    The assessment of Smolt Condition for Travel Time Analysis Project (Bonneville Power Administration Project 87-401) monitored attributes of salmonid smolt physiology in the Columbia and Snake River basins from 1987 to 1997, under the Northwest Power Planning Council Fish and Wildlife Program, in cooperation with the Smolt Monitoring Program of the Fish Passage Center. The primary goal of the project was to investigate the physiological development of juvenile salmonids related to migration rates. The assumption was made that the level of smolt development, interacting with environmental factos such as flow, would be reflected in travel times. The Fish Passage Center applied the physiological measurements of smolt condition to Water Budget management, to regulate flows so as to decrease travel time and increase survival.

    Full Text Available Este ensayo investiga las tendencias más relevantes en las variables básicas del comportamiento económico, de cambio tecnológico e innovación en la estructura industrial colombiana, con énfasis en el efecto del crecimiento sectorial sobre los niveles de ocupación. El ensayo indaga sobre las capacidades sectoriales para la producción de innovación tecnológica asociadas con el desempeño de la productividad multifactorial y la evolución de empleo a lo largo del período 1987 - 1997. Constata si las grandes variaciones en el empleo se deben al aumento que pudieran experimentar algunas industrias en sus niveles de intensidad de capital, productividades factoriales y cambio tecnológico, aspectos relevantes al propósito de explicar las transformaciones sectoriales ocurridas en la estructura industrial colombiana a lo largo de los primeros años de la apertura económica.

  4. International project -- RBMK safety review

    A major international RBMK safety review project managed by AEA Technology and funded by the CEC TACIS Programme, and the governments of Canada, Sweden and Finland is assessing the safety of RBMK Reactors as operated in Russia, Lithuania and Ukraine. RBMK reactors have been the subject of numerous safety studies by other Eastern and Western European organizations and Canada. Their objectives were, by necessity, not consistent (for example, identifying the deficiencies, reviewing and assessing the safety, checking the existing safety reports, establishing western style safety justifications). However, they share a common technical content in many areas. As a result a considerable number of Safety Recommendations have already been published.   5. Fragment reconstruction and bone plate fixation versus bridging plate fixation for treating highly comminuted femoral fractures in dogs: 35 cases (1987-1997)

    To compare fragment reconstruction and bone plate fixation versus bridging plate fixation for treating highly comminuted (> 4 fragments) femoral fractures in dogs. Retrospective study. 35 dogs with highly comminuted fractures of the femur. Medical records of all dogs included in this study were reviewed. Dogs had been treated with fragment reconstruction and bone plate application (n = 20) or major fragment alignment and bridging plate fixation (15). Postoperative and follow-up radiographs were evaluated. Operating and hospitalization times, bone alignment, bone healing, and complications were considered. There were no differences in hospitalization times, limb alignment, and complications between dogs with fractures treated with fragment reconstruction and dogs with fractures treated with bridging plate fixation. Dogs with fractures treated with bridging plate fixation had shorter operative times and faster times to radiographic evidence of bone healing. Bridging plate fixation is quicker to perform and results in faster healing than fragment reconstruction and bone plate fixation when used to treat comminuted femoral fractures

  7. LLNL oil shale project review

    Livermore's oil shale project is funded by two budget authorities, two thirds from base technology development and one third from environmental science. Our base technology development combines fundamental chemistry research with operation of pilot retorts and mathematical modeling. We've studied mechanisms for oil coking and cracking and have developed a detailed model of this chemistry. We combine the detailed chemistry and physics into oil shale process models (OSP) to study scale-up of generic second generation Hot-Recycled-Solid (HRS) retorting systems and compare with results from our 4 tonne-per-day continuous-loop HRS pilot retorting facility. Our environmental science program focuses on identification of gas, solid and liquid effluents from oil shale processes and development of abatement strategies where necessary. We've developed on-line instruments to quantitatively measure trace sulfur and nitrogen compounds released during shale pyrolysis and combustion. We've studied shale mineralogy, inorganic and organic reactions which generate and consume environmentally sensitive species. Figures, references, and tables are included with each discussion.

The conceptual design activities for the ITER for three years greatly contributed to the study on this experimental reactor design. It was decided to organize the international joint central team and to develop the engineering design activities (EDA) at three sites in Japan, USA and Germany for six years from 1992. the ITER EDA and the organization, the ITER and the required items of research and development, the role of respective sites and the schedule of the ITER EDA are reported.   11. NASA's Hypersonic Research Engine Project: A review

    The goals of the NASA Hypersonic Research Engine (HRE) Project, which began in 1964, were to design, develop, and construct a high-performance hypersonic research ramjet/scramjet engine for flight tests of the developed concept over the speed range of Mach 4 to 8. The project was planned to be accomplished in three phases: project definition, research engine development, and flight test using the X-15A-2 research airplane, which was modified to carry hydrogen fuel for the research engine. The project goal of an engine flight test was eliminated when the X-15 program was canceled in 1968. Ground tests of full-scale engine models then became the focus of the project. Two axisymmetric full-scale engine models, having 18-inch-diameter cowls, were fabricated and tested: a structural model and combustion/propulsion model. A brief historical review of the project, with salient features, typical data results, and lessons learned, is presented. An extensive number of documents were generated during the HRE Project and are listed.

The document then records the process through the Preliminary Design Review (PDR) and on to the finalized design specification.   13. Krsko periodic safety review project prioritization process

    Definition of a Krsko Periodic Safety Review (PSR) project is a comprehensive safety review of a plant after last ten years of operation. The objective is a verification by means of a comprehensive review using current methods that Krsko NPP remains safety when judged against current safety objectives and practices and that adequate arrangements are in place to maintain plant safety. This objective encompasses the three main criteria or goals: confirmation that the plant is as safe as originally intended, determination if there are any structures, systems or components that could limit the life of the plant in the foreseeable future, and comparison the plant against modern safety standards and to identify where improvements would be beneficial at justifiable cost. Krsko PSR project is structured in the three phases: Phase 1: Preparation of Detailed 10-years PSR Program, Phase 2: Performing of 10-years PSR Program and preparing of associated documents (2001-2003), and Phase 3: Implementation of the prioritized compensatory measures and modifications (development of associated EEAR, DMP, etc.) after agreement with the SNSA on the design, procedures and time-scales (2004-2008). This paper presents the NEK PSR results of work performed under Phase 2 focused on the ranking of safety issues and prioritization of corrective measures needed for establishing an efficient action plan. Safety issues were identified in Phase 2 during the following review processes: Periodic Safety Review (PSR) task; Krsko NPP Regulatory Compliance Program (RCP) review; Westinghouse Owner Group (WOG) catalog items screening/review; SNSA recommendations (including IAEA RAMP mission suggestions/recommendations).(author)

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

  1. Using clinical audit in practice: a pilot peer review project.

    A well-established study group undertook a pilot peer review project testing the use of clinical audit in members' practices. Two peer review groups were formed involving a total of 16 practices. Practice visits were undertaken and a series of meetings were held to prepare and discuss the various projects. The progress of the groups was monitored by questionnaires. All practitioners reported benefits from the project (specifically, from the practice visits) and made changes in areas of their practice other than those specifically chosen for their project. The benefits of carrying out audit projects in a peer review setting are stressed as are the benefits of reciprocal practice visits. The importance of prior establishment of mutual trust and confidence in the peer review group is emphasised. PMID:10332335

  6. LBNL report of the vetting review of the GRETINA project

    GRETINA is a gamma-ray detector array capable of reconstructing the energy and spatial positions of gamma-ray interactions within the germanium crystals. It will be used to study the structure and stability of nuclei under various conditions. The new capabilities provided by gamma-ray tracking will give large gains in sensitivity for a large number of experiments, particularly those aimed at nuclei far from beta stability. A proposal for GRETINA was submitted to DOE in June 2003. It presented the scientific case, the readiness of technical development, the design, the suggested management organizations, and a proposed cost and schedule. The GRETINA proposal received its CD0 approval in August 2003. The CD-1 review will be held on December 3 and 4, 2003, and will be handled by the DOE-N. This report presents the charge to the GRETINA vetting review committee, and the findings, comments and recommendations of this committee. The purpose of this project vetting review was to assure that the GRETINA project is on track to provide DOE and the nuclear physics community with the agreed upon deliverables within the agreed upon budget and schedule. The vetting review committee was asked to cover both technical and management aspects of the GRETINA Project. Reviewers offer expert knowledge in relevant areas and provide recommendations and findings to the project's management team. Upon successful completion, the Laboratory's Integrated Project Management Office (IPMO) will recommend signoff of the project to the Laboratory Directorate. The GRETINA vetting review committee was asked to consider all relevant aspects of the project's management, project execution plan (PEP), technical approach and status, cost estimate, resources, schedule and risk and, in doing so, to advise as to whether the GRETINA Project was likely to successfully provide the agreed upon deliverables within the agreed upon budget and schedule. The present study investigates the managerial challenges that may undermine effective management of project interdependencies in IT/IS project portfolios. The investigation is based on evidence from reviewing relevant literature and documented studies associated with managing project interdependencies. The main contribution of this study is to discuss three managerial challenges of project interdependencies in project portfolios. We discuss the challenges from three perspectives: types of interdependencies; patterns of interaction in interdependencies; and cost/benefit impact of project interdependencies.

The purpose of this study is to know agile techniques in detail, finding and highlighting its restrictions for large size projects with the help of systematic literature review. The systematic literature review is going to find answers for the Research questions: 1 How to make agile approaches scalable and adoptable for large projects?2 What are the existing methods, approaches, frameworks and practices support agile process in large scale projects? 3 What are limitations of existing agile approaches, methods, frameworks and practices with reference to large scale projects? This study will identify the current research problems of the agile scalability for large size projects by giving a detail literature review of the identified problems, existed work for providing solution to these problems and will find out limitations of the existing work for covering the identified problems in the agile scalability. All the results gathered will be summarized statistically based on these finding remedial work will be planned in future for handling the identified limitations of agile approaches for large scale projects.

