The paper reviews Asia-Pacific higher education and university research, focusing principally on the "Confucian" education nations Japan, Korea, China, Hong Kong China, Taiwan, Singapore and Vietnam. Except for Vietnam, these systems exhibit a special developmental dynamism--still playing out everywhere except Japan--and have created a distinctive model of higher education more effective in some respects than systems in North America, the English-speaking world and Europe where the modern university was incubated. External inefficiency in education--inequity between the characteristics of graduates and the job market--is a problem in Indonesia and many other countries. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. The same is true for college and university graduates. Rates decrease, however, as years pass after graduation. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This article presents the first serious attempt at evaluating the impact of a non-formal education program. Results show significant learning achievement over the academic year, as well as strong development impacts of the program in non-learning dimensions of participants' lives. Proponents of this method focused their critique on the role and methods of physiotherapists but this profession was not active in the debate. Instead, the medical profession came out as defenders of habilitation services and methods. Stanley Fish in his new book ["Save the World on Your Own Time" (New York: Oxford UP,2008)] says that composition studies presents "the clearest example" of what is desperately wrong in the academy, because in writing classrooms, he says, "more often than not anthologies of provocative readings take center stage and the actual teaching of writing is shunted to the sidelines." Fish's thesis in this book is that academics have one job only: to teach the material of their disciplines, the disciplinary methods, and objects of study. In spite of recent education reform and reorganization efforts requiring the use of research-based methods, the fundamental elements of an effective program for children and youth with emotional and behavioral disorders (EBD) have not been succinctly identified. This article presents the essential features of programs for students with EBD. Program elements include (a) qualified and committed professionals, (b) utilitarian environmental supports, (c) effective behavior management plans, (d) valid social skill and social interpretation training and social interaction programs, (e) proven academic support systems, (f) strong parent- and family-involvement programs, (g) coordinated community support mechanisms, and (h) ongoing evaluation of essential program components and student outcomes and progress. In this article we explore ways in which pro-market discourses have been interpreted in policy initiatives in Argentina since the 1970s. The current state and need for radiation protection training in Finland have been surveyed by the Radiation and Nuclear Safety Authority STUK. The survey sought to determine whether the current requirements for radiation protection training had been met, and to promote radiation protection training. Details of the scope and quality of present radiation protection training were requested from all educational institutes and organizations providing radiation protection training. The survey covered both basic and further training, special training of radiation safety officers, and supplementary training. The questionnaire was sent to 77 educational organization units, 66 per cent of which responded. Radiation workers and radiation safety officers were asked about radiation protection knowledge and needs for additional training. All African Nations belong to the category of third world underdeveloped countries of the world. UNDP Human Development Index uses factors like per capita income, health of the people, and educational attainment to classify countries. Adult literacy and gross enrolment ratios are indicators of education status. This paper uses Nigeria, a typical African country, to illustrate the problems posed by adult illiteracy to national development. Statistical data are used to show the low levels of adult literacy with disparities between males and females; urban and rural areas, and between different zones of Nigeria and the continent. The article draws on interpretive frameworks from diffusion research and social network analysis to explore one particular "travelling reform"--outcomes-based education--that went global. The argument is made that by virtue of studying late adopters of a travelling reform one is examining globalisation. The cases in point for late adoption are Central Asian education systems (in particular Mongolia and Kyrgyz Republic) that borrowed outcomes-based education reforms at a time when the popularity of similar reforms were already in decline in other countries, notably in New Zealand, Australia and South Africa. The greatest impact of the epidemic has been felt in sub-Saharan Africa, and Zambia ranks among the worst hit countries. The Free Basic Education Policy in Zambia upholds the right of all children to a universal basic education. This study explored staff and student perceptions of the impact of the epidemic on access to, and the quality of, basic education for AIDS-affected children, orphans and other vulnerable children (OVCs) in the Copperbelt Province of Zambia, where the HIV/AIDS prevalence rate ranges from 34 to 40%, and life expectancy has dropped to 33 years. W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.

An estimated 110 million children between the ages of 6 and 11--60 percent of them girls--will not see the inside of a classroom this year, and another 150 million are likely to drop out before completing primary school. Yet this is a disease with a known cure. We know what tools are needed and what models are proven to work. We also know that the cost of that cure--perhaps $7.5 billion to $10 billion per year--is minuscule compared with the enormous benefits it will bring for health, economics, women's empowerment, and basic human dignity.

