitoring is interesting in order to be able to increase efficiency, increase burn-out of ash, improve the status of emissions, improve transportation of ash and fuel through the furnace, reduce costs for operation and maintenance, handle greater loads etc. Improvement of the combustion has been concentrated to the development of the gas phase combustion. In the past few years the computer development has progressed rapidly and the use of optical monitoring methods have been made possible for monitoring grates. To analyse state of the art of optical grate monitoring systems three different methods have been used, literature search, inquiry where plant owners were asked if they have used grate monitoring systems and if ...

The system components of this feasibility study are collectively referred to as a Geographic Visualization and Communications System (GVCS). State-of-the-art techniques will be used and developed to allow both the vehicle operator and network manager to monitor the location and surrounding environment of a transport vehicle during shipment.
This report briefly describes the background to colliery engineering maintenance, past experience in machine condition monitoring within coal preparation and the introduction of condition-based maintenance. A role model scheme has been developed for the introduction of condition-based maintenance into coal preparation plants. The report describes the instrumentation and monitoring methods suitable for application to most mineral processing plants, the use of specialist companies to monitor, gather, process and analyse the information and the actions taken by the colliery. Examples of the benefits of operating such a scheme are given in terms of safety, performance and finance. Other problematical aspects of coal processing are examined which have a direct effect on plant condition and availability.
Solid-state acoustic sensors for monitoring conditions at a surface immersed in a liquid and for monitoring concentrations of species in a liquid and for monitoring electrical properties of a liquid are formed by placing interdigital input and output transducers on a piezoelectric substrate and propagating acoustic plate modes therebetween. The deposition or removal of material on or from, respectively, a thin film in contact with the surface, or changes in the mechanical properties of a thin film in contact with the surface, or changes in the electrical characteristics of the solution, create perturbations in the velocity and attenuation of the acoustic plate modes as a function of these properties or changes in them.
One of the requirements for a federated information system is interoperability, the ability of one computer system to access and use the resources of another system. This feature is particularly important in biomedical research systems, which need to coordinate a variety of disparate types of data. In order to meet this need, the National Cancer Institute Center for Bioinformatics (NCICB) has created the cancer Common Ontologic Representation Environment (caCORE), an interoperability infrastructure based on Model Driven Architecture. The caCORE infrastructure provides a mechanism to create interoperable biomedical information systems. A technique has been developed to estimate the percent population having electric power access based on the presence of satellite detected nighttime lighting. A global survey was conducted for the year 2006 using nighttime lights collected by the U.S. Air Force Defense Meteorological Satellite Program (DMSP) in combination with the U.S. Department of Energy Landscan population dataset. The survey includes results for 229 countries and more than 2000 subnational units. The results are compared to reported electrification rates for 87 countries compiled from a variety of sources by the International Energy Agency. The DMSP derived estimate of number of people worldwide who lack access to electricity is 1.62 billion, only slightly larger than the 1.58 billion estimated by the International Energy Agency.
Put in place to protect the rights of the child, the Convention on the Rights of the Child is a set of non-negotiable standards. A core principle underpinning the Convention is the child's right to participate fully in social arenas and to access sources of social support without excessive interference. Juxtaposing this is the right of the child to be shielded from harm, abuse and exploitation. Over the past several decades the Internet has emerged as a fast and easily accessible medium for people to connect and communicate. While the Internet provides children with a source of support through chat rooms, online communities and social networking sites, just as equally it can expose vulnerable children to predatory and deviant individuals exacerbating the potential for harm. Upholding the Convention in cyberspace is a challenge. The Internet is not owned or regulated by any governing body and accountability is difficult to enforce. This article ...
Traffic characterization is an important means for Internet Service Providers (ISPs) to adapt and to optimize their networks to the requirements of the customers. Most network measurements are performed in the backbone of these ISPs, showing both, residential and business Internet traffic. However, the traffic characteristics of business and home users differ significantly. Therefore, we have performed measurements of home users at a broadband wireless access service provider in order to reflect only home user traffic characteristics. In this paper, we present the results of these measurements, showing daily traffic fluctuations, flow statistics as well as application distributions. The results show a difference to backbone traffic characteristics. Furthermore, we observed a shift from web...
Upcoming high-intensity laser systems will be able to probe the quantum-induced nonlinear regime of electrodynamics. So far unobserved QED phenomena such as the discovery of a nonlinear response of the quantum vacuum to macroscopic electromagnetic fields can become accessible. In addition, such laser systems provide for a flexible tool for investigating fundamental physics. Primary goals consist in verifying so far unobserved QED phenomena. Moreover, strong-field experiments can search for new light but weakly interacting degrees of freedom and are thus complementary to accelerator-driven experiments. I review recent developments in this field, focusing on photon experiments in strong electromagnetic fields. The interaction of particle-physics candidates with photons and external fields can be parameterized by low-energy effective actions and typically predict characteristic optical signatures. I perform first estimates of the accessible ...
Multimodal interfaces are becoming increasingly ubiquitous with the advent of mobile devices, accessibility considerations, and novel software technologies that combine diverse interaction media. In addition to improving access and delivery capabilities, such interfaces enable flexible and personalized dialogs with websites, much like a conversation between humans. In this paper, we present a software framework for multimodal web interaction management that supports mixed-initiative dialogs between users and websites. A mixed-initiative dialog is one where the user and the website take turns changing the flow of interaction. The framework supports the functional specification and realization of such dialogs using staging transformations -- a theory for representing and reasoning about dialogs based on partial input. It supports multiple interaction interfaces, and offers sessioning, caching, and co-ordination functions through the use of an ...
