Bioethics--the study of ethical issues in science and medicine--has grown to become a significant academic and service-oriented discipline with its own research centers, conferences, journals, and degree programs. As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.

Effective trauma systems reduce patient mortality by facilitating the treatment of injured patients at appropriately resourced hospitals. Several U.S. studies report reduced mortality among patients admitted directly to a level I trauma center compared with those admitted to hospitals with less resources. This article reports on the world's first gas turbine to top 40% thermal efficiency in simple cycle and is now operating commercially as part of a natural-gas-fired combined-cycle cogeneration (CC) plant serving the Ottawa Health Sciences Center, Ottawa, Ont, Canada. Owned and operated by TransAlta Energy Corp, Calgary, Alta, the CC plant supplies steam and hot and chilled water to the health center and another thermal user while the electricity is sold to Ontario Hydro. Part of the project included the conversion of 15-psig steam-carrying equipment to hot-water service. Commercial success of this installation heralds a new era in the application of efficient gas turbines for power generation.

A personal account of Richard Berendzen's life as president of The American University (AU) in Washington, D.C. during the 1983-1984 academic year is presented in diary form. The account describes his interactions with faculty, students, administrators, and people outside the university to further the goals of the institution. In the year prior to the diary entries, enrollments at AU had dropped unexpectedly while tuition had not been raised to make up for the shortfall. There were empty beds of former students who faced economic pressures. A union protested AU's consequent firing of its custodians and its contracting with an independent custodial firm, which employed primarily blacks as custodians. To respond to an increase of social problems concerning orphan sources in Japan, a working group was formed in the Japan Health Physics Society. In this working group, we investigated how to prevent acute radiation hazard or social panic regarding orphan sources in scrap metal and detection system for orphan sources brought into scrap yards before recycle. For detection system in a scrap yard we conducted an experiment on detectability of monitoring instrument using a radiation source mixed in scrap metal on a truck. The result showed that it was not easy to detect even a high-level source if it was shielded by scrap metal. We also estimated detection limits for radioactive materials in scrap metal by calculation that was validated with experimental data. Efforts has been made to specify surface ozone production in photochemical reaction due to the high concentration of NO_x and photon rays. The secondary reactions has been considered via optical measurements using actinometry and pyranometry which was followed for photochemical reactions at high temperature and because of air pollutants due to the traffic load and because of the inversion in certain days. The concentration of surface ozone which was measured in Tehran city center was in the range of 24- 45 ppb in 1991-1992 and a higher concentration of 45-65 ppb was measured in 1999-2000. This high surface ozone concentration could cause a severe damage to biota, fauna and human health.

We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. The Abrasive Waterjet Cutting process was evaluated to determine if the equivalent could be utilized for cutting uranium metal at the Feed Materials Production Center (FMPC). In the process, a thin stream of ultrahigh pressure water carried grit material through a designated piecepart. In order to be acceptable for use at the FMPC, the equipment must be cost effective, minimize waste, and be adaptableto operating in an enclosure, and improve health and safety conditions. Observation of the cutting process showed that health and safety aspects could be optimized with an enclosed ventilated system. Also the equipment can be easily automated. The cutting action produced sparks similar to the sparks caused by a grinding operation. Women who have academic careers in engineering have successfully navigated the social identity threats that prevent many other women from feeling that they belong in science, technology, engineering, and math fields. In this research, we examined what factors may be related to resilience in these academic environments. Female academics in engineering and nonengineering fields watched a fictitious conference video depicting either an unbalanced ratio of men to women or a balanced ratio. Subjective measures of identity threat were collected. This event occurred in the Howard Street tunnel, in Baltimore, Maryland, on July 18, 2001. The staff was tasked with assessing the consequences of this event on the transportation of spent nuclear fuel. Aim: To investigate interpretative accuracy and reporting time for radiologists performing computed tomography (CT) colonography in day-to-day non-academic clinical practice. Materials and methods: Thirteen radiologists from seven centres, who were reporting CT colonography in non-academic daily clinical practice, interpreted a dataset of 15 colonoscopically validated cases in a controlled environment. Ten cases had either a cancer or polyp >10 mm; one case had a medium polyp and four were normal. Correct case categorization and interpretation times were compared using analysis of variance to aggregated results obtained from both experienced observers and observers recently trained using 50 cases, working in an academic environment. The effect of experience was determined using Spearman's rank correlation. Results: Individual accuracy was highly variable, range 53% (95% CI 27-79%) to 93% (95% CI 68-100%). ...

Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. The territory (East Ural Radioactive Trace - EURT) was contaminated after explosion of container with highly radioactive wastes at the Mayak Production Association. Studies of health effects of exposure in the southern, head part of EURT are conducted in the Ural Research and Practical Center of Radiation Medicine (U.R.P.R.M.). The perceptual center (P-center) is fundamental to the timing of heterogeneous event sequences, including music and speech. Unfortunately, there is currently no comprehensive and reliable model of P-centers in acoustic events, so P-centers must instead be measured empirically. This study reviews existing measurement methods and evaluates two methods in detail?the rhythm adjustment method and a new method based on the phase correction response (PCR) in a synchronous tapping task. The two methods yielded consistent P-center estimates and showed no evidence of P-center context dependence. The PCR method appears promising because it is accurate and efficient and does not require explicit perceptual judgments. Purpose: The present research aims to identify the difficulties and obstacles for developing digital libraries in the seven regional branches of Islamic Azad University (IAU), Iran, and to study the status of librarians' skills and education programmes at these institutions. Design/methodology/approach: The 40 individuals working in the regional branch libraries of IAU were surveyed by a questionnaire consisting of 34 questions, and the collected data were analysed using SPSS software (version 16). Findings: It was found that the most important difficulties are the lack of suitable equipment and untrained personnel (i.e. a lack of sufficient training programmes). Research limitations/implications: Because of the small number of participants, it is suggested that a larger scale study is carried out. Forward contracts play a vital role in all electricity markets, and yet the details of the market for forward contracts are often opaque. In this paper we review the existing literature on forward contracts and explore the contracting process as it operates in Australia. The paper is based on interviews with participants in Australia's National Electricity Market (NEM). The interviews were designed to understand the contracting process and the practice of risk management in the Australian energy-only pool market. The E-center in silicon has, in addition to its well-established single-acceptor level in the upper half of the band gap, also a donor level in the lower half of the band gap; this donor level has lain hidden for more than 40 years. The color centers, which are generated in yttrium-aluminium perovskite (YAP):Nd(1 at.%) and YAP:Er(50 at.%) crystals under the influence of ultraviolet and #gamma#-irradiation, have been studied by absorption spectroscopy. The generated color centers are both stable and transient at room temperature. It is shown that the transient color centers are mainly responsible for the decrease of laser generation efficiency of Nd:YAP and YAP:Er irradiated crystals, although physical mechanisms leading to efficiency decrease are different in these materials. During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. BackgroundNatural disasters result in significant numbers of disabling impairments. Paradoxically, however, the traditional health system response to natural disasters largely neglects health-related rehabilitation as a strategic intervention.ObjectivesTo examine the role of health-related rehabilitation in natural disaster relief along three lines of inquiry: (1) epidemiology of injury and disability, (2) impact on health and rehabilitation systems, and (3) the assessment and measurement of disability.DesignQualitative literature review and secondary data analysis.ResultsAbsolute numbers of injuries as well as injury to death ratios in natural disasters have increased significantly over the last 40 years. The DLTS technique was employed to study deep defect centers in Si doped epitaxial layers of Al_0_._3_7Ga_0_._1_6In_0_._4_7P grown by MOCVD as a part of epitaxial structure GaAs/AlGaInP/GaAs on GaAs substrates. A high concentration of DX centers located in a region near the inverted interface GaAs/Al_0_._3_7Ga_0_._1_6In_0_._4_7P was found. The width of this region with the maximum DX center concentration ranges from 5 to 20 nm. By filling the DX centers in the whole region, the activation energy for electron emission was found to be 0.48 eV. However, it is shown for the first time, that the activation energy of the DX center increases with increasing the distance from the GaAs/Al_0_._3_7Ga_0_._1_6In_0_._4_7P inverted interface.
