A reliable source of specific criteria for recognizing a wetland, as defined for regulatory purposes would be valuable. In 1987 the Army Corps of Engineers developed a technical manual for identifying wetlands (1987 Wetlands Manual). An interagency manual (1989 Wetlands Manual) was later developed. This manual has been used to identify wetlands according to three evidentiary factors: vegetation, hydrology, and soil. This paper addresses the development of criteria to delineate wetlands, and describes some of the logic used by federal courts to uphold the limited constitutional use of the 1989 Wetlands Manual.

The purpose of this study was to investigate the feasibility of a simple deformable phantom as a QA tool for testing and validation of deformable image registration algorithms. A diagnostic thoracic imaging phantom with a deformable foam insert was used in this study. Small plastic markers were distributed through the foam to create a lattice with a measurable deformation as the ground truth data for all comparisons. The foam was compressed in the superior-inferior direction using a one-dimensional drive stage pushing a flat 'diaphragm' to create deformations similar to those from inhale and exhale states. Images were acquired at different compressions of the foam and the location of every marker was manually identified on each image volume to establish a known deformation field with a known accuracy. Examination of measurement invariance provides a powerful method to evaluate the hypothesis that the same set of psychological constructs underlies a set of test scores in different populations. If measurement invariance is observed, then the same psychological meaning can be ascribed to scores in both populations. In this study, the measurement model including core and supplementary subtests of the Wechsler Adult Intelligence Scale-Fourth edition (WAIS-IV) were compared across the U.S. and Canadian standardization samples. Populations were compared on the 15 subtest version of the test in people aged 70 and younger and on the 12 subtest version in people aged 70 or older. Results indicated that a slightly modified version of the four-factor model reported in the WAIS-IV technical manual provided the best fit in both populations and in both age groups. Since its establishment as nuclear research plant Juelich in the year 1956, the research centre Juelich (FZJ) is concerned with the material processing of special metals. Studies of destruction of very-high-n (100<n<400) Rydberg atoms in collisions with the polar targets HF and NH_3 are reported. Analysis of the data using the essentially-free-electron model suggests that, for ultralow electron energies (#approx#80 #mu#eV--1.4 meV), the cross section #sigma#(var-epsilon) for rotationally inelastic scattering of electrons by a polar target varies approximately as 1/var-epsilon, where var-epsilon is the electron energy.

