This article examines the hidden history of criminal justice in late colonial Australia by focussing on Aboriginal inter se offending. Most Aboriginal defendants appearing in late colonial criminal courts were prosecuted for violent crimes against other Aboriginal people. The article explores how common such cases were and the degree to which the acknowledgment of cultural difference affected justice process and outcomes. The frequent invocation of 'custom' commonly led juries to recommend the mercy of the Crown to those Aboriginal defendants found guilty of committing a homicide. I argue that 'custom' was increasingly used by settler judicial processes as a shorthand way of explaining what was otherwise seen as unexplainable. This paper presents an overview of issues related to surface water contamination arising from uranium mining activities in the Alligator Rivers Region (ARR) of northern Australia, and a program of research and monitoring that must assess the potential and actual effects on ecosystem and human health. The program of assessing effects on aquatic ecosystems involves a four-tiered approach including the derivation of local water quality guideline trigger values, direct toxicity assessment of mine waters prior to their release, creekside or in situ monitoring for early warning of adverse effects during mine water release, and longer-term monitoring of macroinvertebrate and fish communities. Abstract In many places in the world the effects of common floods are increased by climate change. In the area around the Indonesian city of Semarang, the number and effects of tidal flooding are becoming more and more severe. We found that the inhabitants used different strategies against the impact of flooding. In both the existing and the predicted flood prone areas, most people appear not to intend to leave the area, even when the floods become everyday routine. People are connected to their dwellings in a way that abandoning is not a realistic scenario. These symptoms require to be treated because of a possible anarchic development. For that purpose, plans have been elaborated to coordinate the different professional's actions. The coherence of medical management and communication aims to allow the most implicated people to find the way to face the events. This Environmental Assessment (EA) reviews the environmental consequences associated with the proposed action of granting a site use permit to construct and operate a conference center on an approximately 70-acre tract of land on the Savannah River Site (SRS). While the proposed action requires an administrative decision by DOE, this EA reviews the linked action of physically constructing and operating a conference center. The SRS is a DOE-owned nuclear production facility encompassing approximately 200,000 acres in southwestern South Carolina. The proposed conference center would have an area of approximately 4,000 square feet, and would infrequently accommodate as many as 150 people, with the average being about 20 people per day. In 2002, a collaboration between the IRSN in France and the SCK.CEN in Belgium has been set-up to simultaneously (November 2002) organise this poll in both countries. In each country, a representative sample of the population (over 1000 participants per country) has been consulted by Computer Aided Personal Interviews of about 30 minutes with the professional help of commercial companies: BVA in France and Research International in Belgium. The enquiry yields a broad spectrum of interesting data; here only the results relevant for the emergency context will be presented. The Georges Bank, off southwestern Nova Scotia, is one of the most biologically productive continental shelf ecosystems in the world. It supports a wide diversity of species, including many seabirds. In 1988, federal and provincial legislation placed a moratorium on petroleum exploration and drilling on the Georges Bank, directing the ministers of Natural Resources Canada, and of the Nova Scotia Department of Natural Resources to make a decision regarding the moratorium by January 1, 2000. This report by the Ecology Action Centre (EAC) asks the Georges Bank Review Panel to recommend extending the moratorium on Georges Bank and adjacent areas until 2012, in part to match the American moratorium. Other reasons why the panel made this recommendation were explored. How do people understand questions about cause and prevent? Some theories propose that people affirm that A causes B if A's occurrence makes a difference