The immense volume of data generated by the suite of instruments on SDO requires new tools for efficient identifying and accessing data that is most relevant to research investigations. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.
The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)
The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. We analyse the issues involved in the management and mining of astrophysical data. The traditional approach to data management in the astrophysical field is not able to keep up with the increasing size of the data gathered by modern detectors. An essential role in the astrophysical research will be assumed by automatic tools for information extraction from large datasets, i.e. data mining techniques, such as clustering and classification algorithms. This asks for an approach to data management based on data warehousing, emphasizing the efficiency and simplicity of data access; efficiency is obtained using multidimensional access methods and simplicity is achieved by properly handling metadata. In this paper it will be discussed how to most effectively give room to competitive forces in natural gas markets, given the traditional merchant pipeline as point of departure. Alternative models of organizing the market will be reviewed: we first consider decreasing barriers to entry and then analyse advantages and drawbacks of a third party access system. In this context different forms of implementing a competitive market for transportation capacity and coordinating it with gas trade are discussed, among them a simultaneous auction of gas and transmission capacity. The changes envisaged in the Management's draft plan will focus the resources of the Laboratory on the LHC project and its completion. One of CERN's largest areas of spending is in Industrial Service Contracts, which currently amount to nearly 15% of the CERN budget. At present more than 2000 people have access to CERN through such contracts, although the nature of the contracts means that expenditure is not only on labour but also on materials. The revised cost to completion of the LHC has caused understandable concern that savings in Industrial Services will give rise to job losses at CERN, and rumours of '500 lay-offs' appeared in some newspaper reports. We verified and corrected inaccuracies in descriptive profile information on military working dogs (MWDs) that died from 1965 to 1980 and were reported in the Armed Forces Institute of Pathology Registry of Veterinary Pathology. Using other available military records, we determined which dogs served in Vietnam. Identified were 3,895 MWDs with a unique identity tattoo that served in Vietnam, of which 2,389 served exclusively with U.S. military forces and died in Vietnam. Another 479 Vietnam veteran MWDs completed their service elsewhere. This overall effort resulted in signalment corrections, generally age at death, in 21% of the Registry MWD accessions during the study period. The improved definition and characterization of the Vietnam cohort will lead to greater precision in epidemiologic investigations of the health effects from the Vietnam experience in U.S. military working dogs. The literature is littered with reports presenting the proportion of patients admitted with ischaemic stroke receiving thrombolysis. This gives some measure of activity and the efficiency of prehospital and hospital triage. Some stroke centres have reported rates of thrombolysis as high as 20%, but without knowing the population that such services serve, these proportions do not indicate how well or equitably the treatment is being delivered. Here, we explore various metrics to monitor our efforts to provide equitable access to stroke thrombolysis in Lothian, a region in the South East of Scotland. PMID:21086712

Radioisotope facilities were operated to support research, development and production of radioisotopes. Irradiation facilities were operated to offer irradiation service to the clients. Even though intensive periodical checks and some essential maintenance had been carried out the results of RI facility maintenance seemed to be not much satisfactory due mainly to the shortage of skilled manpower and maintenance expenses. High intensity {gamma} irradiator was normally operated 426 times for overall 3,440 hrs, and the low intensity {gamma} irradiator was operated 157 times for overall 11,092 hrs, respectively. (author)

