    The 4th International Symposium on Functional Materials (ISFM2011) was held in Sendai, Japan, on 2-6 August 2011. This Special Issue of Journal of Physics: Conference Series (JPCS) consists of partial manuscripts which were presented at ISFM2011. Advanced materials have experienced a dramatic increase in demand for research, development and applications. The aim of the International Symposium on Functional Materials (ISFM) was to provide an overview of the present status with historical background and to foresee future trends in the field of functional materials. The 4th symposium, ISFM 2011, covered a wide variety of topics within state-of-the-art advanced materials science and technology, and focused especially on four major categories including: Environmental Materials, Electronic Materials, Energy Materials and Biomedical Materials. As you know, a massive earthquake and the Tsunami that followed occurred near the Tohoku region on 11 March 2011. After the earthquake, although there were many difficulties in continuing to organize the symposium, we received warm encouragement from many researchers and societies, especially from the members of the International Advisory Committee and Organizing Committee, so that ISFM2011 could be held on schedule. We are honored that ISFM2011 was the first formal international academic conference held in the Tohoku area of Japan after the 11 March earthquake. About 140 participants from 14 countries took part in the ISFM2011 symposium, which included five plenary talks by world-leading scientists, 32 invited talks, and many oral and poster presentations. We are delighted to see that many researchers are interested in the synthesis and the properties as well as the applications of functional materials.     The 4th International Conference on Hadron Physics, TROIA'14, was held at Canakkale, Turkey on 1-5 July 2014. Ozyegin University, Middle East Technical University, Canakkale Onsekiz Mart University, Turkish Atomic Energy Authority and HadronPhysics2 Consortium sponsored the conference. It aimed at bringing together the experts and the young scientists working on experimental and theoretical hadron physics. About 50 participants from 10 countries attended the conference. The topics covered included: . Chiral Perturbation Theory . QCD Sum Rules . Effective Field Theory . Exotic Hadrons . Hadron Properties from Lattice QCD . Experimental Results and Future Perspectives . Hadronic Distribution Amplitudes The conference presentations were organized such that the morning sessions contained invited talks and afternoon sessions were devoted to contributed talks. The speakers of the invited talks were: C. Alexandrou, A. Gal, L. Tolos, J.R. Pelaez and M. Schindler. We had also guest speakers D. A. Demir and T. Senger. The conference venue was a resort hotel around Canakkale. As a social program, a guided full-day excursion to the excavation site of the ancient Troia town and Assos was organized. We believe that this conference provided a medium for young scientists and experts in the field to effectively communicate and share ideas.     The papers collected in this volume were presented at the 4th Colloquium on Process Simulation held at Helsinki University of Technology, Espoo, Finland, June 11-13, 1997. In the more developed industrial nations, the processes for producing chemicals, energy, and materials encounter environmental concern and laws which challenge engineers to develop the processes towards more efficient, economical and safe operation. This necessitates more thorough understanding of the processes and phenomena involved. Formerly, the development of the processes was largely based on trial and error, whereas today, the development of computer performance together with the diversification of modelling software enables simulation of the processes. The increased capacity and possibilities for modelling the processes brought by the improved hardware and software, have generated a strong demand for more accurate mathematical descriptions of the processes. Especially, the coupling of computational fluid dynamics and chemical kinetics, combustion, and thermodynamics is of current interest in process oriented technology.     In the last decade, worldwide PIV development efforts have resulted in significant improvements in terms of accuracy, resolution, dynamic range and extension to higher dimensions. To assess the achievements and to guide future development efforts, an International PIV Challenge was performed in Lisbon (Portugal) on July 5, 2014. Twenty leading participants, including the major system providers, i.e., Dantec (Denmark), LaVision (Germany), MicroVec (China), PIVTEC (Germany), TSI (USA), have analyzed 5 cases. The cases and analysis explore challenges specific to 2D microscopic PIV (case A), 2D time-resolved PIV (case B), 3D tomographic PIV (cases C and D) and stereoscopic PIV (case E). During the event, 2D macroscopic PIV images (case F) were provided to all 80 attendees of the workshop in Lisbon, with the aim to assess the impact of the user's experience on the evaluation result. This paper describes the cases and specific algorithms and evaluation parameters applied by the participants and reviews the main results.   15. On results of 4th regular inspection of No.2 plant in Hamaoka Nuclear Power Station

    The 4th regular inspection of No.2 plant in Hamaoka Nuclear Power Station, Chubu Electric Power Co., Inc., was carried out from January 10 to May 13, 1983. The objects of inspection were the reactor, reactor cooling system, measurement and control system, fuel facilities, radiation control facilities, abandonment facilities, reactor containment equipment and emergency standby power generation facilities. The inspection of the appearance, disassembling, leak, function, performance and so on was carried out, but abnormality was not found at all. The works related to this regular inspection were executed within the range of allowable dose based on the laws. A radiation monitor for the drain sump in the containment vessel and a continuous monitor for the seawater drain sump in the turbine building were installed. Pumps were additionally installed for the drain sumps without spare pumps, and a part of the small piping for the turbine was changed to corrosion resistant STPA 23. Abnormality was not found in the internal radiation exposure of 6418 workers. (Kako, I.)

    The 4th International Conference on Mathematical Modeling in Physical Sciences (IC-MSQUARE) took place in Mykonos, Greece, from Friday 5th June to Monday 8th June 2015. The Conference was attended by more than 150 participants and hosted about 200 oral, poster, and virtual presentations. There were more than 600 pre-registered authors. The 4th IC-MSQUARE consisted of different and diverging workshops and thus covered various research fields where Mathematical Modeling is used, such as Theoretical/Mathematical Physics, Neutrino Physics, Non-Integrable Systems, Dynamical Systems, Computational Nanoscience, Biological Physics, Computational Biomechanics, Complex Networks, Stochastic Modeling, Fractional Statistics, DNA Dynamics, Macroeconomics etc. The scientific program was rather intense as after the Keynote and Invited Talks in the morning, three parallel oral and one poster session were running every day. However, according to all attendees, the program was excellent with a high quality of talks creating an innovative and productive scientific environment for all attendees. We would like to thank the Keynote Speaker and the Invited Speakers for their significant contribution to IC-MSQUARE. This conference brought together the diverse contributions of 250 female physicist attendees from nearly 60 countries worldwide to dissect the challenges faced by female physicists worldwide and to propose strategies to attract and retain more girls and women to the field. Having served as a member of the U.S. Delegation, I will discuss the resolutions reached and highlight the most important results of Global Survey of Physicists, where nearly 15,000 physicists shine light on how gender affects their lives and careers.

    The 4th WCRP International Conference on Reanalyses provided an opportunity for the international community to review and discuss the observational and modelling research, as well as process studies and uncertainties associated with reanalysis of the Earth System and its components. Characterizing the uncertainty and quality of reanalyses is a task that reaches far beyond the international community of producers, and into the interdisciplinary research community, especially those using reanalysis products in their research and applications. Reanalyses have progressed greatly even in the last 5 years, and newer ideas, projects and data are coming forward. While reanalysis has typically been carried out for the individual domains of atmosphere, ocean and land, it is now moving towards coupling using Earth system models. Observations are being reprocessed and they are providing improved quality for use in reanalysis. New applications are being investigated, and the need for climate reanalyses is as strong as ever. At the heart of it all, new investigators are exploring the possibilities for reanalysis, and developing new ideas in research and applications. Given the many centres creating reanalyses products (e.g. ocean, land and cryosphere research centres as well as NWP and atmospheric centers), and the development of new ideas (e.g. families of reanalyses), the total number of reanalyses is increasing greatly, with new and innovative diagnostics and output data. The need for reanalysis data is growing steadily, and likewise, the need for open discussion and comment on the data. The 4th Conference was convened to provide a forum for constructive discussion on the objectives, strengths and weaknesses of reanalyses, indicating potential development paths for the future.

    The 4-th International Symposium on Ultrafast Surface Dynamics (UDS4) was held at the Telluride Summer Research Center on June 22-27, 2003. The International Organizing Committee consisting of Hrvoje Petek (USA), Xiaoyang Zhu (USA), Pedro Echenique (Spain) and Maki Kawai (Japan) brought together a total of 51 participants 16 of whom were from Europe, 10 from Japan, and 25 from the USA. The focus of the conference was on ultrafast electron or light induced processes at well-defined surfaces. Ultrafast surface dynamics concerns the transfer of charge and energy at solid surfaces on the femtosecond time scale. These processes govern rates of fundamental steps in surface reactions, interfacial electron transfer in molecular electronics, and relaxation in spin transport. Recent developments in femtosecond laser technology make it possible to measure by a variety of nonlinear optical techniques directly in the time domain the microscopic rates underlying these interfacial processes. Parallel progress in scanning probe microscopy makes it possible at a single molecular level to perform the vibrational and electronic spectroscopy measurements, to induce reactions with tunneling electrons, and to observe their outcome. There is no doubt that successful development in the field of ultrafast surface dynamics will contribute to many important disciplines.