This is a thought piece on data-intensive science requirements for databases and science centers. It argues that peta-scale datasets will be housed by science centers that provide substantial storage and processing for scientists who access the data via smart notebooks. Next-generation science instruments and simulations will generate these peta-scale datasets. The need to publish and share data and the need for generic analysis and visualization tools will finally create a convergence on common metadata standards. Database systems will be judged by their support of these metadata standards and by their ability to manage and access peta-scale datasets. The procedural stream-of-bytes-file-centric approach to data analysis is both too cumbersome and too serial for such large datasets. Non-procedural query and analysis of schematized self-describing data is both easier to use and allows much more parallelism.
During the last two years, the performance of the Penning trap mass spectrometer ISOLTRAP at ISOLDE/CERN (Geneva) has been considerably enhanced. Many technical improvements have been completed (i) to access nuclides that are produced in minute quantities of only 100 ions s/sup -1/, (ii) to increase the relative mass accuracy to accessible nuclei with a half-life of down to approximately=50 ms. The major steps are presented, in particular the recent implementation of a magnetron phase locking mechanism which results in a significant reduction of the duration of ISOLTRAP's cyclotron measurements. While radiation-pressure cooling is well known, the Brillouin scattering of light from sound is considered an acousto-optical amplification-only process. It was suggested that cooling could be possible in multi-resonance Brillouin systems when phonons experience lower damping than light. However, this regime was not accessible in traditional Brillouin systems since backscattering enforces high acoustical frequencies associated with high mechanical damping. Recently, forward Brillouin scattering in microcavities has allowed access to low-frequency acoustical modes where mechanical dissipation is lower than optical dissipation, in accordance with the requirements for cooling. Here we experimentally demonstrate cooling via such a forward Brillouin process in a microresonator. We show two regimes of operation for the Brillouin process: acoustical amplification as is traditional, but also for the first time, a Brillouin cooling regime. Cooling is ...
Integrated femtocell/macrocell networks, comprising a conventional cellular network overlaid with femtocells, offer an economically appealing way to improve coverage, quality of service, and access network capacity. The key element to successful femtocells/macrocell integration lies in its self-organizing capability. Provisioning of quality of service is the main technical challenge of the femtocell/macrocell integrated networks, while the main administrative challenge is the choice of the proper evolutionary path from the existing macrocellular networks to the integrated network. In this article, we introduce three integrated network architectures which, while increasing the access capacity, they also reduce the deployment and operational costs. Then, we discuss a number of technical issues, which are key to making such integration a reality, and we offer possible approaches to their solution. These issues include efficient frequency and ...
This system provides data logging facility for axial profile and dynamic profile experiments during low power physics experiments. The data from Cobalt Self Powered Neutron Detectors (SPNDs) are logged via hardware consisting of PC plug-in cards and data of vanadium SPNDs are logged from the Flux Mapping System (FMS) network (multicast data). The data along with programmable details of the experiment is transferred to an Access Database. The system provides online displays and extensive reports from the Access Database as per the requirement from Reactor Physicists. This paper briefly describes the evolvement of requirements (from the experience of operation of TAPS 4 to TAPS 3), software architecture and design. (author)
In mobile animals, movement behavior can maximize fitness by optimizing access to critical resources and minimizing risk of predation. We sought to evaluate several hypotheses regarding the effects of landscape structure on American marten foraging path selection in a landscape experiencing forest perforation by patchcut logging. We hypothesized that in the uncut pre-treatment landscape marten would choose foraging paths to maximize access to cover types that support the highest density of prey. In contrast, in the post-treatment landscapes we hypothesized marten would choose paths primarily to avoid crossing openings, and that this would limit their ability to optimally select paths to maximize foraging success. Our limiting factor analysis shows that different resistant models may be sup...
Background This study aimed to evaluate laparoendoscopic single-site (LESS) adrenalectomy via the retroperitoneal approach using the Alexis wound retractor with standard laparoscopic instrumentation. Results All the LESS procedures for these seven patients with adrenal tumors (size, 1.3?6.0?cm; 4 right, 1 left) were completed successfully without traditional laparoscopic conversion or complication. The average operative time was 159?min, and the estimated blood loss was 100?ml. The average hospital stay was 2?days (range, 1?3?days). Conclusion...
A new test methodology is described which allows access to loading rates that lie between split Hopkinson bar and shock-loading techniques. Gas gun experiments combined with velocity interferometry techniques have been used to experimentally determine the intermediate strain-rate loading behavior of Coors AD995 alumina and Cercom silicon-carbide rods. Graded-density materials have been used as impactors; thereby eliminating the tension states generated by the radial stress components during the loading phase. Results of these experiments demonstrate that the time-dependent stress pulse generated during impact allows an efficient transition from the initial uniaxial strain loading to a uniaxial stress state as the stress pulse propagates through the rod. This allows access to intermediate loading rates over 5 x 10{sup 3}/s to a few times 10{sup 4}/s.
Much research has been carried out in order to manage structured documents such as SGML documents and to provide powerful query facilities which exploit document structures as well as document contents. In order to perform structure queries efficiently in a structured document management system, an index structure which supports fast document element access must be provided. However, there has been little research on the index structures for structured documents. In this paper, we propose various kinds of new inverted indexing schemes and signature file schemes for efficient structure query processing. We evaluate the storage requirements and disk access time of our schemes and present the analytical and experimental results.
The Seventh Meeting of the Conference of the Parties (2004) of the Convention on Biological Diversity established a mandate for the negotiation of an international regime on Access to Genetic Resources and Benefit Sharing arising from their utilization. Negotiations have been proceeding and have entered the final phase. Seven working group meetings have been held to date and there is expectation that an instrument will emerge by the final deadline - the Tenth Meeting of the Conference of the Parties in Nagoya, Japan in October 2010. A key component singled out for inclusion in the international regime relates to the recognition and protection of the rights of indigenous and local communities (ILCs) over their traditional knowledge (TK) associated with genetic resources. The Ninth Meeting o...