to B's occurrence in one way or another. Other theories propose that A causes B if some quantity or symbol gets passed in some way from A to B. The aim of our studies is to compare these theories' ability to explain judgements of causation and prevention. We describe six experiments that compare judgements for causal paths that involve a mechanism, i.e. a continuous process of transmission or exchange from cause to effect, against paths that involve no mechanism yet a change in the cause nevertheless brings about a change in the effect. In general, online communities are found to be a source of social support, especially for minority group members. However, it is unclear whether younger and older SSA people differ in their use of these communities. The present research examined age differences in use of online communities, hypothesizing that young SSA people primarily use these for social interaction and support, whereas older SSA people use online communities to seek sexual contacts. After the reactor accident at Chernobyl on April 26, 1986 radioactive fallout was carried by air currents to most parts of Europe. The radioactive air currents reached Finland on April 27. Immediately after the arrival of such air in Finland, contamination of people by radioactive nuclides began via inhalation of this air. The ingestion route become important later, when radionuclides were transported via different foodchains to man. To determine the level of radionuclides in the body and to estimate the internal radiation doses caused by the Chernobyl accident, whole-body counting measurements were performed. The results of whole-body counting of six different groups of Finnish people measured during 1986 after the accident at Chernobyl are reported. Colorectal cancer (CRC) is the most common cause of cancer death among Canadian non-smokers. Each year about 21,500 Canadians are diagnosed with CRC. Ninety percent of cases occur in people aged 50 years or older. An estimated 4,800 Canadian men and 4,100 Canadian women die each year from the disease. About 75% of all new CRC cases arise in people with no known risk factors. Computed tomography colonography (CTC), a cross-sectional imaging examination that permits complete structural examination of the colon, shows promise as a tool for CRC screening. This article reviews the rationale for CRC screening, currently recommended Canadian and American screening guidelines and screening tools, and current evidence supporting CTC as a CRC screening tool and its advantages over conventional screening methods. We hypothesize that the mushroom-derived active compound may be a potential strategy for increasing survival in response to influenza virus (H1N1) infection through the stimulation of host innate immune response. The validity of the hypothesis can be tested by immune response to influenza infection as seen through survival percentage, virus clearance, weight loss, natural killer cell cytotoxicity, Tumor Necrosis Factor-? (TNF-?) and Interferon-gamma (IFN-?) levels, lytic efficiency in the spleens of mice and inducible nitric oxide synthase mRNA expressions in RAW 264.7 murine macrophage cells. The Nuclear Smuggling International Technical Working Group (ITWG) has adopted a model action plan to guide investigation of these cases through a systematic approach to nuclear forensics. The model action plan was recently documented and provides recommendations concerning incident response, collection of evidence in conformance with required legal standards, laboratory sampling and distribution of samples, radioactive materials analysis, including categorization and characterization of samples, forensics analysis of conventional evidence, and case development including interpretation of forensic signatures. We study general two-dimensional sigma-models which do not possess manifest Lorentz invariance. We show how demanding that Lorentz invariance is recovered as an emergent on-shell symmetry constrains these sigma-models. The resulting actions have an underlying group-theoretic structure and resemble Poisson--Lie T-duality invariant actions. We consider the one-loop renormalization of these models and show that the quantum Lorentz anomaly is absent. We calculate the running of the couplings in general and show, with certain non-trivial examples, that this agrees with that of the T-dual models obtained classically from the duality invariant action. Hence, in these cases solving constraints before and after quantization are commuting operations.

