This study looks at how education policies in colonial Korea changed over time in order to accommodate the needs of the colonial authorities during the period of Japanese colonial rule in Korea (1910-1945). The colonial experience can be divided into four different periods according to the four Educational Ordinances issued in 1911, 1922, 1938, and 1943 by the colonial government with each period corresponding to a historic event or context. The constitutive relevance of colonial discourse for an understanding of education can be found in the gradual transformation of the education sector in Korea under colonial rule. It is evident that Japanese colonial policy was inherently contradictory in principle and in practice. On the one hand it sought the assimilation of the Koreans, while on the other it maintained its discriminatory and exploitative practices. The long term objective of the Oil Sands Business Unit of Alberta Energy is to pave the way for Alberta's bitumen production to reach 3 million barrels per day by 2020. This presentation described the national government's role in resource development. It was emphasized that since the Crown is the owner of the oil sands resource, it would benefit by providing strategic leadership and by generating a larger royalty base. The oil sands fiscal regime was described with reference to generic royalty, risk sharing, investment, and project economics. The HIPAA privacy rule (HIPAA) has had both positive and negative effects on the release of patient information by healthcare facilities. Although the intention of HIPAA was to protect patient privacy and to promote security and confidentiality of patient information, it has had unintended consequences for facilities. To identify some of these unintended effects, two expert panels of health information management directors from healthcare facilities participated in the nominal group technique meetings. They identified 70 barriers related to release of patient information associated with the implementation of HIPAA. A practical problem is that at medium to low support values often a large number of frequent itemsets and an even larger number of association rules are found in a database. High temperature components of power plants are in many cases subjected to variable loading conditions such as cyclic creep or strain cycling. Therefore the cyclic behaviour of important heat resistant steels has been investigated under stress control and to a smaller extent under strain control. The behaviour under cyclic creep rupture conditions was determined in long term experiments covering a wide range of loading conditions. This behaviour can be described with the modified life fraction rule and a factor concept of relative life for single stage cycles and additionally with a multistep hypothesis for multi-stage cycles. The description can be adapted to estimate the life consumption under service type random conditions. The strain cycling behaviour was investigated in regard to the conditions of the heated surface of large components. We have computed the next-next-to-leading order QCD corrections to the Gross-Llewellyn Smith sum rule for deep inelastic neutrino-nucleon scattering and to the Bjorken sum rule for polarized electron-nucleon scattering. This involved the proper treatment of #gamma#_5 inside the loop integrals within dimensional regularization. We find that the difference between the two sum rules are entirely due to a class of six three-loop graphs and is of the order of 1% of the leading QCD term (O(#alpha#_s)). Hence the Q"2 behavior of both sum rules should be nearly the same if the physics is described adequately by the lower order terms of perturbative QCD. (orig.).

This exacerbated an already polarized situation (industry, government, citizens, environmental groups) regarding the Valdez Terminal of the Trans Alaska Pipeline System. Other than spills, the major focus of environmental concern was and remains the Terminal`s Ballast Water Treatment Plant (BWTP) which discharges into Port Valdez. The previous NPDES wastewater discharge permits for this facility have been contentious for almost the entire period of pipeline operation. The draft NPDES permit is scheduled to be proposed for reissuance this year. Such rules are useful for multivariate quadrature of high-dimensional smooth functions over the unit cube as they achieve the near optimal order of convergence. This paper presents a self-organizing power system stabilizer (SOPSS) which use the Fuzzy Auto-Regressive Moving Average (FARMA) model. This paper provides information on heat transfer enhancement due to jet mixing inside a cylindrical enclosure. The work addresses conservative heat transfer assumptions regarding mixing and condensation that have typically been incorporated into passive containment design analyses. The current research presents an interesting possibility for increasing decay heat removal of passive containment systems under combined natural and forced convection. Eliminating these conservative assumptions could provide the basis for a change of containment design and reduce the construction cost. It is found that the ratio of forced- and free convection Nusselt numbers can be predicted as a function of the Archimedes number and a correlated factor accounting for jet orientation and enclosure geometry. The Clean Air Act Amendments of 1990, established requirements for the Environmental Protection Agency (EPA) to develop rules for the establishment of enhanced ozone monitoring networks or Photochemical Assessment Monitoring Stations (PAMS) in ozone nonattainment areas designated as serious, severe, and extreme. The subsequent rules require these stations to collect ambient air measurements for a target list of volatile organic compounds including several carbonyls, oxides of nitrogen, ozone, and meteorological measurements, both surface and upper air. Twenty-two areas in the US are obligated to install and operate PAMS stations to aid in the identification, development, and implementation of effective ozone control strategies. This paper will examine the specific requirements of the PAMS rules and will provide information regarding the current status of the networks and overall implementation issues.
Complex numbers are an intrinsic part of the mathematical formalism of quantum theory and are perhaps its most characteristic feature. In this article, we show that the complex nature of the quantum formalism can be derived directly from the assumption that a pair of real numbers is associated with each sequence of measurement outcomes, with the probability of this sequence being a real-valued function of this number pair. By making use of elementary symmetry conditions, and without assuming that these real number pairs have any other algebraic structure, we show that these pairs must be manipulated according to the rules of complex arithmetic. We demonstrate that these complex numbers combine according to Feynman's sum and product rules, with the modulus-squared yielding the probability of a sequence of outcomes.

Roller bearing is one of the most widely used elements in rotary machines. Condition monitoring of such elements is conceived as pattern recognition problem. Pattern recognition has three main phases: feature extraction, feature selection and feature classification. Histogram features can be used for fault diagnosis of roller bearing. This paper presents the use of decision tree for selecting best few histogram features (bin ranges) that will discriminate the fault conditions of the bearing from given train samples. These features are extracted from vibration signals. A rule set is formed from the extracted features and fed to a fuzzy classifier. We investigate the limiting behavior of random tree growth in preferential attachment models. The tree stems from a root, and we add vertices to the system one-by-one at random, according to a rule which depends on the degree distribution of the already existing tree. The so-called weight function, in terms of which the rule of attachment is formulated, is such that each vertex in the tree can have at most K children. We define the concept of a certain random measure mu on the leaves of the limiting tree, which captures a global property of the tree growth in a natural way. We prove that the Hausdorff and the packing dimension of this limiting measure is equal and constant with probability one. Moreover, the local dimension of mu equals the Hausdorff dimension at mu-almost every point. We give an explicit formula for the dimension, given the rule of attachment.

Contrary to some previous claims, we find a sizable instanton contribution to the finite energy sum rule used to extract the value of the strong coupling from the measured $\\tau$ decay widths. It is of the same order of magnitude as standard nonperturbative corrections induced by vacuum quark and gluon condensates. Our result indicates that there might be no hierarchy of power corrections in finite energy sum rules at the scale of $\\tau$ mass. Therefore, the standard nonperturbative corrections do not necessarily improve the accuracy of the theoretical predicition, but can rather be used to estimate an intrinsic accuracy of the pure perturbative calculation, which turns out to be rather high on this evidence, of order one percent.
We present an application that automatically writes the Helas library corresponding to the Feynman rules of any Lagrangian, renormalizable or not, in quantum field theory. The code, written in Python, takes the Universal FeynRules Output as an input and produces the complete set of routines (wave-functions and amplitudes) that are needed for the computation of Feynman diagrams at leading as well as at higher orders. The representation is language independent and outputs in Fortran, C++, Python are currently available. A few key sample applications implemented in the MadGraph5 framework are presented.
The purpose is to define sustainable economic development in the context of nonrenewable resources and to examine the changing nature of reclamation over time. Sustainable development is development that ensures the present utilization of resources and the environment does not damage prospects for their use by future generations. Polls show that the public is demanding higher environmental standards. One mechanism for achieving sustainable economic development for the nonrenewable resource sector is through reclamation. The Alberta government`s approach to reclamation is reviewed to show how reclamation and sustainable government are linked together. The first quantitative evaluation of the quality of corporate firewall configurations appeared in 2004, based on Check Point FireWall-1 rule-sets. In general that survey indicated that corporate firewalls were often enforcing poorly written rule-sets, containing many mistakes. The goal of this work is to revisit the first survey. The current study is much larger. Moreover, for the first time, the study includes configurations from two major vendors. The study also introduce a novel "Firewall Complexity" (FC) measure, that applies to both types of firewalls. The findings of the current study indeed validate the 2004 study's main observations: firewalls are (still) poorly configured, and a rule-set's complexity is (still) positively correlated with the number of detected risk items. Due to deregulation, the electrical power industry is undergoing deep changes, moving towards an open market. Two kinds of parties are active in the new environment: the economical agents (producers, consumers, brokers) and the power system operator, the former interested in power exchanges and their economic value, the latter in bus injections and their threat to the security of the transmission network. The variables used to model the transmission network operation have to be meaningful to the power system operator as well as to the economical parties; the action rules followed by the power system operator to enforce network security have to be carefully designed to be equitable and non-discriminatory. We report on the improvement of Critical Dimension (CD) linearity on a photomask by applying the concept of process proximity correction to a laser lithographic process used for fabrication of photomasks. Rule-based Laser Process proximity Correction (LPC) was performed using an automated optical proximity correction tool and we obtained dramatic improvement of CD linearity on a photomask. A study on model-based LPC was executed using a two-Gaussian kernel function and we extracted model parameters for the laser lithographic process by fitting the model-predicted CD linearity data with measured ones. We report on the improvement of Critical Dimension (CD) linearity on a photomask by applying the concept of process proximity correction to a laser lithographic process used for fabrication of photomasks. Rule-based Laser Process proximity Correction (LPC) was performed using an automated optical proximity correction tool and we obtained dramatic improvement of CD linearity on a photomask. A study on model-based LPC was executed using a two-Gaussian kernel function and we extracted model parameters for the laser lithographic process by fitting the model-predicted CD linearity data with measured ones. Model-predicted bias values of isolated space (I/S), Arrayed Contact (A/C) and Isolated Contact (I/C) were in good agreement with those obtained by the nonlinear curve-fitting method used for the rule-based LPC.
Since 1970, officers on the Seattle campus have regularly patrolled the hallways of dormitories of the University of Washington. It is a community-policing strategy, a low-key way to engage students. However, the practice might cease this fall. In June, the state's Court of Appeals ruled that students have the same right to privacy in dormitory hallways as they do in their rooms. Therefore, the court concluded, campus police officers lack the legal authority to randomly patrol residence halls. Although the closely watched ruling bears on only one state, it reveals the tension between privacy and security in dormitories everywhere. Residence halls are legally complex spaces, where crime often creeps in and where residents, perhaps more than ever, expect administrators and police officers to ensure their safety.
The logic named Piccolo for a picture database computer and its implementation is presented. The logic is shown to have three major advantages. One advantage is that the computer design based on this logic can handle a universal variety of pictorial data structures. Another advantage is that a set of data generated by rules such as texture distribution rules is stored in the picture computer efficiently. The third advantage is that this logic can serve as the basis of a logic for parallel processing machines. For implementation of the logic, a new methodology named architecture engineering is introduced as an architecture/design oriented methodology. Implementation case studies show the usefulness of the methodolgy. Two implementations on an abstract machine that are also on a parallel LISP machine are reported. 19 references.
We show how the formulation of the matrix models as conformal field theories on a Riemann surfaces can be used to compute the genus expansion of the observables. Here we consider the simplest example of the Hermitian matrix model, where the classical solution is described by a hyperelliptic Riemann surface. To each branch point of the Riemann surface we associate an operator which represents a twist field dressed by the modes of the twisted boson. The partition function of the matrix model is computed as a correlation function of such dressed twist fields. The perturbative construction of the dressing operators yields a set of Feynman rules for the genus expansion, which involve vertices, propagators and tadpoles. The vertices are universal, the propagators and the tadpoles depend on the Riemann surface. As a demonstration we evaluate the genus-two free energy using the Feynman rules.