Korea Advanced Energy Research Institute (KAERI) conceived and started the development of MARS code with the main objective of producing a state-of-the-art realistic thermal hydraulic systems analysis code with multi-dimensional analysis capability. MARS achieves this objective by very tightly integrating the one dimensional RELAP5/MOD3 with the multi-dimensional COBRA-TF codes. The method of integration of the two codes is based on the dynamic link library techniques, and the system pressure equation matrices of both codes are implicitly integrated and solved simultaneously. In addition, the Equation-Of-State (EOS) for the light water was unified by replacing the EOS of COBRA-TF by that of the RELAP5. The Container Analysis Fire Environment (CAFE) computer code has been developed to model all relevant fire physics for predicting the thermal response of massive objects engulfed in large fires. It provides realistic fire thermal boundary conditions for use in design of radioactive material packages and in risk-based transportation studies. The CAFE code can be coupled to commercial finite-element codes such as MSC PATRAN/THERMAL and ANSYS. This coupled system of codes can be used to determine the internal thermal response of finite element models of packages to a range of fire environments. This document is a user manual describing how to use the three-dimensional version of CAFE, as well as a description of CAFE input and output parameters. Abstract Microbiological quality and biophenol content evolution was studied in minimally processed Thassos cv table olives by hot air dehydration under mild conditions (40C, 24-h, aw-=-0.893) and storage under characteristic packaging conditions (vacuum, 100% N2 and air) at 4 and 20C over a period of 180 days. No salt was used in the production line or packaging. The undesirable microorganisms (Enterobacteriaceae, Staphylococcus aureus, Bacillus, Clostridium) were undetectable until the end of the storage period. The controlled growth of nanowires (NWs) with dimensions comparable to the Fermi wavelengths of the charge carriers allows fundamental investigations of quantum confinement phenomena. Here, we present studies of proximity-induced superconductivity in undoped Ge/Si core/shell NW heterostructures contacted by superconducting leads. By using a top gate electrode to modulate the carrier density in the NW, the critical supercurrent can be tuned from zero to greater than 100 nA. Furthermore, discrete sub-bands form in the NW due to confinement in the radial direction, which results in stepwise increases in the critical current as a function of gate voltage. Transport measurements on these superconductor-NW-superconductor devices reveal high-order (n = 25) resonant multiple Andreev reflections, indicating that the NW channel is smooth and the charge transport is highly coherent. We compare the performance of these features with geometric moments describing the trajectory and shape of hands. Since the non-manual component is also very important for sign recognition we localize facial landmarks via Active Shape Model combined with Landmark detector that increases the robustness of model fitting. We define I-O modality compatibility in terms of similarity of stimulus modality and modality of response-related sensory consequences. Experiment 1 included switching between 2 compatible tasks (auditory-vocal vs. visual-manual) and between 2 incompatible tasks (auditory-manual vs. visual-vocal). Fracture toughness data of pre-cracked Charpy single-edge bend, SE(B), specimens are compared with those of standard compact, C(T), specimens in the upper shelf and ductile-to-brittle transition regimes. Charpy sized SE(B) specimens provide ductile fracture toughness data, which are compatible with those of standard C(T) specimens. Statistical methods such as the exponential curve fitting method (ECF), the engineering lower bound toughness method (ELB), and the Master Curve method (MC) are used to provide meaningful lower bound cleavage fracture toughness estimates from the toughness scatter of the Charpy sized SE(B) specimens in the ductile-to-brittle transition regime. In this regime, according to the ELB and MC methods, SE(B) specimens provide cleavage toughness data, which tend to be non-conservative compared to those of standard C(T) specimens. The beneficial effect of compost application to the sandy soil on dry matter production of shoots and fruits as well as its effect on l5N-uptake and nitrogen utilization percent of cucumber plant (Cucumis sativus L.) were studied under field conditions. Two types of natural compost (i.e. sugar cane bagasse (SC) and beet compost (BC)) with three levels (2, 4, 6 ton/fed) in addition to check treatment for each kind of compost (sheep manure with rate of 20 in/fed) combined with three rates of nitrogen fertilizer rates (50, 75, 100% from the recommended rate, i.e. 75 kg /fed) were used. The bagasse compost in both seasons gave a significantly higher response than the beet compost. There was a greet reduction in cucumber dry weight, N yield, Ndff%, FN yield and N utilization % of shoots and fruits as the level of compost application decreased. New cassettes for 201 mm{times}252 mm (8{double_prime}{times}10{double_prime}) and 201 mm{times}400 mm (8{double_prime}{times}15.75{double_prime}) storage phosphor plates have been developed at the Synchrotron Resource of the Howard Hughes Medical Institute. The purpose for this work was mainly twofold. Firstly, to diminish the number of manual operations when putting the storage phosphor plate into the cassette or when extracting it from the cassette. Secondly, to render such a cassette much lighter than the former metal cassette previously in use. These two goals were achieved by making new cassettes that are operated as one piece instead of two or three independent parts as with the former systems. The cassettes have been extensively tested and found to be very useful.

Twitter introduced lists in late 2009 as a means of curating tweets into meaningful themes. Lists were quickly adopted by media companies as a means of organising content around news stories. Thus the curation of these lists is important, they should contain the key information gatekeepers and present a balanced perspective on the story. Identifying members to add to a list on an emerging topic is a delicate process. From a network analysis perspective there are a number of views on the Twitter network that can be explored, e.g. followers, retweets mentions etc. We present a process for integrating these views in order to recommend authoritative commentators to include on a list. This process is evaluated on manually curated lists about unrest in Bahrain and the Iowa caucuses for the 2012 US election.

