This article presents the text of a lecture delivered by American Educational Research Association President Carol D. Lee at the 29th Annual Charles H. Thompson Lecture-Colloquium Series which was held on November 5, 2008. In her lecture, Lee discussed several points of similarities between W. E. B. Du Bois and President Barack Obama. These similarities in background, education, and in their ideas on politics and power are historically connected with implications for educating Black people though race consciousness.
A historical background is first given in which the role of biomass is described in relation to its competition with fossil biomass for the production of chemicals and energy. Occurrences of reserves from both sources are then compared. Petrochemical and biomass routes are then analyzed in terms of their relative competitive advantages. The oleochemical and biotechnology cases are analyzed in more detail as examples of biomass utilization. Latin American examples of industrial manufacturing of biomass derived chemicals are then provided. Alcochemicals are analyzed in detail as well as essential oils and other chemicals. Finally, references are made to regional Latin American initiatives regarding biomass and the objectives, organization and nature of the initiative are presented.
Patients with end stage renal failure (ESRD) require renal replacement therapy in the form of dialysis or renal transplantation. There is an increasing number of people receiving maintenance dialysis as patients with ESRD are increasing faster than the supply of transplantable organs. The mortality rate on dialysis is 4-6 times that of the general population and is substantially reduced by transplantation. For the past 8 years, dialysis research has focused on improving patient outcomes and quality of life on dialysis. This article identifies the imperatives behind the need to move away from teaching based on the transmission of a lot of facts to teaching that enables students to become lifelong learners. It reminds us that the over-riding goal is an education process that maximizes the ability of teachers to teach well and of students to learn effectively. It argues that the necessary reform process can only be successful if the three components of an education programme--the curriculum, teaching strategies and assessment--are reformed simultaneously to ensure that each is designed to produce more effective teaching and learning. It points to the literature that tells us what we know about factors affecting student behaviour and, in particular, notes the crucial factor of student perception of the requirement of the assessment regime. It recommends that Biggs' model of constructive alignment is used as the organizing principle of continuing reform.

The main drawbacks of bicycles, no weather-protection, little comfort of the saddle, the difficulty of climbing hills, are to be eliminated. The electro-mechanical drive-train of 'Ultraleichtmobil ULM BE 2000', developed in 1995-96, was mechanically complicated. This resulted in reduced energy-efficiency and intense maintenance. Understanding feedbacks between terrestrial and atmospheric systems is vital for predicting the consequences of global change, particularly in the rapidly changing Arctic. Fire is a key process in this context, but the consequences of altered fire regimes in tundra ecosystems are rarely considered, largely because tundra fires occur infrequently on the modern landscape. We present paleoecological data that indicate frequent tundra fires in northcentral Alaska between 14,000 and 10,000 years ago. Charcoal and pollen from lake sediments reveal that ancient birchdominated shrub tundra burned as often as modern boreal forests in the region, every 144 years on average (+/- 90 s.d.; n = 44). Although paleoclimate interpretations and data from modern tundra fires suggest that increased burning was aided by low effective moisture, vegetation cover clearly played a critical role in facilitating the paleo-fires by creating an abundance of fine fuels. The author gives the historical development of steam-turbine construction in Europe since the turn of the century, and the technical further development of conventional turbines due to the increases in the steam parameters and per-unit outputs in the increases in the steam parameters and per-unit outputs in Europe and the USA. SZI global distribution due to biogeochemical cycle in environment reservoirs has been studied. It is shown that during the operation of nuclear fuel cycle facilities and at a modern level of the decontamination factor the SZI concentration in some natural media (soil, the Earth biosphere, ocean mixing layer) will increase by 4-5 orders. Recommended gradual increase of the decontamnation factor in time for conserving the SZI concentration level not exceeding one order in comparison with modern one is given. At that to the end of the century the decontamination factor must be of an order of 1 x 10U in the case of SZI intake to the ocean mixing layer and of 1 x 10V in the case of its intake to the atmosphere.
