  5. National action plan for the promotion of renewable energies 2009-2020. In accordance with Article 4 of European Union Directive 2009/28/EC

    Article 4 of the renewable energy Directive (2009/28/EC) required Member States to submit national renewable energy action plans by 30 June 2010. These plans, were prepared in accordance with the template published by the Commission, and provide detailed road-maps of how each Member State expects to reach its legally binding 2020 target for the share of renewable energy in their final energy consumption. In their national renewable energy action plans Member States set out the sectoral targets, the technology mix they expect to use, the trajectory they will follow and the measures and reforms they will undertake to overcome the barriers to developing renewable energy. Since 2007, France has put in place an ambitious strategy for the development of renewable energies within its territory. A major national consultation, the 'Grenelle Environment Forum', was held from July to November 2007 and led to the emergence of priority targets in terms of controlling energy consumption and promoting renewable energies. It brought together all interested parties (State, local authorities, employers, Trade Unions and associations) and has been unanimously recognised as a solid starting point for later decisions in terms of sustainable development in the territory. Following this consultation, a working group met to establish a reference scenario to achieve the target of 23% of renewable energies in the total final energy consumption. The main determining factors in this scenario are, firstly, major efforts to control energy consumption, particularly in buildings where the scenario provides for a reduction of 38% in consumption by 2020, and, secondly, strong penetration by renewable energies with a targeted additional production of 20 mega-tons of oil equivalent (Mtoe) compared to 2006, or an approximate doubling in production of renewable energies by 2020.     Since 2006, the petroleum industry has been interested in collaboration to determine labour demand and supply/demand gaps for the upstream petroleum industry. In 2006, the petroleum industry experienced strong employment growth and was having difficulty finding workers. Comprehensive, up-to-date labour market information and analysis are the key foundation for addressing labour supply/demand issues. This document presented labour market information on the petroleum industry in order to inform company retention and recruitment offices; government departments involved in development of labour market policies and programs; education and training institutions; guidance counsellors, employment centres and organizations that work with youth and labour supply pools; and job seekers. Specific topics that were discussed included two industry scenarios (growth and base case) in determining the petroleum industry's medium-and long-term employment needs; labour supply/demand considerations for the industry as a whole and an industry-wide cost management; and an analysis of exploration and production, oil sands, services, and pipeline sectors to 2020. It was concluded that while new employment is not expected to lead to labour shortages within the pipeline sector, attrition due to requirements almost certainly would. For this reason, it is important to plan safe public spaces from an architectural point of view because it may help to reduce number of crimes and citizens’ feelings of insecurity. It is thus necessary to study the problem of urban crime from different perspectives: in this sense, architecture, town planning, law, sociology and criminology may help actively to solve the problems connected to crime in our cities.L’espace urbain est l’un des principaux lieux des phénomènes criminels. C’est en effet dans les villes que se développent des phénomènes indicatifs de la genèse, de l’explication des comportements criminels et du contrôle social. Dans la relation entre criminalité, environnement physique et perception de la sécurité, une importance considérable est accordée à la planification des espaces urbains car une organisation soignée du point de vue architectural et urbanistique peut affecter positivement l’atténuation du sentiment de vulnérabilité et contribuer à la réduction de la criminalité.     According to preliminary data for 2011, greenhouse gas emissions from transport in Finland were approximately 13.2 million tonnes of carbon dioxide equivalent. This covers about one fifth of Finland's total GHG emissions and 40 per cent of emissions outside the emissions trading scheme. Some 90 per cent of emissions from transport in Finland are generated by road traffic. Out of these, approximately 60 per cent are caused by passenger vehicles, 35 per cent by vans and lorries, and the rest by buses, motorcycles, etc. Under the Kyoto Protocol and EU requirements, Finland is obliged to keep its GHG emissions at the 1990 level between 2008-2012. In 1990, greenhouse gas emissions from transport amounted to approximately 12.8 million tonnes CO{sub 2}-eq. After recovery from the recession of the early 1990s, greenhouse gas emissions started to increase. They grew steadily - by around 13 per cent - until 2007. As a result of the new recession in 2008-2009, emissions fell by almost 10 per cent, but resumed an upward trend in 2010. In 2011, on the other hand, emissions saw a decline of approximately 3 per cent in comparison to the previous year. Emissions from road transport have been found to reflect the general economic trends and the direction of transport performances: when the economy and transport performances grow, so do emissions, and vice versa. In 2011, however, road transport performances grew by 1.2 per cent from the 2010 figures, while emissions decreased by about 3 per cent. Therefore, it would seem that this time there were other reasons for reduced emissions than changes in transport performances. Such reasons are likely to include the increased use of biofuels in transport and the reduced specific emissions of new passenger cars. A further positive development discovered in the 2011 follow-up were larger passenger volumes of public transport, particularly in large urban regions. (orig.)