This paper details the design of a premixed, swirl-stabilized combustor that was designed and built for the express purpose of obtaining validation-quality data for the development of large eddy simulations (LES) of gas turbine combustors. The combustor features nonambiguous boundary conditions, a geometrically simple design that retains the essential fluid dynamics and thermochemical processes that occur in actual gas turbine combustors, and unrestrictive access for laser and optical diagnostic measurements. After discussing the design detail, a preliminary investigation of the performance and operating envelope of the combustor is presented. Recently there has been considerable interest in the design of efficient carrier sense multiple access(CSMA) protocol for wireless network. The basic assumption underlying recent results is availability of perfect carrier sense information. This allows for design of continuous time algorithm under which collisions are avoided. The primary purpose of this note is to show how these results can be extended in the case when carrier sense information may not be perfect, or equivalently delayed. Specifically, an adaptation of algorithm in Rajagopalan, Shah, Shin (2009) is presented here for time slotted setup with carrier sense information available only at the end of the time slot. Effective teamwork among station work groups is essential for plant production and safety in all phases of plant operation. To achieve effective teamwork, all contributing work groups must have ongoing access to and share a common perspective on station work priorities, and recognize how their individual contributions fit with and support the contributions of other groups in support of the larger station goals. Achieving and maintaining this alignment in perspective across all workgroups can be a challenge in large organizations. This paper discusses the experience at Darlington in building and maintaining station teamwork among the station workgroups in support of day-to-day plant operations. One of the most challenging problems in Opportunistic Spectrum Access (OSA) is to design channel sensing-based protocol in multi secondary users (SUs) network. Quality of Service (QoS) requirements for SUs have significant implications on this protocol design. In this paper, we propose a new method to find joint policies for SUs which not only guarantees QoS requirements but also maximizes network throughput. We use Decentralized Partially Observable Markov Decision Process (Dec-POMDP) to formulate interactions between SUs. The LHCb experiment has chosen to use the SAM framework (Service Availability Monitoring Environment from EGEE-II) [1] make extensive tests of the LHCb environment at all the accessible grid resources. The availability and the proper definition of the local Computing and Storage Elements, user interfaces as well as the WLCG software environment are checked. The SAM framework is also used to pre-install the LHCb applications in the shared software area provided by each site. The deployment of the LHCb applications is based on a python tool developed inside the experiment. It is used for software management including incremental installation of interdependent packages and clean package removal. After the application software is installed a validation test of the whole MC chain is run. The purpose of this study was to determine the incidence of central vein stenosis and occlusion following upper extremity placement of peripherally inserted central venous catheters(PICCs) and venous ports. One hundred fifty-four patients who underwent venography of the ipsilateral central veins prior to initial and subsequent venous access device insertion were retrospectively identified. All follow-up venograms were interpreted at the time of catheter placement by one interventional radiologist over a 5-year period and compared to the findings on initial venography. It is hypothesized that the good performance of Alloy 800 in steam generator service is due to its relative immunity to two distinct mechanisms of stress corrosion cracking; the argument also applies to intergranular corrosion. One mechanism operates in the high-nickel region (Alloy 600 and nearby model alloys) and is due to internal intergranular oxidation. The other operates in the low-nickel (stainless steel) region and is due to de-alloying of Fe and/or Cr. This latter mechanism may, under special conditions, operate in high-Ni, high-Cr alloys such as 690. Some essential features of the de-alloying mechanism are demonstrated using strong caustic solutions, and the prospect of extending this approach to dilute high-temperature environments is discussed. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. A personal computer-based graphical user interface is used to access the data located on a UNIX workstation at the EERC. The major focus of this oil-shale investigation has been on specific localities of oil-shale resource potential. Three main areas of oil-shale occurrence have been studied in detail: the Elko area, Pinon Range area, and Coal Mine Canyon. Geologic mapping, stratigraphic studies, and sampling to delimit the lateral extent of the oil shale deposits were in progress prior to the cooperative agreement with Nevada DOE. These surface geologic studies have been summarized in this report. The results of surface geologic studies conducted near Elko suggested that the Elko area represented the best and most accessible oil-shale deposits; therefore, the Elko area was selected as the site of a shallow exploratory drilling program. Essential to this study was the obtaining of fresh, unweathered oil-shale samples from the Elko area. The trend towards more effective use of fossil fuels and reduced environmental pollution represents a major task of improvement within the refinery processes. The highly isomerized and high octane paraffins produced from isobutane and light olefins by alkylation fulfill all the requirements for reformulated gasoline. This doctoral thesis discusses new catalyst systems because of their potential in alkylation. A slurry reactor apparatus for solid-acid catalysed isobutane/butene alkylation was developed and used to investigate the performance of various heterogeneous catalysts. The selected materials were mainly zeolite types with faujasite structures. The samples were characterized by various methods before alkylation. The most relevant aspects of research and service experience with environmentally-assisted cracking (EAC) of carbon (C) and low-alloy steels (LAS) in high-temperature (HT) water are reviewed, with special emphasis on the primary pressure boundary components of boiling water reactors (BWRs). The main factors controlling the susceptibility to EAC under light water reactor (LWR) conditions are discussed with respect to crack initiation and crack growth. This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaounde, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. SG tubes must provide a reliable pressure boundary between the primary and secondary cooling water. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

This paper analyzes the diffusion of mobile telecommunications services in Vietnam and examines how telecommunications regulation and potential substitute/complement services affect the growth of the number of mobile telephone subscribers. Using a logistic diffusion model, it is found that fixed telephone services are a complement while data services have a negative relation to mobile telephone services in Vietnam. As for regulation, the policy of introducing competition has been found to be the most effective in influencing the adoption of mobile services. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.
It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. These two closely related families of methods are of particular interest since they are used more extensively than other iterative substructuring methods to solve very large and difficult problems. Stenting for stenosis of the proximal vertebral artery (VA) is commonly performed via a femoral approach. However, iliofemoral occlusive disease such as arteriosclerosis obliterans sometimes prevents safe transfemoral access. In certain situations where both femoral access and ipsilateral brachial access are difficult because of a concomitant vascular diseases or particular anatomic setting, a contralateral brachial approach using the brachiobrachial pull-through technique may allow efficient and accurate stenting. A case of VA origin symptomatic stenosis successfully treated with stenting using the new pull-through technique from the contralateral brachial artery to the brachial artery on the affected side is described. Purpose - The purpose of this paper is to encourage other libraries to provide access to their own original content via the web. By way of case study, the process of identifying materials, scanning them and creating web access to original content will be explored. Design/methodology/approach - To implement a book digitization project, three major things need to be present. The library must own material that was published prior to 1923, making them safely out of copyright in the USA; the library needs access to server space on the web and the library needs to own scanning equipment. We present the results obtained from tests and studies carried out on the model of tube bundles for a PGV-1000 horizontal steam generator that were conducted for experimentally substantiating the design service life of a steam generator tube bundle intended for use at new nuclear power stations equipped with a PGV-1000MKP steam generator. Measures taken to minimize the incipience and development of local corrosion damage to the heat-transfer tubes and ensure their design service life are substantiated and confirmed.