We extend the analysis of a previous paper to the bosonic case and find the one-derivative effective action valid in the vicinity of rolling tachyons with an energy not larger than that of the original D-brane. For on-shell tachyons rolling down the well-behaved side of the potential in this theory, the energy is conserved and the pressure eventually decreases exponentially. For tachyons rolling down the 'wrong' side, the pressure instead blows up in a finite time. (author)

We investigate the equivariant cohomology of the natural torus action on a K-contact manifold and its relation to the topology of the Reeb flow. Using the contact moment map, we show that the equivariant cohomology of this action is Cohen-Macaulay, which is a generalization of equivariant formality for torus actions without fixed points. As a consequence, a generic component of the contact moment map is a perfect Morse-Bott function for the basic cohomology of the orbit foliation F of the Reeb flow. Assuming that the closed Reeb orbits are isolated, we show that the basic cohomology of F is trivial in odd degrees, and its dimension equals the number of closed Reeb orbits. One of the major field components of this program is whole- body counting (WBC). WBC is used to monitor the quantity of gamma- emitting radionuclides present in individuals. While levels of weight bias vary among individuals, it is not clear why one person possesses stronger anti-fat attitudes than another person. This investigation examined whether individual differences commonly associated with greater anti-fat bias are also associated with a greater preference for thinness among people of varying levels of weight. Young adults (62% women; 84% Caucasian) recruited from psychology classes (N=308) rated four male and female figures with approximate BMIs of 18.5, 25, 30, and 40, on measures of dislike and personality characteristics and completed measures assessing weight controllability, attitudes toward the obese, and perceptual reliance. Greater negative attitudes, weight controllability beliefs, and perceptual reliance were positively associated with greater dislike and negative personality attributes among obese/severely obese figures, but inversely related among low normal weight figures. Prejudice against overweight people is rife. However, there is a paucity of research on the underlying reasons for it. In two studies the relationship between body image, the tendency to make physical appearance-related comparisons (PACS), and both explicit and implicit anti-fat attitudes was examined. In Study 1 (n = 227) people with a high tendency to make physical appearance-related comparisons (high PACS scorers) reported lower self-appearance evaluation, but higher appearance orientation and explicit anti-fat attitudes. The PACS fully mediated the relationship between appearance orientation and explicit anti-fat attitudes. Study 2 (n = 134) found that the PACS also mediated the relationship between appearance orientation and implicit anti-fat attitudes. To support this need, on-call experts at Sandia, Los Alamos, and Lawrence Livermore national laboratories cooperate in resolving radiation alarms rapidly and accurately. Over the years, nurses, doctors and scientists have sought ways of assessing the impact of pain on patients. While many of the instruments devised have been extremely useful in identifying the nature and intensity of pain, defining the effect it has on people's lives and perceptions has proved much more problematic. Based on the work she carried out with patients suffering from chronic benign pain, Karen Rose explores one aspect of these effects--the feeling of isolation. By using a four-step anthropological approach to identify the impact of pain, she argues, nurses can arrive at a realistic and accurate assessment of how patients are coping. PMID:7947167

Objective: To estimate exposure dose of personnel around patients by Monte Carlo method and integration method. Methods: Exposures were estimated by a Monte Carlo practical program with Visual Basic 6.0 and integration method using 'pen-and-paper'. Results: Exposures for rectangle and ellipse sources were calculated. The difference between different methods for various sources were 0.88% and 0.61%, respectively. Conclusion: The results estimated by Monte Carlo method are close to those of integration method. It is illustrated that doses of other people estimated by Monte Carlo method are significant

This Environmental Assessment evaluates the proposed action to operate two laboratory-size muffle furnaces in glovebox HC-21C, located in the Plutonium Finishing Plant (PFP), Hanford Site, Richland, Washington. The muffle furnaces would be used to stabilize chemically reactive sludges that contain approximately 25 kilograms (55 pounds) of plutonium by heating to approximately 500 to 1000{degrees}C (900 to 1800{degrees}F). The resulting stable powder, mostly plutonium oxide with impurities, would be stored in the PFP vaults. The presence of chemically reactive plutonium-bearing sludges in the process gloveboxes poses a risk to workers from radiation exposure and limits the availability of storage space for future plant cleanup. Effects of ethanol in vitro on membrane vesicles were evaluated by monitoring "3"6Cl"- influx. Different assay parameters were tested to determine increased or decreased action of ethanol on GABA-activated chloride channels. The ability of 30 mM ethanol to augment "3"6Cl"- flux was seen at 0 degree C, in the absence of GABA, and at 34 degree C in the presence of GABA, using two different assay procedures. Picrotoxin blocked the direct effects of ethanol suggesting GABA_a involvement. Endogenous GABA in the medium surrounding the microsacs was assayed at different temperatures both in the presence and absence of GABA and ethanol. The direct effect of ethanol did not appear to involve the action of endogenous GABA. In addition to temperature effects on the assay, time of membrane storage also influenced ethanol action. The effect of UV radiation in the wavelength region 230 nm to 302 nm on the ability of an irradiated mammalian cell to reactivate UV-irradiated mammalian virus was tested. An action spectrum for radiation enhanced reactivation (RER) is presented. The shape of the action spectrum points to a combined nucleic acid-protein target for UV radiation effects on this cellular parameter. An analysis of the results of others involving the biochemical and photobiological events involved in RER does not allow us to distinguish which macromolecule is the major contributor to this effect. Studies involving an analogous phenomenon in bacteris (Weigle reactivation) imply that RER and WR amy involve similar mechanisms. (author).