The three-level addition is now equipped with self-dimming lights, energy-efficient windows, a rooftop solar water heater, and a geothermal cooling and heating system. As a bonus for going green, the school district received a $250,000 grant from the Pennsylvania Department of Environmental Protection. The district used that money to create an information center in the lobby of the building where a touch-screen computer provides students, staff, and visitors with data related to the operation of the school's energy-efficient water and electrical systems. The report contains description and analysis of six case studies of energy management in German universities. The Universal Basic education (UBE) Programme could not have been introduced at a better time than now that the nation is in dire need of all round national Development. The major objective of the UBE programme is to provide free, universal and compulsory basic education for every Nigerian child aged 6-15 years. However, for the Universal Basic Education programme to be truly free and universal, efforts must be made to check those factors that are known to have hindered the success of such programmes in the past. This study looks at how education policies in colonial Korea changed over time in order to accommodate the needs of the colonial authorities during the period of Japanese colonial rule in Korea (1910-1945). The colonial experience can be divided into four different periods according to the four Educational Ordinances issued in 1911, 1922, 1938, and 1943 by the colonial government with each period corresponding to a historic event or context. The constitutive relevance of colonial discourse for an understanding of education can be found in the gradual transformation of the education sector in Korea under colonial rule. It is evident that Japanese colonial policy was inherently contradictory in principle and in practice. This study used a survey of all 61 forest education organisations (43 respondents) in the state of North Rhine-Westphalia, Germany, to evaluate its forest education sector, with a specific focus on the organisations, demand for its services, forest educational programmes and framework conditions. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. This study examined the life histories of a group of emerging scholars in the field of mathematics education who identify themselves as having a particular interest in and concern for issues of equity and diversity. Experiences of being the "other," "bearing witness" to "othering experiences," and "orienting experiences" in relation to issues of equity proved to be prominent themes in participants' life histories. Aim: To investigate interpretative accuracy and reporting time for radiologists performing computed tomography (CT) colonography in day-to-day non-academic clinical practice. Materials and methods: Thirteen radiologists from seven centres, who were reporting CT colonography in non-academic daily clinical practice, interpreted a dataset of 15 colonoscopically validated cases in a controlled environment. Ten cases had either a cancer or polyp >10 mm; one case had a medium polyp and four were normal. Correct case categorization and interpretation times were compared using analysis of variance to aggregated results obtained from both experienced observers and observers recently trained using 50 cases, working in an academic environment. The effect of experience was determined using Spearman's rank correlation. Results: Individual accuracy was highly variable, range 53% (95% CI 27-79%) to 93% (95% CI 68-100%). ...

The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. This paper analyses the effectiveness of non-formal schools for working children in Jalandhar, Punjab, India, in mainstreaming child labourers into the formal education system through incentivised, informal schooling. Using a family fixed effects model and sibling data as an equivalent population comparison group, I find that the non-formal schools effectively provide an alternative to formal primary education and also show high success rates of mainstreaming and maintaining children into post-primary education relative to the control group. I find that the children within the non-formal schools are 40.47-50.07% more likely to still be studying relative to the sibling-inclusive control group, and have 1.976 to 3.389 years less of a gap in educational attainment. The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. This study, part of OECD/CERI's project on Measuring the Social Outcomes of Learning, investigates the relationship between educational attainment and political participation in Austria. First, a model based on various theoretical considerations is introduced. This incorporates direct educational effects as well as indirect effects that occur through material resources, social capital, civic orientations and values. Using a multivariate analytical approach the model is applied to the 2002 European Social Survey. Three forms of political participation are distinguished, namely voting, elite-directed and elite-challenging activities. Educational attainment is found to have significant effects on all three types but the strongest impact is on elite-challenging activities. The study surveyed urban women's use of information media and drew attention to the implications for women in leadership positions and non-formal education. A questionnaire containing structured and unstructured items was administered to 300 women resident at Nsukka urban town Enugu State, Nigeria. One hundred and twenty-five usable copies were used for the data analysis. The findings show that oral media are the most popular among women irrespective of level of education and type of occupation. The level of education influenced the use of radio and television. Popular radio and television programmes among women include newscasts, socio-cultural programmes, music and drama. The existence of problems with wild pigs (Sus scrofa) is nothing new to the Western Hemisphere. Damage by these introduced animals was reported as far back as 1505 by the early Spanish colonies in the Caribbean, where wild pigs were killing the colonists cattle. Droves of these animals also ravaged cultivated crops of maize and sugarcane on islands in the West Indies during this same time period. These wild pigs reportedly were very aggressive and often attacked Spanish soldiers hunting rebellious Indians or escaped slaves on these islands, especially when these animals were cornered. A study described part-time and small farmers (PT/SF) on the basis of their demographic characteristics and determined their farm management educational needs. Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. This paper presents case studies of economic feasibility of solar photovoltaic systems using the software AVES-F (Analysis of Economic Feasibility of Photovoltaic Systems), developed by the authors, considering cases of stand-alone and grid-connected systems. The software takes into account several factors that can influence the economic feasibility of these kind of systems, like load to be supplied, distance to the grid, the use regime of the system, applied subsidies and others. The main goal of this paper is to analyze some of these factors and to observe how they can affect the economics of PV systems for electricity generation. (authors)

This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.

Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. Recommendations on the selection of appropriate ventilation strategies in relation to the prevailing external conditions are derived and the appropriateness of the control methods is discussed. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. A plan was put into place to improve fire safety education, entailing an educational program that is included in intern and resident orientation. The Android framework includes an operating system, middleware and a set of key applications. The incorporation of integrated access services to the Internet on such mobile devices, however, increases their exposure to damages inflicted by various types of malware. This paper provides a comprehensive security assessment of the Android framework and the security mechanisms incorporated into it. We introduce the {\\sc classified stable matching} problem, a problem motivated by academic hiring. Suppose that a number of institutes are hiring faculty members from a pool of applicants. Both institutes and applicants have preferences over the other side. An institute classifies the applicants based on their research areas (or any other criterion), and, for each class, it sets a lower bound and an upper bound on the number of applicants it would hire in that class. The objective is to find a stable matching from which no group of participants has reason to deviate. Moreover, the matching should respect the upper/lower bounds of the classes. Over the past two years, a successful educational outreach program has been established with a local middle school. After a letter extending educational support to the public schools was written to the Superintendent, one teacher with her many science students began making monthly trips to the facility in order to gain hands-on experience in aquaculture science. This paper is an application of the economic model developed in Part 1 and programmed in the computer code PEACES (program for the economic analysis of combined energy systems). A case study is presented in which hypothetical energy requirements at an industrial site are considered and an exercise is conducted wherein cogeneration is considered as a means of improving the energy situation at the site. Appropriate technologies that can satisfy the cogeneration requirements are investigated and technical and economic evaluations are carried out for a feasibility assessment. Of the three proposals considered, the gas turbine with heat recovery steam generator and the gas/steam turbine combined cycle cogeneration plant were found to be economically viable, while the steam turbine was not. The results of the economic impact analysis will help establish pollution control regulations that are economically achievable. The analysis examines how each of four alternative pollution control technologies affects the financial viability of placer mines in the United States. The impacts examined include reduced profitability, production cutbacks, mine closures, and employment and earning losses, as well as impacts to the local economies.

The number of immigrants to Western Europe has been increasing, with immigration the subject of much controversy in contemporary Europe. In this article, we investigate the relationship between the size of the immigrant population, how natives perceive this size, and their anti-immigrant attitudes. We use data from the 2002/2003 European Social Survey covering 17 Western European countries, and we find that as a rule Western Europeans think that the immigrant population in their country is much larger than it actually is. The perceived size of an immigrant population has an impact on anti-immigrant prejudices, but the real size does not. Like many authors before us, we find that education reduces prejudice. A reduced grid model of a transmission system with a number of central power plants, consumption centers, local wind turbines and a large offshore wind farm is developed and implemented in the simulation tool PowerFactory (DIgSILENT). The reduced grid model is given by Energinet.dk, Transmission System Operator of Denmark (TSO) for Natural Gas and Electricity, to the Danish Universities and the Risoe National Laboratory. Its intended usage is education and studying of interaction between electricity-producing wind turbines and a realistic transmission system. Focus in these studies is on voltage stability issues and on the ride-through capability of different wind turbine concepts, equipped with advanced controllers, developed by the Risoe National Laboratory.

This study hypothesizes that Appalachian Kentucky's nineteenth century commercial economic development was as significant as coal mining in shaping economic patterns which appeared during the depression years of the 1930's. Testing of this hypothesis permits the evaluation of widely-held views of the region's development. The economic landscape of the 1800's has generally been thought of as a rather homogeneous unit, isolated from outside commercial linkages, and almost wholly dominated by subsistence agriculture. This study concludes that the region's nineteenth century economy was: 1) spatially and structurally more complex than has previously been recognized, 2) not by-passed by national economic growth in 1850, as previous research indicates; and 3) characterized by some commercial agriculture rather than the subsistence stereotype presented in other ...

The study investigated the impact of the Universal Basic Education (UBE) programme on the phenomenon of female trafficking in South-South Nigeria. To this end, six research questions were raised. These revolved around: (i) resource situation and adequacy of training provided for repatriated trafficked victims in the service provider centre; (ii) efforts in the formal education sector of the UBE to curb female trafficking; and (iii) parents and female students' disposition toward female trafficking. The design of the study was descriptive survey. The sample was 420 female students and their parents as well as 100 teachers in the formal segment of the UBE programme and 130 repatriated trafficked victims in a service provider centre.
