Influence of vanadium doping on the electrochemical behaviour of MnO{sub 2} rutile; Influence du dopage par le vanadium sur le comportement electrochimique de MnO{sub 2} rutile

Energy Technology Data Exchange (ETDEWEB)

Vanadium doped manganese bi-oxide has been obtained from a solution containing both cations. The X-ray diffraction of this material indicates a rutile-type phase but the enlargement of some lines supports the existence of several lattice defects. Also the particle size of the doped material is significantly smaller than the one of the non-doped material obtained in the same conditions. The presence of pentavalent vanadium inside the lattice leads to a small amount of trivalent manganese. Electron microscopy shows the existence of defects which have a tendency of becoming well-ordered and to stabilize a sur-structure. At ambient temperature, the electrochemical behaviour of doped manganese bi-oxide is greatly improved when compared to the non-doped phase. This behaviour is due to the presence of numerous lattice defects and to the smaller size of crystallites. In polymer batteries, the behaviour is similar the one of the non-doped material for which the kinetics ...

LiNiO{sub 2} is one of the most promising material for positive electrodes of lithium-ion batteries. However, its behaviour during cycling and the existence of several phase transitions induced by the lithium ions de-intercalation process has not been explained so far. A transition electron microscopy study of various Li{sub x}NiO{sub 2} (0.25sur-structures which could be attributed to an organization of lithium ions and gaps during electrochemical charging. This study is in agreement with the potential levels of the electrochemical cycle and with the polarization phenomena during cycling. Abstract only. (J.S.)

K"A"T"P channels in mesenchymal stromal stem cells: Strong up-regulation of Kir6.2 subunits upon osteogenic differentiation

British Library Electronic Table of Contents (United Kingdom)

The promising use of mesenchymal stromal cells (MSC) in regenerative technologies accounts for necessity of detailed study of their physiology. Proliferation and differentiation of multipotent cells often involve changes in their metabolic state. In the present study, we analyzed the expression of ATP-sensitive potassium (K"A"T"P) channels in MSC and upon in vitro differentiation. K"A"T"P channels are present in many cells and regulate a variety of cellular functions by coupling cell metabolism with membrane potential. Kir6.1, Kir6.2 and SUR2A were expressed in undifferentiated MSC, whereas SUR2B and SUR1 were not detected on cDNA and protein level. Upon adipogenic differentiation Kir6.1 and SUR2A showed a significant reduction of the amount of mRNA by 84% and 95%, respectively, whereas Ki...

Environmental concerns for high-voltage transmission lines in UNIPEDE countries

Energy Technology Data Exchange (ETDEWEB)

High-voltage transmission lines can pose an environmental problem, especially in countries where the electricity production is at a distance from the demand location. Planning, construction, and operation of high voltage transmission lines should be conducted within a comprehensive environmental policy, which may include assessment of visual impact, landscape and wildlife protection, and reduction of health risks. This paper reviews the environmental policies and action in planning, construction, and operation as developed by the utilities members of the Union Internationale des Producteurs et Distributeurs d`Energie Electrique (UNIPEDE). The paper also presents a brief outline of the health issues associated with the effects of electromagnetic fields to humans.

Sur l'origine des chiffres arabes

CERN Document Server

Sur l'origine des chiffres arabes A. Boucenna 1 From the pagination of an Algerian Arabic manuscript of the beginning of the 19th century,we rediscover the original shape that the Arabic numerals had before passing in Europe and underwent the transformation that gave the modern Arabic numerals. This original shape, whose use disappeared completely, proves that these numerals have their origin in the Arabic letters. Contrary to what some hypotheses pretend, particularly those that present them as drifting of Indian characters, the 10 Arabic numerals that we use are, nothing else, 10 Arabic letters more or less modified and taken in the "Abjadi" order. The hypothesis of the Indian origin of the Arabic numerals is revealed a mistake denied by the shape of the Arabic numerals and by the logic of the right to left representation of the numbers and the algorithm of the elementary operations. The Arabic numerals that simplified the writing of the numbers and the algorithms ...

The international management of big scientific research programs. The example of particle physics; La gestion internationale des grands programmes de recherche scientifique l'exemple de la physique des particules

Energy Technology Data Exchange (ETDEWEB)

High energy physics is a basic research domain with a well established European and international cooperation. Cooperation can be of different type depending on the size of the facilities involved (accelerators), on their financing, and on the type of experiments that use these facilities. The CERN, the European center for nuclear research, created in October 1954, is the best example of such a cooperation. This article examines first the juridical and scientifical structure of the CERN and the mode of organization of big experiments. Then, it presents the role of international committees in the establishment of a common scientific policy in Europe and in the rest of the world. Finally, the possible future evolution of the CERN towards a worldwide project is evoked. (J.S.)