We aim to continue a tradition of showcasing major advances in energy crop improvement yet keep in perspective the realities of the economic drivers and pressures that govern the translation of scientific success into a commercial success. The congress is endorsed by the American Society of Plant Biologists and the Canadian Society of Plant Biologists. Finally, it requires the design of robust, accurate and efficient inversion algorithms.   13. Operation of Finnish nuclear power plants. Quarterly report, 4th quarter 1996

    Quarterly reports on the operation of Finnish nuclear power plants describe events and observations relating to nuclear and radiation safety which the Finnish Centre for Radiation and Nuclear Safety (STUK) considers safety significant. Safety improvements at the plants are also described. The report also includes a summary of the radiation safety of plant personnel and of the environment and tabulated data on the plants's production and load factors. In the fourth quarter of 1996, the Finnish nuclear power plant units were in power operation except for the annual maintenance outage of Loviisa 2 and a shutdown at Olkiluoto 1 to repair a condensate system stop valve. The load factor average of all plant units was 96.5%. Events in the fourth quarter of 1996 were level 0 on the International Nuclear Event Scale. Occupational doses and radioactive releases off-site were below authorised limits. Radioactive substances were measurable in samples collected around the plants in such quantities only as have no bearing on the radiation exposure of the population. (orig.)

    This report is the Proceedings of the fourth International Symposium on Material Testing Reactors hosted by Japan Atomic Energy Agency (JAEA). The first symposium was held on 2008, at the Oarai Research and Development Center of JAEA, the second, 2009, Idaho National Laboratory (INL) of United States and the third 2010, Nuclear Research Institute (NRI) in Czech Republic to exchange information for deep mutual understanding of material testing reactors. The fourth symposium was originally scheduled to be held INVAP in Argentina. However, the aftermath of volcanic explosion at Chili forced the symposium to change place. Total 111 participants attended from Argentina, Belgium, France, Germany, Indonesia, Malasia, Korea, South Africa, Switzerland, the United State and Japan.     The Fourth International MELODI Workshop is organized by STUK - Radiation and Nuclear Safety Authority in Helsinki, Finland, on 12-14 September 2012. The workshop offers an update of recent low-dose research issues, and an opportunity to participate in the MELODI Low Dose Research Platform, a major step in the long term goals that the European Low-Dose Risk research intends to achieve. The main goal of MELODI is to develop and maintain a Strategic Research Agenda (SRA) in the field of low-dose radiation research, and to actively promote its implementation. DoReMi Network of Excellence funded by the European Commission is supporting the setting up of the Platform and addressing some of its research needs. In line with one of the main SRA goals, a major aim of the workshop was to set all topics in an interdisciplinary context. The Workshop abstracts cover plenary lectures as well as poster presentations related to topical discussions in breakout sessions. The theme of the first day 'Low dose risk research - state of the art' provides an introduction to the MELODI activities and the SRA and an update on recent epidemiological studies and dosimetric aspects of low dose studies. Potential implications of cardiovascular disease risk for radiation protection are also addressed. Discussion on the state-of-the art of MELODI SRA took place in three break-out groups addressing epidemiological approaches, cancer mechanisms and models and infrastructures and knowledge management. The second day 'Emerging scientific challenges' features the development of science and novel technologies, covering topics such as epigenetics, systems biology, stem cells as well as biomarkers that could be potentially used in molecular epidemiological studies.   8. Editorial. Special issue of Classical and Quantum Gravity on the proceedings of the 4th international LISA symposium

    The 4th International LISA Symposium was held at the National Science Foundation Physics Frontier Center for Gravitational Wave Physics at The Pennsylvania State University on 19-24 July 2002. This special issue of Classical and Quantum Gravity is the proceedings of this meeting. LISA - the Laser Interferometer Space Antenna - is part of an international effort to open a new window on the universe. Not all things radiate light, but everything gravitates. Observations of the gravitational waves radiated by black holes and compact binary star systems, in our galaxy and beyond, can reveal details about these systems and their environments that are otherwise inaccessible. The international effort, of which LISA is a part, includes ground-based detectors, and the relationship between LISA and its ground-based detector 'cousins' was an important theme for this Symposium. LISA will observe gravitational waves in the 0.1 mHz to 0.1 Hz band, complementing observations made by ground-based detectors in the 10 Hz to several KHz band. Together they will explore nearly six decades of bandwidth in the gravitational-wave sky. LISA in particular will observe the gravitational waves radiated by the coalescence of black holes at the centres of colliding galaxies, and the inspiral of compact neutron stars or stellar-mass black holes onto these black holes, virtually anywhere in the universe. It will take a census of neutron star or close white dwarf binaries in our own galaxy and observe the formation of large black holes from the very first structures to form and collapse in our universe. In doing all these things, it will shed new 'light' on the first structures to form in the universe, explore the evolution of galaxies and the roles that black holes play in their structure, test relativity near the 'edges' of a black hole, and deepen our understanding of stellar and binary system evolution.     Surveillance testing for reactor vessel materials is performed in order to evaluate the irradiation embrittlement due to neutrons during operation and set the condition of safe operation of nuclear reactor. The 4th surveillance testing was performed completely by Korea Atomic Energy Research Institute at Taejeon after the capsule was transported from Yonggwang site including its removal from reactor. Fast neutron fluences for capsules were calculated and various testing including mechanical and chemistry analysis were performed in order to evaluate the integrity of Yonggwang unit 1 reactor vessel during the operation until life time. The evaluation results are as follows; Fast neutron fluences for capsules U, V, X and W are 5.555E+18, 1.662E+19, 3.358E+19, and 4.521E+19 n/cm{sup 2}, respectively. The bias factor, the ratio of measurement versus calculation, was 0.859 for the 1st through 4th testing and the calculational uncertainty, 11.80% satisfied the requirement of USNRC Reg.Guide 1.190, 20%. The best estimated neutron fluence for reactor vessel inside surface was 1.551E+19 n/cm{sup 2} based on the end of 12th fuel cycle and it was predicted that the fluences of vessel inside surface at 32, 40, 48 and 56EFPY would reach 3.929E+19, 4.880E+19, 5.831E+19 and 6.782E+19 n/cm{sup 2} based on the current calculation. The result through this analysis for Yonggwang unit 1 showed that there would be no problem for the pressurized thermal shock(PTS) during the operation until design life. 4 refs., 41 figs., 35 tabs. The best estimated neutron fluence for reactor vessel inside surface was 1.357E+19 n/cm{sup 2} based on the end of 11th fuel cycle and it was predicted that the fluences of vessel inside surface at 32, 40, 48 and 56EFPY would reach 3.525E+19, 4.337E+19, 5.148E+19 and 5.960E+19 n/cm{sup 2} based on the current calculation. The result through this analysis for Yonggwang unit 2 showed that there would be no problem for the pressurized thermal shock(PTS) during the operation until design life. 48 refs., 35 figs., 42 tabs.     Full Text Available This contribution is based on the discussions that took place in the international conference “Bridging the Gap between International Investment Law and the Environment” which was held on 4-5 November 2013 in the Hague. The main goal of the conference was to answer the question of how the gap between international investment law and the environment can be bridged. Different perspectives were presented, helping to shed light on this issue. The emphasis of the first day of the conference was the academic debate in the field of international investment law and the environment. Four main perspectives were discussed: general principles of international investment law and the environment, various legal regimes, specific legal regimes and case studies. Furthermore, also the topics of sustainable development, the right to access to water and climate change were elaborated upon by the experts. The second day of the conference focussed on the perspective of policy-makers. Most of the topics were presented in the form of panel discussions. Issues that were discussed included: the perspective of various intergovernmental organisations, concerns and dilemmas of non-European capital-importing countries, and the European Investment Policy. This contribution elaborates upon the most important themes and issues debated at the conference, providing academic and policy perspectives.