  12. A desk evaluation review of project URT/5/007 tsetse fly eradication. Project desk evaluation

    Project URT/5/007 was initiated in 1984 to assist the Government of the United Republic of Tanzania in developing membrane feeding technology for the mass breeding of tsetse flies, which is required for the application of the sterile insect technique to eradicate the tsetse fly from the island of Zanzibar. As the project progressed the objectives focused on the development of inter-related management practices with SIT to control and eventually eradicate the tsetse species infesting Zanzibar. As depicted by the project title, tsetse fly eradication on Zanzibar is the ultimate goal of on-going work of project URT/5/007; however, tsetse fly eradication is not the immediate objective of this project. The total budget of the project for the years 1984 through 1994 includes 53 man-months of expert services, $402,755 for equipment, and $1,959 for fellowship training. Additional funds for 57 man-months of fellowship training were provided from sources outside of the project. Resources provided by the United Republic of Tanzania for the project included staff, local facilities, and local running costs. A Desk Evaluation Review (DER) of Project URT/5/007 was requested by the Africa Section to provide an assessment of project achievements and to determine to what end the project may lead in the near future. Also the review could help determine how experiences gained during the developments of this project might be utilized in the management and implementation of similar projects in Tanzania or the region

    Radiation environment report (RER), one of the essential documents in plant operating license or continuous operation license, includes population projection. Population estimates are utilized in determining the collective dose at the operation or restart time of nuclear power plant. Many population projection models are suggested and also under development. We carried out the sensitivity analysis on various population projection models to Daejeon city as a target. Daejeon city showed the increase or decrease in the cross-sectional population, because of the development of Sejong city, Doan new town and etc. We analyzed the population of Daejeon city using statistical ARIMA model and various simple population projection models. It is important to determine the population limit in Modified exponential model but it is not easy. Therefore, the various properties of the area such as the decrease and increase of population, new town development plan, social and natural environment change and etc., should be carefully reviewed to estimate the future population of any area.

    This report is produced as part of the Greenland Analogue Project (GAP), carried out as a collaboration project with the Canadian Nuclear Waste Management Organization (NWMO), Posiva Oy and the Swedish Nuclear Fuel and Waste Management Co (SKB). The overall aim of the project is to improve the current understanding of hydrogeological and hydrogeochemical processes associated with continental-scale glacial periods including with the presence of permafrost and the advance/retreat of ice sheets. The project will focus on studying how an ice sheet affects groundwater flow and water chemistry around a deep geological repository in crystalline bedrock. The Greenland Analogue Project consists of three active sub-projects (A-C) with individual objectives. Field studies are conducted in the Kangerlussuaq region, in central Western Greenland. Sub-projects A and B collectively aim at improving the understanding of ice sheet hydrology by combining investigations on surface water processes with ice sheet drilling and instrumentation. In sub-project C, the penetration of glacial melt water into the bedrock, groundwater flow and the chemical composition of water will be studied. Main planned activities in sub-project C include drilling of a deep borehole in front of the ice sheet, in which different downhole surveys, sampling and monitoring will be carried out. The primary aim of this report is to review available information about hydrogeology and hydrogeochemistry in central Western Greenland, with special emphasis on the area around Kangerlussuaq.   4. Researchers' experience with project management in health and medical research: Results from a post-project review

    Full Text Available Abstract Background Project management is widely used to deliver projects on time, within budget and of defined quality. However, there is little published information describing its use in managing health and medical research projects. We used project management in the Alcohol and Pregnancy Project (2006-2008 http://www.ichr.uwa.edu.au/alcoholandpregnancy and in this paper report researchers' opinions on project management and whether it made a difference to the project. Methods A national interdisciplinary group of 20 researchers, one of whom was the project manager, formed the Steering Committee for the project. We used project management to ensure project outputs and outcomes were achieved and all aspects of the project were planned, implemented, monitored and controlled. Sixteen of the researchers were asked to complete a self administered questionnaire for a post-project review. Results The project was delivered according to the project protocol within the allocated budget and time frame. Fifteen researchers (93.8% completed a questionnaire. They reported that project management increased the effectiveness of the project, communication, teamwork, and application of the interdisciplinary group of researchers' expertise. They would recommend this type of project management for future projects. Conclusions Our post-project review showed that researchers comprehensively endorsed project management in the Alcohol and Pregnancy Project and agreed that project management had contributed substantially to the research. In future, we will project manage new projects and conduct post-project reviews. The results will be used to encourage continuous learning and continuous improvement of project management, and provide greater transparency and accountability of health and medical research. The use of project management can benefit both management and scientific outcomes of health and medical research projects.

  5. A desk evaluation review of project RAF/9/005 radiation protection development. Project desk evaluation

    The Agency has been assisting member nations through a number of national TC projects in radiation protection and related areas over the years. In addition, a regional project RAF/9/005 - Radiation Protection Development (which is under this review) was approved in 1988, with the aim of assessing existing radiation protection practices in the African Member States in relation to the Agency's new basic safety standards for radiation protection, and to advise Governments on improvements. The project was subsequently extended up to 1994 as an umbrella project to assist all African Member States in the development of appropriate radiation protection services; to co-ordinate the implementation of the relevant national TC projects; and to develop co-operation amongst groups of Member States on a regional and sub-regional basis. Particular emphasis was to be given to manpower development through workshops, seminars and training courses in radiation protection and safety. In parallel thereto, the Agency's Radiation Protection Advisory Teams (RAPATs) visited nineteen African Member States during the period 1986 through 1993, to review and assess their radiation protection activities, identify priorities, and design long-term radiation protection programmes.   6. Auditory hallucinations: A review of the ERC "VOICE" project.

    In this invited review I provide a selective overview of recent research on brain mechanisms and cognitive processes involved in auditory hallucinations. The review is focused on research carried out in the "VOICE" ERC Advanced Grant Project, funded by the European Research Council, but I also review and discuss the literature in general. Auditory hallucinations are suggested to be perceptual phenomena, with a neuronal origin in the speech perception areas in the temporal lobe. The phenomenology of auditory hallucinations is conceptualized along three domains, or dimensions; a perceptual dimension, experienced as someone speaking to the patient; a cognitive dimension, experienced as an inability to inhibit, or ignore the voices, and an emotional dimension, experienced as the "voices" having primarily a negative, or sinister, emotional tone. I will review cognitive, imaging, and neurochemistry data related to these dimensions, primarily the first two. The reviewed data are summarized in a model that sees auditory hallucinations as initiated from temporal lobe neuronal hyper-activation that draws attentional focus inward, and which is not inhibited due to frontal lobe hypo-activation. It is further suggested that this is maintained through abnormal glutamate and possibly gamma-amino-butyric-acid transmitter mediation, which could point towards new pathways for pharmacological treatment. A final section discusses new methods of acquiring quantitative data on the phenomenology and subjective experience of auditory hallucination that goes beyond standard interview questionnaires, by suggesting an iPhone/iPod app. PMID:26110121

  7. End user orientation of TC projects. Special evaluation review

    The present review of the end use orientation of TC projects was undertaken as requested by the TC Department to identify: (a) end users and beneficiaries beyond the boundaries of the counterpart laboratories, as appropriate; (b) means provided or planned to reach the end users and beneficiaries; (c) performance indicators in quantifiable terms, including those related to the counterpart activities that could be foreseen during and after completion of Agency assistance; and (d) recommendations of additional means, if necessary, to reach the end users and beneficiaries. A total of 13 TC projects with large budgets of around $200,000 and above were selected from those first approved under the 1995-1996 biennial programme and supported under the TCF, representing diverse fields of Agency activities and covering all the geographical areas of the Agency's technical co-operation. The projects thus selected were one each from Argentina, Bolivia, Bulgaria, Chile, Colombia, Egypt, Ethiopia, Jordan, Mexico, Mongolia, Slovenia, Turkey and Viet-Nam. The overall budget of the 13 projects as originally approved for 1995 to 1998, amounted to $5,510,980.   9. ACR-1000 pre-project regulatory review progress

    The ACR-1000 design developed by Atomic Energy of Canada Limited (AECL) is a 1200 MWe-class light-water-cooled, heavy-water-moderated pressure-tube reactor, which has evolved from the well-established CANDU line of reactors. The ACR-1000 design retains the basic, proven, CANDU design features while incorporating innovations and state-of-the-art technologies to ensure fully competitive safety, operation, performance and economics. Improvements include greater operating and safety margins plus adherence and compliance with the latest safety objectives of designing with due consideration to external events and risk assessment. AECL initiated a pre-project regulatory review of the ACR-1000 reactor design by the Canadian Nuclear Safety Commission (CNSC) to confirm compliance with regulatory requirements and also incorporate regulatory feedback in the design process to minimize regulatory risks in obtaining construction and operating licences. Regulatory pre-project reviews have also been conducted earlier in the UK and US to ensure that the ACR design is compliant with international regulatory requirements. (author)

  10. A desk evaluation review of project BGD/5/010 food irradiation. Project desk evaluation

    To increase the availability of food, the Bangladesh Atomic Energy Commission (BAEC), through its institute of Food and Radiation Biology (IFRB), has for many years pursued research studies in the use of ionizing radiation for food disinfestation and preservation. The Agency has been assisting these research efforts since the late 1970s. Project BGD/5/010, Food Irradiation, as reformulated in 1984, was to take on-going activities ones step further, with the main objective of demonstrating on a semi-commercial scale the efficacy and profitability of food irradiation in reducing the high storage losses of economically important food, such as potatoes, onions, dried fish and other seafood. A further objective was the transfer of food irradiation technology to the relevant industries in Bangladesh. The total budget of the project for the years 1983 through 1992 includes 5.1 man-months of expert services, $1,064,634 for equipment and $29,200 for training. The review was undertaken upon request by the Asia and the Pacific Section, to assess the current status of this ten-year project, which has encountered numerous delays and set-backs and is now nearing completion, and to determine to what extent the experience gained on the project could be useful in the implementation of similar on-going and future projects