The new Code Case to substitute the allowable crack angle for a circumferential surface crack in 'Rules on Fitness-for-Service (FFS)' published from The Japan Society of Mechanical Engineers (JSME). Until now, the angle of a circumferential surface crack was limited below 60deg. This is the limitation with consideration to the stability of the crack if the deep crack penetrates wall of the pipe. Therefore, a long crack (such like an SCC) was obliged to repair or replace even if it was shallow enough. Weld Overlay (WOL) repair in which strength of the original piping is ignored is also inapplicable for the same reason. In order to solve this irrationality, the new Code Case applying to the crack stability assessment when the crack angle exceeds 60deg was established, and allowable crack depth according to the crack angle were defined in it. We study the behavior of the Chern classes of graph hypersurfaces under the operation of deletion-contraction of an edge of the corresponding graph. We obtain an explicit formula when the edge satisfies two technical conditions, and prove that both these conditions hold when the edge is multiple in the graph. This leads to recursions for the Chern classes of graph hypersurfaces for graphs obtained by adding parallel edges to a given (regular) edge. Analogous results for the case of Grothendieck classes of graph hypersurfaces were obtained in previous work. Both Grothendieck classes and Chern classes were used to define `algebro-geometric' Feynman rules. The results in this paper provide further evidence that the polynomial Feynman rule defined in terms of the Chern-Schwartz-MacPherson class of a graph hypersurface reflects closely the combinatorics of the corresponding graph. A large hadron machine like the LHC with its high track multiplicities always asks for powerful tools that drastically reduce the large background while selecting signal events efficiently. Actually such tools are widely needed and used in all parts of particle physics. Regarding the huge amount of data that will be produced at the LHC, the process of training as well as the process of applying these tools to data, must be time efficient. Such tools can be multivariate analysis -- also called data mining -- tools. In this contribution we present the results for the application of the multivariate analysis, rule growing algorithm RIPPER on a problem of particle selection. It turns out that the meta-methods bagging and cost-sensitivity are essential for the quality of the outcome. The results are compared to other multivariate analysis techniques.
Various initiatives have been undertaken by the Federal Energy Regulatory Commission (FERC) to deregulate wholesale electric energy markets. These initiatives have focused on restructuring the transmission systems in the US and recently have culminated in a proposal requiring formation of and participation in regional transmission organizations. The overall form of regulation selected to determine rates for transmission entities as well as underlying regulatory decisions reached on key issues will have profound implications for transmission entities. For example, traditional cost-based regulation would require one set of accounting and reporting rules, while incentive-based regulation may not be subject to those same rules. An overview of some of the major accounting and financial reporting issues that will need to be considered is presented.
A computational environment, as a set of MapleV R.3 routines for doing symbolic calculations in Quantum Field Theory, is presented. The Q F T package`s routines extend the standard MapleV computational domain by introducing representations for anti commutative and noncommutative objects, tensors, spinors and gauge fields, as well as related objects and procedures (Dirac matrices, differential operators, functional differentiation w.r.t indexed fields, sum rule for repeated indices, etc.). Furthermore, the Q F T routines permit the user-definition of algebra rules for the commutation/ anti commutation of operators, to be taken into account during the calculations. (author) 2 refs.
A classic sum rule by Das et al. is extended to seven of the low-energy constant K{sub i}, introduced by Urech, which parameterizes electromagnetic corrections at chiral order O(e{sup 2}p{sup 2}). Using the spurion formalism, a simple convolution representation is shown to hold and the structure in terms of the chiral renormalization scale, QCD renormalization scale and the QED gauge parameter is displayed. The role of the resonances is studied as providing rational interpolants to relevant QCD n-point functions in the Euclidean domain. A variety of asymptotic constraints must be implemented which have phenomenological consequences. A current assumption concerning the dominance of the lowest-lying resonances is shown clearly to fail in some cases. (author)

To make the Dutch energy system more sustainable as formulated in the objectives of the recently constituted Task Force Energietransitie (Energy Transition), additional investments by the government in sustainable energy are needed. One of the ideas is to start a public-private risk bearing fund that invests in Netherlands based innovation projects in the area of sustainable energy. The ingoing assumption is that there is a shortage of capital supply for innovation projects that are in between the Research and Development phase and the market introduction phase, and that the government can attract further commercial private capital by co-investing itself. The Ministry of Economic Affairs has asked Bain and Company to perform a due diligence on the validity of the in-going assumptions for raising such a Venture Capital fund. The resistance to microbe damages of aqueous solutions of cutting fluids (SOZh), which contain dual and more complex mixtures of known compounds, is studied. Lauric acid, myristic and tridecanic acid give microbic resistance to the compositions of synthetic cutting fluids. A complexing of the compositions as a rule does not support precisely expressed effects of synergism or antagonism.
All-order spurion-corrected superpropagators and superfield Feynman rules are employed to systematically compute a two-loop corrected effective potential for the O'Raifeartaigh model, that realizes spontaneous supersymmetry breaking. Though the shifted superpropagators are rather nontrivial, superspace techniques may be suitably extended and confirm their efficacy in computing radiative corrections even when supersymmetry breakdown occurs.
In this paper the stress due to torsion and the torsional buckling behavior of bellows are investigated through both theoretical and numerical analyses. The numerical solutions agree with the theoretical results very well in a wide range of dimensions and the number of convolutions. Based on these results, the framework of the design rule related to the torsion of bellows is proposed. (J.P.N.).

In this paper, we show how to calculate analytically the one-loop helicity amplitudes for the process $q\\bar{q} rightarrow t\\bar{t}$ induced by KK gluon, using the spinor-helicity formalism. A minimal set of Feynman rules which are uniquely fixed by gauge invariance and the color representation of the KK gluon are derived and used in the calculation. Our results can be applied to a variety of models containing a massive color octet vector boson.
The Clean Air Act establishes New Source Review (NSR) programs that apply to the construction or modification of major stationary emissions sources. In 2002 and 2003, the U.S. Environmental Protection Agency revised its rules to narrow the applicability of NSR to facility renovations. Congress then mandated a National Research Council study of the effects of the rules. A consistent combination of quantum geometry effects rules out a large class of models of loop quantum cosmology and their critical densities as they have been used in the recent literature. In particular, the critical density at which an isotropic universe filled with a free, massless scalar field would bounce must be well below the Planck density. In the presence of anisotropy, no model of the Schwarzschild black hole interior analyzed so far is consistent.
Biodegradable polymers for use in environmental waste-management has been the subject of much discussion over the last few years. Polyurethane mixtures with polysaccharide (80/20 and 90/10 w/w ) have been prepared and films obtained. These films were inoculated, according to ASTM G22-76 rule and analysed by thermogravimetry and scanning electronic microscopy (SEM). The solution contains five factor spaces with the fifth one interpreted as ``our'' 3-dimensional space. It is shown that there exists a time interval where accelerating expansion of ``our'' 3-dimensional space is compatible with small enough value of effective gravitational ``constant'' variation.
An algebraic formulation of the electromagnetic field in which various quantization procedures can be described was chosen to discuss perturbation calculations. It is shown that the Feynman rules and the second order calculation of the self-energy of the electron can be developed on the basis of the Fermi method of quantization. The algebraic approach clarifies the problems in defining the vacuum and other states which are associated with calculations in terms of field algebra operators. It is demonstrated that the vacuum state defined on the field algebra by Schwinger leads to incorrect results in the self-energy calculation.

An overview of the Canadian mining industry`s state of preparedness for the Year 2000 is presented. Committees within the mining industry are working on scheduling and implementing activities, defining criticality, monitoring remedial action, and contingency planning. The Mining Association of Canada is working with the Federal Government`s National Contingency Planning Group to deal with potential threats to health and security. Survey results suggest that mining poses a low to medium risk based on the state of planning for Y2K. The results of a survey of member preparedness is tabulated. 1 tab.
Survey report: The Petroleum Association for the Conservation of the Canadian Environment is an organization of petroleum refiners that works closely with the Canadian government to set realistic air pollution control standards for refinery emissions. To date, the refiners have made a substantial investment in pollution abatement equipment. As a result, there have been no major pollution incidents traceable to refinery emissions. In the future, it will be essential that refiners continue to invest in air pollution abatement measures and continue to cooperate with the government in setting achievable pollution control standards. The US Nuclear Regulatory Commission is currently considering revision of rule 10 CFR Part 20, which covers disposal of solid wastes containing minimal radioactivity. In support of these revised rules, we have evaluated the consequences of disposing of four waste streams at four types of disposal areas located in three different geographic regions. Consequences are expressed in terms of human exposures and associated health effects. Each geographic region has its own climate and geology. Example waste streams, waste disposal methods, and geographic regions chosen for this study are clearly specified. Monetary consequences of minimal activity waste disposal are briefly discussed. The PRESTO methodology was used to evaluate radionuclide transport and health effects. The ALICE heavy-ion particle physics experiment is currently being built at CERN near Geneva. It will use a PC cluster of 900 dual-processor machines for the last stages of the data readout process and a network of 400 microcomputers for the configuration and control of the cluster nodes. One of the most important objectives to be achieved in such experiments is to guarantee the utilized devices are running correctly during the experiment life-time. A second aspect is the extremely high availability and reliability requirements of the applications being run, the so called high level trigger (HLT). Since the late 1970s, the Babcock & Wilcox (B & W) Owners Group (BWOG) has sponsored significant activities that address technical, economic, and licensing issues to ensure that the B & W nuclear steam supply system (NSSS) power plants operate until the end of their current plant licensed life and to preserve the license renewal option. It should be no surprise that the BWOG decided in late 1992 to aggressively pursue a license renewal effort. This effort, the Generic License Renewal Program (GLRP), has over the past 18 months contributed significantly to the industry`s license renewal initiative. An allegation was made to the Office of Inspector General (OIG), and also reported in the press, regarding possible kickbacks in connection with a proposed Westinghouse Savannah River Company (WSRC) subcontract with the Computer Sciences Corporation (CSC) for outsourcing information technology (IT). OIG investigative activity did not substantiate this allegation. However, in the course of investigating the allegation it came to the OIG`s attention that WSRC`s selection of CSC for this proposed subcontract had possibly involved significant deviations from procurement rules and regulations. The admissibility of nuclear forensics measurements and opinions derived from them in US Federal and State courts are based on criteria established by the US Supreme Court in the case of Daubert v. Merrell Dow and the 2000 Amendment of Rule 702 of the Federal Rules of Evidence. These criteria are being addressed by new efforts that include the development of certified reference materials (CRMs) to provide the basis for analytical method development, optimization, calibration, validation, quality control, testing, readiness, and declaration of measurement uncertainties. Quality data is crucial for all stages of the program, from R and D, and database development, to actual casework. A sum-over-histories generalized quantum theory is developed for homogeneous minisuperspace type A Bianchi cosmological models, focusing on the particular example of the classically recollapsing Bianchi type-IX universe. The decoherence functional for such universes is exhibited. We show how the probabilities of decoherent sets of alternative, coarse-grained histories of these model universes can be calculated. We consider in particular the probabilities for classical evolution defined by a suitable coarse graining. For a restricted class of initial conditions and coarse grainings we exhibit the approximate decoherence of alternative histories in which the universe behaves classically and those in which it does not. For these situations we show that the probability is near unity for the universe to recontract classically if it expands classically. Email Retrieval task has recently taken much attention to help the user retrieve the email(s) related to the submitted query. Up to our knowledge, existing email retrieval ranking approaches sort the retrieved emails based on some heuristic rules, which are either search clues or some predefined user criteria rooted in email fields. Unfortunately, the user usually does not know the effective rule that acquires best ranking related to his query. This paper presents a new email retrieval ranking approach to tackle this problem. Current projections of the response of the biosphere to global climatic change indicate as much as 50% to 90% spatial displacement of extratropical biomes. The mechanism of spatial shift could be dominated by either (1) competitive displacement of northern biomes by southern biomes, or (2) drought-induced dieback of areas susceptible to change. The current suite of global biosphere models cannot distinguish between these two processes, thus determining the need for a mechanistically based biome model. The model is in an early stage of development and will require several enhancements, including explicit simulation of potential evapotranspiration, extension to boreal and tropical biomes, a shift from steady-state to transient dynamics, and validation on other continents.

Results of studies dealing with improvement of the currently employed technology of iodine and bromine production by processing iodine- and bromine-containing borehole effluent water were considered. Potentiality of selective oxidation of iodide-ions in the presence of bromide-ions in acidified borehole effluent water with addition of ozone for initiating oxidation of iodide-ions and iron(2) salt to prevent bromine evolution was confirmed experimentally. Conditions were determined that rule out bromine formation in the solution, but simultaneously permit varying the yield of iodine within 70-100%

A stochastic analysis is presented of the probability of overtopping of a dam. The discussion is based on the case of a dam for a small water storage reservoir which has recently been constructed in the Saar district in the FRG. The problem is first solved by means of a simulation method. However, it is possible to describe the result of the sumulation method by means of a much simpler model which is based on a solution of the failure integral of Freudenthal for uncorrelated resistances and loads. It is shown that the actual safety of this dam against overtopping is extremely sensitive to both the operation rule for the reservoir, and the freeboard allowance. Some general conclusions are derived from this study for assisting in the ongoing discussion of dam safety. (6 figs, 1 tab, 7 refs)
In future experiments the readout electronics for pixel detectors is required to be resistant to a very high radiation level. In this paper we report on irradiation tests performed on several preFPIX2 prototype pixel readout chips for the BTeV experiment exposed to a 200 MeV proton beam. The prototype chips have been implemented in commercial 0.25 {micro}m CMOS processes following radiation tolerant design rules. The results show that this ASIC design tolerates a large total radiation dose, and that radiation induced Single Event Effects occur at a manageable level.
A previous paper introduced the use of wave digital filters as a basic building block for power system simulation, particularly suitable for real-time applications. This paper stresses the simulation of non-linear and switching elements, emphasizing the advantages of the wave filters implementation. The digital structure is maintained even when non-linear components change their characteristics or power electronic devices switch their states. As a very important by-product, the suppression of numerical oscillations related to the trapezoidal rule is achieved in a rather simple way, with no effects on simulation results.
Guidelines and ground rules followed in the development of requirements for the SPS are presented. Development planning objectives are specified in each of these areas, and evolutionary SPS program scenarios are described for the various concepts studied during the past one year contract. Program descriptions are presented as planning packages of technical tasks, and schedule phasing. Each package identifies the ground based technology effort that will facilitate SPS definitions, designs, development, and operations.
We consider the impact of a 4th generation on Higgs to $\\gamma\\gamma$ and $WW,ZZ$ signals and demonstrate that the Tevatron and LHC have essentially eliminated the possibility of a 4th generation if the Higgs is SM-like and has mass below 200 GeV. We also show that the absence of enhanced Higgs signals in current data sets in the $\\gamma\\gamma$ and $WW,ZZ$ final states can strongly constrain (almost eliminate) the possibility of a 4th generation in two-Higgs-doublet models of type II (in the MSSM).