Production engineering measures for improving production techniques to increase the reliability of high voltage, high temperature aluminum electrolytic capacitors have been completed. The required number of capacitors for each contract item were life tested at 85C for 10,000 hours. There were 9,400 capacitors on the extended life test. Reliability for CU13 and CU17 capacitors and contract item 2AG rated 1.5 mfd - 400 V are shown. The verification testing, which was performed at 125 C on 40 capacitors for each contract item, met the requirements of MIL-C-39018A. It further demonstrated that in addition to CU13 styles which are designed to operate at 125 C, the CU17 manufactured for this contract are capable of operating at 125C with derated voltage. Based on case studies and action research, this paper investigates and discusses appropriate means for transfer knowledge when relocating manufacturing units. The cases include relocations both within the country and overseas. A framework for identifying suitable means is developed based on the situations which are extracted from the cases. Two parameters are used to classify the situation: the complexity of knowledge, and the environment for transferring the knowledge. Four different groups of means are identified from the case studies; 1) Documents or manuals and peer-to-peer training, 2) Scenarios on real systems, 3) Prototypes and games, and 4) Emulation. These means are evaluated based on the parameters in the framework and proper means are positioned in the framework. We present a method for grouping the synonyms of a lemma according to its dictionary senses. The senses are defined by a large machine readable dictionary for French, the TLFi (Tr\\'esor de la langue fran\\c{c}aise informatis\\'e) and the synonyms are given by 5 synonym dictionaries (also for French). To evaluate the proposed method, we manually constructed a gold standard where for each (word, definition) pair and given the set of synonyms defined for that word by the 5 synonym dictionaries, 4 lexicographers specified the set of synonyms they judge adequate. While inter-annotator agreement ranges on that task from 67% to at best 88% depending on the annotator pair and on the synonym dictionary being considered, the automatic procedure we propose scores a precision of 67% and a recall of 71%. National Nuclear Safety Department is authorized by Infra (Iranian Nuclear Regulatory Authority) for issuing rules and regulation and conducting the licensing and supervisory process for nuclear facilities. The main responsibilities of the NNSD are conducted via five main division are, nuclear codes and standards, Nuclear Safety assessment, Authorization, Inspection and Enforcement and Technical Support. In this paper, the functions and responsibilities of TSD in enhancing nuclear safety are described. Examples of main tasks to support the Nuclear Safety assessment division regarding to technical calculations and research of safety issues in licensing documents are provided. (author)

In future the use of limit state pipeline design philosophy, may be implemented as an alternative to the stress based design commonly used to day giving a potential for further optimisation of the pipeline design and consequently reduction of the initial investment. Comprehensive research and development efforts in Norway in the second half of the 1970`s, made it technically feasible to cross the deep water Norwegian Trench in the 1980`s. The information gathered as operating manager when implementing the first photovoltaic rural electrification and technology transfer program carried out to date in the world in French Polynesia from 1978 to 1990 are detailed. The technical developments of equipment and the work in progress at the GENEC Cadarache within French, European or IEA programs in order to improve some components or appliances and make up for certain deficiencies are presented. This involves accelerated aging tests, Standardization work, development of high efficiency equipment. Non technical barriers are often emphasized. Technical barriers also exists. Considerable work in many domains of small PV systems remains to be done so as to combine all the conditions required to implement successful large programs in developed as well as in developing countries.

The long-term support required from Canada in the operation and maintenance of overseas CANDU nuclear generating stations after commercial operation has commenced is described, with reference entirely to the KANUPP reactor. This includes: technical support to station staff to increase plant reliability and maintainability; assistance with plant improvements; procurement of spares and consumables; and assistance with training programmes. This technical support may be provided by a small number of Canadian staff actually resident at the power station; by short-term visits of Canadian specialists to site and by technical and procurement services provided from Canada. Examples of technical problems experienced are given, showing typical services required from Canada.