The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. The Dental Investigation Service selected the MRS-3, Minuteman Mercury Recovery System, product of American Cleaning Equipment Corporation as the mercury vacuum to be used for T E. The USAF OEHL/ECH was requested by the Dental Investigation Service to perform the T E on the MRS-3 for possible health hazards due to exposures of mercury vapors.

Part of this demand is due to updated digital appliances, home and business computers, and automated systems. A quality program was initiated in 1992 as a result of an internal assessment. The Malcolm Baldrige approach was selected which includes seven areas: (1) Leadership; (2) Information and Analysis; (3) Strategic Planning; (4) Human Resource Utilization; (5) Quality Assurance of Products and Services: (6) Quality Results: (7) Customer Satisfaction. Results are summarized of a study on concrete component aging and its significance relative to continued service of nuclear power plants (NPPs) beyond the initial period for which they were granted operating licenses. Progress is presented of a second study being conducted to identify and provide acceptance criteria for structural safety issues which the USNRC staff will need to address when applications are submitted for continued service of NPPs. MCrAlY coatings are widely used on hot section components of gas turbines to provide hot corrosion and/or oxidation protection by formation of an oxide layer on the surface. As the protective oxide scale exfoliates during service, aluminum from the coating diffuses outward for reformation of the protective scale. Aluminum may also diffuse inward due to the differences in composition between the coating and the substrate. Thus, the coatings degrade due to oxidation, oxide scale spallation, and inward and outward diffusion of aluminum. Service life of these coatings is controlled by the aluminum content in the coating, operating temperature and start- shutdown cycles. In-service degradation of CoCrAlY and CoNiCrAlY coatings is presented. A procedure to predict the remaining service life of coatings under oxidizing conditions is discussed. (orig.) 12 refs.

To expand the information base on molecular accessibility in solvent swelled coal, Argonne Premium Coal Samples (APCS) were swelled in polar, basic solvents before and after moisture loss and upon air oxidation. So far studies have been reported on the changes in pore size distribution as a function of temperature when polar basic swelling solvents are used. Additional studies employing EPR spin probe techniques performed on the breaking up of the hydrogen bonding between bedding planes were later confirmed by magnetic resonance imaging at Argonne National Lab and the University of Illinois.
Choosing a medical device is complex and requires a transparent process based on reason, evidence and assessment of prioritized public health needs. This paper presents the implementation process, addresses resource accessibility issues, and suggests a number of resources that can be consulted about these issues. Using histopathologic diagnoses made on necropsy material from 3,024 military working dogs (MWDs) who died from 1968 to 1973, we analyzed the effect of military service in the Republic of Vietnam on testicular pathology. Among 1,048 MWDs that died in Vietnam and had no reported developmental risk factors for testicular disease, significant excesses of testicular hemorrhage, epididymitis/orchitis, sperm granuloma, testicular degeneration, and seminoma were evident. Among 126 MWDs with prior Vietnam service who died at other duty stations outside Vietnam from 1968 to 1973, significant excesses of testicular degeneration and seminoma were likewise evident. Among 136 MWDs with prior Vietnam service that later died from 1974 to 1980, seminoma continued to be diagnosed in significant excess. The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. Promising regulatory actions include tempering the reinforced market power of power exchanges, and quality-of-service regulation for the ongoing cooperation among power exchanges to organize trade across borders. - Research ...
We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. The movement from traditional regulatory hearings to negotiated settlements represents both a departure from cost of service regulation and a relaxation of regulatory oversight. Under negotiation parties are able to renegotiate inclusions in their cost of service while simultaneously creating a profit margin for the regulated firm where none existed under the cost of service outcome of a traditional hearing. This paper constructs a model to illustrate the existence of positive gains to pipeline and shipper from the re-allocation of expenses through time in the regulated pipeline services market in Canada. We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. As an example application, we provide a detailed design of such a service in challenged opportunistic network architecture, named CSI. Eighteen species of Thai rutaceous plants were investigated for their essential oil contents and compositions. Of these plants, four genera belong to the tribe Citreae. Monoterpenes and sesquiterpenes were commonly found in the essential oils of these plants species while phenylpropanoids were present only as minor components. The distribution of these monoterpenes and sesquiterpenes in each plant produce its characteristic smell. The plants of Clauseneae appeared to be rich sources of sesquiterpenes while these of Citreae were found to contain both monoterpenes and sesquiterpenes. In terms of chemical composition, one hundred and forty-three components were detected from the 18 selected rutaceous plants. The distribution and diversity of these components among the selected plants have been discussed. (author)