    The fourth CCM (Consultative Committee for Mass and related quantities) International Conference on Pressure Metrology from Ultra-High Vacuum to Very High Pressures (10-9 Pa to 109 Pa) was held at the Institute of Physics in London from 19-21 April 2005. The event, which was organized by the Low, Medium and High Pressure working groups of the CCM, was attended by in excess of one hundred participants with representatives from five continents and every regional metrology organization. The purpose of this conference is to review all the work that is devoted to the highest quality of pressure measurement by primary standards as well as the dissemination of the pressure scale. A total of 52 papers were presented orally, and 26 as posters, in sessions that covered the following topics: Latest scientific advances in pressure and vacuum metrology Innovative transfer standards, advanced sensors and new instrument development Primary (top-level) measurement standards International and regional key comparisons New approaches to calibration It is interesting the note that since the third conference in 1999 the pressure range covered has increased by two orders of magnitude to 109 Pa, to take into account more exacting scientific and industrial demands for traceable vacuum measurement. A further feature of the conference was the increased range of instrumentation and techniques used in the realization and potential realization of pressure standards. Seton Bennett, Director of International Metrology at the National Physical Laboratory, opened the conference and Andrew Wallard, Director of the Bureau International des Poids et Mesures (BIPM), gave the keynote address which described the implementation of the mutual recognition arrangement and the resulting removal of metrological barriers to international trade.     When the shutdown of the waste processing plant in 1974 was decided, Eurochemic and the Belgian authorities established the operations and procedures to be taken. The operation began by rinsing the system, in 1975, for determining fission products. The second step involved the decontamination of all the workrooms to allow inspection. Some components for which re-use was not possible were destroyed. The operation and the procedures are described and the means for the personnel protection are reviewed

    The joint international symposium of the 22nd Hiroshima Cancer Seminar and the 4th Japanese Association for RNA Interference focused on a pivotal role of microRNAs in carcinogenesis, progression and therapy of human cancer. Mammalian immune regulator MCPIP1 (Zc3h12a) RNase acts as a novel suppressor of microRNA activity and biogenesis, suggesting the involvement of MCPIP1 in the alteration of microRNA biogenesis in tumorigenesis. Gene set enrichment analysis and functional assignment of microRNAs via enrichment analysis enable the prediction of microRNA activities from mRNA expression data by combining rank-based enrichment analysis and weighted evaluation of microRNA-mRNA interactions. MiR-124 and miR-203 function as tumor-suppressor microRNAs silenced by DNA methylation in hepatocellular carcinoma. Stella-induced DNA hypomethylation would confer the pathogenic function of DNA hypomethylation in cancer. Senescence-associated microRNA, miR-22, suppresses tumor growth and metastasis in vivo in a murine breast cancer model, and exosomal senescence-associated microRNA may affect the tumor microenvironment. The therapeutic potential of microRNAs for preventing and treating lung cancer using the Kras(LSL-G12D/+);p53(LSL-R172H/+)mouse model suggests that miR-34 may be useful in sensitizing tumors to other conventional therapeutics. MiR-1 and miR-133a cluster may function as tumor suppressors regulating novel pathways in human cancers. The down-regulation of miR-148a is implicated in invasion of gastric cancer, while high miR-21 expression in colorectal cancer is associated with poor survival. Neutral sphingomyelinase 2 regulates exosomal microRNA secretion and promotes angiogenesis within the tumor microenvironment as well as metastasis; in particular, the exosomal miR-210 secretion by neutral sphingomyelinase 2 confers the formation of the tumor vessel network.   14. Search for 4th generation quarks

    We present the results of searches for a new heavy 4th generation and vector-like quark using leptonic, and semileptonic final states comprising of electron(s) and/or muon(s) and jets. The full sample of 5 fb$^{-1}$ of pp collisions recorded with CMS experiment in 2011 at the center-of-mass energy of 7 TeV has been used. In leptonic final states, two same sign dilepton and trilepton channels have been explored. For semileptonic events, the search for heavy quarks is carried out using events with one lepton, and at least four jets with imbalance in transverse momenta, requiring at least one of the jet identified as originating from the fragmentation of a b-quark. No significant excess of events over Standard Model expectations is observed, therefore upper mass limits are set at 95\\% C.L.

    This working group on 4th Generation Light Source (4GLS) Instrumentation was a follow-up to the opening-discussion on Challenges in Beam Profiling. It was in parallel with the Feedback Systems session. We filled the SSRL Conference Room with about 25 participants. The session opened with an introduction by Lumpkin. The target beam parameter values for a few-angstrom, self-amplified spontaneous emissions (SASE) experiment and for a diffraction-limited soft x-ray storage ring source were addressed. Instrument resolution would of course need to be 2-3 times better than the value measured, if possible. The nominal targeted performance parameters are emittance (1-2π mm mrad), bunch length (100 fs), peak-current (l-5 kA), beam size (10 microm), beam divergence (1 microrad), energy spread (2 x 10-4), and beam energy (10's of GeV). These are mostly the SASE values, and the possible parameters for a diffraction-limited soft x-ray source would be relaxed somewhat. Beam stability and alignment specifications in the sub-micron domain for either device are anticipated

A balance must be struck between what is technically feasible and effective and what is institutionally acceptable. Purpose of this report is to examine the several technical approaches to safeguards in light of their prospective acceptability.   14. Validation of CO 4th positive radiation for Mars entry

    This paper presents measurements and simulations of CO 4th Positive equilibrium radiation obtained in the NASA Ames Research Center's Electric Arc Shock Tube (EAST) facility. The experiments were aimed at measuring the level of radiation encountered during conditions relevant to high-speed entry into a simulated Martian atmosphere (96% CO2: 4% N2). The facility was configured to target several ranges of nominal Mars entry conditions, of which 7.35 km/s at 0.1 Torr (13.3 Pa), 6.2–8 km/s at 0.25 Torr (33 Pa) and 7.1–7.8 km/s at 1 Torr (133 Pa) are examined in this paper. The CO 4th Positive system was chosen to be the focus of this study as it accounts for a large percentage of the emitted radiation for Martian entry, and also due to the difficulties of obtaining experimental validation data due to the emission appearing in the Vacuum Ultra Violet (VUV) spectral range. The focus of this paper is to provide a comprehensive comparison between the EAST data and various CO 4th Positive databases available in the literature. The analysis endeavors to provide a better understanding of the uncertainty in the measurements and quantifies the level of agreement found between simulations and experimental data. The results of the analysis show that the magnitude of the CO 4th Positive radiative intensity is very sensitive to the flow temperature. Subsequently, simulations using thermodynamic equilibrium generally under-predict the experimental data by approximately a factor of up to 2. However, when simulations are performed using a flow temperature extracted from the black body limited portion of the CO 4th Positive spectra taken from experiment, the agreement between the EAST data and simulations is generally very good. Furthermore, comparisons of experimental data and simulations across other spectral regions provide additional support for the use of the black body temperature. -- Highlights: ► Measurements and simulations of CO 4th Positive radiation are presented.

  12. Energy supply the 4th quarter and the whole years 2001 and 2002. Preliminary data

    The final consumption of energy in Sweden the 4th quarter 2002 increased by 8 per cent compared to the corresponding period 2001, from 106 TWh to 114 TWh. The consumption within industrial sector and transport sector increased by 3 per cent each and household sector increased by 14 per cent. The energy consumption during 2002 was 400 TWh, which is an increase by 1 per cent since 2001 when the consumption was 394 TWh. The consumption in industry sector rose by 3 per cent, which can be explained by an increase of using district heating. This quarter has the use increased from 6.0 PJ to 8.9 PJ which responds to an 48 per cent increase. It is the rising activity with ready made heat that explains this figures. Ready made heat is when the energy sector runs the boilers that used to belong to the industries. The fuel input, of for instance biomass fuel, could earlier be found within industry whereas nowadays the fuel input is within the energy sector. The gross supply of energy in Sweden the 4th quarter 2002 increased by 7 per cent compared to the 4th quarter 2001. The production of electricity from nuclear plants was 5 per cent lower compared with the same quarter 2001. Hydroelectric power production decreased by 29 per cent during the same period. The supply of natural gas rose by 17 per cent and the supply of domestic fuels rose by 13 per cent. The supply of coal and coke increased by 14 per cent and there was an 17 per cent increase in the supply of oil products. The total gross supply of energy was unchanged during 2002 compared with 2001. But we can see an increase in the supply of coal and coke, 4 per cent, domestic fuels, 5 per cent, oil products, 3 per cent and district heating, 4 per cent

    Many terrestrial ecosystem processes are constrained by water availability and transport within the soil. Knowledge of plant water fluxes is thus critical for assessing mechanistic processes linked to biogeochemical cycles, yet resolution of root structure and xylem water transport dynamics has been a particularly daunting task for the ecologist. Through neutron imaging, we demonstrate the ability to non-invasively monitor individual root functionality and water fluxes within Zea mays L. (maize) and Panicum virgatum L. (switchgrass) seedlings growing in a sandy medium. Root structure and growth were readily imaged by neutron radiography and neutron computed tomography. Seedlings were irrigated with water or deuterium oxide and imaged through time as a growth lamp was cycled on to alter leaf demand for water. Sub-millimeter scale resolution reveals timing and magnitudes of root water uptake, redistribution within the roots, and root-shoot hydraulic linkages, relationships not well characterized by other techniques.