We obtain the T-duality transformations of space-time spinors (the supersymmetry transformation parameters, gravitinos and dilatinos) of type-II theories in curved backgrounds with an isometry. The transformation of the spinor index is shown to be a consequence of the twist that T-duality introduces between the left- and right-moving local Lorentz frames. The result is then used to derive the T-duality action on Ramond-Ramond field strengths and potentials in a simple way. We also discuss the massive IIA theory and, using duality, give a short derivation of 'mass'-dependent terms in the Wess-Zumino actions on the D-brane world-volumes.

We evaluate the sphere level S-matrix element of two tachyons and two massless NS states, the S-matrix element of four tachyons, and the S-matrix element of two tachyons and two Ramond-Ramond vertex operators, in type 0 theory. We then find an expansion for theses amplitudes that their leading order terms correspond to a covariant tachyon action. To the order considered, there are no T4, T2(-bar T)2, T2H2, nor T2R tachyon couplings, whereas, the tachyon couplings FF-bar T and T2F2 are non-zero.

We evaluate various disk level four-point functions involving the massless scalar and tachyon vertex operators in the presence of background B-flux in superstring theory. By studying these amplitudes in specific limits, we find couplings of two scalars with two tachyons, and couplings of four tachyons on the world-volume of non-BPS D-branes of superstring theory. They are fully consistent with the non-commutative tachyonic Dirac-Born-Infeld effective action. They also fix the coefficient of T{sup 4} term in the expansion of the tachyon potential around its maximum.

The matrix representations of Witten's and B-algebras of the field string theory in finite dimensional space of the ghost states are suggested for the case of Virasoro algebra truncated to its SU(1,1) subalgebra. In this case all algebraic operations of Witten's and B-algebras are realized in explicit form as some matrix operations in the graded complex vector space. The structure of string action coincides with the universal non-linear cubic matrix form of action for the gauge field theories. These representations lead to matrix conditions of theory invariance which can be used for finding of the explicit form of corresponding operators of the string algebras. (author).

This study compares the effectiveness of potassium chloride with guanidine chlorhydrate in the prevention of clay swelling. The results given on various swelling tests on calcic montmorillonite led to the conclusions that (1) guanidine chlorhydrate is more effective than potassium chloride, especially in low concentrations, and (2) water immersion of samples treated by both solutions shows the permanent feature of the inhibitive action of guanidine chlorhydrate in swelling on one hand and the important increase in swelling of immersed samples treated by potassium chloride on the other. The viscosity measure of montmorillonite suspensions, before and after solution ion elimination by dialysis, confirms these observations.

The diagonal and symmetric Bianchi type IX models are coupled to a homogeneous spinor field. An action for the combined fields is constructed, where the orthonormal basis used is given explicitly in terms of the metric. This allows one to vary the action with respect to the metric and the spinor fields only. Next, a Hamiltonian formulation is given, and a qualitative solution for the problem is presented. We also show that the k = +1 FRW (Friedmann--Robertson--Walker) model is not compatible with a homogeneous spinor field, while the more complicated models are.

The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. We have examined the momentum expansion of the disk level S-matrix element of two tachyons and two gauge fields to find, up to on-shell ambiguity, the couplings of these fields in the world volume theory of N coincident non-BPS D-branes to all order of {alpha}'. Using the proposal that the action of D-brane-anti-D-brane is given by the projection of the action of two non-BPS D-branes with (-1){sup F{sub L}}, we find the corresponding couplings in the world volume theory of the brane-anti-brane system. Using these infinite tower of couplings, we then calculate the massless pole of the scattering amplitude of one RR field, two tachyons and one gauge field in the brane-anti-brane theory. We find that the massless pole of the field theory amplitude is exactly equal to the massless pole of the disk level S-matrix element of one RR, two tachyons and one gauge field to all order of {alpha}'. MHV diagrams give an efficient Feynman diagram-like formalism for calculating gauge theory scattering amplitudes on momentum space. Although they arise as the Feynman diagrams from an action on twistor space in an axial gauge, the main ingredients were previously expressed only in momentum space and momentum twistor space. Here we show how the formalism can be elegantly derived and expressed entirely in twistor space. This brings out the underlying superconformal invariance of the framework (up to the choice of a reference twistor used to define the axial gauge) and makes the twistor support transparent. Our treatment is largely independent of signature, although we focus on Lorentz signature. Starting from the N=4 super-Yang-Mills twistor action, we obtain the propagator for the anti-holomorphic Dolbeault-operator as a delta function imposing collinear support with the reference twistor defining the axial gauge. A technique has been developed to estimate the percent population having electric power access based on the presence of satellite detected nighttime lighting. A global survey was conducted for the year 2006 using nighttime lights collected by the U.S. Air Force Defense Meteorological Satellite Program (DMSP) in combination with the U.S. Department of Energy Landscan population dataset. The survey includes results for 229 countries and more than 2000 subnational units. The results are compared to reported electrification rates for 87 countries compiled from a variety of sources by the International Energy Agency. The DMSP derived estimate of number of people worldwide who lack access to electricity is 1.62 billion, only slightly larger than the 1.58 billion estimated by the International Energy Agency.