The UNSAT-H model was developed at Pacific Northwest National Laboratory (PNNL) to assess the water dynamics of arid sites and, in particular, estimate recharge fluxes for scenarios pertinent to waste disposal facilities. During the last 4 years, the UNSAT-H model received support from the Immobilized Waste Program (IWP) of the Hanford Site's River Protection Project. This program is designing and assessing the performance of on-site disposal facilities to receive radioactive wastes that are currently stored in single- and double-shell tanks at the Hanford Site (LMHC 1999). The IWP is interested in estimates of recharge rates for current conditions and long-term scenarios involving the vadose zone disposal of tank wastes. To assess the variability and systematic differences in polyp measurements on optical colonoscopy and CT colonography. Gastroenterologists measured 51 polyps by visual estimation, forceps comparison and linear probe. CT colonography observers randomly assessed polyp size two-dimensionally (abdominal and intermediate window) and three-dimensionally (manually and semi-automatically). Linear mixed models were used to assess the variability and systematic differences between CT colonography and optical colonoscopy techniques. The variability of forceps and linear probe measurements was comparable and both showed less variability than measurement by visual assessment. Measurements by linear probe were 0.7 mm smaller than measurements by visual assessment or by forceps. Interactive seismic processing systems for editing noisy seismic traces and picking the first-break refraction events have been developed using a neural network learning algorithm. The authors employ a back propagation neural network (BNN) paradigm modified to improve the convergence rate of the BNN. The BNN is interactively trained'' to edit seismic data or pick first breaks by a human processor who judiciously selects and presents to the network examples of trace edits or refraction picks. The network then iteratively adjusts a set of internal weights until it can accurately duplicate the examples provided by the user. Korea Atomic Energy Research Institute, using the ANS Low Power /Shutdown (LPSD)PRA Standard, evaluated the LPSD PSA model of the KSNP, Younggwang (YGN) Units 5 and 6, and identified the items to be improved. The evaluation results of human reliability analysis (HRA) of the pre-accident human errors in the LPSD PSA model of the KSNP showed that 13 items among 15 items of supporting requirements for those in the ANS PRA Standard were identified as them to be improved. Thus, we newly carried out a HRA for pre-accident human errors in the LPSD PSA model for the KSNP to improve its quality. We considered potential pre-accident human errors for all manual valves and control/instrumentation equipment of the systems modeled in the KSNP LPSD PSA model except reactor protection system/ engineering safety features actuation system. The report presents the results of a Gas Research Institute (GRI) program to evaluate the technical and economic aspects of design options proposed by the U.S. Department of Energy (DOE) for reducing the energy consumption of residential ranges and ovens as mandated by the National Appliance Energy Conservation Act (NAECA) of 1987. The study shows that none of the proposed DOE design options are justified except electric ignition for stand-alone cooktops, based on life-cycle costs, loss of consumer utility, safety, technical considerations, or food quality considerations. An individual range uses so little gas during the year (approximately $14/year for a self-cleaning range) that it is difficult to justify any design modification, since the cost of even a simple modification could not be recovered on the basis of gas saved.

This is done by examining the performance and stability of the modules and array over a period of more than one year. More than twenty years after commencing commercial operation in 1983, Wolsong Unit 1(W1- NPP), the first CANDU Pressurized Heavy Water Reactor (PHWR) in Korea, has been undergoing refurbishment. Safety analyses were required to evaluate the safety of W1-NPP because significant amount of equipment has been refurbished. To evaluate the effectiveness of W1-NPP after these upgrades, new safety analyses were performed using the same technical standards of Wolsong Units 2, 3, 4 (W234-NPP) for Design Basis Accidents (DBA). The technical complexity of intraoperative radiotherapy (IORT) requires modification of the standard physical and dosimetric methods used in external electron beam therapy. At the National Cancer Institute, a number of technical innovations have been integrated into ongoing clinical studies of IORT. These include: (1) an electron beam applicator system that is significantly different from other IORT systems and includes customized squircle applicators; (2) peripheral dose shields; (3) a modified surgical table replacing the standard radiation treatment couch; and (4) routine use of multiple IORT fields that necessitates field matching. The IORT applicator system and related devices and techniques are dosimetrically characterized in detail both for use in the IORT program and in order to illustrate many useful facets of electron dosimetry.