As part of the work scope set in the French law on high level long lived waste R&D passed in 1991, CEA is conducting a research program to establish the scientific basis and assess the feasibility of long term storage as an option for the safe management of nuclear waste for periods as long as centuries. This goal is a significant departure from the current industrial practice where storage facilities are usually built to last only a few decades. From a technical viewpoint such an extension in time seems feasible provided care and maintenance is exercised. Extra-terrestrial exploration and development missions of the next century will require reliable, low-mass power generation modules of 100 kW_e and more. These modules will be required to support both fixed-base and manned rover/explorer power needs. Low insolation levels at and beyond Mars and long periods of darkness on the moon make solar conversion less desirable for surface missions. For these missions, a closed Brayton cycle energy conversion system coupled with a reactor heat source is a very attractive approach. The authors conducted parametric studies to assess optimized system design trends for nuclear-Brayton systems as a function of operating environment and user requirements. When a nuclear power station was installed on the Meuse in central Belgium, the impact of thermal, radioactive, and chemical waste on the water of the Neuse and on its biocenoses was studied. Three successive periods of development of the channel bed and the flood plain in Belgium have occurred, and their hydrological, physicochemical, and ecological consequences have been examined. Since the last century, the ecosystem of the Meuse has undergone, due to the increasing activity of man, modifications of increasing importance: marked reduction of the water flow, a drastic increase in the suspended material being transported, a degree of eutrophication of the water, and the disturbance of the original floral and faunal communities. Paper is mostly made from cellulose with small amounts of organic and inorganic additives, which allow its identification and characterization and may also contribute to its degradation. Prior to 1850, paper was made entirely from rags, using hemp, flax and cotton fibres. After this period, due to the enormous increase in demand, wood pulp began to be commonly used as raw material, resulting in rapid degradation of paper. The biological consequences of acute, high dose IR exposure can be readily determined; however, the nature and significance of low dose, low dose-rate IR effects are still the subject of debate. Full text: An adaptive response is a decreased biological effect induced by a priming radiation dose given prior to a challenge dose. Adaptive responses contradict the linear-nothreshold model of risk estimation. The pKZ1 mouse chromosomal inversion assay is an extremely sensitive assay for studying the mutagenic effect of low dose radiation. A non-linear dose response for chromosomal inversion has been observed in pKZ1 spleen and prostate after a single whole body irradiation with doses between 1?Gy and 10mGy. Doses between 5-10?Gy resulted in an induction in inversions and doses between 1-10mGy resulted in a reduction below endogenous inversion frequency. These results suggest that doses in the 1-10 mGy range cause host responses which overcompensate by not only preventing inversions that would normally occur as a result of the low doses of radiation but also by preventing some of the endogenous inversions that would have occurred in the absence of radiation. In early 2006 we designed and built low energy consumption, pump-operated system, for dosing of the liquid nutrient in the summer 2006 season. This operated successfully, and the system was used again during the 2007 and 2008 seasons for dosing. During the early winter period, 2008, laboratory tests were made of the liquid nutrient pump system, and it was noted that small amounts of air were being entrained on the suction side of the pump, during conditions when the inlet pressure was low. It was believed that this was the cause of diurnal fluctuations in the flow supplied, characteristic of the 2007 year flow data. Replacement of '0' rings on the inlet side of the pumps was the solution to this problem, and when tested in the field during the summer season, the flow supplied was found to be stable. After mathematicians and physicists had learned that the structure of physical space was not necessarily Euclidean, it became conceivable that the global topological structure of space was non-trivial. In the context of the late 19th century debates on physical space this speculation gave rise to the problem of classifying spaces of constant curvature from a topological point of view. William Kingdon Clifford, Felix Klein and Wilhelm Killing, the latter of whom devoted a substantial amount of work to the topic in the early 1890s, clearly perceived this problem as relevant for both mathematics and natural philosophy (i.e., physics or cosmology). The invention of non-Euclidean geometries is often seen through the optics of Hilbertian formal axiomatic method developed later in the 19th century. However such an anachronistic approach fails to provide a sound reading of Lobachevsky's geometrical works. Although the modern notion of model of a given theory has a counterpart in Lobachevsky's writings its role in Lobachevsky's geometrical theory turns to be very unusual. Lobachevsky doesn't consider various models of Hyperbolic geometry, as the modern reader would expect, but uses a non-standard model of Euclidean plane (as a particular surface in the Hyperbolic 3-space). In this paper I consider this Lobachevsky's construction, and show how it can be better analyzed within an alternative non-Hilbertian foundational framework, which relates the history of geometry of the 19th century to some recent developments in the ?eld.

The New Yorker Richard Feynman, well known to all physicists for his diagrams. Eleven vivid posters have recently been hung along the Theoretical Physics corridor on the first floor of Building 53. They tell the story of a century of physics, between 1900 and the end of the nineteen-nineties, the century that gave us atomic and quantum physics and the great breakthroughs that have rocked our understanding of the world and the universe. The posters are a gift from the American Physical Society to the CERN Library. As they were designed for high school and university book collections in the US, they necessarily have a somewhat American view of the history of science. But it is still instructive to revisit contemporary physics through its great figures, such as Marie Curie, Stephen Hawking, and Richard Feynman, not to mention Albert Einstein and many others. Regularly considered as the 'success story' of the world environmental policy, the regulation relative to ozone destructive products should allow a recovery of the ozone layer around the middle of the 21. century. This work presents the spectroscopic results of the investigations of ancient pottery remains excavated in ancient Kremna (BURDUR-TURKEY). The micro-Raman and FT-IR spectroscopic studies of the pottery remains belonging to sixth century allowed us to identify the mineral composition. Some examples are described of the use of this technique in the field of art conservation and diagnostics, with regard to pigments, and some products of metal alteration.
We discuss the Sundman-Weierstrass theorem of total collapse in its historical context. This remarkable and relatively simple result, a type of stability criterion, is at the crossroads of some interesting developments in the gravitation Newtonian N-body problem. We use it as motivation to explore the connections to such important concepts as integrability, singularities and tyipicality in order to gain some insight on the transition from a predominantly quantitative to a novel qualitative approach to dynamical problems that took place at the end of the 19th century.