An image-analysis system, based on commercially available data visualization software (IDL [1]), allows convenient interaction with image data while still providing calculated beam parameters at a rate of up to 2 Hz. Image data are transferred from the IOC to the workstation via EPICS [2] channel access. A custom EPICS record was created in order to overcome the channel access limit of 16k bytes per array. The user can conveniently calibrate optical transition radiation (OTR) and fluorescent screens, capture background images, acquire and average a series of images, and specify several other filtering and viewing options. The images can be saved in either IDL format or APS-standard format (SDDS [3]), allowing for rapid postprocessing of image data by numerous other software tools.
Computer vision imposes unique requirements on the representation and manipulation of image data and knowledge. At a vision system's lowest level are sensors that represent an image with purely numeric image arrays, while at the highest level are semantic world models that provide the final interpretation of the scene. In between are thousands of intermediate descriptions, many of which must be repeatedly accessed and processed during interpretation. In this article, the authors describe a representation and management system for use at the intermediate (symbolic) level of vision. Based on database management methodology, the intermediate symbolic representation (ISR) mediates access to intermediate-level vision data and forms an active interface to the higher-level inference processes that construct an image's interpretation. The system supports important types of data and operations and can be adapted to the changing needs ...
In this paper it will be discussed how to most effectively give room to competitive forces in natural gas markets, given the traditional merchant pipeline as point of departure. Alternative models of organizing the market will be reviewed: we first consider decreasing barriers to entry and then analyse advantages and drawbacks of a third party access system. In this context different forms of implementing a competitive market for transportation capacity and coordinating it with gas trade are discussed, among them a simultaneous auction of gas and transmission capacity. Finally a hub system of point markets will be suggested to improve the currently implemented third party access system and to allow for competitive markets for gas and transportation service. 33 refs., 6 figs.
ATLAS Experiment is an international collaboration where more than 37 countries, 172 institutes and laboratories, 2900 physicists, engineers, and computer scientists plus 700 students participate. The management of this teamwork involves several aspects such as institute contribution, employment records, members' appointment, authors' list, preparation and publication of papers and speakers nomination. Previously, most of the information was accessible by a limited group of people and the system used was not designed to handle new requirements easily. Moreover, developers had to face problems such as different terminology, diverse data modeling, heterogeneous databases and unlike users needs. Besides that, the maintenance has to be an easy task considering the long lifetime experiment and professionals turnover. The Glance system, a generic mechanism for accessing any database, acts as an intermediate layer isolating the user from the ...
This document is intended to serve two purposes. Its first purpose is that of a program status report of the considerable progress that the Department of Energy (DOE) has made since 1993, the time of the last such report (DOE/ER-0536, {open_quotes}The DOE Program in HPCC{close_quotes}), toward achieving the goals of the High Performance Computing and Communications (HPCC) Program. The second purpose is that of a summary report of the many research programs administered by the Mathematical, Information, and Computational Sciences (MICS) Division of the Office of Energy Research under the auspices of the HPCC Program and to provide, wherever relevant, easy access to pertinent information about MICS-Division activities via universal resource locators (URLs) on the World Wide Web (WWW). The information pointed to by the URL is updated frequently, and the interested reader is urged to access the WWW for the latest information.
We analyse the issues involved in the management and mining of astrophysical data. The traditional approach to data management in the astrophysical field is not able to keep up with the increasing size of the data gathered by modern detectors. An essential role in the astrophysical research will be assumed by automatic tools for information extraction from large datasets, i.e. data mining techniques, such as clustering and classification algorithms. This asks for an approach to data management based on data warehousing, emphasizing the efficiency and simplicity of data access; efficiency is obtained using multidimensional access methods and simplicity is achieved by properly handling metadata. Clustering and classification techniques, on large datasets, pose additional requirements: computational and memory scalability with respect to the data size, interpretability and objectivity of clustering or classification results. In this study we ...
Western Area Power Administration (Western) is a power marketing agency of the US Department of Energy, with jurisdiction in 15 western states. The Salt Lake City Area (SLCA) of Western performs the agency`s mission in parts of Colorado, New Mexico, Texas, Utah, Arizona, Wyoming, and Nevada. As part of its mission, Western owns, operates, and maintains a system of transmission lines for transmitting bulk electrical energy from points of generation to and between delivery points. Part of that system in southwestern Colorado includes the Blue Mesa-Curecanti and Blue Mesa-Salida 115-kV transmission lines. Western proposes to conduct maintenance and improve its access roads for these two transmission lines. This paper discusses the impacts to the existing environment as well as the environmental consequences resulting from the maintenance and construction that is proposed.
The presence of inefficient distribution networks and supply chains of medicines creates problems in that even if African countries can secure steep, sustainable cost-containing procurements, access to needed medicines may still be impaired. The expected health benefits from affordable pricing or subsidies on prices of medicines may not be realized. This article evaluates drug supply chains in African countries and advocates for consolidated private wholesale markets and multiplicity of retail pharmacies. Public supply chains should be shortened and supported by contracting out with private distributors, including wholesalers and retail pharmacies. Additionally, drug regulatory authorities should be allowed to charge registration fees that are proportionate to the costs of technical regula...
Abstract In this paper, a Cognitive Radio Based Medium Access Control (CR-MAC) protocol for Wireless Sensor Body Area Networks (WSBAN) that utilizes cognitive radio transmission is proposed. In this proposal, the sensor nodes are classified into nodes of life-critical health information and nodes of non-critical health information. The CR-MAC protocol prioritizes the critical packets access to the transmission medium by transmitting them with higher power while transmitting lower priority packets using lower transmission power. At the receiver, a higher priority packet experiences collision only when there are more than one critical packet transmission at the same transmission slot while non critical packets experience collision when there are more than one transmission at the same transmi...