To be efficient in their efforts regarding regular and other types of inspections, in past years, the inspection plan has been developed. The inspection plan assures appropriate preparation for conducting the inspections, allows the overview of the progress regarding the areas to be covered during the year.     In many planning situations, computation itself becomes a resource to be planned and scheduled. We model such computational resources as conventional resources which are used by control-flow actions, e.g., to direct the planning process. Control-flow actions and conventional actions are planned/scheduled in an integrated way and can interact with each other. Control-flow actions are then executed by the planning engine itself. The approach is illustrated by examples, e.g., for hierarchical planning, in which tasks that are temporally still far away impose only rough constraints on the current schedule, and control-flow tasks ensure that these tasks are refined as they approach the current time. Using the same mechanism, anytime algorithms can change appropriate search methods or parameters over time, and problems like scheduling critical time-outs for garbage collection can be made part of the planning itself.

In this paper, we will adopt landmark concept to hybrid planning setting - a method that combines reasoning about procedural knowledge and causalities. Land-marks are a well-known concept in the realm of classical planning. Recently, they have been adapted to hierarchical approaches. Such landmarks can be extracted in a pre-processing step from a declarative hierarchical planning domain and problem description. It was shown how this technique allows for a considerable reduction of the search space by eliminating futile plan development options before the actual planning. Therefore, we will present a new approach to in¬tegrate landmark pre-processing technique in the context of hierarchical planning with landmark technique in the classical planning. This integration allows to incorporate the ability of using extracted landmark tasks from hierarchical domain knowledge in the form of HTN and using landmark literals from classical planning. To this end, we will construct a transformation technique to transform the hybrid planning domain into a classical domain model. The method¬ologies in this paper have been implemented successfully, and we will present some experimental results that give evidence for the consid-erable performance increase gained through planning system.

    Sandia embarked on its first exercise in corporate strategic planning during the winter of 1989. The results of that effort were disseminated with the publication of Strategic Plan 1990. Four years later Sandia conducted their second major planning effort and published Strategic Plan 1994. Sandia`s 1994 planning effort linked very clearly to the Department of Energy`s first strategic plan, Fueling a Competitive Economy. It benefited as well from the leadership of Lockheed Martin Corporation, the management and operating contractor. Lockheed Martin`s corporate success is founded on visionary strategic planning and annual operational planning driven by customer requirements and technology opportunities. In 1996 Sandia conducted another major planning effort that resulted in the development of eight long-term Strategic Objectives. Strategic Plan 1997 differs from its predecessors in that the robust elements of previous efforts have been integrated into one comprehensive body. The changes implemented so far have helped establish a living strategic plan with a stronger business focus and with clear deployment throughout Sandia. The concept of a personal line of sight for all employees to this strategic plan and its objectives, goals, and annual milestones is becoming a reality.