This study hypothesizes that Appalachian Kentucky's nineteenth century commercial economic development was as significant as coal mining in shaping economic patterns which appeared during the depression years of the 1930's. Testing of this hypothesis permits the evaluation of widely-held views of the region's development. The economic landscape of the 1800's has generally been thought of as a rather homogeneous unit, isolated from outside commercial linkages, and almost wholly dominated by subsistence agriculture. As the twentieth century gropes toward its uncertain conclusion, the pontification quotient increases. We hear that the end of history and science are near; that the questions we face today (in contrast with the end of the 19th century) are no longer soluble or present theories verifiable. These arguments will be examined using two examples. The first, familiar to all physicists, already resides securely in the museum of intellectual achievement. The second is a work in progress : the physiological and/or molecular basis for brain functions such as learning and memory storage. How do these lead to various higher level system properties - in particular, consciousness ? About consciousness, much has been said and written - not all of it illuminating. Industrial activities in the river basin of the Elbe have a very long tradition, and have been resulting in the contamination of sediments for centuries. Contamination lasted until the fall of the iron curtain; since then, the situation has improved significantly. In the transition zone between freshwater systems and the marine environment, ports like Hamburg still have to bear this burden of history. This essay focuses on the major industrial changes from the late 1950s onwards in the industrial basins from the Nord/Pas-de-Calais to the Ruhrgebiet. The notion of industrial redeployment (reconversion industrielle) is critically analysed in the framework of European integration. The comparative approach highlights the importance of the time-space dimension which differs from one basin to the other. The diverse individual and collective actors also were in command of different power resources according to the various state traditions. The European Community, however, appears to have played an increasing role, culminating at the time of the steel industry crisis (1975-1985).

Nuclear forensics is the analysis of nuclear materials recovered from either the capture of unused materials, or from the radioactive debris following a nuclear explosion and can contribute significantly to the identification of the sources of the materials and the industrial processes used to obtain them. In the case of an explosion, nuclear forensics can also reconstruct key features of the nuclear device. Nuclear forensic analysis works best in conjunction with other law enforcement, radiological protection dosimetry, traditional forensics, and intelligence work to provide the basis for attributing the materials and/or nuclear device to its originators. A preliminary design for a nuclear engine is presented. The engine is based on the nuclear heating of a gas composed of H{sub 2} and {sup 242m}Am as a nuclear fuel. This engine has an initial volume of 0.135 m{sup 3} and at 64 MPa the critical mass is 0.228 kg. The simplicity {sup 242m}Am of the engine design might compensate for the use of rare nuclear fuel, such as {sup 242m}Am.
The paper is devoted to analysis of Russian nuclear education system: its current status, specific features, difficulties and prospects. Russian higher education system in nuclear engineering has been created simultaneously with the development of nuclear industry, and the system completely satisfied all industrial demands for the specialists of different qualification levels. For the past several decades, nuclear education has lost its attractiveness to young people. The paper discusses the actions to be undertaken for reversing the situation. The paper underlines particularly the special role of international collaboration and all-European integration of nuclear educational programmes for further development of nuclear education all over the world. The information so collected helps to solve criminal cases and put the individuals involved in nuclear trafficking in jails. The information also helps to improve safeguards and physical protection measures at place of theft or diversion to prevent future thefts or diversions.
This talk reviews the history of the Canadian nuclear-electric program highlighting Canada's first nuclear power station, the Nuclear Power Demonstration or NPD. NPD was commissioned and delivered electricity to Canadian consumers for the first time on june 4, 1962. The Canadian nuclear-electric program is based on the CANDU-PHW (Canadian Deuterium Uranium - Pressurized Heavy Water) concept which was conceived between 1955 and 1958 at the Chalk River Nuclear Laboratory (CRNL) of AECL, located a few miles from Deep River. This talk covers the history of the Canadian nuclear-electric activities dating back to 1939.

The waqf (plural awqaf) is the Islamic pious endowment founded for charitable purposes. The Ottoman waqf, especially between the fifteenth and eighteenth centuries, became a gift-giving practice of solidarity in which women played an active role in founding and maintaining endowments as benefactors. These endowments served almost exclusively civic public services. This article describes how a natural gas-fired combined cycle with increased firing temperature, reduced cooling air usage, improved component efficiencies, and cycle enhancements could achieve a lower heating value plant efficiency of greater than 60%. Today's gas turbine systems feature high fuel-to-electricity efficiencies. Efficiencies, on a lower-heating-value (LHV) basis, for large natural gas-fired combined-cycle systems for the utility market have been demonstrated at 54%. Even though manufacturers will make improvements in the 1990s, efficiency levels will reach a plateau. Cycle innovations and gas turbine design changes will achieve LHV efficiencies in the 60% range for natural gas-fired utility machines.