    Attention is drawn to the several 2-3 $\\sigma$ "anomalies" in B, $B_s$ mixings and decays involving CP-observables. Perhaps the most interesting theoretical scenario that could cause such effects is based on warped extra-dimensional models and indeed some of the effects were predicted there. However, a rather simple explanation is that based on a fourth family of quarks with masses in the range of(400 - 600) GeV. The built-in hierarchy of the 4$\\times$4 mixing matrix is such that the $t'$ readily provides a needed {\\it perturbation} ($\\approx 15%$) to $\\sin 2 \\beta$ as measured in $B \\to \\psi K_s$ and simultaneously is the dominant source of CP asymmetry in $B_s \\to \\psi \\phi$. The latter mode is theoretically very clean (unlike the others) and therefore it would be extremely desirable that Fermilab gives a very high priority to clarify this anomaly at the earliest. 4th family explanation allows, with relative ease, to accomodate the stringent flavor changing constraints which usually can be quite challenging...

The mission statements of the CTS is to support civil authorities at a domestic CBRNE incident by identifying CBRNE agents/substances, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for state support. The team possesses the capability to deploy by sea, air, and land in response to a terrorist attack or natural disaster. The team is comprised of seven officers and fifteen non-commissioned officers who are cross trained in a variety of military disciplines. Equipment assigned to the team includes an Analytical Lab, Communications Suite, Tactical Operations Center, closed and open circuit breathing gear, portable and handheld detectors, and decon support.     Lifestyle factors, including diet, have long been recognised as potentially important determinants of cancer risk. In addition to the significant role diet plays in affecting body fatness, a risk factor for several cancers, experimental studies have indicated that diet may influence the cancer process in several ways. Prospective studies have shown that dietary patterns characterised by higher intakes of fruits, vegetables, and whole-grain foods, and lower intakes of red and processed meats and salt, are related to reduced risks of death and cancer, and that a healthy diet can improve overall survival after diagnosis of breast and colorectal cancers. There is evidence that high intakes of fruit and vegetables may reduce the risk of cancers of the aerodigestive tract, and the evidence that dietary fibre protects against colorectal cancer is convincing. Red and processed meats increase the risk of colorectal cancer. Diets rich in high-calorie foods, such as fatty and sugary foods, may lead to increased calorie intake, thereby promoting obesity and leading to an increased risk of cancer. There is some evidence that sugary drinks are related to an increased risk of pancreatic cancer. Taking this evidence into account, the 4th edition of the European Code against Cancer recommends that people have a healthy diet to reduce their risk of cancer: they should eat plenty of whole grains, pulses, vegetables and fruits; limit high-calorie foods (foods high in sugar or fat); avoid sugary drinks and processed meat; and limit red meat and foods high in salt.     The conversion of methane into hydrogen for an MCFC by steam reforming is accomplished either externally or internally in the stack. In the case of external reforming the plant electrical efficiency is 5% abs. lower mainly because more parasitic power is required for air compression for stack cooling. Furthermore, heat produced in the stack must be transferred to the external reformer to drive the endothermic steam reforming reaction giving a more complex plant lay-out. A more suitable and cost effective approach is to use internal steam reforming of methane. Internal reforming may be accomplished either by Indirect Internal Reforming (DIR) and Direct Internal Reforming (DIR) in series or by DIR-only as illustrated. To avoid carbon formation in the anode compartment higher hydrocarbons in the feedstock are converted into hydrogen, methane and carbon oxides by reaction with steam in ail adiabatic prereformer upstream the fuel cell stack. This paper discusses key elements of the desire of both types of internal reforming and presents data from pilot plants with a combined total of more than 10,000 operating hours.     The International Space Station (ISS) now has platforms for conducting research on horticultural plant species under LED (Light Emitting Diodes) lighting, and those capabilities continue to expand. The Veggie vegetable production system was deployed to the ISS as an applied research platform for food production in space. Veggie is capable of growing a wide array of horticultural crops. It was designed for low power usage, low launch mass and stowage volume, and minimal crew time requirements. The Veggie flight hardware consists of a light cap containing red (630 nanometers), blue, (455 nanometers) and green (530 nanometers) LEDs. Interfacing with the light cap is an extendable bellowsbaseplate for enclosing the plant canopy. A second large plant growth chamber, the Advanced Plant Habitat (APH), is will fly to the ISS in 2017. APH will be a fully controllable environment for high-quality plant physiological research. APH will control light (quality, level, and timing), temperature, CO2, relative humidity, and irrigation, while scrubbing any cabin or plant-derived ethylene and other volatile organic compounds. Additional capabilities include sensing of leaf temperature and root zone moisture, root zone temperature, and oxygen concentration. The light cap will have red (630 nm), blue (450 nm), green (525 nm), far red (730 nm) and broad spectrum white LEDs (4100K). There will be several internal cameras (visible and IR) to monitor and record plant growth and operations. Veggie and APH are available for research proposals.

    The construction of a short pulse tunable x-ray laser source will be a watershed for plasma-based and warm dense matter research. The areas we will discuss below can be separated broadly into warn dense matter (WDM) research, laser probing of near solid density plasmas, and laser-plasma spectroscopy of ions in plasmas. The area of WDM refers to that part of the density-temperature phase space where the standard theories of condensed matter physics and/or plasma statistical physics are invalid. Warm dense matter, therefore, defines a region between solids and plasmas, a regime that is found in planetary interiors, cool dense stars, and in every plasma device where one starts from a solid, e.g., laser-solid matter produced plasma as well as all inertial fusion schemes. The study of dense plasmas has been severely hampered by the fact that laser-based methods have been unavailable. The single most useful diagnostic of local plasma conditions, e.g., the temperature (T{sub e}), the density (n{sub e}), and the ionization (Z), has been Thomson scattering. However, due to the fact that visible light will not propagate at electron densities, n{sub e}, {ge} 10{sup 22} cm{sup -3} implies dense plasmas can not be probed. The 4th generation sources, LCLS and Tesla will remove these restrictions. Laser-based plasma spectroscopic techniques have been used with great success to determine the line shapes of atomic transitions in plasmas, study the population kinetics of atomic systems embedded in plasmas, and look at redistribution of radiation. However. the possibilities end for plasmas with n{sub e} {ge} 10{sup 22} since light propagation through the medium is severely altered by the plasma. The entire field of high Z plasma kinetics from laser produced plasma will then be available to study with the tunable source.

    Full Text Available Introduction: Even if the prevalence of peptic ulcer disease has decreased in the last years, duodenal perforation remains a life threatening complication. The duodenum is the second most common site of gastrointestinal perforations after the colon and perforation of the 4th portion is very rare. Case Presentation: A 67-yers-old man was admitted to the emergency department of the Annecy Hospital with intense abdominal pain, vomiting and no transit for the last 24 hours. The laboratory count showed an inflammatory syndrome. A CT scan revealed free air and fluid near the Treitz’s angle. An exploratory laparotomy was performed that revealed a perforation of the forth portion of the duodenum. A duodenal resection with duodeno-jejunal anastomosis was performed. Discussions: Peptic ulcer disease is a common disease and the perforation is one of its most life threatening complications. The localization of the DP on the forth segment of the duodenum is very unusual. The most frequent localization of DP is the first duodenal segment. Abdominal CT scan is the most sensitive radiological exam if there is suspicion of a DP. A Zollinger-Ellison syndrome must be taken into count. Peritonitis is an indication for immediate laparoscopy or laparotomy, taking into account the patient’s condition. Despite the successful medication therapy and the progress in treatment of duodenal ulcer, perforation remains a serious complication, requiring an emergency surgical treatment. Conclusion: Duodenal perforation of the fourth portion is an extremely rare complication of the peptic ulcer disease and the surgery is the primary modality of treatment.