Projections for France show that national emissions could be 10% higher than the Kyoto target in 2010 if no measures are taken. This is particularly due to increasing emissions in the sectors affecting daily life (residential-tertiary sectors, transport, etc.). For this reason, the Climate Plan contains measures affecting all sectors of the economy and the daily life of all French citizens with a view to economizing the equivalent of 54 million tonnes of CO{sub 2} each year by the year 2010, which will help to reverse the trend significantly. We extended this work for structures with correlated uncertainties (e.g. lymph nodes or parotid glands), and considered treatment plans containing multiple (overlapping) dose distributions (e.g. conventional lymph node and hypo-fractionated tumor doses) for which different image guidance protocols may lead to correlated errors. Methods: A command-line software tool 'PlanJury' was developed which reads 3D dose and structure data exported from a treatment planning system. Uncertainties are specified by standard deviations and correlation coefficients. Parameters control the DVH statistics to be computed: e.g. the probability of reaching a DVH constraint, or the dose absorbed at given confidence in a (combined) volume. Code was written in C++ and parallelized using OpenMP. Testing geometries were constructed using idealized spherical volumes and dose distributions. Results: Negligible stochastic noise could be attained within two minutes computation time for a single target. The confidence to properly cover both of two targets was 90% for two synchronously moving targets, but decreased by 7% if the targets moved independently. For two partially covered organs at risk the confidence of at least one organ below the mean dose threshold was 40% for synchronous motion, 36% for uncorrelated motion, but only 20% for either of the organs separately. Two abutting dose distributions ensuring 91% confidence of proper target dose for correlated motions led to 28% lower confidence for uncorrelated motions as relative displacements between the doses resulted in cold spots near the target.     The Sellafield Performance Plan represents the start of a new era for the Sellafield site. It is a key driver in the Nuclear Management Partners mission to make Sellafield safer, cleaner, more productive, more cost effective and a better neighbour.     Full Text Available The paper develops two main linked themes: (i strategic planning reveals in practice limits that are hard to overcome; (ii a complete planning system is efficacy only in the framework of a republican political, social and government culture. It is argued that the growing disappointment associated to strategic planning practices, may be due to excessive expectations, and the difficulties encountered by strategic planning are traced to three main issues: (a the relationship between politics and planning; (b the relationship between government and governance; and (c the relationship between space and socioeconomic development. Some authors recently supported an idea of development as consisting in the qualitative evolution of forms of social rationality and argued that a reflection about the relationships between physical transformations and visions of development could be a way of testing innovations. But such strong demands might be satisfied only if we manage to make a 'new social and territorial pact for development', recreating a social fabric imbued with shared values. The re-creation of a social fabric imbued with shared values requires a rich conception of the political community and the possibility that the moral purposes of the community may be incorporated by the state. All this is missing today. Outside a republican scheme planning activities are principally instruments for legitimising vested interests and facilitating their investments, and the resolution of the conflicts that arise between the planning decisions of the various levels of government becomes at least impracticable. A complete planning system can be practised if can be referred to the authority and syntheses expressed in and by statehood, which suggests that in a democratic system planning is republican by necessity rather than by choice.

    Full Text Available Scenario Planning has been increasingly used, from its introduction to the decision process as effective tools to test decisions, and improve performance in a dynamic environment (Chermack, 2005. The purpose of this article is to demonstrate the potential of an experimental Scenario Planning Model to mobilize, encourage and add more content to the organization’s decision making process – mainly with respect to Strategic Plans of two governmental institutions, a pharmaceutical company and a technology education foundation.  This study describes the application stages of a hybrid scenario-planning model – herein referred to as Planning as Learning – via action-research, showing the scenarios resulting from the experiment and describes the main results of an assessment of such practice. In order to do that, two well-established Scenario Planning models (Prospective school and Shell’s model were analyzed. They were used as a reference for the proposition and application of an experimental model in the two study objects. A questionnaire was used to assess the technique impact. It was possible to obtain high levels of reliability. In-depth interviews were also conducted with the participants. At the end, the results confirmed the model efficiency as a basis for decision making in the competitive environment in which the two institutions are inserted, also to encourage the learning process as a group, as observed throughout the work.

    Following a general introduction, a chain consisting of three computer programs which has been developed for treatment planning of external beam radiotherapy without manual intervention is described. New score functions used for determination of optimal incidence directions are presented and the calculation of the position of the isocentre for each optimum combination of incidence directions is explained. A description of how a set of applicators, covering fields with dimensions of 4 to 20 cm, for the 6 to 20 MeV electron beams of a MEL SL75-20 linear accelerator was developed, is given. A computer program for three dimensional electron beam treatment planning is presented. A microprocessor based treatment planning system for the Selectron remote controlled afterloading system for intracavitary radiotherapy is described. The main differences in treatment planning procedures for external beam therapy with neutrons instead of photons is discussed. A microprocessor based densitometer for plotting isodensity lines in film dosimetry is described. A computer program for dose planning of brachytherapy is presented.     The International Photovoltaics Program Plan is in direct response to the Solar Photovoltaic Energy Research, Development, and Demonstration Act of 1978 (PL 95-590). As stated in the Act, the primary objective of the plan is to accelerate the widespread use of photovoltaic systems in international markets. Benefits which could result from increased international sales by US companies include: stabilization and expansion of the US photovoltaic industry, preparing the industry for supplying future domestic needs; contribution to the economic and social advancement of developing countries; reduced world demand for oil; and improvements in the US balance of trade.   13. Rulison Monitoring Plan