At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. The partial project SR 2039/4 investigates organizational demands and factors of the man-organization interface. Thee study is divided into the sections inventory of rules and guidelines; evaluation of organizational structures and modes of operation, and working out of demand characteristics and evaluation criteria. The objective consists in representing, analyzing and evaluating the efficiency structure of sequence organization, and deriving practice-relevant concept proposals in order to optimize the man-organization interface. The classification of rational conformal field theories is essentially equivalent to the classification of all possible four-point functions for the primary fields of the theories. An interesting set of parameters appearing in the latter classification is given by the number and the positions of so-called apparent singularities of the differential equations which are obeyed by the four-point functions. The subject of this paper is a detailed analysis of the role played by these parameters. In particular the restrictions imposed on them by general principles of two-dimensional conformal field theory are worked out, and the implications on the classification programme are discussed. McLeod River Coal Ltd., a wholly owned subsidiary of Manalta Coal Ltd., has received Alberta Energy Resources Conservation Board approval to establish an open pit coal mine and plant in the northwest portion of the Coalspur field, east of Hinton. McLeod proposes to produce up to 4.2 million tonnes/year of thermal coal for 40 years, starting in 1985. The commercial viability of the project must be assessed before construction starts at the McLeod River site. The Board's ruling is subject to provincial cabinet approval.
The author investigates the effects of 529 mergers in the European and North American power industries between 1990 and 2002. The focus is on the effects on the capital market and the changes in the utilities' performance in successive years. It is assumed that as a rule mergers resulted in a lower value of the companies concerned. On the other hand, the target businesses appear to have obtained added value in the same period. This paper presents prefix codes which minimize various criteria constructed as a convex combination of maximum codeword length and average codeword length or maximum redundancy and average redundancy, including a convex combination of the average of an exponential function of the codeword length and the average redundancy. This framework encompasses as a special case several criteria previously investigated in the literature, while relations to universal coding is discussed. The coding algorithm derived is parametric resulting in re-adjusting the initial source probabilities via a weighted probability vector according to a merging rule. The level of desirable merging has implication in applications where the maximum codeword length is bounded.
We present recent results obtained in the Toulouse's group that deal with proton to base and nucleoside interactions. We stress the weakness of the sugar part in the nucleoside, i.e. the uridine molecule under scrutiny. Since some parts of the fragmentation spectrum correspond to the fragmentation of a 'pure' uracil molecule, i.e. the RNA base, an 'additivity rule' seems to prevail for the nucleoside, something that still has to be confirmed. Moreover, some results that deal with the secondary electronic emission from uracil are also displayed.
The branching ratio of J/psi-->K_S K_L is measured with improved precision to be B(J/psi-->K_S K_L) = (1.82\\pm 0.04\\pm 0.13)\\times 10^{-4}. using J/psi data collected with the Beijing Spectrometer (BESII) at the Beijing Electron-Positron Collider. This result is used to test the perturbative QCD ``12%'' rule between psi(2S) and J/psi decays and to investigate the relative phase between the three-gluon and one-photon annihilation amplitudes in J/psi decays.

We present ab-initio calculations of the electronic structure of small Fe clusters (1-9 atoms) on Ni(001), Ni(111), Cu(001) and Cu(111) surfaces. Our focus is on the spin moments and their dependence on cluster size and shape. We derive a simple quantitative rule that relates the moment of each Fe atom linearly to its coordination number. Thus, for an arbitrary Fe cluster the spin moment of the cluster and of the individual Fe atoms can be readily found if the positions of the atoms are known. (orig.)
This paper describes the observation and partial wave analysis of 1203 (22 GeV) #pi#"-p #-># phi phi n events. This is an OZI suppressed channel in which the OZI suppression is found to be absent. Assuming QCD and the OZI rule as Ansatzen, it is concluded that the breakdown of the OZI suppression is due to glueballs. The g/sub T/(2160) and the g/sub T/(2320) with I/sup G/J/sup PC/ = 0"+2"+"+ are two resonances determined from the partial wave analysis. It is concluded that one or two primary glueballs with the above quantum numbers are responsible for the observed two states. A brief discussion of other glueball candidates and some relevant phenomenology is also included.
The E1 and E3 transition operators in the sdf-IBA model are discussed. An effective E1 operator containing one- and two-body terms explains very well the E1 data in transitional and rotational nuclei. The E1 parameters for rotational nuclei are obtained by imposing a constraint on the IBA model namely, the validity of Alaga rules for ``pure K`` states. The systematic behavior of the octupole strength is well reproduced using a one-body octupole operator. The anomalously large fragmentation of the low-energy octupole strength in non-rotational nuclei is shown to be a signature of the O(6) dynamical symmetry.
Based on QCD conformal partial wave expansion to leading order conformal spin accuracy, we present the light-cone distribution amplitudes (DAs) of {sigma} and {lambda} baryons up to twist 6. It is concluded that fourteen independent DAs are needed to describe the valence three-quark states of the baryons at small transverse separations. The nonperturbative parameters relevant to the DAs are determined within the framework of QCD sum rule method. With the obtained DAs, a simple investigation on the electromagnetic form factors of these baryons are given. The magnetic moments of the baryons are estimated by fitting the magnetic form factor with the dipole formula.
A software called KEPCO RCM workstation (KRCM) has been developed to optimize the maintenance strategies of Korean nuclear power plants. The program modules of the KRCM were designed in a manner that combines EPRI methodologies and KEPRI analysis technique. The KRCM is being applied to the three pilot system, chemical and volume control system, main steam system, and compressed air system of Yonggwang Units 1 and 2. In addition, the KRCM can be utilized as a tool to meet a part of the requirements of maintenance rule (MR) imposed by U.S. NRC. 3 refs., 4 figs. (Author)
The aim of this research is the design and implementation of a decentralized power system stabilizer (PSS) capable of performing well for a wide range of variations in system parameters and/or loading conditions. The framework of the design is based on Fuzzy Logic Control (FLC). In particular, the neuro-fuzzy control rules are derived from training three classical PSSs; each is tuned using GA so as to perform optimally at one operating point. The effectiveness and robustness of the designed stabilizer, after implementing it to the laboratory model, is investigated. The results of real-time implementation prove that the proposed PSS offers a superior performance in comparison with the conventional stabilizer. (author)
It is noted that the existence of cosmic-ray semidiurnal anisotropy of interplanetary origin has generally been attributed to the symmetrically rising density gradients perpendicular to the solar equatorial plane. An increase in the magnitude of the semidiurnal anisotropy of cosmic rays during the years 1973-1975 by a factor of 2 is in theory expected to be associated with larger magnitudes of the heliolatitudinal density gradients. The distribution of cosmic-ray intensity in the heliolatitude range + or - 7.25 deg obtained using the data of the Deep River neutron monitor is shown not to support the density gradient hypothesis. The presence of symmetrical gradients at higher heliolatitudes, however, cannot be ruled out.
The characteristics and evolution of dwarf spheroidal galaxies (DSGs) are modeled on the basis of high-resolution CCD photometry obtained with the Canada-France-Hawaii telescope and reported by Kormendy (1986). The data and the results of core-parameter correlation studies are presented in extensive graphs and discussed. It is inferred that at least some DSGs are formed by the stripping of gas from dwarf spiral and irregular galaxies, although internal gas processes may also be important. The hypothesis that DSGs represent the faint end of the elliptical-galaxy sequence appears to be ruled out. 50 references.

This was especially so in the Malay States, where the Malay rulers enjoyed considerable local prestige as religious leaders and as the organising principle of Malay society itself. As the case of Sultan Ibrahim of Johore demonstrates, nevertheless, indigenous collaborators were no mere puppets and enjoyed considerable freedom of action to frustrate and impede the policies of their imperial overlords. Sultan Ibrahim presents a particularly interesting case study as his 64-year reign more or less spanned the entire period of formal British rule in Malaya.
A computer software system, CLEO, is used to assist in the planning and performance of the reactor refueling operations at the Fast Flux Test Facility (FFTF). It is a recently developed application of artificial intelligence software with both expert systems and automated reasoning aspects. CLEO, an acronym for Cloned LEO, is a logic-based computer program written in Pascal. It imitates the processes that the refueling expert for FFTF performs in organizing the refueling of FFTF. The computer assistant seeks to organize the sequence of core component movements according to the rules and logic used by the expert. In this form, CLEO has aspects that tie it to both the expert systems and automated reasoning areas within the artificial intelligence field.
We study uncertainties surrounding competition on business networks and board games. We investigate these uncertainties using concepts of fuzzy logic and game theory. We investigate how the payoff of the players is affected by a number of factors. These include the level of connectivity or number of links, the number of competitors, possible constraints on the networks and on the boards, as well as choice of strategy adopted by competitors. We introduce one fuzzy player in the game. This player uses fuzzy rules to make strategic decisions. We introduce learning to train and analyze how the fuzzy player adapts over time during the game.
A new potential function based on spectroscopic results for diatomic molecules is presented and applied to the hydrogen bonding systems. The potential energy of interaction is supposed to have electrostatic, polarization, dispersion, repulsion and effective charge-transfer contributions. Estimates of the effective charge-transfer quantity have been made based on the average charge of the proton donor and the acceptor atoms. The physical foundations are described of radionuclide X-ray fluorescence analysis (RXFA) and the table shows the values of K- and L-absorption thresholds and the K- and L-line energies of elements. The calculation of the intensity of characteristic radiation during RXFA proceeds from relations derived for conventional X-ray fluorescence analysis. The choice of the radionuclide source is ruled by the nature of the analysed substance and the used detection technique. The diagram shows the areas of radionuclide sources and the energy of the fluorescence radiation of elements. A scheme for on-line tuning of a fuzzy-logic power system stabilizer is presented. firstly, a fuzzy-logic power system stabilizer is developed using speed deviation and accelerating power as the controller input variables. The inference mechanism of fuzzy-logic controller is represented by a decision table, constructed of linguistic IF-THEN rules. The Linguistic rules are available from experts and the design procedure is based on these rules. It assumed that an exact model of the plant is not available and it is difficult to extract the exact parameters of the power plant. Thus, the design procedure can not be based on an exact model. The occurrence of hybrid incompatibilities forms an important stage during the evolution of reproductive isolation. In early stages of speciation, males and females often respond differently to hybridization. Haldane's rule states that the heterogametic sex suffers more from hybridization than the homogametic sex. Although haplodiploid reproduction (haploid males, diploid females) does not involve sex chromosomes, sex-specific incompatibilities are predicted to be prevalent in haplodiploid species. Here, we evaluate the effect of sex/ploidy level on hybrid incompatibilities and locate genomic regions that cause increased mortality rates in hybrid males of the haplodiploid wasps Nasonia vitripennis and Nasonia longicornis. Analysis of one thousand seven hundred responses to Delphi-type questions posed to twenty California scientists on a wide range of issues about California coastal wetlands found significant differences between academic and government scientists about wetlands definitions, threats to wetlands, wetlands policies, wetlands health, and wetlands mitigation strategies. These differences were consistent with descriptive models of political sociology developed by D. Price and C.P. Snow and with normative models of the philosophy of science developed in the renaissance by F. Bacon and R. Descartes. To clarify the effects of the principal factors that govern the thermal fragmentation of a molten metallic fuel jet in the course of fuel-coolant interaction, which is important in evaluating the sequence of core disruptive accidents (CDAs) for metallic fuel fast reactors, basic experiments were carried out using molten metallic fuel simulants (copper and silver) and a sodium pool.Fragmentation of a molten metal jet with a solid crust was caused by internal pressure produced by the boiling of sodium, which is locally entrapped inside the jet due to hydrodynamic motion between the jet and the coolant. The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. A total of 27 responses had been received by the closing date of 16 February 2007 from a variety of interest parties including developers and their representative organisations, consultants, environmental organisations, maritime organisations, heritage organisations and other public bodies. This report presents the Government's response to the views expressed by these respondents. This research centered on finding and perfecting methods of collection and disposal of refuse in Ibadan North Local Government Areas. The methodology used included questionnaire administration, personal interviews, field reconnaissance, and biochemical tests of water samples, all aimed at providing useful data for the design of effective methods of collecting and disposing refuse. The local government area was divided into three classes based on resident income: a high-income area (Bodija Avenue, etc.), a medium-income area (Sanngo, Oluyole, etc.), and a low-income area (Beere, Adeoyo, etc.). The research outcomes revealed that the waste generation rate for the local government ranged from 0.2 to 0.33 kg/cap/day and waste density ranged from 172.41 to 217.61 kg/m"3. Climate change and limited primary energy resources require indigenous renewable electricity generation options to change the current coal-dominated power source matrix in China. The wind power is such a solution for the above challenges, and it still has large space for improvement in China. In this paper several critical factors related to Chinese wind power were studied in details, including the wind resources, the wind turbine industry and the policies from the Chinese government. Based on the study, the perspective of wind power in China was discussed. With outstanding advantages, the offshore wind power has a bright future in China, so its main characteristics are discussed. Based on the discussions, suggestions were given to improve the development of Chinese wind power, and the government's further measures are also recommended. (author)
The purpose of this hearing was to bring to the public`s attention a better understanding of both the shortcomings as well as the benefits of the existing wetlands regulations programs, policies and regulations. In addition an attempt was made to highlight those areas where there have been problems with restrictive or confusing regulations, time delays, and costs involved. Ultimately, the purpose is to identify areas in the federal regulations, and if necessary in the federal wetlands related laws, that can be amended, so these work better.
Government facilities such as the US Department of Energy's Savannah River Plant (SRP) near Aiken, South Carolina, often use remote sensing data to assist in environmental management. Airborne multispectral scanner (MSS) data have been acquired at SRP since 1981. Various types of remote sensing data have been used to map and characterize wetlands. Regional Landsat MSS and TM satellite data have been used for wetlands mapping by various government agencies and private organizations. Furthermore, SPOT MSS data are becoming available and provide opportunities for increased spacial resolution and temporal coverage for wetlands mapping. This paper summarizes the initial results from using five dates of SPOT MSS data from April through October, 1987, as a means to monitor seasonal wetland changes in freshwater wetlands of the SRP. 11 refs., 4 figs.
The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. In 1946, the Philippines raised claims in the South China Sea over an area already known as Spratly Islands. This claim advanced through peculiar stages, starting when Thomas Cloma allegedly discovered islands in 1946, later named as Freedomland, and maturing to some extent in 1978 by the governments claim over the so-called Kalayaan Island Group. A numerical investigation for forced convection in a constant-temperature parallel plate channel with porous cavity and block alternately emplaced on the bottom plate is presented in this work. The Brinkman-Forchheimer-extended Darcy model, which accounts for the effects of impermeable boundary and inertia, is used to characterize the flow field inside the porous region. Solutions of the coupled governing equations are carried out through the stream function-vorticity analysis. The characteristics of fluid flow and forced convection heat transfer have been obtained by the examinations of various governing parameters, such as the Reynolds number, Darcy number, inertial parameter, Prandtl number, and two geometric parameters. Unfortunately, citizens still tend to prefer traditional, more costly channels, such as the front desk, phone and mail. Through pilot projects government agencies attempt to influence this behavior of citizens, directing them towards the online channel. With this paper we provide insight into the possibility to influence citizens' behavior in the complex landscape of multi-channel service provision. The Federal Government has responded to the situation with laws and regulations aimed at the producers of hazardous waste, including clinical laboratories. The Resources Conservation and Recovery Act (RCRA) imposes controls on hazardous waste management through the Code of Federal Regulations (CFR). The Environmental Protection Agency (EPA) and the Department of Transportation (DOT) regulate these activities through 40 CFR and 49 CFR. Canada has undertaken to stabilize greenhouse gas emissions to 1990 levels by the year 2000. To achieve that objective, a voluntary challenge registry (VCR) plan was initiated by the federal and provincial governments to encourage industry, governments, and public sector to take voluntary actions that would contribute to the reduction of greenhouse gas emissions. The initiatives that CAPP member companies have taken were outlined in CAPP's 1995 Action Plan: Climate Change Voluntary Challenge, which was included with this report. The measures reported to date resulted in CO_2 reductions of 812,722 tonnes per year. The report provided a chronological review of CAPP actions in the field of climate changes since 1989, a summary of member action plans, and a listing of new technologies and their impact on greenhouse gas emissions.