    The International Fusion Materials Irradiation Facility (IFMIF) project is an international joint facility plan for developing, examining, and evaluating various kinds of candidate materials to realize a nuclear fusion reactor, by means of intense neutron irradiation simulating the fusion neutron environment. In the past, Conceptual Design Activities, Conceptual Design Evaluation activities, and Key Element technology verification Phase (KEP) were carried out. KEP activities in Japan have been organized under cooperation between JAERI and Natural Science Research Organization - National Institute for Fusion Science (NIFS) with the universities. Now, the framework of implementation of the Engineering Validation and Engineering Design Activities (EVEDA) planned as the activity in the next stage is under discussion. In EVEDA planned as the next activity an international cooperative organization strengthened much more is assumed. JAERI decided that it was needed to examine the necessity and the validity of the participation in EVEDA accompanied with an evaluation of the technical results of KEP activity and technical validity of the future plan, in advance of the decision for the participation.     The National Renewable Energy Laboratory (NREL) has a major responsibility in the implementation of the U.S. Department of Energy's (DOE's) Solar Energy Technologies Program. Sandia National Laboratories (SNL) has a major role in supporting inverter development, characterization, standards, certifications, and verifications. The Solar Energy Technologies Program recently published a Multiyear Technical Plan, which establishes a goal of reducing the Levelized Energy Cost (LEC) for photovoltaic (PV) systems to $0.06/kWh by 2020. The Multiyear Technical Plan estimates that, in order to meet the PV system goal, PV inverter prices will need to decline to $0.25-0.30 Wp by 2020. DOE determined the need to conduct a rigorous review of the PV Program's technical and economic targets, including the target set for PV inverters. NREL requested that Navigant Consulting Inc.(NCI) conduct a review of historical and projected cost and performance improvements for PV inverters, including identification of critical barriers identified and the approaches government might use to address them.

    Full Text Available Peer-reviewed publications are the primary mechanism for sharing scientific results. The current peer-review process is, however, fraught with many problems that undermine the pace, validity, and credibility of science. We highlight five salient problems: (1 Reviewers are expected to have comprehensive expertise; (2 Reviewers do not have sufficient access to methods and materials to evaluate a study; (3 Reviewers are not acknowledged; (4 There is no measure of the quality of a review; and (5 Reviews take a lot of time, and once submitted cannot evolve. We propose that these problems can be resolved by making the following changes to the review process. Distributing reviews to many reviewers would allow each reviewer to focus on portions of the article that reflect the reviewer’s specialty or area of interest and place less of a burden on any one reviewer, enabling a more comprehensive and timely review. Providing reviewers materials and methods to perform comprehensive evaluation would facilitate transparency, replication of results and enable greater scrutiny by people from different fields using different nomenclature, leading to greater clarity and cross-fertilization of ideas. Acknowledging reviewers makes it possible to quantitatively assess reviewer contributions, which could be integrated with assessments for promotions and grants. Quantifying review quality could help establish the importance of reviewers and information generated during a review, and assess the importance of a submitted article. Finally, we recommend expediting post-publication reviews and allowing for the dialogue to continue and flourish in a dynamic and interactive manner. We argue that these solutions can be addressed by building upon computer programming code management systems. In this article, we provide examples of current code review systems that offer opportunities for addressing the above problems, and offer suggestions for enhancing code review systems for

  17. Fuel transfer system ALARA design review - Project A.15

    One mission of the Spent Nuclear Fuel (SNF) Project is to move the SNF from the K Basins in the Hanford 100K Area to an interim dry storage at the Canister Storage Building (CSB) in the Hanford 200 East Area. The Fuel Transfer System (FTS) is a subproject that will move the SNF from the 105K East (KE) Facility to the 105K West (KW) Facility. The SNF will be treated for shipment to the Cold Vacuum Drying (CVD) facility at the KW Basin. The SNF canisters will be loaded underwater into a Shielded Transfer Cask (STC) in the KE Basin. The fully loaded STC will be brought out of the water and placed into a Cask Transfer Overpack (CTO) by the STC Straddle Carrier. As the STC is removed from the water, it will be washed down with demineralized water by an manual rinse system. The CTO with the STC inside will be placed on a transport trailer and transferred to the KW Basin as an intra-facility transfer. The CTO will be unloaded from the shipping trailer at the KW Basin and the STC will be removed from the CTO. The STC will then be lowered into the KW Basin water and the fuel will be removed. The SNF will then be processed for shipment to the CVD. As soon as all of the fuel has been removed from the STC, the cask will be removed from the KW Basin water and placed into the CTO. The CTO will again be placed on the trailer for transport back to the KE Basin where the entire cycle will be repeated approximately 400 times. This document records the As Low As Reasonably Achievable (ALARA) findings and design recommendations/requirements by the SNF Project noted during the Final Design Review of the STC, CTO, STC Transfer System, Annexes and Roadways for support of FTS.     The rapid pace of wind power development in the U.S. over the last decade has outstripped the ability of most project developers to provide adequate equity capital and make efficient use of project-related tax benefits. In response, the sector has created novel project financing structures that feature varying combinations of equity capital from project developers and third-party tax-oriented investors, and in some cases commercial debt. While their origins stem from variations in the financial capacity and business objectives of wind project developers, as well as the risk tolerances and objectives of equity and debt providers, each structure is, at its core, designed to manage project risk and allocate federal tax incentives to those entities that can use them most efficiently. This article surveys the six principal financing structures through which most new utility-scale wind projects (excluding utility-owned projects) in the U.S. have been financed from 1999 to the present. These structures include simple balance-sheet finance, several varieties of all-equity special allocation partnership 'flip' structures, and two leveraged structures. In addition to describing each structure's mechanics, the article also discusses its rationale for use, the types of investors that find it appealing and why, and its relative frequency of use in the market. The article concludes with a generalized summary of how a developer might choose one structure over another.

    Projects POL/5/006 was initiated in 1985 to assist the Government of Poland in improving the mutation breeding efforts in the country to promote the development of new and higher yielding crop varieties.   7. A review of quality surveillance projects on cosmetics in Taiwan

    Full Text Available The Food and Drug Administration in Taiwan is responsible for the quality regulation and control of cosmetics. In order to have a clear understanding of the trends in the product quality monitoring outcomes and the regulatory control measures over the past years, this study has put together the reports of nine cosmetic surveillance projects conducted between 1982 and 2012. The findings can be used as a reference in developing a more solid quality monitoring plan and management system for cosmetic products. Results show that permanent wave products, hair dye products, and phthalate esters in cosmetic products have the highest average noncompliance rates at 39.2%, 14.2%, and 11.2%, respectively. These are followed by the average noncompliance rates of mercury in products, sunscreen products, and microorganisms in products, at 8.5%, 7.1%, and 5.5%, respectively, and the remaining three projects averaging below 4.1%. Since 1997, when new standards were announced and assistance to manufacturers was reinforced, the noncompliance rates of permanent wave products decreased annually, until 2007, when it was fully qualified for the standards. Overall, the study showed that the noncompliance rates of permanent wave products and for levels of phthalate esters, mercury, and hydroquinone in cosmetic products have all decreased in the previous years. The results of surveillance projects conducted after 2005 revealed only one noncompliance sample with lead, arsenic, and cadmium, whereas the surveillance projects on permanent wave products and chloroform- and 1,4-dioxane-containing products revealed full compliance with regulation standards. However, the noncompliance rates for microorganisms in cosmetics and the ingredients in hair dye products and sunscreen products were still high. These high-risk products must be monitored. These surveillance projects are conducted to ensure the safety of cosmetics in the market.

    The NRU effluent heat recovery project diverts heated effluent water from the NRU process effluent weir and distributes the water for various heating applications in both the inner and active area at Chalk River Nuclear Laboratories (CRNL). The dominant hazard of the system operation is from leakage of tritiated heavy water from the reactor heavy water system into the light water system and the subsequent contamination of the steam system. Protective features include continuous leakage monitoring and automatic isolation of the recovery system.     A guide is provided to assist proponents of small power projects through the review process for small hydro and thermal electricity generation projects. The process applies to all projects which generate less than 20 MW of power for sale, and all projects which generate between 500 kW and 20 MW of power for the producer's own use. The guide consists of three sections which cover the purpose, the procedures, and the requirements of the review process. Four appendices provide guidance on screening a project for potential environmental and socioeconomic impacts, provincial and federal government agencies that may be consulted, public consultation and other provincial approvals which may be applicable to energy projects. Main areas of concern that have been documented for previous reviews include, for hydro projects, fish and fish habitats, water quality, quantity and flow regime, transmission line and access road routing, wildlife and wildife habitat, native resource use, archaeological sites, resource and land use conflict, environmental hazards (seismic), and downstream and transboundary effects.   14. CORR Guidelines. Preparing and Conducting Review Missions of Construction Project Readiness for Nuclear Power Plants

    The construction readiness review (CORR) mission for nuclear power plant projects has been established with the aim of conducting peer reviews of construction projects related to nuclear power plants. Such a mission provides a detailed assessment of readiness for construction, construction progress, readiness for turnover, as well as recommendations for improvement. Organizations in Member States, such as nuclear utilities, owners, regulators and technical support organizations, can benefit from such reviews. A team of international experts with complementing specialities will conduct the CORR mission. The review is based on appropriate IAEA publications, such as IAEA Safety Standards Series Guides and IAEA Nuclear Energy Series publications, as well as on internationally recognized project and construction management guides. Mission findings are summarized in a mission report, which includes a list of recommendations, suggestions and identified good practices. The review is not intended to be a regulatory inspection or an audit against international codes and standards. Rather, it is a peer review aimed at improving implementation processes and procedures through an exchange of technical experiences and practices at the working level. The mission is applicable at any stage of a nuclear power plant construction project, although two specific phases are targeted: (1) start of construction mission (Phase 1 mission) and (2) an in-progress mission (Phase 2 mission). Missions are initiated when official requests are submitted by Member States through the appropriate IAEA channels

    Full Text Available In spite of the fact that benefits from successful project implementation can be achieved by governance over the formal controls and project practices, there is still evidence of high project failure rates across a broad range of industries. It is all too often found that significant effort and emphasis is placed on reviewing the project from the project managers' perspective (with the emphasis on financial and technical aspects, and that independent parties do not perform formal controls. It is understood that an independent project audit would result in an objective report and that all parties involved may not necessarily share the same view. A proposed approach is to have project audits carried out by reviewing the implementation of critical success factors against accepted project standards. These results are tabulated in a matrix that allows for the documentation of success factor implementation and opens up the possibility for scoring the extent of the implementation. This article adds to recent research done in an effort to identify critical success factors and identify new methods for determining them, while focusing on the concept of project audit.