About every 12 years, asphalt roads must be reworked, and this is usually done by placing thick layers (hot-mix overlays) of new material on top of failed material, resulting in considerable waste of material and use of new asphalt binder. A good recycling agent is needed, not only to reduce the viscosity of the aged material but also to restore compatibility. Objective is to establish the technical feasibility (Phase I) of determining the specifications and operating parameters for producing high quality recycling agents which will allow most/all the old asphalt-based road material to be recycled. It is expected that supercritical fractionation can be used. The advanced road aging simulation procedure will be used to study aging of blends of old asphalt and recycling agents.

The PuO/sub 2/ cask or SP 5320-2 and 3 cask is designed for surface shipment of americium or plutonium. The cask design was physically tested to demonstrate that it met the criteria specified in US ERDA Manual Chapter 0529, and Chapter I, Interstate Commerce Commission. The package has been assessed for transport of up to 357 grams of plutonium (403 grams PuO/sub 2/ powder) and up to 176 grams of americium (200 grams AmO/sub 2/ powder), having a maximum decay heat of 203 watts. Criticality evaluation alone would allow the shipment as Fissile Class II but the radiation level of the cask, measured at the time of shipment, may exceed 50 mrem/h at the surface and require shipment as Fissile Class III. Sample calculations address only the more restrictive of the two materials, which in most cases is /sup 238/PuO/sub 2/.

The Gross Decontamination Experiment was conducted on various levels and surfaces of the TMI-2 Reactor Building during February and March 1982 and was designed to investigate the effectiveness of various surface decontamination techniques. The polar crane, D-rings, missile shields, refueling canal, fueling bridge, major equipment, floors and some walls were flushed with low pressure water. Water lances were directed manually and applied water at temperatures between ambient and 60"0C at a flow rate of about 95 liters per minute. In addition, floor surfaces on the 305-ft elevation and floor surfaces and major equipment on the 347-ft elevation were sprayed with high pressure water (floors in the Reactor Building are designated by their elevations above sea level). Radioanalytical determination of chromium in welding fumes