    The Project Rulison Monitoring Plan has been developed as part of the U.S. Department of Energy (DOE) Office of Legacy Management's mission to protect human health and the environment. The purpose of the plan is to monitor fluids from gas wells for radionuclides that would indicate contamination is migrating from the Rulison detonation zone to producing gas wells, allowing action to be taken before the contamination could pose a risk. The Monitoring Plan (1) lists the contaminants present and identifies those that have the greatest potential to migrate from the detonation zone (radionuclide source term), (2) identifies locations that monitor the most likely transport pathways, (3) identifies which fluids will be sampled (gas and liquid) and why, (4) establishes the frequency of sampling, and (5) specifies the most practical analyses and where the analysis results will be reported. The plan does not affect the long-term hydrologic sampling conducted by DOE since 1972, which will continue for the purpose of sampling shallow groundwater and surface water near the site. The Monitoring Plan was developed in anticipation of gas wells being drilled progressively nearer the Rulison site. DOE sampled 10 gas wells in 1997 and 2005 at distances ranging from 2.7 to 7.6 miles from the site to establish background concentrations for radionuclides. In a separate effort, gas industry operators and the Colorado Oil and Gas Conservation Commission (COGCC) developed an industry sampling and analysis plan that was implemented in 2007. The industry plan requires the sampling of gas wells within 3 miles of the site, with increased requirements for wells within 1 mile of the site. The DOE plan emphasizes the sampling of wells near the site (Figure 1), specifically those with a bottom-hole location of 1 mile or less from the detonation, depending on the direction relative to the natural fracture trend of the producing formation.     The planning and using of open spaces in urban areas very much depend on the shading of the surrounding building structures. This article presents a method for the investigation of the sunlight and the bioclimatic conditions in dependence on the surrounding buildings. It is illustrated for typical courtyards in Berlin, Germany, as one type of open spaces. The programme HelioDat determines the shading of any spot of an open space. It gives the possible duration of direct sunlight for the selected spot for each day of the year. The sunlight conditions in the courtyards differ from one another a lot in dependence on their size the tallness of the surrounding buildings. The calculation of the PMV on the basis of the results of the programme HelioDat determine the bioclimatic situation in the discussed courtyards. Although the results of HelioDat are only one input among the weather conditions and the personal characteristics of the test-person, the bioclimatic conditions correlate very much with the sunlight conditions. In a projected building structure, the sunlight conditions vary a lot between the present situation and the two architectural alternatives. Since the bioclimatic situation is correlated to the sunlight conditions, this example demonstrates the importance for the investigation of the sunlight conditions and the bioclimate already during the planning process of buildings.

    Full Text Available The field of language planning (LP has largely ignored planned languages. Of classic descriptions of LP processes, only Tauli (preceded by Wüster suggests that planned languages (what Wüster calls Plansprache might bear on LP theory and practice. If LP aims "to modify the linguistic behaviour of some community for some reason," as Kaplan and Baldauf put it, creating a language de novo is little different. Language policy and planning are increasingly seen as more local and less official, and occasionally more international and cosmopolitan. Zamenhof's work on Esperanto provides extensive material, little studied, documenting the formation of the language and linking it particularly to issues of supranational LP. Defining LP decision-making, Kaplan & Baldauf begin with context and target population. Zamenhof's Esperanto came shortly before Ben-Yehuda's revived Hebrew. His target community was (mostly the world's educated elite; Ben-Yehuda's was worldwide Jewry. Both planners were driven not by linguistic interest but by sociopolitical ideology rooted in reaction to anti-Semitism and imbued with the idea of progress. Their territories had no boundaries, but were not imaginary. Function mattered as much as form (Haugen's terms, status as much as corpus. For Zamenhof, status planning involved emphasis on Esperanto's ownership by its community - a collective planning process embracing all speakers (cf. Hebrew. Corpus planning included a standardized European semantics, lexical selectivity based not simply on standardization but on representation, and the development of written, and literary, style. Esperanto was successful as linguistic system and community language, less as generally accepted lingua franca. Its terminology development and language cultivation offers a model for language revival, but Zamenhof's somewhat limited analysis of language economy left him unprepared to deal with language as power.