    Japan is the world's third largest power user. Japan's last remaining nuclear reactor shutdown on Saturday 4 Th of May 2012 leaving the country entirely nuclear free. All of 50 of the nation's operable reactors (not counting for the four crippled reactors at Fukushima) are now offline. Before last year's Fukushima nuclear disaster, the country obtained 30% of its energy from nuclear plants, and had planned to produce up to 50% of its power from nuclear sources by 2030. Japan declared states of emergency for five nuclear reactors at two power plants after the units lost cooling ability in the aftermath of Friday 11 March 2011 powerful earthquake. Thousands of (14000) residents were immediately evacuated as workers struggled to get the reactors under control to prevent meltdowns. On March 11 Th, 2011, Japan experienced a sever earthquake resulting in the shutdown of multiple reactors. At Fukushima Daiichi site, the earthquake caused the loss of normal Ac power. In addition it appeals that the ensuing tsunami caused the loss of emergency Ac power at the site. Subsequent events caused damage to fuel and radiological releases offsite. The spent fuel problem is a wild card in the potentially catastrophic failure of Fukushima power plant. Since the Friday's 9.0 earthquake, the plant has been wracked by repeated explosions in three different reactors. Nuclear experts emphasized there are significant differences between the unfolding nuclear crisis at Fukushima and the events leading up to the Chernobyl disaster in 1986. The Chernobyl reactor exploded during a power surge while it was in operation and released a major cloud of radiation because the reactor had no containment structure around to. At Fukushima, each reactor has shutdown and is inside a 20 cm-thick steel pressure vessel that is designed to contain a meltdown. It is, however, a clear fact that the states decided the peaceful uses of atomic energy to be admissible, and accept the risk of possible catastrophic damage.   12. Nitric Oxide Improves Internal Iron Availability in Plants1

    Iron deficiency impairs chlorophyll biosynthesis and chloroplast development. In leaves, most of the iron must cross several biological membranes to reach the chloroplast. The components involved in the complex internal iron transport are largely unknown. Nitric oxide (NO), a bioactive free radical, can react with transition metals to form metal-nitrosyl complexes. Sodium nitroprusside, an NO donor, completely prevented leaf interveinal chlorosis in maize (Zea mays) plants growing with an iron concentration as low as 10 μm Fe-EDTA in the nutrient solution. S-Nitroso-N-acetylpenicillamine, another NO donor, as well as gaseous NO supply in a translucent chamber were also able to revert the iron deficiency symptoms. A specific NO scavenger, 2-(4-carboxy-phenyl)-4,4,5,5-tetramethylimidazoline-1-oxyl-3-oxide, blocked the effect of the NO donors. The effect of NO treatment on the photosynthetic apparatus of iron-deficient plants was also studied. Electron micrographs of mesophyll cells from iron-deficient maize plants revealed plastids with few photosynthetic lamellae and rudimentary grana. In contrast, in NO-treated maize plants, mesophyll chloroplast appeared completely developed. NO treatment did not increase iron content in plant organs, when expressed in a fresh matter basis, suggesting that root iron uptake was not enhanced. NO scavengers 2-(4-carboxy-phenyl)-4,4,5,5-tetramethylimidazoline-1-oxyl-3-oxide and methylene blue promoted interveinal chlorosis in iron-replete maize plants (growing in 250 μm Fe-EDTA). Even though results support a role for endogenous NO in iron nutrition, experiments did not establish an essential role. NO was also able to revert the chlorotic phenotype of the iron-inefficient maize mutants yellow stripe1 and yellow stripe3, both impaired in the iron uptake mechanisms. All together, these results support a biological action of NO on the availability and/or delivery of metabolically active iron within the plant. PMID:12481068

    The handling of nuclear emergencies is a complex task, which may involve rescue personnel at the emergency site as well as personnel residing at significant distance from the disaster area. This paper will focus on integration of support systems for use in emergencies arising from nuclear power plant accidents and will cover both plant-internal and plant-external aspects. The different decision centers being involved in management of nuclear accidents, the plant control room, the technical support center and the regional and national emergency centers, are briefly described and focus is placed on the utilization of a common information base, containing basic information being presented at an inter-center level. The utilization of advanced information systems for decision support as well as national emergency management systems is discussed in an attempt to optimize their use in an integrated information network

  15. Third International Conference on Nuclear Power Plant Life Management. Proceedings of an International Conference

    evidenced by the number of licence renewals and long term operating permits that have already been granted to those who employ PLiM programmes. Following the earthquake and tsunami in March 2011 that caused the severe accident at the Fukushima Daiichi plant in Japan, the safety of nuclear power globally has been the subject of increased scrutiny. The global fleet of nuclear power plants has been subject to stress tests in an effort to find ways to identify potential issues and then implement lessons learned to provide enhanced safety. The resulting plant upgrades aim to achieve better control over plant operations, deploy technologies that enhance safety system protection, deploy improved severe accident mitigation measures that address a wider range of design basis events and provide strategies that more effectively deploy human resources utilized in plant operations. The aim is to obtain a workforce and the necessary supporting resources that will be capable of controlling a reactor, even under extreme circumstances that take the plant beyond its design basis envelope. In parallel, ageing management programmes are being updated to bring those additional accident mitigating features, systems, subsystems and services, as well as plant defences that may have been adopted in response to the Fukushima driven stress test recommendations under the umbrella of PLiM programmes. The IAEA has organized two previous PLiM conferences. The First International Conference on Nuclear Power Plant Life Management was held in 2002 in Budapest, Hungary, and the second one was held in 2007 in Shanghai, China. Participants at the first and second conferences recognized the importance of PLiM and the benefits of the information exchange achieved in these conferences.   16. Status and perspectives of fuel developments for fast neutron reactors of 4th generation

    The R and D strategy in France on future reactors gives first priority to developing a new generation of fast neutron nuclear systems and recycling technologies so as to assure a sustainable and environment friendly electricity production in the second half of the 21st century. SFR is the reference option, not only in France but also in Europe. The European strategy considers both the GFR and LFR as alternatives to the SFR. A common concern is to achieve a convincing demonstration of the capability of fuels to attain the ambitious goals set to 4th generation fast neutron systems, especially in terms of performance (uranium conversion, minimization of long life radioactive wastes) and safety. Owing to the important and satisfactory feedback experience built upon oxide fuels, MOX is the reference fuel for the SFR, at least for the start-up of the prototype (ASTRID). The objectives followed for the 4th generation SFR for safety (for example sodium void worth reduction and limited core reactivity excess) and cycle performances (self-sustainable core with a near zero breeding gain, reasonable in- core Pu inventory, MA transmutation) are achievable with an oxide fuel in large power cores (3600 MWt) while implementing adequate design features. Nevertheless, recent calculations show that the use of a dense and cold ceramic fuel might even improve the core performances. Carbide and nitride are candidate fuels to be seriously investigated for SFRs of 4th generation. For the GFR and the LFR, dense fuels are required to achieve self-generation because of the higher fraction of coolant in the core. Carbide and nitride are currently the reference fuels for the GFR and LFR, respectively. Numerous meio- and macroinvertebrates belonging to at least 39 species were captured. On the total number of individuals, the highest prevalence was of Tubulinea and Rotifera. Most of these were still alive and vital, including a caterpillar of the Indo-Australian invasive moth Spodoptera litura. Water hyacinths are usually placed into outdoor ponds immediately after import, which facilitates the release of non-target alien species.     The international power plant market today is characterized by high increase in energy consumption for developing countries with limitations of investment capital and low increase in energy consumption for industrialized countries with limitations of additional power plant capacities. As a consequence there is a low demand for large new power stations. This leads to a tendency for small and medium sized power plant units - meeting high environmental standards - for which the total investment volume is low and full load operation of a plant can be realized earlier due to the small block capacity. - For nuclear power plants the High-Temperature-Reactor (HTR)-line with spherical fuel elements and a core structure of graphite is specially suited for this small and medium sized nuclear reactor (SMSNR) capacity. The excellent safety characteristics, the high availability, the low radiation doses for the operation personnel and the environment of the HTR line has been demonstrated by 20 years of operation of the AVR-15 MWe experimental power plant in Juelich F.R.G. and since 1985 by operation of the THTR-300 MWe prototype plant at Hamm-Uentrop F.R.G. Up-dated concepts of the HTR-line are under design for electricity generation (HTR-500), for co-generation of power and heat (HTR-100) and for district heating purposes only (GHR-10). By implementing two HTR projects the Brown Boveri Group is in the position to realize the collected experiences from design, licensing, erection, commissioning and operation for the follow-on projects. This leads to practical and sound technical solutions convenient for existing manufacturing processes, well known materials, standardized components and usual manufacturing tolerances. Specific plant characteristics can be used for advantages in the competition. (author)

One of the main causes is the growing concern of the world community associated with the issue of loss of biodiversity. Community botanical garden world is experiencing rapid development, not only in terms of the number of new botanical garden that is built up but also of the purpose and function. There are currently no less than 2,500 botanical gardens worldwide. To prepare for a global framework for policies, programs and priorities of the botanical garden world in the field of conservation of biodiversity, in 2000 BGCI has published the International Agenda for Botanic Gardens in Conservation, which contained the botanical garden's global mission.

