This article examines the hidden history of criminal justice in late colonial Australia by focussing on Aboriginal inter se offending. Most Aboriginal defendants appearing in late colonial criminal courts were prosecuted for violent crimes against other Aboriginal people. The article explores how common such cases were and the degree to which the acknowledgment of cultural difference affected justice process and outcomes. The frequent invocation of 'custom' commonly led juries to recommend the mercy of the Crown to those Aboriginal defendants found guilty of committing a homicide. I argue that 'custom' was increasingly used by settler judicial processes as a shorthand way of explaining what was otherwise seen as unexplainable. This report attempts to bring together available information on the coal deposits of Antarctica and discuss factors that would be involved if these deposits were to be explored and mined. Most of the reported principal coal deposits in Antarctica lie generally within the Transantarctic Mountains: the majority are of Permian age and are present in the Victoria Group of the Beacon Supergroup. Several other deposits have been recorded in East Antarctica and in the Antarctic Peninsula, including minor occurrences of Mesozoic and Tertiary coal and carbonaceous shale.

Following the United Kingdom's nuclear tests at Maralinga in Australia in the 1960's, the Australian government signed away its rights to claim compensation for decontamination costs in a 1968 agreement. Controversy now rages as the Australian government is claiming pound33 million for this purpose from the United Kingdom to compensate the Maralinga Tjarutja for the loss of access to their traditional lands. They claim that the UK clean-up operation was inadequate and that much plutonium was spread over the land, rather than contained in pits. Measurements of contamination at the site were wrong by a factor of ten according to a 1984 visit when Australian scientists were horrified to realize that an Aboriginal child living near Taranaki could inhale more than 460 millisieverts a year. As ministers from both countries meet in June 1993 the debate is likely to be heated and hotly defended. (UK).

Intermittent sun exposure and sunburn are strong predictors of cutaneous malignant melanoma (CMM). On the other hand, melanomas may arise also in non-sun-exposed areas such as the vulva. However, little is known about a possible relationship between sun exposure and vulvar melanoma. Temporal and latitudinal dependencies of the incidence rates of vulvar melanoma were studied in comparison with those of CMM among Caucasians in Sweden, East Germany, USA and Victoria (Australia). The ratios of vulvar melanoma incidence rates to those of CMM tend to decrease with increasing CMM rates. Identification of a functional nuclear export signal in the green fluorescent protein asFP499

Ceramic linings beat coal plant's abrasion/corrosion problems

The green fluorescent protein (GFP) asFP499 from Anemonia sulcata is a distant homologue of the GFP from Aequorea victoria. We cloned the asFP499 gene into a mammalian expression vector and showed that this protein was expressed in the human lymphoblast cell line Ramos RA1 and in the embryonic kidney 293T cell line (HEK 293T). In HEK 293T cells, asFP499 was localized mainly in the cytoplasm, suggesting that the protein was excluded from the nucleus. We identified _1_9_4LRMEKLNI_2_0_1 as a candidate nuclear export signal in asFP499 and mutated the isoleucine at position 201 to an alanine. Unlike the wildtype form, the mutant protein was distributed throughout the cytoplasm and nucleus. This is First report of a GFP that contains a functional NES.

A combination of erosion and corrosion at the Victoria Junction coal preparation plant in Sydney, Nova Scotia was causing serious problems. Schedule 80 mild steel pipes were starting to fail as well as some quarter-inch steel plates in the lauders and chutes. Some corrosion tests were carried out and the high chloride level in the process water was felt to be the single most important contribution to the corrosion problem. Cast basalt was selected as a solution to the pipe wear problem. Three different types of abrasion/corrosion-resistant tiling - basalt tiles, kalceram tiles and ceramic tiles were well suited to the chloride conditions at this plant.

Innovation in sustainable energy in the Netherlands. Availability of capital and required government support

As part of the general QC/QA management of the k_0-standardization, three types of 'SMELS' (synthetic multi-element standards) are being developed to check the performance of k_0-NAA when implemented in a laboratory. Phenol-formaldehyde resin is proposed in this paper as the matrix of choice. Based on previous work, this material could be prepared with sufficient purity so as to make interferences with the spiking elements negligible. The matrix was found to be adequately resistant towards high neutron flux irradiation. A selection was made of compounds, soluble in ethyl alcohol, for spiking the prepolymer ethanolic solution with the elements of interest. Finally, some prototypes were prepared and a satisfactory homogeneity of the spiked elements was found for 50 mg sample intake.