This article examines the hidden history of criminal justice in late colonial Australia by focussing on Aboriginal inter se offending. Most Aboriginal defendants appearing in late colonial criminal courts were prosecuted for violent crimes against other Aboriginal people. The article explores how common such cases were and the degree to which the acknowledgment of cultural difference affected justice process and outcomes. The frequent invocation of 'custom' commonly led juries to recommend the mercy of the Crown to those Aboriginal defendants found guilty of committing a homicide. I argue that 'custom' was increasingly used by settler judicial processes as a shorthand way of explaining what was otherwise seen as unexplainable. The key to the future for electric utilities will not be found in legislation or regulation. Title VII of the Energy Policy Act of 1992 will prove to be just as ineffectual in improving the industry's position as was the Public Utility Regulatory Policies Act of 1978. These legislative palliatives, which produced so much commotion and so many reams of heated commentary, are largely irrelevant to a successful future for electric utilities. The key will be found in economics, not in law, and the future will lie in completing Thomas A. Edison's century-old vision for the industry, half of which the industry has heretofore ignored. Bioethanol (fuel alcohol) has been produced by industrial alcoholic fermentation processes in Brazil since the beginning of the twentieth century. Currently, 432 mills and distilleries crush about 625 million tons of sugarcane per crop, producing about 27 billion liters of ethanol and 38.7 million tons of sugar. The production of bioethanol from sugarcane represents a major large-scale technology capable of producing biofuel efficiently and economically, providing viable substitutes to gasoline. The U.S. Trade and Development Program (TDP) had received a request from the Hungarian Electricity Board (MVMT) for assistance in support of a feasibility study program to: (1) install new generation capability based on gas/oil fired combined cycle power plants, and (2) retrofit/refurbish a number of aging coal and oil fired steam plants. A Definitional Mission (DM) recommends that TDP fund the requested feasibility studies for new gas/oil fired combined cycle capabilities discussed in the Terms of Reference (TOR). Hungary will need to install significant new power capacity between now and the end of the century. Gas/oil fired combined cycle plants present probably the only option to install capacity rapidly. There is an opportunity for U.S. firms to supply technology and services with respect to these advanced power generation technologies.

We present a unified self-consistent review of the approach to spherical harmonics developed in the second half of the 19th century by Maxwell and by Thomson and Tait. We remark how this spherical coordinate-free approach straightforwardly leads to physically very important results of the theory of solid and surface harmonics which become rather tedious to work out when using spherical coordinates and associated Legendre functions. These results include, among others, the addition theorem, spherical wave expansions, the construction of the standard set of normalized spherical harmonics, Y_lm - together with their rotational properties-, and recursion relations. Future climate change will likely influence the frequency and intensity of weather extremes. As such events are by definition rare, long records are required to understand their characteristics, drivers, and consequences on ecology and society. Herein we provide a unique perspective on regional-scale temperature extremes over the past millennium, using three tree-ring maximum latewood density (MXD) chronologies from higher elevations in the European Alps. We verify the tree-ring-based extremes using documentary evidences from Switzerland, the Czech Republic, and Central Europe that allowed the identification of 44 summer extremes over the 1550-2003 period. The study of extragalactic planetary nebulae (EPN) is a rapidly expanding field. The advent of powerful new instrumentation such as the PN spectrograph has led to an avalanche of new EPN discoveries both within and between galaxies. We now have thousands of EPN detections in a heterogeneous selection of nearby galaxies and their local environments, dwarfing the combined galactic detection efforts of the last century. Key scientific motivations driving this rapid growth in EPN research and discovery have been the use of the PNLF as a standard candle, as dynamical tracers of their host galaxies and dark matter and as probes of Galactic evolution. This is coupled with the basic utility of PN as laboratories of nebula physics and the consequent comparison with theory where population differences, abundance variations and star formation history within and between stellar systems informs both stellar and galactic evolution. The development of comfort in buildings throughout the centuries was influenced by the demand for progress, wealth and innovation in various respects. At present, it seems that progress may only be possible by taking into account the environment and creating methods of reducing further damage to the environment. The innovative feature of future progress my be reducing the impact on the environment from human and building activities by using appropriate technology. As it is impossible to build without any impact on the environment and this is likely to be so in the future, the objective is and will be to find solutions for buildings which are more compatible with the environment. The objective is to demonstrate that it is viable to design buildings with minimized impact on the environment, while still maintaining appropriate comfort levels.