  18. Upgrading of oil palm wastes by radiation processing - project review

    Early works on oil palm waste treatment at MINT started in 1984 with the objective of degrading EFB (Empty Fruit Bunches) by radiation. This idea was shared by JAERI that adopted the research project with MINT in 1986 under the Japanese Science and Technology Agency (STA) programme. The results of these preliminary works show that EFB can be degraded using gamma radiation at a dose of ranging from 500 to 1000 kGy - 50 to 100 times higher than what is considered to be the economic dose. It is generally accepted that the economics of radiation treatment process could only be realised if the treatment dose can be kept below 10 kGy, which was incidentally, during the course of this early works, found to be the pasteurisation dose for oil palm by - products. With these information, MINT and JAERI agreed to pursue further research in this area and formulated a bilateral research co-operation in radiation pasteurisation of EFB and subsequent degradation by cellulolytic fungi or mushrooms. The research has the objective of upgrading EFB, which was not considered as suitable for feed due to its known physical properties as coarse and highly fibrous, to animal feed as well as substrate for mushroom cultivation and enzyme production. In addition to the desire to provide an environment friendly method for waste disposal to a growing industry, the possibility of catalysing the development of livestock industry by commercial farming in the process is another motivation for this project. Malaysia is estimated to be only about 40% self-sufficient in beef production. Thus there is great opportunity for the growth and expansion of this industry in Malaysia. However, growth in ruminant population should not result in the alienation of land for pastures. Among the reasons for the lack of interest in livestock production through commercial farming is the unavailability of local feed material which could be cheaper than imported feed grains, particularly maize. All scenarios presume an uneven general corrosion and chemical input data to the models are average data from field observations and/or chemical equilibrium calculations. The models used are assuming a homogenous environment around the canister. This approach is not consistent with natural environments where variations in data are the most common and where a mean value seldom is observed. Conservative estimates on the corrosion of copper should be retrieved from models where not only average numbers but also end members of each data set are used. I would also like to see another approach to the corrosion problem. First answer the question 'What are the prerequisites to corrode the canister to such an extent that a penetration of the 5 cm copper is achieved in 1,000,000 years?'. Thereafter look for necessary scenarios and find out whether they can be expected from a realistic point of view. In the main report it is stated that corrosion from sulphate-reducing bacteria cannot be ruled out, but it is not clear that this has been taken into account in any of the models. The microbes' impact is ruled out and they are assumed to have a negligible effect on the copper coverage of the canisters. The evidences presented for such an assumption are far from convincing

The 21st Dry Rock (HDR) Geothermal Project at Rosemanowes Quarry in Cornwall has given rise to low level unfelt acoustic emission and possibly small, felt earthquakes. This review of induced seismic hazard study examines the effects that the HDR Project could have on seismic events. Events which are modified by the project, in magnitude and time of occurrence, as well as those which might not have occurred at all were studied.     This paper reports on a tertiary immiscible CO{sub 2} project which began in March 1982 with the injection of a mixture of about 85% CO{sub 2}/15% N{sub 2} into the tar zone of fault block V in the Wilmington field, Los Angeles County, CA. The 330-acre (134-ha) project had been waterflooded since 1961, and the water cut was more than 95%. Gas was injected alternately with water for a period of about 5 years. The TSP recognized early in the project that special mechanisms would be required to communicate effectively to the many different concerned audiences. To identify and develop these mechanisms, the TSP issued Directive 89-7 to PNL in May 1989. The TSP directed PNL to examine methods to communicate the causes and effects of uncertainties in the dose estimates.     Recent projects conducted by the International Cancer Genome Consortium (ICGC) have raised the important issue of distinguishing quality assurance (QA) activities from research in the context of genomics. Research was historically defined as a systematic effort to expand a shared body of knowledge, whereas QA was defined as an effort to ascertain whether a specific project met desired standards. However, the two categories increasingly overlap due to advances in bioinformatics and the shift toward open science. As few ethics review policies take these changes into account, it is often difficult to determine the appropriate level of review. Mislabeling can result in unnecessary burdens for the investigators or, conversely, in underestimation of the risks to participants. Therefore, it is important to develop a consistent method of selecting the review process for genomics and bioinformatics projects. This paper begins by discussing two case studies from the ICGC, followed by a literature review on the distinction between QA and research and a comparative analysis of ethics review policies from Canada, the United States, the United Kingdom, and Australia. These results are synthesized into a novel two-step decision tool for researchers and policymakers, which uses traditional criteria to sort clearly defined activities while requiring the use of actual risk levels to decide more complex cases.     An Independent Technical Review was conducted of the Environmental Restoration Project. The objective of the review was recommendations, from a commercial perspective, on a systems level path forward to safe, minimum cost and schedule project completion. The work presented represents the consensus analysis and recommendations of thirteen individuals with varied backgrounds, expertise, and experience. The ITR team recommends that the barriers to the opportunity described in the diagnosis be eliminated using an integrated DOE-Sandia system approach. Piecemeal changes will not result in the desired commercial efficiency. DOE needs to operate as the contracting agency for a Major System Acquisition. If it does not, commercial performance will not be achieved regardless of the contractor.     Despite the prevalence of Small Satellites in recent years, the systems flown to date have very limited propulsion capability. SmallSats are typically secondary payloads and have significant constraints for volume, mass, and power in addition to limitations on the use of hazardous propellants or stored energy (i.e. high pressure vessels). These constraints limit the options for SmallSat maneuverability. NASA's Space Technology Mission Directorate approved the iodine Satellite flight project for a rapid demonstration of iodine Hall thruster technology in a 12U configuration under the Small Spacecraft Technology Program. The project formally began in FY15 as a partnership between NASA MSFC, NASA GRC, and Busek Co, Inc., with the Air Force supporting the propulsion technology maturation. The team is in final preparation of the Critical Design Review prior to initiating the fabrication and integration phase of the project. The iSat project is on schedule for a launch opportunity in November 2017.

  19. Department of Energy review of the National Spallation Neutron Source Project

    A Department of Energy (DOE) review of the Conceptual Design Report (CDR) for the National Spallation Neutron Source (NSNS) was conducted. The NSNS will be a new high-power spallation neutron source; initially, it will operate at 1 megawatt (MW), but is designed to be upgradeable to significantly higher power, at lower cost, when accelerator and target technologies are developed for higher power. The 53-member Review Committee examined the projected cost, schedule, technical scope, and management structure described in the CDR. For each of the major components of the NSNS, the Committee determined that the project team had produced credible designs that can be expected to work well. What remains to be done is to integrate the design of these components. With the exception of the liquid mercury target, the NSNS Project will rely heavily on proven technologies and, thus, will face a relatively low risk to successful project completion. The Total Project Cost (TPC) presented to the Committee in the CDR was $1.266 billion in as-spent dollars. In general, the Committee felt that the laboratory consortium had presented a credible estimate for each of the major components but that value engineering might produce some savings. The construction schedule presented to the Committee covered six years beginning in FY 1999. The Committee questioned whether all parts of the project could be completed according to this schedule. In particular, the linac and the conventional facilities appeared to have overly optimistic schedules. The NSNS project team was encouraged to reexamine these activities and to consider a more conservative seven-year schedule. Another concern of the Committee was the management structure. In summary, the Committee felt that this Conceptual Design Report was a very credible proposal, and that there is a high probability for successful completion of this major project within the proposed budget, although the six-year proposed schedule may be optimistic

  2. ALARA Design Review for the Resumption of the Plutonium Finishing Plant (PFP) Cementation Process Project Activities

    The requirements for the performance of radiological design reviews are codified in 10CFR835, Occupational Radiation Protection. The basic requirements for the performance of ALARA design reviews are presented in the Hanford Site Radiological Control Manual (HSRCM). The HSRCM has established trigger levels requiring radiological reviews of non-routine or complex work activities. These requirements are implemented in site procedures HNF-PRO-1622 and 1623. HNF-PRO-1622 Radiological Design Review Process requires that ''radiological design reviews [be performed] of new facilities and equipment and modifications of existing facilities and equipment''. In addition, HNF-PRO-1623 Radiological Work Planning Process requires a formal ALARA Review for planned activities that are estimated to exceed 1 person-rem total Dose Equivalent (DE). The purpose of this review is to validate that the original design for the PFP Cementation Process ensures that the principles of ALARA (As Low As Reasonably Achievable) were included in the original project design.     This Design Review Report (DRR) documents the contractor design verification methodology and records associated with project W-314's 200 East (200E) Upgrades design package. The DRR includes the documented comments and their respective dispositions for this design. Acceptance of the comment dispositions and closure of the review comments is indicated by the signatures of the participating reviewers. Project W-314 is a project within the Tank Waste Remediation System (TWRS) Tank Waste Retrieval Program. This project provides capital upgrades for the existing Hanford tank farm waste transfer, instrumentation, ventilation, and electrical infrastructure systems. To support established TWRS programmatic objectives, the project is organized into two distinct phases. The initial focus of the project (i.e., Phase 1) is on waste transfer system upgrades needed to support the TWRS Privatization waste feed delivery system. Phase 2 of the project will provide upgrades to support resolution of regulatory compliance issues, improve tank infrastructure reliability, and reduce overall plant operating/maintenance costs. Within Phase 1 of the W-314 project, the waste transfer system upgrades are further broken down into six major packages which align with the project's work breakdown structure.     The ISTC is an intergovernmental organization established by agreement between the Russian Federation, the European Union, Japan, and the United States. Since 1994, Finland, Sweden, Norway, Georgia, Belarus, Kazakhstan and the Kyrgyz Republic have acceded to the Agreement and Statute. At present, the Republic of Korea is finishing the process of accession to the ISTC. All work of the ISTC is aimed at the goals defined in the ISTC Agreement: To give CIS weapons scientists, particularly those who possess knowledge and skills related to weapons of mass destruction and their delivery systems, the opportunities to redirect their talents to peaceful activities; To contribute to solving national and international technical problems; To support the transition to market-based economics; To support basic and applied research; To help integrate CIS weapons scientists into the international scientific community. The projects may be funded both through governmental funds of the Funding partners of the ISTC. According to the ISTC Statute, approved by the appropriate national organizations, funds used within ISTC projects are exempt from CIS taxes. As of March 1998, more than 1500 proposals had been submitted to the Center, of which 551 were approved for funding, for a total value of approximately US$166 million.     The new Ongkharak Nuclear Research Center in the vicinity of Bangkok, Thailand is planned to replace the more than 30 years old facilities located in the Chatuchak district, Bangkok. An international team led by general atomics (GA) is designing and constructing the new research complex. It comprises a 10 MW TRIGA type reactor, an isotope production and a centralized waste processing and storage facility. As the project is now approaching the end of its 4th year, it now stands at a decisive turning point. Basic design is nearly completed and detailed design is well advanced. The turnkey part of the contract including the reactor island, the isotope and waste facilities are still awaiting the issuance of the Construction Permit. Significant progress has been made on the other part of the project, which includes all the supporting infrastructure facilities. The Preliminary Safety Analysis Report (PSAR), prepared by GA, has been reviewed by various parties, including by nuclear safety experts from the IAEA, which has provided continuous support to the OAEP. Experts from the Argonne National Laboratory have been involved in the reviews as well. The PSAR is now under consideration at the Nuclear Facility Safety Sub-Committee (NFSS) of the Thai Atomic Energy for Peace Commission for issuing the Construction Permit of the ONRC Research Reactor. The following paper gives an overview of the project and its present status, outlining the features of the planned facilities and the issues the project is presently struggling with. Major lessons of the past 4 years are highlighted and an outlook into the future is attempted. (orig.)