This grant has focused on the study of several aspects of electron kinetics in low pressure plasmas. Entirely new effects arise from the fact that the electron kinetics is governed by non-local effects, in which the electron distribution function is not equilibrium with the local electric field but is governed by spatial transport effects. In this grant, we were able to demonstrate several previously un-studied effects which are a direct result of the nonlocal transport. These are: (1) The existence of a ''convective cell' in electron phase space. The phenomenon was observed and studied in CW plasma conditions. (2) The occurrence of non-collisional cooling of electrons through an effect known as ''diffusive cooling''.

Based on the evidence from Morocco and Tunisia, this article contends that different patterns of business-government relations facilitate different elements of industrial upgrading and cluster promotion. State-dominated political economies may be more amenable to implementing macroeconomic and infrastructure-related measures, which are critical in the initial stages of upgrading. Political economies with more organized business communities may be better equipped to pursue the kinds of inter-firm linkages traditionally associated with later phases of upgrading, when the focus is on boosting innovation.
Following the United Kingdom's nuclear tests at Maralinga in Australia in the 1960's, the Australian government signed away its rights to claim compensation for decontamination costs in a 1968 agreement. Controversy now rages as the Australian government is claiming pound33 million for this purpose from the United Kingdom to compensate the Maralinga Tjarutja for the loss of access to their traditional lands. The kinetics of the reactions between mixed powders of BaCO_3 and CuO, as well as BaCO_3 and Y_2O_3, have been studied using DXRD techniques as a function of particle size, temperature, and CO_2 pressure. Except for initial nucleation phenomena, the reaction rates are governed by shrinking core behavior for BaCO_3 particle sizes between 6 and 33 #mu#m. During the initial stages of the reactions, the surface reaction kinetics are governing, whereas the diffusion of CuO, Y_2O_3, and CO_2 are limiting factors at later stages in the reactions. Quantitative conversion data were used to determine the values of the activation energies and the pertinent diffusivities in these systems.
The oil sands industry in Canada was said to be committed to environmentally sustainable economic development, i.e. a development that recognizes the mutual dependence of a healthy environment and a healthy economy. To indicate progress toward this goal, the report pointed out the investment of millions of dollars in environmental research and tens of millions of dollars in plant equipment already made. These infrastructure investments have paid dividends in terms of energy conservation, reduction of greenhouse gas emissions, land reclamation, air quality monitoring, water conservation, and water quality and biodiversity protection. The maximum fissile fuel production capacity of three conceptual fusion breeder systems is examined on the basis of the dominant isotopic-balance processes. Compact relationships involving system power output, plasma and energy multiplication, and parameters which describe the fuel cycle and neutron spectrum in the blanket are established. It is found that the fusion breeder, as characterized herein, possesses a substantial fissile fuel breeding capacity the extent of which is governed primarily by the neutron spectrum in the conversion blanket and the break-even condition of the plasma.
Aircraft constitute a unique environment which places stringent requirements on the instruments used to measure the concentrations of atmospheric trace gases and aerosols. Some of these requirements such as minimization of size, weight, and power consumption are general; others are specific to individual techniques. This review presents the basic principles and considerations governing the deployment of trace gas and aerosol instrumentation on an aircraft. An overview of common instruments illustrates these points and provides guidelines for designing and using instruments on aircraft-based measurement programs.

This paper explores the relevance of the NVF hypothesis to understanding Swaziland?s recurrent food crises and high HIV prevalence. Evidence exists that all four markers of NVF are present in Swaziland. The national government and the international community will have to contend with this phenomenon in future planning for the wellbeing of Swazi citizens.
Research investigating applicability of lithium salts for solid electrolyte batteries was described. The studies included determinations of lithium ion conductivities in solid electrolyte systems based on Li4SiO4, LiTi2(PO4)3, and ceramic materials. Research on all solid state lithium cells utilizing TiS2 NiPS3 electrodes was also reported.
As a result of US Department of Energy (DOE) monitoring activities, it was determined in 1983 that the potential existed for natural gas resources underlying the Naval Oil Shales Reserves Nos. 1 and 3 (NOSrs-1 3) to be drained by privately-owned gas wells that were being drilled along the Reserves borders. In 1985, DOE initiated a limited number of projects to protect the Government's interest in the gas resources by drilling its own offset production'' wells just inside the boundaries, and by formally sharing in the production, revenues and costs of private wells that are drilled near the boundaries ( communitize'' the privately-drilled wells). Heat transfer augmentation by straight grid spacers in rod bundles is studied for single phase flow and for post critical heat flux dispersed flow. The heat transfer effect of swirling grid spacers in single phase flow is also examined. Governing heat transfer mechanisms are analyzed, and predictive formulations are established. With the Government decision to phase out the Fast Reactor at Dounreay there is a need to find alternative employment in the area. Traditionally Caithness is an area of farming, fishing and tourism which could be damaged if Dounreay were to be made a nuclear waste repository. The suggestion is that Dounreay should become a centre for research, development and subsequent manufacture of renewable energy sources and devices to harness renewable energy. The Scottish coastline has potential for wind and wave power developments and this could lead to a whole industry in the future. (UK).

This paper presents a case study in the design and implementation of a numerical weather prediction model on a supercomputer (CRAY-1). Following a historical introduction to the evolution of the model, the governing equations of the model are presented and the numerical solution of these forecast equations is described. A brief tutorial on the architecture of the CRAY-1 is presented with a discussion of how it affects the choice of algorithms and code design of the model. A summary of the advantages gained by use of the vector aspects of the CRAY-1 is included.