    This bulletin contains information about activities of the Nuclear Regulatory Authority of the Slovak Republic (UJD). In this leaflet the role of UJD in Emergency planning and preparedness is presented. Emergency planning is the set of measures with the aim to find out and to get under control incidents and accidents at nuclear installation, and to find out and to master releases of radioactive materials into the environment. At the national level the Governmental National Emergency Commission for Radiation Accidents (KRH SR) is responsible for the emergency preparedness. This Commission consists of representatives from Ministry of Interior; Ministry of Health, Ministry of Economy, Ministry of Foreign Affairs, Ministry of Transportation, Posts, and Telecommunications, Ministry of Defence, and institutions participating in the emergency planning, including UJD. The UJD Chairman acts as Vice-chairman of this Commission. The assessment of the course and consequences of serious incident and accidents of nuclear installations is carried out by the Emergency Response Centre (KKC) established in 1995 by UJD, which manages its activities according to the Emergency Plan. The Emergency Plan of UJD is the set of technical and organisational measures with the aim to suggest optimal measures for protection of population and environment. In order to fulfill the tasks of the emergency planning UJD established its Emergency Response Group, which consists of four professional groups: (1) Reactor safety group; (2) Radiation protection group; (3) Logistic group; (4) Information group.     Full Text Available The objective of the present study was to evaluate nutritional plans for boars. Four hundred animals of 67 to 135 days of age and initial weight of 27.75±1.61 kg were distributed in a randomized block design with seven nutritional plans for boars (9.0-8.0; 9.0-9.0; 10.0-9.0; 10.0-10.0; 11.0-10.0; 11.0-11.0 and 12.0-11.0 g/kg of digestible lysine from 67 to 107 days and from 108 to 135 days, respectively with four repetitions and a control plan for barrows (11.0-10.0 g/kg of digestible lysine with eight repetitions and ten animals each. Uncastrated male swine presented better feed conversion; however they showed a lower marbling degree in relation to barrows, regardless of the nutritional plan. The nutritional plan that corresponds to the sequence of 11.0-10.0 g/kg of digestible lysine from the 67 to the 107 days and from the 108 to the 135 days, respectively, meets the nutritional needs of boars.

The piping research program addresses the regulatory issues regarding piping design and piping integrity facing the NRC today and in the foreseeable future. The plan discusses the regulatory issues and needs for the research, the objectives, key aspects, and schedule for each research project, or group of projects focussing of a specific topic, and, finally, the integration of the research areas into the regulatory process is described.     The Public Information Plan is intended to be used in conjunction with the DOE-UMTRA Project ''Public Participation Plan'' to describe the Department of Energy's plan for involving the public in the decision-making process related to the Uranium Mill Tailings Remedial Action (UMTRA) Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control of Act of 1978, PL95-604. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites. The objective of the Public Information Plan of the UMTRA Project is timely and sufficient dissemination of factual information to promote understanding of the project by federal, state, and local officials, the media, special interest groups, and the general public; and thereby to encourage informed participation in the project by the public and government officials. The Uranium Mill Tailings Radiation Control Act provides for public involvement in remedial action planning, with special consideration given to landowners, Indian tribes, and the states. According to the Act, the Secretary of Energy shall hold public hearings in the states where processing sites, vicinity properties, and disposal sites are located. Public participation in the UMTRA Project will not, however, be limited to those mechanisms formally required by law.     We describe Occam, a query planning algorithm that determines the best way to integrate data from different sources. As input, Occam takes a library of site descriptions and a user query. As output, Occam automatically generates one or more plans that encode alternative ways to gather the requested information. Occam has several important features: (1) it integrates both legacy systems and full relational databases with an efficient, domain-independent, query-planning algorithm, (2) it reasons about the capabilities of different information sources, (3) it handles partial goal satisfaction i.e., gathers as much data as possible when it can`t gather exactly all that the user requested, (4) it is both sound and complete, and (5) it is efficient. We present empirical results demonstrating Occam`s performance on a variety of information gathering tasks.