  12. Independent technical reviews for groundwater and soil remediation projects at US Department Of Energy sites - 59188

    The US Department of Energy Office of Environmental Management has supported independent technical reviews of soil and groundwater projects at multiple DOE sites over the last 10 years. These reviews have resulted in significant design improvements to remedial plans that have accelerated cleanup and site closure. Many have also resulted in improved understanding of complex subsurface conditions, promoting better approaches to design and implementation of new technologies. Independent technical reviews add value, because they provide another perspective to problem solving and act as a check for especially challenging problems. By bringing in a team of independent experts with a broad experience base, alternative solutions are recommended for consideration and evaluation. In addition, the independence of the panel is significant, because it is able to address politically sensitive issues. The expert panel members typically bring lessons learned from other sites to help solve the DOE problems. In addition, their recommendations at a particular site can often be applied at other sites, making the review even more valuable. The review process can vary, but some common lessons ensure a successful review: - Use a multi-disciplinary broadly experienced team; - Engage the panel early and throughout the project; - Involve regulators and stakeholders in the workshop, if appropriate. - Provide sufficient background information; - Close the workshop with a debriefing followed by a written report. Many groundwater remediation challenges remain at DOE sites. Independent technical reviews have and will ensure that the best capabilities and experience are applied to reduce risks and uncertainties. Even though the groundwater remediation industry has developed significantly over the last twenty years, advancements are needed to address the complexities of the subsurface at the DOE sites.   14. Review of the TMI-2 accident evaluation and vessel investigation projects

    The results of the TMI-2 Accident Evaluation Programme and the Vessel Investigation Project have been reviewed as part of a literature study on core meltdown and in-vessel coolability. The emphasis is placed on the late phase melt progression, which is of special relevance to the NKS-sponsored RAK-2.1 project on Severe Accident Phenomenology. The body of the report comprises three main sections, The TMI-2 Accident Scenario, Core Region and Relocation Path Investigations, and Lower Head Investigations. In the final discussion, the lower head gap formation mechanism is explained in terms of thermal contraction and fracturing of the debris crust. This model seems more plausible than the MAAP model based on creep expansion of the lower head. (au)

    The ASME Board on Nuclear Codes and Standards (BNCS) determined in 1986 that an overall technical review of existing ASME nuclear codes and standards was needed. Determination was made realizing these codes and standards were developed and issued during and parallel to rapid growth of commercial nuclear power plants in the United States during the 1960's and 1970's. Decision to initiate this study was reinforced by many factors, but most importantly a need to capture a pool of knowledge and lessons learned from an existing generation of technical experts with codes and standards background.     Full Text Available Abstract Development and Phase 3 testing of the most advanced malaria vaccine, RTS,S/AS01, indicates that malaria vaccine R&D is moving into a new phase. Field trials of several research malaria vaccines have also confirmed that it is possible to impact the host-parasite relationship through vaccine-induced immune responses to multiple antigenic targets using different platforms. Other approaches have been appropriately tested but turned out to be disappointing after clinical evaluation. As the malaria community considers the potential role of a first-generation malaria vaccine in malaria control efforts, it is an apposite time to carefully document terminated and ongoing malaria vaccine research projects so that lessons learned can be applied to increase the chances of success for second-generation malaria vaccines over the next 10 years. The most comprehensive resource of malaria vaccine projects is a spreadsheet compiled by WHO thanks to the input from funding agencies, sponsors and investigators worldwide. This spreadsheet, available from WHO's website, is known as "the rainbow table".   19. Establishing a process for handling radiation protection and ALARA reviews of projects at ANSTO

    In the exciting world of emerging opportunities, establishing new projects are often synonymous with a rollercoaster ride. Even in the best circumstances there is always something lost along the way. Very often this will be the small crack that might lead to the large break a few generations down the line. With the big focus on new developments at ANSTO, it has become necessary to have Radiation Protection Advisors who will be available to provide the inputs and expertise needed to influence the designs in the earliest phases of development. Specifically looking at designs where there might be no operational experience available, judgement has to be made on best engineering practise and taking into account best estimate values for the radiological exposures related to the design. A special process is being developed to highlight the inputs needed from the designers and engineers in every phase of the design process. This process establishes the steps to be followed by the Radiation Protection Advisors in performing radiation protection reviews and identifies the outputs for every phase. They are crucial in declaring design baselines and proceeding to the next phase of the project design. These reviews of the design, operation and maintenance of the systems and components is done taking into consideration international guidelines for good radiation protection and nuclear engineering practise with regards to material composition, system design, layout, operation, maintenance and waste minimisation. The aim is to integrate this process into the overall ANSTO project management process. It will be done by applying it to the various ANSTO capital expenditure and other projects which may be in various stages of development. This will help to identify process shortcomings and to measure its efficiency.     1. ISTC - history, activities, outlook: The ISTC is an intergovernmental organization established by agreement between the Russian Federation, the European Union, Japan, and the United States. Since 1994, Finland, Sweden, Norway, Georgia, Armenia, Belarus, Kazakhstan and the Kyrgyz Republic have acceded to the Agreement and Statute. At present, the Republic of Korea is finishing the process of accession to the ISTC. All work of the ISTC is aimed at the goals defined in the ISTC Agreement: - To give CIS weapons scientists, particularly those who possess knowledge and skills related to weapons of mass destruction and their delivery systems, the opportunities to redirect their talents to peaceful activities; - To contribute to solving national and international technical problems; - To support the transition to market-based economies; - To support basic and applied research; - To help integrate CIS weapons scientists into the international scientific community. The projects may be funded both through governmental funds of the Funding Parties specified for the ISTC, and by organizations, nominated as Funding Partners of the ISTC. According to the ISTC Statute, approved by the appropriate national organizations, funds used within ISTC projects are exempt from CIS taxes.     The Idaho National Engineering Laboratory Advanced Mixed Waste Treatment Project sponsored a plasma are melter technical design review meeting to evaluate high-temperature melter system configurations for processing heterogeneous alpha-contaminated low-level radioactive waste (ALLW). Thermal processing experts representing Department of Energy contractors, the Environmental Protection Agency, and private sector companies participated in the review. The participants discussed issues and evaluated alternative configurations for three areas of the melter system design: plasma torch melters and graphite arc melters, offgas treatment options, and overall system configuration considerations. The Technical Advisory Committee for the review concluded that graphite arc melters are preferred over plasma torch melters for processing ALLW. Initiating involvement of stakeholders was considered essential at this stage of the design. For the offgas treatment system, the advisory committee raised the question whether to a use wet-dry or a dry-wet system. The committee recommended that the waste stream characterization, feed preparation, and the control system are essential design tasks for the high-temperature melter treatment system. The participants strongly recommended that a complete melter treatment system be assembled to conduct tests with nonradioactive surrogate waste material. A nonradioactive test bed would allow for inexpensive design and operational changes prior to assembling a system for radioactive waste treatment operations.

    A review of studies on the X-pinch as a radiation source for X-ray projection shadow radiography (XPSR) and X-ray absorption spectroscopy (XAS) is presented. The ultimate capabilities of the techniques and ways of their achievement are considered. XPSR has been successfully used to study high-energy-density plasma objects, in particular, exploding wires and wire arrays. Using XPSR, the internal structure and dynamics of a wire explosion and wire array implosion have been investigated for the first time, which has made it possible to develop an adequate consistent theory of the processes occurring in the wire loads of generators with currents from several units of kiloamperes to a few tens of megamperes. The use of XAS for diagnostics of wire loads has allowed one for the first time to measure the parameters of matter in the wire core and plasma corona of the load. X-ray images of various biological objects have obtained, including those with the use of the phase contrast method. This review is a logical continuation of the review "X-Pinch" [Plasma Phys. Rep. 41, 319, 493 (2015)], in which the X-pinch as a physical object was considered.