To make the Dutch energy system more sustainable as formulated in the objectives of the recently constituted Task Force Energietransitie (Energy Transition), additional investments by the government in sustainable energy are needed. One of the ideas is to start a public-private risk bearing fund that invests in Netherlands based innovation projects in the area of sustainable energy. The ingoing assumption is that there is a shortage of capital supply for innovation projects that are in between the Research and Development phase and the market introduction phase, and that the government can attract further commercial private capital by co-investing itself. The Ministry of Economic Affairs has asked Bain and Company to perform a due diligence on the validity of the in-going assumptions for raising such a Venture Capital fund. The purpose of the project was to: create a working relationship between CERT and Colorado State University (CSU); involve and create relationships among individuals and departments at CSU; empower Native communities to run their own affairs; establish programs for the benefit of Tribes; and create Native American Program Development Office at CSU. The intern lists the following as the project results: revised a Native American Program Development document; confirmation from 45 departments across campus for Summit attendance [Tribal Human Resource Development Summit]; created initial invitee list from CSU departments and colleges; and informed CERT and CSU staff of results. Much of the response from the campus community has been positive and enthusiastic. They are ready to develop new Native American programs on campus, but need the awareness of what they can do to be respectful of Tribal needs.

Motion Camouflage (MC) is illuminated as a novel strategy in counterattacking anti-satellite by way of stealth trajectory scheduling. The dynamics model of MC in space is developed and a quadratic function with three boundary constraints is employed for trajectory determination. Based on the model a scenario is set to run the simulation. The results indicate given the designed acceleration input, the predator will be moved following a prescribed route, which precisely locates the predator between two objects at each time instant. One wonders how a facility will cope with the new Clean Air Act Amendments (CAAA). Environmental engineers working in large companies' facilities and in corporate engineering groups already have an idea of how to comply with the regulations for chemical plant equipment leaks. (In fact, the rules will also affect process bins, wastewater, transfer and storage.) But those who work for smaller companies or who have assignments not directly tied to environmental affairs may not have access to the latest thinking on compliance. One of the first challenges in becoming aware of the CAAA regulations is learning the new language, which consists of acronyms, some containing other acronyms. NESHAP, for example, stands for national emissions standards for hazardous air pollutants. Prior to the CAAA, NESHAPs applied to a few specific chemicals, such as benzene. Since mid-March the Commission on Water Management, with the assistance of the appropriate ministries, visited all regions of the province in order to acquaint themselves first hand with regional water management problems. During the month of June, the Commission also organized a series of ten workshops, attended by a limited number of experts, to explore in depth certain specific questions in the area of water management. During these public sessions the Commission hoped to discuss specifically the specific questions relating to water management problems of First Nations communities, bearing in mind the essential nature of water in maintaining traditional activities. To realise the Dutch objectives of energy saving and emission reductions in the built environment, the use of 'Low Valued Energy' will be necessary in the future. Low Valued Energy is available from residual, ambient heat and renewable sources. Using Low Valued Energy for space heating in commercial and residential buildings requires adjusting the design of the installations, i.e. lowering the design supply temperature of the heating system from 90C to 55C or less. Appropriate heat distribution systems, e.g. floor or wall heating and radiators, have a life cycle of 40 to 50 years. The application (on a large scale in buildings), however, requires an enormous change in the installation and building branch. This report surveys potential impacts of ASEAN (Association of South East Asian Nations) on inter-ASEAN affairs and its external relations when ASEAN will enlarge its members to include all nations in South East Asia, and thus fully represent the region. For this purpose, the survey was conducted on Vietnam, Myanmar, Laos and Cambodia, which joined in 1995, from the viewpoint of their economic and political system, and their relations with other member countries. The nature of ASEAN has gradually transformed, in which all the countries in the region have increased and internal economic issues have been tackled. It has an aim to stimulate inter-ASEAN trade and induce foreign direct investment into ASEAN as a whole by reducing import duties on intra-ASEAN trade.