Local wind patterns for modelling renewable energy systems by means of cluster analysis techniques

Energy Technology Data Exchange (ETDEWEB)

A method based on cluster analysis techniques is proposed in order to obtain representative local wind patterns. Modeling renewable energy systems, in an accurate way which strongly depends on wind loads, requires reliable data to analyze their response and evaluate their performance. Otherwise poor agreement with the models may be obtained. In a case study for La Paz, Baja California Sur, Mexico, four different wind patterns were obtained from a one-year data set recorded at 10-min intervals. (author)

This article describes a hierarchical and functional model for continuous process control aid. The expertise is represented by graphs from a simple functional restructuring of the Grafcet, which is the formalism used by the designers of the command-control program. The new structure is familiar to the operator, and it is settled in an expert system. The application built on the basis of this method detects some default types which are not detected by the control-command. It proposes a diagnosis to the operator, and can explain and justify the state of the process. (authors) 9 refs.

International technical rules and standards for environmental protection. Internationale technische Regeln und Standards zum Umweltschutz. Ihre Entstehungsarten und rechtlichen Wirkungen

Energy Technology Data Exchange (ETDEWEB)

The review of the practical, internal implementation of the rules shows that the Federal Republic of Germany is provided with instruments which are flexible enough to fulfill her duties relating to international law, and to ensure the internal applicatibility of these rules. The simplified implementary methods, especially empowering the executive to put certain rules into force which have been modified or re-issued by international organizations and commissions promises that - internally - these rules will become effective quickly. The switch-over of law-making to the executive is appreciated with regard to the special features of subjects relating to technical rules, and with regard to the necessity of their prompt adaptation to changing circumstances and to respectively existing scientific knowledge. Reproaching the international community of states with complete failure in the field of international environmental protection does not seem to be justified. On the contrary, larger ...

Modern carbonate sediments and environments of the LaPaz region, Baja California Sur, Mexico

Energy Technology Data Exchange (ETDEWEB)

The Gulf of California represents one of the most productive and unique marginal seas in the world. The mouth of the Gulf captures warm equatorial water while annual wind patterns assure major upwelling of nutrient-rich water leading to a rich marine biota. These conditions have created a wide array of tropical through warm temperate carbonate environments. The most unusual of these environments is located in the La Paz region of Baja California Sur where tropical-subtropical water temperatures and low rainfall have allowed growth of corals, calcareous red algae, and other shelled invertebrates to form a carbonate bank environment. Sampling and mapping transacts in shallow bays north of La Paz and on the adjacent Espiritu Santo island have revealed a full spectrum of subenvironments including mangrove bordered, terrigenous mud dominated coastal zones, which grade into carbonate tidal flats. In addition, single coral heads as well as incipient reef structures ...

Surface activity and water repellency properties of cleavable-modified silicone surfactants

British Library Electronic Table of Contents (United Kingdom)

A series of cleavable water-soluble silicone surfactants were prepared by the reaction of a hydroxyl-terminated polyester and an organopolysiloxane. Cleavable surfactants can decompose into water-insoluble moiety of silanol and two water-soluble products under acidic conditions, whereas these compounds are stable under neutral or alkaline conditions. The structure change of theses cleavage products are confirmed by IR and UV spectra analysis. The fundamental surface activity including surface tension, foaming, contact angle and viscosity are studied. The photocatalytic degradation of modified silicone surfactants with UV light over titanium oxide was investigated. Experimental results have confirmed that products are slowly degraded by direct photolysis. However, the cleavable silicone sur...

Energy Technology Data Exchange (ETDEWEB)

The passive films formed on 316L stainless steel in various NaCl solutions have been investigated by capacitance measurements (Mott-Schottky). Pitting parameters have been determined using the galvano-kinetic polarisation method. The obtained results reveal the existence of a shallow and a deep donor level localised in the band gap of the semiconducting oxide film. These energy levels are due to iron ions in the tetrahedral and octahedral positions. It also appears that the participation of the deep donor level effects the electric field. The study developed allows us to compare characteristic parameters of the electronic structure of the passive film to those related to pitting susceptibility. (authors) 25 refs.

Many studies have been conducted to look for their possible health hazard to human, at the experimental, epidemiological or clinical level. After a short recall on dosimetry, the author describes the state-of-the art about harmful and irreversible effects, up to now not confirmed, and about some benign symptoms which look absolutely actual. A causal relationship of the electromagnetic field on these benign symptoms is however not proven; other, studies are running to evaluate their possible long-term consequences. Interferences with cardiac pacemakers can easily be avoided by holding the telephone handset farther than 10 cm. (author)

Energy Technology Data Exchange (ETDEWEB)

The authors study, in forced convection, the evaporation of an Ostwaldian film flowing over an isothermal inclined plane surface to determine the influence of the behaviour index of the liquid on the dynamic and thermal characteristics of liquid-air system. The liquid flow is considered partially two-dimensional whereas for the air it is two-dimensional. The coupled equations with the interfacial conditions are solved using a fully implicit finite differences method. From the study, it appears that the behaviour index influences considerably the transfers which are more important for pseudo-plastic liquids than for dilatant ones. (authors)

Study of the action of a phosphonate additive on steel scale deposit and corrosion in the hydrodynamic conditions of a channel flow cell; Etude de l'action d'un additif phosphone sur l'entartrage et sur la corrosion de l'acier dans les conditions hydrodynamiques d'une cellule a canal