    UK estuarine environments are regulated by inter-acting physical processes, including tidal, wave, surge, river discharge and sediment supply. They regulate the fluxes of nutrients, pollutants, pathogens and viruses that determine whether coastlines achieve the Good Environmental Status (GEnS) required by the EU's Marine Strategy Directive. We review 20th century trends and 21st century projections of changes to climatic drivers, and their potential for altering estuarine bio-physical processes. Sea-level rise will cause some marine habitats to expand, and others diminish in area extent. The overall consequences of estuarine morphodynamics to these habitat shifts, and vice-versa, are unknown. Increased temperatures could intensify microbial pathogen concentrations and increase public health risk. The patterns of change of other climatic drivers are difficult to predict (e.g., river flows and storm surges). Projected increased winter river flows throughout UK catchments will enhance the risks of coastal eutrophication, harmful algal blooms and hypoxia in some contexts, although there are spatial variabilities in river flow projections. The reproductive success of estuarine biota is sensitive to saline intrusion and corresponding turbidity maxima, which are projected to gradually shift landwards as a result of sea-level rise. Although more-frequent flushing events in winter and longer periods of drought in summer are predicted, whereby the subsequent estuarine mixing and recovery rates are poorly understood. With rising estuarine salinities, subtidal species can penetrate deeper into estuaries, although this will depend on the resilience/adaptation of the species. Many climate and impact predictions lack resolution and spatial cover. Long-term monitoring and increased research, which considers the catchment-river-estuary-coast system as a whole, is needed to support risk predicting and mitigatory strategies.

    We present a review of the Supergiant Fast X-ray Transients (SFXT) Project, a systematic investigation of the properties of SFXTs with a strategy that combines Swift monitoring programs with outburst follow-up observations. This strategy has quickly tripled the available sets of broad-band data of SFXT outbursts, and gathered a wealth of out-of-outburst data, which have led us to a broad-band spectral characterization, an assessment of the fraction of the time these sources spend in each phase, and their duty cycle of inactivity. We present some new observational results obtained through our outburst follow-ups, as fitting examples of the exceptional capabilities of Swift in catching bright flares and monitor them panchromatically.

Additionally, the reliability, fuel requirements, other resource requirements, and environmental impacts of the different methods of generating electricity were assessed.   12. Projecting hydropower production under future climates: a review of modelling challenges and open questions

    Hydropower is a pillar for renewable electricity production in almost all world regions. The planning horizon of major hydropower infrastructure projects stretches over several decades and consideration of evolving climatic conditions plays an ever increasing role. This review of model-based climate change impact assessments provides a synthesis of the wealth of underlying modelling assumptions, highlights the importance of local factors and attempts to identify the most urgent open questions. Based on existing case studies, it critically discusses whether current hydro-climatic modelling frameworks are likely to provide narrow enough water scenario ranges to be included into economic analyses for end-to-end climate change impact assessments including electricity market models. This will be completed with an overview of not or indirectly climate-related boundary conditions, such as economic growth, legal constraints, national subsidy frameworks or growing competition for water, which might locally largely outweigh any climate change impacts.

  13. An international peer review of the biosphere modelling programme of the US Department of Energy's Yucca mountain site characterization project. Report of the IAEA International Review Team

    The United States Department of Energy (DOE) has a project for characterizing the site of a facility for disposing of radioactive waste located at Yucca Mountain Nevada, USA (the Yucca Mountain Site Characterization Project). This Project has developed an approach for assessing the future potential impact of any releases of radionuclides to the biosphere from a potential disposal facility sited at Yucca Mountain The DOE requested the International Atomic Energy Agency (IAEA) to organize an independent international expert review of the assessment methodology being used in its biosphere modelling programme. The IAEA accepted the request in the context of its statutory obligation to provide for the application of its established international standards of safety for the protection of health, at the request of a State, to any of that State's activities in the field of atomic energy. The terms of reference of the peer review were to review the biosphere assessment methodology being used for the total system performance assessment of the potential disposal facility. The main purpose was to analyze critically the proposed rationale and methodology and to identify consistencies and inconsistencies between methods being used in the frame of the Project and those established in international standards or in international programmes such as the IAEA's Biosphere Modelling and Assessment Programme (BIOMASS).     The SFR 1 repository used for final disposal of low- and intermediate level radioactive waste produced by the Swedish nuclear power programme, industry, medicine and research. In 1992 it was granted a full-scale operating permit following additional reporting on long-term safety aspects by SKB, including the first in-depth safety assessment in 1991. It was stipulated as part of the full-scale licence for SFR 1 that a revised safety assessment should be carried out by SKB at least every ten years during the continued operation of the facility. The first 10-year SKB re-evaluation, called 'Project SAFE', was submitted to the regulators in 2001. The review of Project SAFE presented in this report is the culmination of several years' work with SKI including: 1. The extension and application of SKI's 'systems' approach to set up a description of the SFR 1 repository using Process Influence Diagrams (PIDs). 2. Participation in the development of a flexible Performance Assessment (PA) software tool (the AMBER code) that enables time-dependent analyses to be made of system behaviour. 3. Use of the PID database to explore, from first principles, issues that are likely to be important in the safety performance of SFR 1 and thereby to identify topics to be explored by PA modelling. 4. Peer review of the main SKB Project SAFE supporting documentation to evaluate quality, completeness and the implications of the results. 5. An independent PA exercise, using the AMBER code. 6. A review of an English translation of Section 5 of SKB's Project SAFE Final Safety Report. The present report covers only items 3 to 6, and a separate report provides a more detailed description of item 5. As a result of this review, the key issues that the regulatory authorities will need to address when reviewing SKB's safety case for SFR 1 have been identified as: 1. The site selection is one of the major components so far the hydropower is concerned and also the minimum flow should have known to us so that the capacity of a hydropower plant can be predicted. The sustainable flow, which refers the flow is available throughout the year, has been calculated based on flow duration curve. This study highlights the environmental impact assessment particularly related to hydropower project. Here the study area a district town located in the eastern region of India on the banks of river Kosi has been considered. The historical rainfall and the river discharge data have been collected from various organizations. The stage-discharge correlation and hydrological parameters related to hydropower have been analyzed and also to discuss the review of environmental impact assessment in hydropower project. The EIA analysis can be also carried out by using fuzzy logic wherein the EIA parameters can be given different weight-age based on the various survey reports that have been carried out at different places at different time. Such analysis has also been provided below based on the various data obtained.

  16. A review of the design, construction and development of the PUSPATI project

    The setting up of the Tun Ismail Atomic Research Centre (PUSPATI) was decided upon in September 1972 and soon after, plans were underway for the purchase of a research reactor and the construction of a research centre to house it. The centre was originally planned to be located at Sungai Buloh about 20 km to the north-west of Kuala Lumpur. However, in September 1978, a decision was made to locate the centre at Bangi, about 32 km to south of Kuala Lumpur. Earth work was started in January 1979 with clearing of the forest at the proposed site. Building construction started in February 1980. By September 1981, the reactor building was practically completed and enable reactor construction to begin. This was finished on July 15, 1982 when the reactor was officially handed over to PUSPATI. Work on the rest of the complex fell behind schedule and was only completed in July 1983 when PUSPATI moved in to occupy the research laboratories. The implementation of the PUSPATI project has been completed not without its share of problems. Its completion also marks the beginning of a new era for the development of nuclear science and technology in this country.     The Nuclear Power Plant Borssele (Kerncentrale Borssele, KCB) plans to extend its operating life beyond the current end of life to 60 years, until 2034. Government agreement for this life extension was obtained in 2006, when the Borssele covenant between the owners and the government was made. This agreement will make it possible for KCB to realize Long-Term Operation (LTO) for the additional 20 years. To achieve LTO the following conditions have to be complied with: - Safe operation has to be demonstrated; - A license prolongation will have to be issued for LTO. In order to meet these requirements N.V. Elektriciteits-Productiemaatschappij Zuid- Nederland (EPZ) has started the assessment project LTO 'bewijsvoering' (LTO 'Justification' - LTO-B). The LTO-B process consists of three phases: - Phase prior to LTO assessment (LTO-B Phase I); - Phase LTO assessment (LTO-B Phase II); - Phase LTO approval and implementation (LTO-B Phase III). More details on the LTO-B project will be presented by Frederic Blom from NRG in another presentation at KTG 2011 - 'HOW TO DEMONSTRATE SAFE LONG TERM OPERATION? NPP BORSSELE EXPERIENCE'.     Full Text Available Public-Private Partnerships (PPP or Private Finance Initiatives (PFI are increasingly becoming very popular with governments across the globe for the provision of public infrastructure and services. When contracted, the public sector client believing the private sector will act in accordance with ‘bounded rationality’, ignores the constant monitoring and review process which is an integral part of any project. However, the failures of some of these partnerships and the social and economic costs incurred due to laxity in monitoring reminds us of the need to develop the permanent bureaucratic machinery of government, who share the government’s unique objectives of end-users satisfaction rather than shareholders’, to perform the monitoring of these projects. Though the public sector has been delivering projcets for dacades, the complexities associated with the PFI strategy has opened up new challenges for its staff. Most failures and moral harzards are only discovered after scandals evoke investigations like the case of Enron or when public criticisms force the government to reverse their decision as in the case of the Skye toll bridge by which time a lot of damage would have be done. Literature has shown that when employees are trained and engaged in organisational decisions and policy planning they make policy executions easier. Therefore, considering the Theoretical ideology behind the PFI of the asset being returned to the Public sector at the end of the concession, it becomes pertinent for proper training of the public sector staff.     The purpose of this report is to document and summarize activities associated with Fluor's efforts on the Tri-State Synfuels Project. The proposed facility was to be coal-to-transport fuels facility located in Henderson, Kentucky. Tri-State Synfuels Company was participating in the project as a partner of the US Department of Energy per terms of a Cooperative Agreement resulting from DOE's synfuel's program solicitation. Fluor's initial work plan called for preliminary engineering and procurement services to the point of commitment for construction for a Sasol Fischer-Tropsch plant. Work proceeded as planned until October 1981 when results of alternative coal-to-methanol studies revealed the economic disadvantage of the Synthol design for US markets. A number of alternative process studies followed to determine the best process configuration. In January 1982 Tri-State officially announced a change from Synthol to a Methanol to Gasoline (MTG) design basis. Further evaluation and cost estimates for the MTG facility eventually led to the conclusion that, given the depressed economic outlook for alternative fuels development, the project should be terminated. Official announcement of cancellation was made on April 13, 1982. At the time of project cancellation, Fluor had completed significant portions of the preliminary engineering effort. Included in this report are descriptions and summaries of Fluor's work during this project. In addition location of key project data and materials is identified and status reports for each operation are presented.