A declaration for achieving universal basic education adopted by the World Conference on Education for All in Jomtien, Thailand, as it relates to Latin America is discussed in this paper. The document then offers an examination of educational expansion in Latin America, a discussion of disproportionate educational budget cuts, and an analysis of challenges that stem from two trends: (1) the growing gap between population growth and educational expansion; and (2) low educational quality and high repetition rates. Proposals are offered for major, gradual educational reforms based on an increased level of fiscal resources, and a change in resource management responsive to economic needs. The major obstacle to implementation is argued to be the political economy of education and of adjustment. Current decisions on greenhouse gas emissions may have effects on human well being for centuries. This project has aimed to extend the economic models designed for analyzing this particular issue. A closely related topic follows from the fact that emitting CO{sub 2} can be interpreted as a utilization of a free access resource, i.e., when countries gain from utilizing cheap fossil fuels (relative to noncarbon energy sources), the possible loss any country suffers from climate change is only a negligible fraction of the total loss of all countries. We tested two approaches to forecast species distributions while balancing the impact of climate change against the inertia promoted by other influential factors that have been forecast as not changing. Given that mountain species are presumed to be more at risk due to climate warming, we selected an amphibian, a reptile, a bird, and a mammal species present in the Spanish mountains, to model their distributional response to climate change during this century. The climatic forecasts were made according to the general circulation models CGCM2 and ECHAM4 and to the A2 and B2 emission scenarios. Since the 1950s a transport revolution has occurred comparable to events in the late nineteenth century when sailing ships were replaced by steam vessels. Freight rates for bulk products have decreased 65-70% due to improved maritime technology, and formerly separate markets for bulk products have been unified globally. It is suggested that the low freight rates since the early 1980s will level out in future. Price peaks caused by political and military crises like the Korean war, the Suez crisis, OPEC I and OPEC II also seem to be of diminishing importance over time. The world market has become much less sensitive to external shocks due to alternative sources of supply and alternative transport routes. Abstract Jicama (Pachyrhizus erosus L.) is a root-based legume that has been cultivated in Mexico for centuries. Pectic polysaccharide from de-starched jicama pomace was extracted using an autoclave-assisted process and physicochemically characterized. The extracted polysaccharide (1.0 g L-1) was used for the formation of polyelectrolyte complexes (PECs) with water-soluble chitosan (WSCh; 0.5, 1.0 and 2.0 g L-1). The extraction yield of jicama pectic polysaccharide was 22.8 wt% (dry basis) and infrared spectroscopic analysis showed that it was methoxylated to a small degree. Thermogravimetric analysis indicated that this biopolymer was very stable, its weight loss being 51.2% after heating at 479 C. Since The Meaning of Evolution (1992), Robert J. Richards has argued that modern evolutionary theory is rooted in late 18th-century Romantic science. The publication of The Tragic Sense of Life (2009) provides a fitting occasion to evaluate how this perspective revises the standard history of biological thought. This essay focuses on three aspects of Richards's attempt to rehabilitate the reputation of German Naturphilosophie: (1) the identification of Romantic strains in Charles Darwin's portrait of evolutionary history; (2) the demonstration that any attempt to treat Ernst Haeckel as a "pseudo-Darwinian" inevitably renders Darwin himself a "pseudo-Darwinian"; and (3) the denial of Haeckel's alleged responsibility for the rise of Nazi racial hygiene. The utilization of electrically heated rods for the simulation of nuclear fuel rods represents an universally adopted method by the nuclear industry to study thermalhydraulic problems. The present work represents the development of a method to obtain the time variation of the electric linear power necessary to simulate a given nuclear power transient in order to yield the same temperature and heat flux conditions in the surface of the electrical heater that would be obtained by the nuclear fuel rod. The lipid fractions of residues from historical pharmaceutical ointments were analysed by reversed-phase liquid chromatography coupled with atmospheric pressure chemical ionization and mass spectrometer detection. The residues were contained in a series of historical apothecary jars, dating from the eighteenth century and conserved at the "Aboca Museum" in Sansepolcro (Arezzo, Italy) and at the pharmacy of the "Real Cartuja de Valldemossa" in Palma de Majorca (Spain). The analytical protocol was set up using a comparative study based on the evaluation of triacylglycerol (TAG) compositions in raw natural lipid materials and in laboratory-reproduced ointments. According to China's 'Medium- and Long-term Nuclear Power Development Program (2005-2020)', nuclear energy development in China will take the technical line of closed nuclear fuel cycle. This paper discusses the significance of closed nuclear fuel cycle, and briefly introduces development trends in the world. This article also discusses the opportunity to construct spent fuel reprocessing plant; equilibrium of plutonium production and consumption; adaptability and economics to use MOX fuel in the thermal neutron reactor. Nuclear power has been considered for space applications since the 1960s. Between 1955 and 1972 the US built and tested over twenty nuclear reactors/ rocket-engines in the Rover/NERVA programs. However, changes in environmental laws may make the redevelopment of the nuclear rocket more difficult. Recent advances in fuel fabrication and testing options indicate that a nuclear rocket with a fuel form significantly different from NERVA may be needed to ensure public support. Peak at 60 deg in angular proton distribution in inelastic pion-carbon interactions is interpreted as generation of Cherenkov gluon radiation in flucton, passing into the shock wave with successive nucleus decay. Metastable nuclear isomers are central to the study of nuclear structure and their energy storage capability has suggested a variety of applications. The feasibility of applications depends sensitively on the efficiency of any process that can deplete an isomer upon demand. Over the past several years, the Livermore Forensic Science Center has conducted analyses of nuclear-related samples in conjunction with domestic and international criminal investigations. The Comprehensive Nuclear-Test-Ban-Treaty (CTBT), which was opened for signature in 1996, bans all nuclear explosions in all environments. Republic of Korea has been working to monitor compliance with CTBT by deterring and detecting any nuclear explosions conducted anywhere on Earth. It was preceded by a visit to the Zvezdotchka Shipyard at Severodvinsk, a repair and maintenance yard for Russian nuclear submarines, for a subgroup of the workshop attendees. This paper describes the phenomenology of nuclear explosions and technologies for their detection as relevant to On-Site Inspection (OSI) for a comprehensive test-ban (CTB). Our experience with the US nuclear test program which has been primarily carried out at the Nevada Test Site (NTS) and in the Pacific Ocean. The goals of OSI are to resolve ambiguous events, reduce uncertainty, deter attempts at evasion, and provide responsive and technically competent means of confirming the occurrence of a nuclear explosion should deterrence fail. These goals would include finding evidence of an evasive nuclear explosion or evidence that the event was non-nuclear, such as an earthquake or large chemical explosion.