Leakage of CO{sub 2} and displaced brine from geologic carbon sequestration (GCS) sites into potable groundwater or to the near-surface environment is a primary concern for safety and effectiveness of GCS. The focus of this study is on the estimation of the probability of CO{sub 2} leakage along conduits such as faults and fractures. This probability is controlled by (1) the probability that the CO{sub 2} plume encounters a conductive fault that could serve as a conduit for CO{sub 2} to leak through the sealing formation, and (2) the probability that the conductive fault(s) intersected by the CO{sub 2} plume are connected to other conductive faults in such a way that a connected flow path is formed to allow CO{sub 2} to leak to environmental resources that may be impacted by leakage. This report summarizes the major features of the advisory tool `TUNDTEMP`, developed to act as a decision support in the continuous steel casting process. `TUNDTEMP` provides a means to predict abnormal phenomena of temperature origin in the casting that may be difficult to foresee in practical situations. The heart of the system is a semi-empirical calculation model that yields an estimate of the evolution of the tundish temperature of the liquid steel on the basis of a few important casting factors. The user interface of the system is to a large extent based on the visual presentation of the simulated results. The system also contains an optional rule based mechanism that provides assistance in the result interpretation and, if wished, linguistically formulates action recommendations. This paper describes the National Research Council (NRC) Word Sense Disambiguation (WSD) system, as applied to the English Lexical Sample (ELS) task in Senseval-3. The NRC system approaches WSD as a classical supervised machine learning problem, using familiar tools such as the Weka machine learning software and Brill's rule-based part-of-speech tagger. Head words are represented as feature vectors with several hundred features. Approximately half of the features are syntactic and the other half are semantic. The main novelty in the system is the method for generating the semantic features, based on word \\hbox{co-occurrence} probabilities. The probabilities are estimated using the Waterloo MultiText System with a corpus of about one terabyte of unlabeled text, collected by a web crawler.
Abstract Adalimumab is a fully human monoclonal anti-tumor necrosis factor-a agent that is approved for the treatment of Crohn's disease. It has a good safety profile, injection site reactions being the most common adverse effect. We report a case of a 54-year-old woman with a 30-year history of Crohn's disease who developed achromic patches on the trunk and upper extremities after initiating treatment with adalimumab. Cutaneous biopsy confirmed diagnosis of vitiligo and laboratory testing ruled out thyroid disease. Concomitant occurrence of vitiligo and inflammatory bowel disease, although rare, has been described. A common autoimmune basis could explain this fact. There are some indications from recent determinations of the strong coupling constant alpha_s and the gluon condensate that the Operator Product Expansion may not be accurate enough to describe non-perturbative effects in hadronic tau decays. This breakdown of the Operator Product Expansion is usually referred to as being due to"Duality Violations." With the help of a physically motivated model, we investigate these duality violations. Based on this model, we argue how they may introduce a non-negligible systematic error in the current analysis, which employs finite-energy sum rules with pinched weights. In particular, this systematic effect might affect the precision determination of alpha_s from tau decays. With a view to a possible future application to real data, we present an alternative method for determining the OPE coefficients that might help estimating, and possibly even reducing, this systematic error.
Total (elastic+inelastic) cross sections for electron impact on FeO, Fe{sub 2}O{sub 3} and Fe{sub 3}O{sub 4} have been calculated in the energy range 20-5000 eV by employing the additivity rule which expresses the total cross section of a molecule as an incoherent sum over the total cross sections of the constituent atoms of the molecule. The electron-atom cross sections have been obtained by a complex optical potential method through partial-wave analysis. The total cross sections for all the oxides of iron exhibit a maximum around 30 eV. The inelastic cross sections are upper bounds to the corresponding ionisation cross sections. In pre-experiments a tubular reactor was checked whether it is suitable for kinetic measurement on the system of the silver-catalysed partial oxidation of methanol to formaldehyde. Detrimental effects of heat-transfer and mass-transfer on the experimental results were ruled out. Investigations on the characteristics of the reaction showed that it is possible to manipulate the composition of the product mixture by changing the inlet concentration of the reactants. A modified power-law model was established to describe the reaction kinetics. It considers the preadsorption step of oxygen on the catalysts surface and fits the experimental data quite well. During the rapid oxidation the catalysts surface undergoes a drastic change. It gets coarse and has an adsorption capacity of 11 m{sup 2}/g after being exposed to the reaction mixture. (orig.)
A series of hydrogenation/dehydrogenation cycles have been performed on palladium wire samples, stressed by a constant mechanical tension, in order to investigate the changes in electrical and mechanical properties. A large increase of palladium electrical resistivity has been reported due to the combined effects of the production of defects linked to hydrogen insertion into the host lattice and the stress applied to the sample. An increase of the palladium sample strain due to hydrogenation/dehydrogenation cycles in ????? phase transitions is observed compared to the sample subjected to mechanical tension only. The loss of initial metallurgical properties of the sample occurs already after the first hydrogen cycle, i.e. a displacement from the initial metallic behavior (increase of the resistivity and decrease of thermal coefficient of resistivity) to a worse one occurs already after the first hydrogen cycle. We examine the short-term price behaviour of three, size-conditioned Indian stock market indices, in response to informational shocks. A standard mean-adjusted returns model as well as the GJR-GARCH specification point towards underreaction to negative events in the medium and small capitalization indices. Also, the pre-event coefficients are generally negative and statistically significant, regardless of the sign of the shock, thus ruling out information leaks. We uncover a stable abnormal volatility pattern which increases monotonically a few days before the shock before suddenly decreasing in magnitude on the event day and beyond. The authors search for the extended conformal algebra with two spin-s (s:integer) and one spin-1 generators. This search is inspired by the existence of chiral algebra in the Gaussian model for rational radius. For odd s, the conformal properties of the three-point functions imply that a general fusion rule can be reduced to those of the Gaussian model. For arbitrary even s, these conditions are weaker. In particular, for s = 2 the authors show that the chiral algebra of the Gaussian model is the unique extended conformal algebra with the value of the central charge fixed to be c = 1. It is also shown that the conformal generator is necessarily a bilinear of the spin-1 generator just as the Gaussian model. The authors conjecture that this remains true for arbitrary value of s.
Design rules for robustness require insensitivity to local failure and the prevention of progressive collapse. This is often verified by applying the load case ''removal of a limited part of the structure''. This paper will evaluate typical structural systems for large-span timber roof structures against these requirements, comparing the results against typical reasons for damages and failures. Motivation: It is commonplace for authors to propose a new classification rule, either the operator construction part or feature selection, and demonstrate its performance on real data sets, which often come from high-dimensional studies, such as from gene-expression microarrays, with small samples. The main benefit of electric cars is to reduce air pollution in cities that is thus desirable to equip them with non polluting air conditioning units and this rules out frigorific compressors operating with CFC. The planned replacement of CFC by HFC is at best an interim solution. The best solution is certainly to use thermoelectric air conditioning units, which are inherently pollution-free. However, these have a fairly low COPF when compared to traditional compressor units. We study the relationship between the cooling of the interior of urban electric cars and the merit factor of the thermoelectric material in their Peltier unit. RESRAD was one of the multimedia models selected by the US Nuclear Regulatory Commission (NRC) to include in its workshop on radiation dose modeling and demonstration of compliance with the radiological criteria for license termination. This paper is a summary of the presentation made at the workshop and focuses on the 10 questions the NRC distributed to all participants prior to the workshop. The code selection criteria, which were solicited by the NRC, for demonstrating compliance with the license termination rule are also included. Among the RESRAD family of codes, RESRAD and RESRAD-BUILD are designed for evaluating radiological contamination in soils and in buildings. We present a phenomenological model of the quark-hadron transition in neutrino-nucleon scattering. Using recently extracted weak nucleon transition form factors, we investigate the extent to which local and global quark-hadron duality is applicable in the neutrino F{sub 1}, F{sub 2} and F{sub 3} structure functions, and contrast this with duality in electron scattering. Our findings suggest that duality works relatively well for neutrino-nucleon scattering for the F{sub 2} and F{sub 3} structure functions, but not as well for F{sub 1}. A new particle swarm optimization (PSO) technique for electromagnetic applications is proposed. The method is based on quantum mechanics rather than the Newtonian rules assumed in all previous versions of PSO, which we refer to as classical PSO. A general procedure is suggested to derive many different versions of the quantum PSO algorithm (QPSO). The QPSO is applied first to linear array antenna synthesis, which is one of the standard problems used by antenna engineers. The performance of the QPSO is compared against an improved version of the classical PSO. The new algorithm outperforms the classical one most of the time in convergence speed and achieves better levels for the cost function. As another application, the algorithm is used to find a set of infinitesimal dipoles that produces the same near and far fields of a circular dielectric resonator antenna (DRA). To investigate the origin and nature of inertia, we introduce a new concept of hypothetical 2D, so-called, "master-space" (MS), subject to certain rules. The MS, embedded in the background 4D-spacetime, is an indispensable individual companion to the particle of interest, without relation to every other particle. We argue that a deformation/(distortion of local internal properties) of MS is the origin of inertia. With this perspective in sight, we construct the alternative relativistic theory of inertia (RTI), which allows to compute the relativistic inertial force acting on an arbitrary point-like observer due to its "absolute acceleration". We go beyond the hypothesis of locality with an emphasis on distortion of MS, which allows to improve essentially the standard metric and other relevant geometrical structures related to the noninertial reference frame of an arbitrary accelerated observer. A phase transition of gas-liquid type with an upper critical point is examined which arises in a model of charges of one sign on compensating background (OCP). The phase transition parameters are dependent on the detailed assumptions about the compressibility of the background, but the occurrence of this transition is independent on the background equation of state. In the electron-gas model ('jellium'), this transition appears to rule out Wigner crystallization. A variational principle in statistical mechanics is used to derive so-called Double-OCP model for a superposition of two one-component plasma models for charges of opposite sign. The free energy of this model sets an upper bound to that of a real plasma. Situations are discussed where this transition should manifest itself in anomalies in the approximate description of a non-ideal plasma.
The history of the technical, economic, and financial performances of these four countries' power companies over the past two decades is recounted, and then interpreted as the result of the existing organizational models. The changes that have occurred can be understood in long-term perspective by comparing the performance of these companies to the characteristics, rules, and objectives used to define the models, which also helps explain the history of performance indicator variations. Two models are defined: one for the physical plant and one for the management. These correspond to two successive phases in the organization and operation of the electrical sector. Rural electrification and regional interconnection will be important factors in any new model or models developed for the future, because the forms they take is likely to modify the characteristics of these national power companies. 26 refs., 1 fig., 3 tabs.
Implementing any new business software can be an intimidating prospect and this paper is intended to offer some insight in to how to approach this challenge with some fundamental rules for success. Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.
Between 1983 and 1986, 35 of 90 patients with acquired immunodeficiency syndrome (AIDS) had double-contrast esophagograms to rule out opportunistic esophagitis. The radiographs were reviewed without knowledge of the clinical or endoscopic findings. Candida esophagitis was diagnosed radiographically in 17 patients who had varying degrees of plaque formation and viral esophagitis in three who had discrete ulcers without plaques. All three patients with viral esophagitis (herpes in 2 and cytomegalo virus in one) and 15 of 17 with Candida esophagitis had endoscopic and/or clinical corroboration of the radiographic diagnosis. Thus, the authors' experience suggests that fungal and viral esophagitis can often be differentiated on double-contrast esophagography, so that appropriate antifungal or antiviral therapy can be instituted without need for endoscopic intervention.
Increasing threat by terrorists for a possible nuclear attack is particularly alarming in recent years. The likelihood of such an event is highly uncertain but cannot be ruled out. The consequence of such an event would be highly disastrous and the implications could be far-reaching both socially and politically. It is feared that significant amount of nuclear weapons materials may be kept under poor security. Therefore, there is a greater demand with utmost priority to curb nuclear terrorism by adapting proper security measures. One of the most important measures is to stop illicit trafficking of nuclear materials which are the source of building nuclear explosive devices. According to the IAEA illicit trafficking database (ITDB) report, a total number of 252 incidents were reported in 2006, of which 150 occurred in 2006 and the remaining 102 had taken place prior to that year, mainly in 2005

A novel approach to fault diagnosis is proposed using multiscale morphology analysis to extract impulsive features from the signals with strong background noise. Multiscale morphology is applied to one-dimensional signal by defining both the length and height scales of structuring elements (SEs). A local-peak-value based adaptive algorithm is also introduced. The new approach makes the selection of SEs more transparent and is independent of empirical rules. Both simulated impulsive and vibration signals of two defective roller bearings are employed to validate the proposed algorithm. The roller bearing faults presented in the validation include both inner and outer race faults. The test results show that the multiscale morphology analysis is effective and robust to extract morphological features.
Using databases derived from the pattern recognition approach, the paper presents a methodology for utilizing fuzzy models to enhance the quality of decision-making using fuzzy-logic algorithms. Two multi-objective fuzzy-logic control algorithms for controlling power system static/dynamic security are presented and analyzed. The first algorithm is based on the successive inferences of fuzzy implication rules for each individual objective, and the second algorithm is an application of the method of fuzzy linear programming. The paper discusses the properties, advantages and limitations of applying fuzzy decision-making logic in the pattern-recognition approach and concludes by highlighting potential areas for further development. The highest equilibrium free-carrier doping concentration possible in a given material is limited by the ''pinning energy'' which shows a remarkable universal alignment in each class of semiconductors. Our first-principles total energy calculations reveal that equilibrium n -type doping is ultimately limited by the spontaneous formation of close-shell acceptor defects: the 3- -charged cation vacancy in AlN, GaN, InP, and GaAs and the 1- -charged DX center in AlAs, AlP, and GaP. This explains the alignment of the pinning energies and predicts the maximum equilibrium doping levels in different materials. (c) 2000 The American Physical Society

This allows more detailed planning than is afforded by the more general mechanisms of instinct, learning, and semantic memory. To be useful, episodic memory need not provide a complete or even a faithful record of past events, and may even be part of a process whereby we construct fictional accounts. The properties of language are aptly designed for the communication and sharing of episodes, and for the telling of stories; these properties include symbolic representation of the elements of real-world events, time markers, and combinatorial rules. We present a detailed analysis of the self-organization phenomenon in which the stylized facts originate from finite size effects with respect to the number of agents considered and disappear in the limit of an infinite population. By introducing the possibility that agents can enter or leave the market depending on the behavior of the price, it is possible to show that the system self-organizes in a regime with a finite number of agents which corresponds to the stylized facts. The mechanism to enter or leave the market is based on the idea that a too stable market is unappealing for traders while the presence of price movements attracts agents to enter and speculate on the market. We show that this mechanism is also compatible with the idea that agents are scared by a noisy and risky market at shorter time scales. Tensile and flexural properties of single-gated (SG) and double-gated (DG) injection moulded blend of polybutylene terephthalate (PBT) and polycarbonate (PC) and its composites containing 15, 20 and 30?wt.% short glass fibres were investigated. In the DG mouldings, a weldline was formed by direct impingement of two opposing melt fronts (i.e. cold weld). It was found that tensile modulus was not affected by the weldline but flexural modulus decreased in the presence of weldline. For both specimen types, modulus increased linearly with volume fraction of fibres (? f), according to the rule-of-mixtures for moduli. The aim of this thesis is the design of a faults diagnosis-aiding system in a nuclear facility of the Cea. Actually the existing system allows the optimization of the production processes in regular operating conditions. Meanwhile during accidental events, the alarms, managed by threshold, are bringing no relevant information. To increase the reliability and the safety, the human operator needs a faults diagnosis-aiding system. The developed system, SECAPI, combines problem solving techniques and automatic learning techniques, that allow the diagnosis and the the simulation of various faults happening on nuclear facilities. Its reasoning principle uses case-based and rules-based techniques. SECAPI owns a learning module which reads out knowledge connected with faults. It can then simulate various faults, using the inductive logical computing. SECAPI has been applied on a radioactive tritium treatment operating channel, at the Cea with good results. (A.L.B.)
We report novel, high-angular resolution interferometric measurements that imply the near-infrared nuclear emission in NGC 4151 is unexpectedly compact. We have observed the nucleus of NGC 4151 at 2.2 microns using the two 10-meter Keck telescopes as an interferometer and find a marginally resolved source ~0.1 pc in diameter. Our measurements rule out models in which a majority of the K band nuclear emission is produced on scales larger than this size. The interpretation of our measurement most consistent with other observations is that the emission mainly originates directly in the central accretion disk. This implies that AGN unification models invoking hot, optically thick dust may not be applicable to NGC 4151.
In this paper we show that the recent model by Gilles Duranton [Duranton, G., 2007. Urban evolutions: The fast, the slow, and the still. American Economic Review 97, 197-221] performs remarkably well in replicating the city size distribution of West Germany, much better than the simple rank-size rule known as Zipfs law. The main mechanism of this theoretical framework is the "churning" of industries across cities. Little is known in urban economics about the determinants of local industry turnover so far. We present an empirical analysis of the excess churning index for West German cities, which describes the strength of intra-city industry reallocations over time. The number of immigrants to Western Europe has been increasing, with immigration the subject of much controversy in contemporary Europe. In this article, we investigate the relationship between the size of the immigrant population, how natives perceive this size, and their anti-immigrant attitudes. We use data from the 2002/2003 European Social Survey covering 17 Western European countries, and we find that as a rule Western Europeans think that the immigrant population in their country is much larger than it actually is. The perceived size of an immigrant population has an impact on anti-immigrant prejudices, but the real size does not. Like many authors before us, we find that education reduces prejudice. In quantifying health risks arising from radiation exposure and synergistic effects promoted by radiation the dose-effect relationship must be used as a basis. Special problems arise in the extrapolation of experimental results or in the treatment of data in the region of low doses administered over long periods of time. For radiation protection purposes, especially manifestations of cancer and genetic effects are significant. The International Commission on Radiation Protection has published binding guiding values on the basis of which to assess the risk of cancer. The cancer risk and genetic risks are estimated for relevant dose ranges and compared with other factors of civilization. For the most important chemical pollutants emitted into the environment the possibilities of impacts arising from synergistic effects are discussed on the basis of the rules and regulations specified in German antipollution legislation. This bill was introduced into the US House of Representatives on June 7, 1991 to provide for the designation of Wetlands Stewardship Trusts. This legislation amended the Internal Revenue Code of 1986 to establish special rules for contributions of wetlands and riparian lands to Wetlands Stewardship Trusts. Key features of the bill address the following: tax treatment of donations of wetlands and riparian lands to Wetlands Stewardship Trusts; amortization of expenditures to restore wetlands and riparian lands; expenditures for restoring wetlands and riparian lands; exclusion from gross income for amounts received from compatible uses of wetlands or riparian lands; and income from compatible uses of wetlands or riparian lands.
The decay psi(2S)-->K_S K_L is observed for the first time using psi(2S) data collected with the Beijing Spectrometer (BESII) at the Beijing Electron Positron Collider (BEPC); the branching ratio is determined to be B(psi(2S)-->K_S K_L) = (5.24\\pm 0.47 \\pm 0.48)\\times 10^{-5}. Compared with J/psi-->K_S K_L, the psi(2S) branching ratio is enhanced relative to the prediction of the perturbative QCD ``12%'' rule. The result, together with the branching ratios of psi(2S) decays to other pseudoscalar meson pairs (\\pi^+\\pi^- and K^+K^-), is used to investigate the relative phase between the three-gluon and the one-photon annihilation amplitudes of psi(2S) decays.