Summary Objective Community-based information on the delivery and use of health interventions is important to monitor the effectiveness of the Roll Back Malaria programme. However, community surveys to determine coverage for insecticide-treated bed nets are time-consuming and costly. We wanted to assess whether schoolchildren's reports of household ownership of a bed net and coverage among high-risk groups monitored by schoolteachers through a questionnaire could be used as a proxy of household ownership of bed net and coverage at community level, for routine monitoring of malaria control programmes. Method 3602 schoolchildren in 39 randomly selected schools and 2798 heads of households in 39 villages were interviewed about their use of either insecticide-treated or untreated bed nets. Res...

Subsea installations will be linked to the FPSO by trenched flowlines connected to flexible risers. The FPSO will offload to shuttle tankers. First oil is expected in 2001. The environmental effects monitoring program will be conducted annually for the first two years beginning in 2000. Subsequent scheduling will be determined after a review of monitoring data collected during the first three years. Input to the design of the monitoring program was provided by all stakeholders, i. e. owners, local public, ...
Corrosion is a materials degradation process that engineering personnel in the pulp and paper industry have had to accept as unavoidable to some degree, due to aggressive processing conditions prevalent in paper mills. The increasing incidence of corrosion-related failures in plant and equipment has resulted in the introduction of new techniques to monitor corrosion rates, since many of the more traditional methods do not provide data that is either recent or accurate enough. Thin layer activation (TLA) is a new corrosion monitoring technique which has recently been employed to measure corrosion trends inside a continuous pulp digester. With TLA a surface is irradiated by a particle beam from a nuclear accelerator, causing it to be labelled with an accurate depth profile and low level radioactivity. By monitoring this activity, it is possible to calculate how much of the surface has been removed by corrosion. 14 refs., 7 ...