Biomedical imaging has now run up against a number of technical constraints that are exposing limits to its potential. In order to overcome the current limits to high-field magnetic resonance cerebral imaging (MRI) and unleash its fullest potential, the Cea has built NeuroSpin, an ultra-high-field neuroimaging facility at its Saclay centre (in the Essonne). NeuroSpin already boasts three fully operational MRI systems. We obtained the time-lapse cumulative slip before and after the 29 November 1999, Xiuyan, Liaoning, China, Ms = 5.4 earthquake by using "repeating events" defined by waveform cross-correlation. We used the seismic waveform data from the Liaoning Regional Seismograph Network from June 1999 to December 2006. Two "multiplets" located near the seismogenic fault of the 1999 Xiuyan earthquake and the 4 February 1975, Haicheng Ms = 7.3 earthquake, respectively, were investigated. For the "multiplet" that occurred before and after the 1999 Xiuyan earthquake, apparent pre-shock accelerating-like slip behavior, clear immediate-post-seismic change, and relaxation-like post-seismic change can be observed. As a comparison, for the "multiplet" near the 1975 Haicheng earthquake which occurred a quarter century ago, the cumulative slip appears linear with a much smaller slip rate.

Understanding the link between the Sun and climate is vital in the current incidence of global climate change, and 10Be in natural archives constitutes an excellent tracer for this purpose. As cosmic rays enter the atmosphere, cosmogenic isotopes like 10Be and 14C are formed. Variations in solar activity modulate the amount of incoming cosmic rays, and thereby cosmogenic isotope production. Atmospherically produced 10Be enters natural archives such as sediments and glaciers by wet and dry deposition within about a year of production. 10Be from natural archives therefore provides information on past solar activity, and because these archives also contain climate information, solar activity and climate can be linked. The paper describes novel analytical methods developed for the detection of previous neutron irradiation and reprocessing of illicit nuclear materials, which is an important characteristic of nuclear materials of unknown origin in nuclear forensics. Alpha spectrometry and inductively coupled plasma sector-field mass spectrometry (ICP-SFMS) using solution nebulization and direct, quasi-non-destructive laser ablation as sample introduction were applied for the measurement of trace-level "2"3"2U, "2"3"6U and plutonium isotopes deriving from previous neutron irradiation of uranium-containing nuclear materials. The measured radionuclides and isotope ratios give important information on the raw material used for fuel production and enable confirm the supposed provenance of illicit nuclear material.

In nuclear fuel with a burn-up of 33 kg/t U and 52 kg/t U 15 transuranium nuclides /sup 237/Np to /sup 246/Cm have been determined by alpha and gamma spectroscopy after radiochemical separation.
After that power fluctuations had occurred at Borssele nuclear power station it was decided to install a power system stabilizer. This stabilizer shall reduce the unwanted power fluctuations. A nuclear battery based on the direct energy conversion of the fission products is presented. Such energy conversion is possible by using a nuclear reactor with ultra-thin fuel elements of 0.2 {mu}m of {sup 242m}Am. The amount of nuclear fuel is 376 g and the dimensions of the battery are 2.4x2.4x2.4 m{sup 3} (including the vacuum spacing), with a BeO moderator and Be electrodes. The total power of the reactor is 10.6 MW and the electrical power is 0.652 MW.
A development history and current status evaluation are presented for nuclear-thermal rocket propulsion systems applicable to interplanetary flight. While the most advanced current chemical rocket engines, such as the SSMEs of the Space Shuttle, produce specific impulses of the order of 450 secs, a nuclear-thermal rocket engine tested at Los Alamos in 1969 generated 845 secs; such specific impulse improvements could represent weeks or months of interplanetary travel time. Attention is given to the achievements of the historical Nuclear Engine for Rocket Vehicle Application, Helios, and Orion design programs, as well as to the current Vehicle for Interplanetary Space Transportation Applications, which is fusion-based.
Muonic-atom energy levels and wave functions are calculated. The results are corrected for nearly all important static effects, including finite nuclear size as produced by a user-specified nuclear charge distribution. Fourth-order Runge-Kutta integration of the radial Dirac equations, with the secant method determining the eigenvalues. Corrections are either included as potentials in the Dirac equations or computed as first-order perturbations. The code assumes spherical symmetry, so that effects of nuclear deformation may be treated only as static first-order perturbations. Dynamic muon-electron and muon-nuclear effects are neglected (the latter are calculated by RURP). (Auth.).