Radionuclide X-ray fluorescence analysis and fast neutron activation analysis were used for the determination of chromium. The excitation source for X-ray fluorescence analysis was a ring-shaped "2"4"1Am source with an activity of 18.5x10"9 Bq. SYNPOR filters of 35 mm in diameter were used for the measurement. The 5.414 keV Cr peak was measured with a Si(Li) detector. The sensitivity was 0.05 mg for a period of measurement of 1000 s. A neutron generator with an emission of 10"9 s"-"1 was used as the source of fast neutrons. "5"2V and "5"3V, the products of nuclear reaction with Cr, were measured gamma spectrometrically with a Ge(Li) detector. The sensitivity for Cr is 0.015 mg, in the presence of Mn which causes interference the sensitivity is a mere 0.075 mg. The mentioned methods were used to determine total Cr and Cr(VI) in welding aerosols. Reactor Regulating System (RRS) of TAPP-3 and 4 (540 MWe PHWR) addresses issues of elaborate Flux Tilt Control as applied to large Reactor Cores in addition to the traditional Bulk Power (Actual Power) Control. The control of Bulk and Zonal Power by RRS through the use of Zonal Control Compartments (ZCCs) has been successfully demonstrated in the Indian PHWRs for the first time. Features like automation in Demand Power Maneuvering, Manual Movement of Reactivity Devices through the Human Machine Interface (HMI) and the supervised withdrawal of Shut-off Rods during Auto Criticality are also included. This paper describes a system designed for collections of reports of infectious disease outbreaks. The system, Proteus-BIO, automatically creates a table of outbreaks, with each table entry linked to the document describing that outbreak; this makes it possible to use database operations such as selection and sorting to find relevant documents. Proteus-BIO consists of a Web crawler which gathers relevant documents; an information extraction engine which converts the individual outbreak events to a tabular database; and a database browser which provides access to the events and, through them, to the documents. The elephant-grass (Penissetum purpureum Schum) cv Guacu, with 6 months of development was chopped in a forage chopper regulated to cut biomass in pieces of 5 mm. 500 grams of chopped biomass was pressed in a hydraulic presser regulated for 60, 120, 180, 240 and 300 kg/cm{sup 2}. For the pressure of 60, 120, 180 and 240 kg/cm{sup 2} the presser was used in manual module, while, for the pressure of 300 kg/cm{sup 2} it was operated in the automatic module. Energy requirements and exergy inefficiencies for processing of malt drink were estimated for a Nigerian brewery. The process was divided into twenty-one basic unit operations and grouped into four main group operations: silo house, brew house, filter room and packaging house. The energy intensity for processing a batch of 9.8 tonnes brew grains to 562 hl of malt drink was estimated as 261.63 MJ/hl consisting of electrical (41.01%), thermal (58.81%) and manual (0.19%) of the total energy. The most energy intensive group operation was the Packaging House operation, followed by the Brew House operation with energy intensities of 223.19 and 35.94 MJ/hl, respectively. Energy study was conducted in an organic fertilizer production plant in Nigeria, to determine the energy consumption patterns and the associated costs for the production of both powdered and pelletised fertilizer. Analysis was conducted for a daily production of 9000 kg of the finished products. Eight and nine defined unit operations were required for production of powder and pellets, respectively. The electrical and manual energy required for the production of powder were 94.5 and 5.6% of the total energy, respectively, with corresponding 93.9 and 5.1% for the production of pellets. The respective average energy intensities were estimated as 0.28 and 0.35 MJ/kg for powder and pellets. Energy and exergy studies were conducted in an orange juice manufacturing industry in Nigeria to determine the energy consumption pattern and methods of energy optimization in the company. An adaptation of the process analysis method of energy accounting was used to evaluate the energy requirement for each of the eight defined unit operations. The types of energy used in the manufacturing of orange juice were electrical, steam and manual with the respective proportions of 18.51%, 80.91% and 0.58% of the total energy. It was estimated that an average energy intensity of 1.12 MJ/kg was required for the manufacturing of orange juice. The most energy intensive operation was identified as the pasteurizer followed by packaging unit with energy intensities of 0.932 and 0.119 MJ/kg, respectively. Efficient Clustering with Limited Distance Information

Given a point set S and an unknown metric d on S, we study the problem of efficiently partitioning S into k clusters while querying few distances between the points. In our model we assume that we have access to one versus all queries that given a point s in S return the distances between s and all other points. We show that given a natural assumption about the structure of the instance, we can efficiently find an accurate clustering using only O(k) distance queries. We use our algorithm to cluster proteins by sequence similarity. This setting nicely fits our model because we can use a fast sequence database search program to query a sequence against an entire dataset. We conduct an empirical study that shows that even though we query a small fraction of the distances between the points, we produce clusterings that are close to a desired clustering given by manual classification.

Separate comprehensive final reports on the status of the SRC-II Demonstration Plant Design and on operating experiences at the Ft. Lewis and P-99 SRC pilot plants were prepared after the termination of those projects. However, time constraints made it impossible to consolidate all of the pilot plant data and operating experiences and relate these to the Demonstration Plant or future plant design. Most of the experimental programs during the later stages of pilot plant operation were in direct support of specific technical uncertainties identified in design work. The results of these programs would have been of substantial use in verifying or modifying design philosophy had the project proceeded. This technical data analysis project was undertaken to consolidate the pilot plant results presented in numerous reports under DOE Contract DE-AC01-79ET10104 for operation of the pilot plants, and to relate these results to specific Demonstration Plant ...
