The politics of climate

One of the aims of SILMU, the Finnish Research Programme for Climate Change, was to produce information for decision-makers concerning climate change and its mitigation. One integrative project for this purpose was PAATE, an inquiry into the present state and future possibilities of interaction between researchers and decision-makers. The aims of the PAATE project can be summarised as follows: (1) to conduct a survey of the state of climate change research and climate policy in Finland, (2) to develop the interaction between climate research, policy makers and different societal organisations, (3) to acquire methodological experiences on the realisation of projects of this type, (4) to provide material for the final report of the SILMU project and for further action, and (5) to promote the rational development of climate policy. Schooling for All in South Africa: Closing the Gap

It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

Purpose - The purpose of this paper is to verify the proposition by the University of Illinois, Urbana-Champaign (UIUC), that their return on investment (ROI) formula developed for academic libraries and based on hard facts is broad enough to be used throughout the world for ROI studies in academic institutions/libraries. It further aims to verify that UIUC's methodology is adaptable enough to work in other academic environments as well. This paper makes a case for "good politics for good education", with special reference to Nigeria. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). Politics in its raw form is concerned with seeking power for self-aggrandisement while politics in its noble form is concerned with seeking power for public good.