This problem can be interpreted as fitting a surface through N points in three dimensional space.     This paper reviews preliminary fluid module design concepts for the Advanced Fluids Module (AFM) project. The objective of this effort is to provide a facility that can handle a wide variety of fluids experiments. Sample science requirements were written and conceptual designs were subsequently generated during the last year. Experiments from the following fluid physics subject areas were used as conceptual design drivers: static and dynamic interfacial phenomena; bubble/droplet thermocapillary migration; surface tension convection and instabilities; thermal/solutal convection; pool boiling; and multiphase flow. After the conceptual designs were completed, the next phase attempted to combine experiments capabilities into a multipurpose, multiuser apparatus configured for the Space Station Freedom. It was found that all the fluid subject areas considered could be accommodated by three basic types of fluids modules. These modules are the Static Fluid Cell Module, the Dynamic Fluid Cell Module, and the Multiphase Flow Module. Descriptions of these preliminary modules designs and their particular sub-systems (e.g., fluid and thermal systems) are discussed. These designs will be refined as the nature of the flight program becomes clearer over the next six to twelve months.

    Full Text Available Abstract Background Community-based conservation (CBC promotes the idea that long-term conservation success requires engaging with, and providing benefits for local communities. Though widespread, CBC projects are not always successful or free of controversy. With criticisms on all sides of the conservation debates, it is critical to have a better understanding of (1 whether CBC is an effective conservation tool, and (2 of the factors associated with the success or failure of CBC projects, and the scale at which these factors operate. Recent CBC reviews have typically examined only a single resource domain, have limited geographic scope, consider only one outcome, or ignore the nested nature of socioecological systems. To remedy these issues, we use a newly coded global comparative database of CBC projects identified by systematic review to evaluate success in four outcome domains (attitudes, behaviors, ecological, economic and explore synergies and tradeoffs among these outcomes. We test hypotheses about how features of the national context (H-NC, project design (H-PD, and local community characteristics (H-CC affect these four measures of success. Methods To add to a sample of 62 projects that we used from previous systematic reviews, we systematically searched the conservation literature using six terms in four online databases. To increase the number of projects for each country in order to conduct a multilevel analysis, we also conducted a secondary search using the Advancing Conservation in a Social Context online library. We coded projects for 65 pieces of information. We conducted bivariate analyses using two-dimensional contingency tables and proportional odds logistic regression and conducted multivariate analyses by fitting reduced form proportional odds logistic regression models that were selected using a forward stepwise AIC approach.   19. The Gabcikovo part of the hydroelectric power project Gabcikovo-Nagymaros, environmental impact review

    The main measures realised in improving the Danube water quality were the construction of sewage water treatment and industrial waste treatment plants in Vienna, Bratislava and other upstream sites, and in the 80's refinery waste water plants at the Schweechat refinery in Austria and Slovnaft in Bratislava. Since that time there are no 'noticeable continuous coats on the river banks' of oil contaminants. Based on the research, various measures were proposed and realised. Some proposals were realised in the reservoir, the other in the river arm system of the floodplain area, all with the goal of improving the surface and ground water quality and to minimise eventual adverse effects. Others measures were realised over the whole Zitny ostrov area with the goal to improve the hygienic and of the inhabitants. The realisation of the Gabcikovo project mainly changed the following water regime aspects: 1) In the floodplain area the discharge and water level in the river arms have increased, and discharge is ensured continuously at the year round. Shores of the river branches generally moved towards inland. In the main Danube river bed, were the water level decreased, shores and river banks have moved at some places toward the river centre. 2) In the inundation area, the ground water level has increased, except in the so called dry triangle and a strip of the old Danube river bank, where the ground water level has decreased. 3) In the upper part of the area the ground water level has recovered (increased) to the position known approximately 30 years ago. The monitoring review has given an account of the most recent changes in the area influenced by the Gabcikovo hydropower structures. The authors in this issue show competent knowledge of their subjects and propose various measures to improve the development in the area influenced by engineering structures. (author). 1 map

    This report/SUMmarizes activities conducted as mitigation for loss of sagebrush-steppe habitats due to Project W-519, the construction of the infrastructure for the Tank Waste Remediation System Vitrification Plant. The focus of this report is to provide a review and final status of mitigation actions performed through FY2004. Data collected since FY1999 have been included where appropriate. The Mitigation Action Plan (MAP) for Project W-519 prescribed three general actions to be performed as mitigation for the disturbance of approximately 40 ha (100 acres) of mature sagebrush-steppe habitat. These actions included: (1) transplanting approximately 130,000 sagebrush seedlings on the Fitzner-Eberhardt Arid Lands Ecology Reserve (ALE); (2) rectification of the new transmission line corridor via seeding with native grasses and sagebrush; and (3) research on native plant species with a goal of increasing species diversity in future mitigation or restoration actions. Nearly 130,000 Wyoming big sagebrush seedlings where planted on ALE during FY2000 and FY2001. About 39,000 of those seedlings were burned during the 24-Command Fire of June 2000. The surviving and subsequent replanting has resulted in about 91,000 seedlings that were planted across four general areas on ALE. A 50% survival rate at any monitoring period was defined as the performance standard in the MAP for this project. Data collected in 2004 indicate that of the over 5000 monitored plants, 51.1% are still alive, and of those the majority are thriving and blooming. These results support the potential for natural recruitment and the ultimate goal of wildlife habitat replacement. Thus, the basic performance standard for sagebrush survival within the habitat compensation planting has been met. Totally some 40 projects were going on, and till the end of the year about 15 projects were completed. The projects broadly covered the research area focusing from material flows, productivity studies, basic wood properties to several case studies. When new production methods and machinery was introduced earlier by demonstration projects, now they were investigated by follow up projects. The economical and quality results of logging residue harvesting and comminution seem quite satisfactory, but integrated methods and production chains still need research and development. (orig.)

The basic requirements for the performance of ALARA design reviews are presented in the Hanford Site Radiological Control Manual (HSRCM). The HSRCM has established trigger levels requiring radiological reviews of non-routine or complex work activities. These requirements are implemented in site procedures HNF-PRO-1622 and 1623. HNF-PRO-1622 Radiological Design Review Process requires that ''radiological design reviews [be performed] of new facilities and equipment and modifications of existing facilities and equipment''. Appendix B is an implementation plan that groups similar or complementary action items, provides a schedule for implementation, identifies the group or people responsible for the changes, and estimates hours to implement the changes. Here, we discuss noteworthy recent developments in the projection of SLC contributions and in the global mean and regional sea-level projections. For the Greenland Ice Sheet contribution to SLC, earlier estimates have been confirmed in recent research, but part of the source of this contribution has shifted from dynamics to surface melting. New insights into dynamic discharge processes and the onset of marine ice sheet instability increase the projected range for the Antarctic contribution by the end of the century. The contribution from both ice sheets is projected to increase further in the coming centuries to millennia. Recent updates of the global glacier outline database and new global glacier models have led to slightly lower projections for the glacier contribution to SLC (7-17 cm by 2100), but still project the glaciers to be an important contribution. For global mean sea-level projections, the focus has shifted to better estimating the uncertainty distributions of the projection time series, which may not necessarily follow a normal distribution. Instead, recent studies use skewed distributions with longer tails to higher uncertainties. Regional projections have been used to study regional uncertainty distributions, and regional projections are increasingly being applied to specific regions, countries, and coastal areas.

    In this report, Norwegian Radiation Protection Authority (NRPA) has reviewed the Norwegian funded projects on nuclear safety performed in the period 2005-2009 under the Norwegian Action Plan. NRPA has evaluated the progress of eight projects implemented by the Institute for Energy Technology (IFE) at Kola Nuclear Power Plant (KNPP) and Leningrad Nuclear Power Plant (LNPP). NRPA has visited the plants, inspected delivered equipment and discussed the projects implementation with relevant personnel at the plants. One of NRPA findings is that the equipment has been delivered to KNPP and LNPP, it is in regular use by competent personnel, and the equipment contributes to safety of both plants. Furthermore, the cooperation between three main project partners - IFE, LNPP and KNPP, seems to be very productive. NRPA's main conclusion is therefore that the projects have been implemented as described in IFE's project reports and that the goals are met. Furthermore, this report reviews safety levels at the KNPP and LNPP. Safety parameters at the plants indicate that the safety level has been significantly improved since early 1990s when the cooperation between Norway and Russia was initiated. Probabilistic safety assessment (PSA) values and number of INES (International Nuclear Event Scale) events, two internationally acknowledged safety parameters, indicate that the safety level has been much improved since the early 1990s when the cooperation between Norway and Russia started. Although it is clear that the Norwegian-funded projects have contributed positively to this development it is difficult to quantify the contribution. Moreover, the report also reviews the planned life-time of and the decommissioning plans for the reactors at KNPP and LNPP. Construction of new LNPP reactors has started and it is estimated that they will be operational in 2013- 2015. The license of the oldest reactor at LNPP expires in 2018 and if the new reactors are in operation by that time

    The restoration of vegetation adapted to riparian environments and the natural succession of riparian plant communities is necessary to recreate sustainable salmonid habitat and should be the focal point for fish habitat improvement programs. In mid-August of 1991, a field review of 16 Salmon habitat improvement sites in the Grande Ronde and John Day River Basins in Eastern Oregon was undertaken. The review team visited various types of fish habitat improvements associated with a wide range of reach types, geology, channel gradients, stream sizes, and vegetation communities. Enhancement objectives, limiting factors, landuse history, and other factors were discussed at each site. This information, in conjunction with the reviewer's field inspection of portions of a particular habitat improvement project, provided the basis for the following report. This report that follows is divided into four sections: (1) Recommendations, (2) Objectives, (3) Discussion and Conclusions, and (4) Site Comments. The first section represents a synthesis of major recommendations that were developed during this review. The remaining sections provide more detailed information and comments related to specific aspects of the field review.

