Problems with the refractory liners of incinerator combustion chambers have accompanied incinerators from the very beginning. They increased during the past decade, owing to higher combustion temperatures required by law (17. BImSchV), the higher calorific values of the waste to be combusted, and the higher or changed pollutant concentrations in the waste materials. This caused the providers and the materials and the producers of incinerators to develop new refractory products and new design concepts, with a great variety of processes and cost levels. Drastic changes in waste management procedures are expected from the German Municipal Waste Disposal Regulations which became effective on June 1, 1993. Waste disposal will be subject to certain restrictions which, e.g. demand that wastes must be pretreated and inerted before they are stored. These regulations favor thermal waste disposal methods such as the carbonization/combustion method which is planned for a commercial-scale plant in the city of Fuerth. (orig./BBR)
The amended Radiation Protection Ordinance of 2001 contains regulations on natural radioactive materials, whose recycling or disposal poses practical problems. This publication, with comparisons of laws and empirical-sociological evaluations for solutions, takes into account laws and regulations up to February 1988. Exemplary references to German law are presented, and the interrelationship of certain legislation illustrated by bringing examples of the known legal systems. Every legal norm and every legal institution is investigated with a view to finding out which function it has to fulfil, and whether this is done in an adequate way or whether another norm or another institution could do this better. The European Court of Justice has defined a clear means by which waste utilisation methods can be distinguished from waste disposal methods in a logical, well-understandable manner. With its stringent definition of ''utilisation'' this judgement points the way to quality-oriented waste management practices. We do not share the often voiced fear that this decision will lead to an increased incineration of compound wastes in industrial plants such as cement works. From the fact that, according to the decision by the European Court of Justice, wastes destined for utilisation fulfil a certain purpose and therefore, if not available in sufficient quantity must be replaced by primary raw materials, it follows that these wastes are required to fulfil specific quality criteria. The first working meeting of the SAPIERR project about regional final storage of radioactive waste in the European Union was held in Piestany, Slovak Republic, on February 19 and 20, 2004. SAPIERR stands for Support Action: Pilot Initiative for European Regional Repositories. This is an independent study supported financially by the European Union within the 6th Research Framework Program. The background to the project is the debate about the feasibility of regional repositories for radioactive waste in the European Union, which has come up again especially with a view to the new accession countries and the draft of a waste management directive within the framework of the Nuclear Package. The results of the SAPIERR Project will be presented in Brussels at a concluding international seminar, most probably in October 2005. The present contribution focuses on the input side of individual process techniques. It shows on the basis of example calculations how two parameters describing the incinerable (residual) waste that are of particular importance for unconventional thermal treatment methods, namely ``pollutant load`` and ``calorific value``, can be influenced by a recycling stage and then further by mechanical-biological pretreatment. Only about 25% of residue accumulating in the Federal Republic of Germany is currently used for the purposes of energy. This residue will be converted into fuel for power stations by the Omega process when the dumping of waste with a calorific value in excess of 5 MJ/kg is prohibited with effect from 2005. This oxygen melting process is suitable for the local use of substitute fuels. Waste is converted into a high-quality synthesis gas with a wide range of uses. The Omega process combines drying, thermal decomposition, gasification and melting of the material used in a single-stage process. This is now technologically possible for the first time by combining a metallurgical cupola furnace with a traditional gas producer. The highly-calorific synthesis gas produced by the Omega process can be used in block heat and power stations or as an industrial fuel gas, instead of natural gas. For purposes of assessing the dumpability of wastes, Article 1 - Ordinance on the Environmentally Responsible Landfilling of Household Wastes (AbfAblV) - of the Ordinance on the Environmentally Responsible Landfilling of Household Wastes and Biological Waste Treatment Plants defines classificaton criteria for biologically and mechanically treated wastes destined for landfilling. The practical experiences that have been gathered with these classification criteria and values were evaluated in a questionnaire-based survey. This was done in particular for the purpose of verifying and validating proposals on the methodology of respiration and fermentation tests. A general finding has been that the application and implementation of the regulations of the AbfAblV is fraught with difficulties. This is evident for one thing in the frequency of analyses and for another in the difficulty of complying with the limit values of the classification criteria.