In the case of complex hypermultiplets, where the gauge covariantized spinor derivatives have an explicit representation in terms of gauge prepotentials, it is possible to interpret such masses as vacuum expectation values of an Abelian vector multiplet. The duality transformation that relates the N=2 off-shell projective description of the hypermultiplet to the on-shell description involving two N=1 chiral superfields allows us to obtain the massive propagators of the N=1 complex linear fields in the projective hypermultiplet. The N=1 massive propagators of the component superfields in the projective hypermultiplet suggest a possible ansatz for the N=2 massive propagator, which agrees with an explicit calculation in N=2 superspace. Typically, point forecasting methods are compared and assessed by means of an error measure or scoring function, such as the absolute error or the squared error. The individual scores are then averaged over forecast cases, to result in a summary measure of the predictive performance, such as the mean absolute error or the (root) mean squared error. I demonstrate that this common practice can lead to grossly misguided inferences, unless the scoring function and the forecasting task are carefully matched. Effective point forecasting requires that the scoring function be specified ex ante, or that the forecaster receives a directive in the form of a statistical functional, such as the mean or a quantile of the predictive distribution. With the issuance of the Decommissioning Rule (July 27, 1988), nuclear power plant licensees are required to submit to the US Regulatory Commission (NRC) for review, decommissioning plans and cost estimates. This user`s manual and the accompanying Cost Estimating Computer Program (CECP) software provide a cost-calculating methodology to the NRC staff that will assist them in assessing the adequacy of the licensee submittals. The CECP, designed to be used on a personnel computer, provides estimates for the cost of decommissioning PWR plant stations to the point of license termination. Such cost estimates include component, piping, and equipment removal costs; packaging costs; decontamination costs; transportation costs; burial costs; and manpower costs. In addition to costs, the CECP also calculates burial volumes, person-hours, crew-hours, and exposure person-hours associated with decommissioning.
This book is mainly a comparison of the cost of pollution with the cost of environmental protection. As to the causes of pollution, a difference is made between pollutants that accumulate and pollutants that do not accumulate. Because of pollutant accumulation it is necessary to carry out both subsequent pollution abatement measures and to take preventive action which helps to avoid pollutant emission. Growth models serve to substantiate why such preventive action is both ecologically and economically useful as a rule. Finally the study makes a comparison between some tools of environmental protection. It stresses in particular that, if a duty on emissions is levied, the polluter has to bear all the cost of the pollution, while at the same time the quality of the environment can be more successfully improved than by emission standards alone.

An integrated tabu-fuzzy knowledge based controller applied to enhance the performance of power system stabilizer (PSS) is presented in this paper. The fuzzy knowledge based controller (FKBC) has been developed to perform the function of a PSS and to provide a supplementary signal to the excitation system of the synchronous generator. The method used for storing and representing the fuzzy rules is called the fuzzy associative memory (FAM) matrix. The well-defined FAM determines the performance of the FKBC and hence the tabu search algorithm is proposed and applied to determine the construction and optimization of the FAM. The controller has been tested in the case of single machine infinite bus and multi-machine systems for various types of disturbance. The potential material class for use at 600"0C and more, e.g. for steam turbines with improved thermal efficiency, are austenitic steels. Using these steels with welded joints, it is to be considered that, by superposition of weld residual stresses and service stresses, extensive creep strains - and in the worst case crack formation - can occur locally. To assess the influence of these effects on service behaviour, different material states of CrNi-steels and Incoloy 800 were investigated with respect to strength, ductility and, especially, to crack and creep crack growth in the temperature range around 600"0C. It is shown that creep embrittlement, not microstructural changes as effected by weld heat input, causes heat affected zone (HAZ)-reheat cracking. Creep embrittlement can be avoided by special design and fabrication rules. (orig.).

IHI has developed a new Three-Dimensional Computer-Aided Design (3D-CAD) system to improve the design efficiency and quality of the steel structure of nuclear power plants. This system covers every design phase from the initial arrangement of structure to the production design sharing the same database. The system incorporates the design rules and professional expertise of designers, and enable easy and efficient design. The system can easily generate the three-dimensional data for structures, model data for stress analyses and composite arrangement data. The system has already been applied to several plants under construction and has achieved excellent results. The outline of the new CAD system is introduced. (author)
A pipeless batch plant is a batch processing production system using mobile vessels. The plant performances depend on both hardware of equipment and software of operation. So the plant includes many design factors such as number of vessels, stations and AGVS, layout of stations, vessel moving rules, job scheduling and so on. In this paper, the characteristics of pipeless batch plant design are considered to handle the problem by the systems engineering approach. Then, a practical design method known as design-by-analysis is applied to solve such a complex design problem. Based on this concept, a design support system composed of modeling, simulation and evaluation subsystems is developed. This system enables rational decision making through performance evaluation for proposed design of a pipeless batch plant. This paper describes the weekly load forecasting expert system (named WLoFy) which was developed and implemented for korea electric power corporation(KEPCO). WLoFy was designed to provide user oriented features with a graphical user interface to improve the user interaction. The various forecasting models such as exponential smoothing, multiple regression, artificial neural networks, rule-based model, and relative coefficient model also have been included in WLofy to increase the forecasting accuracy. The simulation based on historical data shows that the weekly forecasting results from WLoFy is an improvement when compared to the results from the conventional methods. A detailed chemical kinetic reaction mechanism is developed for primary reference fuel mixtures of n-hexadecane and 2,2,4,4,6,8,8-heptamethyl nonane for diesel cetane ratings. The mechanisms are constructed using existing rules for reaction pathways and rate expressions developed previously for the primary reference fuels for gasoline octane ratings, n-heptane and iso-octane. These reaction mechanisms are validated by comparisons between computed and experimental results for shock tube ignition and for oxidation under jet-stirred reactor conditions. Intelligent and decision aiding systems as support to operators are becoming increasingly a necessity in nuclear installations and in nuclear reactors in particular, specially after the Tree Mile Island. Development of new technologies based on linguistic approaches such as fuzzy logic has given rise to much interest during the last years. Fuzzy logic controller (FLC) has many advantage compared to conventional controllers using classical techniques. The aim of the present work is to use a fuzzy logic controller in parallel to actual semi-automatic controller in order to supervise in real time the operation of the research nuclear reactor. The analysis is submitted in support of the effluent limitations guidelines and standards for the Coastal Oil and Gas Industry. The report analyzes the cost-effectiveness of 10 regulatory options organized by three wastestreams. The document compares the total annualized cost incurred for each of the regulatory options within each wastestream to the corresponding effectiveness of that option in reducing the discharge of pollutants. Section Two discusses the cost-effectiveness methodology used and identifies the pollutants included in the analysis, presenting their toxic weighting factors and removal efficiencies. Section Three presents the results of the analysis. In Section Four, the cost-effectiveness values are compared to cost-effectiveness values for other promulgated rules. Appendix A presents data on pollutants, pollutant removals, annualized costs, and other, more detailed information.