This manual is a collection of various notes, memoranda and instructions on procedures for the evaluation of data in the Evaluated Nuclear Structure Data File (ENSDF). They were distributed at different times over the past few years to the evaluators of nuclear structure data and some of them were not readily avaialble. Hence, they have been collected in this manual for ease of reference by the evaluators of the international Nuclear Structure and Decay Data (NSDD) network contribute mass-chains to the ENSDF. Some new articles were written specifically for this manual and others are reivsions of earlier versions.

The validation of the forecast model for early emergency response to nuclear accidents is evaluated by trace tests in atmosphere in Daya Bay nuclear power site. The simulation experiment of the Daya Bay nuclear power site shows that the particle spreading image and the time-integrated concentration distribution given by plume concentration prediction model can perform the variation of pathway of the pollutant transport, as well as the effects of topography on transport and diffusion of pollutants. The simulation of five trace tests in field shows that 59.1% of ratios between predicted results and observed results are within the range of 10, and 41% of ratios are within the range of 5 approximately. Saskatchewan boasts the greatest concentration of high-grade uranium of any place in the world. Properly managed, its current reserves of 238U can easily fuel the entire province for some 10,000 years (in comparison, the world's oil supplies may be gone in 100). It is likely that Saskatchewan, with all that uranium, can build an industry and renew Canada's nuclear dream. A combination of computer codes such as LATREP, HWRAXAV and CITATION is utilized in an attempt to analyze the nuclear design characteristics of the CAXDU-PHWR of the Wolsung Unit 1. The major nuclear properties to be computed are the lattice properties of CANDU fuel channel and the core channel power distribution. The computed results are compared with the preliminary safety reports documentation for the Wolsung reactor. The observed discrepancies between our computations and the preliminary safety reports values are discussed in terms of incomplete information on the description of the core configuration in the preliminary safety reports and the different calculation methods. Five fires that occurred in the air and gas treatment systems of U.S. commercial nuclear power plants are reviewed. The causes of the fires, the method of extinguishing them and possible fire prevention methods are correlated with the properties of the adsorbents. The similarities and differences of adsorbent (carbon) fires of solvent recovery systems and the nuclear air-cleaning units are discussed in relation to fire development, consequences of the fire, and fire extinguishing methods. The latest methodology of fire prevention, as proposed for a New Hampshire nuclear power plant is described.
Almost every electric utility company involved in nuclear plant construction has experienced difficulty as a result of the deteriorating condition of the nuclear industry as a whole. The thrust of a growing number of lawsuits brought against electric companies for alleged violations of federal securities laws is that the companies failed to reveal cost overruns, delays, and the risk of cancellation and write-off of nuclear plants in their annual reports and registration statements. A review of several suits and the disclosure requirements of securities statutes concludes that, although investors have known about utility problems, they have just become aware this year that the entire financial viability of the electric companies is threatened.
The author describes feasibility study on the scheme of disposing spent guide tubes at Daya Bay nuclear power plant, including scheme selection, packing cask design, disposal operation and technological process, budget estimation and safety evaluation. The research results show that the new scheme is feasible on technology, and reasonable on budget. If the scheme is adopted to dispose the spent guide tubes at Daya Bay nuclear power station, it can not only save large funds, but also accumulate experience on disposing non-compressible low and intermediate level solid radioactive wastes produced at nuclear power station for the country

This report considers the effect of pipe-whip restraints and snubbers on the normal operation of piping systems in nuclear power plants. Also considered are the effect of these postulated event devices on reliability, economics, and the exposure of plant personnel to radiation. Field data were gathered from three nuclear power plants that had applied for Operating Licenses. Criteria, design philosophies, and data were obtained from the respective nuclear steam system suppliers, architects-engineers and utilities.
Theft, illegal possession, smuggling, or attempted unauthorized sale of nuclear and radiological materials remains a worldwide problem. The Nuclear Smuggling International Technical Working Group (ITWG) has adopted a model action plan to guide investigation of these cases through a systematic approach to nuclear forensics. The model action plan was recently documented and provides recommendations concerning incident response, collection of evidence in conformance with required legal standards, laboratory sampling and distribution of samples, radioactive materials analysis, including categorization and characterization of samples, forensics analysis of conventional evidence, and case development including interpretation of forensic signatures. The importance of radiation management for nuclear facilities including nuclear power plants has increased as the general public understanding has progressed, and necessary information for management must be processed exactly and quickly. In nuclear power plants, radiation management is performed by each individual operation, and collected information is managed by the system of each operation. The distributed-processing radiation management system has been developed aiming to use a general-purpose LAN and make quick and efficient use of information managed by individual operations. Direct nuclear reactions are commonly understood in terms of distorted wave (DW) formalisms. In the case of a single nucleon knockout or transfer reaction the DW analysis provides a reasonable understanding of the observed data. On the other hand the predictions based on different available information inputs have been verified with the observations consistently. In the case of direct reactions involving nuclear clusters however, the DW predictions have been found to disagree with the observations in most cases. The outcome of these and other improvements in the intermediate energy nuclear phenomena involving direct reactions are highlighted. (author). 13 refs., 18 figs.