    The REvolutionary Approaches and Devices for Nucleic Acid analysis (READNA) project received funding from the European Commission for 41/2 years. The objectives of the project revolved around technological developments in nucleic acid analysis. The project partners have discovered, created and developed a huge body of insights into nucleic acid analysis, ranging from improvements and implementation of current technologies to the most promising sequencing technologies that constitute a 3(rd) and 4(th) generation of sequencing methods with nanopores and in situ sequencing, respectively.     Since the early 1990s with the arrival of a variety of new technologies, the capacity for authentic astronomical research at the high school level has skyrocketed. This potential, however, has not realized the bright-eyed hopes and dreams of the early pioneers who expected to revolutionise science education through the use of telescopes and other astronomical instrumentation in the classroom. In this paper, a general history and analysis of these attempts is presented. We define what we classify as an Astronomy Research in the Classroom (ARiC) project and note the major dimensions on which these projects differ before describing the 22 major student research projects active since the early 1990s. This is followed by a discussion of the major issues identified that affected the success of these projects and provide suggestions for similar attempts in the future.

To promote this understanding it was collected scientific articles in the Web of Science database using the keywords: leadership, project and project management. 65 articles were collected and after an analysis that had as main criterion the relevance of the article to project leadership field, it was defined as 39 articles relevant to the topic. These 39 articles were analyzed and grouped by theme. As a result of this analysis it was identified in the object of study the following topics related to project leadership: Leadership Competencies versus Success in PM (9 articles, Leadership and teams in PM (11 articles, Motivational and emotional aspects of leadership in PM (3 articles, Profile, role and leadership development of the Project Manager (12 articles, leadership and strategic issues in PM (4 items. The data shows that there is an increasing trend of publications in this field of study, however, the study of the sampled field 39 in these articles does not reflect the importance of the subject for practice.

    Project ALTKUL was commissioned by DONG E and P A/S and Nordsoefonden; the Danish Energy Agency followed the project closely. The starting point of the study was the need in Danish onshore areas for more knowledge on alternative methods that could be used for hydrocarbon exploration, as an alternative to seismic investigations. DONG E and P A/S and Nordsoefonden approached GEUS, suggesting a study of seven different methods. The Danish Energy Agency was interested in the subject and requested that an actual test of a method be carried out as a part of the project. The seven methods considered and reviewed are: 1: Surface geochemistry; 2: Gravimetric modelling; 3: Magnetotellurics (MT, AMT and ZTEM); 4: High-Moment Electromagnetics (HMEM); 5: High-Powered Spectral Induced Polarization (HPSIP); 6: Electron Para-magnetic Resonance (EPR); 7: Airborne Transient Pulse Surveys. Getting a test of one of the methods based on electromagnetic theory organised caused some difficulties. An experiment with a galvanic controlled source was considered to be the optimum choice. However, based on various contacts and failed attempts to organise a test, a contract was entered with Uppsala University for some initial tests of the MT method. The test is to be carried out in August 2012 and will be reported in a separate report (ALTKUL Project Report Part 2). (LN)

  6. Does a central review platform improve the quality of radiotherapy for rectal cancer? Results of a national quality assurance project

    Background and purpose: Quality assurance (QA) for radiation treatment has become a priority since poorly delivered radiotherapy can negatively influence patient outcome. Within a national project we evaluated the feasibility of a central review platform and its role in improving uniformity of clinical target volume (CTV) delineation in daily practice. Material and methods: All Belgian radiotherapy departments were invited to participate and were asked to upload CTVs for rectal cancer treatment onto a secured server. These were centrally reviewed and feedback was given per e-mail. For each five consecutive patients per centre, the overlap parameter dice coefficient (DC) and the volumetric parameters volumetric ratio (RV) and commonly contoured volume (VCC) were calculated. Results: Twenty departments submitted 1224 eligible cases of which 909 were modified (74.3%). There was a significant increase in RV and VCC between the first ten patients per centre and the others. This was not seen for DC. Statistical analysis did not show a further significant improvement in delineation over the entire review period. Conclusion: Central review was feasible and increased the uniformity in CTV delineation in the first ten rectal cancer patients per centre. The observations in this study can be used to optimize future QA initiatives

    The Nuclear Waste Policy Act of 1982 (Public Law 97-425), as amended by Public Law 100-203, December 22, 1987, established the Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE), and directed the Office to investigate a site at Yucca Mountain, Nevada, to determine if this site is suitable for the construction of a repository for the disposal of high level nuclear waste. Work on site characterization has been under way for several years. Thus far, about $1.47 billion have been spent on Yucca Mountain programs. This work has been funded by Congressional appropriations from a Nuclear Waste Fund to which contributions have been made by electric utility ratepayers through electric utilities generating power from nuclear power stations. The Secretary of Energy and the Governor of the State of Nevada have appointed one person each to a panel to oversee an objective, independent financial and management evaluation of the Yucca Mountain Project. The Requirements for the work will include an analysis of (1) the Yucca Mountain financial and, contract management techniques and controls; (2) Project schedules and credibility of the proposed milestones; (3) Project organizational effectiveness and internal planning processes, and (4) adequacy of funding levels and funding priorities, including the cost of infrastructure and scientific studies. We estimate that industry investment for energy-efficiency related services reached US $2 billion in 2000 following a decade of strong growth. ESCO activity is concentrated in states with high economic activity and strong policy support. Typical projects save 150-200 MJ/m2/year and are cost-effective with median benefit/cost ratios of 1.6 and 2.1 for institutional and private sector projects. The median simple payback time is 7 years among institutional customers; 3 years is typical in the private sector. Reliance on DSM incentives has decreased since 1995. Preliminary evidence suggests that state enabling policies have boosted the industry in medium-sized states. ESCOs have proven resilient in the face of restructuring and will probably shift toward selling ''energy solutions,'' with energy efficiency part of a package. We conclude that a private sector energy-efficiency services industry that targets large commercial and industrial customers is viable and self-sustaining with appropriate policy support both financial and non-financial.

    Full Text Available Solar Home Systems (SHS are easy to deploy in island and in remote communities where grid connection is costly. However, issues related to maintenance of these systems emerge after they are deployed because of the remoteness and inaccessibility of the communities. This study looked into community-based programs in the Philippines and investigated the following: (1 social preparation, (2 role of the community in the project, and (3 sustainability of the program. In this paper, three communities under two government programs offering SHS are presented. These programs are the Solar Power Technology Support (SPOTS program of the Department of Agrarian Reform (DAR and the Household Electrification Program (HEP of the Department of Energy (DOE. A focused group discussion and key informant interviews were conducted in two communities in Bukidnon province and in a community in Kalinga to obtain information from the project beneficiaries and SHS users on the preparation, implementation and maintenance of the projects. The results revealed that emphasis on the economic value of the technology, proper training of the locals on the technical and management aspects of the project, as well as the establishment of a supply chain for replacement parts are crucial factors for the sustainability of the programs.

  1. Review of US ESCO industry market trends: an empirical analysis of project data

    This comprehensive empirical analysis of US energy service company (ESCO) industry trends and performance employs two parallel analytical approaches: a survey of firms to estimate total industry size, and a database of ∼1500 ESCO projects, from which we report target markets and typical project characteristics, energy savings and customer economics. We estimate that industry investment for energy-efficiency related services reached US$2 billion in 2000 following a decade of strong growth. ESCO activity is concentrated in states with high economic activity and strong policy support. Typical projects save 150-200 MJ/m2/year and are cost-effective with median benefit/cost ratios of 1.6 and 2.1 for institutional and private sector projects. The median simple payback time (SPT) is 7 years among institutional customers; 3 years is typical in the private sector. Reliance on DSM incentives has decreased since 1995. Preliminary evidence suggests that state enabling policies have boosted the industry in medium-sized states. ECSOs have proven resilient in the face of restructuring and will probably shift toward selling 'energy solutions', with energy efficiency part of a package. We conclude that appropriate policy support - both financial and non-financial - can 'jump-start' a viable private-sector energy-efficiency services industry that targets large institutional and commercial/industrial customers.   9. From aqueous solution to solid solutions: A process oriented review of the work performed within the FUNMIG project

    The Fundamentals of Radionuclide Migration (FUNMIG) project was organised in some Research and Technological Development Components (RTDCs) integrated by a number of Work Packages (WP’s) attempting to cover the key migration processes at different scales (laboratory to repository) and in different geological media, mainly clay and granite, but also some salt rock related work was performed. The main RTDCs of interest for this review paper are numbers 1 and 2, which concerned laboratory studies of well-established and less-established migration processes. Some additional interesting outcomes arise also from RTDCs 3, 4 and 5 devoted to the upscaling and applicability of migration processes to clay, granite and salt rock environments, respectively. This review discusses the contribution of the various parts of the FUNMIG project in the process oriented context of understanding the mechanistic approximation to what can be seen as the final and thermodynamically stable stage of the long chain of processes which are covered under the general term of sorption and that culminate in the formation of solid solutions.

  10. The SKI SITE-94 Project: An International Peer Review Carried out by an OECD/NEA Team of Experts

    The recently completed SITE-94 project is an SKI effort directed at building competence and capacity in the assessment of safety of a spent-fuel geologic repository. Emphasis is given to the assimilation of site-specific data, with its associated uncertainties, into the performance assessment. Specific attention is also given to improving the understanding of mechanisms that might compromise canister integrity. This report represents the common views of an International Review Team (IRT) established by the NEA Secretariat, at the request of SKI, to perform a peer review of SITE-94. The basis for the report is the understanding of SITE-94 and its background obtained by IRT in the course of several months of study of SITE-94 documentation, internal discussions and a meeting with SKI in Stockholm. The report is limited to the main findings of IRT. The intended audience of the report is the staff of SKI and, accordingly, the style of the report is suited to a technical audience familiar with the contents of the SITE-94 project