Energy Technology Data Exchange (ETDEWEB)

In cooling systems, an improved control of scale deposit and corrosion processes is a major challenge and an realistic evaluation tool for water treatments is of the utmost economic importance. In this study, a channel flow cell was used to allow in-situ electrochemical measurements in well defined electrolyte tube flowing conditions. An expression of the mass transfer towards the electrode was established where the diffusion-limited current is a function of Re{sup 1/3} in the laminar regime and was verified experimentally using the redox couples Fe[CN]{sub 6}{sup 4-}/ Fe[CN]{sub 6}{sup 3-} and O{sub 2}/OH{sup -}. This hydrodynamically controlled experimental device was developed to investigate scale deposit processes and to evaluate scale inhibitor efficiency using a electrochemical quartz crystal microbalance. Experiments were performed on three different waters, at various flow rates and temperatures. The efficiency of a well known phosphonate (HEDP) was tested at different ...

The industrial application of fracture mechanics concepts discussed at the background of international standards and guidelines; Die industrielle Anwendung bruchmechanischer Konzepte vor dem Hintergrund internationaler Bewertungsvorschriften und Regelwerke

Energy Technology Data Exchange (ETDEWEB)

Many features from the background for an intensified application of fracture mechanics concepts in many industries world-wide. These include requirements for a permanent increase of the level of performance of technical components and structures by the introduction of new materials, joining technologies and design principles, the problem of ageing components and life extension, an increased emphasis on non-destructive in-service inspection combined with improved NDT techniques, and also a number of failure events caused by fatigue and fracture The aim of the present paper is to give a brief state-of-the-art review on how fracture mechanics is applied in different industrial branches today. This is based on standards and guidelines in the aerospace industry, in the nuclear and fossil power generation, in the chemical and petrochemical and the pipeline industry, in civil engineering, offshore technique and other fields. Based on the review an outlook is given on a future development that ...

New atomic energy law - international and national developments. Proceedings; Neues Atomenergierecht - internationale und nationale Entwicklungen. Tagungsbericht

Energy Technology Data Exchange (ETDEWEB)

Two of the working sessions of the meeting were devoted to aspects of international atomic energy law; the international character of the meeting was also reflected by the home countries of the members of the panel discussion concluding the working sessions. There was substantial reason to put emphasis on the international dimension of the topics discussed. In June 1994, the Nuclear Safety Convention had been signed in Vienna by diplomatic representatives of the signatory countries, and this Convention marks a signpost in the history of international atomic energy law. At the time the meeting was held, negotiations for improving the international nuclear lability law, which had been dragging on since 1989, had come to a stalemate. The meeting offered a suitable forum for taking a scientific approach to tackle the complex problems involved in reshaping the law on nuclear safety and nuclear liability. The third working session of the meeting has been discussing topics relating to the ...

High air quality and low energy consumption. Performance of hybrid ventilation with CO2-sensors; Hoge luchtkwaliteit en lage energiebesparing. Goede prestaties van hybride ventilatie met CO2-sensoren

Energy Technology Data Exchange (ETDEWEB)

The school building complex Waterland in The Hague, Netherlands, was built with a hybrid ventilation system. The indoor environment and energy consumption were monitored for one year. Air quality and thermal comfort are of a high quality and the consumption of energy for heating is circa 35% lower than normal. The Waterland project was one of eight demonstration projects, carried out within the framework of the ECBS-Annex 35: Hybrid ventilation in New and retrofitted Office Buildings. ECBS stands for the IEA-program Energy Conservation in Buildings and Community Systems.

Additional protocol between France, EURATOM and IAEA. 2001-2002 ordinary session. Project of law authorizing the ratification of the additional protocol to the agreement between France, the European Atomic Energy Community and the International Atomic Energy Agency relative to the application of warranties in France; Protocole additionnel entre la France, Euratom et l'AIEA. Session ordinaire de 2001-2002. Projet de loi autorisant la ratification du protocole additionnel a l'accord entre la France, la Communaute europeenne de l'energie atomique et l'Agence internationale de l'energie atomique relatif a l'application de garanties en France

Energy Technology Data Exchange (ETDEWEB)

This additional protocol to the agreement between France, EURATOM and the IAEA aims at reinforcing the nuclear weapons non-proliferation regime. This protocol widens the field of competences of the IAEA with the supply of new information relative to: the civil nuclear cooperation between France and countries having no nuclear weapons in the domain of fuel cycle; the regular inspection of French nuclear facilities; the trade (import and export) of medium- or high-level radioactive wastes containing plutonium, highly enriched uranium or {sup 233}U, and the trade of some non-nuclear equipments or materials with countries having no nuclear weapons. The protocol defines also some practical dispositions relative to the delays and periodicity of controls, to the transmission of data, to the appointment of IAEA inspectors and their access to the facilities and sites considered. The list of the activities and equipments covered by the protocol are given in appendixes. (J.S.)