Isotopic analyses of radioactive materials such as irradiated nuclear fuel are of major importance for the optimization of the nuclear fuel cycle and for safeguard aspects. Among the mass-spectrometric techniques available, inductively coupled plasma mass spectrometry (ICP-MS) and thermal ionization mass spectrometry are the most frequently applied methods for nuclear applications. As the new entrants in the global nuclear construction market are increasing and the establishment of an effective and sustainable regulatory infrastructure becomes more important, they have requested international assistance from the international nuclear communities with mature nuclear regulatory programmes. The rod drop time event of the Daya Bay Nuclear Power Plant is caused by the malfunction of the guide tube developed by Framatome. Three temporary solutions were implemented successively and the long term solution was found in the process of searching for the root cause. The different solutions and the root cause are introduced. The safety analysis and license of the solutions are mainly discussed. Experiences and lessons are drawn by summarizing the important items related to nuclear safety.
Modern particle accelerators offer new opportunities to dramatically reshape the way we think about nuclear energy, and challenge some of the thorniest problems linked to its industrial use, e.g. nuclear waste. A powerful proton accelerator driving a sub-critical fission reactor could be used for producing energy more safely and burning up the extra spent fuel which so far has been stored in geological repositories.
This document presents the SSI preliminary views and position concerning the decommissioning of nuclear plants. To prevent the exposure of the decommissioning personnel and the general public to unacceptable levels of radiation and to protect the environment and future generations, it is SSI`s task to formulate and issue the necessary terms and regulations with which the reactor licensees must comply during the decommissioning work. The views and principles presented here are the basis of SSI`s continued work on guidelines and regulations for the decommissioning of nuclear plants.
Nuclear power in Romania was initiated on the basis of CANDU reactor type technology, an option found to fulfill the requirements for a sustainable economic development, to support the electric energy demand of the country and to ensure the population and environment protection. The construction of the Cernavoda NPP was heavily based on the Romanian industry participation and basic and applied nuclear research national resources. The experience acquired from Cernavoda NPP Unit 1 will be fructified in the construction of Units 2-5 to be built. The effect of two-body nature of the nuclear shell model potential on the recent numerical calculations of the nuclear level density has been examined. For the two most widely used single particle energy level schemes based on harmonic oscillator and Woods-Saxon potential, this effect is shown to significantly modify the excitation energy dependence of the level densities. This review briefly describes current efforts to develop superradiant sources of coherent radiation for the sub-nanometer range of wavelenghs, using nuclear rather than the atomic or molecular transitions that are stimulated in existing lasers. First the radiative (including Raman) interactions of nuclei with those of atoms and molecules are compared; then the present status of research on the fundamental problems involved in stimulating nuclear gamma radiation is described. Isospin-breaking effects in the baryonic sector are studied in the framework of a medium-modified Skyrme model. The neutron-proton mass difference in infinite, asymmetric nuclear matter is discussed. In order to describe the influence of the nuclear environment on the skyrmions, we include energy-dependent charged and neutral pion optical potentials in the s- and p-wave channels. The present approach predicts that the neutron-proton mass difference is mainly dictated by its strong part and that it strongly decreases in neutron matter. (orig.)
We have developed a set of modeled nuclear reaction cross sections for use in radiochemical diagnostics. Systematics for the input parameters required by the Hauser-Feshbach statistical model were developed and used to calculate neutron induced nuclear reaction cross sections for targets ranging from osmium (Z = 76) to gold (Z = 79). Of particular interest are the cross sections on Ir and Au including reactions on isomeric targets.
A semiautomatic system for measurements of nuclear tracks in nuclear emulsion is described. The microscopic image of a particle track is picked up by a video camera. The video picture is digitized in real time. The picture analysis is done via software. The microscope is equipped with a stepping motor driven stage which is also computer-controlled.
The nuclear interaction probability of light charged particles in BaF[sub 2] crystals has been studied as a function of the incident particle energy. Light charged particles were identified in charge and mass by measuring their magnetic rigidity and their time-of-flight. The percentage of particles undergoing nuclear interactions has been measured for particles of charge from Z=1 to Z=6 and the experimental data are compared with the results of a model calculation. Furthermore, the paper provides the ideas on how to improve the economics of nuclear power through implementing the learning effect and standardization effect. Both the accuracy and real-time are quite strictly required for the RCS thermal-hydraulic model of the simulation of nuclear power station. So, a large amount of reasonable simplifications should be carried on. The author introduces the RCS thermal-hydraulic model of the full scope simulator of Daya Bay Nuclear Power Station, and emphasizes on the fundamental hypotheses and computation method of its kernel part--DEFI programme.

British Nuclear Fuels (BNFL) is currently operating its third generation of nuclear plant for the management of irradiated nuclear fuel.