Coal mining generates a number of significant environmental impacts. Due to its synoptic coverage and repetitive data acquisition capabilities, remote sensing has been extensively used to monitor effects of surface mining. Availability of low cost and high resolution data in recent years has focused increased attention on the use of satellite data for monitoring surface mining activity. This article presents an overview of some of the important studies that have used satellite and airborne remote sensing data to assess environmental impacts of coal mining and to monitor reclamation activities. Detection and delineation of subsurface coal mine fires using remotely-sensed thermal data is also briefly discussed. The utility of interfacing remote sensing and Geographic Information Systems for effective environmental management of mining areas has been emphasized.
TRANSVERSE EMITTANCE PRESERVATION IS A MAJOR CONCERN OF THE LHC INJECTOR CHAIN. MINIMISATION OF THE BLOW-UP DUE TO MISMATCH AT INJECTION INTO THE SPS IS THEREFORE MANDATORY. WHILE THE TRANSVERSE POSITIONN OF THE BEAM IN THE SPS INJECTION LINE IS MONITORED BUNCH BY BUNCH BY AN OTR (OPTICAL TRANSITION RADIATION) SCREEN AND A FAST CCD (CHARGED COUPLED DEVICE) CAMERA, THE PHASE SPACE MATCHING AT INJECTION IS MONITORED BY AN OTR BASED MISMATCH MONITOR IN THE SPS RING. Many nondestructive beam position monitors are known. However, these devices can not be used for DC particle beam diagnostics. We investigated a method of beam diagnostics applicable for the operative control of DC high power e-beam inside closed waveguide. A design of the detector for determination of{open_quote} center of mass {close_quote} position of DC particle beam was developed. It was shown that the monitor can be used as a nondestructive method for the beam position control in resonators. Magnetic field of the particle beam outside a resonator is used. The detector consists of the steel yokes and magnetic field sensors. The sensors measure magnetic fluxes in the steel yokes fixed outside the resonator. When the particle beam changes its position, these magnetic fluxes also change. Beam displacement sensitivity of the monitor depends on the steel yoke dimensions. The detector sensitivity is equal to 1 Gauss/mm for ...

The exposure and subsequent undermining of pier/abutment foundations through the scouring action of a flood can result in the structural failure of a bridge. Bridge scour is one of the leading causes of bridge failure. Bridges subject to periods of flood/high flow require monitoring during those times in order to protect the traveling public. In this study, an innovative scour monitoring system using button-like fiber Bragg grating (FBG) sensors was developed and applied successfully in the field during the Aere typhoon period in 2004. The in situ FBG scour monitoring system has been demonstrated to be robust and reliable for real-time scour-depth measurements, and to be valid for indicating depositional depth at the Dadu Bridge. The field results show that this system can function well and survive a typhoon flood.

Exposure control at the operating Nuclear Power Station is a major concern. The challenging task of meeting the International standards in the field of radiation protection is the calibration of the radiation monitoring instruments and interpretation of personnel and area monitoring results. Correct interpretation is based on accurate calibration of radiation measuring instruments. The reliability and accuracy of the measurements are also partly based on the procedures applied in calibration. Inadequate calibration can cause large errors in dose estimation in complete dose rate range and energy range. In Tarapur Atomic Power Station unit-3 and 4, which is 540 MWe pressurized heavy water reactor, tritium is produced in primary heat transport system and moderator system. Tritium is a major contributor to the internal dose. Internal dose contributes about 30% of the collective dose. Internal dose monitoring and its control are important to control the collective dose. Estimation of internal dose is done by analysis of bioassay samples of radiation workers. In a month, about 7000 bioassay samples are analysed for the internal dose assessment during normal operation, and about 12000 during the biennial shut down of the reactor. As the number of devices is increasing in centralized monitoring and control rooms, Ashibetsu Mine of Mitsui Coal Mining Co. has carried out a study on the installation of a computer system for labor savings in the analysis and judgment of operators and for quick and accurate response for emergency in 1984. The target of the first stage was set to centralized monitoring of analog and on-off data using computers. The development plan included: the development of the first stage system of their mine based on the (A/D) 104 connected points and review of problems in 1985: and extension of equipment and revision of the entire system in 1986. The most favorable effect of the system installation is that effective monitoring is possible with display and that the data stored in the computer can be used later. (8 figs, 1 ref)