The concepts of ''fast'' and ''slow'' time scale valence measurements are emphasized by a comparison of L/sub III/ absorption and Mossbauer effect measurements on the temperature induced valence change in EuPd/sub 2/Si/sub 2/. Further the authors show how synchrotron radiation based L/sub III/ measurements of the Ce-valence state can be used to demonstrate electronic structure trends under wide changes in chemical environment. The purpose of this paper is to provide an introduction to researchers in the People's Republic of China to the field of mixed valent rate earth compounds. They hope to illustrate some of the basic concepts in this field, how the field is contributing to the overall insight into the chemical physics of solids and finally how synchrotron radiation measurements in particular are playing a key role in this field.

Over the past several decades the Internet has emerged as a fast and easily accessible medium for people to connect and communicate. While the Internet provides children with a source of support through chat rooms, online communities and social networking sites, just as equally it can expose vulnerable children to predatory and deviant individuals exacerbating the potential for harm. These implement the European Union's Basic Safety Standards Directive (EUBSS) (EC, 1996). The Radioactive Substances Act 1993 (RSA93) regulates the accumulation, storage and disposal of radioactive waste, principally to control potential doses to members of the public. The Ionising Radiations Regulations 1999 (IRR, 1999) deal primarily with regulating the doses that people receive at work. Both of these pieces of legislation apply to the use of materials containing naturally occurring radionuclides. The design of a global steady-state thermal model of a 100kWt molten salt cavity receiver was developed as part of the key project of the Ministry of Science and Technology of People's Republic of China (MOST). In the design process, the following factors were analyzed: receiver area, heat loss (convective, emissive, reflective and conductive), number of tubes in the receiver panel, tube diameter and receiver surface temperature. The model was also used to calculate the receiver performance of the Sandia National Laboratories' molten salt electric experiment (MSEE). In addition, the thermal performance of the designed molten salt cavity receiver is presented for a fixed outlet flow rate and a fixed output temperature.

Home economics is a dynamic field that imparts knowledge intended to help people adapt to their environment by making effective use of human and material resources. Hence, the profession values global concerns for the environment, human rights, health, and well-being. In Nigeria, home economics teachers must also consider the role they play in programs such as family life education, poverty alleviation, and universal basic education. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. The document provides a means of communicating intent to the typically large group of people, from program management to analysts to test engineers, who must work together to complete the validation activities. This report provides guidelines for writing a validation plan. It describes the components of such a plan and includes important references and resources. While the initial target audience is the DART Full System Model teams in the nuclear weapons program, the guidelines are generally applicable to other modeling efforts. The results of radon concentration measurements inside of the Gabriel caves of Mexico, during three consecutive two-month periods covering almost three seasons, are reported in the present work. The radio-ecological importance of this site is related to the radon and its concentration-dynamic behavior in the cave. Further interest in radiation safety motivated this initiative since routine biological field work is done, with people spending long periods of time there. CR-39 passive nuclear track detector was chosen for this survey. Radon concentration levels decrease during the rainy season and show different values depending on the ventilation and geometeorological structure. Measured values range between 956 and 4931Bqm{sup -3}, an indication that radon doses may exceed the allowed values for workers. This project is part of a larger study of indoor radon alpha emitters in Mexican caves.