    The 9th International Symposium on Poisonous Plants (ISOPP9) was held July 15-21, 2013, at the Inner Mongolia Agricultural University in Hohhot, Inner Mongolia Autonomous Region of China. The symposium consisted of three days of oral and poster presentations, followed by a tour of the Xilinhot Region of the Mongolian Grasslands, encompassing grazing conditions consisting of desert, grassland, and steppes. This was the first time that an ISOPP meeting has been held in Asia and provided an opportunity for visitors from outside China to become aware of livestock poisonings caused by plant species with which they were previously not familiar while at the same time demonstrating that many of the problems experienced around the world have a common etiology. Presentations focused on botany, veterinary science, toxicology, mechanism of action, and chemistry. As is appropriate for the Journal of Agricultural and Food Chemistry, this cluster of papers consists of selected oral and poster presentations in which the chemistry of the toxins played a significant role. The symposium revealed that there is considerable scope for isolation, structural elucidation, and analysis of the toxins from the numerous poisonous plant species that have been identified in China. It became apparent that there are abundant opportunities for chemists both within China and abroad to collaborate with Chinese scientists working on biological aspects of livestock poisonings.     The nonbaryonic dark matter of the Universe can consist of new stable charged species, bound in heavy neutral "atoms" by ordinary Coulomb interaction. Stable $\\bar U$ (anti-$U$)quarks of 4th generation, bound in stable colorless ($\\bar U \\bar U \\bar U $) clusters, are captured by the primordial helium, produced in Big Bang Nucleosynthesis, thus forming neutral "atoms" of O-helium (OHe), a specific nuclear interacting dark matter that can provide solution for the puzzles of direct dark matter searches. However, the existence of the 4th generation quarks and leptons should influence the production and decay rates of Higgs boson and is ruled out by the experimental results of the Higgs boson searches at the LHC, if the Higgs boson coupling to 4th generation fermions with is not suppressed.   1. Fuels. Deliveries and consumption of fuels during 4th quarter 2002 and year 2002

    The total volume of oil product deliveries (excluded lubricants, bitumen etc.) from the oil companies was 1 per cent lower during 2002 compared with 2001. The deliveries of motor gasoline and diesel oil increased by 2 and 5 per cent. Domestic heating oil and heavy fuel oils decreased by 3 and 5 per cent compared with 2001. Under the 4th quarter 2002 the deliveries of oil products (excluded lubricants, bitumen etc.) was 10 per cent higher compared with the same quarter 2001. The deliveries of domestic heating oil and heavy fuel oils increased by 22 per cent in each case. Motor gasoline was unchanged while the deliveries of diesel oil increased by 7 per cent. The consumption of fuels in mining and manufacturing increased by 3 % during the year 2002. The consumption of hard coal and coke increased by 5 % and the rest of the fossil fuels by 7 %. Renewable fuels decreased by 1 %. During the 4th quarter 2002 increased the fuel consumption in industry by 2 % compared with same quarter 2001. Renewable fuels decreased by 7 % while fossil fuels increased by 18 %. The consumption of fuels in electricity, gas and district heating services increased by 12 % during 2002. The consumption of oils increased by 16 %. During year 2002 the renewable fuels accounts for 68 % of the final consumption. During the 4th quarter the consumption of fuels was almost twice as high as the consumption during the 4th quarter 2001

    Paper describes the participation of 'J.Stefan' Institute in international standard problems for validation of modeling and programs for safety analysis. Listed are main international experimental facilities for collecting data basic for understanding of physical phenomena, code development and validation of modelling and programs.   11. MSSM4G: Reviving Bino Dark Matter with Vector-like 4th Generation Particles

    We supplement the minimal supersymmetric standard model (MSSM) with vector-like copies of standard model particles. Such 4th generation particles can raise the Higgs boson mass to the observed value without requiring very heavy superpartners, improving naturalness and the prospects for discovering supersymmetry at the LHC. Here we show that these new particles are also motivated cosmologically: in the MSSM, pure Bino dark matter typically overcloses the Universe, but 4th generation particles open up new annihilation channels, allowing Binos to have the correct thermal relic density without resonances or co-annihilation. We show that this can be done in a sizable region of parameter space while preserving gauge coupling unification and satisfying constraints from collider, Higgs, precision electroweak, and flavor physics.

  12. Method and application for internal flooding deterministic safety assessment of nuclear power plant

    In order to ensure the safety functions of nuclear power plants in case of internal flooding, it is necessary to consider protection against internal flooding in nuclear power plant design and evaluate the consequence to verify that the target of internal flooding protection can be achieved. According to the study on internal flooding protection purposes, requirements and protection measures, assumptions, methods and steps of internal flooding deterministic safety assessment were sought and presented. Based on a boric acid transportation room and reactor cavity and spent fuel pool cooling and treatment (PTR) pump room of 1000 MWe nuclear power plant, the method was applied and verified. The analysis result shows that the boric acid transportation room doesn't need any protections, but the PTR pump room needs to take drain measures in order to perform the nuclear safety functions.     The successful mastering of every emergency situation is based on the strict adherence to frequently reviewed emergency instruction and practice on simulators. This is the primary duty of all plant employees. In addition, executive bodies are necessary. The highest authority in the emergency organization is the emergency staff. Under the leadership of the plant manager, this staff consists of all department heads and several specialists. Outside normal working hours, it can be expected of the emergency staff that it is fully functional within, at most, one hour. Until the emergency staff can take over, the on-duty engineer leads emergency procedures. Several other different teams are responsible to the emergency staff. There are five emergency teams: off-duty plant employees; fire fighters; radiation defence; first-aid; plant guards. Then there is the technical support center (TSC). The responsibilities of the TSC are: giving technical advise to the emergency staff; working out different options for fighting the emergency; checking up on special methods; communication with the reactor manufacturer for additional support. 1 fig

  16. Creating an agricultural world order: regional plant protection problems and international phytopathology, 1878-1939.

    Beginning in 1878 with the International Phylloxera Convention of Berne, international conventions have sought to relieve national agricultural industries from two specific burdens. First, by defining phytosanitary practices to be enforced by national plant protection services, these conventions attempted to prevent the introduction of plant diseases and pests into national territories from which they were previously absent. Second, by standardizing these practices - especially through the design of a unique certificate of inspection - the conventions attempted to eliminate barriers such as quarantines affection international agricultural trade. The succession of phytopathological conventions seemed to epitomize the coalescence of an international community against agricultural pests. What actually coalesced was bio-geopolitics wherein plant pathologists and economic entomologists from North America and the British Empire questioned the so-called internationality of the environmental and economic specificities of continental European agriculture, embodied in "international" conventions. Although an international phenomenon, the dissemination of agricultural pests provided opportunities for cooperation on a strictly regional albeit transnational basis that pitted bio-geopolitical spaces against each other. This article retraces the formation of these spaces by analyzing the deliberations of committees and congresses that gathered to define an international agricultural order based on the means to prevent the spread of plant diseases and pests.   17. Can astronomy enhance UNESCO World Heritage recognition? The paradigm of 4th Dynasty Egyptian pyramids

    The pyramids of Egypt, notably those of the 4th Dinasty as Giza, have always be considered an unmistikable part of human world heritage as the only surviving wonders of the Ancient World. Their majesty, technical hability and innovative character have always beeen considered as representative of ancient Egyptian ingenuity. However, past and present fringe theories about the pyramids and astronomy have always polluted the role of our discipline in the design, construction and symbolism of these impressive monuments. This is indeed unfear. Fortunately, things have started to change in the last couple of decades and now astronomy is interpreted as a neccessary tool for the correct interpretation of the astral eschatology present in the 5th and 6th Dynasty Texts of the Pyramids. Although the pyramid complexes of the 4th Dynasty are mute, there is however recent research showing that a strong astral symbolism could be hidden in many aspects of the complex architecture and in the design of these exceptional monuments. This idea comes from several hints obtained not only from planning and construction, but also from epigraphy and the analysis of celestial and local landscapes. Chronology also plays a most relevant role on this. The pyramid complexes of the 4th Dynasty at Meidum, Dahshur, Giza and Abu Rowash -- all of which enjoy UNESCO World Heritage recognition -- willl be scrutinized. As a consequence, we will show how astronomy can certainly enhance the face value of these extraordinary monuments as a definitive proof of the ancient Egyptian quest for Ma'at, i.e. their perennial obsesion for Cosmic Order.