A key requisite of the legislation requires DOE to develop commercial building energy standards that are cost effective. During the demonstration project, DOE specifically addressed this issue by assessing the impacts of the standards on (1) construction costs, (2) builders (and especially small builders) of multi-family, high-rise buildings, and (3) the ability of low-to moderate-income persons to purchase or rent units in such buildings. Using institutional and resource dependence theories as the conceptual framework, this study identifies three forms of conformity?political, economic, and social?that can affect the level of private entrepreneurs? formal political participation in a transition economy. Data from a 2004 national-wide survey of 3,012 private firms in China show that political conformity (indicated by membership in the ruling party), economic conformity (amount of taxes paid), and social conformity (amount of charity donated) are each antecedents to private entrepreneurs? formal political participation. In this article we present the complete resummation of the leading chirally-enhanced corrections stemming from gluino-squark, chargino-sfermion and neutralino-sfermion loops in the MSSM with non-minimal sources of flavor-violation. We compute the finite renormalization of fermion masses and the CKM matrix induced by chirality-flipping self-energies. In the decoupling limit Msusy>>v, which is an excellent approximation to the full theory, we give analytic results for the effective gaugino(higgsino)-fermion-sfermion and the Higgs-fermion-fermion vertices. Using these vertices as effective Feynman rules, all leading chirally-enhanced corrections can consistently be included into perturbative calculations of Feynman amplitudes. We also give a generalized parametrization for the bare CKM matrix which extends the classic Wolfenstein parametrization to the case of complex parameters lambda and A.
Recently, applying the novel data mining techniques for evaluating enterprise financial distress has received much research alternation. Support Vector Machine (SVM) and back propagation neural (BPN) network has been applied successfully in many areas with excellent generalization results, such as rule extraction, classification and evaluation. In this paper, a model based on SVM with Gaussian RBF kernel is proposed here for enterprise financial distress evaluation. BPN network is considered one of the simplest and are most general methods used for supervised training of multilayered neural network. The comparative results show that through the difference between the performance measures is marginal; SVM gives higher precision and lower error rates.
The operation of pumped-storage plants (PSP) is based on the daily load variations of power demand. It performs power generation at peak load times during the day, and pumps water up into the reservoir during the off-peak times at night. In the Taipower system in Taiwan, there are two pumped storage plants with ten units. These had a total installed capacity of 2,602 MW or a 12 percent capacity at the end of 1995. The plants were able to reduce system generation costs and improve reliability. A Pumped-Storage Plant Benefit Analysis (PSPBA) program was established using the principle of economic dispatch in 1985. This paper explains the rules of the program, the analysis results of the past 10 years, and a a cost benefit evaluation. It was found that the advantages of PSP are not only in supplying the power for peak load, but also in decreasing the total fuel cost. 5 figs., 4 refs.
The management and combination of uncertain, imprecise, fuzzy and even paradoxical or high conflicting sources of information has always been, and still remains today, of primal importance for the development of reliable modern information systems involving artificial reasoning. In this introduction, we present a survey of our recent theory of plausible and paradoxical reasoning, known as Dezert-Smarandache Theory (DSmT), developed for dealing with imprecise, uncertain and conflicting sources of information. We focus our presentation on the foundations of DSmT and on its most important rules of combination, rather than on browsing specific applications of DSmT available in literature. Several simple examples are given throughout this presentation to show the efficiency and the generality of this new approach.
Background Adrenal incidentaloma remains a diagnostic challenge. Despite well-established management guidelines, the long-term results of following these guidelines are unknown. We sought to determine how accurately these guidelines identify functioning incidentalomas and how often these guidelines result in adrenalectomy for benign tumors. Methods We catalogued adrenal incidentalomas from a retrospective review of 500 consecutive adrenalectomies at a single institution. The outcome measures studied were patient demographics, preoperative biochemical analysis, imaging characteristics, tumor size, type of operation performed, and postoperative histologic diagnosis. This thesis deals with the special electronic properties of the transition-metal aluminides. Following quasicrystals and their approximants it is shown that even materials with small elementary cells exhibit the same surprising effects. So among the transition-metal aluminides also semi-metallic and semiconducting compounds exist, although if they consist of classic-metallic components like Fe, Al, or Cr. These properties are furthermore coupled with a deep pseusogap respectively gap in the density of states and strongly covalent bonds. Bonds are described in this thesis by two eseential properties. First by the bond charge and second by the energetic effect of the bond. Lett. 66, 41 (1991)), we calculated both the dielectric constant ({epsilon}{sub {infinity}}) and the nonlinear optical susceptibilities for second-harmonic generation ({chi}{sup (2)}) in the static limit for AlP, AlAs, GaP, and GaAs in the local-density approximation with and without a self-energy correction in the form of a scissors operator,'' including local-field effects. In this paper, we expand our presentation of this calculation. Agreement with experiment to within 15% for the nonlinear susceptibility is demonstrated where experiments are available (GaP and GaAs); the dielectric constants are in no worse than 4% agreement with experiment. This work is a theoretical investigation on the physical properties of semiconductor-based two-dimensional photonic crystals, in particular for what concerns systems embedded in planar dielectric waveguides (GaAs/AlGaAs, GaInAsP/InP heterostructures, and self-standing membranes) or based on macro-porous silicon. The photonic-band structure of photonic crystals and photonic-crystal slabs is numerically computed and the associated light-line problem is discussed, which points to the issue of intrinsic out-of-lane diffraction losses for the photonic bands lying above the light line. The photonic states are then classified by the group theory formalism: each mode is related to an irreducible representation of the corresponding small point group. Recent Canadian progress in the development of the curved-blade Darrieus vertical-axis wind turbine (VAWT) is described. Cooperation between government, industry and power utilities in the conduct of field trials, over several years, has demonstrated improved performance and reliability of grid-coupled turbines of this type. The rated power of the VAWTs currently under test ranges from 30 kW, in a wind/diesel powerplant, to 230 kW, in an installation on an island in the Gulf of St. Lawrence. The microbial transport simulator (MTS) is a three-dimensional, three-phase, multiple-component numerical model that permits the study of the transport of microorganisms and nutrients in porous media. Microbial parameters incorporated into MTS include: Microbial growth and decay, microbial deposition, chemotaxis, diffusion, convective dispersion, tumbling, and nutrient consumption. Governing equations for microbial and nutrient transport are coupled with continuity and flow equations under conditions appropriate for a black oil reservoir. The performance of a geologic repository for high-level nuclear waste will be influenced to a large degree by thermohydrologic phenomena created by the emplacement of heat-generating radioactive waste. Thus, these phenomena must be well understood prior to a definitive assessment of a potential repository site. Flue gas desulfurizing capacities of active carbon fibers (ACF) made from polyacrylonitrile (PAN-ACF) were studied, the features were clarified and at the same time the factors governing the capacities were studied to get guides for better products. Desulfurization capacities of 17 kinds of ACFs were studied. Two kinds of PAN-ACF, FE-200 and FE-300, especially the latter exhibited the higher desulfurization capacity. The capacity of FE-300 was about 20 times higher than those of fibers other than PAN systems and about 4 times higher than that of active coke for desulfurization. From the influence of reacting conditions on the desulfurizating capacity and the desorption profiles of adsorbed SO {sub 2}, it was concluded that the capacity was determined by the effective adsorption capacity of ACF and SO {sub 2} was retained on ACF as sulfuric acid. Large amounts of US public funds are deviated to energy-related R and D conflicts with the country's simultaneous attempts to control inflation and to limit federal government expansion. Congress must concentrate the funds at its disposal upon a manageable number of energy technologies - those most likely to improve the supply side of the domestic energy equation while maintaining an adequate return on investment. CERN signed a Co-operation Agreement with the Government of Pakistan in 1994, which was followed in 1997 by a Protocol signed with the Pakistan Atomic Energy Commission (PAEC) concerning CMS magnet supports. CERN and PAEC then signed in 1998 a Memorandum of Understanding for collaboration in the construction of the CMS detector. The participation by Pakistani scientists and engineers in the CERN programme is channelled through the National Centre of Physics (NCP) established at the Quaid-i-Azzam University in Islamabad, under the terms of a 1999 Protocol to the 1994 Co-operation Agreement. We intend to solve equations governing turbulent plane-vertical isotherm and non isotherm jets by taking into account inflow conditions at the exit of the nozzle. The analysis is focused on the influence of these conditions on this type of flow. Two cases are considered (uniform and parabolic velocity and temperature profiles). A finite difference scheme is developed to solve the governing equations. This numeric model allows us to show that the region of fully developed regime begins much nearer the nozzle for the turbulent case than for the laminar flow case. Indeed, the turbulence increases the mixing between the incoming gas from the nozzle and the ambient fluid, and consequently the size of the potential core zone decreases. The B test series from the course of ISP Nr. 43 was analysed. The boundary conditions measured include the initial temperature of the primary system, the front/slug injection flowrate and temperature, and the pressure drop across the core. Temperature data were collected at 185 thermocouple positions in the downcomer and 38 positions in the lower plenum. The frequency of data acquisition for code predictions was set to 2 Hz, which corresponds to the acquisition frequency of the two experimental setups. Calculations were performed using the FLUENT Computational Fluid Dynamics (CFD) code. Mechanisms that govern transport, accumulation and toxicity of persistent pollutants at interfaces in aquatic ecosystems were the foci of this thesis. Specific attention was paid to humic substances, their occurrence, composition, and role in exchange processes across interfaces. It was concluded that: The composition of humic substances in aquatic surface microlayers is different from that of the subsurface water and terrestrial humic matter. Levels of dissolved organic carbon (DOC) in the aquatic surface microlayer reflect the DOC levels in the subsurface water. While the levels and enrichment of DOC in the microlayer generally show small variations, the levels and enrichment of particulate organic carbon (POC) vary to a great extent. Ontario's Countdown Acid Rain program was formulated in 1985 and placed an annual SO{sub 2} emissions cap of 885 kilotonnes over the province from 1994. Caps were placed on emissions from the Inco nickel/copper smelter in Sudbury, the Falconbridge nickel/copper smelter in Sudbury, the Algoma iron ore sintering plant in Wawa, and Ontario Hydro fossil-fuel plants province-wide. Semi-annual reports are required of the companies, with the 6th report outlining the final planning phase and the 7th and later reports outlining implementation progress. Increasingly, governments enact more stringent regulations governing nitrogen and phosphorus in the discharge effluent of wastewater treatment plants. Scientists know that nitrogen and phosphorus accelerates the eutrophication of lakes and reservoirs and stimulates algal growth. Ammonia has proven to be toxic to aquatic life forms, including fish. Engineers favour Biological Nutrient Removal (BNR) over chemical addition to wastewater treatment. Sequencing Batch Reactors (SBRs), a type of bioreactor requiring less land, provide the anaerobic, anoxic, and aerobic zones necessary for BNR. The deactivation rate of a resid hydrotreating catalyst is determined by a complex set of factors involving both chemical and physical changes in the catalyst structure. The various chemical changes that are associated with resid conversion involve thermal and catalytic steps of relatively large molecular weight species with the overall rates significantly affected by mass transfer limitations. The deposition of coke and the variation in the effective promoter level by the accumulation of metals deposited from the resid are the principal factors governing deactivation. The relative importance of mass transfer restrictions on activity and catalyst deactivation can be observed in studies where the average pore diameter of the catalyst has been varied. The maximum fissile fuel production capacity of three conceptual fusion breeder systems is examined on the basis of the dominant isotopic-balance processes. Compact relationships involving system power output, plasma and energy multiplication, and parameters which describe the fuel cycle and neutron spectrum in the blanket are established. It is found that the fusion breeder, as characterized herein, possesses a substantial fissile fuel breeding capacity the extent of which is governed primarily by the neutron spectrum in the conversion blanket and the break-even condition of the plasma. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. As radiation detection in the interest of national security becomes increasingly commonplace, inevitable questions arise concerning the interpretation of data from handheld radioisotope identifiers (RIIDs). Field elements typically require fast answers to provide an effective defense and to minimize the impact on legitimate movement of people and goods. To support this need, on-call experts at Sandia, Los Alamos, and Lawrence Livermore national laboratories cooperate in resolving radiation alarms rapidly and accurately. We present an overview, describe the work in progress to improve capabilities, and report on some of the lessons learned.

A simple formulation is presented for torsion analysis of hollow tubes with polygonal shapes. Thicknesses of segments of cross section can be different. Governing equations in term of Prandtl's stress function are used to derive the formulas. The derived formulas are so simple that computations can be carried out with a pocket calculator. Several examples are presented to show the accuracy and efficiency of the formulation. The obtained results are verified by accurate finite element solutions. It will be seen that the derived formulas can be useful for analysis of thin-walled and moderately thick-walled hollow tubes.
This paper presents a systematic approach to the automatic determination of the evolution of the rigid-plastic structural response caused by a proportional or single parameter pressure loading which varies with time in a monotonic non decreasing fashion. The frame structure is envisaged as a network, and the fundamental vectorial conditions characterising its behaviour at any instant of time are combined in a consistent manner. By considering the level of the pressure loading to be a single load parameter ranging monotonically from zero to infinity, the structural governing system may be regarded as a parametric linear complementary problem. Developing a modern electric power sector is necessary for economic growth and development to proceed. Institutions to implement an IRP (integrated resource planning) process do not exist in many countries. Hainan`s economy is growing rapidly with a concomitant increase in electricity demand. This is an ideal time in Hainan`s development to implement an IRP process. The challenge is for Hainan to develop institutions and incentive mechanisms for HEPCO (Hainan Electric Power Co.) to adopt cost-based pricing, run DSM programs, construct renewable generating plants, etc. One proposal is to great a Hainan government-wide IRP committee.
The determinants of the velocity of money have been examined based on life-cycle hypothesis. The velocity of money can be expressed by reciprocal of the average value of holding time which is defined as interval between participating exchanges for one unit of money. This expression indicates that the velocity is governed by behavior patterns of economic agents and open a way to constructing micro-foundation of it. It is found that time pattern of income and expense for a representative individual can be obtained from a simple version of life-cycle model, and average holding time of money resulted from the individual's optimal choice depends on the expected length of relevant planning periods.
A government would like to subsidize an indivisible good. Consumers? valuations of the good vary according to their wealth and benefits from the good. A subsidy scheme may be based on consumers? wealth or benefit information. We translate a wealth-based policy to a benefit-based policy, and vice versa, and give a necessary and sufficient condition for the pair of policies to implement the same assignment: consumers choose to purchase the good under the wealth-based policy if and only if they choose to do so under the translated benefit-based policy. General taxation allows equivalent policies to require the same budget.

Solutions are obtained for the Einstein field equations governing 40 rotating and time-dependent Bianchi type-IX cosmologies with thermal and nonthermal perfectly fluid sources. Some general properties of the solutions are discussed, and the exact computational details are given in a companion paper. All the cosmologies have spacelike, timelike or null-like homogeneous hypersurfaces depending on whether the constant alpha is less than or greater than one. The pressure of the cosmologies is assumed to be zero, and the energy density is less than zero. 9 references.
It has been proposed that a hidden conformal field theory (CFT) governs the dynamics of low frequency scattering in a general Kerr black hole background. We further investigate this correspondence by mapping higher order corrections to the massless wave equations in a Kerr background to an expansion within the CFT in terms of higher dimension operators. This implies the presence of infinite towers of CFT primary operators with positive conformal dimensions compatible with unitarity. The exact Kerr background softly breaks the conformal symmetry and the scaling dimensions of these operators run with frequency. The scale-invariant fixed point is dual to a degenerate case of flat spacetime.
The paper describes an experimental investigation involving pore structure of blended gypsum binder. The pore structure was investigated by using mercury porosimeter. A relationship between structure and mechanical properties has been established. It has been found that the principal factor of porosity governs the development of structure and strength of the blended gypsum binder. The pore size distribution was characterized by a reduction in the volume of the pores whose diameters are larger than 500 {angstrom} and an increase in the volume of those smaller diameters. An interpretation of the development in strength vis-a-vis porosity of the blended gypsum binder is presented.
In June 1998, NRPB published formal advice to Government on radon Affected Areas in Wales. Estimates of the percentage of homes exceeding the Action Level of 200 Bq m{sup -3} in each 5 km square of the Ordnance Survey National Grid were given in a map covering the whole of Wales. This companion report gives details of results of radon measurements in Welsh homes available to early 1998. The data are presented by unitary authority and postcode divisions. The atlas section shows the same information as given on the map in the formal advice at a larger scale in a series of plates which also include selected towns and other information. (author)
Relatively low molecular weights polyelectrolytes (10{sup 4}-10{sup 6}) behave as worm-like chain when electrostatic repulsions are assumed to govern the excluded volume parameter. Under such conditions, predictions of chain expansion and effect of polyelectrolyte concentrations are made assuming that unperturbed dimensions could be obtained at infinite salt content. Experimental studies of an ionic polysaccharide, namely the Na-hyaluronate, were done and the values obtained for the radius of gyration as well as the intrinsic viscosity at different charge densities are in good agreement with the predictions.