To that end, SNI undertook a study to thoroughly evaluate the existing organizational structures and assess the requisite changes and/or additions to that framework that would complement the mission of the Strategic Plan.   13. Optics Supply Planning System

    The purpose of this study is to specify the design for an initial optics supply planning system for NIF, and to present quality assurance and test plans for the construction of the system as specified. The National Ignition Facility (NIF) is a large laser facility that is just starting operations. Thousands of specialized optics are required to operate the laser, and must be exchanged over time based on the laser shot plan and predictions of damage. Careful planning and tracking of optic exchanges is necessary because of the tight inventory of spare optics, and the long lead times for optics procurements and production changes. Automated inventory forecasting and production planning tools are required to replace existing manual processes. The optics groups members who are expected to use the supply planning system are the stakeholders for this project, and are divided into three groups. Each of these groups participated in a requirements specification that was used to develop this design. (1) Optics Management--These are the top level stakeholdersk, and the final decision makers. This group is the interface to shot operations, is ultimately responsible for optics supply, and decides which exchanges will be made. (2) Work Center Managers--This group manages the on site optics processing work centers. They schedule the daily work center operations, and are responsible for developing long term processing, equipment, and staffing plans. (3) Component Engineers--This group manages the vendor contracts for the manufacture of new optics and the off site rework of existing optics. They are responsible for sourcing vendors, negotiating contracts, and managing vendor processes.     The family planning program in China is integrated into the general political situation and the overall development program. The organization covers workers, peasants, and soldiers. The program is based on the following 3 aspects of Chinese society: 1) the equality of women, 3) late marriage, and 3) free and accessible contraceptive services. No incentives are offered since family planning is considered a national duty. Participation is said to be voluntary but peer opinion exerts its own social pressure. All contraceptive devices used in China are domestically produced. Barefoot doctors have a large role in their distribution. Examples from several localities indicate that the acceptance rate for contraception is high. An official with the Health Ministry is quoted regarding the family planning program. PMID:12277575

    The Waste Isolation Pilot Plant's (WIPP) Recertification Project was established to meet the requirement placed in the WIPP Land Withdrawal Act (LWA) to demonstrate WIPP's continued compliance with the Environmental Protection Agency's (EPA) disposal regulations at five-year intervals. This plan delineates the end goal of the effort, sets out interim goals, and offers up guiding assumptions. In general, it sets the overall direction for a highly complex and interdependent set of tasks leading to recertification of the repository in the spring of 2004. In addition, this plan establishes the institutional roles and responsibilities of WIPP project participants in the recertification effort and lays out a high-level schedule for producing the Compliance Recertification Application (CRA). Detailed plans from each organization supporting this project have been included with this document as attachments. Each participant plan provides significantly more detail with descriptions of activities that are designed to ensure a successful outcome. Woven throughout this plan are the elements of guidance and direction gained from technical exchanges with EPA managers and staff. An important principle on which this plan is built is that the process of recertification will not involve modification to the certification baseline, nor will it involve rule making of any kind. Only changes previously approved by the EPA will be detailed in the CRA. EPA-approved changes to the WIPP certification will be accepted through modification or will be approved through the annual change reporting process. For any compliance areas that have not changed since the submission of the Compliance Certification Application(CCA), these will merely be incorporated in the CRA by reference.     A subsumption planner using a parallel distributed computational paradigm based on the subsumption architecture for control of real-world capable robots is described. Virtual sensor state space is used as a planning tool to visualize the robot's anticipated effect on its environment. Decision sequences are generated based on the environmental situation expected at the time the robot must commit to a decision. Between decision points, the robot performs in a preprogrammed manner. A rudimentary, domain-specific partial world model contains enough information to extrapolate the end results of the rote behavior between decision points. A collective network of predictors operates in parallel with the reactive network forming a recurrrent network which generates plans as a hierarchy. Details of a plan segment are generated only when its execution is imminent. The use of the subsumption planner is demonstrated by a simple maze navigation problem.

    How can we reconcile the impressive progress of medical technologies with the no less impressive problems of health insurance systems. Are policies of imagery diffusion and policies of cost-containment simultaneously compatible. The author, based on a historical and prospective approach, believes they are. Whether we consider the sanitary map (carte sanitaire) in France which is an explicit method of rationing, or global budgeting which is an implicit one, we must revise our present methods of planning because they have become obsolete. The Committee for Assessement of Technological Innovation at the Assistance Publique of Paris (CEDIT) is an example of a more refined mechanism, associated with regional planning within the Plan Directeur of the Paris Teaching Hospitals for the 1985-1989 period. The probable evolution of the health insurance system in France, as well as more competition between the private and public hospitals lead the author to propose greater flexibility in planning for imagery, knowing that it is impossible to know what that particular technology will consist of in thirteen years from now in the year 2000, but it will certainly be the core of the future hospital, whether diagnostic or therapeutic