In 1991, the air quality monitoring program in Alberta consisted of continuous, intermittent, static, portable, mobile, and acid precipitation monitoring networks. The air quality monitoring networks are described and results from the continuous, intermittent, static, and acid precipitation networks are summarized. Regulations and guidelines for individual pollutants are discussed in detail. Pollutants monitored continuously (1-h average basis) include ammonia, CO, coefficient of haze, H{sub 2}S, nitrogen oxides, ozone, SO{sub 2}, and total hydrocarbons. Good air quality was observed most of the time at all continuous monitoring stations in 1991. The frequency of good air quality ratings ranged from 81% at the Edmonton northwest station to 98% at the Fort McMurray station. Intermittent monitoring (every 6th day) was conducted for total suspended particulates and ...
To monitor the groundwater contamination and the effectiveness of remedial actions, over a thousand monitoring wells are in active operation (i.e., require quarterly or semi-annual sampling) at SRS. Most wells are expected to continue in operation for another 20 to 40 more years. Required sample volumes can range from a less than a liter to 10 liters. To support the long-term groundwater monitoring requirements of these wells, SRS actively seeks technologies that can maximize data acquisition and minimize costs. To meet this end, SRS has implemented the Purge Water Management System (PWMS). The key attributes of this system lie in its ability to reduce or eliminate the generation of purged groundwater, which is costly in terms of the time and management.
Fusion device produces high-level neutrons and #gamma#-rays, which would hazard the safety of the public and workers if the doses would be higher than the regulatory limits because of leakage from the bio-shielding and skyshine. It is essential to monitor the radiation doses in the workshop and the enumerative around fusion devices. A radiation monitoring system (RMS) for full (near and far) areas around a nuclear fusion device has been designed and developed, which can achieve the monitoring and controlling of radiation doses in the workshop area by using the Controller Area Network (CAN), in the institution area by using the Bluetooth Ad hoc network based on a new tree topology formation and routing protocol and in a long range environment by using the General Packet Radio Service (GPRS) network. Liquid Zone Control (LZC) System is a 'first-of-its-kind' reactivity control device, designed and implemented at TAPP-3 and 4. The system provides zonal and bulk power control. The system consists of fourteen Zone Control Compartments (ZCCs) containing demineralised light water as neutron absorber. Reactivity control is achieved by varying the level of water in the compartments bi-directionally. Six in-core zircaloy assemblies, housing the fourteen ZCCs and an elaborate process system constitute the LZC system. Measurement of water levels in the ZCCs is done using helium bubbler method. Reliability of ZCC water level measurement is of paramount importance. Commissioning and operating the new system trouble free was a challenge, considering the complex nature of the system. Methodologies were developed to identify the problem and investigations revealed leakage of helium ...
First results on the effects of strain on transient enhanced diffusion and deactivation of As-implanted ultrashallow junctions are presented. A significant effect of strain on the magnitude and timescale of transient enhanced diffusion is observed, which is consistent with the stabilization of interstitial-type defects by tensile strain. Our results show no significant impact of strain on As electrical activity during the deactivation timescale accessed in this study.
Uses a survey of educational attainment in urban Taiwan to explore the effects of ability grouping. Argues that because of the nature of educational institutionalization in Taiwan (universal basic education, a national curriculum, entrance examinations governing access to postcompulsory schooling) tracking reduces rather than accentuates the influence of family background. The heavy neutral Higgs bosons H, A in the minimal supersymmetric extension of the standard model can be produced as single resonances at high-energy #gamma##gamma# colliders. We have studied the prospects of the search for these particles in bb and neutralino-pair final states. The Higgs bosons can be found with masses up to 70-80% of the initial e"#+-#e"- collider energy for medium values of tg#beta#, i.e. in areas of the supersymmetric parameter space not accessible at other colliders. The heavy Higgs bosons H,A of the minimal supersymmetric extension of the Standard Model can be produced as resonances in high-energy #gamma##gamma# colliders. Prospects of the search for these particles in bb-bar and neutralino-pair final states are studied in this report. Heavy Higgs bosons can be found with masses up to about 70-80% of the initial e"+e"- collider energy for moderate values of tan #beta#, i.e. in areas of the parameter space not accessible at other colliders.
Future #gamma##gamma# colliders allow the production of the heavy neutral MSSM Higgs bosons H and A as single resonances. The prospects of finding these particles in the bb-bar and the neutralino-pair final states have been analyzed. The H, A bosons can be discovered for medium values of tan #beta# with masses up to 70-80% of the initial e"#+-#e"- c.m. energy. This production mode thus covers parts of the supersymmetric parameter space that are not accessible at other colliders.

The paper discusses future oil combustion. A greenhouse-related environmental driving-force seems set to emerge in the capital markets in the years ahead. This will severely compound other already serious environment-related financial problems blighting the oil-industry`s access to capital radar screen. The wise oil company is now, increasingly clearly, the company thinking about how to begin repositioning itself for the twenty-first century as a total energy company. 6 refs.

Proper estimation of shipping emissions is essential for an impact assessment of shipping on air quality and health in port cities and coastal regions. In the Netherlands shipping is an important source of particulate matter. This report provides an internationally accessible and transparent summary and description of the methodologies used in the Netherlands Pollutant Release and Transfer Register (PRTR) to estimate PM emissions from shipping, including recently implemented updates.
In-situ air stripping employs horizontal wells to inject or sparge air into the ground water and vacuum extract VOC`S from vadose zone soils. The horizontal wells provide better access to the subsurface contamination, and the air sparging eliminates the need for surface ground water treatment systems and treats the subsurface in-situ. A full-scale demonstration was conducted at the Savannah River Plant in an area polluted with trichloroethylene and tetrachloroethylene. Results are described.
A length of metal sheathed metal oxide cable is perforated to permit liquid access to the insulation about a pair of conductors spaced close to one another. Changes in resistance across the conductors will be a function of liquid level, since the wetted insulation will have greater electrical conductivity than that of the dry insulation above the liquid elevation.