  7. The role of the International Atomic Energy Agency safety missions in upgrading plant safety at Krsko nuclear power plant

    The role of the International Atomic Energy Agency (IAEA) safety missions in upgrading plant safety at Krsko NPP is defined. Krsko NPP is a two loop PWR plant designed by Westinghouse. The safety missions, following the invitation of the Yugoslavian Government, visited the plant on numerous occasions from the early construction phase to full power operation. The purpose of inviting the missions was to provide a second independent international viewpoint on various subjects related to safety features of plant design, equipment characteristics, utility organization during contruction and operation, quality control and quality assurance programmes and plant commissioning. The main activities of the IAEA missions during plant construction were related to the analysis of the preliminary and final safety analysis reports, especially where specific site conditions deviate from the standard United States Regulatory Guides (for example site meteorology and related environmental dose calculations) or where new design features have been introduced (such as 16x16 fuel design or emergency core cooling systems for two loop plants). Special consideration has been given to plant safety systems upgrading, particularly since the Three Mile Island accident. Mission advice on this subject was very valuable because it has provided the utility and licensing body with independent engineering judgements on the merit of particular hardware changes. In addition, the missions spent considerable time in analysing the role, functions and training of regulatory body personnel, the functions of utility organizations, especially in the areas related to safety (function of the quality assurance department and future organization for plant operation). Following the start of plant commercial operation the IAEA was invited to send the Operational Safety Review Team and the Assessment of Safety Significant Events Team.   9. The challenge of introducing high-temperature reactor plants onto the international power plant market

    Growth of world population increases energy demand until the year 2000 and afterwards. Electricity growth rates in industrialized nations are lower after the oil price escalation in 1973 and 1979, and in developing countries grid sizes are often too small for the operation of large LWR plants. This indicates a potential for small and medium-sized power reactors such as the HTR-100 and the HTR-500. These plants can compete with coal fired plants of comparable size. An HTR-500 is even competitive, considering the electricity generating cost of large LWR plants. The special advantages of HTR plants in the small and medium-capacity range are discussed. (orig.)

    Full Text Available Generalized diffusion tensor imaging (GDTI was developed to model complex apparent diffusivity coefficient (ADC using higher-order tensors (HOTs and to overcome the inherent single-peak shortcoming of DTI. However, the geometry of a complex ADC profile does not correspond to the underlying structure of fibers. This tissue geometry can be inferred from the shape of the ensemble average propagator (EAP. Though interesting methods for estimating a positive ADC using 4th-order diffusion tensors were developed, GDTI in general was overtaken by other approaches, for example, the orientation distribution function (ODF, since it is considerably difficult to recuperate the EAP from a HOT model of the ADC in GDTI. In this paper, we present a novel closed-form approximation of the EAP using Hermite polynomials from a modified HOT model of the original GDTI-ADC. Since the solution is analytical, it is fast, differentiable, and the approximation converges well to the true EAP. This method also makes the effort of computing a positive ADC worthwhile, since now both the ADC and the EAP can be used and have closed forms. We demonstrate our approach with 4th-order tensors on synthetic data and in vivo human data.

  12. The 2002 activities and the 4th workshop of the human resources development project in FNCA

    In 1999, the Project for Human Resources Development (HRD Project) was initiated as defined in the framework of the Forum for Nuclear Cooperation in Asia (FNCA), organized by the Atomic Energy Commission of Japan. The objective of the HRD Project is to solidify the foundation of technologies for nuclear development and utilization in Asia by promoting human resources development in Asian countries. In the Project there are two kinds of activity; In-workshop activity and Outside-of-workshop activity. The 4th Workshop on HRD Project was held on october 8-10, 2002, in Batangas, the Philippines. The Workshop was sponsored by the Department of Science and Technology (DOST) of the Philippines and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. The Philippine Nuclear Research Institute (PNRI) and the Japan Atomic Energy Research Institute (JAERI) acted as the hosts. Participating countries were China, Indonesia, Republic of Korea, Japan, Malaysia, the Phillippines, Thailand, and Vietnam. This report consists of presentation papers and materials at the 4th workshop as In-Workshop Activity, a review document of HRD Project for the 5th Coordinators Meeting of FNCA at Tokyo on March, 2003, a letter of proposal from the Project Leader of Japan to the Project Leaders of the participating countries, and training materials of participating countries as Outside-Workshop Activity.   14. Crime rates and sedentary behavior among 4th grade Texas school children

    Full Text Available Abstract Introduction Although per capita crime has generally fallen over the period which coincides with the obesity epidemic, it has not fallen uniformly across communities. It also has not fallen enough to allay fears on the part of parents. Over the past 30 years, technological changes have made the indoor alternatives to playing outside, where children are more vulnerable to criminal activity, more enjoyable (cable TV, video games, and the internet and comfortable (the spread of air conditioning to low income neighborhoods. We determined whether indoor sedentary behavior patterns are associated with community crime statistics. 4th graders in the U.S. are typically 9 or 10 years old. Methods We used data from the 2004–2005 Texas School Physical Activity and Nutrition (SPAN survey linked with U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics data for the years 2000 through 2005 and Texas State data on sexual offenders. The probability-based sample included a total of 7,907 children in grade four. Multistage probability sampling weights were used. The dependent variables included were hours of TV watching, video game playing, computer use and total indoor sedentary behavior after school. Incremental Relative Rates were computed for community crime rates including robberies, all violent crimes, murders, assaults, property crimes, rapes, burglaries, larcenies and motor vehicle thefts as well as for sexual offenders living in the neighborhood. The neighborhood refers to the areas where the students at each school live. In the case of sexual offenders, sexual offenders per capita are estimated using the per capita rate in the zip code of the school attended; all other crime statistics are estimated by the crimes per capita in the police department jurisdiction covering the school attended.   15. Second international symposium on nuclear power plant life management. Book of extended synopses

The IAEA recognizes the safety and cost considerations of extended nuclear power operation and has organized a major international symposium on the newest developments, best practices and issues surrounding the extended operation of older plants. The IAEA also recognizes that new plants will be operated for extended periods of time and that efficient PLiM is important for maintaining and increasing nuclear power plant operational safety, availability and reliability. The IAEA organized the First International Symposium on Nuclear Power Plant Life Management in Budapest, Hungary, from 4 to 8 November 2002. Participants at that symposium placed a high value on information exchange during the symposium and recommended that another symposium be organized within the next four to five years. Therefore, the IAEA organized the Second International Symposium on Nuclear Power Plant Life Management. This symposium focused on topical issues affecting nuclear power PLiM and thus is expected to be of particular interest to managers and technical managers involved in the operation or regulation of nuclear power plants and research reactors. The objectives of the second international symposium on PLiM are to: Emphasize the role of PLiM programmes in assuring safe and reliable nuclear power plant operation; Provide a forum for information exchange on national and international policies, regulatory practices and safety culture and to demonstrate strategies, including application in an ageing management and PLiM programme; Provide key elements and good practices related to the safety aspects of ageing, ageing management and long term operation; Identify the progress on ageing management and PLiM processes since the first international symposium; Help Member States further develop their PLiM programmes based on the newest technology available

  16. International Thermonuclear Experimental Reactor (ITER) plant layout and site services

    The ITER site has not been determined at this time. Nevertheless, to develop a construction plan and a cost estimate, it is necessary to have a detailed layout of the buildings, structures, and outdoor equipment integrated with the balance of plant service systems prototypical of large fusion power plants. These services include electric power for magnet feeds and plasma heating systems, cryogenic and conventional cooling systems, compressed air, gas supplies, de-mineralized water, steam, and drainage. Nuclear grade facilities are provided to handle tritium fuel and activated waste, as well as to prevent radioactive exposure of either the workers or the public. To avoid interference between services of different types and for efficient arrangement of buildings, structures, and equipment within the site area, a plan was developed which segregated different classes of services to four quadrants surrounding the tokamak building, placed at the approximate geographic center of the site. Location of the twenty-seven buildings on the generic site was selected to meet all design requirements at minimum total project cost. A similar approach has been used to determine the location of services above, at, and below grade. The generic site plan can be adapted to the site selected for ITER without significant changes to the buildings or equipment. Some rearrangements may be required by site topography resulting primarily in changes to the length of services that link the buildings and equipment. (author)

  17. Meeting report: 4th ISIRV antiviral group conference: Novel antiviral therapies for influenza and other respiratory viruses.