Doped ultrafine silicon dioxide powder with a narrow particle size distribution was obtained by RF discharge-stimulated dichlorosilane (SiH2C) oxidation at a low pressure using isobutylene as the combustion inhibitor and chromium hexacarbonyl (Cr(CO)6) as the dopant. The formation and morphology of the ultrafine particles are governed by the parameters of the RF discharge and by the chemical mechanism of the combustion reaction yielding the aerosol. Submicron-sized filamentous carbon structures can be obtained by isobutylene decomposition under spark discharge conditions in the presence of a molybdenum metal catalyst.
Oman is an attractive and welcoming country, well-ordered and unpretentious. It has benefited from remarkable achievements of economic and social development since 1970. It now has a resource base that should be sufficient to keep it on continuing path of further development. However, the second 20-years of modern Oman will inevitable contain some testing challenges. These are centred in two main areas - the economic, where expenditure has already outstripped revenue and where firm controls are needed to maintain a reasonable balance; and the social, where the pressures from an increasingly literate and numerous population will demand changes to the autocratic traditional system of government. Several possibilities of the use of molecular models in quantum-chemical investigations of the structure of defect centers on the surfaces of oxides on nontransition elements have been illustrated. There has been a special discussion of the assumption of the local nature of the chemical interactions in these systems, which underlies such an approach, and of the consequent laws governing the formation of their lattices in the example cases of zeolites, kaolinites, and comparable boron- and aluminum-containing oxides. A quantum-chemical interpretation of the body of experimental data from investigations of the dehydroxylation of H forms of zeolites has been given. The structure of the Lewis acid centers formed as a result, and their chemisorption properties, have been discussed.
The Marine Technology Society 1994 conference was held in Washington, D.C., September 7-9, 1994. Titled Challenges and Opportunities in the Marine Environment, the conference offered a wide variety of presentations. State-of-the-art technology, government policies and regulations, and environmental concerns were addressed. Offshore mining, coastal zone management, marine engineering, oceanographic research, educational issues, and global climate change were also well represented in the presentations. The conference proceedings are organized around the daily sessions and roughly 70% of the papers are included.
The major distributor and retailer of electrical power to Auckland, New Zealand, is Mercury Energy Limited. Following the sequential failure of the four 110kV underground cables, two gas-filled and two oil-filled, which supply the central business district, power was interrupted for 29 days from the 20th February 1998. A government inquiry was instituted, to examine what happened, why, and what lessons could be drawn for the future. Inadequacies in Mercury Energy`s cable maintenance and operating procedures were identified. The findings of the inquiry and its recommendations are reported. (UK)
The purpose of the course is to present an overview of the power conditioning aspects of energy transfer systems. The objective, then, is to develop an understanding and appreciation of the physical processes that govern the performance of these systems, including the role of such elements as switches, capacitors, inductors, and resistors. Secondly, to discuss where are the sources of information once a problem area has been identified. All the information will be current and state-of-the-art, and directed toward these pulse components, with particular emphasis on the area of high-repetition-rate systems, as these are taking on ever increasing significance.
Full text: There have been many recent calls for increased international cooperation in the field of nuclear forensics. While much is already being done, for example by the International Technical Working Group on Nuclear Smuggling and International Atomic Energy Agency, more effort is needed as cooperation on real-world incidents is often ad hoc. As a result, incidents - particularly diversions of nuclear material - are not effectively investigated, and opportunities to keep dangerous materials out of the hands of terrorists or proliferators are missed. Forensics techniques can be used to investigate many types of incidents involving illicit uses of nuclear or radiological material, but the need for cooperation can be seen most clearly in the area of illicit trafficking where collaboration is needed now. Multi-machine experimental observations indicate resilience in the temperature profiles at low pedestal temperatures,whereas at high pedestal temperatures the profile stiffness seems to disappear.The change of the profile behavior impacts the energy confinement,basically due to a strong non-linear dependence of the energy transport on the pedestal temperature together with different critical conditions for the onset of turbulence in the ions and electrons.This possible explanation for the different observations is based on the assumption that both ion and electron energy transport is governed by turbulence which sets in at a critical temperature gradient as well as on a significant energy equipartition between electrons and ions.
This report presents an overview of research activity currently being funded by the US Department of Energy (DOE) on solid wastes from coal gasification, coal liquefaction, and oil shale technologies, Projects conducted in the DOE energy technology centers and national laboratories, and in cooperative projects with other government agencies, private industry, and universities are developing the basic and applied technology and data on which present and future fuel-conversion and utilization processes depend. The report identifies data gaps and recommends research needs where warranted.
This bulletin traces development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of pertinent literature. The bulletin written as part of the Bureau of Mines research program on synthetic liquid fuels covers the history and economics of the process; chemical aspects of hydrogenation of coal, tar, and middle oil; engineering aspects of converting coal and tar to liquid fuels, principally gasoline; and equipment for the process. The literature covered includes documents of United States and British governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.
This paper focuses on a theoretical model that predicts the temperature increase of Magneto-rheological (MR) fluid dampers experiencing a sinusoidal input motion. A theoretical model is developed to estimate the temperature rise based on the non-linear behavior of the MR fluid damper. This model is solved numerically, and the numerical solution is compared with a known linear solution and experimental result in order to validate the accuracy of the model. Also, a non-dimensional form of the governing equations are developed to examine the key parameters. The non-dimensional terms show the effect of external and internal parameters on the trends of heat dissipation as well as heat generation within the MR fluid damper.
This study presents a theoretical analysis of heat generation and dissipation of field-controllable magneto-rheological fluid (MRF) shock absorbers. Since MRF dampers are energy- dissipating devices, the issues of heat generation and dissipation are important in predicting their performance. A theoretical model is developed based on Bingham plastic model to estimate temperature history of the MRF dampers. The governing equation includes the MRF viscosity as a function of the temperature. The numerical solutions are compared with experimental results in order to validate the accuracy of the model, and excellent agreements are obtained.

In January, 1985, the Government of Thailand sought assistance from the United States Trade and Development Program (USTDP) to undertake a feasibility study to review and update the solid waste management master plan, with particular emphasis to be placed on waste disposal methods. In April, 1985, the USTDP engaged the firm of Engineering and Economic Research, Inc. to carry out a definitional/prefeasibility study to assess the potential of a project for solid waste management and energy production using municipal solid waste as fuel.
Program decisions by symphony orchestra management are influenced by various factors. To examine these factors, we create an objective index of the propensity of a symphony orchestra to perform the standard repertoire. We use regression analysis to examine factors that influence programming decisions of 64 US symphony orchestras in 2006?2007, including public and private sources of funding. We find that increased funding from ticket sales, endowments, and local government increases the likelihood that an orchestra will perform nonstandard repertoire. In addition, the results suggest that a symphony orchestra?s music director does not have a significant impact on the degree of program conventionality.
Brief comments are given on the evolution of the institutional nature of ENEL (Italian Electricity Board) as it relates to the framework of legislation for the nationalization of the utility in December, 1962. Special attention is given to the development of legislative criteria to allow the creation of a rate structure, in the case of autoproduction by industry, that would stimulate national economic growth. A discussion is also made of the changing role of ENEL as it responds to the planning objectives cited in the Italian National Energy Plan which calls for a more integrated effort by the regional governments and the Electricity Board in the management of natural resources.

The Savannah River Site (SRS), one of several U.S. Department of Energy (DOE) facilities, produces nuclear materials for national defense and for other government and civilian uses. SRS ceased production of defense materials in 1988, and the site's main activities now involve waste management and environmental restoration. These programs have generated extensive effluent monitoring and environmental surveillance programs for the Environmental Monitoring Section (EMS), which performs #approx#105,000 radiological analyses on 30,000 samples a year. Gamma spectroscopy is performed on an estimated 10,000 samples annually. This report describes a program to develop and improve the EMS system.

Focusing on the Atomic Energy Commission, they describe the role of other groups that figured in the development of regulatory policies, including the Congressional Joint Committee on Atomic Energy, other federal agencies, state governments, the nuclear industry, and scientific organizations. They consider changes in public perceptions of and attitudes toward atomic energy and the dangers of radiation exposure. The basic purpose of the book is to provide the Nuclear Regulatory Commission and the general public with information on the historical antecedents and background of regulatory issues so that there will be continuity in policy decisions. The chemical reaction effect on an unsteady magnetohydrodynamic (MHD) flow past a semi-infinite vertical porous plate with viscous dissipation is analyzed. The governing equations of motion, energy, and species are transformed into ordinary differential equations (ODEs) using the time dependent similarity parameter. The resultant ODEs are then solved numerically by a finite element method. The effects of various parameters on the velocity, temperature, and concentration profiles are presented graphically, and the values of the skin-friction, Nusselt number, and Sherwood number for various values of physical parameters are presented through tables.

Individuals contributing significantly to the field of astronomy and their accomplishments are mentioned. Major astronomical facilities, their capabilities, and their instrumentation are described. In terms of the number of institutions and personnel engaged in astronomy, and of past accomplishments, Ukraine ranks among major nations of Europe. Constant property, laminar flow heat transfer in a semicircular tube with uniform wall temperature has been analyzed to define the lower bound of heat transfer augmentation in circular tubes with twisted-tape inserts. Two thermal boundary conditions, which correspond to the two extremes of the fin effect of twisted tapes encountered in practical applications, are considered. Numerical solutions, employing finite-difference formulations for the governing momentum and energy equations were carried out for the thermal entrance region and for fully developed flow.

It is located on the Oshun river approximately fifteen miles from the city. In 1982 cracks were observed on the wing walls and although these continued to develop, no attempt was made at that time to investigate their causes and no repair was carried out. In 1989 the SGI ENGINEERING Group of Geneva, Switzerland was appointed as the consultant for the complete refurbishment of the Asejire water scheme. The consortium Degremont-Poat-Clemessy was awarded the contract for the project. The African Development Bank and the Nigerian Government have provided the loan to finance the project.
A wind energy study (WEST) in the coastal region of Bangladesh has been undertaken, in collaboration with Local Government Engineering Department (LGED) and with technical support of the UK`s Energy Technology Support Unit (ETSU) under an ODA programme. Seven 25m high masts have just been installed at selected places and data for a complete year will be recorded. A brief account of the mast erection is given and some preliminary data is presented. Results indicate that fresh data is going to give higher figures than the meteorological ones. (author)

We give a comparatively short and self-contained new proof of this theorem. These are necessary to reduce our dependence on foreign energy sources and can be accomplished with suitable cooperation between government and private industry and between agencies within the government. The Fischer-Tropsch process is not the only method for producing gasoline from coal, but so far it is the only one commercially proven. Another process, which produces gasoline from methanol, has been considered for commercialization. The Government-owned portion of Naval Petroleum Reserve No. 2 in California continued to be leased to private operators as it has been for over 50 years, with the Government receiving a royalty share of production from the leases. All of the Government's share of crude oil produced at the Petroleum Reserves during FY 1983 was sold to the Department of Defense, while natural gas and natural gas liquids were sold competitively on the open market. Even though the economic questions are in focus, the important environmental, health and safety questions are also treated. The basic argument is that Sweden should choose an energy system that allows its citizens to maximize their consumption in a long-term perspective. Consumption is here given a meaning that includes elements outside the market, such as environmental, health and safety aspects valued in a reasonable way. Considerations must also be given to international aspects like global environment, a free and open system of trade and the value of a stable set of rules and proprietary rights. The surface enhanced Raman scattering (SERS) spectra of piperidine in silver colloid solution, on roughened silver electrode and on roughened silver electrode modified with silver nanoparticles were studied, and the high-quality SERS spectra of piperidine on roughened silver electrode modified with silver nanoparticles were obtained for the first time. Surface selection rules derived from the EM enhancement model were employed to deduce piperidine orientations on the different surfaces. On the basis of this, two models of piperidine adsorbed on the surface of the silver nanoparticles were built, and DFT-B3PW91/LanL2dz was applied to calculate the Raman frequencies. The criterion the study is based on in evaluating environmental risks is the possibility of harmful changes in air, water and soils rather than the harmful environmental impacts these changes are caused by. The two significant criteria, i.e. the evaluated environmental hazards potentials or 'value parameters', and the evaluated damage-to-the-environment probabilities or 'safety parameters', reveal the respective environmental risks or 'risk factors'. These risk factors are classified by 23 environmental risk parameters for differentiation between low-risk and high-aid for pollution abatement measures provided that one fixes acceptance limits for the environmental parameters. The genetically significant dose (GSD) is an index variable which exclusively allows to describe the genetic risk in the progeny of a population due to the application of ionizing radiation and radioactive substances in one part of this population. It may result in wrong interpretation of population exposure at increasing incidence of examinations in a population involving ionizing radiation and radioactive drugs at simultaneously increasing application of alternative methods in children and adolescents owing to the fact that it indicates a downward trend although somatic exposure of this population has increased. Therefore, it is recommended to state both the GSD and the level of somatic radiation exposure of the population taken from the individual sources for the comparison and assessment of radiation exposure from various sources in future.