Protected Horticulture has been identified as a sub-sector requiring the establishment of one of these projects. One of the major pressures [continued...
Nondestructive inspection of carbon fibre-reinforced plastics (CRFP) using eddy current methods is based not only on the conductivity of the fibres. High frequencies (up to 10 MHz) give access to capacitive effects reflecting properties of the matrix. The paper presents a method using rotating eddy current probes to measure the anisotropic electrical properties. Potential applications of this method are the structural identification of laminates and the estimating of its degradation. (orig.)
The Department of Energy has used its seldom-used statutory authority and filed comments with the Federal Energy Regulatory Commission urging support for Public Service Company of Indiana's request that the FERC allow it to sell up to 450 megawatts of firm power to eligible wholesale purchasers at negotiated or market-based rates in exchange for open transmission access for other generators.

To evaluate the diagnostic performance of commercially available CRT monitors used in a teleradiology system by determining the rate of detection of simulated lung nodules. Three types of CRT monitors were tested in the observation study. They had matrix sizes of 1024 x 768 (16 inches, color), 1024 x 768 (20 inches, color) and 1600 x 1125 (24 inches, black and white). Twenty chest radiographs were obtained by Fuji computed radiography (FCR) of an anthropomorphic chest phantom with ten simulated nodules on its surface. These FCR films were digitized by a film digitizer with 125 DPI (1024 x 1024 matrix sizes) and 12 bit gray scales, and the image data were transferred from Shinshu University Hospital to other hospitals where interpretation was carried out by the radiologists. Ten radiologists of three hospitals were asked to interpret independently both the original FCR films and the images shown on the CRT monitors and to ...
Since November 1971, the cosmic ray neutron intensity has been measured continuously with 3NM-64 neutron monitor at Fukushima University (140"029'E geographic longitude, 37"045'N geographic latitude, 27.6"0N geomagnetic latitude and 10.55 GV cut-off rigidity). After the neutron monitor had been operated during the period of fourteen months at the ground floor of 3-storied ferro-reinforced concrete building, it was removed to the prefabricated house near the old position of the monitor at January 1973. As a result of the removement of the monitor, the expected values for the counting rate and barometric coefficient of our neutron monitor were obtained, 7.5x10"4 cph and -0.64% mb respectively. The monitor was moved out into a new place, the statistical accuracy of counting rate is altered from 0.44% (hourly counting rate) to 0.36%. It can be considered that there ...

We propose a system for the on-line monitoring of short and medium term radioactive waste repositories. Such a system is distributed, fine-grained, robust, reliable, and must be based on low-cost components. It could, in principle, open new perspectives on the modality of waste packaging and storage. In particular we propose to employ a new family of cheap and powerful micro sensors to be placed in shape of a fine grid around each single drum. (authors)

This is the eighth of a series of progress reports that address species interactions research and pre-supplementation monitoring of fishes in the Yakima River basin. Data have been collected prior to supplementation to characterize the ecology and demographics of non-target taxa (NTT) and target taxon, and develop methods to monitor interactions and supplementation success. Major topics of this report are associated with implementing NTT monitoring prescriptions for detecting potential impacts of hatchery supplementation, hatchery fish interactions, and monitoring fish predation indices. This report is organized into four chapters, with a general introduction preceding the ...
Human beings are confronted with another grievous disaster - coal fire. The monitoring on underground coal bed combustion relied on drilling supervising in the past, but this method is not good. By taking the coal fire of Gulaben mine in Inner Mongolia Autonomous Region as an example, the monitoring methods of underground coal bed combustion were explored based on the hyperspectra and high-resolution remote sensing technology. By employing the OMIS imaging apparatus developed by Shanghai Institute of Technical Physics of Chinese Academy of Sciences, the airborne hyperspectral images and the characteristic spectra of different types were obtained and the temperature was measured synchronously on the ground. Then according to the correlation of DN value of the thermal infrared band and surface temperature, the image information was processed, the spectral features were analyzed, and the surface temperature retrieval model was built. Finally, by ...
Until now, monitoring of power transformers focussed mainly large generator and network transformers. Siemens goes a step ahead and provides a system especially developed and designed for small and medium power transformers, e.g. for the 100 kV level. The Savannah River Site is a Department of Energy facility. The facility stores, processes, and works with fissionable material at a number of locations. Technical standards and US Department of Energy orders, require these locations to be monitored by criticality alarm systems under certain circumstances. The Savannah River Site calls such instruments Nuclear Incident Monitors or NIMs. The Sole purpose of the Nuclear Incident Monitor is to provide an immediate evacuation signal in the case of an accidental criticality in order to minimize personnel exposure to radiation. The new unit is the third generation Nuclear Incident Monitor at the Savannah River Site. The second generation unit was developed in 1979. It was designed to eliminate vacuum-tube circuits, and was the first solid state NIM at SRS. The major design objectives of the second generation NIM were to improve reliability and reduce ...
A new type of passive integrating cup monitors was developed to measure indoor thoron("2"2"0Rn) and radon("2"2"2Rn) concentrations. By placing a pair of cup monitors with different size a air exchange windows in the same place during a sufficient period of time the concentrations of both gases can be assessed from the alpha track densities on the CN films of the two monitors. The lower detection limit with a 3 months measurement period is for "2"2"0Rn 26.1 Bq*m"-"3 and is for "2"2"2Rn 6.1 Bq*m"-"3. Radon-220 and "2"2"2Rn concentrations have been measured in about 20 different types of dwellings around the Nagoya area with these monitors. The results suggest that the "2"2"0Rn concentrations were rather high in traditional Japanese dwellings made of a timber frame and mud. (orig.). (4 refs., 4 figs.).