    The International Society for Influenza and other Respiratory Virus Diseases (isirv) held its 4th Antiviral Group Conference at the University of Texas on 2-4 June, 2015. With emerging resistance to the drugs currently licensed for treatment and prophylaxis of influenza viruses, primarily the neuraminidase inhibitor oseltamivir phosphate (Tamiflu) and the M2 inhibitors amantadine and rimantadine, and the lack of effective interventions against other respiratory viruses, the 3-day programme focused on the discovery and development of inhibitors of several virus targets and key host cell factors involved in virus replication or mediating the inflammatory response. Virus targets included the influenza haemagglutinin, neuraminidase and M2 proteins, and both the respiratory syncytial virus and influenza polymerases and nucleoproteins. Therapies for rhinoviruses and MERS and SARS coronaviruses were also discussed. With the emerging development of monoclonal antibodies as therapeutics, the potential implications of antibody-dependent enhancement of disease were also addressed. Topics covered all aspects from structural and molecular biology to preclinical and clinical studies. The importance of suitable clinical trial endpoints and regulatory issues were also discussed from the perspectives of both industry and government. This meeting summary provides an overview, not only for the conference participants, but also for those interested in the current status of antivirals for respiratory viruses. PMID:26872862

  18. A Brief Boot Camp for 4th-Year Medical Students Entering into Pediatric and Family Medicine Residencies

    The transition from medical student to intern is a challenging process characterized by a steep learning curve. Focused courses targeting skills necessary for success as a resident have increased self-perceived preparedness, confidence, and medical knowledge. Our aim was to create a brief educational intervention for 4th-year medical students entering pediatric, family practice, and medicine/pediatric residencies to target skills necessary for an internship. The curriculum used a combination of didactic presentations, small group discussions, role-playing, facilitated debriefing, and simulation-based education. Participants completed an objective structured clinical exam requiring synthesis and application of multiple boot camp elements before and after the elective. Participants completed anonymous surveys assessing self-perceived preparedness for an internship, overall and in regards to specific skills, before the elective and after the course. Participants were asked to provide feedback about the course. Using checklists to assess performance, students showed an improvement in performing infant lumbar punctures (47.2% vs 77.0%; p plan to implement in internship,” and “I think all students should participate in a similar experience.” When asked to assess the usefulness of individual modules, all except order writing received a mean Likert score > 4. A focused boot camp addressing key knowledge and skills required for pediatric-related residencies was well received and led to improved performance of targeted skills and increased self-reported preparedness in many targeted domains.   1. The International Plant Protection Convention, living modified organisms and pest risk analysis

    As technology improves, the types of organisms that are being transformed using the techniques of modern biotechnology are steadily increasing. Concurrently, the movement of these organisms across borders in trade or for other purposes has also increased. Many countries, in particular developing countries, require guidance on how to assess the potential risks that may be associated with transgenic organisms, and how these organisms can or should be regulated. The International Plant Protection Convention produces international standards for phytosanitary measures that can provide countries with guidance on how to conduct pest risk analysis, and how to implement measures to protect plant life or health within their territories. This paper will provide an overview of: - the International Plant Protection Convention and other international instruments relevant to the transboundary movement of transgenic organisms; - the legal basis for risk analysis for transgenic organisms in international instruments; - procedures for pest risk analysis under the IPPC; - the application of international standards for phytosanitary measures (including the pest risk analysis standards) for assessing and managing plant pest risks of LMOs; and - future activities of the IPPC with regard to LMOs.     The use of environmental sampling is a major component of the improvements of International Atomic Energy Agency safeguards being carried out under Program 93+2. Nonradioactive noble gas isotopic measurements in the effluent stream of large reprocessing facilities may provide useful confirmatory information on the burnup and reactor type of the spent fuel undergoing reprocessing. The authors have taken and analyzed stack samples at an operating facility. The data show clear fission signals. The authors are currently applying a maximum-likelihood estimation procedure to determine the fuel burnup from these data. They anticipate that the general features involved in the table noble gas problem--selection of appropriate signals, measurement of those signals under realistic conditions, and inverse calculation of parameters of interest from the environmental data--will be present in all environmental sampling problems. These methods should therefore be widely applicable.

  4. Decommissioning nuclear power plants: a case for internal funding

    Historically, utilities have exercised sole responsibility for reinvesting capital funds collected from ratepayers. Capital provided by ratepayers, whether for recovery of invested capital or for removal costs, reduces the magnitude of future borrowings - dollar for dollar. If regulatory commissions require utilities to place these collections in separate, inaccessible investment accounts (as in external funding methods), then utilities will be denied the use of these funds. Ratepayers, in turn, will be denied both their usual interest credit and the cost-saving benefits afforded by utilities having readily accessible cash to use instead of having to resort to borrowing. Such benefits can be attained only through internal-funding methods that keep rate payer contributions under unrestricted utility control. While state regulatory commissions currently favor external funding for financial assurance, the author feels the extra cost to ratepayers and the utilities is too high a price to pay

    During the period of 1992-2007 more than 60 different projects of different specificity and budget have been successfully implemented in frames of Technical Assistance for the Commonwealth of Independent States (TACIS) Program, Project financed by European Bank for Reconstruction and Development (EBRD), as well as in frames of Agreements on Cooperation between Leningrad NPP and Radiation and Nuclear safety Authority of Finland (STUK) and Swedish Nuclear Power Inspectorate, International Co-operation Program SKI-ICP(SIP). All these projects were directed to the safety increasing of the Leningrad NPP reactor, type RBMK-1000. Implementation of the technical aid projects has been performed by different foreign companies such as Aarsleff Oy, (Finland), SGN (France), Nukem (Germany), Jergo AB (Sweden), SABAROS (Switzerland), Westinghouse (USA), Nordion (Canada), Bruel and Kjer (Denmark), Data System and Solutions (UK), SVT Braundshuz (Germany) WICOTEC (Sweden), Studsvik (Sweden) and etc. which has enough technical and organizational experience in implementation of such projects, as well as all necessary certificates and licenses for works performance. Selection of a Contractor/Supplier for a joined work performance has been carried out in accordance with the tender procedure, technical specification and a planned budget. Project financing was covered by foreign Consolidated Funds and Authorities interested in increasing of Leningrad NPP safety, which have valid intergovernmental agreements with Russian Federation on the technical assistance to be provided to the NPPs. At present time all joined international projects implemented at Leningrad NPP are financed jointly with LNPP. All projects can be divided into technical aid projects connected with development and turnkey implementation of systems and complexes and projects for supply of equipment which has no analogues in Russia but successfully used all over the world. Positive experience of the joined projects

  9. Ignalina plant licensing process, international co-operation and assistance

    The challenge for Lithuania as a country with regained independence was to perform a licensing review in a way never done before in the country and in a time schedule that was extremely short. The work included establishing of the licensing base, strengthening the regulatory authority and organising the technical support, establish and implement a safety improvement program, production of the safety case and review of the safety case, and to derive a conclusion regarding whether to issue a licence or not. This was to be done together with other tasks, such as implementation of modifications included in the safety improvement programme at Ignalina, implementation of a new storage for spent fuel and, most important of all, to manage the operational safety at the plant. The achievements are impressive seen in view of the point of start and in view of the time and resources that have been available. Lithuania has put forward a unique safety documentation of an RBMK reactor and presented an in-depth safety evaluation in full openness to Western experts, giving the unique possibility to compare the safety of the Ignalina reactors to Western standards. The co-operation that has been established between Lithuania and Western experts through different assistance programmes is of outmost value, for all involved parties. Co-operation should continue as one element of the challenges for the future

  10. Internal experience methodology at the Almaraz nuclear power plant

    It is widely accepted in risk analyses that serious accidents can frequently occur as a result of the combination of a number of more or less trivial incidents aggravated by human errors, or by other non-related failures. This is why a permanent concern at the Central Nuclear de Almaraz since the early days of operation has been to pay special attention to the correction of insignificant failures in order to predict and prevent other, more important, failures. However, only last year, with experience gained from the Trip Reduction Programme, was the Programme for the Application of Internal Experience (PAIE) initiated with a specific methodology, which, in turn, consists of the following phases: the communications process and scope of the PAIE; the screening process; investigation and analysis of direct and root causes; corrective actions; dissemination of the lessons learned. This Programme also provides for the correction of human failures, but the methodology differs from the above in that the first two phases are accomplished through quality circles. (author). 5 figs