The purpose of this study was to determine the incidence of central vein stenosis and occlusion following upper extremity placement of peripherally inserted central venous catheters(PICCs) and venous ports. One hundred fifty-four patients who underwent venography of the ipsilateral central veins prior to initial and subsequent venous access device insertion were retrospectively identified. All follow-up venograms were interpreted at the time of catheter placement by one interventional radiologist over a 5-year period and compared to the findings on initial venography. For patients with central vein abnormalities, hospital and home infusion service records and radiology reports were reviewed to determine catheter dwelltime and potential alternative etiologies of central vein stenosis or occlusion. The effect of catheter caliber and dwell time on development of central vein abnormalities was evaluated. Venography performed prior to initial catheter placement showed ...
There is now an acute need to optimize maintenance to improve both reliability and competitiveness of nuclear power plant operation. There is an increasing tendency to move from the preventive (time based) maintenance concept to one dependent on plant and component conditions. In this context, various on-line and off-line condition monitoring and diagnostics, nondestructive inspection techniques and surveillance are used. Component selection for condition based maintenance, parameter selection for monitoring condition, evaluation of condition monitoring results are issues influencing the effectiveness of condition based maintenance. All these selections of components and parameters to be monitored, monitoring and diagnostics techniques to be used, acceptance criteria and trending for condition evaluation, and the economic aspect of predictive maintenance and condition ...

Radiation exposure control is one of the most important aspects in any nuclear facility . It encompasses continuous monitoring of the various areas of the facility to detect any increase in the radiation level and/or the air activity level beyond preset limits and alarm the O and M personnel working in these areas. Detection and measurement of radiation level and the air activity level is carried out by a number of monitors installed in the areas. These monitors include Area Gamma Monitors, Continuous Air Monitors, Pu-In-Air Monitors, Criticality Monitors etc. Traditionally, these measurements are displayed and recorded on a Central Radiation Protection Console(CRPC), which is located in the central control room of the facility. This methodology suffers from the shortcoming that any worker required to enter a work area will have to inquire ...
The light curves produced by all-sky monitors, such as the Rossi X-ray Timing Explorer All-Sky Monitor and the Swift Burst Alert Telescope (BAT), generally have non-uniform error bars. In searching for periodic modulation in this type of data using power spectra it can be important to use appropriate weighting of data points to achieve the best sensitivity. It was recently demonstrated that for Swift BAT data a simple weighting scheme can actually sometimes reduce the sensitivity of the power spectrum depending on source brightness. Instead, a modified weighting scheme, based on the Cochran semi-weighted mean, gives improved results independent of source brightness. We investigate the benefits of weighting power spectra in period searches using simulated GLAST LAT observations of {gamma}-ray binaries.
Water-based epoxy sealants were examined during a 2-year period to determine their effectiveness as barriers to radon release in uranium mines. Radon emanation rates from uranium ore samples were monitored for extended periods in the laboratory before and after sealant application. Reduction of radon flux due to the coating of lab samples was approximately 80 percent. Test chambers in a dormant uranium mine were monitored to determine both short and long-term barrier effectiveness. These field studies of the sealants indicated reductions greater than 50 percent relatively soon after application and nearly 75 percent more than 1 year later. An unexpected complication to early monitoring in the form of a large radon emanation increase, believed due to added moisture, is discussed.
This report presents results of an air quality assessment program in northwestern Ontario. It includes data from communities where long term monitoring is conducted, mostly in urban areas and near industrial sources of air pollution such as mining, pulp and paper, and thermal power generation. Summaries are also presented of special studies in the Thunder Bay area. The monitoring program identifies pollution sources and assesses the results of pollution control measures. Data are included only on those contaminants routinely monitored in northwestern Ontario, including particulates, CO, NOx, ozone, SO[sub 2], total reduced sulfur, organic compunds, and heavy metals. Data from air quality and meteorological instruments are supplemented by vegetation, soil and snow sampling studies. 25 refs, 14 figs., 16 tabs.
